24 and the time is 541, and we'll call this meeting into order. My name is Anthony Jenkins and we'll get started with public | 00:00:00
comments. Seeing there are none, we'll move on to the work session for the Bicycle Advisory Commission bylaws. | 00:00:07
As you all know, my name is Anthony Fletcher and I will be leading this discussion on the bylaws for our. | 00:00:36
Commission. It's just the BAC. | 00:00:46
Now the code, the municipal code, requires that we have bylaws put together by the commissioners. | 00:00:50
That would govern your operations and I. | 00:00:59
Literally guide everyone on the you know, their roles, responsibilities and the code of conduct. | 00:01:03
And how things should be run so. | 00:01:11
I took a stab at this and put together this beautiful draft. I hope you've had the chance to look at it. It's a very short one. | 00:01:14
It doesn't have to say a whole lot, just the basics. | 00:01:24
To make it easy for us to. | 00:01:28
Understand what we're supposed to do, what's expected of us, and. | 00:01:31
Just keep moving as much as possible to make. | 00:01:35
The Baca better one. | 00:01:39
So to begin with I will. | 00:01:41
Probably just share my screen with the. | 00:01:44
Bylaws and you have copies in your hand. | 00:01:50
We can run through whichever way that you want. | 00:01:54
Yeah, I think we just go section by section. | 00:02:05
OK. And see if there's any things I know I've got in the duties section some comments, but. | 00:02:09
So I'll start with the name. | 00:02:20
Currently the name of this organization. | 00:02:25
According to the Municipal code and what we have working with is the Bicycle Advisory Commission, abbreviated as BAC. | 00:02:28
Now I would like to recommend to the Commission that this name be considered for a change. The reason for this and I didn't want | 00:02:37
to make any recommendations on that because we are, as we move on and as we grow as a Commission, we're going to work on a lot | 00:02:46
more things that goes beyond bike safety and bike infrastructure. So we're looking at active transportation. | 00:02:56
As a mode of travel in entirety. | 00:03:06
So we might want to think about something that talks about, you know, active Transportation Advisory Commission or active just | 00:03:09
something that would be all-encompassing of all the things that we will be. | 00:03:17
You know, planning for so it could be. | 00:03:27
You know, I just leave the suggestions to you, but literally we want to just have, don't worry. | 00:03:30
Literally once you just have some suggestions that could be discussed later on. | 00:03:35
Before this is passed or you guys adopt this? | 00:03:41
You know bylaws. | 00:03:46
And. | 00:03:48 | |
We just want to make sure that at least we have. | 00:03:49
Some name that takes care of everything. | 00:03:52
That we'll be planning for. | 00:03:56
Welcome. Apologies. | 00:04:00
Are you good? | 00:04:01 | |
So. | 00:04:03 | |
That's the first one. So have you looked at other cities and what they do like is active transportation kind of the catch all | 00:04:06
that? | 00:04:09 | |
So what I've seen with other cities has been a lot more BAC. | 00:04:14
But still they, you know, they what their BAC's work on is still active transportation Provo does bike walk Provo, which is a | 00:04:19
little more encompassing, but. | 00:04:24
It's yeah, yeah, yeah. It was just something to think about. That's why I did not change it in the bylaws. But I agree that | 00:04:29
something a little broader than just by some bicycles, yeah. | 00:04:34
Yeah. I was just going to 2nd that, that I think that's probably better. OK. | 00:04:41
Do any of you guys have experience or like other terms other than Active Transportation Commission that would be a little more | 00:04:45
encompassing or be a better? | 00:04:49
Moniker for this group and what we're trying to accomplish. | 00:04:54
I think the Bicycle Advisory Commission is OK, but I think it is too focused on bicycle and you guys probably and I apologize for | 00:05:00
being late. That's OK. Yeah, we're just getting started with the bylaws. So yeah. And anything that encompasses, you know, any of | 00:05:06
The Walking, jogging, scooters, you know, any of that kind of stuff. So are we, are we limited in focus to just actually | 00:05:12
transportation or. | 00:05:18
That's a good question too. I mean, can I also include like roadways and? | 00:05:25
So Anthony, what is our Commission from? | 00:05:30
The mayor or the council? | 00:05:34
So it was originally founded to be one that advises the council on policies relating to bikes and by trails and everything. That's | 00:05:38
literally active transportation, however. | 00:05:46
When they started this, it was more focused on bikes. | 00:05:55
It didn't look like they had a lot more scooters on the market as they do have right now, a lot more E bikes like they do have | 00:06:00
right now. All these long boards that are mechanized and all that probably did not. | 00:06:06
Flood the market as they are flooding the market right now. But even like ADA compliance wheelchair is safe routes to schools like | 00:06:14
I think that stuff could all fall in this fall under. | 00:06:19
So you don't have to make a decision now, but I thought I'll throw that in just so you can consider that because if we're going to | 00:06:25
adopt this and also probably make some changes, because you can tell this whole Commission is been revamped and everything is just | 00:06:31
changing right now. | 00:06:37
And while we go through this change that we want to make sure that we're. | 00:06:44
We're capturing things that. | 00:06:49
May still be relevant in the next 10 to 20 years. But I also think as far as community support, like some people are like, that's | 00:06:52
cute you guys like to ride bikes, but I don't. But everyone. | 00:06:58
Does walks or rolls somewhere at some point, right And so like. | 00:07:05
Everyone has a vested interest in this and I think if it's just bike advisory, you might not get a whole lot of public | 00:07:10
participation if it's, you know, if it's a little more broad than everyone knows, like, hey, that that impacts me, that impacts my | 00:07:16
mom, my daughter, like whoever. So and still on the name issues as as we move on the next couple of weeks, we will be one of the | 00:07:22
main key. | 00:07:29 | |
I don't know stakeholders is the right word for this, but we will there will be a steering committee for. | 00:07:36
The Todd Grant project that we've gotten money for were awarded $129,000. | 00:07:44
To pretty much redesign Mill Rd. its intersections and also have a citywide wayfinding master plan and standards put together in | 00:07:53
that same project. And it was given to us through MAG. So we will be one of the main bodies to review stuff and share some very | 00:08:01
good relevant. | 00:08:10
Ideas for this project? So things like these we're going to do. | 00:08:19
Moving forward and you know this project would cut across. | 00:08:24
Or go beyond bicycles. So. | 00:08:28
Anonymous feedback from a resident is can can you speak into Mike? Yeah, it's on. Are these grants? | 00:08:33
Narrow in scope to just planning and reviewing because I think some frustration that some residents have have shared with me is | 00:08:45
like, hey, we get these grants and we come up with plans, but like, I'd rather you spend that money on like. | 00:08:51
Another half mile of trail versus, you know, like a consultant that comes up with a plan. So yeah, just the two cents there. But I | 00:08:59
know that some grants are tagged for just certain types of activities. So yeah, so this grant we're talking about, the tag is | 00:09:06
literally a planning grant. Okay, then that one makes sense. Yeah. And one of the deliverables we have in there is to have. | 00:09:13
Grant ready document for implementation. | 00:09:23
So a lot of times people have projects like these without a grant ready. | 00:09:27
Material that they could just literally. | 00:09:34
Used for a TIF grant or just anything that would help with implementation. So as part of the. | 00:09:37
Deliverables we have included that there will be that part where. | 00:09:46
Stuff may not have to go sit down again and make sense out of the plans to go ask for money. | 00:09:52
Everything would be priced out in a way that it's grant ready. If we hear that federal government is giving out some grants to | 00:09:58
build some trails, we just present that and we're ready to go. So this is going to be a different grant, hopefully. | 00:10:04
So moving on. | 00:10:13 | |
On the on the name. | 00:10:15
I remember that somebody asked me. | 00:10:18
In proposing a name change for a Commission, they were wondering if there was any requirements for the bike league certification. | 00:10:23
