DRC Review and Comment Process - Switching to Bluebeam Studio
Senior Planner Hancey introduced the aim to review things in Blue Beam. The intention is to review the items before DRC, and to discuss comments at DRC. Chair Ghandour noted that this would make the meetings more constructive.
Senior Planner Hancey noted how the noticing would come with the items to review. Chair Ghandour said that there may be changes to timelines and that there would need to be hard deadlines to maintain the schedule. Senior Planner Hancey said we could create a timeline flowchart.
Deputy Fire Marshall Valley suggested to have a place to initial and comment on the document. Senior Planner Hancey said that would be a question for patty.
Plans Examiner Abdullah said that Bluebeam has a place for you to leave comments. Senior Planner Hancey recommended that we could do a brief training in the next DRC meeting. Plans Examiner Abdullah said we could do a work session and map out how this can work in the next meeting. Senior Planner Hancey said we could also meet outside of DRC. Building Official Johnson appreciated this idea.
City Manager Ellis commented that we should maintain flexibility but find deadlines to everybody. Chair Ghandour noted that everyone on DRC would need to have access.
Staff, Commission, and Committee Reports Senior Planner Hancey asked if this time is till working. He noted that the calendar for the next year will be in works. Chair Ghandour said that if anyone had comments on that to get in touch Plans Examiner Abdullah asked if the minutes were approved because she did not hear that. She did not have any opposition.
Adjournment The meeting was adjourned at18am. MINUTES CERTIFIED COMPLETE ON: Februaryth,25 CERTIFIED (NOTICED) BY: Madison Reed, Planning Technician |
Alright. | 00:00:15 | |
Alright, alright, so good morning everyone. Uh, welcome to today's Development Review Committee meeting, October 3rd, 2024. The | 00:00:17
time is now 9:02 AM. | 00:00:22
So we have a few things on our island, uh, still through, but first we'll just do roll call. Uh, So let's start off with uh. | 00:00:29
So the left master. | 00:00:38
Uh, this is Manson, please. | 00:00:43
Planning Technician. | 00:00:45
Brian Vaudrey, Parson rec director. | 00:00:48
Eric Ellis, City Manager I'm missing the door for the works director. | 00:00:50
Chris Johnson, building official. | 00:00:54
Brandon Valley Fire Prevention. | 00:00:57
Cash and seizing your planner. | 00:01:00
Patrick James, assistant city engineer. OK, bye. | 00:01:02
What happened? Said no, you're welcome. Uh, we have, uh, several items on our 10th agenda. | 00:01:05
Uh, and then, uh, one item on business and one item of work session. | 00:01:10
So starting off, uh, with our consent agenda, umm, we have. | 00:01:15
Approval of. | 00:01:19 | |
March 21st 2024 Approval minutes. April 4th, 2024 Approval of minutes uh April 18th, 2024 uh, does anyone have any comments on any | 00:01:21
of the consent agenda? | 00:01:27
No comments. I would motion to approve them as presented. OK, we got a motion. We have a second. | 00:01:34
I can second all right, all in favor. | 00:01:40
All right, all right, all right. So we're all in favor. We're gonna be. | 00:01:42
Move forward, umm. | 00:01:46
He was first our first business. I am our first business time is 1800 N railway dedication class and I believe. | 00:01:47
Yeah, I can understand, but well, I think Patrick and I, oh, it does have Patrick's name on it, I think, uh. | 00:01:53
Kind of kind of doing that, those directions and how much you have to answer for that. | 00:01:59
OK. | 00:02:03 | |
Go ahead, please. | 00:02:05
All right, Chris Keppard with Ms. Properties of Vineyard has. | 00:02:06
Requested the City receives an A and approved the roadway dedication platform 1600 dollars. | 00:02:10
Umm, as you know, $600.00 was completed last year. | 00:02:15
Umm, with all the inspections have been completed and now all that's left is to approve the plan and turn it over to the city? | 00:02:19
And. | 00:02:28 | |
Have it done so this will officially make it a public Rd. | 00:02:29
Versus a uh, public Rd. uh, going to a private road. | 00:02:32
OK. | 00:02:37 | |
So we don't have to make to make sure that this does not become a toll road. | 00:02:38
We will, uh. | 00:02:42 | |
And then he will take over the maintenance and operation. Oh, awesome, that's great. OK, so, umm, let's see if there's any, if | 00:02:44
anyone has any questions on it. Uh, so let's start off with personal answer. | 00:02:49
No question. | 00:02:56 | |
Eric, Sir. | 00:02:57 | |
Uh, just a quick question. | 00:02:58
Any rollback taxes or anything like that have been taken care of already. | 00:03:01
