| This town that we live in. | 00:00:30 | |

| We pray that fellow bless us too. | 00:00:37 | |
| Be able to address. | 00:00:40 | |

| We are so very grateful. | 00:00:50 | |
| For all of the blessings that we have in this, we pray for in the name of Jesus Christ, Amen. | 00:00:53 | |
| Alright, Dan, that's if you're able. | 00:00:58 | |
| I pledge allegiance to the flag of the United States of America. | 00:01:05 | |
| And to the Republic for which it stands. | 00:01:10 | |
| One Nation. | 00:01:12 | |
| I saw individuals. | 00:01:14 | |
| Wonderful. OK, We will move on to item number 2, which are our presentations, recognitions, awards. | 00:01:20 | |
| And even proclamations if we have them, we do have an item, item 2.1, which is the 400 S bike lane and re striking project | 00:01:28 | |
| presentation. | 00:01:33 | |
| So I will turn the time over to staff to give that presentation. | 00:01:38 | |
| Yeah, if you could, uh, bear with me. | 00:01:44 | |
| 2nd to pull everything up. | 00:01:46 | |
| So I'll be talking a little bit about umm. | 00:02:26 | |
| The 400 S. | 00:02:29 | |
| Striping. | 00:02:30 | |
| 2nd. | 00:02:35 | |
| This is a. This is a project that we did in conjunction with. | 00:02:38 | |
| Orem City. | 00:02:42 | |
| On the uh. | 00:02:43 | |
| The striping you've actually already in place? It was. | 00:02:46 | |
| It was done with a with. | 00:02:50 | |
| Uh, more of a temporary paint. | 00:02:52 | |
| That. | 00:02:55 | |
| It doesn't hold up as well. | 00:02:56 | |
| That Orem City wanted to get something down. | 00:02:59 | |
| Uh, really quick. | 00:03:02 | |
| And so, uh. | 00:03:06 | |
| Sorry. | 00:03:10 | |
| Just pull this up. | 00:03:11 | |
| There it is. | 00:03:16 | |
| OK. | 00:03:17 | |
| So, um. | 00:03:20 | |
| Just to give a little background. | 00:03:22 | |
| Umm 400 S. | 00:03:25 | |
| It's been. | 00:03:27 | |
| Topic of discussion. | 00:03:28 | |
| Recently for safety issues. | 00:03:30 | |
| Particularly pedestrian safety. | 00:03:33 | |
| And and Vineyard and Orem is. | 00:03:37 | |
| Are very aware of that and we've been working together to try to find solutions to make it a a safer. | 00:03:40 | |
| OK. For Rd. | 00:03:45 | |
| On top of that. | 00:03:48 | |
| We are also extending 400 S. | 00:03:50 | |
| From Main Street to. | 00:03:56 | |
| Uh, to uh, where it connects into Sleepy, where the sleepy Ridge, uh, entrance is. | 00:03:59 | |
| And with that. | 00:04:06 | |
| We've we've kind of come up with a cross section. | 00:04:08 | |
| This is a cross section of the road. | 00:04:11 | |
| Kind of the the. | 00:04:15 | |
| East part of the extension as it comes in. | 00:04:16 | |
| Close to that sleepy Ridge area. | 00:04:19 | |
| Umm and Hold Away by Holdaway Rd. | 00:04:22 | |
| So this is the cross section where you come up with basically just A2 lane Rd. with bike lanes. | 00:04:26 | |
| Pretty simple. | 00:04:31 | |
| Umm, and so the, the there's we show a trail on on the north side of the road. | 00:04:32 | |
| To match what is. | 00:04:40 | |
| Is already happening. | 00:04:42 | |
| Farther east on 400 S and. | 00:04:43 | |
| Can probably look at that a little bit. | 00:04:45 | |
| In a minute. | 00:04:47 | |
| And then this side is just existing. | 00:04:48 | |
| The existing park strip. | 00:04:51 | |
| So with that Oram. | 00:04:54 | |
| Put together the. | 00:04:57 | |
| Orem City put together these drawings. | 00:04:58 | |
| Um, and they, they match. | 00:05:01 | |
| That same cross Section 2 lane Rd. with. | 00:05:04 | |
| With my plane. | 00:05:07 | |
| Simple, and as you can see, we already have this trail on the north side established. | 00:05:08 | |
| And similar similar, just a park strip and sidewalk on the South side established. | 00:05:15 | |
| So forums, can you put these plans together? | 00:05:21 | |
| Basically eliminating. | 00:05:25 | |
| The center median lane you can kind of see. | 00:05:28 | |
| Saint Saintly, where the center median used to be. | 00:05:30 | |
| So that was removed and and restriped with. | 00:05:35 | |
| With a striking. | 00:05:38 | |
| I'll just kind of go down. | 00:05:40 | |
| The drawing a little bit just to show. | 00:05:42 | |
| It's it's basically. | 00:05:44 | |
| This is this is more of the Vineyard portion closer to Holdaway Rd. | 00:05:47 | |
| This is by one of the park entrances. | 00:05:52 | |
| And then here is the intersection with the park. | 00:05:57 | |
| And I'll, I'll show you another plan of what we're doing here. We're. | 00:06:01 | |
| Working on a project with Orem City and UDOT as well. | 00:06:06 | |
| To to realign this, I'll show you plan in in a second here. | 00:06:11 | |
| And then this is more kind of on the the Orange City side. | 00:06:15 | |
| Where they pick up parking on on this side of. | 00:06:19 | |
| The north side of this. | 00:06:22 | |
| The Street. | 00:06:23 | |
| Um, and then there's the the school. | 00:06:25 | |
| Drop off area. | 00:06:28 | |
| Kind of the same thing going through there. | 00:06:34 | |
| And then this is out more towards Vineyard. | 00:06:37 | |
| Road. It's Patrick, just on a cool drop off area. | 00:06:40 | |
| Could you maybe elaborate? Just a lot of that comes to the Planning Commission will know the parking or the drop off area when | 00:06:44 | |
| it's not school hours. | 00:06:47 | |
| That that'll be open for. | 00:06:51 | |
| Yeah, this is this is used for parking during when, when it's not school hours. Yeah, this is open for parking for park events. | 00:06:54 | |
| When there when there's events. | 00:07:04 | |
| The park, uh. | 00:07:06 | |
| Gets quite full and so people park over on. | 00:07:08 | |
| On this side of the tree as well and in the the school parking lot. | 00:07:12 | |
| Um, with that. | 00:07:17 | |
| I I will mention a little bit. | 00:07:20 | |
| This this basically over here just matches what? | 00:07:22 | |
| Already happening and leading up to Geneva. | 00:07:25 | |
| But with that. | 00:07:29 | |
| Umm, I I. | 00:07:30 | |
| Will point out that. | 00:07:31 | |
| Uh, we have. | 00:07:33 | |
| Pre before any of this happened, so a while back we we. | 00:07:35 | |
| Requested. | 00:07:40 | |
| Orem City to red stripes the curb. | 00:07:42 | |
| Along here, because there was, there's never been. | 00:07:45 | |
| It's never been a legal. | 00:07:49 | |
| Thanks for parking along the street. | 00:07:50 | |
| West of the park entrance. | 00:07:53 | |
| They have the parking on the on the street. | 00:07:55 | |
| To the east here. | 00:07:58 | |
| But we know that there's been illegal parking along the street. | 00:08:00 | |
| Down in this area. | 00:08:04 | |
| And so we've we've already previously requested that that area be registered. | 00:08:06 | |
| If it's not currently registered, what signage? | 00:08:11 | |
| Does exist to show that it's legal? | 00:08:13 | |
| Umm, I don't know if there's any. | 00:08:16 | |
| Signage. | 00:08:19 | |
| OK, it's it's clearly not a parking spot right right now. | 00:08:20 | |
| Yeah, this, this kind of. | 00:08:23 | |
| There's a little red stripe feeling right there, yeah. | 00:08:26 | |
| So we just need to. | 00:08:29 | |
| Apply a new layer. | 00:08:30 | |
| Yeah, got it. | 00:08:32 | |
| Right now. | 00:08:34 | |
| So as of now with this striking. | 00:08:35 | |
| There's a bike lane there, so if you do park. | 00:08:38 | |
| On the side of the street there you're. | 00:08:42 | |
| For you in the Bike Ranger. | 00:08:43 | |
| Umm, I also want to point out that, uh, we've also had discussions with Orem City about expanding the. | 00:08:45 | |
| The parking lot for the for the park. | 00:08:53 | |
| Can accommodate the the math. | 00:08:56 | |
| Amount of. | 00:08:58 | |
| Uh, parking that's required for the for their events and whatnot. | 00:09:00 | |
| Wherever they expand that into. | 00:09:04 | |
| So they take up some of the park then? | 00:09:06 | |
| This section of. | 00:09:08 | |
| Grass, tentatively. | 00:09:10 | |
| Yeah, and I don't. | 00:09:14 | |
| I don't know if Brian wants to say, but. | 00:09:15 | |
| Say anything but uh. | 00:09:17 | |
| Correct me if I'm wrong. | 00:09:20 | |
| Yeah, I guess I can just say. | 00:09:23 | |
| I don't have a cursor, but yeah, right. Whereas cursor is right now that's where Orem. | 00:09:25 | |
| UH shown interest in extending their parking. | 00:09:29 | |
| And Patrick, if you can show the the flag lot. | 00:09:33 | |
| Just. | 00:09:36 | |
| Farm City bought. | 00:09:37 | |
| With that parcel as well. | 00:09:39 | |
| Yeah. So they most likely future plans would incorporate that at some level either for. | 00:09:41 | |
| Field space that's lost from right. That's helpful timeline for that. Have they given any indication? I know that's a funny | 00:09:47 | |
| question. Uh-huh. | 00:09:51 | |
| Brand number for the parking. | 00:09:56 | |
| But have they given any kind of indication for that? | 00:09:58 | |
| Um, so as far as that goes with. | 00:10:01 | |
| The area where they want to extend the parking lot. | 00:10:04 | |
| That is Vineyard City owned. | 00:10:07 | |
| And so we are. | 00:10:09 | |
| Working to figure out. | 00:10:12 | |
| An agreement there since Vineyard. | 00:10:14 | |
| Owns about 1/3 of that. | 00:10:16 | |
| Park umm, there's potential for us to. | 00:10:18 | |
| Uh, get usage of that part or. | 00:10:22 | |
| There's other options as far as expanding our recreation so. | 00:10:24 | |
| Were in the process of. | 00:10:28 | |
| Of getting that all worked out and we hope to have something in place by the end of this year. | 00:10:30 | |
| Great. Thank you. | 00:10:34 | |
| Thank you, Brian. | 00:10:38 | |
| And then I I mentioned this intersection here. | 00:10:40 | |
| Where right now it's the. | 00:10:45 | |
| Funky configuration where the. | 00:10:46 | |
| It just doesn't line up. | 00:10:49 | |
| So we've also had a project. | 00:10:50 | |
| Going on. | 00:10:52 | |
| Uh, to realign that. | 00:10:55 | |
| And put a traffic signal at that location. | 00:10:57 | |
| So this is a really nice concept drawing of. | 00:11:00 | |
| Of what it will look like. | 00:11:03 | |
| At the end. | 00:11:04 | |
| Uh, so, uh, traffic signals. Umm. | 00:11:06 | |
| The crosswalks will essentially stay the same or we have to do a little bit of curb work. | 00:11:11 | |
| Uh, to allow turn radius but. | 00:11:16 | |
| Uh, it's essentially the same, but. | 00:11:21 | |
| We're just bringing that entrance. | 00:11:23 | |
| To the park in. | 00:11:26 | |
| Aligned and then. | 00:11:27 | |
| They will retain. | 00:11:29 | |
| Kind of this section. | 00:11:31 | |
| And and do. | 00:11:33 | |
| Turn pockets. | 00:11:34 | |
| For that. | 00:11:35 | |
| We are also. | 00:11:45 | |
| Kind of trying to just. | 00:11:47 | |
| Come up with any way we can make this? | 00:11:49 | |
| This road safer? | 00:11:51 | |
| We're also looking at options. Actually, you can kind of see a little bit here. | 00:11:53 | |
| We have another funky alignment. | 00:11:57 | |
| With Vineyard Rd. and this parking lot or Vineyard Elementary. | 00:12:00 | |
| It's just a weird configuration. So Orem City has already. | 00:12:05 | |
| Looked into. | 00:12:10 | |
| Um, some possibilities there. | 00:12:11 | |
| And and we. | 00:12:15 | |
| We fully support it, um. | 00:12:17 | |
| But there's there's some options that maybe. | 00:12:20 | |
| Either closing this off. | 00:12:22 | |
| Or making a write in write out. | 00:12:24 | |
| Something like that and just. | 00:12:26 | |
| Changing the entrance of this parking lot, but then also. | 00:12:28 | |
| With that we can we can possibly put a crosswalk at this location. | 00:12:31 | |
| Uh, so we're. | 00:12:36 | |
| We currently have some consultants looking into a. | 00:12:37 | |
| Doing a study to. | 00:12:40 | |
| To see if that would be a safe location, if it would affect. | 00:12:42 | |
| The intersection at Geneva, OR. | 00:12:47 | |
| Affect anything else? | 00:12:50 | |
| So that study is is currently. | 00:12:51 | |
| Uh, being put together right now. | 00:12:54 | |
| So any questions on all that? That was awesome. Thank you so much. | 00:12:56 | |
| Any questions by members of the Planning Commission? | 00:13:01 | |
| OK, umm, I have some questions actually about that last. | 00:13:05 | |
| And affection you showed, since that is one of the more perilous ones. What are the options or ideas for making a little bit | 00:13:07 | |
| safer? | 00:13:11 | |
| Making it easier to get out. | 00:13:15 | |
| Yeah, so. | 00:13:17 | |
| Uh, like I was saying, we, we could. | 00:13:18 | |
| Possibly. This would have to be in conjunction with the school of course, but we could possibly change their entrance. | 00:13:20 | |
| They either close it off. | 00:13:27 | |
| Or make it a write in write out so. | 00:13:29 | |
| One of the one of the weird. | 00:13:31 | |
| Maneuver that. | 00:13:33 | |
| What's happening is. | 00:13:35 | |
| People are coming down. | 00:13:36 | |
| Headed West. | 00:13:38 | |
| Getting in this left turn pocket and and trying to turn in. | 00:13:39 | |
| Into this parking lot, but they have to cross the entire intersection to do that. | 00:13:43 | |
| Which is just not an ideal maneuver. Mm-hmm. | 00:13:47 | |
| So, so there's definitely that. | 00:13:50 | |
| We, we, we also are looking at that crosswalk. | 00:13:53 | |