Oh, I see what you're saying. Yeah, because yeah, having a bike committee was one of the. | 00:10:34
Requirements to get right brown, silver go right. I don't know if they're naming requirements are so strict, but I never actually | 00:10:40
looked at that. That would be worth looking because one of our stated duties is to work with city staff toward goal of becoming a | 00:10:44
diamond level bicycle friendly community. So I wouldn't want to change that. Right. Like that's still definitely one of the key | 00:10:49
focus areas. | 00:10:54 | |
I could probably check with the bike friendly communities. | 00:11:00
I know Cash was working on some of that stuff too. | 00:11:05
I don't think the name will be the issue, I think what the mission and the purpose of it. So we should be good but worth checking | 00:11:13
I guess. | 00:11:17 | |
OK. So if there are no questions and feel free to just interrupt if you have any questions while I move through this. So with the | 00:11:24
purpose we have. | 00:11:30
Discuss this somehow, but the BAC is supposed to serve as an advisory Commission to provide inputs for policies. You know | 00:11:36
management master plans like you will be doing actively in the. | 00:11:43
The TAG grant project operations and maintenance as well as design standards and design standards would be this wayfinding master | 00:11:50
plan that we're about to put together would have design standards as well, among many other plans that are already existing and | 00:11:57
new ones to come in the city. | 00:12:04
So. | 00:12:12 | |
I have the authority here. | 00:12:14
Which is listed in the municipal code. | 00:12:18
Listed in the bylaws. I also do have the duties listed. I don't want to go through each of them. | 00:12:21
But feel free to ask questions if you have any. | 00:12:29
About them, I know that the obviously the City Council will always be the ones that makes budgetary. | 00:12:33
Considerations. But is there an active transportation budget? | 00:12:39
That the city has or is it just part of transportation in general? Part of transportation in general for now, yeah. That would be | 00:12:43
an interesting thing to look at moving forward, like if there's. | 00:12:48
A certain amount dedicated. | 00:12:53
You know, not that we could make recommendations on, obviously they're going to control the decisions, but. | 00:12:55
And I mean, you probably don't know this, but as part of the. | 00:13:02
Your powers. You can make some good recommendations on priority projects you know to the council. | 00:13:07
And. | 00:13:14 | |
They should take it in good faith. | 00:13:15
Because that influences what we put on our priority projects that, you know, priority capital projects that are approved during | 00:13:17
the budget cycle, you know, time. | 00:13:22
To really be built so you are not tied to just these things that we're working on. | 00:13:28
You can literally make recommendations to the Council. | 00:13:34
On things that you. | 00:13:39
Deem relevant as useful to the city. | 00:13:42
To be built. | 00:13:46 | |
This is just probably the same question the second time now, but. | 00:13:52
Yeah. I'm just wondering on the scope of if we could expand it to just say? | 00:13:56
Transportation in general is something that we provide input on. | 00:14:04
I don't know that that. | 00:14:09
Changes the substance of what we're doing a whole lot, but. | 00:14:12
Thank you. | 00:14:15 | |
And the only issue I think is you'd get. | 00:14:18
Very car centric real quick, you know, on a lot of things, but. | 00:14:21
I get what you're saying. Like it's got to all work together, right? Like you can't, you can't have an active transportation plan | 00:14:26
that doesn't. I mean, yeah, I feel like most of our biggest problems in active transportation and Vineyard are caused by trying | 00:14:32
not to die. Trying not to die. | 00:14:37
We have solutions for the easy solutions for that. | 00:14:46
Let's get in your car. See, that's the problem, yeah. And get a bigger one and then your neighbor and yeah, it's. | 00:14:49
Race to the bottom. | 00:14:56
Hey, are there Speaking of on the same subject, Anthony, are there? | 00:14:58
Is there a like a transportation council or transportation Commission? | 00:15:04
Advisory. | 00:15:11 | |
There's something that encompasses that, there is something that deals with that. So you know, every council member has been | 00:15:15
assigned a section of the city projects and stuff that they work on. So it's more like this. | 00:15:22
Does a council member who's been assigned to. | 00:15:30
Lead transportation related stuff. | 00:15:34
I don't know who the current one is right now. | 00:15:38
But it used to be Kristy Welch for everything transportation. | 00:15:42
Before. | 00:15:46 | |
Right now for active transportation, I know it's bouncing between Marty. | 00:15:49
And. | 00:15:54 | |
Amber council members but I can check to. | 00:15:56
Probably update the team. I don't think there's like a real transportation Commission in the city. It does not exist. They have a | 00:16:03
group that. | 00:16:07 | |
Probably meets about transportation related. | 00:16:12
You know, topics and projects. | 00:16:16
Throughout the city. | 00:16:20
The council made sure we don't overlap and I. | 00:16:21
I like the focus of this, of this Commission, I think. I think we don't want to. | 00:16:25
Diluted, yeah. | 00:16:30
Because it's easy to do. | 00:16:33
But. | 00:16:35 | |
I don't know. We can go on. | 00:16:39
Online about this, I think I think here's the thing for me as. | 00:16:41
Being. | 00:16:47 | |
And I still AM, and I hate to say this but I'm only semi retired. | 00:16:49
Which is really weird. | 00:16:54
And it's really weird forgetting how bad the traffic is 5/15. | 00:16:55
Which is why I'm late and I apologize again. | 00:17:03
Having been an active transportation professional. | 00:17:10
For 25 years. | 00:17:13 | |
There really is no better name that I've heard. OK. | 00:17:17
At this point. | 00:17:20
And I think the reason is because it encompasses. | 00:17:23
So many of those different. | 00:17:27
Modes and and the modes are changing. | 00:17:28
Fairly quickly. | 00:17:32
But what they what they never heard? | 00:17:34
Cars. Trucks. | 00:17:36
Umm, big motorized multi passenger vehicles. | 00:17:40
Yeah, but they could be motorized bikes, they could be motor, you know like you were talking about. So it's not non motorized | 00:17:44
transportation. | 00:17:48
It's it is active transportation and that I think that just encompasses the field really quite well. | 00:17:53
One thing I was thinking maybe a solution, because I get what you're getting at, is maybe one of our roles could be to give | 00:18:03
feedback on the transportation system as relevant or something. I don't know, like that needs to be wordsmith, but it's something | 00:18:10
along those lines, right? Where if there's issues. | 00:18:17
Because like to give like context a project we worked on in a community. | 00:18:24
Umm, their Main Street was like their main thoroughfare and a lot of people traveled through that. And so one of the | 00:18:31
recommendations we gave was to create like a circulator route. And that circulator route has like nothing really to do with bikes | 00:18:37
or walking or anything, right? It's all about moving cars. But it also, but what it did was it opened up the Main Street to be | 00:18:43
more walkable and bikeable. So that I guess that would be sort of like an example of. | 00:18:49
Where that sort of recommendation or context could be given. | 00:18:56
Is that helpful? OK. | 00:19:01
Yeah. They, they, you can't separate the two. Yeah. | 00:19:04
Yeah, but but you can focus on that portion of it. | 00:19:07
Where where would you want me to add it in the? | 00:19:15
Where and how in duties? | 00:19:18
Yeah, sure. | 00:19:23 | |
Any draft word in for it? I'll just throw it in and. | 00:19:25
Share with the team later on but any draft word and I can. | 00:19:29
Kind of put in right now. | 00:19:33
I was just saying provide feedback on transportation system as. | 00:19:37
Needed or relevant to. | 00:19:44
Purpose of committee or someone from here could participate in the transportation master plans as well that include car | 00:19:47
infrastructure. | 00:19:51
Good to go both ways. | 00:19:58
How the rest of the duties look pretty good and comprehensive. | 00:20:03
The annual report, we don't have to hash that out now, but that would be interesting to talk about like what we want that to look | 00:20:07
like and timing and when. | 00:20:10
If we could quarterly report a few of those things in here, yeah, for the quarter, quarterly reports, we could probably have a | 00:20:15
chair or Vice Chair. | 00:20:20
