| Umm, uh. | 00:00:55 | |
| Neighborhood. | 00:00:57 | |
| Togetherness. | 00:00:59 | |
| So that we can work together. | 00:01:00 | |

| Uh, we are very grateful. | 00:01:07 | |
| For all of our blessings. | 00:01:09 | |
| As we pray for and then let you just press them up. | 00:01:11 | |
| I pledge allegiance. | 00:01:13 | |
| To the flag of the United States of America. | 00:01:20 | |
| And to the Republic for which it stands. | 00:01:23 | |
| One nation underground. | 00:01:26 | |
| Indivisible with liberty and justice for all. | 00:01:28 | |
| Thank you everyone. | 00:01:34 | |
| We are going to start with the presentation. | 00:01:37 | |
| Which is a development review. Umm, I want to remind everyone that this is a presentation. | 00:01:40 | |
| And so there is no action needed tonight. | 00:01:46 | |
| Uh, we may have. | 00:01:49 | |
| Questions and discussions. So none of that is agendized. | 00:01:51 | |
| Uh, what? The purpose of all of this is just to review. | 00:01:55 | |
| Uh, ongoing. | 00:01:59 | |
| Community development department activity in vineyards. So with that, I'll hand it over to Kesh. | 00:02:01 | |
| OK. Thank you so much. | 00:02:05 | |
| Umm, yeah, just as the chair said here, uh, the purpose of this? | 00:02:07 | |
| Presentation UMM is to give the Planning Commission and. | 00:02:11 | |
| We pay the volume down. | 00:02:15 | |
| It's just putting the feedback on my mind. There you go. | 00:02:17 | |
| UMM is to give the the Planning Commission and, and the public kind of an idea of, of the pipeline of of. | 00:02:19 | |
| Projects that are coming down the line. | 00:02:24 | |
| Umm, most of these are, are submitted applications. Some of them that may be umm, kind of more conceptual and we're still kind of | 00:02:26 | |
| working that out before it gets to the the application. | 00:02:30 | |
| Kind of thing. So I have here kind of a map. | 00:02:35 | |
| That shows all of the the different projects. | 00:02:38 | |
| Going on in the city and I, I have them broken up. | 00:02:41 | |
| Umm, mostly according to kind of development name, because a few of them like uh. | 00:02:43 | |
| That stopped doing even the top right corner that we don't quite have a name in it. | 00:02:47 | |
| Kind of messy on on how many different owners there are. | 00:02:51 | |
| Umm, But with that, I'll just go through each slide, just kind of talk about each different. | 00:02:53 | |
| Each different development and then over in the. | 00:02:58 | |
| If the red, that generally means that. | 00:03:01 | |
| Items that will be coming to the Planning Commission in the. | 00:03:04 | |
| The future. I don't have a crystal ball to tell you when. | 00:03:06 | |
| Umm, but. | 00:03:09 | |
| Sometime in the future, so. | 00:03:10 | |
| Pulled away fields. This is a a recent residential neighborhood. | 00:03:12 | |
| Umm, that they're, uh, working on, uh, moving into phase two soon and Phase 2 will connect that road. | 00:03:15 | |
| Umm from Main Street all the way up to 4th. | 00:03:21 | |
| So umm, which is is a great model connection for our community. | 00:03:23 | |
| Umm, items that they do have is going to be uh, HOA clubhouse that they'll be the site plan on umm, that's gonna serve the 55 plus | 00:03:27 | |
| community. | 00:03:31 | |
| Umm, the church has. | 00:03:35 | |
| Zelda's church has two partial. | 00:03:37 | |
| That are. | 00:03:38 | |
| Not developed. They have one that's under construction while underway with the with the Chapel on it. | 00:03:39 | |
| Umm. And so we'll, we'll probably see something on those two partials at some point. | 00:03:44 | |
| Umm, from my understanding that southern partial, the larger one, they aren't really interested in building. | 00:03:48 | |
| Umm, 1/3 church right there. | 00:03:53 | |
| Umm, and so we're not sure what that what that would be. I know our rec team would would love to talk with you there, but. | 00:03:55 | |
| We're not sure. | 00:04:01 | |
| Umm. The other item are gonna be these three parts that I have highlighted in green. | 00:04:02 | |
| And also I do want to also process this some of my. | 00:04:07 | |
| Umm get turned around, umm, just because of how the the nature of how these developments work. | 00:04:11 | |
| Try to try to include the north area to help you understand what's up. | 00:04:16 | |
| So and also. | 00:04:20 | |
| Up to you currently Commission. If you guys have questions as I go through these, I'm happy to entertain them or I'm happy to go | 00:04:21 | |
| through the presentation and. | 00:04:24 | |
| I I could do the presentation all the way. | 00:04:28 | |
| And then we'll just write down any questions that we have if we need to have. | 00:04:30 | |
| Perfect question. Again reminder. | 00:04:33 | |
| We're not really offering opinion on these are all done. | 00:04:35 | |
| Can't influence what's going on with them. Umm. | 00:04:39 | |
| The only request I have if you know it off hand. | 00:04:42 | |
| Umm, if you know the general sizes of the lots, if they're 50 foot wide, 60 foot terrible. Yeah, yeah, this development it it. | 00:04:46 | |
| Honestly it varies so much. You do have in the the like. | 00:04:54 | |
| Goldish color. That's the 55 watts there, a bit smaller. | 00:04:56 | |
| Umm, but then in the the yellow and the those are gonna be I wanna say about. | 00:05:00 | |
| Quarter, maybe 1/3. | 00:05:04 | |
| Umm, I guess I can use my mouse here. | 00:05:06 | |
| Uh, umm, and then these are larger locks here. | 00:05:09 | |
| And this kind of started throughout and then these are also a different. | 00:05:12 | |
| Style umm, so it it does vary, but overall I think the development averages right around 1/3 acre. | 00:05:15 | |
| And I like I said, I could be wrong. It might be a little bit more than that. | 00:05:24 | |
| So here's the orchards in Pod 2. | 00:05:28 | |
| Umm, this is the the center street right here where the bridge is at. | 00:05:30 | |
| Umm, you can see kind of live work units here that that will start construction soon. The Planning Commission recently approved. | 00:05:34 | |
| Umm, everything in the pinkish colors. | 00:05:40 | |
| Been approved for a long time they're they're well under way with construction there. | 00:05:42 | |
| Umm, Franklin Discovery Academy. That's uh, because of the state entity. | 00:05:46 | |
| Umm, as a charter school, they they did not have to go through any kind of. | 00:05:50 | |
| A approval process and so they are building a. | 00:05:53 | |
| Umm, auditorium. | 00:05:56 | |
| And that kind of green box area there? | 00:05:58 | |
| Umm, and then pod 2 here right now it's zoned for single family home residential. We have heard from the developer there, they're | 00:06:00 | |
| interested in in potential changes there. Umm, if they do want to go through those it would require. | 00:06:05 | |
| But the public process of of pu uh, public hearing, Planning Commission meeting, City Council meeting. | 00:06:10 | |
| Umm, but that that's all we we really have to share on that for now. | 00:06:15 | |
| Umm, right here. This is the Vineyard Gateway. Umm. | 00:06:20 | |
| What was Planning Commission recently just approved this, uh, lighter blue building here. | 00:06:24 | |
| Umm, we've seen plans for potential purple buildings right here. | 00:06:29 | |
| Umm. My guess is that would be after this blue building is complete. | 00:06:33 | |
| Umm. And then this. | 00:06:37 | |
| Pipes. I don't know what I call this. | 00:06:38 | |
| Uh-huh. | 00:06:41 | |
| Not a great looking lot right now. | 00:06:41 | |
| But, uh, they have. | 00:06:43 | |
| In the past. | 00:06:44 | |
| Comes with the Planning Commission. Umm, they they wanted to go from office buildings there, but their office buildings were five | 00:06:45 | |
| feet taller than the the zone allows. | 00:06:48 | |
| Umm, and that got denied at the City Council. | 00:06:52 | |
| Umm, they have, however. | 00:06:55 | |
| Uh recently expressed that they want to try and and go for that again. | 00:06:57 | |
| Umm, the the one unique thing about the RMU, the zone is it doesn't have setbacks. And that was one of the concerns with the the | 00:07:00 | |
| neighbors right here. | 00:07:04 | |
| Umm And So what we're gonna talk for is doing kind of a step back thing that for every. | 00:07:07 | |
| Foot from the property line. They can have an increase or every. | 00:07:12 | |
| 5 feet from the property line. They can have an extra 1 building height or something like that to help protect. | 00:07:15 | |
| Umm, the residential. Otherwise they could build a 60 foot office building right on the property line if they wanted to. | 00:07:20 | |
| Umm. And so that. | 00:07:26 | |
| The the kind of the concept that they've shown with umm, retail pads right here as well, and then a large parking lot a part | 00:07:28 | |
| potential. | 00:07:31 | |
| Umm, A2 level parking garage right here. | 00:07:35 | |
| Umm, this is the Geneva Rd. mixed-use UH or GRNU as we often call it. This is mostly all built out or well under way of | 00:07:39 | |
| construction. | 00:07:43 | |
| Except for this one commercial building. | 00:07:47 | |
| Umm, the the Planning Commission recently did approve a conditional use permit for this lot for a hybrid commercial production | 00:07:49 | |
| facility. | 00:07:53 | |
| Umm, our understanding is there's a a candy maker that that potentially wants to buy that lot and put in some sort of retail and | 00:07:56 | |
| production facility right there. | 00:08:00 | |
| Umm and then the the McDonald's right now with. | 00:08:04 | |
| Installed we we aren't quite sure what the status of that right now. I I think their concern is access to their site. | 00:08:07 | |
| Umm, but we'll, we'll continue to work with the landowner and McDonald's on that. | 00:08:12 | |
| Umm, this is the yard for the most part. A lot of it is built out. Umm, you do see there are three retail pads that they got | 00:08:19 | |
| approved I believe in 2019. | 00:08:23 | |
| Umm, that. | 00:08:28 | |
| Uh, they're just waiting on it for last phases of development. | 00:08:29 | |
| Umm, the the Planning Commission will will not, it won't go through the Planning Commission process because it's like I said, it's | 00:08:33 | |
| already been approved. | 00:08:36 | |
| Umm unless they have changes. So for example like when Chipotle came they wanted to build a more unique building. | 00:08:40 | |
| Uh, that fits their style. And for the Planning Commission did do a site plan amendment on the elevations of it. | 00:08:45 | |