| We're also looking at. | 00:13:57 | |
| Possibly doing some kind of monument or something to. | 00:13:59 | |
| Draw people's attention that there's a there's. | 00:14:02 | |
| There's an intersection coming up, OK. | 00:14:06 | |
| Kind of, yeah. Because even if you align the parking lot, I don't really see how that remediates the issue of like. | 00:14:08 | |
| When you're trying to turn out last and you're people coming down the hill from the light really quickly, it's. | 00:14:13 | |
| Really dangerous. And then if you're back in traffic, up from the other way. | 00:14:19 | |
| It just and but it's too close to the light. Obviously have another light so it just ends up being. | 00:14:22 | |
| One of the effective ways in and out of the city, but. | 00:14:28 | |
| It just gets really bogged. | 00:14:32 | |
| Down there. | 00:14:34 | |
| Patrick Somnath, would you be with someone next to, I think even the right turn? | 00:14:39 | |
| Uh, that parking lot, I've seen this complex there because since you're not aligned. | 00:14:43 | |
| Mm-hmm. On dinner Rd. train left. | 00:14:48 | |
| Yeah, you're looking like this and you're. And then there's a car. | 00:14:50 | |
| Over here turning right and I've had that happen me like you're in that left hand turn movement and then you see a car. | 00:14:54 | |
| Yeah. | 00:15:00 | |
| It's just a bad spot. Yeah, it's and it seems continuously confusing for everyone who kind of has the right of way. Umm, because | 00:15:01 | |
| the traffic flow is so awkward. | 00:15:06 | |
| So what was Naseem saying? I'm so sorry. And he was saying that we also have in our transportation master plan to do AU dot. | 00:15:11 | |
| Safety study on the intersection at Geneva. | 00:15:17 | |
| OK. To assess the intersection, this intersection as well? | 00:15:20 | |
| So it says. | 00:15:25 | |
| But both the intersections, we can do a safety study on both. | 00:15:26 | |
| And so they'll they'll look at. | 00:15:31 | |
| Car maneuvers and and. | 00:15:33 | |
| Queuing lengths and things like that. | 00:15:35 | |
| Umm, and and. | 00:15:37 | |
| Maybe from that we can we can get some. | 00:15:39 | |
| Some more information that we can use. | 00:15:41 | |
| OK, so I understand. | 00:15:43 | |
| Seems even like the bike lane itself. | 00:15:46 | |
| Would be. | 00:15:48 | |
| Concerning with all those different elements without having that. | 00:15:48 | |
| OK, I wouldn't want a bike in that area. | 00:15:52 | |
| So, umm. | 00:15:55 | |
| Sure, you spell that. | 00:15:56 | |
| Thank you. | 00:15:57 | |
| Awesome. | 00:15:59 | |
| Thank you, Patrick. | 00:16:01 | |
| Appreciate it. Yeah. | 00:16:01 | |
| Alright, we'll move on now to item number 3, which are public comments. | 00:16:03 | |
| So if there's any members of the public who would like to provide comment on any item not on the agenda. | 00:16:08 | |
| Now is your time to do so. | 00:16:13 | |
| So speak now. | 00:16:16 | |
| OK, seeing none. | 00:16:19 | |
| You lost your chance. Public comment is over. | 00:16:22 | |
| Uh, so we will now head on to our next item. | 00:16:24 | |
| Which is #4 our consent item, which only has one item. | 00:16:28 | |
| Which is the approval of our October 1st Planning Commission meeting minutes. | 00:16:31 | |
| Uh, does anyone have any questions? And if no questions, is there a motion? | 00:16:35 | |
| Uh, all right, I'll find a motion over here. | 00:16:41 | |
| Do we have a second? | 00:16:44 | |
| 2nd and we have a second. All in favor say aye. | 00:16:45 | |
| All right, any opposed? | 00:16:48 | |
| Alright, unanimously consented to OK. | 00:16:51 | |
| Item number 5 is our business items. | 00:16:54 | |
| Uh, so we have. | 00:16:56 | |
| Site plan application for a temporary district energy plant. | 00:16:58 | |
| So we'll pass the time on to. | 00:17:02 | |
| Stuff. Good evening. We have just a brief staff report on this. | 00:17:05 | |
| Umm, this is a district energy plant which we've. | 00:17:11 | |
| Kind of introduced. | 00:17:13 | |
| To the the Planning Commission and City Council over the past few weeks as we've. | 00:17:14 | |
| Had to go through some zoning text amendments to allow this type of use in in the, uh, efacity. | 00:17:18 | |
| Uh, development. Umm. | 00:17:23 | |
| And so it it did the the language state improved through City Council to allow this this type of use. I do want to mention. | 00:17:25 | |
| I believe the Planning Commission wanted to be kind of a broader. | 00:17:30 | |
| Uh, term. | 00:17:33 | |
| But the Council through our legal advice. | 00:17:34 | |
| Decided to keep it restrained still to to district energy infrastructure. | 00:17:38 | |
| Umm. That being said, it isn't allowed use now. | 00:17:42 | |
| Umm. And so. | 00:17:44 | |
| We have the site plan before us. | 00:17:46 | |
| You can see I'll show you just to give you a reference of where This site is located. | 00:17:47 | |
| This right here, this blue street is Main Street in the new grocery store is block 4D. | 00:17:52 | |
| And then the the District energy temporary plant is going to be located right here on. | 00:17:57 | |
| 17. | 00:18:02 | |
| So you can see right above my cursor there up of Dover St. | 00:18:04 | |
| Going through the site plan, it meets all of our requirements for the. | 00:18:08 | |
| The special profit zoning district as you you recall the the language of the zoning text amendment. | 00:18:13 | |
| Says that they don't have to fall in a series, that the architectural standards of that and. | 00:18:18 | |
| Because it is a utilitarian infrastructure. | 00:18:23 | |
| Umm that being said, they they are doing a good job of. | 00:18:25 | |
| Greening the project as well as. | 00:18:28 | |
| Providing adequate landscaping and parking for the project. | 00:18:30 | |
| Umm And so the one condition that we did have is we analyze this is is to indicate. | 00:18:33 | |
| These parking stalls here. | 00:18:38 | |
| Umm, if if they were stripes they would block off the the access to these garage doors that that are needed. | 00:18:40 | |
| Umm and so we wanted the the applicant which. | 00:18:46 | |
| Bronson is there tonight. | 00:18:48 | |
| To address whether they don't strike those, whether to put signage up that says. | 00:18:50 | |
| You know, utility parking only or something. We just want to make sure that. | 00:18:54 | |
| If and when a building is built near this that. | 00:18:57 | |
| The residents in that area, though, they cannot park there and block off access to that utility. | 00:19:00 | |
| So. | 00:19:06 | |
| Find the landscaping here at the. | 00:19:10 | |
| Shaurya. | 00:19:12 | |
| So you can see it's, it's pretty well surrounded by landscaping and trees to to provide that screening and then. | 00:19:17 | |
| Uh, this future phase right here will be fenced off. | 00:19:22 | |
| Umm. In the meantime it it will just be, I believe, uh, aggregate. | 00:19:24 | |
| Grab a lot until they're ready to expand the infrastructure over there. | 00:19:28 | |
| Wonderful. | 00:19:32 | |
| Is that everything? Yeah, that's I'll stop at. | 00:19:34 | |
| OK, uh. | 00:19:37 | |
| Commission, are there any questions for staff? | 00:19:38 | |
| Check out just one Quick thing 11 item that did come up during City Council. | 00:19:40 | |
| Was the potential to like do do wraps on and Oprah and if. | 00:19:45 | |
| If that's something. | 00:19:50 | |
| It's brought in there. If that's on you, you you'd be able to speak to because it was kind of a concern about just. | 00:19:51 | |
| Big utility. | 00:19:56 | |
| Yeah, some kind of mirror or kind of beautification. You could give an update if you have plans to do a wrap. | 00:19:57 | |
| Like a wrap, uh, on the on the facade, no around the on the structure. | 00:20:03 | |
| Yeah, yes, we were talking about. | 00:20:09 | |
| We well, I think the the baseline would be there is. | 00:20:12 | |
| One thing I'll add to that is, as you can see in the fight point here, it's just. | 00:20:21 | |
| Where is the block, is the actual building, and so it is. | 00:20:24 | |
| Surrounded, I believe, by offense. | 00:20:27 | |
| The entire perimeter of it. | 00:20:29 | |
| And so if there was, you know, on this wall right here. | 00:20:31 | |
| If there's artwork it gets. | 00:20:33 | |
| Because of the fence that's right there. | 00:20:35 | |
| Put on the the fence itself, they were talking about having some sort of like educational. | 00:20:37 | |
| Uh, material. | 00:20:41 | |
| But there may be like some super graphics. | 00:20:49 | |
| Could be a huge. | 00:20:57 | |
| OK. | 00:21:01 | |
| Any questions? | 00:21:04 | |
| For staff or the applicant. | 00:21:05 | |
| OK. It is not a notice public hearing, but if there's any members of the public that have a question on this? | 00:21:07 | |
| Uh, now is your time to ask that. | 00:21:13 | |
| OK, seeing one. | 00:21:18 | |
| That's your kid. Sorry. | 00:21:21 | |
| So are you evidence? Vineyard resident At the last Planning Commission I asked about the water shares. | 00:21:27 | |
| I wanna know where the water source will be and how many water shares were coming in. | 00:21:33 | |
| The gentleman from Corex did not have a number for me and I would like to know if we have one now. | 00:21:39 | |
| OK, don't have any idea. OK, Thank you. | 00:21:44 | |
| OK. | 00:21:48 | |
| But noted that. | 00:21:49 | |
| There was no answer for the water source water shares. | 00:21:50 | |
| Umm, OK. | 00:21:53 | |
| No other public comments. | 00:21:56 | |
| So we'll close that in the last discussion or questions. | 00:21:58 | |
| OK. | 00:22:04 | |
| Umm, seeing as this is already. | 00:22:04 | |
| Hi, real quick, Sir, we do have six members of the Planning Commission up. | 00:22:08 | |
| Tonight. | 00:22:12 | |
| Umm and we can only have 5 voting members so we just need to clarify for the record. | 00:22:13 | |
| Who is? | 00:22:17 | |
| And is not voting. | 00:22:18 | |
| OK, umm. | 00:22:19 | |
| I I believe that Bradtag is the alternate. | 00:22:21 | |
| Is an alternate. | 00:22:23 | |
| Right, all right, so. | 00:22:24 | |
| Well, pretending not here. | 00:22:25 | |
| Thanks. Bye. | 00:22:29 | |
| Bradley, stay quiet. | 00:22:31 | |
| OK. | 00:22:33 | |
| Umm, alright, I just wanted to say, uh, if this is already approved in the ordinance by the City Council, it's already approved. | 00:22:37 | |
| Zoning. | 00:22:44 | |
| Uh, there's very little I really see any issues with. City Council's already made it clear that. | 00:22:45 | |
| This is an approved use. | 00:22:52 | |
| And so I see no reason why I would get in the way of that. | 00:22:53 | |
| Umm, I think it's great. | 00:22:56 | |
| So is there any motion or other comment? | 00:22:59 | |
| So I mean, I can make a motion to please go for a moment here. | 00:23:03 | |
| Yeah, I moved to approve the site. Claim is presented. | 00:23:07 | |
| OK, any second. | 00:23:10 | |
| One second. | 00:23:12 | |
| Uh oh. | 00:23:13 | |
| I'm gonna have it. OK, there we go. | 00:23:15 | |
| Umm, all in favor say aye. | 00:23:17 | |
| All right, any opposed? | 00:23:20 | |
| Alright, it passes unanimously as presented. | 00:23:22 | |
| Too late, ma'am. Uh. | 00:23:25 | |
| I can uh. | 00:23:29 | |
| Sagar's question, I apologize. Uh, I mean, uh. | 00:23:30 | |
| For as I didn't catch your question during the last Planning Commission or if I. | 00:23:34 | |
| I take it out with your voice, but. | 00:23:38 | |
| Uh, I can, uh. | 00:23:40 | |
| Give a quick answer to your question. | 00:23:42 | |
| OK, I can do that after the meeting. | 00:23:44 | |
| Thanks. Bye. Alright. | 00:23:47 | |
| Our next item, We're now into our work sessions. As a reminder, these work sessions. | 00:23:50 | |
| None of them have. | 00:23:55 | |
| Any, uh, vote or action? | 00:23:57 | |
| This is more just for discussion and just to. | 00:24:00 | |
| Good old chat. | 00:24:03 | |
| So we'll go to our very first one. This is item 4. | 00:24:04 | |
| Uh, everything with massage and. | 00:24:08 | |
| Energy therapy establishments. | 00:24:10 | |
| Umm, etcetera. Yes, Thank you. Good evening. | 00:24:12 | |
| So what we're presenting today is. | 00:24:16 | |
| What you just said and we're. | 00:24:19 | |
| Uh, the city attorney asked me to go ahead and leave, uh, the business license appeal because that's just. | 00:24:20 | |
| That's not necessary as part of this. So that's. | 00:24:26 | |
| That will go before Council, but. | 00:24:28 | |
| Tonight what I'm presenting is. | 00:24:30 | |
| Uh, the sexually oriented business part is. | 00:24:33 | |
| For context. | 00:24:36 | |
| Uh, because there aren't any zoning code. | 00:24:37 | |
| Amendments that we're proposing. | 00:24:40 | |
| Uh, currently. | 00:24:42 | |
| Uh, sexually oriented businesses are a conditional use in the manufacturing district. | 00:24:44 | |
| Uh, every city has to provide, has to allow a place for that and that is where. | 00:24:50 | |
| Vineyard had said in our zoning code to allow them. | 00:24:55 | |
| And we are seeking to amend the municipal code because we don't have anything. | 00:24:59 | |
| Currently in the municipal code addressing sexually oriented businesses and we want to have. | 00:25:04 | |
| The code there to regulate them if anyone comes in to apply for that. | 00:25:10 | |