Come to just following each of these meetings, come to the City Council meetings and just give an update on what has gone on and | 00:20:27
what you intend to do in the future, next couple of months or so. | 00:20:35
Just so they know that you're still there, because a lot of people come to City Council meetings and don't even know much about | 00:20:44
the BAC. So when you come, talk and make your presence known. | 00:20:50
Because we're restructuring, it has definitely changed from last year and what it used to be. Well, nothing else I'd want to like. | 00:20:56
They get bigger crowds. It doesn't just let people know that like every one of them is probably interested in what this committee | 00:21:01
is going to do to some extent, even if you're not. | 00:21:06
Putting on Lycra and racing on the weekends so. | 00:21:12
So it'll be good to have that happen quarterly and with the. | 00:21:16
Annual Report. | 00:21:20
Obviously, just combine all these things and. | 00:21:23
Umm, possibly get a report that we can put in because we're already reporting in our newsletters for the year, the annual | 00:21:26
newsletter. | 00:21:31 | |
So. | 00:21:36 | |
Would have it done in a more elaborate way that would announce our presence better. | 00:21:37
To show that it's city sponsored because that was one thing that. | 00:21:46
A few others have commented to me is like, wow, you have the support of the city. Actually, it's not just like this. Yeah, group | 00:21:50
of people getting together that are passionate about it. So I think that that's it. We should take advantage of that, too, Yeah. | 00:21:55
We have the platform I kind of did some research on. | 00:22:02
Getting a budget for our Commission. | 00:22:07
And still that discussion is still ongoing. I don't know how possible that can be, but if we have a budget somehow full of things | 00:22:11
that we want to do, even though we're more advisory, it could help with little projects here and there for the city I've had. | 00:22:19
Some residents who are interested in BAC talk to me about it. | 00:22:28
And I was like, go talk to your, you know, your chair. So I don't know if some of them have reached out to you, but talk to the | 00:22:32
council members and the commissioners. That's. | 00:22:37
I take the notes, but I just like to refer them to you guys just so you have that interaction and know that people are really | 00:22:43
interested. | 00:22:47 | |
And it always comes up during Planning Commission meetings. | 00:22:51
City Council meetings, when they see you, they just want to talk about it. | 00:22:55
So people are interested, we just have to let them know that it exists and over time. | 00:22:59
Quarterly meetings would be more than just once 1/4. | 00:23:05
Because would have a lot more going. | 00:23:11
And a lot of people would hear about us and would want to be part of us and things we do. | 00:23:13
I've had. | 00:23:19 | |
At least three residents reach out. | 00:23:21
To the planning department, because they've heard about the tag grant and what it's going to do for the city, so they want to be | 00:23:24
involved in every public meeting and. | 00:23:29
How do they get involved? You come to our meetings. | 00:23:35
Right. So we're going to infuse some of all these things. | 00:23:38
Into these little projects that come up. | 00:23:42
For us to be better known. | 00:23:45
So once we move forward at least with the tag grants, which is going to be one of the very first major. | 00:23:49
Projects that BAC would. | 00:23:56
Would be part of the lead. | 00:24:00
The Chair could report this to Council. | 00:24:04
Even before it gets to Council to be adopted. | 00:24:07
There will be something that would be going through BAC, so it's not more like. | 00:24:10
You know, just the consultant did it. A consultant will be working with BAC mag and then it goes to console. | 00:24:16
Eventually, so you would have a big input in this one. So BAC will be a direct stakeholder in this plan? Yes, it will be. | 00:24:24
In the. | 00:24:32 | |
In the tag project, yeah. | 00:24:35
This is a very specific question in our duties we have. | 00:24:39
Promote listed a couple times at least. Would it be appropriate for us to advertise ourselves independent from the city? | 00:24:44
Meaning like we wouldn't use necessarily the communications department to. | 00:24:55
To advertise stuff that we're doing, or we could do it in addition to them. | 00:25:00
You mean have like a social media? | 00:25:05
Yeah, I think there's like there's pros and cons, right? Like there's pros to having like city sponsorship. | 00:25:08
I don't know if it's con is the right word, but like, you know, but then like needing to run everything through the city versus | 00:25:16
just like a group of residents that wants to do whatever they want to do, right? There's probably both. | 00:25:21
I can look into that, but I'm not against anything that the city has done to promote like Bike Month. I think that's good. | 00:25:29
I feel like there's maybe an Ave. of. | 00:25:38
Us whatever that looks like advertising more than I think it's probably my gut reaction is probably good to keep those separate | 00:25:42
and like it could be the same people that are doing things but just being clear like this is not my city role right now I'm. | 00:25:50
This is not my day volunteer position. | 00:25:59
But yeah, we also, should, you know, flag anything if you ever feel limited by. | 00:26:07
What the city is supporting then, like, I think that's worth the discussion to, you know, like it. | 00:26:12
You can't fully advocate for something that you would like to. Then I think that's worth the conversation. My initial reaction, I | 00:26:17
would say. | 00:26:20 | |
Another thing I would like to add to what you brought up is. | 00:26:25
You know, think about Vineyard days. They have a website, you know that just. | 00:26:29
Has everything Vineyard days focused on that website? So I'm not saying we need to have a website, but if it's a social media page | 00:26:35
that could work for us. | 00:26:40
We could have one that. | 00:26:45
You know, still resides in the communication department. | 00:26:47
And would have one of our members in the, you know, in the Commission be a lead in what goes on to that one, because at that point | 00:26:53
you can influence. | 00:26:59
What is really being posted, You can actually dictate what should be posted out there or even if it's like a separate account | 00:27:06
that's run by the city employee and we just. | 00:27:12
Work to provide content for that. Yeah. Because you're you and your resident, you're involved here. You're not a city employee. | 00:27:18
And everything you say doesn't necessarily have to align with everything that everyone thinks, right? So I think, yeah, if we can | 00:27:24
find a way to have it, then you fail. | 00:27:29
That's good, and I think it'd be great to have a variety of views. I don't expect the city to be posting all of my random bike | 00:27:34
content on their main channels, but yeah. | 00:27:40
Bike related. | 00:27:47
Stuff like that. | 00:27:51
That'll be cool. OK. | 00:27:53
I'd probably get your feedback on that. I'll just, you know, find out from the city manager if we can do that because he kind of | 00:27:55
leads all these things before. | 00:27:59
Any questions on duties was really the only one that I think there was need for like robust discussion. I was looking at these | 00:28:08
other areas. It's basically just. | 00:28:11
How it's made-up membership terms? | 00:28:16
Resignation. Different leadership. | 00:28:21
Our meetings. | 00:28:25
So. | 00:28:27 | |
Did you guys have any other comments as you skimmed through this? I know meetings, we have a schedule set, but you know if we need | 00:28:28
more meetings, there's a process for that. If there's certain things that pop up, we don't have to wait quarterly. So I think | 00:28:33
we've got most everything. | 00:28:37
Like this is pretty simple but it also is pretty all-encompassing, but did you guys have any other things you wanted to touch on | 00:28:43
in this? I definitely want more meetings. | 00:28:47
Yeah, Yep. | 00:28:51 | |
Chris Yeah. And it's going to happen. | 00:28:54
It's really going to happen. Right now. We're still in this phase of making us more relevant in the city. Not to say, you know, | 00:28:59
your Commission was not relevant. | 00:29:05
But it was one that it was one that was not given a lot of attention. | 00:29:12
So things are gradually changing. I wish all of this would have happened in like a month. | 00:29:19
But there's a lot of logistics discussions that needs to go in before these changes happen. I. | 00:29:26
Trying to get the. | 00:29:33
At large seats on was almost a whole year discussion. | 00:29:35