| Umm in red you can kinda see the the vacant partial. | 00:08:50 | |
| Umm and then the last big thing for the yard is gonna be this multi, uh, multi use mixed-use building in the the corner there the | 00:08:54 | |
| the. | 00:08:57 | |
| Uh parking plan is approved for. | 00:09:01 | |
| Umm, now they're just waiting on getting the site plan ready for that. | 00:09:03 | |
| But from our understanding, it's about 300 residential units. | 00:09:08 | |
| There with some sort of rentals and then some ground floor retail. | 00:09:11 | |
| Umm, here's the forage which I I don't think we need to get into detail on just because we've we've recently reviewed them. | 00:09:16 | |
| Umm, the the colors here kind of outline. | 00:09:22 | |
| The the desired uses are where you have, uh, the light blue being entertainment and commercial dark blue residential. | 00:09:25 | |
| Uh, the purple is Intermountain Health. | 00:09:32 | |
| Orange is potential office. | 00:09:35 | |
| And then a public. | 00:09:36 | |
| Off down here as part of their uh. | 00:09:37 | |
| Development agreement. | 00:09:40 | |
| Umm. | 00:09:41 | |
| Here is the concept plan that they've recently committed. | 00:09:45 | |
| Umm, we're we're not exactly sure their their status of their profession at this point right now though. | 00:09:48 | |
| So each thing about this is, uh, a very large swath of land. Umm, this is generally we, we refer to each team as everything, each | 00:09:57 | |
| of the railroad tracks and north of of 800 N. | 00:10:02 | |
| Umm, it's really right now just broken up into two zones. You have the the blue being a regional commercial and the purple being | 00:10:08 | |
| flexed off its industrial. | 00:10:11 | |
| Umm, and then UVU kind of taking up the middle of that. | 00:10:15 | |
| Umm. I will note though, that right now we're actually going through a stationary plan. This is something that is required by | 00:10:19 | |
| state law. | 00:10:22 | |
| Umm to to essentially plan the the radius around your farmer station and because of. | 00:10:25 | |
| Our West side being already planned out with Utah City and the east side being EVU, we're able to use that to plan out. | 00:10:30 | |
| The the zoning and the blocking of. | 00:10:36 | |
| The rest of this and so. | 00:10:38 | |
| Umm, I believe that we have a deadline of like November that we need to get this approved, the stationary plan. So Anthony's been | 00:10:40 | |
| meeting up that project and I would expect. | 00:10:44 | |
| To to kind of see. | 00:10:48 | |
| A lot more details on this. | 00:10:50 | |
| Uh, probably next month. | 00:10:51 | |
| Yeah, so. | 00:10:53 | |
| Uh, I think I have. | 00:10:55 | |
| Yeah, next step here. So we're gonna adopt the stationary plan. That is something the city and Mountain Land Association of | 00:10:56 | |
| governments have to approve. | 00:10:59 | |
| You can kind of see what we. | 00:11:03 | |
| What the stationary plan is is leaning on doing is is focusing that commercial kind of in the middle. | 00:11:05 | |
| And then having a flexible. | 00:11:09 | |
| Commercial. | 00:11:10 | |
| Sorry, mixed-use commercial in the middle and then flex commercial on the outside. | 00:11:11 | |
| Get a lot more into the details of what those mean. | 00:11:15 | |
| And entail as we go through the the stationary apply process. | 00:11:17 | |
| Once that's been approved, the the developer can go through site plan processes and uh, the 1200 N bridge will also be. | 00:11:21 | |
| Uh, coming on online then too? | 00:11:28 | |
| Umm, East Lake of Geneva. This is uh, we've seen a few side plants through here. This is generally like the concrete tilt up type | 00:11:32 | |
| construction. | 00:11:36 | |
| Umm, you can kind of see that orange, uh, lots. There are what's really left. | 00:11:39 | |
| Umm, I understand that that this larger lot they use for a lot of. I think they have a contract with UDOT to store. | 00:11:44 | |
| Uh, freeway signs and stuff like that out there if you drive by or ride your bike by that trail. | 00:11:50 | |
| You'll see just a lot of really big. | 00:11:54 | |
| Pieces of feeling fine. | 00:11:56 | |
| Umm, so I, I don't know if they're eager to, to get moving on that or not, but they, they have shown over the past few years to to | 00:11:58 | |
| build out quite a bit. | 00:12:01 | |
| Umm UVUI wanted to throw this out there just so people can be aware of their latest plans. This was their national plan adopted. | 00:12:07 | |
| I wanna say. | 00:12:14 | |
| Last year. | 00:12:15 | |
| Umm, this will not go through the public process at at the city level because you use a state empty. | 00:12:16 | |
| We really don't have any control over what they do we. | 00:12:22 | |
| They do have to cooperate with us. | 00:12:25 | |
| Utilities and stuff like that and and they do want to be a good partner with the city. | 00:12:26 | |
| Umm, but that being said, this is, uh, kind of what they, they have in mind, umm, that, that blue area, if you'll know, is on the. | 00:12:30 | |
| I forgot to put N arrow here and my map. | 00:12:37 | |
| In two different directions. | 00:12:39 | |
| But that blue area, they they saw the. | 00:12:41 | |
| With something coming online, they wanted to be able to build some sort of healthcare campus. | 00:12:44 | |
| Nearby that as well until you'll see this blue area is right here. | 00:12:48 | |
| Right next to where the the Huntsman Cancer Institute will be built on the West side of the track. | 00:12:52 | |
| OK, Utah City, I think this might be. | 00:13:00 | |
| Might be the last one. | 00:13:02 | |
| Umm. | 00:13:03 | |
| This this is a a very large project, project I tried to just kind of highlight in those words there where what we have been | 00:13:05 | |
| approved, what we have approved. | 00:13:09 | |
| And what's still got to be approved? So you'll see that the dark blue is buildings that are. | 00:13:13 | |
| Uh, under construction. | 00:13:18 | |
| The order in the building product process. | 00:13:20 | |
| Umm, the red is, they're online, so that's block 5. There's people living there. That's the 120 bend address that you've seen. | 00:13:23 | |
| Umm, anything about that? | 00:13:30 | |
| Umm, Orange, we're in the site plan review for that right now, so that will be coming to the Planning Commission soon. | 00:13:32 | |
| Umm, Huntsman Cancer Institute is the purple block. | 00:13:38 | |
| The potential, uh, future City Hall is that light blue? | 00:13:41 | |
| Umm, and then the promenade ingredient. And then all the Gray you see is surface parking. | 00:13:45 | |
| Built or will build. | 00:13:50 | |
| As as the site plan approval. | 00:13:52 | |
| Oh, and then Della's market. | 00:13:54 | |
| Right here and then the pickleball courts or the. | 00:13:56 | |
| Uh, you talked to the. | 00:13:59 | |
| Racquet Club or whatever they call it right there. | 00:14:00 | |
| So that is all I have. | 00:14:04 | |
| Umm I just wanna say thank you so much. I I requested this. | 00:14:07 | |
| I know that was a lot of work. | 00:14:11 | |
| To put together, but it's very well done. | 00:14:13 | |
| And I think something like this. | 00:14:15 | |
| Is such a benefit. | 00:14:17 | |
| Uh, to this body as well. | 00:14:19 | |
| To the community. | 00:14:21 | |
| Because there's lots of discussion about. | 00:14:22 | |
| What's going in? What's not going in? | 00:14:24 | |
| And I like to just be official. | 00:14:26 | |
| Yeah, yeah, I, yeah, a absolutely. And and I'd be happy to to do this. I don't know if it's. | 00:14:28 | |
| Twice a year. Once a year, but do a refresh and update. | 00:14:34 | |
| I, I think, would be really good for the Planning Commission, for staff and for the community. | 00:14:37 | |
| Yeah, well, I would. Umm. | 00:14:41 | |
| Love to see. | 00:14:42 | |
| Umm, First off, if it could be sent to the body, umm. | 00:14:44 | |
| Uh, not as an agenda, uh, attachment. I would love to get this presentation, uh, just for my own education benefit, but. | 00:14:49 | |
| I think you've been putting it on the. | 00:14:55 | |
| City website would be a great idea uh, because one of the best ways. | 00:14:57 | |
| I take that to squash rumors. | 00:15:01 | |
| Is to say. | 00:15:03 | |
| Look at all the agendas. Yeah, we never said a Chick-fil-A going so. | 00:15:04 | |
| I think that's a really good thing to do. | 00:15:08 | |
| OK, yeah, I I can work on that. | 00:15:10 | |
| OK umm, I do want to give time to my phone commissioners if you have any comments or questions. | 00:15:11 | |
| Yeah. Can you? | 00:15:18 | |
| When you send them. | 00:15:19 | |
| Can you annotate some of the comments that you made? | 00:15:20 | |
| Sure. Yeah, I could do that. | 00:15:24 | |
| And I I want to say I love this too. | 00:15:26 | |
| OK. I think that helps us. | 00:15:29 | |
| Make better decisions. | 00:15:31 | |
| UH helps our decision making process because we can see things in context. | 00:15:33 | |
| Yeah. Appreciate it. | 00:15:39 | |
| Umm, even though this is not a public hearing, umm, and we're not doing any decisions. | 00:15:42 | |
| There are. | 00:15:46 | |
| Five members of the community who are. | 00:15:47 | |
| Very involved. | 00:15:49 | |
| Umm, and I'd be. | 00:15:51 | |
| Remiss if I didn't give an opportunity for any. | 00:15:53 | |
| Comment umm, so I'll go ahead and open that up right now. Please come to the mic. | 00:15:55 | |
| Uh, give great comments. | 00:15:59 | |
| Understanding full well that we may or may not be able to address them, but I still wanna be able to. | 00:16:00 | |
| Get the opportunity. | 00:16:05 | |
| Thank you for this opportunity to ask a question. Daria Evans and your. | 00:16:10 | |
| Umm, pillows resident. | 00:16:14 | |
| Can you please Orient me where? | 00:16:15 | |
| Vineyard Gateway is. | 00:16:18 | |
| I couldn't. | 00:16:20 | |
| So I'll go back and show you just, uh. | 00:16:21 | |
| So Vineyard Gateway is this one. Let me Google Earth. | 00:16:25 | |
| Open right here. | 00:16:28 | |
| Food truck Yep. So you have the Dairy Queen right here you have. | 00:16:29 | |
| OK. So it's kind of this partial here. | 00:16:35 | |
| That's all I need to know. | 00:16:38 | |
| Thank you very much. | 00:16:39 | |
| Hi, David Loray. | 00:16:46 | |
| OK, and I wanna say thank you very much. This is really cool. | 00:16:48 | |
| Also, umm with. | 00:16:51 | |
| Uh, you've mentioned you want to have it on the website. Will it be uh? | 00:16:52 | |
| When would that be available for the public to see? | 00:16:55 | |
