First there was a boy who was hit there 5th grader. It's right between the elementary school and the. 00:14:34

A lot of schoolchildren are passing across this road. 00:14:40
5th grader got hit. 00:14:43
Practice goal. 00:14:44
Was bleeding in three parts of his brain. 00:14:46
Thankfully. 00:14:49
Made it out. 00:14:50
I don't know how OK he is, but he's alive. 00:14:52
A year later, a 17 year old girl was running across and was hit and killed. 00:14:55

The council? I asked this of the last council before the girl got hit. 00:15:02
After the boy got hit. 00:15:07
I was on the bike advisory Commission and I said hey. 00:15:08
Like we should do something about this. This road is dangerous and we should do it now. 00:15:12
Like if you had a construction zone, you want to keep your construction. 00:15:16

You build sort of these temporary. 00:15:21
Cones and barrels type of. 00:15:23
Of barriers to keep them safe. 00:15:25
And I was like, why don't we do that? 00:15:27
So we can respond quickly. 00:15:29
While we're working on a long term solution. 00:15:31
That fell on deaf ears. 00:15:33
And then Sienna got hit. 00:15:35
And killed. 00:15:37
And after that I. 00:15:38
Came back to the council and said. 00:15:39

As I said a year ago, we should. 00:15:42

Trying to write down these things because I just found out tonight that there's going to be a discussion on the Arch Commission. 00:18:22

So I'm here as a citizen and a member of that. So I just want to give you a little bit of a heads up of what the process has been. 00:18:30

Designed to get proposals. 00:18:45
And then decide and. 00:18:48
Proportion out what we thought was the best for Vineyard City. 00:18:52

We actually on January 15th met and we as members of the Commission. 00:18:57
Were to score all of the proposals. 00:19:03
Anyway, so on the 15th they showed that the proposals had been scored. 00:19:06
And I don't remember all that. I was trying to look it up on the phone right now from Brian Vaudrey, but the Vineyard Heritage 00:19:12
Commission had scored the highest as far as. 00:19:16
In that initial discussion of what was. 00:19:20
A good and needed thing for the for Vineyard and the proposal for Vineyard Heritage Foundation was. 00:19:23
To prepare. 00:19:30
4th grade curriculum for the four schools. Elementary schools in Vineyard. 00:19:31
I had previously before. 00:19:36
Talked to principals and other people and had. 00:19:38
A sense that it was. 00:19:41
A desirable thing. 00:19:42
Principals, teachers liked it anyway. OK. 00:19:43
So we had the discussion. 00:19:47

The Heritage Foundation was to get 700. 00:19:50

I happen to be out of town. I've missed 2 meetings in the three years that I have been part of it. I missed this meeting. 00:20:07
And I'm away with family on an event and I get this e-mail from Brian that says. 00:20:13

The Heritage Commission ended up getting $0.00. 00:20:23

It was just going to be held over for another year and not used. 00:20:51

And these were the reasons that they gave. 00:20:59

daughter almost got hit by a car. She was crossing the street to her neighbor's house. They had like. 00:28:32
5 or 6 cars because they have so many occupants. 00:28:36
And they came around a long corner and. 00:28:39
Luckily she didn't get hit. It was really close and. 00:28:41

Cash over to my house. We had a big discussion and everything as a neighborhood. 00:28:50
It feels to me a little bit like it falls on deaf ears. 00:28:54
And or there's a lot of loopholes that allow them to keep doing what they're doing, like. 00:28:56

Groups enter an LLC together and become owner of the house so they can be in the house. 00:29:02
And then he had him sign as his roommates and it's just kind of a mess and. 00:29:08

They've moved people out, So what they'll do is they'll get reported, they'll move out people in the basement, and then a month 00:29:30

He came to my house and got confronted my wife about reporting them and was told that the city. 00:29:38
Gave her name to him, the owner of the house. So he knocked on my door. 00:29:43
And said, why are you reporting? Why are you harassing my people and. 00:29:47
Had a like got really upset with my wife which I'm not really happy about either so. 00:29:50
It's just frustrating because, and I am here because I just want to applaud like. 00:29:55