| So that's just to provide context for. | 00:25:15 | |
| Uh, what we're talking about today and. | 00:25:18 | |
| With massage because that is something that you will be considering. | 00:25:20 | |
| Uh, we are proposing to amend the municipal code. | 00:25:23 | |
| Umm for massage and energy therapy we currently have. | 00:25:27 | |
| Uh, a chapter, but it's outdated and very inadequate and we wanna put in something that's more thorough, more. | 00:25:32 | |
| More involved, more robust. | 00:25:39 | |
| And uh. | 00:25:41 | |
| The other piece here that the city attorney, Jamie Blakesley, asked me to present for your consideration. | 00:25:43 | |
| And this is where the zoning code comes in. | 00:25:50 | |
| Is for you to consider whether or not we want to change it to be a prohibited use. | 00:25:52 | |
| To have a massage. | 00:25:59 | |
| Therapy business. | 00:26:01 | |
| Out of a as a home occupation. | 00:26:02 | |
| Uh, currently it's, uh, it's allowed. There's nothing, uh, prohibiting it in the zoning code. | 00:26:05 | |
| In fact, we have one massage therapy business, Umm. | 00:26:10 | |
| That has had a business license since July of 2020. | 00:26:15 | |
| And. | 00:26:18 | |
| Uh, with no issues. | 00:26:20 | |
| And uh. | 00:26:22 | |
| So. | 00:26:24 | |
| What we would. | 00:26:25 | |
| Uh, what? What would happen is if you. | 00:26:26 | |
| Were to decide that you wanna. | 00:26:30 | |
| Prohibit that. | 00:26:32 | |
| What the city attorney said is that would be a policy choice that you would make a make a recommendation to City Council and then | 00:26:33 | |
| you know, they would vote on that, of course. | 00:26:37 | |
| But what? He said. | 00:26:41 | |
| Is if we allow it, it is more difficult to enforce that code. | 00:26:43 | |
| In home as a home occupation as opposed to a commercial location. | 00:26:49 | |
| And so. | 00:26:54 | |
| Uh, that would be an argument. | 00:26:55 | |
| For prohibiting it so that we don't have to enforce our code for businesses that are doing that out of the home. | 00:26:57 | |
| Uh, but he said you could also look at it the other way where you say. | 00:27:03 | |
| This is the type of massage business that we that we do want to have because. | 00:27:07 | |
| It's, I mean, there are legitimate people who do this, like our current licensee. | 00:27:11 | |
| And uh. | 00:27:15 | |
| That they're professionals and you know, this is a. | 00:27:16 | |
| I needed service in the community. | 00:27:19 | |
| And so if. | 00:27:22 | |
| Uh, and so we, you would just need the zoning code and you wouldn't be doing anything because there'd be no changes to the zoning | 00:27:23 | |
| code. | 00:27:26 | |
| So that is. | 00:27:30 | |
| Uh, what I'm presenting for you today and want to see if you have any questions, first of all, and then secondly, what your | 00:27:32 | |
| discussion is, what your thoughts are. | 00:27:35 | |
| On what direction we wanna do in the call? | 00:27:40 | |
| Great. Thank you. So you'd like our discussion to? | 00:27:42 | |
| Really be focused on just that, home based. | 00:27:45 | |
| Licensing. Uh. | 00:27:48 | |
| That's yeah. That's the question that's before you tonight. OK. Thank you for clarifying that. | 00:27:49 | |
| Umm is it OK if I already defer from what you? | 00:27:54 | |
| Explicitly just told us to do. | 00:27:58 | |
| OK, umm massage and energy therapy establishment umm. | 00:28:01 | |
| For the sake of what you're asking for, do we need to? | 00:28:06 | |
| Really know the difference between them or? | 00:28:09 | |
| Maybe give a definition of what an energy therapy establishment is? | 00:28:11 | |
| Yeah, I have that here. | 00:28:14 | |
| And that is? | 00:28:17 | |
| Going to be in the municipal code update. | 00:28:18 | |
| The, uh, definitions for that. And if we did update the zoning code, we would add that to 15.60 the definition. | 00:28:21 | |
| So the energy therapy establishment. | 00:28:29 | |
| Energy therapy is a field of alternative medicine that claims healing energy may be channeled through a patient's body or another | 00:28:32 | |
| individual to yield positive results. | 00:28:37 | |
| The practice includes 2 variants relevant to this chapter. | 00:28:41 | |
| A hands on variant involving physical contact. | 00:28:45 | |
| Including through the use of instruments and a hands off or distant variant which involves. | 00:28:49 | |
| No physical contact except for from the neck up. | 00:28:55 | |
| Or on the hands, forearms, or feet. | 00:28:59 | |
| So. | 00:29:02 | |
| You could even break that down, you know, hands on. | 00:29:02 | |
| Could be treated just like massage. | 00:29:05 | |
| You know it's. | 00:29:07 | |
| It's the same because it is hands on. | 00:29:08 | |
| And then hands off. You could delineate between the two. | 00:29:11 | |
| Now fully understand why it's included in the same. | 00:29:14 | |
| Thanks. So thank you for that. Yeah, that's definitely use that we're seeing on on the rise quite, quite a bit so. | 00:29:17 | |
| I could imagine. | 00:29:22 | |
| So maybe, yeah, just. | 00:29:24 | |
| Questions, uh. | 00:29:26 | |
| Red light therapy. | 00:29:28 | |
| Uh, cold plunges. | 00:29:30 | |
| Uh, those types of things. | 00:29:32 | |
| That doesn't fit under the definition of massage. | 00:29:35 | |
| Well under like therapy establishment. | 00:29:39 | |
| That might be one of the hands. | 00:29:41 | |
| OK, therapy establishment maybe just like. | 00:29:43 | |
| For example, we have the deliberate Wellness. | 00:29:45 | |
| Studio, Vineyard and. | 00:29:48 | |
| They do some of those kinds of therapies and I haven't. | 00:29:50 | |
| What perimeter are they operating under just as a service related business license, OK. | 00:29:54 | |
| Cold plunges. | 00:30:00 | |
| OK. Any other questions? | 00:30:02 | |
| Umm, he went up. | 00:30:05 | |
| Yeah, I do, yeah. | 00:30:07 | |
| The massage. | 00:30:09 | |
| Parlor equal sexual oriented. | 00:30:13 | |
| In theory, no. | 00:30:17 | |
| But in my business licensing. | 00:30:19 | |
| Conferences whenever like Taylorsville or West Valley when you have to bring up. | 00:30:21 | |
| Massage parlor, they all kind of have a big reaction because there's so much. | 00:30:25 | |
| So much criminal activity that it is associated with it and a lot of those. | 00:30:30 | |
| Cities, what they end up doing is. | 00:30:34 | |
| If they have a business license application for a massage parlor. | 00:30:36 | |
| Within two weeks of them issuing that business license, they send the police. | 00:30:39 | |
| And to do a sting. And they almost always have. | 00:30:44 | |
| To shut them down or have a less. | 00:30:47 | |
| Or, you know, whatever their process is. So yeah, that is a problem. | 00:30:49 | |
| Which is why we want to. | 00:30:52 | |
| Regulate this more strictly than what our current code. | 00:30:54 | |
| So any any. | 00:30:58 | |
| Massage therapy. | 00:31:00 | |
| Business opening up will have a sexually oriented no, no no no it it runs the risk. | 00:31:01 | |
| Yeah. And so it's flagged as something to monitor because there may be illegal activity occurring. | 00:31:07 | |
| We our code currently has crazy restrictions. | 00:31:13 | |
| On Sexually Oriented. | 00:31:15 | |
| Businesses. | 00:31:17 | |
| It those same restrictions are not on. | 00:31:18 | |
| Places of massage or energy therapy establishment. | 00:31:21 | |
| Well, actually we don't. We don't even have a sexually oriented business code in our municipal code, and that's the restriction. | 00:31:24 | |
| Meaning often industrial zones. Yeah, I apologize. I understand. OK. | 00:31:30 | |
| Yeah. So because they are closely. | 00:31:35 | |
| Correlated. | 00:31:38 | |
| They don't have the same definition, but yeah, there there is overlap. | 00:31:39 | |
| So we do want to strictly regulate. | 00:31:43 | |
| Yes, forgive my ignorance, what is an example of a sexually oriented business in Utah County? | 00:31:46 | |
| I only know of 1's in Salt Lake County. Do we have any in town? | 00:31:53 | |
| I mean, we stores that sell certain products we didn't use. | 00:31:58 | |
| I, I think there's, I think there's like like like sometimes you get like I, I don't know if like the umm, there's like an adult | 00:32:03 | |
| stores and things like that. I think think we might have one or two. | 00:32:08 | |
| Salt Lake. | 00:32:14 | |
| Have them and they're. | 00:32:15 | |
| The ones that we saw were umm. | 00:32:17 | |
| Located in like the industrial district. | 00:32:20 | |
| Umm, so I I so I I I don't know if you have any like very traditional ones. | 00:32:23 | |
| That are located in in Utah County. There's a list of definitions in here too. | 00:32:27 | |
| Right now that I'm remembering it, I believe there is a boutique or something. | 00:32:33 | |
| What is it? Spanish Forb? | 00:32:38 | |
| Uh, that would be. | 00:32:41 | |
| Classified based on the definition like. | 00:32:43 | |
| Thanks. | 00:32:55 | |
| Any other questions clarification before we have this discussion? | 00:32:56 | |
| I have. | 00:33:03 | |
| One umm, is there any precedent? | 00:33:04 | |
| From other cities that have. | 00:33:07 | |
| Prohibited massage therapy home based businesses. | 00:33:08 | |
| Have there any cities gotten any legal challenges? | 00:33:12 | |
| With that, that you're that is a good question. I can take that. I can ask the city attorney about that. | 00:33:15 | |
| But I would have. I would think that if. | 00:33:20 | |
| There, there were. He would. | 00:33:22 | |
| Giving me more information on that. | 00:33:24 | |
| To present to you. | 00:33:25 | |
| So. But I will find out if there's anything OK. | 00:33:27 | |
| Yeah, yeah, I I'd like to know that my initial. | 00:33:30 | |
| Reason behind that? | 00:33:35 | |
| And then I'm not forgetting it. I just wanna give my reason for that. | 00:33:36 | |
| Is kind of the approach of if we already have? | 00:33:39 | |
| Someone who's operating and they have 0. | 00:33:43 | |
| History or record? | 00:33:45 | |
| Of breaking these restrictions. | 00:33:46 | |
| I'm reluctant. | 00:33:48 | |
| That create. | 00:33:51 | |
| Those restrictions if you don't have any record of it. | 00:33:52 | |
| Being an issue. | 00:33:55 | |
| Just my only thought with that. | 00:33:56 | |
| That's similar to my Fi. My question was what happened? | 00:33:58 | |
| To that person. | 00:34:01 | |
| Does currently have that license? Are they in any way negatively? | 00:34:03 | |
| It would be grandfathered in OK. | 00:34:07 | |
| Mm-hmm. Unless. | 00:34:11 | |
| They at anytime need to amend. | 00:34:12 | |
| That permit. | 00:34:14 | |
| Right. | 00:34:15 | |
| If they need to go in and say. | 00:34:16 | |
| I'm increasing the square. | 00:34:18 | |
| Footage of what I'm doing for my home. | 00:34:19 | |
| That would then be triggered saying, yeah, we have, uh, we have, uh. | 00:34:21 | |
| Basically it's a law, lawful, non conforming use. | 00:34:24 | |
| So it's waffle because of the. | 00:34:28 | |
| Uh, you know a lot allowed before the coaching. | 00:34:29 | |
| So that they expand and apathol those provisions. | 00:34:32 | |
| Of of whatever the current plan is. | 00:34:35 | |
| Yeah, my opinion is if we. | 00:34:40 | |
| Currently don't have. | 00:34:43 | |
| An issue with it. I prefer not to do anything. | 00:34:43 | |
| Uh, but that's just maybe. | 00:34:46 | |
| I agree. | 00:34:47 | |
| David yourself. | 00:34:50 | |
| Yeah, I. | 00:34:53 | |
| I tend to agree with you on that. | 00:34:54 | |
| If umm. | 00:34:56 | |
| I'm not sure any good is going to come from. | 00:35:03 | |
| Right now. | 00:35:05 | |
| OK, Yeah. | 00:35:07 | |
| I'd have to say that. | 00:35:08 | |
| Great. Thanks. Brad, do you have any thoughts? | 00:35:10 | |
| Sure. | 00:35:12 | |
| That's only in vote, just about doesn't the work section. | 00:35:15 | |
| I like I don't get in the soft business for 17 employees and. | 00:35:20 | |
| I don't. | 00:35:26 | |
| Be like why it has to begin. | 00:35:27 | |
| Sexually oriented. | 00:35:29 | |
| The only thing you'd ever did was cost me 50 grand a year in the appearance. | 00:35:30 | |
| Yeah. So except for the risk, right? | 00:35:34 | |
| Whereas we have. | 00:35:38 | |
| Four of those undercover police officers in our business and Warren. | 00:35:39 | |
| We have 0. | 00:35:42 | |
| I don't think I'm worried about that. | 00:35:44 | |
| Yeah, alright. | 00:35:47 | |
| I don't think it's as big of a deal. | 00:35:48 | |
| This text amendment makes it sound. | 00:35:51 | |
| OK. | 00:35:54 | |
| Alright. | 00:35:55 | |
| OK, Natalie. | 00:35:57 | |
| Umm, my thoughts on this. | 00:36:01 | |
| Affirm everything that's inside, but obviously also from getting some stronger outlines for the other. | 00:36:03 | |
| We're standing since we don't really have anything specified for other section oriented businesses that are. | 00:36:10 | |
| Clearly like in that description description list. | 00:36:15 | |
| We will wanna hold them to that. | 00:36:19 | |
| That standard. So if we're able to split that then. | 00:36:21 | |
| So how do you mean? Can you clarify we were talking about because what we're talking about being impact would be having to be in a | 00:36:24 | |
| commercial space, right, not in a home? | 00:36:29 | |