| I I'd love to get a copy as soon as possible. | 00:16:57 | |
| Umm, I might be able to do it tonight, but how about give me until the end of the week and we'll be on it? | 00:17:00 | |
| Right. I would recommend not putting them on the website until you can add. | 00:17:06 | |
| The context and the note. | 00:17:10 | |
| But we we actually, I think having explanations about those things are much more important than the photos. | 00:17:11 | |
| Yeah, I'll, I'll, I'll totally happy to send you an e-mail with a copy of it, right? Yeah, I probably need. | 00:17:18 | |
| End of this week or or middle of next week's to get it online and because we probably wanna create its own like landing page on | 00:17:23 | |
| there right Super that's really good and I think you're absolutely comments actually right this will help. | 00:17:28 | |
| Uh, squash any, any, uh, rumors that are out there and I've heard all sorts of things as well. | 00:17:33 | |
| And so this is really nice to all have some answers. | 00:17:37 | |
| Thank you I I do wanna point out. | 00:17:39 | |
| This is a helpful tool. | 00:17:41 | |
| That is out there and I I guess I probably could've. | 00:17:43 | |
| Used it and we'll see if I can find it. | 00:17:45 | |
| Umm, but in the planning and zoning folder or part partial part of our website we do have. | 00:17:48 | |
| This map right here. | 00:17:53 | |
| And we do have. | 00:17:55 | |
| This public story master plan map. And honestly, this might be a little on the outdated side because it's been a while since we've | 00:17:56 | |
| done it. | 00:17:59 | |
| Umm, but it's fairly similar to to what I just went over, where you can click on the different, uh. | 00:18:02 | |
| Different sub, you know. Notes up here and it'll tell you. | 00:18:08 | |
| So. | 00:18:12 | |
| Yeah. | 00:18:13 | |
| Oh that's cool telling me 3.25 units per acre and holdaway field to answer your question. | 00:18:14 | |
| Perfect. | 00:18:20 | |
| So umm, I'll work on updating this website too at some point too as well, but. | 00:18:21 | |
| Yeah, great. That's super. And and knowing that's there and. | 00:18:25 | |
| Publicizing that as well, that would be great for you. | 00:18:29 | |
| Yeah, good idea. | 00:18:31 | |
| So if you have cross links between your. | 00:18:32 | |
| Oh yeah. | 00:18:34 | |
| Yeah. The more I look at this more, the more I realize that that'll take. So yeah, that that's what part of development, things | 00:18:35 | |
| change until we get very frequently. | 00:18:38 | |
| Well, thank you very much. | 00:18:43 | |
| OK, no others. | 00:18:47 | |
| OK, umm. | 00:18:49 | |
| One thing. | 00:18:50 | |
| If I can ask. | 00:18:52 | |
| How? | 00:18:53 | |
| Much staff. | 00:18:54 | |
| Is dedicated to. | 00:18:55 | |
| GIS. | 00:18:58 | |
| Who, who, Who would you classify as a GIS Technician 00? | 00:18:58 | |
| So we, we, we do a contract work with Jones. | 00:19:03 | |
| Uh, an associate. | 00:19:06 | |
| They do phenomenal job. They're very fast. We'll put in a request, we'll have the math. | 00:19:08 | |
| The next day. | 00:19:12 | |
| And they're very, very affordable, but it makes a lot more sense to do that than to hire a GIS person at this point. I say that, | 00:19:13 | |
| uh, because one of the things we did in. | 00:19:18 | |
| Maricopa. | 00:19:23 | |
| Arizona. It was a clear expansion. | 00:19:23 | |
| It's great, yeah. | 00:19:26 | |
| And there were so many rumors of I heard this is going on, I went to Costco, you know, all of those items. | 00:19:27 | |
| And. | 00:19:33 | |
| What we ended up doing every time there was. | 00:19:33 | |
| An item before the Planning Commission. | 00:19:37 | |
| Or an item that had. | 00:19:40 | |
| Some kind of public hearing, that was. | 00:19:41 | |
| Location base IEA development. | 00:19:43 | |
| It went on Avis map and it had the dates right there. | 00:19:46 | |
| When's the public hearing? | 00:19:50 | |
| When was the action and what what action? | 00:19:51 | |
| And then you'd be able to sort. Show me all approved. | 00:19:53 | |
| Show me all pending. | 00:19:56 | |
| And. | 00:19:58 | |
| Stuff like that is. | 00:19:59 | |
| So helpful with information sharing so you can get out ahead of the story. | 00:20:01 | |
| Before, yeah, could could you, maybe if I e-mail you that, would you e-mail me just kind of a summary of that and I'd be totally | 00:20:05 | |
| happy to dig into that and see what we could do. | 00:20:08 | |
| I I will say that there are a few app maps that we do have that are. | 00:20:12 | |
| That's a very up to up to date. Uh, for example, I have the business licensing one that that Kelly here. | 00:20:16 | |
| Works with Justin on every time we get a new business license. I love the business license and so same thing you can you can | 00:20:21 | |
| scroll in here and you wanna know oh, what's going on that you talked to me and you can see that there are. | 00:20:25 | |
| You know. | 00:20:29 | |
| A new restaurant popping up here soon. | 00:20:30 | |
| Right. Or you can, uh. | 00:20:32 | |
| Uh, you know, really anything, it's, it's a, it's a really neat tool and this is all public information. | 00:20:34 | |
| Umm, if they submit an application, we put it on here and so you can see exactly what's going on. | 00:20:39 | |
| Umm, and hopefully you know, caution your rumors that that you come up. | 00:20:44 | |
| Wonderful. We did that in Napa with uh. | 00:20:48 | |
| Wine tasting room licenses, you don't have that problem with the chair, but. | 00:20:51 | |
| OK. Appreciate it. | 00:20:56 | |
| Thank you. Yep. | 00:20:58 | |
| Well, uh, go ahead and close that item. | 00:20:59 | |
| So I. | 00:21:01 | |
| Appreciate that work so much. | 00:21:01 | |
| Umm, now item number 3 is public comment. | 00:21:03 | |
| And so if there's any members of the public who have comments on any item that is not on. | 00:21:06 | |
| Agenda Now is your time to share it. | 00:21:11 | |
| Going once. | 00:21:15 | |
| OK, seeing none, we'll move on to item 4, which is. | 00:21:16 | |
| That item. | 00:21:20 | |
| Which are the June 18th, 2025 Planning Commission meeting minutes. | 00:21:21 | |
| Uh, do we have a motion to approve a minute? | 00:21:25 | |
| All my promotions. | 00:21:29 | |
| OK, we have a motion. Do we have a second? | 00:21:30 | |
| A second OK, all in favor say aye. | 00:21:31 | |
| Alright, alright. | 00:21:34 | |
| Minutes passed unanimously. | 00:21:36 | |
| Uh, we're now on to item number 5, which is our business. | 00:21:38 | |
| Are our business items. | 00:21:41 | |
| And, uh, we have a public hearing. | 00:21:43 | |
| For transportation master plan and impact fee. | 00:21:45 | |
| Uh, this public hearing was noticed. | 00:21:48 | |
| Which is why it is on the agenda. | 00:21:50 | |
| But staff, uh. | 00:21:52 | |
| Would you like to share? | 00:21:54 | |
| If there's any action needed tonight. | 00:21:55 | |
| Anything. Excuse me, nothing here by the voice director. Uh, so we're recommending, uh, postponing this to the. | 00:22:02 | |
| Uh, first Planning Commission in September. | 00:22:10 | |
| Thank you. | 00:22:13 | |
| So I understand that it was. | 00:22:14 | |
| Uh, we moved to continue it to today's date because there were still some items that we needed to work out. | 00:22:17 | |
| Umm, the items haven't been worked out yet, but since. | 00:22:23 | |
| Forwarded it to today. We need to address it. | 00:22:26 | |
| Do we feel confident? | 00:22:29 | |
| It'll be ready by September. | 00:22:31 | |
| Or should we just? | 00:22:32 | |
| Dismiss it and we'll just need to notice it again and continue it to a future undetermined date of September. Uh, the aspect that | 00:22:35 | |
| we're working on is on the financial pieces of it. | 00:22:40 | |
| OK for everything, so all the technical. | 00:22:46 | |
| OK. | 00:22:48 | |
| Can you hear me better? | 00:22:49 | |
| Sorry, no, it's good. | 00:22:50 | |
| Umm, so. | 00:22:52 | |
| Well, it it's recommended that it will be ready by September, so. | 00:22:53 | |
| I will entertain a motion to continue this. | 00:22:57 | |
| Well, it is a public hearing that was noticed, but we're gonna continue it. | 00:23:00 | |
| So. | 00:23:03 | |
| There won't be any. | 00:23:04 | |
| Public discussion on it. We're gonna move it to a future date. | 00:23:05 | |
| Uh, do we have a motion to continue it for the first meeting in September? | 00:23:08 | |
| So that was my motion. Give me a second all in favor. | 00:23:13 | |
| I see any post. | 00:23:17 | |
| Alright. | 00:23:19 | |
| That is. | 00:23:20 | |
| Continued unanimously. | 00:23:22 | |
| To the first meeting in September. | 00:23:23 | |
| Alright, we're now at our work session. | 00:23:25 | |
| So the first is the Blessed Vineyard. | 00:23:28 | |
| Umm, unfortunately. | 00:23:30 | |
| Umm, there must have been an issue. There wasn't a staff report. | 00:23:32 | |
| I wanna make it clear is there any action? | 00:23:35 | |
| That is requested. | 00:23:38 | |
| OK, so this is purely a work session. | 00:23:40 | |
| And so we'll hear a presentation. | 00:23:42 | |
| Hi. | 00:23:47 | |
| So I'll be presenting for the Blessed Vineyard project. Umm, it's. | 00:23:48 | |
| A new initiative to landscape and amenitize. | 00:23:53 | |
| The open space by the Lake Rock condo. | 00:23:58 | |
| Umm, so this is an overview map of the total site. It only includes the open space. | 00:24:01 | |
| That is addressed within this project. | 00:24:08 | |
| So the southern boundary would be Sunset Beach Park and the northern boundary would be where 300 W connects to Vineyard Rd. | 00:24:10 | |
| Umm, and it specifically discusses all of the lighter green areas because all of the darker green areas. | 00:24:19 | |
| Are privately owned except for Sunset Beach Park. | 00:24:27 | |
| So this. | 00:24:32 | |
| Slide shows a picture of the. | 00:24:33 | |
| Umm, user experience. | 00:24:37 | |
| It includes. | 00:24:39 | |
| A 13 acre parcel about. | 00:24:40 | |
| Umm, and about half a mile of the. | 00:24:43 | |
| Utah Lake Shoreline Trail. | 00:24:46 | |
| Umm, and. | 00:24:49 | |
| There are three existing covered picnic tables. | 00:24:51 | |
| Umm, like the one on the graphic? | 00:24:54 | |
| And there are three existing access points. | 00:24:58 | |
| That are all. | 00:25:02 | |
| On the southern portion of the site near Sunset Beach Park. | 00:25:03 | |
| Umm, and at one of those access locations or access points is a temporary trash bin placed by city staff. | 00:25:08 | |
| Umm and as I go through this. | 00:25:16 | |
