Daria Evans, living in The Villas subdivision, stated that she enjoyed the drone show for11. She expressed gratitude for staff and finding a resolution for an issue regarding a roundabout. She asked questions regarding the approval process and funding for the00 N Overpass project.

Karen Cornelius, living in The Villas subdivision, expressed concern that there had not yet been a presentation on the benefits that had been gained so far from the city’s membership in World Trade Center Utah. She mentioned rumors that she had heard that the city had donated land for some unspecified drone usage. She was concerned at what she viewed as a lack of transparency regarding the city’s interactions with developers.

Mayor Fullmer explained that questions raised about World Trade Center and other economic investments would be addressed in later meetings. She also stated that she was aware of an email stating the city had donated land toG for use with drones but clarified it was false and that no such deal had been made.

Councilmember Holdaway asked for clarification on the assertion made during public comment that the city had donated land for project involvingG and drones. This initiated a discussion regarding the rumors of the land donation, wherein Mayor Fullmer offered a more detailed explanation and reiterated that no such deal was ever offered or made.

But my question for the council tonight, and particularly for the mayor and the city manager is. 00:04:49
When can we, the citizens of Vineyard, expect? 00:04:58
Some sort of a report of a return on our investment. 00:05:01
That we are over a year into this and we've not heard of anything that has come to fruition for the good of the city or even even 00:05:06
in a thinking about stage. And when I look at the property across 800 known as Utah City and recall all of the promises for growth 00:05:14
and development. 00:05:23
And hopefully tax base. 00:05:32
And then I realized the only thing that has been announced is a grocery store that will be owned by the developer. 00:05:35
So my concern is we are not, we are not gathering that tax base. We do not have. 00:05:43
Well, we may have commitments, but I feel really bad that as a city and as residents who are paying taxes in this city, we are 00:05:51
left in the dark. 00:05:56
And we would expect you to have enough consideration and respect for us. Let us know how that dollar is being spent and what it is 00:06:00

Now what we can expect? There are rumors I have heard of a of us giving land to. 00:06:12
For a drone implementation of some sort over there. And our mayor is smiling. So there must be something that those of us don't 00:06:19
know and understand about it. But I am concerned that we are in the dark. These developers came to every City Council meeting to 00:06:28
sell us their bill of goods, to sell us their PID, to sell us what they wanted to have happen over there. 00:06:36
And nothing has happened other than four apartment buildings. 00:06:45
That are going to create more of a burden than anything unless we are able to increase our tax base. I was at a dinner last night 00:06:49
with some many women who have been here much longer than I have. 00:06:56
And the question came up, what has happened to the beautiful city that we were promised when we moved here? 00:07:04