Through that neighborhood between 8:00 and 10:00 PM. 00:31:48

Two weeks ago. 00:31:52

Really surprised at how bad the problem actually was. 00:31:56
I counted 5 stop signs. 00:32:01
That were completely and totally blocked. 00:32:03
There were houses that had cars hanging off of. 00:32:06
Sidewalks, I mean, just. 00:32:09
There were houses that had, you know. 00:32:12
Full driveways. 00:32:14
And both sides of the street and both sides of the house, I mean, just completely blocked. So visibility was poor. There were cars 00:32:15
that were parked on red, red curbs. I mean, the whole kitten caboodle blocked fire hydrants. 00:32:21
I reached out to. 00:32:27
Chief Deputy Holden. 00:32:29
That evening and just asked. 00:32:30
You know, would you, when you have the available manpower send somebody to just go patrol that because I think a little bit of 00:32:33
enforcement when it comes to. 00:32:36
Blocking the stop sign, blocking the fire hydrants. 00:32:39
A little bit of enforcement probably goes a long way to deterring that. 00:32:43
I did also note in some of those neighborhoods there's. 00:32:47
Areas where there aren't. 00:32:50
Any cars parked? 00:32:51
Which means that people are just parking in those. 00:32:53
Unsafe positions largely for their own convenience. At least that's what that signals to me. 00:32:56
As opposed to parking down the road and walking to their house. 00:33:00
So I think a little bit of enforcement goes a long way. I'd like to, you know, request that when there's that availability we 00:33:03

Looking at how to alleviate that that safety issue just by sending somebody over and. 00:33:09
Writing a ticket when it's obviously an illegal park. 00:33:13

I think there's a lot of miscommunication that's going on with parking enforcement right now and the needs I've been watching the 00:33:51
last couple weeks. 00:33:55
Your proceedings online and it seems like there are a lot of residents. We, we are the contracted company for your public streets. 00:33:59

In Vineyard and. 00:34:08
I just think there's a lot of miscommunication and and. 00:34:10
Stuff around parking enforcement right now and. 00:34:14
You know the use of. 00:34:17
Predatory parking. 00:34:18
Enforcement is being thrown around. 00:34:20
You can really see. 00:34:23
The needs of the of the city for some type of enforcement and. 00:34:25
You know in. 00:34:31
In general, kind of the way that. 00:34:33
Parking goes. 00:34:35
There's either the. 00:34:36
The city or the private property owner, Which? 00:34:37
It appears have the same needs. You know that whether it's a private road or a public St. you know they have the same needs. 00:34:41
There's over occupancy, there's way too many cars on the road. 00:34:45

So it's it's an issue that we've been dealing with for a while. 00:34:50

Rather than contract that out and so she's been working on that, We have an excellent draft study that is required in order to do 00:44:15
an impact fee analysis. 00:44:19
So she worked really closely with our Sheriff's Department with Orem Fire to gather kind of all the future demands that we're 00:44:23
going to need. So it goes into details of what type of fire apparatus do we need. 00:44:28
For Utah City, or whatever it may be. 00:44:32
And then it gives us essentially a. 00:44:35
An outline of what these expenses are going to be, when we're going to need them. 00:44:37
And now that we have that study done, we, we need to present to the council for adoption. Once that's happened, we can then work 00:44:41
on doing this impact fee analysis, which we've gotten 2 bids from that, that we have what we'll probably bring back maybe next 00:44:47
week or the following week to, to enter into a contract with so that they can take that study and they can. 00:44:52
Actually get us the numbers of. 00:44:59
For every new residential building that comes online, they need to pay X amount per unit. 00:45:01
For every commercial X amount per square footage. 00:45:04
And then we can start collecting that impact fee. 00:45:07

On a private street, but there's adjacent neighborhoods that have public streets and, and one of the kind of low hanging fruits we 00:46:39
were trying to solve just as neighbors and, and, and people looking at this is how can we address this over occupancy in a way 00:46:45
that that can, can be immediate without necessarily building up the code enforcement capacity. 00:46:51
One way we found to do that is, is through parking enforcement and so came up with just like a general. 00:46:56
Plan that hoping to to. 00:47:01
Adopt A program that has worked in other areas and. 00:47:03
Could be good for. 00:47:07
For cities to basically opt into this baseline program. 00:47:09
That would kind of get all the low hanging fruit and then each city or each neighborhood could. 00:47:13
Kind of work and see what would work best for their community. 00:47:17
But umm. 00:47:20
What we've kind of come up with is that. 00:47:21
We would contract with University Parking Authority. 00:47:23
Have the app where you can request digital passes every household. 00:47:26
Would be eligible for one automatic overnight parking pass. 00:47:30
Through the app you could easily switch which car has that digital pass. You just put all your cars in the app. 00:47:34
You can move so every every home. 00:47:39
Would get one overnight pass. 00:47:41

There's another thing that we'd like to kind of look at is that homes would be able to. 00:47:44
Request an additional pass if their owner occupied non rental units. 00:47:48
Or if they're on a. 00:47:52
Owner occupied rental units, if they have a business license, which means they've already gone through the city to add the extra 00:47:54
parking space, they've already kind of fulfilled their end of the bargain for for parking requirements and that would help give 00:47:58
the city a little bit of oversight into. 00:48:02
To how those are going and making sure that those households that have, you know, 678 people living there and all parked on the 00:48:06

Wouldn't be happening. 00:48:13
Additionally, homeowners could request a temporary pass. 00:48:16
We could do that for like up to a month at a time or a couple weeks, whatever. 00:48:20