| Presentation. All of the graphics are not done to scale so that the sizing may not be accurate. | 00:25:18 | |
| Umm. It was purely just. | 00:25:25 | |
| For conceptualization. | 00:25:27 | |
| And if we have any questions, just ask them as we go. | 00:25:30 | |
| Umm, so I wanted to highlight a little bit of background for this project. | 00:25:34 | |
| Umm, back in February, the redevelopment. | 00:25:39 | |
| Agency umm. | 00:25:42 | |
| Reviewed a settlement agreement between the city and the developer of. | 00:25:44 | |
| That's right. | 00:25:49 | |
| And they came to the decision that the city was going to take over the responsibility of this project. | 00:25:50 | |
| And we are now allocating 900. | 00:25:56 | |
| $1000 to remedy the landscaping and drainage. | 00:25:59 | |
| Needs in the best side area. | 00:26:03 | |
| Umm, specifically $825,000 of that will go into the drainage and landscaping improvements. | 00:26:05 | |
| And the. | 00:26:13 | |
| Ladder 75,000 will be put towards the amenities. | 00:26:14 | |
| For the access point and the trip. | 00:26:18 | |
| If I may. | 00:26:22 | |
| Umm, just about that. | 00:26:23 | |
| Umm, if this is a question better for the city attorney, you could say. | 00:26:25 | |
| Can't answer that. That's for the city attorney. | 00:26:28 | |
| Umm, are you allowed to give me any history of that? | 00:26:30 | |
| Settlement. | 00:26:34 | |
| Agreement and how it came to be. | 00:26:34 | |
| Umm, I would refer you to other. | 00:26:37 | |
| TCM or gymnastics? | 00:26:40 | |
| The OK. | 00:26:42 | |
| I'll have that done another time then. | 00:26:43 | |
| Umm, so this slide kind of reviews the funding options that we have going on in the works right now. Obviously we're still | 00:26:47 | |
| pursuing more funding options as. | 00:26:51 | |
| Time goes on that this is what we have right now. | 00:26:56 | |
| Umm, the information on the left side is all shared funds. | 00:26:59 | |
| So it's not specifically for the Bluff project. | 00:27:04 | |
| Umm, specifically the capital funds project. | 00:27:07 | |
| Is for shade adventures throughout. | 00:27:10 | |
| All of your. | 00:27:12 | |
| Umm, that fund has about $25,000. | 00:27:14 | |
| Allocated for those benches. | 00:27:16 | |
| But that's not. | 00:27:18 | |
| Again, specifically for the block. | 00:27:19 | |
| So we can pull one or two benches off of that and the funding for them out of that fund. | 00:27:21 | |
| But not all five of those benches are meant to exist. | 00:27:26 | |
| In the blood type. | 00:27:29 | |
| Umm, we also have received. | 00:27:31 | |
| A CPR grant from the Utah Link authorities. | 00:27:33 | |
| Umm, and that is another shared fund, so one of the amenities that will be covered under that grant. | 00:27:36 | |
| Would be a bike repair station with an air pump falling somewhere. | 00:27:43 | |
| Within the site umm that we can choose. | 00:27:47 | |
| And then we also have. | 00:27:50 | |
| A volleyball court. | 00:27:52 | |
| Grant from Utah Lake Authority for $30,000. | 00:27:54 | |
| Umm, this slide highlights. | 00:27:59 | |
| All of the amenities but. | 00:28:02 | |
| We have been discussing and that other commissions and committees have also been discussing. | 00:28:04 | |
| Quite heavily. | 00:28:09 | |
| Umm, the ones on the left are ones that. | 00:28:11 | |
| The internal team. | 00:28:14 | |
| Has heard a lot about and a lot of interest for it. | 00:28:16 | |
| Umm, and the ones on the right are ones that we think would be super amazing to also include. | 00:28:19 | |
| However, it may take a little bit more of a hit in the funding or may arrange other priorities. | 00:28:25 | |
| Umm. The next couple of slides I'm gonna dive deeper into a couple of the amenities that I wanted to highlight. | 00:28:33 | |
| Umm, I will start with the. | 00:28:40 | |
| Stay in volleyball court so this picture is. | 00:28:42 | |
| A draft. This is a concept only just. | 00:28:45 | |
| To imagine it, umm, this is not construction drawings as is fine. | 00:28:48 | |
| Whatsoever. | 00:28:53 | |
| Umm, it is intended for the net to be oriented north-south and. | 00:28:54 | |
| Umm has a. | 00:28:59 | |
| Tennessee free zone around the corner for safety purposes of the people playing umm making sure footing and there's no. | 00:29:02 | |
| Umm debris or anything in the way? The 2 blue dots would be the poles for the net and then. | 00:29:10 | |
| The volleyball court falls inside of that. | 00:29:16 | |
| Umm, on the right side you can just see a little bit more of the details. | 00:29:19 | |
| For umm, some of the draft. | 00:29:22 | |
| Of the court. | 00:29:25 | |
| Development, but we haven't started construction or any of the application process. | 00:29:26 | |
| I've got none of this is finalized. | 00:29:31 | |
| This is the. | 00:29:35 | |
| Proposed location. | 00:29:36 | |
| As of now for this uh. | 00:29:39 | |
| Sand volleyball court. | 00:29:41 | |
| Umm, again, it's not just scale, so it may fit slightly differently. Umm, once it's put in. | 00:29:43 | |
| But you can see where it's supposed to land next to the HOA clubhouse amenity area. | 00:29:51 | |
| Umm, and you can also see the relationship where we covered pickle benches are. | 00:29:56 | |
| Umm, I would like to highlight that all of those HOA amenities are private. | 00:30:01 | |
| For the HOA specifically. | 00:30:06 | |
| Just that community. | 00:30:09 | |
| Umm, and they are gained in. | 00:30:10 | |
| So there will be a little bit of separation. | 00:30:12 | |
| Umm. | 00:30:14 | |
| Trail that is closer to the condos is owned by the HOA. | 00:30:15 | |
| So we would only be dealing with all of the land. | 00:30:21 | |
| Umm, what's that? | 00:30:23 | |
| The most recent update on the status of the idle court is that we were awarded the grant. | 00:30:27 | |
| Umm, and we have to extend the deadline of the grant. | 00:30:33 | |
| Because we are waiting on a permit with the state since it is. | 00:30:35 | |
| Umm, we should receive the final permit on or before the end of September. | 00:30:41 | |
| Umm, and in the meantime, we are looking. | 00:30:46 | |
| Into funding that for other amenities and just getting finalized. | 00:30:49 | |
| Pieces together from. | 00:30:54 | |
| The process. | 00:30:55 | |
| Umm. Now I'm gonna move on to review the access points that I discussed in the beginning. | 00:30:58 | |
| Umm, this picture is blown up. | 00:31:03 | |
| Closer down to Sunset Beach Park, so you can kind of see just the edge of it in the top right. | 00:31:05 | |
| Umm. Again, this is not to scale, so these may be slightly off in location. | 00:31:11 | |
| Umm, but there are three access. | 00:31:16 | |
| The one that comes out directly underneath. | 00:31:19 | |
| From that page part is the one that has the temporary trash can. | 00:31:21 | |
| At the trail. | 00:31:25 | |
| Umm, and these are all put in just from continual usage from people in the community. These are not put in from. | 00:31:27 | |
| Any staff of the state, city or county? Umm, this is just people. | 00:31:33 | |
| Following the most used path down to the lake. | 00:31:39 | |
| Umm, what we would like to do with this discussion is talk about how we could amenitize. | 00:31:42 | |
| These access points to make them a better benefit for the community and what things. | 00:31:48 | |
| Prioritized in terms of identities, whether it be. | 00:31:52 | |
| Trash can. | 00:31:55 | |
| Benches, whatever the case may be, and to also consider additional access points in other places. | 00:31:56 | |
| Umm. I would also like to highlight that I believe most of the access points have ended up on the southern. | 00:32:04 | |
| End of the site because the slope on the northern end of the site is quite. | 00:32:10 | |
| Drastic and so it would be a lot harder to get down there. | 00:32:14 | |
| But. | 00:32:17 | |
| City staff or whoever umm. | 00:32:19 | |
| Had the approval for it. | 00:32:21 | |
| We may be able to put in stairs and add additional access. | 00:32:23 | |
| Forever. Just a normal time. | 00:32:26 | |
| Umm, so this? | 00:32:29 | |
| So I'm just gonna highlight some of the bench options that we've been reviewing. Obviously, it's just conceptual. | 00:32:31 | |
| Umm, so you can see whether it would actually look like. | 00:32:37 | |
| These aren't. | 00:32:39 | |
| Specifically like materials or anything but just. | 00:32:41 | |
| To kind of throw out the idea of. | 00:32:44 | |
| Bunches picnic tables and on the top right so it was just like a ******. | 00:32:46 | |
| Photo umm, sort of like opportunities that we can do this, spice it up and give it a little bit of. | 00:32:51 | |
| Uh, Vineyard. | 00:32:56 | |
| Life, umm and then these are benches. | 00:32:57 | |
| To go up. | 00:33:02 | |
| On the top of the block by the trail. | 00:33:03 | |
| Umm, if you look at. | 00:33:06 | |
| The, uh, really short. | 00:33:07 | |
| Long umm photo on the bottom that called out all of the existing covered picnic benches. | 00:33:10 | |
| And you can see a little bit of a close up on that left photo. | 00:33:17 | |
| Umm. So just. | 00:33:20 | |
| Keep in mind of what? | 00:33:22 | |
| We currently have and what we could put in. | 00:33:23 | |
| Umm, options are endless, but. | 00:33:26 | |
| Obviously the. | 00:33:28 | |
| More developed the anonymity is it may cost more so covered benches. | 00:33:30 | |
| May cost more than uncovered. | 00:33:35 | |
| Umm, and then we can take a pause here if we want to and discuss access points. | 00:33:39 | |
| Umm, this. | 00:33:44 | |
| Slide is just to kind of grow some ideas on the wall and have different. | 00:33:46 | |
| Representations of what the opportunity could be. | 00:33:51 | |
| Umm, what is the most similar to what we have right now would be that bottom left photo. | 00:33:54 | |
| Where it's just a tiny little single track. You can't really see it. It's not very developed, it's just. | 00:34:00 | |
| Kind of clear, umm, and then there's obviously different levels. | 00:34:05 | |
| Of development, whether you want it more natural or what's the case maybe. | 00:34:09 | |
| Umm, both of the photos on the right. | 00:34:14 | |
| We would have to pursue a lot of approval. | 00:34:16 | |
| And permits with. | 00:34:19 | |
| The state. | 00:34:20 | |
| So that may be a bit of a hold up, umm, in terms of. | 00:34:21 | |
| Timing. | 00:34:26 | |
| Umm, and getting everything. | 00:34:27 | |
| To agreed. | 00:34:29 | |
| But. | 00:34:31 | |
| Yeah. So these were just kind of. | 00:34:32 | |
| I guess. | 00:34:34 | |