Works Director, thank you for the quick pause. So this work session is for the disposition of surplus property policy amendment. 00:10:36
Just to give a quick overview, a short overview of the policy and defining various asset types of disposals. We found that there 00:10:45
was required after reviewing our surplus disposition, our disposal surplus property amendment, excuse me. 00:10:54
Policy that we currently have in place when we found out there was a kind of, it's been, I would say outdated, it's been several. 00:11:05
It's been several years and it's kind of, I would say have more. 00:11:12
OK, sorry. And it was a need for for an update to capture our needs for especially as a growing city. So on this and summary, what 00:11:22
the policy, what the amendment of the policy does is it defines some key, key terms in this policy, talks about public property as 00:11:30
a as a whole, talks about real property, fixed assets. 00:11:37
Real property being specifically about land and related interests to that fixed, fixed assets. 00:11:47
Our operational ions lasting over one year and 5000 about $5000 more usually tied to facilities as well personal property. Those 00:11:53
are items that are movable items such as vehicles and equipment, equipment to be defined as like a laptop computer and such or 00:12:00
like office chair And then the last thing. 00:12:08
The policy amendment does as well, as it updates the CDP government that defines the city current officer, In this case the 00:12:17
Finance director serves as a happy current officer. 00:12:21
So what so summary with the amendment to the policy does is it talks about disposal real property analyzed to Utah code with the 00:12:29
reference up there in regards to in terms of authorization disposal of such real property toxic and it goes off and goes further 00:12:37
and talks about significant with significant parcels are as property over one acre or. 00:12:45
Valued at at $100,000. 00:12:53
And that's at that's at the value that's correct value is currently is currently out. And then it defines the procurement officers 00:12:56
role in terms of assessing surplus property needs to ensure that you know, the needs of the property is being handled, the surplus 00:13:02
and real property is being handled appropriately. 00:13:09
Talks about public meetings being required prior to disposal of any kind of significant parcels. Non significant disposals, non 00:13:16
significant real property disposals. 00:13:22
With all the personal property procedures which is defined in the next slide and of course and the last thing goes down and says 00:13:29
the City Council can sell or lease surplus property by auction or other methods in terms of that. So this is again this is a 00:13:36
policy, it doesn't go into the nuances, but in this here specifically along to other municipalities as well in terms of this. 00:13:44
The policy amendment also further talks in regards to these goals of personal property. This here is what to see our city needs is 00:13:55
more kind of focused on what we deal with, what we deal with. I want to say a daily basis, but more, a much more frequent basis 00:14:02
than the previous slide. So it talks about personal property or property values. So the property would be $500 or more to be 00:14:09
declared surplus. 00:14:15
Before disposal talks about that, the procurement officer should will ensure that interdepartmental transfers are the first 00:14:22
option. So for example, Public Works says that we don't have need for. 00:14:28
Five monitors, 10 monitors as an example, or office chairs and such that it doesn't go directly to surplus auction that you know 00:14:36
the German officer will check the other departments such as like Parks and Rec. Do you have a need for it? Which makes the most 00:14:40
sense? 00:14:45
Then the policy further discusses surplus personal property, the handling of surplus property handling. 00:14:50
Talks about that the State Council shall go before City Council declaration before we go to to an auction. So State Council would 00:15:01
be presented with a list of properties, personal properties that's going to be declared surplus prior to going forth. 00:15:09
I've been it just goes into more to the nuances about, you know, being sold by auction, but also the business may be rejected. So 00:15:20
I understand that auction you may have reserved by saying that to build auction this off, but we won't auction it off for a 00:15:26
certain part until it must be a certain price on that. So it doesn't necessarily have to get to the highest to the highest bidder. 00:15:31
The highest bidder doesn't meet our threshold. Also, lions may be sold at a reasonable price or disposal at the procurement 00:15:37
officers discretion, for example. 00:15:42
If it goes to auction, our first procedure might go goes to auction, it doesn't get sold or then we may choose to do it something 00:15:48
else like for example like a marketplace as an example or maybe a garage sale. But it would be done at the offices. Discretion in 00:15:57
terms of which way to follow fully consumed property is this could be disposed of by the purchasing. 00:16:05
Agent discussion like purchase or with approval to purchasing an officer for example. 00:16:16
If it's items that are used fully used, an easy example would be toner ink. Toner ink is fully used. However, there's still 00:16:22
physical, there's something still physically there. So that would make sense just to dispose of it properly and according to that. 00:16:30
So we do need to talk about that. And then the last item on here is tell proceeds that will allocate, allocate shall be put back 00:16:37
into its. 00:16:44
Houses or than so for example, on your like enterprise funds, if it's the enterprise fund that goes to purchase ASAP asset and 00:16:52
it's used for that particular department division and then it's sold as solar surplus, those funds will go back into the 00:16:58
appropriate account. So if your enterprise funds buy something, we'll go into the general fund and vice versa general fund versus 00:17:05
something. 00:17:11
The proceeds won't go into an enterprise funds and then the last thing on there which doesn't happen very often, but does also 00:17:18
does happen as unique items. 00:17:22
Concrete pipes, some large something that wouldn't make sense to go through auction may bypass those procedures by council 00:17:27
notifications. So in essence, we would say we have this very unique awkward item that doesn't make sense to go to a auction. 00:17:33
However, we're choosing to do XYZ with it and but of course, council gets noise on that. And this is for items that are $500 plus 00:17:39
a value. 00:17:46

doesn't matter what it is, whether even it's a downed tree. I don't know if you guys remember a year ago. 00:18:48
Salt Lake City had a windstorm, Few trees will blow down, public works will go and chop it up and they'll list them they'll 00:18:56
literally list the wood on different competing websites. So to be public surplus reductio and so I my concern is is that. 00:19:05
Across the country, it's kind of a standard that you never want to have a procurement agent set a standard for of of something 00:19:14
that were what Christy are aware of procurement department might feel his worth $500, someone might feel worth, you know, 2000. 00:19:22
And so these three services have the ability to create an auction at no cost. 00:19:31
To the city at all and to list it up for five, 714 days just to verify and allow the pre market to show that. 00:19:40
Any of the large, any of the option services do and then if it doesn't sell you have an audit trail proving. 00:19:53
30 people looked at it, 50 people looked at it and there were no bids that came in and therefore you think your hand I can show on 00:20:02
two hands. The amount of people that have been fired, whether he from the University of Utah or others where they the agents fell 00:20:08
by pay their words. There was no value. 00:20:14
You know, monitors at the University of Utah, they threw, you know, 10 to 15 monitors in the garbage. And then someone in the news 00:20:21
station finds out about it and they say, why are we throwing this away? Well, they will take off that it wasn't a valley and 00:20:28
someone else felt like it could be used. And so it's a very simple thing to just say input into the requirement that no matter 00:20:35
what service the city decides to use, that we will put it up. 00:20:42
And get an audit trail in place and if nobody's placement bid on it, then throw it away. 00:20:50