So I know this was kind of a working session with this, like what's the, can you take us through the timeline on like some of the | 00:29:41
updates and changes that we've talked about that we could do and then like what the next steps would be before we do that? I do | 00:29:46
have a. | 00:29:50 | |
This is a. | 00:29:57 | |
Sticky question. | 00:29:58
Come on. Composition Article 4 membership. | 00:30:01
There shall be five members, two alternate members of 1EX officio. | 00:30:09
All of whom shall be appointed by the Mayor of ICE and consider the City Council. Commission members and alternate members shall | 00:30:13
be residents of the city. | 00:30:17
Ex officio members may be employees of the city. | 00:30:23
OK, so that should be correct. And so the paragraph membership shall. | 00:30:31
Consists of two at large members I may reside anywhere in the state of Utah so those are kind of yeah so I'm. | 00:30:36
Covering my own ***. | 00:30:46
Nice here because I am not a resident of Vineyard. We'll probably have to update this. | 00:30:49
Yes. | 00:30:58 | |
Including two at large members that may reside anywhere in the state. Like something like that, right? Like rather than. | 00:31:01
Two paragraphs that are at odds. Merge is OK. | 00:31:08
Good catch. | 00:31:13 | |
The other real quick one is a little bit of wordsmithing, and maybe you already did this already. | 00:31:15
But. | 00:31:23 | |
Again I. | 00:31:25 | |
On page 4. | 00:31:29 | |
Section 2. Duties. | 00:31:31
The subsection. | 00:31:33
Three paragraph three I I I Is that a three or is that an I I I? | 00:31:35
Did you say section? Yeah, that's the first page of the Commission lot, Bylaws article, Article 2, Article 3 and Section 2 duties. | 00:31:44
Section 2. | 00:31:57 | |
Promote. How do you pronounce that? Section 2-3 or Section 2? | 00:32:00
Section 2. | 00:32:06 | |
It makes it feel more legal. | 00:32:10
Pardon the divergent there, OK. | 00:32:15
Actively promote participating community events as it relates to promoting by can I just suggest that we. | 00:32:19
Make a quick change to that or. | 00:32:25
Kind of quick and dirty change, it says. Actively promote and participate in community events. | 00:32:30
As they relate to the promotion of safety. | 00:32:35
And education. | 00:32:40
In all forms of active transportation. | 00:32:42
Just kind of encompassing, yeah. | 00:32:49
Actively promote and participate in community events as it relates to promoting safety and education in all forms of active | 00:32:55
transportation. | 00:32:59
Yeah, Anthony, after you make some changes, you can I'll, I'll work with you on the draft too. | 00:33:05
I have notes taken here, I'll update all these and share with the team so you know so if there's any inputs you can also make | 00:33:11
track changes and all that, I'll make it an active. | 00:33:16
Live in document for all of us. Thank you. | 00:33:21
That's it. | 00:33:25 | |
Anyone else have other areas in here? | 00:33:27
Going to chat about, OK, so yeah, going back to my question on the timeline and so it makes some changes talk about this. | 00:33:31
I know that we have a quarterly cadence which is not quick for anything, but like then you like recommend it to the council to | 00:33:38
adopt and change the bylaws is that that would be the next. | 00:33:43
The next step, so on our next meeting we can have, we can have this as a business item where we make. | 00:33:49
A decision that we have. | 00:33:57
Gone through this, we have made changes and this is what we think is good for us to stick by. And I will check with the attorney | 00:34:00
to be sure of the other legal, the city attorney to be sure of other legal things that you know govern this because as long as you | 00:34:07
guys accept this as a binding document. | 00:34:14
My understanding is it really will be binding. | 00:34:22
On this you know BAC. | 00:34:26
Or active transportation. | 00:34:29
Advisory Commission, Yeah. | 00:34:31
It's necessary and should be. | 00:34:36
You know we're. | 00:34:38
That's one of the things that as you were, as you were bringing up. | 00:34:40
Talking about can we talk as? | 00:34:43
Non commissioned members as well as just a. | 00:34:47
Every day, Joe Advocate. | 00:34:52
Not speaking on behalf of the city or not speaking in an official city position. | 00:34:55
This is very interesting because this is an official city position. | 00:35:01
This is. This is not a. This is not. | 00:35:04
Sure. Because you, yeah, you can be replaced if they don't like the work you're doing, Yes. So I guess that's the. | 00:35:08
Well, well, plus the fact that because it's an official city position. | 00:35:15
It is. We're not. | 00:35:20
We have a. | 00:35:24 | |
Soapbox, if you will. | 00:35:26
That is an official soapbox. | 00:35:28
And take advantage of that. Don't use it, you know, be careful with it. There's a fine line. | 00:35:31
Have to be really careful. | 00:35:36
But because because it's an official Commission of the city. | 00:35:38
I think that's something that we. | 00:35:46
We'll figure out. We'll have to figure out how to take best advantage of that. | 00:35:48
But and how not to? | 00:35:53
Make the council upset, but it it it. | 00:35:58
We're part of the city, yeah. | 00:36:03
We're not. We're not an outside group, just advocating on our own. | 00:36:05
To that point. | 00:36:11
For the. | 00:36:15 | |
Quorum definition. | 00:36:17
In the meetings in Article 5. | 00:36:20
Do we have any flexibility when it comes to like dictating? | 00:36:26
That, for example, if we wanted to participate in a community event as the. | 00:36:31
BAT or active transportation committee. | 00:36:39
And we had three or more people from. | 00:36:41
The group show up to table at an event, would that be in violation of like an open public meetings? | 00:36:47
More than three or more members of the council show up to Vineyard Heritage Days. It's honestly a public meeting, right? So yeah, | 00:36:56
you'd probably have to check with. | 00:37:00
City attorney council on that. But I mean, my understanding is if there's not like decisions being made or like if there's no | 00:37:06
discussion, yeah, if there's no discussions on. | 00:37:11
Whatever we have been talking about or been working on as a quorum. | 00:37:17
Then you're good. Yeah. Like if it's a trail cleanup on a Saturday morning, you're probably not going to talk about being | 00:37:22
conducted those types of things. | 00:37:25
But I mean, anytime those pop up, just run them through Anthony in the city and make sure that we're good to go, OK? | 00:37:29
Cool. | 00:37:36 | |
OK. | 00:37:39 | |
Anthony, do you think you have what you need to take an initial stab at it and then we'll. | 00:37:41
Get going on on this and make sure we're done by the next meeting so we can. | 00:37:45
Propose it to the Council. | 00:37:50
Yes. | 00:37:52 | |
One more quick thing. Sorry. OK, this is my editor coming out. | 00:37:54
Section 3. Chair Pro Temp. | 00:37:59
That would be chair Pro Tem. | 00:38:02
Org Chair pro Tempore. | 00:38:05
But not pro temp. | 00:38:07
Sorry, can you, can you say that again? | 00:38:12
Tem or TEMPORE but not pro temp. | 00:38:16
What chair? | 00:38:24 | |
Pro Tem tem. | 00:38:26 | |
Oh OK, no P right. Or if you do the full thing then. | 00:38:29
Let's do the full thing. | 00:38:37
I prefer that, so that's good. So Latin phrase for. | 00:38:40
For the time being. | 00:38:46
Pro TEMPORE. | 00:38:50 | |
Sorry, I hope you guys will get used to my quirks. | 00:38:54
Pro I heard the term never done research so thank you. | 00:38:58
This is good. | 00:39:05 | |
Right, so. | 00:39:09 | |
Update this. | 00:39:11 | |
Draft and share. I'll make it. | 00:39:13
Google Google doc documents that will be living so you can add comments and edit. | 00:39:16
Anything you want I would I would save the first draft. | 00:39:24
And allow a couple of weeks for you to make any edits or additions that may come up. | 00:39:28
I will send out some sort of a poll for you to suggest some names, or you could probably suggest some names right now. | 00:39:34
On what you could have the name change. I'm not requesting that you change the name, it was just a suggestion. But if you decide | 00:39:43
to, you want to have a couple of. | 00:39:48
A couple of options that you can vote on. | 00:39:55
For this to be in effect and. | 00:39:59
And for that to happen, it would also. | 00:40:02
Be a recommendation that goes to the council. So I will share the process with you through an e-mail where all of you know what | 00:40:04
the process would be to have that updated and the next steps to make bylaws as legal as it can possibly be so. | 00:40:13
Yeah, just quit Googling it. Yeah, most are either active transportation Commission or committee or active transportation advisory | 00:40:23