| 3. | 00:34:36 | |
| Since we're on like 12 or 15, let's finish, then we'll do questioning the lecture. | 00:34:38 | |
| Sure. Umm, the next amenity I want to talk about our dog stations. | 00:34:42 | |
| So, uh, we currently have 5 called out on that bottom. | 00:34:46 | |
| Graphic Umm, I located those looking from so there may be more. | 00:34:51 | |
| Umm, but I specifically wanted to. | 00:34:58 | |
| Create this call. | 00:35:00 | |
| To notice that. | 00:35:01 | |
| All of the pre-existing dog stations are in that privately owned HOA area. | 00:35:03 | |
| Umm. And so. | 00:35:08 | |
| I just wanted to bring some of those amenities down for. | 00:35:09 | |
| The public to enjoy. | 00:35:13 | |
| Umm, so you can see a graphic on the top left of kind of what it would look like in the scene. | 00:35:15 | |
| Umm, and then a pretty cute picture on the bottom right of a dodge. | 00:35:20 | |
| Umm, and. | 00:35:24 | |
| Has Watertown obviously that humans could use also for your pets that are out there. | 00:35:25 | |
| Umm. And the information we wanna know about this is. | 00:35:31 | |
| What location? | 00:35:34 | |
| What would you guys wanna prioritize? | 00:35:35 | |
| What other? | 00:35:38 | |
| For your pet dog stations, whatever the case may be what you want, are there other ones that. | 00:35:39 | |
| We're missing you. | 00:35:45 | |
| Umm, And then we also have public restrooms. There are currently no public restrooms in the site right now. Umm, even by the HOA | 00:35:47 | |
| clubhouse area, there's nothing there, umm. | 00:35:53 | |
| But we have a proposed one in the graphic on the slide. | 00:35:59 | |
| Right there. Umm. | 00:36:02 | |
| And then the photos on the bottom, those are again just like info photos, umm to show you the different. | 00:36:04 | |
| Varieties that you could go with. | 00:36:10 | |
| Obviously the big one like the red and. | 00:36:12 | |
| Would and everything will be more expensive than the other ones. | 00:36:15 | |
| But it's really just where you want to prioritize your money. Do you want a nicer restroom over other amenities? | 00:36:18 | |
| Umm, and they also offer. | 00:36:24 | |
| Different things. So the white one has water fountains but only one stall. | 00:36:26 | |
| The uh, red ones have more shade coverage and probably more stalls, and then the stereotypical campground ones, umm. | 00:36:30 | |
| And there's obviously more designs and whatnot, but just to kind of throw out some of those. | 00:36:38 | |
| Variety options. | 00:36:43 | |
| And then I wanted to put. | 00:36:47 | |
| Point O umm. | 00:36:48 | |
| How to get to the bluff? | 00:36:49 | |
| So currently there are two. | 00:36:51 | |
| Umm areas I would like to highlight. So this one is by that Umm HOA clubhouse area. | 00:36:53 | |
| Umm, all of the parking, the street parking on. | 00:37:00 | |
| Outlined in the orange boxes. | 00:37:04 | |
| Umm would be the public parking that people could use. Umm, that is. | 00:37:06 | |
| Allocated specifically for public parking, not for residential. | 00:37:10 | |
| And then the green would be the where you would walk to get to that. | 00:37:14 | |
| Umm, you tell the shoreline trail. | 00:37:19 | |
| And then the other access point or access area to get the blast would be down at Sunset Beach Park. | 00:37:24 | |
| Umm, that one has a larger. | 00:37:30 | |
| Parking lot that is again open to the public and then there are two. | 00:37:32 | |
| Have to walk into the trail. | 00:37:37 | |
| Umm, this slide just highlights the next steps that we will be taking within the near future. | 00:37:41 | |
| Umm, we would like to invite anybody and all people to come to join a bike ride with the Active Transportation Commission. | 00:37:46 | |
| Umm, this will be reviewing the life at Vineyard as. | 00:37:55 | |
| A site visit. | 00:37:59 | |
| And at the end of the bike ride, it will end with a town hall to collaborate on these amenities and ideas that we discussed | 00:38:00 | |
| tonight. | 00:38:05 | |
| Umm and at the next ATC meeting and just kind of have a collaborative conversation about. | 00:38:10 | |
| What the community really wants. | 00:38:16 | |
| And more logistical information on this will be coming soon as we get the date set. | 00:38:18 | |
| Next week umm I will be presenting at an ATC meeting on Tuesday giving. | 00:38:24 | |
| A similar presentation tonight. Umm, just a little bit more focused on. | 00:38:29 | |
| Active transportation. | 00:38:33 | |
| Umm, so you're more than welcome to come and join that conversation as well. | 00:38:35 | |
| And then following all the feedback that I get from both the public meetings. | 00:38:39 | |
| As well as the bike ride and town hall. | 00:38:42 | |
| Umm, concepts will be adjusted. | 00:38:44 | |
| And amenities and. | 00:38:48 | |
| The push forward will be adjusted. | 00:38:49 | |
| Umm, yeah. | 00:38:52 | |
| So that's my presentation. | 00:38:53 | |
| OK. Thank you so much. | 00:38:55 | |
| Umm, first any. | 00:38:57 | |
| Yeah, just a couple of questions. | 00:39:02 | |
| We know that there's one garbage can out there. | 00:39:05 | |
| Currently. | 00:39:08 | |
| Umm. | 00:39:09 | |
| And as proposed. | 00:39:11 | |
| The dog stations. | 00:39:13 | |
| And as well as. | 00:39:16 | |
| A bathroom? I was just wondering about the protocol right now. Uh, how often do they? | 00:39:18 | |
| Coverage account. | 00:39:23 | |
| Uh, how often would the doc stations? | 00:39:25 | |
| And Crown. | 00:39:27 | |
| And then, uh. | 00:39:30 | |
| The routine. The bathroom. | 00:39:31 | |
| Uh, how does that work? | 00:39:34 | |
| Yeah, umm. | 00:39:37 | |
| Typing on I think. | 00:39:38 | |
| With all of those, just the overall. | 00:39:40 | |
| But this is state land. | 00:39:42 | |
| But the city is involved. | 00:39:44 | |
| Who has maintenance? | 00:39:46 | |
| Responsibilities which would include all of those items plus other maintenance. | 00:39:47 | |
| Right. | 00:39:51 | |
| So yeah, it is state land. Umm. | 00:39:52 | |
| So it has been needing to be. | 00:39:54 | |
| Maintained by the state. | 00:39:57 | |
| Umm, but they have been. | 00:39:59 | |
| Thinking to us for our goodwill to go out there and take care of some of the weeds sometimes, umm. | 00:40:01 | |
| So we have been keeping up with the maintenance as of now and once we put in all of this, we would again be in charge of that | 00:40:07 | |
| maintenance. | 00:40:11 | |
| If we aren't. | 00:40:16 | |
| Charge and I think we. | 00:40:17 | |
| The city, we're in charge of that maintenance. | 00:40:19 | |
| Does that also make us liable in case? | 00:40:22 | |
| Any issue occurs yeah. So this other thing, uh. | 00:40:25 | |
| Some of the restructured things here, umm. | 00:40:28 | |
| So and part of this, what we would do is when we follow our permits with the state and the state does the approvals will enter | 00:40:29 | |
| into a maintenance agreement. | 00:40:33 | |
| Uh, with the state. | 00:40:37 | |
| Uh, in terms of. | 00:40:38 | |
| Uh, allowing those items to be. | 00:40:39 | |
| Uh, on face. | 00:40:42 | |
| Land with the condition that they're being maintained. | 00:40:43 | |
| Uh, properly and so forth And if any. | 00:40:46 | |
| Liability does generally probably a liability waiver there and well, I understand and that's the stage, uh, does not do, uh, does | 00:40:49 | |
| not address those maintenance issues. And the state also has the right to go in there and remove any kind of safety issues | 00:40:54 | |
| themselves. | 00:40:58 | |
| In terms of. | 00:41:02 | |
| Uh, frequency and so forth about dog stations and trash cans. Our parking team does a great job. | 00:41:04 | |
| Uh, going by with on a schedule? | 00:41:09 | |
| Uh, they would probably, uh, typically they would do, uh, one week schedule. | 00:41:11 | |
| Obviously it it fluctuates depending on the season. | 00:41:15 | |
| And depend on the locations though. | 00:41:18 | |
| They would provide this to their schedule item to check for trash. | 00:41:19 | |
| Dock Station. | 00:41:23 | |
| And fluctuate that, uh, there. | 00:41:24 | |
| Uh, frequency of, uh, emptying it out based on. | 00:41:27 | |
| No, alright. | 00:41:30 | |
| OK, cool. So yeah, I guess this is up. | 00:41:34 | |
| For the better to be determined. But uh, what would be? | 00:41:36 | |
| A question got some. | 00:41:39 | |
| Umm, yeah, it would. | 00:41:44 | |
| Depend on the funding. Umm, because we do only have that 75. | 00:41:45 | |
| Grand umm to. | 00:41:50 | |
| Divide up amongst all of these amenities. | 00:41:52 | |
| Umm, so if we wanted to go a little bit nicer with the bathrooms, let me take a hit on some of the other amenities that we would | 00:41:54 | |
| want to put in. | 00:41:58 | |
| And by two cents. | 00:42:10 | |
| Turn on your back. Oh, it is done. OK here. | 00:42:12 | |
| 0 OK. | 00:42:14 | |
| First of all, the volleyball court. | 00:42:15 | |
| Umm, the funding obviously is only for course. | 00:42:18 | |
| Umm, the city putting any funds in that? | 00:42:23 | |
| Umm, we're actually discussing the funding right now. Umm, we are realizing that it is a little bit more expensive than. | 00:42:27 | |
| 30 grand in a volleyball court for design and build. | 00:42:35 | |
| Umm, so we are actually putting. | 00:42:39 | |
| The design and everything on pause while we find more funding sources. | 00:42:42 | |
| Umm, that was also another topic of conversation I've had with a couple of other staff. Umm. | 00:42:46 | |
| Was that there was interest for a second volleyball court? | 00:42:52 | |
| Umm, and so that was discussion as well as if we do would make it cheaper. Umm. | 00:42:56 | |
| Which we still can do, but it would. | 00:43:00 | |
| Not fall within that 75. | 00:43:03 | |
| $1000 for. | 00:43:05 | |
| Umm, but we are still working on securing. | 00:43:08 | |
| More funding? | 00:43:10 | |
| OK, umm. | 00:43:11 | |
| Are there alternate locations? Does it have to be in that bluff area? | 00:43:14 | |
| And and let me tell you. | 00:43:18 | |
| Why I asked that? | 00:43:20 | |
| Question. | 00:43:21 | |
| Umm. | 00:43:23 | |
| Sunset Beach Park. | 00:43:28 | |
| If if you have two people. | 00:43:33 | |
| It's a sand pill. | 00:43:37 | |
| You can three or four or five or six or seven or. | 00:43:39 | |
| 3rd can also come play. | 00:43:44 | |
| That's a strong hit. | 00:43:46 | |
| But the volleyball court? | 00:43:49 | |
| If you have. | 00:43:51 | |
| Two people there. | 00:43:51 | |
| That's all you can. | 00:43:53 | |
