Discussion and action – 2021 Municipal General Election Canvass and Certification City Recorder Pamela Spencer will present to the mayor and City Council the results of the 2021 Municipal General Election. The mayor and City Council will sit as the Board of Canvassers to certify the results of the 2021 Municipal General Election.   City Recorder Pamela Spencer presented the results of 2021 Municipal General Election. She also gave statistics from the past four elections. There was a discussion about the election results.   Chair Fullmer called for a motion.
Motion: BOARDMEMBER WELSH MOVED TO CERTIFY THE RESULTS OF THE NOVEMBER 2, 2021 MUNICIPAL GENERAL ELECTION, AND TO CERTIFY THE ELECTION OF JULIE FULLMER AS MAYOR AND MARDI SIFUENTES AND AMBER RASMUSSEN AS CITY COUNCILMEMBERS, EACH FOR A FOUR-YEAR TERM. BOARDMEMBER FLAKE SECONDED THE MOTION. ROLL CALL WENT AS FOLLOWS: CHAIR FULLMER, BOARDMEMBERS EARNEST, FLAKE, AND WELSH VOTED AYE. BOARDMEMBER JUDD WAS ABSENT. THE MOTION CARRIED WITH ONE ABSENT.     3.      WORK SESSION 3.1
UDOT Betterments for the Vineyard Connector City Engineer Naseem Ghandour will lead a discussion about desired betterments for the Vineyard Connector expansion.   Andrew Gwynn with the Utah Department of Transportation (UDOT) explained that they would be completing the Vineyard Connector from Main Street to 1600 North to help with the completion of the town center. He added that the Connector would go from Geneva Road in Orem and tie into the American Fork/Lehi area. It would be one lane in each direction with turn lanes and a grade-separated pedestrian crossing. He reviewed the timeline for completion of the expansion and three options for the betterments of the Vineyard Connector.   Baseline ·         16-foot opening ·         Roadway going over ·         Four-sided box ·         Cost – $1 million (estimate)   Option 1 ·         42-foot opening ·         Roadway goes over ·         Pre-cast arch ·         Cost - $3.1 million (estimate)   Option 2 ·         42-foot opening ·         Roadway goes under ·         Cost – $3.4 million (estimate) ·         Can accommodate future widening at $100,000 per foot (estimate)   Option 2A ·         42-foot promenade ·         Roadway goes under ·         Cost $3 million (estimate) ·         Can accommodate future widening at $80,000 per foot (estimate)
There was a discussion about the options. One item of note was that the promenade would be vehicle rated. The council agreed to have the promenade go over the road. Ryan Wride with Horrocks Engineers explained that they needed to take into consideration the width of the promenade and how they would get pedestrians back down to grade.   There was as discussion about the design. The council wanted the promenade to be 100 feet wide. There was also a discussion about the difference between the arches and a girder structure and the pros and cons of both.
There was discussion about the phasing of the road. Geoff Dupaix with UDOT explained that there would be some flexibility with the phasing, but not the design. The discussion continued.   Consensus was: ·         Going over with the promenade ·         Start with 50-foot construction width and expand to the 100-foot in the future ·         Preferred with the arch, with the flexibility to change to the girder if necessary ·         Right-of-way discussion with the developer ·         Road built this next year with the bridge if possible   Mr. Ghandour mentioned that he would work with UDOT to work out a contract. There was as a discussion about further betterments.     4.      CLOSED SESSION No closed session was held.     5.      ADJOURNMENT Mayor Fullmer called for a motion to adjourn the meeting.
Motion: COUNCILMEMBER FLAKE MOVED TO ADJOURN THE MEETING AT 6:44 PM. COUNCILMEMBER EARNEST SECONDED THE MOTION. MAYOR FULLMER, COUNCILMEMBERS EARNEST, FLAKE, AND WELSH VOTED AYE.