commissioner committee. So there's also a few that are pedestrian and bike committees, but. | 00:40:29
Like or like backlog Provo. But yeah, active transportation does seem to be the. | 00:40:37
Most common term used. | 00:40:44
OK, so that will be it for. | 00:40:52
The bylaws if there's no feather. | 00:40:55
Yeah, comments. | 00:40:59
OK, work session item 3.2 is lessons from 2024 Bike month and then we'll after that we'll wrap up with. | 00:41:02
Commissioner reports and then we'll adjourn so. | 00:41:13
Bike Month discussions of lessons learned and planning for a better 2025 bike month. It's always better to plan ahead so yeah, | 00:41:16
maybe we can just go down the line. Yeah. I thought the Utah City tour was a huge success. There's quite a few people there. I | 00:41:25
think the key element of there, it was like having stops along the way to explain future development and. | 00:41:33
Strategy of how stuff will connect and what's being built and. | 00:41:43
Seemed like a good. | 00:41:48
Activity that we should definitely work with those developers to do again and this is the second year in a row that we've done a | 00:41:50
tour and they don't always have to be connected to a development or anything, but even just. | 00:41:56
Yeah, yeah, stopping anywhere. Like here's this park, it's got a bike station, it's got a drinking town and a bathroom. All right, | 00:42:02
everyone caught their breath. Now let's go up here, you know, here's the beach. Here's what the plans are here. Like, it could be | 00:42:07
city development too. But I agree, I think it was a good success and people could. | 00:42:12
Drop off whenever they needed to. | 00:42:18
So I have a few things put together in a slide. I could probably go ahead quick. No, that's fine. You're the chair, you can do | 00:42:20
everything. Hey, you have all the power. Never want to get in the way of a slideshow, right? | 00:42:26
So yeah, just to give you a recap, this is what we had planned for the entire month, right, We had. | 00:42:35
The the bike story time, you know, bike work day, rodeo, movie bingo, all of these good stuff now. | 00:42:44
These were the. | 00:42:54
Five that turned out to be very successful. | 00:42:57
The bike story time. | 00:43:01
Bike Bingo. | 00:43:03 | |
Bike to school by tour. | 00:43:05
As you already mentioned and the non motorized parade, these had a lot of people attend. | 00:43:08
People were excited about it and wanted more. | 00:43:16
I was surprised by the bike parade. Like I didn't know that at the end it was going to be like a huge party at like at the end of | 00:43:19
it. So like that, that that turned out well. | 00:43:23
So I took some pictures just to remind us of all the good stuff that happened. | 00:43:29
I was there this day. A lot of parents came. | 00:43:35
The kids were very happy. You can tell from the pictures. | 00:43:39
They had a story about. | 00:43:42
Bikes towed that day. | 00:43:45
And you can tell we have a city bike here, and that bike was. | 00:43:48
You know, as an electric bike that. | 00:43:54
The kids had the chance to play with and ask questions about, which I thought was a very fun moment. | 00:43:56
The bike Bingo. | 00:44:05
Great outcome. | 00:44:07
Lots of people. | 00:44:08
I I heard the. | 00:44:12 | |
The gifts were given out, even run out. | 00:44:16
I was not there but. | 00:44:19
A lot of people turned out for this event. | 00:44:21
So as I go through these pictures. | 00:44:25
I don't want to have you. | 00:44:28
Start thinking about how we can make these better. | 00:44:30
Yep, the bike tour of Utah City. | 00:44:35
That was a great success too. I understand last year you only had three people. | 00:44:42
Maybe 4? | 00:44:48 | |
And now you had a lot concurrency. | 00:44:51
Chair Anthony Jenkins. These are your pictures so. | 00:44:56
We're hoping to make it better. | 00:45:02
And just a side note. | 00:45:05
As a Commission, you can organize a lot more of these. It doesn't have to be only bike month. | 00:45:07
You could probably have a fall back to school bike ride if you really want that to happen. We can plan a route. | 00:45:13
Let it you know, we just start marketing or advertising that right away and also have asked about bike buses and things like that, | 00:45:20
stuff like that, if it's something you really want to do. | 00:45:25
As part of your roles and duties, you could literally set up such events. | 00:45:31
Just let us know so we can help with the publicity of these things. So because this was a success, you might want to think about | 00:45:37
having this at least twice a year. | 00:45:43
Think of different routes. | 00:45:50
We're here to support you and. | 00:45:52
Once the city gets into that momentum of. | 00:45:55
There's always going to be a bike ride. | 00:45:58
And spring and maybe in the fall people will plan for it. I just want to give a quick example I. | 00:46:02
Salt Lake City has a. | 00:46:10
Thursday bike ride. Thursday night bike ride. | 00:46:12
I tried it once. | 00:46:18
It was great. It felt very different, like. | 00:46:20
I mean, not everyone was sober in that, right? I can tell you that. | 00:46:24
Which was surprising because how can you be drunk and ride a bike? But we had a few people ride perfect. | 00:46:30
Probably can't drive, but they can ride. | 00:46:38
It was exciting because you had all levels of writers. | 00:46:42
You know, it was my first time in Utah being part of a very big bike ride of that sort. | 00:46:47
And you know, it's something that a lot of people, they don't. I don't think they have a big publicity thing going right now. But | 00:46:54
you just get it started. It's predictable and people join in. People just know it and everyone wants to be part of it. | 00:47:00
So we can build on that kind of momentum and just keep going. | 00:47:07
What kind of or like the demographics would you say of the people who showed up to that for this one, for us or for the? | 00:47:10
There was actually there was like kids and parents and it was it was actually a pretty good mix. Yeah, yeah, we had some retired | 00:47:21
folks on E bikes. We had some people scooters. So it was actually pretty wide-ranging and you know, like you can see from pictures | 00:47:27
that were. | 00:47:32 | |
Some people in like athletic gear, other people in like button up shirt and jeans and you know, like it was just kind of, it was | 00:47:38
actually pretty wide-ranging I would say, yeah. | 00:47:42
If someone was looking for a workout, they did not get it on that, you know, it was like very slow pace, you know, but it was | 00:47:49
informative and it was like a three-year old who had a hard time. OK, maybe the three-year old got the workout. But but also there | 00:47:54
I know there was a few people that joined up and then they're like, OK, like that was fun. I'm going to continue my ride now and | 00:47:59
others dropped off early, so. | 00:48:04
I think it was good from that standpoint. It was, it was like education plus a ride. And I think there's a place for that. But to | 00:48:09
your point, maybe there's something that's more of just like. | 00:48:15
The ride itself is more of the focus and maybe it's a couple laps around Vineyard or you know, whatever it might be so. | 00:48:21
Do you think some of the people who showed up, like in Lycra were disappointed by what it was? There weren't really too. I don't I | 00:48:28
don't think there was anyone there. It was kind of like, you know, basketball shorts and T-shirt more of. So no, I don't I don't | 00:48:35
think anyone was let. I think it was. I think we were pretty clear about what it was, but I do think they're. | 00:48:41
Is probably a different demographic that would be interested in saying like, hey, let's meet up here, let's write a little bit | 00:48:48
further, a little bit faster or whatever, so. | 00:48:52
Yeah, I think we should probably think about. | 00:49:01
Other events too. | 00:49:05
Those things that I'd really like to see. | 00:49:09
And I am looking at you, but you're, but you're an advocate of this as well. | 00:49:12
Would be, would be internal, would be would be city staff, especially planning. | 00:49:18
And engineering. | 00:49:25
Public works people to ride along, give some info. | 00:49:27
Or even just to like or to be experienced to maybe to focus on them specifically and and give them that that gut feel, which is | 00:49:34
that always that visceral. | 00:49:40
Sense of what it means to be a vulnerable Rd. user. | 00:49:47
Here's what it's like for an 8 year old to cross the street to his friend's house. Yep, kind of scary, huh? What do you think we | 00:49:51
should do? | 00:49:54 | |
There probably is a place for that where not that we're like, hey, let's go and hit up the most dangerous parts. But. | 00:49:59
Let's. | 00:50:07 | |