| They take up the whole port. | 00:43:55 | |
| Which means someone else. | 00:43:57 | |
| Comes and wants to play volleyball. | 00:43:59 | |
| The workout? Some kind of deal or arrangement? | 00:44:01 | |
| Umm. | 00:44:06 | |
| Sell that. | 00:44:08 | |
| Uh-huh. | 00:44:11 | |
| That hits. | 00:44:12 | |
| To the number of folks that can actually use that amenity. | 00:44:15 | |
| The second thing, I have a. | 00:44:20 | |
| I don't I have a question about the location. | 00:44:22 | |
| Which ties into the first question. | 00:44:25 | |
| Is it possible? | 00:44:28 | |
| To change the location. | 00:44:31 | |
| To a spot. | 00:44:33 | |
| That is, has more access and more visibility. | 00:44:34 | |
| To more of the city residents. | 00:44:39 | |
| And. | 00:44:42 | |
| I'm going to get in trouble. | 00:44:45 | |
| We're saying this. | 00:44:48 | |
| Bye. | 00:44:49 | |
| Being in front of the condo. | 00:44:51 | |
| My thoughts are that that's. | 00:44:55 | |
| Kind of going to be. | 00:45:00 | |
| Take them up. | 00:45:02 | |
| By folks in the. | 00:45:03 | |
| And other residents of the city. | 00:45:05 | |
| May not have as much access to it. | 00:45:08 | |
| Ability to use it. | 00:45:10 | |
| Like I put some. | 00:45:13 | |
| Other place. | 00:45:14 | |
| For instance, sunset. | 00:45:16 | |
| Part of grassy area. | 00:45:18 | |
| It would be. | 00:45:21 | |
| Have more access and visibility. | 00:45:23 | |
| Some more residents of the city. | 00:45:26 | |
| Or even if it was. | 00:45:29 | |
| I guess maybe the northern end? | 00:45:41 | |
| Upper class, umm yeah. So we can definitely have about moving in. Obviously the northern edge does get a little more narrow | 00:45:46 | |
| between. | 00:45:51 | |
| The trail, so that would be the only pain there and the southern pen. | 00:45:56 | |
| Umm, would depend on clip and. | 00:46:02 | |
| The things that are taking out, not the last digits. | 00:46:05 | |
| Uh, they seem pretty hesitant on anything on the left. | 00:46:10 | |
| Of that trail, so it would probably be. | 00:46:14 | |
| I'm sorry, what was that? | 00:46:17 | |
| About the length of the trail. | 00:46:20 | |
| Umm, the state is pretty hesitant about putting up. | 00:46:22 | |
| Staying considered permanent development. | 00:46:25 | |
| Umm, West of the trail. | 00:46:28 | |
| So that would probably leave us to want to put the volleyball courts on top of the blush and the more flat area. | 00:46:30 | |
| Umm, we're open to discussion. We have put in an application with the state for this particular. | 00:46:37 | |
| Location, umm, But if we feel that we want to move it around, we're we're open to that. | 00:46:44 | |
| OK. I have a question. Is the grant that we received approval for already? | 00:46:51 | |
| For this particular location? Or was it just granted to the city but somewhere in the city? | 00:46:56 | |
| And it was granted to the city for. | 00:47:01 | |
| A volleyball court. | 00:47:04 | |
| Umm, I don't. | 00:47:05 | |
| No, if it was specified for the bluff area or anyone. | 00:47:06 | |
| I can't go and. | 00:47:13 | |
| Out to specific since I don't have uh, the specifics. Uh, it was the grant is provided by Utahler Authority. | 00:47:14 | |
| Uh, so therefore it would be uh. | 00:47:20 | |
| And on the condition that is. | 00:47:22 | |
| By the way, can I also open to the public? | 00:47:24 | |
| Uh with uh and F. | 00:47:26 | |
| Answering for the public. Wonderful. OK, love you. | 00:47:28 | |
| Stating that the grant was from the Utah Lake Authority. | 00:47:31 | |
| So with that. | 00:47:33 | |
| It should be tied somehow to lake Recreation makes a lot of time. | 00:47:35 | |
| But we, well, we walked out, so long as you're open to a volleyball court in front of your house for the public as well. | 00:47:39 | |
| I would love that. | 00:47:44 | |
| Now what? What I live at. | 00:47:45 | |
| One one thing I do want to add about this location, umm the, the convenience of it is those two trails that kind of go east. | 00:47:47 | |
| From the volleyball court. | 00:47:53 | |
| Those are public access. | 00:47:55 | |
| Easements that the city. | 00:47:56 | |
| Has the right for for public access to go through the the community and then there is parking just on the other side of that. | 00:47:58 | |
| Along 300 W. | 00:48:04 | |
| Umm. And so it does provide that. | 00:48:06 | |
| Parking and access, where if we put it further north, that would be a little bit more challenging, but. | 00:48:08 | |
| Umm definitely doesn't stop that from because. | 00:48:13 | |
| Yeah, umm, doesn't stop that that from happening. We could look at at price for the North as well. | 00:48:16 | |
| OK. | 00:48:21 | |
| Umm, so. | 00:48:22 | |
| Who would manage this? | 00:48:23 | |
| What is the Parks and Recreation? | 00:48:25 | |
| Yes. | 00:48:29 | |
| I would like some sort of reservation system. | 00:48:33 | |
| Umm, it does have to be open. | 00:48:38 | |
| Yeah. So it does have to be open to the public with it being on state lands and the grant from. | 00:48:41 | |
| So you tell the authority it does have to be public, so. | 00:48:46 | |
| And cares all about. | 00:48:49 | |
| Setting up any reservation systems or anything because. | 00:48:51 | |
| It has to be available for Outlook. | 00:48:54 | |
| Well, yeah. | 00:48:57 | |
| Umm. | 00:48:57 | |
| And we I I can discuss that program. | 00:49:00 | |
| Uh, dog stations. | 00:49:04 | |
| Uh, on the trial. | 00:49:07 | |
| You're talking about putting some more. | 00:49:11 | |
| They would be closer to the trail. | 00:49:17 | |
| Page 5. Mm-hmm. | 00:49:21 | |
| Never mind, Sir. OK. | 00:49:23 | |
| Uh. | 00:49:25 | |
| Do we have an idea of how many? | 00:49:28 | |
| No. | 00:49:30 | |
| Umm, this is to get an idea of what. | 00:49:31 | |
| Interest you have in it. | 00:49:33 | |
| So there. | 00:49:35 | |
| That's open right now. | 00:49:36 | |
| And bike station, same thing. | 00:49:38 | |
| Personally, I would like it on the northern side because there's already one at Sunset Beach Park, so there's. | 00:49:44 | |
| Part of my two cents. | 00:49:49 | |
| Umm, access point? | 00:49:52 | |
| We have an. | 00:49:55 | |
| We haven't discussed. | 00:49:56 | |
| Specifically. | 00:49:58 | |
| Or and even real general. | 00:49:59 | |
| Uh, terms about what they'll look like? | 00:50:03 | |
| OK. | 00:50:07 | |
| Saved or natural? | 00:50:10 | |
| Umm. | 00:50:12 | |
| I believe it will have to be natural. | 00:50:13 | |
| Umm, natural dirt. Just because. | 00:50:16 | |
| Umm, the state doesn't want. | 00:50:19 | |
| Hardscape as they see it more permanent, umm, material, so it would probably be better in dirt. | 00:50:21 | |
| OK. | 00:50:28 | |
| Because my preference. | 00:50:30 | |
| Personally, would be the key to this matchable as possible. | 00:50:32 | |
| Uh, I was thinking no. | 00:50:36 | |
| Location specific. | 00:50:39 | |
| No specific locations for. | 00:50:41 | |
| Bathrooms, yeah. | 00:50:43 | |
| No that I wanted to get an idea of what. | 00:50:45 | |
| One before we. | 00:50:48 | |
| And I guess the water fountains. | 00:50:50 | |
| For the the dogs and. | 00:50:52 | |
| They can talk about signage. What kind of signage do we? | 00:50:55 | |
| You're referring to. | 00:50:58 | |
| Umm, we would be following the signage that is going in, uh, Vineyard Beach Park. | 00:51:00 | |
| I believe they're gonna be following the wayfinding. | 00:51:05 | |
| It would be Wayfinder. | 00:51:08 | |
| Mm-hmm. OK. | 00:51:10 | |
| Alright. | 00:51:12 | |
| Uh, and the the other options. | 00:51:14 | |
| Talking about an outdoor gym or bird watching? | 00:51:16 | |
| Like that and the mountain call outs and plaque. | 00:51:20 | |
| First one we don't like. | 00:51:26 | |
| That area for disc golf? | 00:51:27 | |
| Uh, benches. | 00:51:30 | |
| The West side of the trail. | 00:51:35 | |
| On the east side. | 00:51:38 | |
| I believe. | 00:51:40 | |
| That if you don't put a concrete pad underneath them, we would have a better chance of putting them on the West side of the trail | 00:51:41 | |
| than the east side. | 00:51:46 | |
| Umm, but we would just need approval from the state. | 00:51:50 | |
| OK. | 00:51:53 | |
| Alright. | 00:51:56 | |
| I will thank you very much. | 00:51:57 | |
| Umm, there wasn't a single thing on this list. | 00:52:00 | |
| That I thought was. | 00:52:04 | |
| A bad idea? | 00:52:05 | |
| What I am concerned? | 00:52:06 | |
| About. | 00:52:08 | |
| Is that there's so many good ideas. | 00:52:09 | |
| That will say. | 00:52:10 | |
| Here's the dollar. | 00:52:12 | |
| Come up with. | 00:52:13 | |
| So many ideas that cost. | 00:52:14 | |
| So much more than that. | 00:52:15 | |
| Mm-hmm. Umm. | 00:52:17 | |
| One of the things. | 00:52:18 | |
| That the Napa Valley Vine Trail did. | 00:52:19 | |
| And I highly encourage you to Google Napa Valley Vine Trail. | 00:52:22 | |
| It was. | 00:52:25 | |
| A third party. | 00:52:26 | |
| Non profit organization. | 00:52:28 | |
| That fundraise? | 00:52:30 | |
| To get a separate walking and bike trail that went across the entire Napa Valley. It's gorgeous and beautiful. | 00:52:32 | |
| And they took so many donations because. | 00:52:38 | |
| Different. So expensive. | 00:52:40 | |
| But they did it right. | 00:52:42 | |
| By doing that. | 00:52:44 | |
| Umm, I totally understand we have this opportunity for a grant. | 00:52:45 | |
| We have this opportunity to. | 00:52:49 | |
| Something is better than nothing and I agree, I'd love to do. | 00:52:52 | |
| Something here? | 00:52:54 | |
| But by having all these ideas with programming, it's just making me see the potential of what it could be, and Vineyard could be a | 00:52:56 | |
| little start of something really cool. | 00:53:01 | |
| Of that trail that goes all around the link. | 00:53:06 | |
| Uh, what Napa does. | 00:53:08 | |
| Every mile on this 14 mile trail. | 00:53:10 | |
| There is an educational plaque saying that you know about the Native Americans that lives here in Napa. Did you know about the | 00:53:13 | |
| Bittners that lived here? Do you want? Do you know the history of these? | 00:53:17 | |
| Having that story. | 00:53:22 | |
| And then every up. | 00:53:23 | |
| The bike working stations in order to repair your bike. You see all of these. | 00:53:25 | |
| Little metal footprints. | 00:53:30 | |
| With people's names on it. | 00:53:32 | |
| They paid for that. | 00:53:34 | |
| And that's how they pay for the entire. | 00:53:35 | |
| I would love for some organization. | 00:53:38 | |