| That would be it wouldn't allow home base. | 00:36:35 | |
| Right. So we require them to be in a commercial district, but would this allow then somebody who wanted to come open? | 00:36:37 | |
| An adult store out of your home? No, that's what I'm saying. OK, this is only. | 00:36:43 | |
| That's right, yeah. | 00:36:49 | |
| OK. | 00:36:50 | |
| OK. | 00:36:53 | |
| Again, it's not a public hearing, but if there's. | 00:36:54 | |
| Any member of the public that has an opinion that's. | 00:36:57 | |
| They'd like voiced on this. | 00:37:00 | |
| By all means, now is your time to do so. | 00:37:01 | |
| Yeah. And if I can just add quickly while you're coming up, the city does of course recognizes that massage therapy is a | 00:37:03 | |
| completely legal. | 00:37:07 | |
| Profession it's. | 00:37:11 | |
| Doppel. They're Doppel certified. | 00:37:12 | |
| As well as recently, Doppel has added that they will be doing licenses for establishment, not just for the. | 00:37:15 | |
| Uh, practitioners, that's like what they have done up until now. And so there are already going to be added extra layers. | 00:37:22 | |
| Of regulations to that, that that. | 00:37:28 | |
| Will help out as well so. | 00:37:32 | |
| There's there's no hostility here towards. | 00:37:34 | |
| Massage. But we just want to make sure that we have good regulations in place. | 00:37:37 | |
| Thank you for clarifying that. | 00:37:41 | |
| Right, great. You can click comments uh, as far as uh home based occupation. | 00:37:42 | |
| It might be worth considering that only the homeowner is able to do that instead of having employees. | 00:37:46 | |
| Come to. | 00:37:51 | |
| Participation. Umm. | 00:37:52 | |
| And then the other thing is, uh, if people are gonna do illegal activities, they're gonna do illegal activities. It doesn't matter | 00:37:54 | |
| what you guys permit. | 00:37:57 | |
| So I. | 00:38:00 | |
| But I I agree with what you guys have said that. | 00:38:01 | |
| If there aren't issues with it. | 00:38:05 | |
| Now with people that are doing it legally then. | 00:38:07 | |
| Find change things. | 00:38:09 | |
| OK, thanks. | 00:38:11 | |
| One else OK. | 00:38:12 | |
| Thank you, Doria. | 00:38:16 | |
| Umm, as far as sexually oriented business, though, I hope that you would, really. | 00:38:18 | |
| Make it clear that they have to be within that parameter. | 00:38:24 | |
| Of not infringing on. | 00:38:28 | |
| Children's spaces. | 00:38:30 | |
| Schools. Churches. | 00:38:32 | |
| You know, other establishments. | 00:38:33 | |
| With it being in the manufacturing area. | 00:38:36 | |
| Firesat Coconut Cove. | 00:38:39 | |
| Playgrounds for children. | 00:38:40 | |
| I hope it's not going to be. | 00:38:42 | |
| That manufacturing disket. | 00:38:44 | |
| This district is not gonna be anywhere close to something like that. | 00:38:45 | |
| Umm, I hope that we would maintain a community high community standard. | 00:38:51 | |
| As far as? | 00:38:56 | |
| This umm, options. | 00:38:57 | |
| Thank you. | 00:38:58 | |
| Alright. | 00:39:02 | |
| No others. Thank you. | 00:39:04 | |
| Umm, I'd like to follow up with both of those public comments. Have you ring in if possible. So first, when it comes to. | 00:39:05 | |
| To the home occupation permit. | 00:39:11 | |
| Are there restrictions on employees operating within the home or is it? | 00:39:14 | |
| Held strictly just to. | 00:39:19 | |
| The homeowner. | 00:39:20 | |
| So it's a homeowner and each home occupation is allowed within our zoning code currently is allowed one. | 00:39:22 | |
| Non resident. | 00:39:28 | |
| Employee. | 00:39:30 | |
| So it doesn't limit the number of resident employees. | 00:39:31 | |
| Like it's the one you know the the spouse or. | 00:39:35 | |
| Adult child or something is helping with the business. | 00:39:38 | |
| But only one non resident employee OK. | 00:39:41 | |
| So, OK, um. | 00:39:44 | |
| That may be something worse. | 00:39:46 | |
| Considering. | 00:39:48 | |
| To include with that, I appreciate prices. | 00:39:49 | |
| Comment on that. | 00:39:52 | |
| Again, this is work session if it's. | 00:39:54 | |
| Going back to the Council no matter what. | 00:39:56 | |
| I absolutely think that's something for them to discuss. | 00:39:58 | |
| Also, are there restrictions on number of customers and frequency of customers? | 00:40:02 | |
| For the massage in home or just how much? It's by appointment only and one customer at a time, meaning one car at a time. Got it. | 00:40:07 | |
| So. | 00:40:16 | |
| Excellent. | 00:40:18 | |
| OK, umm. And then second when it comes to. | 00:40:19 | |
| Completely separate note that sexually oriented businesses because. | 00:40:23 | |
| Massage establishments are not sexually oriented businesses. | 00:40:27 | |
| They are. | 00:40:31 | |
| Permitted within industrial. | 00:40:32 | |
| Are there all ready? | 00:40:34 | |
| Requirements on distance. | 00:40:36 | |
| Between. | 00:40:38 | |
| Churches. | 00:40:39 | |
| Parks, schools, or. | 00:40:40 | |
| Places of business where children frequently. | 00:40:42 | |
| Yes, I know what. | 00:40:44 | |
| Working with. | 00:40:45 | |
| Jamie Blakeslee and Holden Rockwell, our sheriff. | 00:40:47 | |
| Chief Chief Deputy. | 00:40:50 | |
| Uh, Sheriff Rockwell did want to have. | 00:40:51 | |
| The distance requirements explicitly stated within the code. | 00:40:55 | |
| But right now I'm just having hard time finding that. | 00:41:01 | |
| So, but I know that we did include that in here. | 00:41:03 | |
| So the the distance departments are. | 00:41:07 | |
| Product address. | 00:41:10 | |
| Mm-hmm. Thank you. | 00:41:11 | |
| Umm, and then devastating, Daria said. | 00:41:12 | |
| Was just I hope our community can uphold. | 00:41:15 | |
| It's reputation. | 00:41:19 | |
| I think the best way we can do that is our responsibility as residents. | 00:41:20 | |
| Because. | 00:41:23 | |
| Someone's only going to open a business of a certain kind if they believe there's a market there. | 00:41:24 | |
| And so. | 00:41:29 | |
| If we hold ourselves to that higher standard. | 00:41:30 | |
| We're not going to attract that. | 00:41:33 | |
| And so. | 00:41:34 | |
| Let's just keep being good residents. | 00:41:35 | |
| The good neighbors to one another. | 00:41:36 | |
| That way we are attracted to businesses like that. | 00:41:39 | |
| There's a lightweight check with that. | 00:41:41 | |
| OK, umm, any closing comments before we move on to the next work session? | 00:41:44 | |
| Yeah, I. | 00:41:48 | |
| Have a comment in the moment. | 00:41:50 | |
| Thank you. | 00:41:51 | |
| In the uh in the code we specified. | 00:41:52 | |
| For the massage establishments, they have to be licensed. | 00:41:55 | |
| By the e-mail PL. so I have to have. | 00:41:59 | |
| Professional. | 00:42:02 | |
| Credentials. | 00:42:03 | |
| Prior to. | 00:42:05 | |
| To apply for the business. | 00:42:06 | |
| Yes, yes. | 00:42:09 | |
| Sorry. And I do check that and now with that extra layer that the establishment will have if. | 00:42:10 | |
| Doppel license is a massage establishment. | 00:42:16 | |
| In addition to the practitioners. | 00:42:19 | |
| Yeah. | 00:42:21 | |
| Alright, before I issue a business license, I checked. | 00:42:22 | |
| I checked that. | 00:42:25 | |
| Did you that give you enough feedback for what you need? | 00:42:28 | |
| Yes, thank you. I'll take this back to Jamie Blakely. | 00:42:31 | |
| We'll get this prepared. | 00:42:36 | |
| And take it from there. Thank you, appreciate it. Thank you so much. | 00:42:38 | |
| OK, Frank, I know that was the item you came for, so I appreciate it. So now we'll move on to the Vineyard City Bike Park | 00:42:42 | |
| location. | 00:42:45 | |
| Umm, we'll move on. Uh, staff will be presenting that this is another work session, so again, it's. | 00:42:51 | |
| Like a representation and then just discussion and feedback, right? | 00:42:56 | |
| OK. | 00:43:01 | |
| Alright, yes, thank you so much. | 00:43:01 | |
| My name is Brian Badri. I'm the. | 00:43:04 | |
| Vineyard parts and rec director. | 00:43:06 | |
| And just while this is loading up. | 00:43:10 | |
| Just want to say thanks to you guys for all you do for veneer. | 00:43:13 | |
| Giving voluntarily of your time to. | 00:43:16 | |
| Enhance the quality of life. | 00:43:18 | |
| Vineyard residents you guys deserve. | 00:43:21 | |
| Uh, a lot. | 00:43:24 | |
| A lot more recognition than you get, so thank you for all that you do. Hey, what's the? | 00:43:26 | |
| Turn out looking like for this. | 00:43:29 | |
| 5K. | 00:43:31 | |
| We are on track to the level of decorum we need to. | 00:43:33 | |
| We are on track to. | 00:43:40 | |
| Uh, set a new. | 00:43:42 | |
| Record NXT 300. | 00:43:43 | |
| Uh, registrants this year? | 00:43:46 | |
| So we've had a lot of interest in races, so we have plans to add a fourth race. | 00:43:49 | |
| In 2026, in August. So we're really excited about that. | 00:43:53 | |
| Type what holiday? | 00:43:57 | |
| OK. | 00:43:58 | |
| It'll actually be like a back to school. | 00:43:59 | |
| Celebration race. | 00:44:03 | |
| So. | 00:44:04 | |
| OK, who will be celebrating, the parents or the kids? | 00:44:08 | |
| Who will run faster? | 00:44:11 | |
| I guess we'll find out. | 00:44:15 | |
| Um, OK, so just sharing my screen with you. This is. | 00:44:17 | |
| Uh, a brief copy of. | 00:44:22 | |
| Our Central. | 00:44:24 | |
| Corridor plan for the City of Vineyard. | 00:44:26 | |
| And up here near the top. | 00:44:30 | |
| Right corner. | 00:44:33 | |
| Umm, it is designated as a potential. | 00:44:34 | |
| Dirt pump track. | 00:44:39 | |
| Umm, there's a lot of interest in biking in the city. | 00:44:41 | |
| And um. | 00:44:44 | |
| Having a specific location for them can. | 00:44:46 | |
| Do a lot of good. | 00:44:48 | |
| And so. | 00:44:50 | |
| I wanna talk about this a little bit, this specific location. | 00:44:51 | |
| Um, is. | 00:44:55 | |
| Across the street from Gammon Park. | 00:44:57 | |
| Umm and so to access this park for anyone driving. | 00:45:00 | |
| Umm, they would, essentially. | 00:45:04 | |
| Park at. | 00:45:06 | |
| Gammon Park. | 00:45:06 | |
| And the restroom facility is also on that. | 00:45:08 | |
| Side of the street. | 00:45:11 | |
| So. | 00:45:11 | |
| Umm, I guess that could kind of be viewed as. | 00:45:12 | |
| Some complications with that specific location. | 00:45:17 | |
| That specific land parcel where that dirt pump track is owned is also not currently bidding. | 00:45:20 | |
| Vineyard City owned. | 00:45:26 | |
| And so. | 00:45:28 | |
| My purpose in. | 00:45:29 | |
| Uh, this presentation today. | 00:45:31 | |
| Is to get your thoughts on. | 00:45:34 | |
| Potentially moving. | 00:45:36 | |
| Uh, this dirt pump track? | 00:45:38 | |
| To uh. | 00:45:41 | |
| The current City Hall site. | 00:45:43 | |
| Um, and the reason that. | 00:45:45 | |
| We are proposing that As for a few reasons. | 00:45:48 | |
| The first one is. | 00:45:51 | |
| Um, this past year we. | 00:45:53 | |
| Contracted with Hunger State Parks to create a State Park design. | 00:45:57 | |
| And we are planning to. | 00:46:02 | |
| Apply for. | 00:46:04 | |
| A 5050. | 00:46:06 | |
| Uh, grant match for the skate park. | 00:46:08 | |
| Umm, we would be submitting that application, umm, in January of 2026. | 00:46:10 | |
| And we? | 00:46:16 | |
| We applied for it last year. | 00:46:17 | |
| And we were. | 00:46:20 | |
| Umm and forms that we did not receive the grant. | 00:46:21 | |
| Umm, for a few reasons. | 00:46:25 | |
| One of those being not enough ADA compliance. | 00:46:27 | |
| And #2 being not enough. | 00:46:32 | |
| Economic impact. | 00:46:35 | |
| Shown. | 00:46:36 | |
| And so. | 00:46:38 | |
| By moving this. | 00:46:39 | |
| Dirt Pump track to the skate park. | 00:46:41 | |
| Site um. | 00:46:43 | |
| I presume that the. | 00:46:46 | |
| Umm, grant application will be stronger. There could potentially be a lot more. | 00:46:49 | |
| Economic impact due to added amenities there. | 00:46:54 | |
| Umm, another reason for the move is. | 00:46:58 | |
| There's parking. | 00:47:01 | |
| Right nearby instead of having to cross the street. | 00:47:02 | |
| Umm, we would also have a restroom facility out by the State Park. | 00:47:05 | |
| So essentially all of the basic necessary. | 00:47:09 | |
| Amenities would be right there on site. | 00:47:13 | |
| Um, and. | 00:47:16 | |
| 3rd. | 00:47:19 | |
| This area is already Vineyard City Aunt. | 00:47:20 | |
| Um, so with that. | 00:47:23 | |
| Um, there would likely need to be some amendments. | 00:47:27 | |
| To this plan. | 00:47:30 | |
| Umm, such as the pickleball courts? | 00:47:32 | |
| And the hammocking area. | 00:47:35 | |
| We would potentially look at having. | 00:47:37 | |
| And asphalt pump track. | 00:47:40 | |
| That would kind of go in this area here. | 00:47:42 | |
| Umm, and then potentially having. | 00:47:45 | |
| A dirt jump lines and maybe skills area. | 00:47:47 | |
| In this area here. | 00:47:52 | |
| Umm so I am just interested to know your thoughts. | 00:47:55 | |
| And hear any questions that you have. | 00:47:59 | |
| My first thoughts is umm, in my family alone this might have enough economical impact. | 00:48:02 | |
| Umm, my 13 year old skateboarding is life. | 00:48:09 | |