If I lived. | 00:50:07 | |
By Trailside Elementary and I can see the megaplex outside of my window. | 00:50:09
What does it take for me to get there and like actually recreate that? And like it might click for some people Like wow, it's a | 00:50:14
half mile away, but I have to ride 5 miles and cross this busy road and yeah, that's. | 00:50:20
That that could be, yeah, that could be helpful to do a ride like that. | 00:50:26
Kind of like identify the gaps or something. | 00:50:30
And I think to do that on a regular basis because you do have some turnover in staff and that's always a thing, but it's also kind | 00:50:34
of a reinforcement and. | 00:50:39
Reenergizing people. | 00:50:45
You get them out the first time, they go wow. | 00:50:48
This is really kind of eye opening. | 00:50:52
Or take them on the trail and be like, yeah, you got a flat tire because we haven't swept the go heads off, you know, like, feel | 00:50:54
the pain a little bit. Let's do this weekly. Yeah, let's do this. Yeah, let's do this. And I think it's really just that | 00:51:01
experience. It's that personal. | 00:51:07
On the ground experience that really makes an impact. Good way for elected officials to interact with residents too. Like just | 00:51:14
kind of, you know, not in the shirt and tie or something. Here you're just chatting, hearing what people have to say. So when I | 00:51:19
first started with the city. | 00:51:24
I was like I need to understand the network that exists right now. I wrote every single. | 00:51:30
Place that you could ride a bike on. | 00:51:36
I don't know. You probably saw me, but you didn't know it was me because I was in the lycra. | 00:51:39
And I just identify it was all part of the reason why one of my first projects was to let the Commission ride the entire city to | 00:51:45
identify areas because I identified a lot myself. But I wanted to make sure you're all on board before we launch into. | 00:51:53
Bigger things and that project that the BAC engaged in last year. | 00:52:02
Is what has led to the application of the tag grant. | 00:52:09
And eventually we have the grant and it's there right now. | 00:52:13
And we will get to the point where we need to do changes. So I really agree with having a feel of the actual, you know, city | 00:52:18
trails and crossing the streets and all those intersections. It just helps us be better planners. | 00:52:26
And it helps us relate better to those of you that use it on a day-to-day basis. So I really agree with that and we'll keep doing | 00:52:34
it. | 00:52:38 | |
To our point earlier about we could, we could organize some walks too or you know, something like that, right? Like it doesn't | 00:52:44
have to be just bikes. So that's something you got to start thinking about because we could also start. This is just a suggestion | 00:52:50
for me, you know, take it. | 00:52:56
For what it's worth. | 00:53:03
We can organize special session meetings. | 00:53:06
Where instead of having a dyess meeting like this, it will be a road meeting where we either walk a trail and talk about | 00:53:09
something. It's These are just innovative ways to make. | 00:53:15
Commission more active in the city so people would be involved in it so we don't have to always go around looking at Utah City and | 00:53:22
new developments. | 00:53:27
We could talk about the stuff we're talking about, but in a more relaxed setting. | 00:53:32
That would make things work, so I just thought I'd throw that in. | 00:53:37
I've thought about it but. | 00:53:41
OK, that'll be good for you. | 00:53:43
You know, it'd be a heck of a lot more fun. | 00:53:45
Yeah, some. I was telling Anthony earlier about this grant that we're applying for with the EPA to like get people to engage with | 00:53:51
the lake and like. | 00:53:56
To also understand like what people want from the lake. And if we got that grant, maybe that's something that we could leverage to | 00:54:02
like facilitate this kind of stuff like do rides along the lake. And, and we could even bring in like experts who could talk about | 00:54:07
like different things, maybe like the local wildlife. Or it could be like really fun, like just thinking of like different ways | 00:54:13
that we could do this. | 00:54:19
Educational ride series or something? Yeah, because we did that in Provo for Bike Month, I think it was a couple of years ago. | 00:54:26
And it was like looking at like. | 00:54:34
Beavers or something for the, for the Provo River, I don't know. But it was like super cool. Like I loved it. But even like, I | 00:54:37
mean, you could have like a tree expert, right? Or like when the leaves are changing colors and go on a ride along the lake and | 00:54:43
yeah, talk about things going on or wildlife expert or bird watching or whatever it might be. Yeah, there's lots of things we can | 00:54:49
do. | 00:54:54 | |
Not all with bike month, but like I think what you're saying is like this is a success, how do we expand it? | 00:55:01
Well, and you're, you're leveraging. | 00:55:08
Those other interests, you know, maybe it's bird watching, maybe it's yeah, you're gonna get different people trees, you're gonna | 00:55:11
get different people out. | 00:55:15
And they're going to experience the trails first hand, maybe for the first time. | 00:55:18
And say, oh wait, I didn't even know this was here. | 00:55:23
All right, so if there are no fellow. | 00:55:30
Comments. I'll move on to the next activity that was a success. | 00:55:32
The bike rodeo and literally the. | 00:55:36
The sheriff. | 00:55:41 | |
And. | 00:55:43 | |
The city kids just literally get taught about safety. | 00:55:45
Precautions for biking in the city. | 00:55:50
This one got moved due to weather, right? Yes. OK. | 00:55:53
Doing that impacted the turn out at all. I know I heard, I heard there were a lot of people. | 00:55:58
Still made it OK good. I couldn't make it myself but. | 00:56:05
Yeah, one one other thing. As commissioners, we we need to be more involved in this. | 00:56:08
These activities that we organize. | 00:56:15
Just so that if you, you can own it, you know, 'cause you put it together so. | 00:56:18
You can own it better. | 00:56:23
Encourage me to come to. | 00:56:27
So since the sheriff's are willing to be involved in this, just my two cents. | 00:56:30
I'm not really worried about. | 00:56:36
Four year old staying safe on a bike. | 00:56:37
The adults are being safe around them, right? So I think there needs to be a component where maybe the sheriff's for the bike | 00:56:41
month, the step up enforcement of distracted driving or. | 00:56:47
Some something from the city about like, hey, we're committed to that because like. | 00:56:54
You can. You can be as safe as you want to try to be as a fight as a 5 year old on a bike. | 00:57:01
People around you have to choose to be safe in order for you to be safe, right? Like wearing a helmet's awesome, but. | 00:57:06
Not if someone's checking Instagram while they're driving their suburban. So I like I love this, but I also I would love to see. | 00:57:13
The Sheriff's Department engage in like. | 00:57:22
Kind of an education campaign for. | 00:57:25
Those who are really controlling the safety of. | 00:57:28
Of the. | 00:57:31 | |
Of the city. | 00:57:34 | |
And I think they do a great job. I just think it might be a good month to like emphasize. | 00:57:36
We're encouraging people to be out on bikes, including kids, so we're encouraging you to be extra cautious and look twice, three | 00:57:41
times, don't look at your phone, all that kind of stuff. I think that that would go a long way, I think, to have the city's | 00:57:47
endorsement of that, too. | 00:57:52
To add to that, even if it's like not issuing more tickets like, it doesn't have to be. | 00:58:01
That's fine if they want to do that, but just like the act of being pulled over for doing something that you think is innocent and | 00:58:07
really isn't is I think. | 00:58:11
A good refresher for a lot of people that they'll. | 00:58:16
Remember that for a while we need about 20 more deputies if they pulled over everyone every time there was a. | 00:58:20
And you know, the sheriff budget is more than half of the city budget, right? Yeah. I'm not asking for more deputies. I just think | 00:58:28
maybe for a week they emphasize that. | 00:58:33
Maybe there's a big chunk of the whole city budget safety related grant for paying overtime for deputies. | 00:58:39
It is a lot. | 00:58:50 | |
It's online, it's a public document, so. | 00:58:53
That's cool through the budget. | 00:58:57
You can, but yeah, this, this was a good one. The bike rodeo was. But yeah, I think, you know, if this is a goal of the city is to | 00:58:59
promote active Transportation Safety, they can play a big role in it. So. | 00:59:04