Was bleeding in three parts of his brain. 00:14:46

A year later, a 17 year old girl was running across and was hit and killed. 00:14:55

I was on the bike advisory Commission and I said hey. 00:15:08
Like we should do something about this. This road is dangerous and we should do it now. 00:15:12

Anyway, so on the 15th they showed that the proposals had been scored. 00:19:06
And I don't remember all that. I was trying to look it up on the phone right now from Brian Vaudrey, but the Vineyard Heritage 00:19:12
Commission had scored the highest as far as. 00:19:16
In that initial discussion of what was. 00:19:20
A good and needed thing for the for Vineyard and the proposal for Vineyard Heritage Foundation was. 00:19:23
To prepare. 00:19:30
4th grade curriculum for the four schools. Elementary schools in Vineyard. 00:19:31

Talked to principals and other people and had. 00:19:38

They've moved people out, So what they'll do is they'll get reported, they'll move out people in the basement, and then a month 00:29:30

Gave her name to him, the owner of the house. So he knocked on my door. 00:29:43
And said, why are you reporting? Why are you harassing my people and. 00:29:47

It's just frustrating because, and I am here because I just want to applaud like. 00:29:55

And both sides of the street and both sides of the house, I mean, just completely blocked. So visibility was poor. There were cars 00:32:15
that were parked on red, red curbs. I mean, the whole kitten caboodle blocked fire hydrants. 00:32:21

Over 200 cars were booted every every car on the road. Over 200 cars were booted in a night. 00:35:35

Rather than contract that out and so she's been working on that, We have an excellent draft study that is required in order to do 00:44:15
an impact fee analysis. 00:44:19
So she worked really closely with our Sheriff's Department with Orem Fire to gather kind of all the future demands that we're 00:44:23
going to need. So it goes into details of what type of fire apparatus do we need. 00:44:28
For Utah City, or whatever it may be. 00:44:32
And then it gives us essentially a. 00:44:35
An outline of what these expenses are going to be, when we're going to need them. 00:44:37
And now that we have that study done, we, we need to present to the council for adoption. Once that's happened, we can then work 00:44:41
on doing this impact fee analysis, which we've gotten 2 bids from that, that we have what we'll probably bring back maybe next 00:44:47
week or the following week to, to enter into a contract with so that they can take that study and they can. 00:44:52
Actually get us the numbers of. 00:44:59
For every new residential building that comes online, they need to pay X amount per unit. 00:45:01
For every commercial X amount per square footage. 00:45:04
And then we can start collecting that impact fee. 00:45:07

I think this is a top priority in terms of our budget constraints and issues, so. 00:45:14

On a private street, but there's adjacent neighborhoods that have public streets and, and one of the kind of low hanging fruits we 00:46:39
were trying to solve just as neighbors and, and, and people looking at this is how can we address this over occupancy in a way 00:46:45
that that can, can be immediate without necessarily building up the code enforcement capacity. 00:46:51
One way we found to do that is, is through parking enforcement and so came up with just like a general. 00:46:56
Plan that hoping to to. 00:47:01
Adopt A program that has worked in other areas and. 00:47:03
Could be good for. 00:47:07
For cities to basically opt into this baseline program. 00:47:09
That would kind of get all the low hanging fruit and then each city or each neighborhood could. 00:47:13
Kind of work and see what would work best for their community. 00:47:17
But umm. 00:47:20
What we've kind of come up with is that. 00:47:21
We would contract with University Parking Authority. 00:47:23
Have the app where you can request digital passes every household. 00:47:26
Would be eligible for one automatic overnight parking pass. 00:47:30
Through the app you could easily switch which car has that digital pass. You just put all your cars in the app. 00:47:34
You can move so every every home. 00:47:39
Would get one overnight pass. 00:47:41
Now. 00:47:43
There's another thing that we'd like to kind of look at is that homes would be able to. 00:47:44
Request an additional pass if their owner occupied non rental units. 00:47:48
Or if they're on a. 00:47:52
Owner occupied rental units, if they have a business license, which means they've already gone through the city to add the extra 00:47:54
parking space, they've already kind of fulfilled their end of the bargain for for parking requirements and that would help give 00:47:58
the city a little bit of oversight into. 00:48:02
To how those are going and making sure that those households that have, you know, 678 people living there and all parked on the 00:48:06
street. 00:48:09
Wouldn't be happening. 00:48:13
Additionally, homeowners could request a temporary pass. 00:48:16
We could do that for like up to a month at a time or a couple weeks, whatever. 00:48:20
I wouldn't seek your guys's input as well and talking with community as well. 00:48:24
We'd keep those overnight enforcement hours to 1:00 AM to 5:00 AM. 00:48:27
So it's just this overnight enforcement. 00:48:31

Allow a lot of the residents more visitor parking during the day as well. 00:48:34

Who want to raise their families here, who don't want to have to move out because of. 00:51:14