In regards to the connecting roads from the from Geneva to the interconnector, that's typically done throughout along with the 00:24:31
development done by the developers. So developers would go and then the roadway connections and along from Geneva from when they 00:24:40
were building Geneva Road to 1200 N Australia. 00:24:48
There were any other aspect to do that would be to when you do that, the developers tend to pay for those interconnection roads if 00:24:57
if the city chooses to take take on those connections beforehand. 00:25:02

the road, sidewalk, water, sewer, everything else they would construct that. 00:27:07
There occasionally is discussion among the city and the developer as to what exactly that is and what amount is supported by the 00:27:14
development. I don't know that those conversations have occurred. 00:27:21
On this facility, they'd be part of the design process and part of the development process, but often those things aren't 00:27:28
introduced until a certain phase of the development. So what I can have you do, as you can see, this is ongoing, but that's the 00:27:34

Like other cities to be able to do that. And I just don't think that our friends and other cities want us to start that that 00:35:51

reviews regional roads. So roads that are owned by the state and regional roads. This road happens to be a local road. And every 00:36:09
year we all participate in the Mountain Land Association of Governance process where we go when we rank roads and we vote on them 00:36:16
and we go through that process together. 00:36:23
One of the state's priorities as they've been working with Union Pacific Railroad to make things efficient and safer has been to 00:36:31
create a fund for building bridges over the railroad tracks. And not only for Union Pacific Railroad, but for Utah Transit 00:36:38
Authority, which is creating a high speed transit network in the state. And one of the funds that they did was they created a rail 00:36:45
restricted fund. 00:36:53
And that works with local roads. So 1200 N is a local Rd. So it does not go through the mountain Land of Association of Government 00:37:00
process. It goes through a different process. And so this time what we did was we went through the request for appropriations from 00:37:07
the state, which is the only way that you can get rail restricted funds. And we talked about how we have this big rail project 00:37:13
happening in the city and many of the cities went for it through the same process. 00:37:20
We're really fortunate to have a contractor that works up there every day. 00:37:28
And talks about it and shares the same message at the state with the people that work at the state and have to review multiple 00:37:31
applications that come in. So that's the process that we went through. So fortunately, we still stayed in process and we worked 00:37:37
with all of the other communities in the Mac process. And then we additionally went for these funds because we have Huntsman 00:37:43
Cancer Institute coming on one side, UVU building a campus on the other side and this innovation campus that we've been working 00:37:49
with on the north side so to make. 00:37:55
Connections and allow the property owners up there to build the businesses that we are looking for is really important. If you go 00:38:01
back and you look at it, you'll see not only did we go for it, but Orem also went forward over on Center St. which we're really 00:38:09
hoping which they got and we're really hoping that they widen that street. That's a support that we all gave them as well. So with 00:38:16

That would give him plenty of time. And then because she said they have a full 7 days from the time the agenda comes out till the 00:51:43

left in the dark. 00:05:56
And we would expect you to have enough consideration and respect for us. Let us know how that dollar is being spent and what it is 00:06:00

Now what we can expect? There are rumors I have heard of a of us giving land to. 00:06:12

sell us their bill of goods, to sell us their PID, to sell us what they wanted to have happen over there. 00:06:36