So the non motorized parade turned out to be a very big nice one that ended up in a very good block party. | 00:59:10
And everyone was happy with it. | 00:59:19
How can we make this better? | 00:59:22
We just want to start planning now. I had discussions with the event coordinator and Anna and she is happy to start planning Bike | 00:59:25
Month now. | 00:59:30 | |
Just so that we can take out things that don't work or didn't work well last year. | 00:59:36
And make. | 00:59:41 | |
Better decisions that would be. | 00:59:43
You know better than ever because she gave She shared some comments with me about how some residents were so excited about. | 00:59:45
The Bike month this year because we had a lot more fun activities. | 00:59:54
Than it's ever been. | 01:00:01
It is my first, so I'm excited that it's a good one. Yeah, we're trending in the right direction. Yeah, so. | 01:00:04
Let's make this work better. How can we make? | 01:00:12
Change us to what we've done already. | 01:00:15
To make it work. | 01:00:18
So, lessons learned. | 01:00:21
What went wrong with the poor 10 out? | 01:00:24
Turn out of. | 01:00:28 | |
Activities that. | 01:00:29
You know, we had planned for like the scavenger hunt. | 01:00:32
Was very poor. | 01:00:36
Which is funny because the year before there was enough people that wanted to do it that they were like finding the scavenger hunt | 01:00:40
thing before. So I mean, I don't, I don't think we should have to feel like, hey, just because we've done this, we have to | 01:00:45
continue doing it right? Like I'm actually. | 01:00:50
Usually a proponent of like. I'd rather have fewer things that are higher quality than. | 01:00:55
A bunch of things that are watered down a little bit. So like we did this year, I mean last year I think you had. | 01:01:00
An activity every single day, and that's draining on staff as well. | 01:01:08
So I had a thought about the scavenger hunt thing. What if we transformed it into more of a? | 01:01:12
See if we can get local businesses to kind of Co sponsor it to some degree of like instead of finding something that the city | 01:01:21
hides, have it be like a business is going to offer you 50% off if you show up on a bike. Or, or maybe there's still an element of | 01:01:28
like if you show up and you don't buy anything, there's still an opportunity to find something or something like that'd be | 01:01:35
amazing. Perfect bike, bike, bike night. | 01:01:42
Yeah, you can tip them on, step down, right, So they work. There we go. | 01:01:50
But I don't know. I mean, that kind of sounds like more work in some ways, but I feel like it could. | 01:01:57
I don't, I don't know that it's. | 01:02:02
Couldn't get any worse, I guess. Yeah, I don't know, I feel like the the scavenger hunt thing was like. | 01:02:04
Kind of just depends on like how advertised it was I guess maybe as part of it, but. | 01:02:13
I don't know. I think if we recruited some. | 01:02:18
Ice cream shop owners or something to be like. Yeah, well. | 01:02:24
Try to drive up business by doing whatever then. | 01:02:28
That seems. | 01:02:32 | |
More sustainable than us trying to add another activity or trying to make it an activity work that kind of works sometimes. | 01:02:34
If we don't think that, it's going to be a huge success. | 01:03:13
I don't know. | 01:03:17 | |
Just from long experience of doing. | 01:03:19
Activities in. | 01:03:22
You talk, honey, having people turn out. | 01:03:24
Is amazing. | 01:03:28 | |
I think as many people turn out for some of these activities is absolutely amazing. | 01:03:30
And it. | 01:03:36 | |
It reflects very well on Vineyard as a community. | 01:03:39
I think. | 01:03:44 | |
That the. | 01:03:47 | |
I would be very careful and I think this kind of reflects what you're saying, Anthony, is that we do, we don't want. | 01:03:51
Overtax the staff. | 01:03:58
By having too many. | 01:04:01
Activities. | 01:04:03 | |
And so why not look at those activities that were poor turn out? | 01:04:05
Activities. And why were they were? Was it because of weather? | 01:04:10
Maybe we should try it again next time. | 01:04:13
Was it? Was it? Were the other? | 01:04:16
Variables good. | 01:04:21
But the activity just didn't seem to attract people. Well then. | 01:04:22
We don't. Maybe we don't do that anymore. | 01:04:27
But those other activities that were obvious successes? Let's do that again. | 01:04:30
And let's maybe emphasize those. | 01:04:38
Yeah. So I think as we work with Anna moving forward. | 01:04:42
It may just be a priority thing, like if staff doesn't have bandwidth for this, then this would be maybe the first one that we | 01:04:46
chopped right? But there's nothing wrong with doing it again. But there's some of these where I would say like, hey. | 01:04:51
If we only do one thing during bike month, that should be this, right? I think if we can almost just prioritize, then that's | 01:04:57
probably good. And then we can say whatever staff's got bandwidth for and Commission. Do we want to. So if she is wanting to plan | 01:05:05
it now or we're going to start right now. So can we just like can I volunteer to be the assigned liaison with Anna next? That | 01:05:12
would be great. And granted, I'll plan it with her and then we'll come back to the plan and tell me how. | 01:05:20
It is because, yeah, I don't think there's anything that. | 01:05:28
I feel like there were some handful of winter activities and I don't think we need to change really anything with them. Maybe | 01:05:33
expand it to be a little more flexible or better attended, whatever. But. | 01:05:38
I think there's stuff like scavenger hunt where it's like. | 01:05:44
We have a better idea, let's try that. Or if there's like, if there's like one thing that we want to try and we're not sure if | 01:05:47
it's gonna work, then let's try it and have a sex. Let's try it differently next year, whatever and keep our kind of core stuff | 01:05:52
that is working well. | 01:05:56
A very specific. | 01:06:02
Idea that I had was during the bike bingo thing or just like at any point when we're giving away a small thing we can incorporate | 01:06:04
just like a UTA day pass as like a prize or something that. | 01:06:11
Some kid is going to win and then want to go on the train. Yeah, yeah, we were pushing for that, but we never had the passes. It | 01:06:19
was one of the things we were pushing to have a train pass to Ogden. | 01:06:26
Yeah. All right. So one, one way. | 01:06:34
Right, that's true. | 01:06:38
Yeah. | 01:06:40 | |
What was that about BRT anymore? | 01:06:43
Anyway, interesting. | 01:06:47
Be a big mess if they don't include at least like BYU sporting event tickets as fair. | 01:06:48
The end of an era still be. | 01:06:57
Included in BYU and. | 01:07:00
Which is, I think they said like 80% of the ridership. But still it would be a change for some people. Well. | 01:07:05
I think maybe to your question that you have here, if we do stuff throughout the month or one week we did before. | 01:07:12
Yeah, This is something that sorry to cut you in, but this is actually a question from Anna, our events coordinator. She was | 01:07:25
thinking aloud with me in a conversation and said, hey, would we want to rather have it as a full week celebration or just spread | 01:07:33
it out like we did having I think one activity a month, a week or so, one or two a week. | 01:07:41
It just depends on what the Commission wants because moving forward. | 01:07:49
We want to, as staff, help you get everything put together. | 01:07:55
But sit back and let you lead. | 01:08:00
A lot of these moving forward. | 01:08:03
Right, so. | 01:08:05 | |
It's not only about our bandwidth. | 01:08:07
Whatever you throw at us, that's why we're here. We'll do it. | 01:08:10
However, you don't want to throw an activity every day. | 01:08:14
Right, because I think the likelihood of it not being successful is high. | 01:08:18
So this is just something for you to think about. You don't have to make a decision now, but. | 01:08:23
As you have a liaison right now, event person from the Commission. | 01:08:27
You know, you might want to start communicating that with him so. | 01:08:34
Yep, I think he can start his let's have those three or four key ones. And if we want to sprinkle in some other things that are a | 01:08:38
little lighter, that's fine. But that'd be my my thought. I think over a month is probably better just because doing it like over | 01:08:44
a whole week, like I personally would get burnt out. Like yeah, you might say like I'll go to one thing. Yes, exactly. But if it's | 01:08:50
like every week, I'm like, OK. | 01:08:57
Yeah. | 01:09:05 | |
This is another specific idea but I feel like coordinating with like Bike orum or bike lock Provo for their bike to work day. | 01:09:09