| To come and take this off the city's hand. | 00:53:41 | |
| And. | 00:53:44 | |
| Do this because I think we could have a lot of passion. | 00:53:45 | |
| Behind a project like this from our community. | 00:53:50 | |
| And we do live in a very general area. | 00:53:53 | |
| Umm, I think there's lots of potential here to do more than just add a Venture 2 in the trash can or two. | 00:53:56 | |
| But add. | 00:54:01 | |
| Almost all of the things that are there. | 00:54:03 | |
| Uh, I I have to say I. | 00:54:05 | |
| I really like that idea. | 00:54:07 | |
| At least. | 00:54:10 | |
| Or a portion of the funding, if not for all the funding. | 00:54:13 | |
| The larger the portion, the better. | 00:54:17 | |
| Donations. | 00:54:19 | |
| And contributions and. | 00:54:21 | |
| Umm, in both of them. | 00:54:24 | |
| As much as physicians. | 00:54:25 | |
| Love that idea, and some of that might be most appropriate to talk about during. | 00:54:27 | |
| Uh, umm, upcoming town hall and. | 00:54:32 | |
| Hey Tech, uh, meeting. | 00:54:35 | |
| Umm. | 00:54:37 | |
| Very quick. | 00:54:39 | |
| Questions about volleyball, Being an avid volleyball player and loving volleyball. | 00:54:40 | |
| Hate the idea? | 00:54:45 | |
| Of the court, we'll be looking at the fund except for three hours. | 00:54:47 | |
| Out of today, that's my only thing about questioning. | 00:54:50 | |
| The location. | 00:54:53 | |
| I get it. There's something. | 00:54:54 | |
| Thank you. Go there, there's a lot of nothing. | 00:54:55 | |
| Right there in volleyball could make sense. | 00:54:57 | |
| But when it's facing east and West as a player. | 00:54:59 | |
| Setting the ball. | 00:55:03 | |
| Looking at the sun. | 00:55:04 | |
| To hurt the retina. | 00:55:05 | |
| Umm. | 00:55:06 | |
| Maintenance. | 00:55:07 | |
| That's all got answered for me. | 00:55:08 | |
| Umm, big concern about. | 00:55:11 | |
| Taking on the liability. | 00:55:14 | |
| For it. | 00:55:15 | |
| Umm, because the more cool things we have. | 00:55:16 | |
| The more cool people who will be there and the more cool entries. | 00:55:19 | |
| That could occur. | 00:55:23 | |
| Umm. And so I just wanna make sure the city knows what they're getting into and is prepared to have the. | 00:55:24 | |
| Necessary up there. | 00:55:30 | |
| Uh, particularly when it comes to access to the water. | 00:55:32 | |
| Oh, I'm fun at parties. | 00:55:36 | |
| OK. | 00:55:38 | |
| Are there? | 00:55:40 | |
| Uh, members of the public, but. | 00:55:42 | |
| Sometimes. | 00:55:43 | |
| Come on. | 00:55:44 | |
| David Lloyd resident. | 00:55:53 | |
| Umm, it's quite interesting. Umm, first of all. | 00:55:55 | |
| I need some clarification. Could we go to that slide where we're showing an overview of the? | 00:55:58 | |
| Overall. | 00:56:01 | |
| Color-coded. | 00:56:03 | |
| Things We see the water and then there's this. | 00:56:04 | |
| All that covered area that we're considering, Yeah, well, that's good. | 00:56:06 | |
| Umm, so. | 00:56:10 | |
| And I understand. | 00:56:11 | |
| But everything is olive colored in that. | 00:56:13 | |
| Uh, going to state land? | 00:56:15 | |
| Is that correct? | 00:56:18 | |
| If it's that yellow. | 00:56:19 | |
| Yeah, that that. Yeah, that's all. | 00:56:21 | |
| OK, my understanding is that the state. | 00:56:24 | |
| Owns the uh land under the lake and and as a compromise. | 00:56:26 | |
| Uh, compromise. | 00:56:30 | |
| Elevation a little bit. | 00:56:32 | |
| The the area around the lake where that compromise point is. | 00:56:34 | |
| Is well below that. In fact, I'm looking at the at the line where. | 00:56:37 | |
| We see the line is with the with the long line there. | 00:56:41 | |
| It's about. | 00:56:43 | |
| Where the the the land would be? So I'm curious as to why that state land. | 00:56:45 | |
| Uh, and not and not private land. | 00:56:51 | |
| And to go through the South from. | 00:56:54 | |
| Sunset Park, you'll see that that that that park area is the city land address and it's. | 00:56:56 | |
| Down over the Cliff. | 00:57:00 | |
| Where the where the uh. | 00:57:02 | |
| It was a state land and this you're talking here above the Cliff. | 00:57:04 | |
| It seems to me that that's the case. It would. It would be City Lab. | 00:57:07 | |
| Uh, so that's one thing I'd be, I'd be really clear. I'll be really clear. That really is state land. | 00:57:11 | |
| Umm, because my understanding is it wouldn't be. | 00:57:17 | |
| So just. | 00:57:20 | |
| We should check. | 00:57:21 | |
| Second of all. | 00:57:23 | |
| Umm umm. | 00:57:24 | |
| Has has any, has there any, any focus groups been done about this or have we consulted with any of the residents that live nearby | 00:57:25 | |
| about any of these things? | 00:57:29 | |
| We have not started Umm. That is the purpose of these work sessions. This is the first of many. | 00:57:33 | |
| Mm-hmm. | 00:57:39 | |
| Yeah, great. So I so I agree with the things, you know, I. | 00:57:40 | |
| Umm, yesterday. This place is interesting. Umm. | 00:57:43 | |
| Uh, I've been coming to. | 00:57:45 | |
| To, uh, Planning Commission meetings for a long time. | 00:57:47 | |
| Just remember you're a fixture, usually so. | 00:57:49 | |
| Uh, I've been, I've been more in the past than I have recently, but but still. | 00:57:52 | |
| Uh, I remember when this, uh, the lakefront. | 00:57:55 | |
| How they first came in with the initial? | 00:57:57 | |
| PLA plan and so forth and. | 00:58:00 | |
| And whatnot. And uh, and I saw what end, what ended up being approved and so forth. | 00:58:01 | |
| And you know, initially they were, uh, the parking on the street where we have now, the city parking was counted as far as the | 00:58:06 | |
| parking went. | 00:58:10 | |
| For that that development. | 00:58:14 | |
| And then somehow, somewhere along the line that got changed just now. | 00:58:15 | |
| Uh, public parking and not, uh. | 00:58:19 | |
| And I. | 00:58:21 | |
| Controversy about that. I get that. | 00:58:22 | |
| But, uh, and that the whole thing is that we've, uh. | 00:58:24 | |
| That place is really red. | 00:58:27 | |
| But under parked, this is a very narrow strip of land, and it just seems like it might be ideal for a way to help alleviate some | 00:58:29 | |
| of the parking problems they're having there. | 00:58:33 | |
| Umm, so. | 00:58:39 | |
| And I know that's not an amenity per SE, but. | 00:58:39 | |
| The fact is that I'm sure a lot of the people there were greatly welcome. | 00:58:42 | |
| Uh, not having to walk 1/4 of a mile after they parked the car. | 00:58:46 | |
| To come back to where they live. | 00:58:50 | |
| So just a thought. I understand that's not, uh, probably what you guys want to hear. | 00:58:52 | |
| But that's, uh. But that would be. | 00:58:56 | |
| Great thing for the city to do in return for the public parking they stole from the official plan. | 00:58:57 | |
| So just a thought. | 00:59:02 | |
| Umm, so at least. | 00:59:05 | |
| And and and at least uh. | 00:59:07 | |
| I know you have a whole bunch of things you wanna do and, and so I guess and you, you trust the residents. | 00:59:09 | |
| Uh, I hope you have a little brainstorming session to allow them to make suggestions. Well, just pick the thing here on our list | 00:59:14 | |
| that you want. | 00:59:17 | |
| That would that would be very, uh, unfortunate. Is that where? | 00:59:21 | |
| No limitation here. | 00:59:24 | |
| Grandpa still have a lot of good ideas. | 00:59:25 | |
| Uh, beyond this even. | 00:59:27 | |
| So those those are my thoughts. Thank you. | 00:59:29 | |
| Thank you. | 00:59:32 | |
| Anyone else? | 00:59:34 | |
| We'll do Daria and then gentlemen in the back. | 00:59:36 | |
| Daria Evans, been your resident. | 00:59:42 | |
| I just have a. | 00:59:44 | |
| Quick question about. | 00:59:45 | |
| The South end at Sunset Beach. | 00:59:46 | |
| Part that last. | 00:59:49 | |
| Section of condos. | 00:59:51 | |
| It drops off down. | 00:59:53 | |
| Really steep. | 00:59:54 | |
| How are are they going to landscape that with some type of vegetation and not lawn? | 00:59:56 | |
| Because. | 01:00:03 | |
| The drainage. | 01:00:04 | |
| It's bad. Do you have any idea what kind of plans for that? | 01:00:05 | |
| Yeah, umm, so our public works department is actually taking on the landscaping and the drainage requirements. | 01:00:10 | |
| To me, uh and for. | 01:00:17 | |
| Umm, requirements and. | 01:00:19 | |
| All of that, I would refer you to, yeah, I mean. | 01:00:22 | |
| Uh, well, having specific specific. | 01:00:26 | |
| You don't have specific address on that specific error on that area. | 01:00:28 | |
| But uh. | 01:00:31 | |
| When it comes to the weekend. | 01:00:32 | |
| Please go and go for it. What do you want to do? If you want to put something in there that. | 01:00:33 | |
| Is going to help establish the flow. Umm, you know, provide. | 01:00:37 | |
| Yeah. Uh, would you say erosion? | 01:00:40 | |
| And then of course, when it comes to maintaining. | 01:00:42 | |
| He's close to, you know, in Guam when I live there. | 01:00:44 | |
| My background has very spoken. | 01:00:47 | |
| And the military and living on family house and military said I had to know it anyway. And, uh. | 01:00:50 | |
| It was a very uh. | 01:00:54 | |
| Tricky situation with a long war in a rope. | 01:00:56 | |
| I don't, I don't ever, uh, wish to have any of my uh. | 01:00:58 | |
| And any of our guys with? | 01:01:01 | |
| Uh, we do have a great uh. | 01:01:03 | |
| Uh, Mark David team and Park's team, uh, like honestly our and. | 01:01:05 | |
| I'm confident that what they said in there is going to look nice, but to be. | 01:01:10 | |
| Easily maintain. | 01:01:13 | |
| And provide for like, you know, provide for like the quality, like everyone. | 01:01:14 | |
| Thank you. | 01:01:18 | |
| Thank you. Thank you. | 01:01:19 | |
| Right. | 01:01:21 | |
| Hi, umm, I'm Josh Hunt. | 01:01:27 | |
| I am a resident. | 01:01:29 | |
| At Bigfoot and so. | 01:01:30 | |
| I'm thrilled that the city is doing something about this land finally, because I'm. | 01:01:32 | |
| Kind of done looking at all of the weed. | 01:01:36 | |
| But umm. | 01:01:38 | |
| I just, I'm, I'm very happy that the city is looking into this. | 01:01:39 | |
| Umm, I'm happy about the volleyball court, personally. | 01:01:43 | |
| Umm, I do know that whatever the city puts here will be very popular. | 01:01:46 | |
| So it's a busy section of the trail. So I think that's just kind of the name of the game. If you put something in here, that's | 01:01:50 | |