Uh, I, I did send this off to the county's review and they had no comments. They usually have a comment like if there's some taxes | 00:03:07
and stuff like that. | 00:03:10
But half the time it's when I take it down to get recorded. But they then take a deeper dive into it and they. | 00:03:14
Make sure. | 00:03:20 | |
And so we make sure before we report the the roadway indication that that is taken care of if there are any issues by by. | 00:03:21
Chris Car. Chris Kephart. | 00:03:29
Great, great. Thank you. Alright. And I know on my side, I just want to. | 00:03:31
I like the the hard work that the package, uh, did to make sure that that road intersection. | 00:03:36
Let's go to the railroad, uh, crossing standard. Since it's within a railroad crossing, there was some additional upgrades that | 00:03:41
were that had to be done before because it's platform. | 00:03:46
So thank you very much. I don't have any questions. | 00:03:52
Billing has no question. | 00:03:55
I asked no questions. Alright, don't worry. Do we have a motion to umm? | 00:03:58
Cash back server planning For clarification here it it appears that there's a trail located on the South side of the. | 00:04:03
Umm, the road. Are we going to continue maintenance of that as well? That was a fight on the roadway dedication. | 00:04:09
Flat, do you think it'd be beneficial to include on the plat? So that would be. | 00:04:15
As much as I don't want to make anything so you know, rather have the private people maintain it. But yeah, so that would be part | 00:04:21
of the right away. I could tell on the dedication it does not include. | 00:04:26
That that trustee. | 00:04:32
So I could we if we wanna include that as AII just don't know. In all honesty, I haven't really worked on too many roadway | 00:04:35
dedication, but I don't know if we generally include. | 00:04:40
That trail. | 00:04:45 | |
Umm, I just don't want to get forgotten about. Typically it's uh. | 00:04:46
-Huh. | 00:04:53 | |
Umm, I could also look real quick to see if the slot down here, the central Utah water, they might have that on their. | 00:04:55
Umm 5. | 00:05:02 | |
So, umm, if we could just do a condition that that we'll figure out the information on the trail to make sure that it is being. | 00:05:03
Ownership is given to the city of that trail. I think that'd be great. That'd be fine. | 00:05:09
Alright, well, I appreciate that. | 00:05:14
Alright, uh, Hewlett Packard. Anything else? | 00:05:16
Yeah, alright. Nothing else on my end. Alright. Uh, that being said, cash that, would you like to make a motion with the | 00:05:19
condition? | 00:05:22 | |
Umm, I I don't think that. Well, I don't know if I understand. Are you representing the planning? Yeah. I mean, Morgan's not here, | 00:05:25
so I I guess they can. I'm just not up there. But I'll, I'll, I'll move to approve the 200 more roadway dedication. | 00:05:31
Requested by Chris department with Ms. Properties a vineyard with the just one condition that we figure out the ownership of the | 00:05:37
trail and make sure that if it needs to be on the plat that that we include that information. | 00:05:42
OK. | 00:05:47 | |
OK, alright, uh, do you understand? | 00:05:48
OK, give me a second. Alright, we got a second, uh, all in favor. | 00:05:54
Alright man, alright. | 00:05:59
So, uh, our business online passed uh, so the last one we have is 4.1 DRC review and can you comment across us switching to | 00:06:01
blooming studio? Yeah, I in all honesty, I, I don't know if I'm super prepared to talk about this. I've I've been working with pen | 00:06:06
Patty on. | 00:06:11 | |
On this process. | 00:06:17
So the idea here is that as we bring like site plans or products to the DRC committee that we have all of our comments provided to | 00:06:18
them before that meeting through Bluebeam as we have the new like studio feature where we can all go into one document to make our | 00:06:23
comments. | 00:06:27 | |
And that way we're using DRC is like a way to deliver that package to them as well as deliver all of our comments just in one | 00:06:33
place and we're not. | 00:06:36
All over the place with our comments, you know, some of us emailing them, some putting them sitting in spite, some of us in | 00:06:40
Bluebeam. It's all just in one place that they can go to and address those comments. | 00:06:44
Umm Patty, do you have anything? | 00:06:49
Out from this that that you can think of. | 00:06:52
I don't really see here. I don't have much of a voice, so I apologize. | 00:06:57
Umm, no, you're fine. | 00:07:01
The idea was to give staff time as much time as possible in order to do a detailed review on items that are coming from work | 00:07:03