| And that's what we do all the time. So, umm. | 00:48:12 | |
| Just thank you so much for working on this project. This is super exciting. I think this will be. | 00:48:14 | |
| Here, she's going to set our community. | 00:48:19 | |
| Umm with right now and the kids if you like to skate. | 00:48:21 | |
| Can't really They can't safely get the orange. | 00:48:24 | |
| So. | 00:48:27 | |
| Uh, I think this is just. | 00:48:28 | |
| Uh, really, really exciting. I think it's a great thing for our community. | 00:48:30 | |
| Yeah, I would echo Natalie's thoughts and just. | 00:48:36 | |
| Anecdotally. | 00:48:39 | |
| A bike park is what got me involved in the city because there was plans. | 00:48:41 | |
| 5:00-ish years ago to have one on the. | 00:48:47 | |
| Was at the east side of. | 00:48:50 | |
| Grove Park. | 00:48:51 | |
| And. | 00:48:52 | |
| I think, yeah. | 00:48:53 | |
| I think adding. | 00:48:55 | |
| The asphalt pump light. | 00:48:56 | |
| Contract as well as some jump lines would be. | 00:48:58 | |
| Awesome and would for sure. | 00:49:01 | |
| Can you draw within the region and? | 00:49:03 | |
| Create that economic impact that they're looking for. | 00:49:07 | |
| Uh, last night Mapleton City just approved. | 00:49:10 | |
| Uh, a bike park. | 00:49:14 | |
| That seems to be a little bit bigger than than what this would be, but. | 00:49:15 | |
| The the kind of response to that has been overwhelmingly. | 00:49:20 | |
| Positive. | 00:49:24 | |
| From Mapleton residents and from people in the region. So I think that this would. | 00:49:25 | |
| Be similar. I think there would be a lot of. | 00:49:30 | |
| Excitement and a lot of interest. | 00:49:32 | |
| In a project like this. | 00:49:35 | |
| Great. And do you have any thought? | 00:49:37 | |
| No, OK. | 00:49:38 | |
| Can I talk to it or Brad? | 00:49:40 | |
| About the funding. | 00:49:49 | |
| You made a comment about. | 00:49:51 | |
| Economic impact. | 00:49:53 | |
| Can you elaborate on that for a State Park? | 00:49:59 | |
| Yeah, absolutely. | 00:50:03 | |
| So I think there's a few different avenues that. | 00:50:04 | |
| It's kind of pertaining to. | 00:50:08 | |
| UH-1 is. | 00:50:10 | |
| When people come to the park. | 00:50:11 | |
| Are they also going to? | 00:50:13 | |
| Restaurants nearby. | 00:50:16 | |
| Right. So is it more of like a? | 00:50:17 | |
| Neighborhood type park? Or is it more of a. | 00:50:20 | |
| Umm, kind of like a multi city. | 00:50:23 | |
| The name is. | 00:50:27 | |
| Regional. Thank you. Regional type park. | 00:50:29 | |
| People from Aurum. | 00:50:32 | |
| When it comes to the Vineyard One. | 00:50:34 | |
| They might grab a drink at Maverick right now I give a lot of my money to Pleasant Grove because I drive over to that brand new | 00:50:35 | |
| one that they have all the time. | 00:50:39 | |
| Yeah. So the economic impact has nothing to do with the. | 00:50:43 | |
| $4.00 entrance fee. | 00:50:46 | |
| Right. | 00:50:49 | |
| Yeah, um. | 00:50:50 | |
| And then the other thing that I would say too, I think when it comes to the impact is. | 00:50:53 | |
| Umm, with having a State Park. | 00:50:57 | |
| Along with a pump track and potentially a dirt pump track. | 00:51:01 | |
| Or jump lines. | 00:51:05 | |
| It just. | 00:51:07 | |
| It allows for more. | 00:51:08 | |
| Bikers. | 00:51:10 | |
| And those of different. | 00:51:11 | |
| I guess will skills and. | 00:51:12 | |
| Wants to all kind of come together at at one spot. | 00:51:15 | |
| And so it kind of makes a central. | 00:51:18 | |
| Go ahead and allow me to. | 00:51:20 | |
| Yeah, Brian has been absolutely excellent at going out and talking with businesses and helping to get support from residents. | 00:51:23 | |
| And So what we're seeing here is like, sometimes we just need something. | 00:51:30 | |
| To start and start and. | 00:51:33 | |
| And you can build off. | 00:51:35 | |
| And so if it's successful, then it's, it's a really great project potentially to get donations and and donations to help build off | 00:51:37 | |
| that. So and he, he does really excellent. I kind of looking at providing those amenities for use and then trying to pair. | 00:51:43 | |
| Businesses and developers or whoever has got money that that can help us, it's on those things. So that I think this could be a | 00:51:50 | |
| really great start, start from an economic standpoint, yeah. | 00:51:55 | |
| OK and oh, and one thing that I'll. | 00:52:00 | |
| Just make a comment too I've. | 00:52:03 | |
| Been really interested in providing programming for. | 00:52:05 | |
| Like teens and young adults, because I feel like that's kind of. | 00:52:09 | |
| Missing in the city a little bit with, uh, with their current parks and. | 00:52:13 | |
| And recreation and so. | 00:52:17 | |
| Adding. | 00:52:18 | |
| Amenities like this. | 00:52:19 | |
| I think help fill in those gaps which will be huge for. | 00:52:21 | |
| For everyone and but especially for those. | 00:52:24 | |
| Those you know, 12 to 18 year olds that are in our city. | 00:52:27 | |
| Yes, that's one of the precise reasons why. | 00:52:31 | |
| Uh, we were considering this too as a fact of. | 00:52:33 | |
| We're able to reach the teenager type population here. | 00:52:36 | |
| And then one, sorry, one last. | 00:52:39 | |
| Question. | 00:52:41 | |
| But I think I love. | 00:52:42 | |
| This. | 00:52:43 | |
| But I do. | 00:52:45 | |
| Things that you know, you mentioned moving the taking the pickleball courts. | 00:52:46 | |
| Out of here. | 00:52:51 | |
| Would those be moved somewhere else? Because I think that. | 00:52:52 | |
| If we can show that, oh, we're not taking away these course we're. | 00:52:56 | |
| Putting on somewhere else, then that will. | 00:52:59 | |
| Garner. | 00:53:01 | |
| Almost universal support probably, but if. | 00:53:02 | |
| We're taking away pickleball courts. | 00:53:05 | |
| To do something like this, I think that could. | 00:53:07 | |
| Russell, some feathers. | 00:53:10 | |
| Yes. | 00:53:11 | |
| I think that's not a. | 00:53:14 | |
| Nothing anymore, right? | 00:53:17 | |
| Yeah, there's that. The Racquet Club. Yeah. | 00:53:19 | |
| Yeah. So essentially with pickleball courts in the plan, there's currently 2 tennis courts. | 00:53:22 | |
| Grove Park and in this plan we have projected to put in 12 pickleball courts there. | 00:53:28 | |
| So. | 00:53:33 | |
| Essentially, that would kind of be the hub for. | 00:53:35 | |
| Pickleball. | 00:53:37 | |
| Um, so yes, we would remove the four that are down there, but. | 00:53:39 | |
| We would have 12 we currently don't have. | 00:53:43 | |
| Any city owned pickleball court so this will be better than. | 00:53:45 | |
| And that's where we are currently removed. | 00:53:48 | |
| The tennis court. | 00:53:51 | |
| Yes. And then the plan would be potentially with the park. | 00:53:52 | |
| Uh. | 00:53:55 | |
| Let's see, let me come back down here. | 00:53:58 | |
| So there is plans to have two tennis courts here. | 00:54:01 | |
| But there's been a big push. | 00:54:04 | |
| Or to have at least 4. | 00:54:05 | |
| And so that would be a huge push that we would be looking to do is. | 00:54:08 | |
| Uh, ensuring that we have a complex of four. | 00:54:12 | |
| And from a staffing side. | 00:54:15 | |
| Of. | 00:54:17 | |
| Umm offering youth programs. | 00:54:18 | |
| That also is a. | 00:54:20 | |
| A benefit to the community for the sake of we can host. | 00:54:21 | |
| Youth tournaments and youth leagues. | 00:54:25 | |
| We're doing this where currently we can't because we only have two. | 00:54:28 | |
| Right now the. | 00:54:32 | |
| Quartz at Gammon. | 00:54:33 | |
| Are the hockey courts? | 00:54:34 | |
| Would this setup still allow those dual uses? | 00:54:36 | |
| So we can continue. | 00:54:39 | |
| Or would hockey potentially even get its own? | 00:54:40 | |
| Hockey we would look at doing its own facility. | 00:54:43 | |
| Just so that we aren't. | 00:54:48 | |
| Umm, I guess interrupting. | 00:54:50 | |
| The the tennis fans that want to use the course. | 00:54:53 | |
| I mean. | 00:54:56 | |
| You know this clearly a lot more than I do. | 00:54:57 | |
| But it'd be cool if we had a little facility there that could. | 00:54:59 | |
| Dual purpose as hockey or cage soccer? | 00:55:03 | |
| OK, Yeah. | 00:55:05 | |
| Sometimes use the same space and that I think tips at a lot of fun activity and that's a great idea. Yeah, I'm happy to look into | 00:55:07 | |
| that. | 00:55:10 | |
| OK. Uh, one of your questions. | 00:55:13 | |
| Was about. | 00:55:15 | |
| Moving. | 00:55:17 | |
| Not having the pump track there on the HOA land. | 00:55:18 | |
| Fully support moving that uh, you need access to parking spots and bathrooms without having to cross the street, so. | 00:55:21 | |
| Full, full blown support on that and I think moving that stuff to just outside here. | 00:55:27 | |
| Is a great use. It's land that the city already has. | 00:55:33 | |
| I've always envisioned it to be. | 00:55:36 | |
| Part you so. | 00:55:38 | |
| Fully support that. | 00:55:40 | |
| That's great. | 00:55:40 | |
| Excellent. | 00:55:41 | |
| OK. | 00:55:42 | |
| OK umm I want to give. | 00:55:43 | |
| Everything community, some opportunities. | 00:55:45 | |
| Yeah, their opinions too. | 00:55:46 | |
| So. | 00:55:48 | |
| Uh, time is now. | 00:55:48 | |
| After David. | 00:55:51 | |
| I yeah, I. | 00:55:52 | |
| Brian, you know my personal commitment. | 00:55:54 | |
| To this project. | 00:55:57 | |
| And I. | 00:55:58 | |
| I want to say. | 00:56:00 | |
| I like the move. | 00:56:01 | |
| And that is a. | 00:56:03 | |
| Beautiful location. | 00:56:05 | |
| I I think it's a core service. | 00:56:07 | |
| Our community. | 00:56:11 | |
| To provide. | 00:56:14 | |
| These kinds of activities. | 00:56:16 | |
| At home. | 00:56:18 | |
| In the community for our youth. | 00:56:19 | |
| And I think we're a better community when we do that. | 00:56:22 | |
| Than we are when we don't. | 00:56:25 | |
| And I I see it personally as an investment. | 00:56:28 | |
| OK, thanks. | 00:56:32 | |
| Go for it. | 00:56:33 | |
| Thanks. OK, members of the Candy. | 00:56:35 | |
| Sorry, come on up. | 00:56:38 | |
| No, thank you. | 00:56:39 | |
| OK, sorry Evan's been here. | 00:56:41 | |
| I have a couple of questions about the fiscal impact. | 00:56:44 | |
| On this, it says it's likely that the potential $1 million skate park would need to be shared with the. | 00:56:47 | |
| Proposed bike park is for an asphalt pump. | 00:56:54 | |
| Health tracks alongside the skate park. The skate park project. | 00:56:58 | |
| Would only occur if we get the UORG grant which is 500,000. | 00:57:02 | |
| But need to be paid from vineyards rap tax fund. | 00:57:07 | |
| And 500,000 would be awarded. | 00:57:10 | |
| From URO. | 00:57:13 | |
| But. | 00:57:15 | |
| In the beginning. | 00:57:16 | |
| Umm paragraph it says we have currently allocated. | 00:57:18 | |
| $74,250 for the project. | 00:57:21 | |
| Consisting of 1500 from the Vineyard City. | 00:57:25 | |
| Special project budget. | 00:57:29 | |
| Scored 10,250 from the arch grass and. | 00:57:31 | |
| 58,500 from the Wrap Caps Fund. | 00:57:35 | |
| So I'm just kind of curious. | 00:57:38 | |
| Umm, how we're gonna do that? | 00:57:41 | |
| And. | 00:57:44 | |
| How much was the? | 00:57:46 | |
| The consultant, Todd. | 00:57:49 | |
| And is it right on this property right back here? | 00:57:51 | |
| That we want to put this. | 00:57:55 | |
| OK. This is supposed to be dedicated for public safety. | 00:57:57 | |
| Is that right? | 00:58:00 | |
| This building. | 00:58:01 | |
| Yeah, yeah. We'll, we'll address all of these, but yeah. And so if. | 00:58:04 | |
| Eventually. | 00:58:08 | |
| It's going to have to expand here. We're going to need a place. | 00:58:10 | |
| Talking to police. | 00:58:14 | |
| Are we gonna have the back end use this build? | 00:58:16 | |
| For skate skate park people. | 00:58:19 | |
| You know, there's only how many, how many bathrooms are here? | 00:58:22 | |
| 24. | 00:58:25 | |
| Suggest your two upstairs. | 00:58:27 | |
| And if there's library space here. | 00:58:29 | |
| There's going to be a. | 00:58:32 | |
| A lot to think about before this moves forward. I mean, it's a nice idea. | 00:58:34 | |
| But also is wetlands back there? And it's been. | 00:58:38 | |
| Change the out to non wetlands. | 00:58:42 | |
| And so that's a lot of things to consider. | 00:58:44 | |
| Thank you. | 00:58:46 | |
| What we'll do, we'll do all the public comments and then we'll address them. | 00:58:48 | |
| OK, any other? | 00:58:53 | |
| Members of the public. | 00:58:54 | |
| It's OK, I was gonna say. | 00:58:58 | |
| You're looking at me, so I, uh. | 00:59:01 | |
| Price ready again, uh, I've been working with Brian on this, so I already know about all these things and, uh, we've discussed a | 00:59:03 | |
| lot of things. | 00:59:06 | |
| Uh, makes sense to move the bike. | 00:59:10 | |
| Uh, Park the biggest concern was having it, uh, too close to the. | 00:59:11 | |
| Skate park if there was a dirt. | 00:59:15 | |
| Fire Park has getting dirt on the skate park. | 00:59:17 | |
| Uh, degrades it faster, makes it more dangerous. | 00:59:20 | |