Just to give a quick overview, a short overview of the policy and defining various asset types of disposals. We found that there 00:10:45
was required after reviewing our surplus disposition, our disposal surplus property amendment, excuse me. 00:10:54
Policy that we currently have in place when we found out there was a kind of, it's been, I would say outdated, it's been several. 00:11:05
It's been several years and it's kind of, I would say have more. 00:11:12
OK, sorry. And it was a need for for an update to capture our needs for especially as a growing city. So on this and summary, what 00:11:22
the policy, what the amendment of the policy does is it defines some key, key terms in this policy, talks about public property as 00:11:30
a as a whole, talks about real property, fixed assets. 00:11:37
Real property being specifically about land and related interests to that fixed, fixed assets. 00:11:47
Our operational ions lasting over one year and 5000 about $5000 more usually tied to facilities as well personal property. Those 00:11:53
are items that are movable items such as vehicles and equipment, equipment to be defined as like a laptop computer and such or 00:12:00
like office chair And then the last thing. 00:12:08
The policy amendment does as well, as it updates the CDP government that defines the city current officer, In this case the 00:12:17
Finance director serves as a happy current officer. 00:12:21
So what so summary with the amendment to the policy does is it talks about disposal real property analyzed to Utah code with the 00:12:29
reference up there in regards to in terms of authorization disposal of such real property toxic and it goes off and goes further 00:12:37
and talks about significant with significant parcels are as property over one acre or. 00:12:45
Valued at at $100,000. 00:12:53
And that's at that's at the value that's correct value is currently is currently out. And then it defines the procurement officers 00:12:56
role in terms of assessing surplus property needs to ensure that you know, the needs of the property is being handled, the surplus 00:13:02
and real property is being handled appropriately. 00:13:09
Talks about public meetings being required prior to disposal of any kind of significant parcels. Non significant disposals, non 00:13:16
significant real property disposals. 00:13:22
With all the personal property procedures which is defined in the next slide and of course and the last thing goes down and says 00:13:29
the City Council can sell or lease surplus property by auction or other methods in terms of that. So this is again this is a 00:13:36
policy, it doesn't go into the nuances, but in this here specifically along to other municipalities as well in terms of this. 00:13:44
The policy amendment also further talks in regards to these goals of personal property. This here is what to see our city needs is 00:13:55
more kind of focused on what we deal with, what we deal with. I want to say a daily basis, but more, a much more frequent basis 00:14:02
than the previous slide. So it talks about personal property or property values. So the property would be $500 or more to be 00:14:09
declared surplus. 00:14:15
Before disposal talks about that, the procurement officer should will ensure that interdepartmental transfers are the first 00:14:22
option. So for example, Public Works says that we don't have need for. 00:14:28
Five monitors, 10 monitors as an example, or office chairs and such that it doesn't go directly to surplus auction that you know 00:14:36
the German officer will check the other departments such as like Parks and Rec. Do you have a need for it? Which makes the most 00:14:40
sense? 00:14:45
Then the policy further discusses surplus personal property, the handling of surplus property handling. 00:14:50
Talks about that the State Council shall go before City Council declaration before we go to to an auction. So State Council would 00:15:01
be presented with a list of properties, personal properties that's going to be declared surplus prior to going forth. 00:15:09
I've been it just goes into more to the nuances about, you know, being sold by auction, but also the business may be rejected. So 00:15:20
I understand that auction you may have reserved by saying that to build auction this off, but we won't auction it off for a 00:15:26
certain part until it must be a certain price on that. So it doesn't necessarily have to get to the highest to the highest bidder. 00:15:31
The highest bidder doesn't meet our threshold. Also, lions may be sold at a reasonable price or disposal at the procurement 00:15:37
officers discretion, for example. 00:15:42
If it goes to auction, our first procedure might go goes to auction, it doesn't get sold or then we may choose to do it something 00:15:48
else like for example like a marketplace as an example or maybe a garage sale. But it would be done at the offices. Discretion in 00:15:57
terms of which way to follow fully consumed property is this could be disposed of by the purchasing. 00:16:05
Agent discussion like purchase or with approval to purchasing an officer for example. 00:16:16
If it's items that are used fully used, an easy example would be toner ink. Toner ink is fully used. However, there's still 00:16:22
physical, there's something still physically there. So that would make sense just to dispose of it properly and according to that. 00:16:30
So we do need to talk about that. And then the last item on here is tell proceeds that will allocate, allocate shall be put back 00:16:37
into its. 00:16:44
Houses or than so for example, on your like enterprise funds, if it's the enterprise fund that goes to purchase ASAP asset and 00:16:52
it's used for that particular department division and then it's sold as solar surplus, those funds will go back into the 00:16:58
appropriate account. So if your enterprise funds buy something, we'll go into the general fund and vice versa general fund versus 00:17:05
something. 00:17:11
The proceeds won't go into an enterprise funds and then the last thing on there which doesn't happen very often, but does also 00:17:18
does happen as unique items. 00:17:22
Concrete pipes, some large something that wouldn't make sense to go through auction may bypass those procedures by council 00:17:27
notifications. So in essence, we would say we have this very unique awkward item that doesn't make sense to go to a auction. 00:17:33
However, we're choosing to do XYZ with it and but of course, council gets noise on that. And this is for items that are $500 plus 00:17:39

In regards to the connecting roads from the from Geneva to the interconnector, that's typically done throughout along with the 00:24:31