session. | 00:07:08 | |
And instead of doing that review in the DRC, we're just providing the comments back to the applicant and then answering any follow | 00:07:12
up questions they have. | 00:07:18
So the idea was to be able to create a bluebeam session. | 00:07:24
For a shared place for staff to create those comments and the CFDRC. | 00:07:27
Would be open to that idea. | 00:07:33
Umm, whether they like that or whether they were, whether they would prefer to do it, uh, live in the DRC set setting. | 00:07:35
I mean, I have, uh, uh, I have a comment on that one. I'm always, I'm always in favor of providing the applicant information. | 00:07:45
As soon as possible about price prior to. | 00:07:52
So next to meetings, uh at at then live in person meeting more constructive and instead of. | 00:07:55
Going through all the small little details at the uh uh at the RC. | 00:08:01
Uh, We're, uh, having conversations with, uh, more constructive conversations of, uh, content and, and possibly exceptions to | 00:08:07
that. | 00:08:11 | |
And I think that this process was. | 00:08:15
Online to what other, umm, disabilities? Maybe not. | 00:08:17
Area that's value the other mixed value that I've worked with and for. | 00:08:21
Yeah, I I would agree with that, though the one thing that we might have to change on our end is. | 00:08:25
How we're getting the agenda out. If you notice with this roadway dedication plat, Madison emailed out the the PDF to everybody | 00:08:31
saying hey, just a heads up, this is coming to the agenda. | 00:08:36
Umm, in a few days. And that just allowed us to, you know, send that out for review. Umm, and that's technically what we'd be | 00:08:40
doing if we wanna switch to the Bluebeam review or studio format as we send that out saying here's the studio session. | 00:08:48
For what's coming up on the agenda, please see your comments then. | 00:08:55
And that way it still just gives us the time that we need to to get the agenda out. | 00:08:58
Umm, but also you guys have a little bit more time to do your review and that really is just a bit more prepared for. | 00:09:02
Yeah, I think without the. | 00:09:09
That you can umm. There may be some umm. | 00:09:12
Changes to timelines are in regards to an absence with something. | 00:09:15
And uh, those timelines would have to be. | 00:09:20
Hard that uh, timelines were and uh, uh, anything after after a certain date will not be able to make. | 00:09:23
Like the next year, you may have to wait for your team and we could create maybe like a application timeline like. | 00:09:29
Uh, flow chart. | 00:09:36
Umm, that would just say if you're doing a site plan. | 00:09:39
You need to submit this, you know, 60 days in advance of the OR she or whatever you want to come up with that we think is adequate | 00:09:42
time to give. | 00:09:45 | |
Back time to review. | 00:09:49
And, and get that in the boozing studio. So we, we could do something like that and, and maybe we could even include that in that | 00:09:50
bylaws discussion. | 00:09:54
Umm. And I I just think that if we do have those hard deadlines in code, it it. | 00:09:57
Gives us a little bit more teeth that when we have, you know, somebody. | 00:10:02
Emailing us saying hey, you know she's on Thursday, can we quickly? | 00:10:06
On there think of the thing hey sorry so it doesn't allow us to do that we need at least two weeks notice or something like that I | 00:10:09
think that could be beneficial and we have to make sure you know we're we're all state state code along that but. | 00:10:16
I think it would be helpful all around. | 00:10:22
He just, uh, spoke my love language, so I really appreciate the. | 00:10:26
I think what you said it's kind of spot on. Is there any other comments? | 00:10:32
Uh, Brandon was fired and prevention, umm, can I make a, a request or suggestion just on that set of plans have, uh. | 00:10:35
A stamp created that has all the different. | 00:10:43
Divisions, the people that are reviewing the the plan. | 00:10:46
To where you can put your initials next to it and then a check box next to it that says comments like so. | 00:10:50
There's a quick page on the front versus like stamping. | 00:10:56
You know, every page where it's not approved yet, it's just we're making comments and. | 00:11:00
I, I think that's probably a question for Patty, if she's kind of the one who's our blue beam master. Umm, did Did you hear that | 00:11:05
by chance, Patty? | 00:11:09
Umm, I can't hear you for some reason. | 00:11:19
Oh, you went to my click share? Alright, can you try that again? | 00:11:24
Yeah. So can you hear me? Yeah. | 00:11:29