Yeah, I actually I think that's a good take away for bike month. If we're planning this far ahead, there's probably opportunities | 01:09:20
to. | 01:09:23 | |
Join in rides with other ones like maybe it starts in Provo and ends in Vineyard or you know, like there's things like that that | 01:09:27
we can do if we're if we're planning ahead and coordinating. | 01:09:31
Another ride we could do is a UVU sponsored. | 01:09:37
Educational right about their campus here or something like that. | 01:09:42
I can stop talking now and. | 01:09:49
I like the fact, I mean that you brought up coordinating with ARM and Provo. You know there's a. | 01:09:53
We probably brought this up during our planning the meetings. It would be nice to have. | 01:09:59
A bike ride start out in maybe Vineyard and. | 01:10:05
We have people ride to the station and board the train with their bikes. | 01:10:09
And then get to Provo, have some ice cream as middle point. That's where we'll have people go really make it to Provo. | 01:10:15
Or whatever the next stop is going to be and brought the train back to Vineyard. | 01:10:23
You know, so it's, it's gonna be a, you know, two-part thing. You have people learning how to board the train with the bus, I mean | 01:10:29
with the with the bikes and literally. | 01:10:34
Learning a lot of other things as well along the way and socializing with the whole team. So this is getting. | 01:10:41
My comment here is getting beyond bike month, but to the point of having other rides of the year. I think there's a good route | 01:10:49
between Vineyard and UVU main campus that I've been doing that would be a good like back to school for college kids, right? Just | 01:10:58
illustrating that it's actually really close and really convenient and actually very comfortable because most of it is on a trail. | 01:11:07
So I think we should do something like that. | 01:11:17
In the next month and I'm happy to organize that and we can. | 01:11:20
I can reach out to UVU Sustainability Club or whatever and invite that to do with us. Yeah, work with me on that way we can figure | 01:11:25
something out. Another thought that I've had some people ask is like, is there any possible way we could work with Sleepy Ridge? | 01:11:31
Like is there a time when like the golf cart pass? Because it's a pretty area, right? But like when maybe there's not golfers out | 01:11:37
there that we could do a ride or something like that. | 01:11:43
I wanted to check in if UV reached out to you because they're trying to reach out to you about, you know, BAC as well. | 01:11:51
Sarah Bateman. So I've worked with her in the past on different things, actually in my professional personal. OK, so she actually | 01:11:59
did reach out. She wanted to get in touch with the team. So yeah, I mean, to me again, she might need to say which hat is he | 01:12:06
wearing and put it together that way. Okay, I'll create that connection again. | 01:12:14
Right, for those other slides on this, this is the last one. Wait, this is the last one before this? | 01:12:26
So while while this was taken on the day that we had the bike parade. | 01:12:36
Non motorized parade. I was going around taking a bunch of pictures and. | 01:12:42
This struck me because someone I I, I think I still have the video someone actually tripped on. | 01:12:50
A bike. | 01:12:56 | |
And this goes back to bike valet discussions that we started. | 01:12:59
This is a good time to really start talking about that now. | 01:13:05
Yeah. | 01:13:09 | |
I only saw one person trip, I don't know if they were hurt or not. | 01:13:11
The parent was there so I was like oh sorry and walked away. | 01:13:15
In my mind I'm like, I wish we had a bike valet. This would not happen. And I would say not even. It doesn't even necessarily have | 01:13:19
to be a valet if we would have just had. | 01:13:24
Temporary bike parking at the end of that because I mean, we just asked a bunch of people to ride through the parade and they had | 01:13:29
nowhere to put anything. So even if it's not manned and there's, you know, there's no valet part of it, but it's just like it has | 01:13:35
to be planned. Yeah, yes, that's, that's at a minimum. I think that's what we need to do for basically all. | 01:13:42
Like if there's fireworks, anything have a few temporary racks, even if they're not manned by anybody and it's, you know, part of | 01:13:49
your own risk, whatever. But it just shows to people like. | 01:13:54
We want to just be here and we wanted you to come this way, right? | 01:13:59
And that's a good thing. I thought I'd share this these pictures because. | 01:14:04
I was excited to see a lot of people bring their bikes and their kids on a bike. | 01:14:09
But is like an entire. | 01:14:14
Parking lot of cars that didn't exist. | 01:14:18
Everyone in that picture would have driven a car. | 01:14:23
The entire Grove Park parking lot would have been full. I don't think people realize like how many. | 01:14:26
Cars that takes off the road, yeah. | 01:14:32
Ghost jam packed. It was really good. So yeah, that's my last slide. That's really cool. | 01:14:34
Set of pictures actually. | 01:14:41
Yeah, all of them in Iraq. That's temporary. There might be even better, right? That would be. That would be great. I had people. | 01:14:44
So I have people that at least two people during the time I was taking these pictures. | 01:14:52
Actually asked me. | 01:14:57
If I'm going to do anything about the bike parking, I was like. | 01:15:00
I just work here, I'm a planner and we did, we did try it just didn't work out with the bike Provost stuff. But yeah, with enough | 01:15:04
planning then there's we won't run into those issues, right. So. | 01:15:11
So that's that's it for the presentation. | 01:15:18
I have really enjoyed that conversation and discussions. Umm. | 01:15:22
I would just to put a bow on that, I would say. | 01:15:27
Any city sponsored event that we expect people to show up to? | 01:15:31
We should have. | 01:15:36
Doesn't have to be like I think valet is great to aim for but like that's probably almost even too much just. | 01:15:38
Like temporary bike parking can be so simple it can be like. | 01:15:45
A pipe that you set your saddle on right? | 01:15:49
Especially every triathlon does it, every bike race does it right where they they set it up and they just have it. And it's most | 01:15:53
of these bikes have to kick Sands anyway, and it's like they're not, Yeah. | 01:15:59
Designated area, right. And it just shows to people like that was supposed to be here. Yeah. Even if it's just like caution tape. | 01:16:05
And then it's like a corral or something. Bike parking. Yeah, Yeah. That way you won't trip because you don't walk through there, | 01:16:10
like you just. And even if people are throwing their bikes there, yeah, if I end up looking like this, but it's at least roped off | 01:16:16
and it's like this is where they're supposed to be. | 01:16:22
So I would say at a minimum every single city event that's put on. | 01:16:29
Should have something. | 01:16:35
Planned into it. | 01:16:36
I think that's a great recommendation. | 01:16:38
I think there should be. I think there should be some. | 01:16:40
Rack of some kind. | 01:16:45
None of my bikes have. | 01:16:47
Kickstand. | 01:16:50 | |
Sounds like a problem. Is this like somebody elses problem? | 01:16:54
Like a sheriff thing that we could ask them, we could imagine that they have like some sort of awareness of big city events. Can | 01:16:59
it just be like, maybe, I mean, yeah, I don't know, safety. | 01:17:05
Usually doing city events and you know, things like these. Anna works with the sheriff's a lot. | 01:17:14
So well, you know when you start coordinating with her a lot on these events that we want to do. | 01:17:21
She would be a good person, Yeah. I think like, yeah, we start at a minimum and say caution tape and a sign that says, you know, | 01:17:27
bike parking over there and we're like 20 bucks into this and. | 01:17:33
Yeah, yeah. And then from there we could. | 01:17:39
Take it bigger, but like let's start that as a minimum I would say. | 01:17:42
And. | 01:17:46 | |
City is paying half their budget for the sheriff, so just saying. | 01:17:48
I saw the city of Victoria, BC has a full time staff for their downtown bike valet. | 01:17:53
Really. Further what? | 01:18:02
They have a so Victoria has a downtown bike valley that's open like. | 01:18:04
Maybe 24/7 or whatever and it's like staffed by city employees. Interesting. | 01:18:11
Wow, we're not there yet. Yeah, $20 entry point, but. | 01:18:16
Someday Caution Tape Victoria is a great walking great walking city. | 01:18:22
All right, anything else you guys want to talk about for the upcoming but? | 01:18:31 |
* you need to log in to manage your favorites