| Company wife, but we're figuring out ways to. | 00:59:22 | |
| Separate them as much as possible. | 00:59:25 | |
| Uh, while still keeping that. | 00:59:27 | |
| Umm, I love the comments. | 00:59:29 | |
| Especially David, thank you so much. I know that you're committed for a project like this and. | 00:59:30 | |
| Umm. And it's. | 00:59:35 | |
| Something we need. | 00:59:37 | |
| As a city, uh, we need stuff for youth, we need stuff for teams. | 00:59:38 | |
| Um, we don't. | 00:59:41 | |
| Have enough right now? | 00:59:43 | |
| And especially those user teams that are um. | 00:59:45 | |
| Not on sports teams, Uh. | 00:59:48 | |
| Maybe don't have a lot of friends. | 00:59:50 | |
| This stuff is vital. | 00:59:52 | |
| Umm, could you if we lose? | 00:59:53 | |
| Or if we saved the life of one youth by putting the skate park in. | 00:59:56 | |
| Who cares what it costs? | 01:00:00 | |
| Like, uh, we need to do it as quickly as possible. Umm, and I can't think of a better location, uh, being right next to the. | 01:00:01 | |
| Public safety building here. | 01:00:08 | |
| Thank you guys. | 01:00:10 | |
| Thank you. | 01:00:11 | |
| OK. | 01:00:13 | |
| All right, come on up. | 01:00:15 | |
| Jerry Ewing from. | 01:00:22 | |
| The Villas. | 01:00:23 | |
| I just have questions. | 01:00:25 | |
| I'm not sure exactly where that. | 01:00:27 | |
| Heritage. | 01:00:30 | |
| Same landmark. | 01:00:31 | |
| Building is. | 01:00:33 | |
| OK. | 01:00:35 | |
| There's not a baseball field there, am I correct? | 01:00:37 | |
| So. | 01:00:40 | |
| We can adjust most of these here, but what you're seeing right here is kind of a mix of existing and. | 01:00:41 | |
| Potential. | 01:00:46 | |
| So you're kind of seeing the mix of things right now on the screen. | 01:00:47 | |
| OK, that explains my confusion. | 01:00:50 | |
| OK then. | 01:00:53 | |
| The only other thing I have is. | 01:00:55 | |
| Uh, to ask is. | 01:00:57 | |
| How much is this? | 01:00:58 | |
| Going to add. | 01:00:59 | |
| OK, thanks. | 01:01:05 | |
| Thank you. | 01:01:06 | |
| OK. | 01:01:09 | |
| Last call. | 01:01:11 | |
| Karen. | 01:01:13 | |
| No, OK. | 01:01:14 | |
| Alright, well, go ahead and close that. | 01:01:15 | |
| Brian, I want to give you opportunities to address some of these items. | 01:01:18 | |
| Um, first. | 01:01:21 | |
| If you we could just Scroll down to show the City Hall site. Oh. | 01:01:24 | |
| Perfect. | 01:01:28 | |
| Just so that can be in the context. | 01:01:29 | |
| There to show how much of this. | 01:01:31 | |
| Is fully available for development. Again, this is a work session. | 01:01:34 | |
| It's super broad and they. | 01:01:39 | |
| Right now. | 01:01:41 | |
| Purposefully so that we can. | 01:01:41 | |
| Address all of these items. | 01:01:44 | |
| Uh, at the beginning. | 01:01:45 | |
| Umm, so Brian, if you could talk a little bit about? | 01:01:47 | |
| Umm, the funding structure. | 01:01:50 | |
| Of a project like this. | 01:01:51 | |
| Where the funds could come from to install as well as to maintain in the future. | 01:01:53 | |
| And just a little background on. | 01:01:58 | |
| How we came up with it? | 01:02:00 | |
| Yeah, so. | 01:02:01 | |
| I'll start. I tried to take notes. | 01:02:03 | |
| Alright, I got stuff, so we'll start with money. | 01:02:05 | |
| OK. And then, umm, I can bring in other questions that we're asking. | 01:02:08 | |
| Yes. So thanks, Daria for bringing up the financial questions. That was something that I totally missed. | 01:02:12 | |
| So thank you. | 01:02:17 | |
| Umm, but to clarify that, so the. | 01:02:18 | |
| The approximately $74,000 amount that was mentioned on the staff report. | 01:02:20 | |
| Umm, so we currently have budgeted. | 01:02:25 | |
| Just over $74,000 for. | 01:02:28 | |
| The dirt pump track. | 01:02:31 | |
| Um, so essentially that project is. | 01:02:33 | |
| Just about ready to roll because we're moving locations. | 01:02:37 | |
| We may have to. | 01:02:40 | |
| Go out for rebid. | 01:02:41 | |
| Umm, and then we'll go ahead and start getting. | 01:02:43 | |
| Public input. | 01:02:46 | |
| For what that design would look like. | 01:02:47 | |
| Umm, but essentially we have that money designated currently. | 01:02:49 | |
| Or. | 01:02:53 | |
| The dirt. | 01:02:54 | |
| Jump lines to. | 01:02:55 | |
| Come into play. | 01:02:57 | |
| The. | 01:03:00 | |
| $1 million amount that was mentioned on the. | 01:03:02 | |
| The staff report. | 01:03:05 | |
| So the cost of the skate park? | 01:03:07 | |
| Is projected to be $1,000,000. | 01:03:09 | |
| Umm, and half of that would be covered. | 01:03:11 | |
| Uh, through, uh, you or Grant. | 01:03:15 | |
| That we would be applying for in January. | 01:03:17 | |
| So essentially if we don't. | 01:03:20 | |
| Get the grant. We would not move forward with building the skate park. | 01:03:22 | |
| Umm, the $500,000 from the City side. We already have that. | 01:03:27 | |
| Uh, earmarked in the wrap tax fund. | 01:03:33 | |
| Uh, we had it earmarked last year. | 01:03:36 | |
| For the State Park, but it did not pass, so we still have that. | 01:03:38 | |
| In the fund. | 01:03:41 | |
| Um. | 01:03:42 | |
| Let's see. | 01:03:46 | |
| For the asphalt contract. | 01:03:47 | |
| That would be something that would be an added cost. | 01:03:49 | |
| And so essentially this whole project would be phased. | 01:03:53 | |
| So for example. | 01:03:56 | |
| The phase one would be the dirt. | 01:03:57 | |
| Jump line area, we already have the budget for that. | 01:03:59 | |
| Uh, phase two would be the State Park. | 01:04:02 | |
| Umm, dependent on if we get the grant. | 01:04:04 | |
| And then the asphalt pump track would then be. | 01:04:08 | |
| Uh, phase three. | 01:04:12 | |
| Which we would then need to wait until our wrap tax fund accrues. | 01:04:13 | |
| Or are we able to get enough? | 01:04:17 | |
| Grant funding to cover the cost. | 01:04:18 | |
| So hopefully that answers. | 01:04:20 | |
| Questions dot money questions, yeah. | 01:04:22 | |
| OK. | 01:04:24 | |
| Or it could be the flagship home. | 01:04:25 | |
| Skate park. Well, there could be. | 01:04:27 | |
| OK, I mean. | 01:04:31 | |
| Is there a way that we could like? | 01:04:34 | |
| To a city fundraiser, because I'm sure there would be. | 01:04:37 | |
| Several. | 01:04:40 | |
| People that could. | 01:04:40 | |
| We can absolutely do that, yeah. | 01:04:42 | |
| OK. | 01:04:44 | |
| Um as to master planning of this? | 01:04:45 | |
| Potential site and this is probably a mix between Brian and Morgan. | 01:04:48 | |
| Regarding to the future use of this building. | 01:04:51 | |
| Uh, potential for public safety. | 01:04:54 | |
| Library, umm, any additional buildings or parking that might be going through here? | 01:04:56 | |
| Yeah, if we could touch on that. | 01:05:01 | |
| And if you could at the same time. | 01:05:02 | |
| Address, uh, wetlands designation. | 01:05:04 | |
| Absolutely. You, you want to take, uh, the first shot? Yeah, right. | 01:05:06 | |
| And thank you, Brian for your, uh, your comments and your presentation. | 01:05:09 | |
| So this is what's called the central. | 01:05:13 | |
| Umm, the the Central Corridor Open Space plan. So this was adopted. | 01:05:16 | |
| A few years back umm and this was one of those projects, not all of them You're are you gonna get just. | 01:05:20 | |
| A lot of. | 01:05:26 | |
| I I would say kind of ownership from the neighborhood. | 01:05:28 | |
| But we worked, uh, really expensive. | 01:05:30 | |
| When you went with the neighbors to plan out these areas? | 01:05:32 | |
| Umm, and So what this comprises is basically kind of a wish list of the residents of what of the different types of amenities that | 01:05:36 | |
| they wanted to see within this 80 acres. | 01:05:41 | |
| So 80 acres being the what we call the fish hook on the South side, which is. | 01:05:45 | |
| Therein, that is umm. | 01:05:50 | |
| A large. A large. | 01:05:52 | |
| Portion of it is designated for wetlands. | 01:05:54 | |
| Then you have Umm Gana Park, which is 6 acre existing park and then the Robbins property, uh, which is the large fields, 11 acres | 01:05:56 | |
| and then going up you have several acres. | 01:06:00 | |
| Umm. And so the. | 01:06:05 | |
| Portion that was talked about. | 01:06:07 | |
| On Center St. and all the way Rd. that is kind of a designated placeholder for. | 01:06:10 | |
| Some sort of facility. We've heard a lot from residents that in the future they wanted to have a Recreation Center or a Cultural | 01:06:16 | |
| Center or Community Center. We know there's some sort of a center that that the residents have. | 01:06:22 | |
| I've talked about wanting. | 01:06:27 | |
| Umm, and so that's that. That's a placeholder for that. | 01:06:28 | |
| Uh, there, uh. | 01:06:32 | |
| This would impact the the existing baseball field. I think that's part of what Brian. | 01:06:34 | |
| Uh, generally has is kind of talking about is coming back through. | 01:06:39 | |
| Not changing the whole plan, but. | 01:06:44 | |
| But and and and you see this all the time. You have a master plan several years later, then you start to to fine tune it as as | 01:06:45 | |
| reality starts to hit. | 01:06:49 | |
| So potentially the the idea may be to keep it just improved the existing baseball field that is kind of heritage field that that | 01:06:53 | |
| that was. | 01:06:57 | |
| Perfect Park. | 01:07:01 | |
| And it may be we would keep that. | 01:07:03 | |
| Umm, and then looking at doing. | 01:07:05 | |
| Doing some overall methods, but this plan just comprises what is kind of the the wish list as you master planned it. | 01:07:07 | |
| And the idea is as we move forward, then we start to implement and that's where you start getting into in the budgeting. So this | 01:07:13 | |
| plan will take. | 01:07:16 | |
| You know, 20 years to to implement because we'll take up a piece of that time. | 01:07:20 | |
| We have done a wetland delineation study. I don't know if uh. | 01:07:24 | |
| Patrick, going to see if you would like to talk about. My understanding is that areas shown for. | 01:07:28 | |
| The for for the. | 01:07:33 | |
| The amenities now are not. | 01:07:36 | |
| A designated for for. | 01:07:38 | |
| But that's correct. Uh, so. | 01:07:44 | |
| There are areas that are that, uh. | 01:07:46 | |
| Uh, fish hook area that's. | 01:07:48 | |
| Got that merchant that was. | 01:07:49 | |
| They're emerging web apps, emergency web app. | 01:07:51 | |
| That would be a. | 01:07:55 | |
| Request would be would be connected to the US Army Corps of Engineers. | 01:07:59 | |
| Which currently with the government shutdown, the federal government shutdown is up on hold. | 01:08:04 | |
| On that one. | 01:08:11 | |
| And what that does is it kind of does the jurisdictional determination of what if. | 01:08:13 | |
| It's uh, in regards to. | 01:08:19 | |
| If anything, if anything, would be within the federal jurisdiction or if it's within. | 01:08:21 | |
| Federal jurisdiction. | 01:08:26 | |
| On that irregardless. | 01:08:27 | |
| The area that's shown in, in terms of the areas that are approved is not within any of those. | 01:08:30 | |
| Areas as well. | 01:08:36 | |
| OK, so bottom line. | 01:08:37 | |
| That's perfectly we're we're within our buffer area. | 01:08:39 | |
| Thank you. | 01:08:43 | |
| For that, yeah. Any modifications? | 01:08:44 | |
| To wetlands area. | 01:08:46 | |
| Does require quite a bit of. | 01:08:49 | |
| Federal. | 01:08:50 | |
| Review and approval. | 01:08:51 | |
| That's a process, so. | 01:08:53 | |
| Thank you. | 01:08:55 | |
| Bye. | 01:08:56 | |
| OK, I I'll one follow up. | 01:08:58 | |
| OK, come on up. | 01:09:01 | |
| No, Yeah, I'm just coming up. Can I make one? Sure. | 01:09:02 | |
| Kind of comment, clarifying comment. | 01:09:05 | |
| Just so we're, we're fully all aligned on this one, Brian, you were saying right, there is no fiscal impact to this because? | 01:09:07 | |
| For putting in the the bipart. | 01:09:13 | |
| And the skate park. Or we can wait and phase it out so that there isn't because. | 01:09:16 | |
| There's already funds earmarked. | 01:09:20 | |
| Set aside for this and then. | 01:09:22 | |
| We're going to compliance that I grant will move forward. | 01:09:24 | |
| Correct. | 01:09:26 | |
| So there is no tax. | 01:09:27 | |
| Yes, that's correct. No tax increase. Yeah, I just wanted to make sure that was really clear. Thank you. | 01:09:28 | |
| I just wanna make sure I understand. | 01:09:34 | |
| That this area now is. | 01:09:36 | |
| It's not under federal protection. | 01:09:39 | |
| Am I understanding you correctly? This area is not wetlands. | 01:09:42 | |
| So. | 01:09:47 | |
| OK. | 01:09:47 | |
| Thanks, let's. | 01:09:48 | |
| Yeah, I just want the way I understand it. | 01:09:49 | |
| The building we're on right now? | 01:09:51 | |
| Not wetlands. | 01:09:53 | |
| This area proposed here has tentative approval already submitted, but it's not finalized yet. So the area that. | 01:09:54 | |
| You said the area that is shown for the skate park and the. | 01:10:01 | |
| That area right there. | 01:10:05 | |
| So that area itself. | 01:10:07 | |
| We we conduct the environmental study in that area does not have any. | 01:10:10 | |
| What they call it Virgin Webmail. | 01:10:15 | |