OK. So there's a couple of different ways that you can do that. Moving itself has a, the studio itself has a place for you to | 00:11:32
finish your company. | 00:11:36
When you're done, and then when you do the summary of comments afterwards, it'll show that you did you know, did you work with | 00:11:41
you? | 00:11:44 | |
So it has sort of like it's not where we can create a custom stamp. I did that for TRC, but we decided to do it the other route to | 00:11:49
just get the natives approval in the system. So we can handle that in a couple. | 00:11:55
Maybe in the next year or something we could do like, uh, in honestly, I, I don't have a lot of great like familiarity with | 00:12:04
studio. Maybe we could do just a brief. | 00:12:08
Training, just showing kind of what we expected of everybody in the DFC. | 00:12:13
And, and maybe patting him to have a voice back so you could, you know, we could do a screen share and show what that looks like. | 00:12:17
Umm, so hopefully we can cancel your, your request for it. | 00:12:22
Would that be OK, Patty? Maybe in the next year she needs to do. | 00:12:28
Yes, this is something that the DNC, which is moving forward, you can absolutely do a work session. | 00:12:32
Umm, and that's how we want this to work. And then have everything familiar with how Bluebeam works. We can do some test sessions | 00:12:38
and internal work sessions. | 00:12:43
I just wrote, I don't. | 00:12:48
I don't know if I care if we do it in VRC, it might be better to do it in a more informal format than in DRC. Umm. So I'll, I'll | 00:12:50
work with Patty on setting something up and we can invite whoever wants to attend to to learn more about how we can do this. OK, | 00:12:55
sounds fine. I appreciate you having time. Bye bye. | 00:13:01
I I think it's a good idea too. | 00:13:08
Do it this way, yeah. | 00:13:10
Anyone else? Eric? Fine. | 00:13:12
Yeah, my old. | 00:13:15 | |
Mm-hmm. My only comment is that. | 00:13:18
Whatever route we pursue. | 00:13:21
Umm, that we. | 00:13:24 | |
Attempt to maintain as much nimbleness as possible. | 00:13:25
That's one of the nice things about a smaller city like ours is that we can be responsive. | 00:13:29
Folks are ready to move on something and so. | 00:13:34
That's not stretched out too much, but the fines and deadlines that are helpful to everybody involved. | 00:13:37
Oh no, that's good. | 00:13:44
Uh, alright, so. | 00:13:46
You know my uh, six month, uh, deadline is off the table then. | 00:13:47
Yep, now it's a 7. I appreciate that. OK. | 00:13:52
Oh, OK. And then, uh, Patrick, uh, any problems with this one? | 00:13:54
Uh, uh, and I think we're just, uh, the other item that we have. | 00:13:59
Everything, she looked out, everyone who would be on, everyone DRC would have access to Bluetooth and license. | 00:14:02
By the way, that would umm, alright. For example Eric I believe. | 00:14:09
You're needed fine when needed. | 00:14:13
I'm not sure if uh. | 00:14:15
If you would need it, uh, for virus. | 00:14:16
Ability being licensed and actual OK, so. | 00:14:19
Uh, that would be the other thing that we just wanna make sure that we cover so. | 00:14:23
I'm not if there's no other comments. I don't have any other comments on it, so is that in the work session? | 00:14:27
I think that's good. Cool. | 00:14:33
All right. Uh, so any staff permission or committee reports? | 00:14:35
Umm, I did wanna, oh, I just wanna ask real quick, does this time work best for everybody that we've been doing that this year? | 00:14:42
Thursdays at 9:00. | 00:14:46
Should I get for everybody? | 00:14:50
Because we probably in the next meeting we'll, we'll get the calendar for the next year out. | 00:14:51
Umm, just because it is a public meeting you have to vote on a calendar for each year? | 00:14:55
So, uh, so far, yeah. I mean, I don't say, uh. | 00:14:59
Does anyone have any Umm. | 00:15:04
Request for changes is uh, sent off the cash and then cashing, uh, make the coordination. | 00:15:06
Did you have something, Patty? | 00:15:12
And we have to open the menu. | 00:15:15
Did we approve the minutes? | 00:15:18
Yeah, there are minutes on the agenda. Yeah, Yeah, they got approved. | 00:15:20
OK, Nope, you're good. | 00:15:23
Cool. Uh, there's any other comments around the room I think we're away for? | 00:15:27
Position to the minute. | 00:15:33
Oh, yeah. Do you have any opposition to that, Patty, that we're approved? | 00:15:34
Oh OK, I just missed it. | 00:15:39
Oh, sorry. | 00:15:42 | |
OK, well what happens is that if there's nothing else, umm. | 00:15:50
You know. | 00:15:53 | |
Think we are adjourned? We don't need a motion, do we? | 00:15:54
No, I don't really have a great day. | 00:15:57 |

of the consent agenda?