There were any other aspect to do that would be to when you do that, the developers tend to pay for those interconnection roads if 00:24:57

developer also is responsible for the transportation facilities that are commensurate with the impact of the development. So not 00:26:52
impact fees per SE, but if their development brings X number of people, you then look at what the bandwidth is that's needed for 00:26:59
the road, sidewalk, water, sewer, everything else they would construct that. 00:27:07
There occasionally is discussion among the city and the developer as to what exactly that is and what amount is supported by the 00:27:14
development. I don't know that those conversations have occurred. 00:27:21
On this facility, they'd be part of the design process and part of the development process, but often those things aren't 00:27:28
introduced until a certain phase of the development. So what I can have you do, as you can see, this is ongoing, but that's the 00:27:34
kind of the narrow limitations of this discussion. But if you want to meet with staff and they can talk to you about kind of how 00:27:41

residents or people might have with our safety is we only have so many exits out of the city. So to be able to have funding 00:32:04
support, we're being supported by the state to have that funding. 00:32:12
Build an additional extra out of vineyard as we grow and develop is a really big deal. And so I'm really grateful for the hard 00:32:19

lobbyists is friends with the Senate President and Speaker of the House and he's able to get this into committees and able to 00:34:07

When that happens, I can't tell you how many different City Council members from around the county called me and felt like this 00:34:24
was circumventing normal waiting of every transportation process. Is it illegal for us to hire a consultant and a lobbyist to go 00:34:33
to the legislature that is well connected to move this ahead? No, it's not easy goal, but it does set a precedent for. 00:34:42
Other cities that are larger than us. 00:34:52
That can hire bigger guns and bigger lobbyists. You'll go through and do that. And I feel like this sets of precedence of not 00:34:55
working in good faith with other transportation projects, does this alleviate? 00:35:01
Transportation on 800 N yes, but this bridge right now is going from 1 field to another field. And then I just feel like the 00:35:08
character of our city shouldn't be we need to eat first before any other city around us and that we should wait in line. 00:35:17
And then you know, because obviously this money is being taken from the state fund, right? And but yes, we are well connected in 00:35:26
our current audience. And so I just wanted to speak out against that because what will happen if in the next session every other 00:35:34
city decides to do lobbying as we do? Are we going to turn into California like that? We don't have the resources. 00:35:42
Like other cities to be able to do that. And I just don't think that our friends and other cities want us to start that that 00:35:51
precedence. So for that reason, I'll be voting against it. 00:35:55
All right. Just to clarify the process, so Jake is actually talking about something where Mountain Land Association of Governments 00:36:02
reviews regional roads. So roads that are owned by the state and regional roads. This road happens to be a local road. And every 00:36:09
year we all participate in the Mountain Land Association of Governance process where we go when we rank roads and we vote on them 00:36:16
and we go through that process together. 00:36:23
One of the state's priorities as they've been working with Union Pacific Railroad to make things efficient and safer has been to 00:36:31
create a fund for building bridges over the railroad tracks. And not only for Union Pacific Railroad, but for Utah Transit 00:36:38
Authority, which is creating a high speed transit network in the state. And one of the funds that they did was they created a rail 00:36:45
restricted fund. 00:36:53
And that works with local roads. So 1200 N is a local Rd. So it does not go through the mountain Land of Association of Government 00:37:00
process. It goes through a different process. And so this time what we did was we went through the request for appropriations from 00:37:07
the state, which is the only way that you can get rail restricted funds. And we talked about how we have this big rail project 00:37:13
happening in the city and many of the cities went for it through the same process. 00:37:20
We're really fortunate to have a contractor that works up there every day. 00:37:28
And talks about it and shares the same message at the state with the people that work at the state and have to review multiple 00:37:31
applications that come in. So that's the process that we went through. So fortunately, we still stayed in process and we worked 00:37:37
with all of the other communities in the Mac process. And then we additionally went for these funds because we have Huntsman 00:37:43
Cancer Institute coming on one side, UVU building a campus on the other side and this innovation campus that we've been working 00:37:49
with on the north side so to make. 00:37:55
Connections and allow the property owners up there to build the businesses that we are looking for is really important. If you go 00:38:01
back and you look at it, you'll see not only did we go for it, but Orem also went forward over on Center St. which we're really 00:38:09
hoping which they got and we're really hoping that they widen that street. That's a support that we all gave them as well. So with 00:38:16

Planning Commission so they could have a full 7 days to review the agenda. So I'd like us to consider that because if we could get 00:51:28
everybody to agree to move Planning Commission even to the day before council, that would give. 00:51:35
That would give him plenty of time. And then because she said they have a full 7 days from the time the agenda comes out till the 00:51:43