| Or, uh, so it's. | 01:10:17 | |
| Uh, so that area itself is out, is outside. | 01:10:19 | |
| Outside any. | 01:10:23 | |
| Potential. | 01:10:24 | |
| In fact, that would be done. | 01:10:25 | |
| Was like in Athens was it had without confidence. | 01:10:27 | |
| Uh, we sent a request to the core of. | 01:10:30 | |
| Aren't you guys only corps engineers to follow up his determination? | 01:10:35 | |
| And. | 01:10:39 | |
| To file, to finalize, to finalize the determinations that we're confident that. | 01:10:41 | |
| Based on our survey that we've done that we're outside. | 01:10:45 | |
| Back until and when we're outside, we stay. | 01:10:49 | |
| The ARM recall engineers. | 01:10:52 | |
| Physically launch at least 56 offers from any areas that could potentially be or outside of. | 01:10:53 | |
| That's my area. | 01:10:58 | |
| OK. | 01:10:59 | |
| Again, we're going through the process. | 01:11:00 | |
| For the whole entire area. | 01:11:03 | |
| OK. Appreciate that. | 01:11:05 | |
| Yeah. | 01:11:09 | |
| I can't remember. She's asked for the records. That's when the survey is done. | 01:11:12 | |
| So I can't remember the exact time. | 01:11:16 | |
| Yeah, it was completed in June. | 01:11:19 | |
| Thank you of this year. | 01:11:22 | |
| So what I'll do, I'll encourage if there are follow up. | 01:11:24 | |
| Conversations. Questions about that? | 01:11:26 | |
| Please continue that. And then at the scene, is that the mask? I don't know if those are able to be shared. | 01:11:27 | |
| You know, if the president wanted to be with you, but we we haven't made application yet, so. | 01:11:33 | |
| OK, great. | 01:11:37 | |
| Umm, one thing I just want to share before we move on to the next item. Umm. | 01:11:39 | |
| Earlier we talked. | 01:11:44 | |
| About being a community that you know has standards. | 01:11:45 | |
| That, uh, you know, that's our responsibility to be the kind of community that we want to be to. | 01:11:48 | |
| Either detract or detract certain businesses. | 01:11:54 | |
| This is the exact kind of project. | 01:11:56 | |
| That make sure we are the kind of community we want to be. | 01:11:58 | |
| This is how we protect those standards. | 01:12:02 | |
| This is how we show that we value our kids. | 01:12:04 | |
| We give them opportunities to do safe. | 01:12:06 | |
| Activities. | 01:12:08 | |
| Umm, I can't think of a better use. | 01:12:09 | |
| Of my personal money than to invested in my kids and their friends. | 01:12:11 | |
| And so even if there were fiscal impacts? | 01:12:14 | |
| Even if there were opportunities to donate, I'd. | 01:12:17 | |
| Absolutely do it because I can't think of. | 01:12:19 | |
| Any better thing? | 01:12:21 | |
| With my money right now. | 01:12:22 | |
| Umm, recently there's been talks about using this space or began part space. | 01:12:24 | |
| Or more buildings like a City Hall. | 01:12:29 | |
| Opposed to. | 01:12:31 | |
| I don't want to. | 01:12:33 | |
| Ever remove? | 01:12:34 | |
| Park space recreation. | 01:12:36 | |
| Uh, for something like that, I don't want to give it up so as. | 01:12:38 | |
| Anything we can do to? | 01:12:41 | |
| Protect this plan. | 01:12:42 | |
| And even enhance it so it's even more active use. | 01:12:44 | |
| At. | 01:12:48 | |
| And a comment to add to that is that. | 01:12:50 | |
| In all of the surveying that's been done in the past, these are the things our entire community has. | 01:12:52 | |
| Committed to saying this is what we want. | 01:12:57 | |
| So this is. These are the types of. | 01:12:59 | |
| Amenities that the. | 01:13:01 | |
| The city at large does desire. | 01:13:02 | |
| And we should be protecting. | 01:13:05 | |
| OK, Yep. | 01:13:07 | |
| Thank you. OK. Does that give you the feedback? | 01:13:09 | |
| You need to move forward OK. | 01:13:12 | |
| Thank you so much. | 01:13:14 | |
| Alright, move on to the next work session, which is the Utah Lake Shoreline Trail. | 01:13:16 | |
| Amenities. | 01:13:21 | |
| Which is more? | 01:13:22 | |
| Active space and public spaces. | 01:13:23 | |
| So are you doing that with you, Brian? I am. You get to hear from me again. You are welcome. | 01:13:25 | |
| Or, I'm sorry, however you wanna do that. | 01:13:31 | |
| Be welcome. Umm OK so. | 01:13:33 | |
| With this item, essentially we. | 01:13:36 | |
| Partnered with ula to get a your grant. | 01:13:38 | |
| Umm, we got in. | 01:13:42 | |
| UH-5050 match again. This was a $18,000 grant from them. | 01:13:43 | |
| To put in three shaded benches. | 01:13:48 | |
| UH-3 bike repair stations and four. | 01:13:51 | |
| Uh, lake themed. | 01:13:54 | |
| Bike racks to go along the Utah Lake Shoreline Trail. | 01:13:56 | |
| And so this is just to keep you in the loop and also to get your thoughts. | 01:14:00 | |
| On. | 01:14:04 | |
| The proposed locations and amenities. | 01:14:05 | |
| So let me just pull up a. | 01:14:08 | |
| View photos really quick. | 01:14:10 | |
| OK, essentially here is a picture of the proposed. | 01:14:30 | |
| Umm, bike repair station. | 01:14:33 | |
| There we go, get. | 01:14:37 | |
| And this. | 01:14:39 | |
| Also has an air pump with it. | 01:14:40 | |
| So we would have. | 01:14:43 | |
| Potentially three of those. | 01:14:45 | |
| Sorry, hold on. | 01:14:55 | |
| We're all uploaded as individual. Jason they were. I am so sorry. There's there's one at Sunset Beach Park. | 01:14:56 | |
| OK. | 01:15:04 | |
| While you download a bunch of those, ask a question. OK, yeah, keep doing that. | 01:15:05 | |
| Umm, several weeks ago, active Transportation committee had a public workshop where, uh, we have different residents. | 01:15:09 | |
| Uh, what they like here? | 01:15:16 | |
| Where all of was. | 01:15:17 | |
| Was the feedback received at that workshop incorporated and stuff we're seeing tonight? | 01:15:20 | |
| So we had, we had one for. | 01:15:27 | |
| Project called it's the blocks that have been yours. It's about Madison's work. Do you want to give just a quick update on that | 01:15:29 | |
| and pass involved? Yeah, Brian and I downloaded into hoops with the feedback that I received both from the survey and the town | 01:15:35 | |
| hall. Umm so we've been working together because some of the proposed locations do fall on Netflix. | 01:15:40 | |
| OK. | 01:15:46 | |
| Great. Just want to make sure it's clear. | 01:15:47 | |
| We're not the only body that's. | 01:15:50 | |
| There's been other. | 01:15:51 | |
| Public outreach and community workshops. | 01:15:53 | |
| On this, so that's great. | 01:15:55 | |
| OK, let me just show you this next one. | 01:15:59 | |
| Um, so this is a. | 01:16:01 | |
| Report of differentiated bench options. | 01:16:06 | |
| That we were able to find with price quotes. | 01:16:09 | |
| Um, we run this by arch Commission. Their recommendation was to do this red one. | 01:16:13 | |
| Or to do. | 01:16:19 | |
| Uh, benches that are not shaded. | 01:16:21 | |
| Just because. | 01:16:23 | |
| There's only a certain time of day when they're shaded. | 01:16:24 | |
| And ones that aren't shaded are much less expensive, so. | 01:16:27 | |
| The Arches recommendation was that we do more than three benches. | 01:16:31 | |
| Um, they just aren't shaded. | 01:16:35 | |
| Instead of just doing 3 shaded ones. So that was one question that I wanted to ask for you and then also if there was any of these | 01:16:38 | |
| that you prefer. | 01:16:42 | |
| So maybe we start with that. | 01:16:47 | |
| OK. I'll call you download the next one. Yeah. | 01:16:48 | |
| Comments. Strong opinions. | 01:16:52 | |
| Only if they're strong. | 01:16:55 | |
| I don't have strong opinions, I think I. | 01:16:57 | |
| Probably tend to agree with. | 01:16:59 | |
| Of thinking of. | 01:17:00 | |
| You know a. | 01:17:03 | |
| That's just nice when it. | 01:17:04 | |
| Is an exchange that is. | 01:17:06 | |
| Depending on where these are located, it's. | 01:17:07 | |
| There if the sitting area is only going to be shaded. | 01:17:10 | |
| 1/2 an hour. | 01:17:14 | |
| A day during the summer like does that. | 01:17:15 | |
| And we could get. | 01:17:18 | |
| Three more benches in other locations and get shades from. | 01:17:19 | |
| Neighboring trees or something like Would that be a better use of funds? | 01:17:22 | |
| I think yeah the answer. | 01:17:26 | |
| Then I would say yeah. | 01:17:28 | |
| I think it's less likely that we'll get. | 01:17:29 | |
| Then sitting in the heat of the summer in the middle of the day regardless. So I would also. | 01:17:31 | |
| Confirm more ventures because the time when it's lovely is. | 01:17:36 | |
| You know. | 01:17:40 | |
| All evening all of this time, so activity would be a little bit irrelevant and and more. | 01:17:40 | |
| More spots be better. | 01:17:45 | |
| OK, Cups. | 01:17:48 | |
| OK, David. | 01:17:50 | |
| I have to say I. | 01:17:54 | |
| Uh, I echoed our thoughts. Should. | 01:17:57 | |
| I'm not sure the expense of. | 01:17:59 | |
| Shaded. | 01:18:02 | |
| Is value. | 01:18:04 | |
| Before the focus, we can. | 01:18:08 | |
| There's the cost, a bunch of advantages if we can get more benches. | 01:18:11 | |
| OK, OK. | 01:18:15 | |
| OK, thanks. We all feel the same way about that, Sir. OK, great. | 01:18:17 | |
| So here's a couple. | 01:18:22 | |
| Potential options for bike racks. | 01:18:24 | |
| And we'll just verify that this is. | 01:18:26 | |
| Umm, in line with code for the city. | 01:18:29 | |
| Which I don't think that is. And this is what? | 01:18:32 | |
| Yeah, I wanted to come in on. | 01:18:34 | |
| As much as I like the. | 01:18:36 | |
| Themed aspects of it. | 01:18:38 | |
| Functionally. | 01:18:41 | |
| It's not as good. | 01:18:43 | |
| Kevlar code. | 01:18:44 | |
| Specifies. | 01:18:45 | |
| And code says no fish by correct. | 01:18:46 | |
| Well, they just it has guidelines for the type like I think the to you upside down gotta you gotta. | 01:18:49 | |
| Which we now have. | 01:18:55 | |
| Outside of. | 01:18:56 | |
| This building if. | 01:18:57 | |
| You know, it's interested in what that looks like. But yeah, I think that. | 01:18:59 | |
| I my recommendation as someone who. | 01:19:02 | |
| Bikes exclusively. | 01:19:05 | |
| This type of rack is not. | 01:19:07 | |
| Check functional. | 01:19:09 | |
| It doesn't work. | 01:19:10 | |
| And we would be better served. | 01:19:11 | |
| To have. | 01:19:15 | |
| What are code specified the upside down? | 01:19:16 | |
| Type rack. OK, I'll pass on where. | 01:19:18 | |
| Is there another kind of animal bike rack behind there that we need to consider? | 01:19:20 | |
| This was an accident by the. | 01:19:32 | |
| Umm, they they're doing a deer. | 01:19:35 | |
| But umm. | 01:19:38 | |
| Nothing is final with that so. | 01:19:39 | |
| Well, I can definitely make sure it's up to Yeah, I'd have to say I I agree with Kate. My I. | 01:19:42 | |
| OK, I think it's important to choose functionality. | 01:19:45 | |
| And there's nothing that says we can't have. | 01:19:49 | |
| A boring bike rack. | 01:19:54 | |
| Next to cool public art. | 01:19:55 | |
| Still put in public art, but don't sacrifice functionality for it. | 01:19:56 | |
| OK, so then the last thing that I will share is just to go over some locations instead of just bringing up every single individual | 01:20:02 | |
| images. | 01:20:05 | |
| I'll just kind of show you on Google Maps. So essentially this is a Vineyard beach. | 01:20:08 | |
| Um, the dirt, you know, parking lot, gravel parking lot. | 01:20:12 | |
| We would have, uh, shaded bench here. | 01:20:16 | |
| Uh, or sorry, it would not be shaded. We will do just a normal batch. | 01:20:19 | |
| Umm, we'd have bike rack here. | 01:20:23 | |
| With a bike repair station and then a bike rack here. | 01:20:25 | |
| Um, and that little shoulder right there is. | 01:20:29 | |
| Is is very popular spot you see people. | 01:20:33 | |
| Just standing there looking at the sunset. So it's totally pick that spot. Excellent. | 01:20:35 | |
| OK, the next. | 01:20:40 | |
| That's no I agree what we'll do. | 01:20:43 | |
| Just speak up if you ever have opinions before it's gone. | 01:20:45 | |
| OK. | 01:20:48 | |
| OK, the next one would be a bench here. It'd be right next to the shrubbery that's here, so that will already have its own built | 01:20:49 | |
| in shade, which is great. | 01:20:52 | |
| Well, all these ventures be. | 01:20:58 | |
| Facing West. | 01:20:59 | |
| Towards the lake or. | 01:21:00 | |
| And then at the center St. | 01:21:04 | |
| Intersection. | 01:21:06 | |
| There's like some parking spaces there. | 01:21:08 | |
| So we would have a. | 01:21:10 | |
| A bike rack on each side of the benches and then we would have a bike repair station as well. | 01:21:12 | |
| And then we would also have. | 01:21:18 | |
| A bench. | 01:21:21 | |
| Down here just off of 170 S, you just come NA little bit on the trail. | 01:21:23 | |
| Super looking out over the lake. | 01:21:28 | |
| And then we'll. | 01:21:29 | |
| Counter locations as well, but. | 01:21:30 | |
| Do you guys have any concerns with that or any questions? | 01:21:32 | |
| No concerns, just one comment. | 01:21:35 | |
| For, umm, just for the public. | 01:21:37 | |
| If you don't have the full packet, just to note that this also does not have a fiscal impact because it's already been. | 01:21:39 | |
