So this is the cross section where you come up with basically just A2 lane Rd. with bike lanes. 00:04:26

Changing the entrance of this parking lot, but then also. 00:12:28
With that we can we can possibly put a crosswalk at this location. 00:12:31

We currently have some consultants looking into a. 00:12:37
Doing a study to. 00:12:40
To see if that would be a safe location, if it would affect. 00:12:42
The intersection at Geneva, OR. 00:12:47

When you're trying to turn out last and you're people coming down the hill from the light really quickly, it's. 00:14:13
Really dangerous. And then if you're back in traffic, up from the other way. 00:14:19
It just and but it's too close to the light. Obviously have another light so it just ends up being. 00:14:22
One of the effective ways in and out of the city, but. 00:14:28

Site plan application for a temporary district energy plant. 00:16:58

Umm, this is a district energy plant which we've. 00:17:11
Kind of introduced. 00:17:13
To the the Planning Commission and City Council over the past few weeks as we've. 00:17:14
Had to go through some zoning text amendments to allow this type of use in in the, uh, efacity. 00:17:18
Uh, development. Umm. 00:17:23
And so it it did the the language state improved through City Council to allow this this type of use. I do want to mention. 00:17:25
I believe the Planning Commission wanted to be kind of a broader. 00:17:30
Uh, term. 00:17:33
But the Council through our legal advice. 00:17:34
Decided to keep it restrained still to to district energy infrastructure. 00:17:38
Umm. That being said, it isn't allowed use now. 00:17:42
Umm. And so. 00:17:44
We have the site plan before us. 00:17:46
You can see I'll show you just to give you a reference of where This site is located. 00:17:47
This right here, this blue street is Main Street in the new grocery store is block 4D. 00:17:52
And then the the District energy temporary plant is going to be located right here on. 00:17:57

Going through the site plan, it meets all of our requirements for the. 00:18:08
The special profit zoning district as you you recall the the language of the zoning text amendment. 00:18:13
Says that they don't have to fall in a series, that the architectural standards of that and. 00:18:18
Because it is a utilitarian infrastructure. 00:18:23
Umm that being said, they they are doing a good job of. 00:18:25
Greening the project as well as. 00:18:28
Providing adequate landscaping and parking for the project. 00:18:30
Umm And so the one condition that we did have is we analyze this is is to indicate. 00:18:33
These parking stalls here. 00:18:38
Umm, if if they were stripes they would block off the the access to these garage doors that that are needed. 00:18:40
Umm and so we wanted the the applicant which. 00:18:46

To address whether they don't strike those, whether to put signage up that says. 00:18:50
You know, utility parking only or something. We just want to make sure that. 00:18:54
If and when a building is built near this that. 00:18:57

Uh, the sexually oriented business part is. 00:24:33

Uh, sexually oriented businesses are a conditional use in the manufacturing district. 00:24:44
Uh, every city has to provide, has to allow a place for that and that is where. 00:24:50
Vineyard had said in our zoning code to allow them. 00:24:55
And we are seeking to amend the municipal code because we don't have anything. 00:24:59
Currently in the municipal code addressing sexually oriented businesses and we want to have. 00:25:04
The code there to regulate them if anyone comes in to apply for that. 00:25:10
So that's just to provide context for. 00:25:15
Uh, what we're talking about today and. 00:25:18
With massage because that is something that you will be considering. 00:25:20
Uh, we are proposing to amend the municipal code. 00:25:23
Umm for massage and energy therapy we currently have. 00:25:27
Uh, a chapter, but it's outdated and very inadequate and we wanna put in something that's more thorough, more. 00:25:32
More involved, more robust. 00:25:39
And uh. 00:25:41
The other piece here that the city attorney, Jamie Blakesley, asked me to present for your consideration. 00:25:43
And this is where the zoning code comes in. 00:25:50
Is for you to consider whether or not we want to change it to be a prohibited use. 00:25:52
To have a massage. 00:25:59
Therapy business. 00:26:01
Out of a as a home occupation. 00:26:02
Uh, currently it's, uh, it's allowed. There's nothing, uh, prohibiting it in the zoning code. 00:26:05
In fact, we have one massage therapy business, Umm. 00:26:10
That has had a business license since July of 2020. 00:26:15