| probably a good argument for a second volleyball court. | 01:01:55 | |
| Umm, so I know that whatever they put in will be very popular. | 01:01:59 | |
| Umm, I know what the southern end of. | 01:02:03 | |
| This section of land near Sunset Beach Park, there's kind of a. | 01:02:06 | |
| Umm, where the townhomes and condos are. Umm. | 01:02:12 | |
| It was like a part of the light that opens up. I know a lot of. | 01:02:15 | |
| Like I see. | 01:02:18 | |
| Laying there all the time, a lot of them like. | 01:02:19 | |
| One there, umm, I've seen people fishing out there before umm, so that. | 01:02:21 | |
| Be a good spot for the city to look at to kind of add amenities, add some benches. | 01:02:26 | |
| Umm, some friends and I have attempted to, uh. | 01:02:31 | |
| Like pick up garbage and stuff along the Lake Shore and the bluff. | 01:02:35 | |
| Kind of just in the middle section. It's really hard to access the focus. | 01:02:39 | |
| So I don't know if we're in. | 01:02:44 | |
| If the city wants to get access to that part of the shoreline, but that's just another thing that I've experienced. | 01:02:45 | |
| Using this area but. | 01:02:51 | |
| Umm, anyways, I'm trying to think if I have any other thoughts on this but. | 01:02:54 | |
| I'm just really happy that the city is putting something in. | 01:02:58 | |
| I know that there's. | 01:03:00 | |
| Parking on 300 W. | 01:03:01 | |
| Umm, I've never seen that parking full, at least during the day so. | 01:03:03 | |
| I know that. | 01:03:08 | |
| By like the pick of our courts. | 01:03:09 | |
| Umm, where this proposed volleyball court is. | 01:03:11 | |
| Umm, I know that that area does have parking available. I don't know. | 01:03:14 | |
| Us. I don't know how. | 01:03:20 | |
| Disney, that area would get us. There's volleyball courts that would go in there, but. | 01:03:22 | |
| I do know that those sections, at least during the day, are review. | 01:03:26 | |
| So that's just. | 01:03:28 | |
| Some feedback that I have as. | 01:03:30 | |
| A resident of. | 01:03:33 | |
| Anyway, thank you. | 01:03:34 | |
| OK. | 01:03:37 | |
| Is that everything? | 01:03:40 | |
| Alright, well, close public comment. | 01:03:42 | |
| Well, I want to. | 01:03:44 | |
| Uh, reiterate. | 01:03:45 | |
| Is we have some strong opinions here? | 01:03:47 | |
| Attend the APAC. | 01:03:49 | |
| And attend the bike ride. | 01:03:51 | |
| And attend that town hall. | 01:03:52 | |
| Uh, I feel the more that you can express. | 01:03:54 | |
| Your opinion that multiple workshops the body? | 01:03:57 | |
| The more likely that it will be integrated into whatever final decision is made. | 01:04:00 | |
| So that would just be something that I encourage everyone to do. | 01:04:04 | |
| UH-1 request. | 01:04:08 | |
| I have uh, prior to the next meeting. If it's August 12th, umm, get some. | 01:04:10 | |
| Pictures of the area go out with the phone and add those into it. Uh, while the renderings are awesome, nothing can compete with | 01:04:15 | |
| the real thing. | 01:04:18 | |
| So recommend that. | 01:04:22 | |
| Uh, thank you. | 01:04:25 | |
| Alright. | 01:04:27 | |
| That takes us to our. | 01:04:29 | |
| Next. | 01:04:32 | |
| Item. | 01:04:32 | |
| Uh, which is what I'm sure everyone came for. Umm, item 6. | 01:04:34 | |
| An update city ordinances and zoning map. | 01:04:37 | |
| Uh, regarding massage establishment. | 01:04:40 | |
| And textually oriented businesses. | 01:04:42 | |
| Just taking that one. Hello, it's me. I'm Kelly Klepper. I'm the business license. | 01:04:46 | |
| Specialist. | 01:04:51 | |
| And forgive me. | 01:04:52 | |
| Haven't done this in a while, That's not it. | 01:04:53 | |
| OK. | 01:04:58 | |
| Just take a minute so. | 01:05:00 | |
| But real quick as a reminder. | 01:05:01 | |
| No, I shouldn't need it tonight. This is a workshop. | 01:05:03 | |
| Yeah. | 01:05:05 | |
| Unplug it and then. | 01:05:07 | |
| Per minute. | 01:05:12 | |
| Yeah, I haven't done this. | 01:05:16 | |
| Been quite a while. | 01:05:17 | |
| Here we go. | 01:05:19 | |
| Bye bye and down here. | 01:05:26 | |
| And then the maximize this. | 01:05:28 | |
| OK. | 01:05:32 | |
| OK, great. Here we are. | 01:05:37 | |
| OK, so the city attorney, Jamie Blakely, he has asked me to. | 01:05:39 | |
| Give you an introduction tonight. He is. | 01:05:44 | |
| Currently working on. | 01:05:46 | |
| Uh, draft amendment. | 01:05:48 | |
| For both massage establishment. | 01:05:50 | |
| And sexually oriented businesses. | 01:05:52 | |
| And just to give you kind of a brief overview as we are beginning this process. | 01:05:55 | |
| Umm, we do currently in the municipal code. | 01:06:00 | |
| Address massage establishments. But it's very antiquated, very basic. | 01:06:03 | |
| Code, it's really, it's inadequate and we want to umm. | 01:06:08 | |
| Get that updated. | 01:06:13 | |
| And. | 01:06:14 | |
| Mr. Blakesley is also recommending that we amend the zoning code with that so. | 01:06:15 | |
| I'm waiting to see what he brings. | 01:06:20 | |
| Umm for his draft, so he's currently working on that. | 01:06:23 | |
| Umm, and then for the sexually oriented. | 01:06:28 | |
| Uh, we. | 01:06:31 | |
| It's currently we don't address it at all in the municipal code yet. So we that is one thing he's working on. | 01:06:34 | |
| And in the zoning code, we have it defined in definition. | 01:06:41 | |
| Uh, but that's. | 01:06:46 | |
| Pretty much it, and the district use table does allow it. | 01:06:49 | |
| And does allow this use in the manufacturing zone. It's a conditional use. | 01:06:52 | |
| That is all that we have on it right now, so. | 01:06:57 | |
| Uh, but he again, he wants. | 01:07:00 | |
| To potentially make. | 01:07:02 | |
| A change to the zoning with that? | 01:07:05 | |
| I'm waiting to see you know what what she wants to. | 01:07:08 | |
| To suggest to the city. | 01:07:10 | |
| So, umm. | 01:07:12 | |
| Cities cannot outright prohibit this use. | 01:07:14 | |
| We have to provide a space for it somewhere. | 01:07:17 | |
| And are you familiar with us? If you'd like, I can. | 01:07:20 | |
| Pull this up and. | 01:07:23 | |
| The manufacturing zone is just that, Gray. | 01:07:26 | |
| Area in the top of the city. | 01:07:30 | |
| So right here. | 01:07:32 | |
| So that is where it's currently a conditional use. That's the only spot in the city right now. | 01:07:35 | |
| So, OK, how do I get back? There we are. | 01:07:42 | |
| Uh and yeah. | 01:07:44 | |
| So that is. | 01:07:47 | |
| That so the next steps really this is just the the very preliminary introduction of this. | 01:07:48 | |
| Of these uh, dress amendments. | 01:07:53 | |
| Uh, we are hoping, I anticipate that the next Planning Commission meeting I will have. | 01:07:56 | |
| Umm, some drafts and then next to. | 01:08:00 | |
| To present to you. | 01:08:03 | |
| So. | 01:08:04 | |
| Any questions or comments? | 01:08:06 | |
| As we begin this process. | 01:08:09 | |
| No, thank you for doing that. Umm, everyone's favorite topic. I I think that. | 01:08:10 | |
| Zoning. | 01:08:15 | |
| It makes perfect sense. | 01:08:16 | |
| Uh, for it. That's what most communities do, frankly. That's why they're always by airports. | 01:08:17 | |
| Umm, or the city of Linden is gonna love us but. | 01:08:22 | |
| Uh, I I would just hope we also throw in UMM within the use. | 01:08:27 | |
| That it it's not a. | 01:08:32 | |
| I'm sure it's a conditional use. | 01:08:34 | |
| Within that, right. OK, umm, and it has to be. | 01:08:36 | |
| X number of. | 01:08:39 | |
| Feet away from anything that could have a person, place, or thing so. | 01:08:41 | |
| That makes sense to me. | 01:08:46 | |
| Do you either? Do you have any? | 01:08:49 | |
| OK. | 01:08:52 | |
| Umm. | 01:08:54 | |
| So it's real. Looking forward to the next meeting. | 01:08:55 | |
| OK. Thank you. | 01:08:59 | |
| Thanks. | 01:09:00 | |
| Umm, did anyone come here with? | 01:09:01 | |
| Things they wanted to share about. | 01:09:03 | |
| That's coming, OK. | 01:09:05 | |
| Alright. | 01:09:07 | |
| Uh, with that, we're now at staff and Commission reports. | 01:09:08 | |
| Uh, fact? Do you have anything? | 01:09:12 | |
| What's reporting on? | 01:09:14 | |
| Anthony does. | 01:09:19 | |
| Yeah, umm, thank you very much. | 01:09:20 | |
| Here, uh, I would like to invite you to the next. | 01:09:22 | |
| ATC meeting. | 01:09:25 | |
| 5:30. | 01:09:26 | |
| Uh, August 12 on Tuesday. | 01:09:27 | |
| And there's gonna be a lot to talk about. | 01:09:30 | |
| Which will be fun. | 01:09:32 | |
| Would expand on the. | 01:09:34 | |
| The block is gonna happen right here. | 01:09:35 | |
| 5:30. | 01:09:37 | |
| Yes. | 01:09:38 | |
| OK. | 01:09:40 | |
| Thank you. | 01:09:41 | |
| Or something else? | 01:09:47 | |
| Umm. | 01:09:48 | |
| Anything else, Steph? | 01:09:51 | |
| OK, uh. | 01:09:54 | |
| That is the book Anything. | 01:09:55 | |
| No, OK. | 01:09:59 | |
| Umm, I do wanna. | 01:10:00 | |
| Just take a little bit of time. | 01:10:02 | |
| Umm. | 01:10:04 | |
| This is hard for me to say, but. | 01:10:06 | |
| I want to express. | 01:10:07 | |
| Pretty deep disappointment. | 01:10:09 | |
| Regarding our attendance this evening, uh, for the past several weeks. | 01:10:10 | |
| We have serious discussions about the importance of attendance. | 01:10:14 | |
| On punctuality. | 01:10:18 | |
| And this is particularly true during even our last meeting. | 01:10:20 | |
| But not one Commissioner indicated to that. | 01:10:23 | |
| That they would not be here tonight. | 01:10:25 | |
| And yet. | 01:10:28 | |
| He barely made a quorum. | 01:10:29 | |
| This is not just about procedures. Some of us rearrange work schedule. | 01:10:31 | |
| Step away from our family. | 01:10:35 | |
| Some get babysitters. | 01:10:37 | |
| No personal sacrifices to be here. | 01:10:38 | |
| And it's frustrating and frankly, unfair to everyone who shows up. | 01:10:40 | |
| And ready to serve. | 01:10:43 | |
| So this Commission is a commitment. | 01:10:44 | |
| To each other, to the applicants. | 01:10:46 | |
| The public we represent. | 01:10:48 | |
| Uh, I expect better. | 01:10:49 | |
| And I think we owe our community better. | 01:10:51 | |
| So just wanna. | 01:10:53 | |
| Make it known that I'm gonna be following up accordingly. | 01:10:55 | |
| Alright, that's all I wanted to say. | 01:10:58 | |
| And. | 01:11:00 | |
| With that, come right into your. | 01:11:01 | |
| You good? | 01:11:04 | |
| Alright, adjourn. | 01:11:05 | |
| So. | 01:11:06 |