| Based on the documentation here anyway, it's already been allocated in our several years. That's correct. Correct. | 01:21:45 | |
| OK, great. | 01:21:49 | |
| Thank you. | 01:21:51 | |
| OK. Thanks, Brian. | 01:21:52 | |
| Anyone here members of the public that have comments or questions? | 01:21:54 | |
| I apologize for coming up so much, but I just have another question, Daria. | 01:22:03 | |
| Are you worried at all about vandalism of the air? | 01:22:08 | |
| Oh, that's the question I have. | 01:22:11 | |
| Thank you. | 01:22:14 | |
| Thanks. | 01:22:15 | |
| Alright, umm, any other? | 01:22:17 | |
| Comment. | 01:22:18 | |
| OK. | 01:22:21 | |
| Seeing none. | 01:22:22 | |
| Brian, if you could address? | 01:22:23 | |
| Maintenance. | 01:22:25 | |
| And vandalism. | 01:22:25 | |
| In general. | 01:22:27 | |
| Yeah, uh, we have a number of bike repair stations throughout the city and. | 01:22:30 | |
| From what I've. | 01:22:33 | |
| Uh, heard or I guess not heard? I haven't heard tons of issues. On occasion they do break and so. | 01:22:34 | |
| We have a parking that can go out and maintain those. | 01:22:39 | |
| Um, so. | 01:22:42 | |
| I guess. | 01:22:44 | |
| My question is. | 01:22:45 | |
| Yes. Uh, my answer is yes and no. Yes, I think there's a possibility to that. | 01:22:46 | |
| And I think we should ensure that we keep close tabs on them. | 01:22:51 | |
| Umm, that's kind of my take on that. | 01:22:55 | |
| Yeah. | 01:22:58 | |
| Alright, any last? | 01:23:00 | |
| Comments or. | 01:23:01 | |
| Questions or discussion before we move on to the last item. | 01:23:02 | |
| Did I give you what you needed? | 01:23:08 | |
| Alright. | 01:23:09 | |
| Thank you. | 01:23:11 | |
| I love parts. | 01:23:14 | |
| Alright. | 01:23:15 | |
| Our last item is the First Amendment to the holdaway field. | 01:23:17 | |
| Uh, development. | 01:23:21 | |
| Uh, the adjusted development agreement, which is Ordinance 2025-16. | 01:23:22 | |
| Umm, Morgan, is this you? | 01:23:28 | |
| Or Anthony. | 01:23:30 | |
| Alright, let's hear it. Yeah. So this, this will be Anthony. Uh, what we wanted to do is just get this before you, uh, this will | 01:23:31 | |
| come in a public hearing format. | 01:23:35 | |
| So right now, umm staff is in the process of of looking at it with our legal counsel and providing comments. That's been this is | 01:23:38 | |
| tonight is for the applicant. | 01:23:42 | |
| To be able to provide kind of the the general overview and then. | 01:23:46 | |
| We would recommend that you review. | 01:23:49 | |
| Umm, the development provided comments to staff and then we'll have an official public hearing. Umm. | 01:23:51 | |
| OK. And our next meeting? | 01:23:56 | |
| So this is just a work session just like we've been doing the last ones, no? | 01:23:58 | |
| Formal action to make. | 01:24:02 | |
| Yes, thank you very much, Morgan and. | 01:24:04 | |
| So I'll jump right into it. | 01:24:07 | |
| Uh, for location context this. | 01:24:09 | |
| Area highlighted on the South side of. | 01:24:11 | |
| Where we are in the city. | 01:24:14 | |
| Is what has been the site for the 295. | 01:24:16 | |
| Unit development. | 01:24:21 | |
| More location context here. | 01:24:24 | |
| Give an idea of how it's been laid out in the whole site. | 01:24:28 | |
| Now the. | 01:24:32 | |
| The developer is looking to amend. | 01:24:33 | |
| This development agreement. | 01:24:35 | |
| To meet up with. | 01:24:37 | |
| Their new strategy of. | 01:24:41 | |
| You know, keep. | 01:24:42 | |
| The new strategy of developing. | 01:24:44 | |
| This entire development that was planned. | 01:24:45 | |
| A while back ago. | 01:24:50 | |
| And this is highlights of what they intend to do. | 01:24:51 | |
| I have the developer here. | 01:24:55 | |
| To answer questions and tell you a lot more about it. | 01:24:56 | |
| But they intend to. | 01:24:59 | |
| Revise the facing plan. | 01:25:01 | |
| They're moving some. | 01:25:03 | |
| Yeah, moving some lots. | 01:25:05 | |
| From different faces. | 01:25:07 | |
| To make more sense to. | 01:25:09 | |
| Their style of progression. | 01:25:11 | |
| Also this. | 01:25:13 | |
| Development comes with three parts. | 01:25:15 | |
| And, umm, this amendment is looking to. | 01:25:17 | |
| Change a few things with. | 01:25:21 | |
| It's completion and dedication to the city. | 01:25:23 | |
| As well as. | 01:25:27 | |
| The front page. | 01:25:29 | |
| Adjustment. | 01:25:32 | |
| Post size to the cottage lot. | 01:25:33 | |
| As part of this whole amendment. | 01:25:36 | |
| This log front page adjustment is intended to. | 01:25:39 | |
| Allow for three car garages in. | 01:25:43 | |
| The you know the units that decide to have such built done. | 01:25:45 | |
| And I have them here so they can speak more to. | 01:25:50 | |
| The summaries. | 01:25:53 | |
| So. | 01:25:55 | |
| This is. | 01:25:57 | |
| The currently approved. | 01:26:00 | |
| Placement plans. | 01:26:01 | |
| Showing up here. | 01:26:03 | |
| And what is being? | 01:26:04 | |
| Proposed. | 01:26:05 | |
| That's what I have here where you see umm. | 01:26:07 | |
| If I show them side by side, I mean we have the. | 01:26:11 | |
| Let me approve on top. | 01:26:14 | |
| And the proposed on the bottom. | 01:26:15 | |
| You can tell that say 6 has. | 01:26:17 | |
| Change to become now. | 01:26:19 | |
| Phase 9 is what they are proven. | 01:26:21 | |
| Uh, Phase 7 is going to change to become phase three. | 01:26:23 | |
| Phase five remains phase five but has less lots. | 01:26:27 | |
| Phase three becomes phase seven, so all these things, they'll speak more to it and give you. | 01:26:33 | |
| The rationale and intense. | 01:26:38 | |
| Behind these. | 01:26:40 | |
| Uh, amendment being proposed. | 01:26:41 | |
| So without much. | 01:26:44 | |
| If I do, I will advise the developer to step up to the podium. | 01:26:46 | |
| And introduce yourself. | 01:26:51 | |
| And tell us all about. | 01:26:54 | |
| Your proposal right and 90 with uh hold away sales farms. | 01:26:55 | |
| Umm, let me explain. Just kind of the rationale behind what we're doing is is you can imagine when you're. | 01:27:01 | |
| Determining it about. | 01:27:09 | |
| Development agreement before. | 01:27:10 | |
| You build anything, sometimes the timing of waiting is constructed. | 01:27:12 | |
| Is is. | 01:27:16 | |
| Difficult to anticipate. | 01:27:18 | |
| Umm, we have two different product types in here. We have single family kind of larger lot and then we have. | 01:27:19 | |
| The cottage office is more. | 01:27:24 | |
| UH-55 and older. | 01:27:27 | |
| Community and the way we set up the phases we were thinking maybe that the. | 01:27:29 | |
| Caught in life would sell quicker than the single family lot. It's turned out a little bit opposite of that. | 01:27:33 | |
| And so we're running into a problem where. | 01:27:38 | |
| Our lot delivery is not matching up to what it is and it's causing Start Stop. | 01:27:41 | |
| Not allowing us to kind of keep the project going smoothly. | 01:27:47 | |
| Umm, And so we looked at try and so umm, the ad flexibility into the development agreement that allows us to. | 01:27:50 | |
| Move forward with phases as we see fit. | 01:27:57 | |
| But still deliver parts according to. | 01:27:59 | |
| The certificate of occupancy grid on the bottom right hand corner if you see. | 01:28:02 | |
| The only thing we're asking is that, um. | 01:28:06 | |
| We swap the parks when we deliver the parks originally. | 01:28:09 | |
| For whatever reason, we were going to deliver the park on the West side. | 01:28:13 | |
| Towards the lakes first. | 01:28:16 | |
| And we think that it makes more sense from a development standpoint, utility standpoint. | 01:28:18 | |
| And usability standpoint to deliver the park on the West side first. | 01:28:23 | |
| And so nothing changes as far as. | 01:28:27 | |
| Certificate Certificate of occupancy hurdles. | 01:28:29 | |
| It's just the West one would come in before the E 1. | 01:28:32 | |
| And then the bike park along the. | 01:28:35 | |
| Along the lake trail would be the same. Nothing's changing. | 01:28:37 | |
| Yeah, Excuse me. | 01:28:41 | |
| He's coming in before the last apologize. | 01:28:42 | |
| Umm, the sequential nature of. | 01:28:45 | |
| Of the zoning. | 01:28:49 | |
| Matters, but doesn't really matter. | 01:28:51 | |
| And matters in the sense that. | 01:28:52 | |
| That, the way we're proposing it now, matches better with where utilities connect to. | 01:28:54 | |
| So for example phase three. | 01:28:59 | |
| We have to connect the sewer line up on to. | 01:29:01 | |
| I forget the name of that road. | 01:29:05 | |
| 300 W. | 01:29:07 | |
| And so our thought is, is that makes more sense than having it be phase seven and. | 01:29:08 | |
| Point frogging development. | 01:29:12 | |
| Should have thought of that earlier, but again with early when you're. | 01:29:14 | |
| Going through all these details, now we know where the connections are, where the details are. | 01:29:17 | |
| Umm, and allows us to also just this this proposal allows us to. | 01:29:22 | |
| We may jump from phase two to phase 7. | 01:29:26 | |
| Or to Phase 9 or to Phase three, depending on what we think is necessary. | 01:29:29 | |
| But it doesn't change. | 01:29:33 | |
| The fact that we have to bill it for the parks. | 01:29:34 | |
| According to the certificate of occupancy hurdle that we. | 01:29:37 | |
| Had an original agreement. | 01:29:40 | |
| As far as the lot width, umm request and to go from 40 to 70 to simply allow it doesn't increase any unit count within the | 01:29:42 | |
| development. | 01:29:47 | |
| It just allows for us to. | 01:29:51 | |
| Do 3 car garages on some and not on others and also adjust. | 01:29:54 | |
| Product size. | 01:29:57 | |
| On a 40 lot versus a 70 lot, which gives us a little bit. | 01:29:59 | |
| Better spread of. | 01:30:02 | |
| Cost and so. | 01:30:03 | |
| We're not as close. | 01:30:05 | |
| In price point, it's kind of a different product. | 01:30:06 | |
| Umm, on a smaller lot. | 01:30:09 | |
| But without increasing unit size. | 01:30:10 | |
| No, OK. | 01:30:14 | |
| I appreciate it. Thank you. | 01:30:16 | |
| Is there anything else from staff? | 01:30:17 | |
| Yeah, that that was really it. So we're working with them on on some of the language I know our our legal counsel is going going | 01:30:21 | |
| through. So some of the terminology and the changes that that were put in there. So our goal. | 01:30:27 | |
| Just to kind of just assure that the same level of amenities. | 01:30:33 | |
| Are are delivered and that just the the same time like that that structure the weather does. | 01:30:36 | |
| Projecting fits bill. | 01:30:41 | |
| So yeah, we should have this track for the next. | 01:30:42 | |
| A Planning Commission for a Republican. | 01:30:47 | |
| Thank you. Mm-hmm. | 01:30:50 | |
| I would assess too that I think. | 01:30:52 | |
| You haven't been involved in the history of this, but this. | 01:30:54 | |
| We've we've. I would say 4 S would be connected. | 01:30:57 | |
| If we had this flexibility. | 01:31:02 | |
| And that's really what we're looking for is. | 01:31:04 | |
| Is we need to, we need to be able to move forward without having to start and stop and start and stop. | 01:31:06 | |
| And this allows us to do that. And it's really important from a development standpoint to do and we would have had. | 01:31:11 | |
| Other things in. | 01:31:16 | |
| We haven't been able to sell houses in there, single family homes in there for almost 6 months now. | 01:31:17 | |
| So hopefully we can get this done and be able to. | 01:31:23 | |
| Keep going. | 01:31:25 | |
| OK, uh, if I can I just one thing and I this is a conversation happening and this may be. | 01:31:26 | |
| Brian as well, but there was a desire in the past of potentially allow for a small retail use. | 01:31:31 | |
| In the clubhouse. | 01:31:38 | |
| There there was a or Mary that was Eric Matt Navali. | 01:31:39 | |
| Allowing for like an ice cream shop or something where he he indicated that, you know, it would provide kind of a. | 01:31:44 | |
| Excellence for people in the age restricted communities that together and have. | 01:31:51 | |
| Streaming a small place for them to walk to. | 01:31:55 | |
| If we do that, we would need to. | 01:31:58 | |
| Put that flexibility within the development agreement we can. | 01:32:01 | |
| The size of it. | 01:32:04 | |
| How it was proposed to us was that it would be more of just a small. | 01:32:06 | |
| Fight kitchen, community gathering thing, that's what. That's part of the clubhouse. | 01:32:10 | |
| And so I don't know if there's still a desire for that, umm, but we would. | 01:32:15 | |
| If you want to do that, you don't want to go back to the. | 01:32:18 | |
| Process again. | 01:32:20 | |
| To to have that you send it, so I would. | 01:32:22 | |
| Suggested that the desire to propose it in this amendment. | 01:32:24 | |
| Alright, thank you. | 01:32:28 | |
| Yeah, yeah, yeah, yeah. Have a conversation. | 01:32:30 | |
| OK, great. | 01:32:35 | |
| OK, umm. | 01:32:36 | |
| So there's a Commission, we'll start on this side, but. | 01:32:37 | |
| Rather than David. | 01:32:40 | |
| Umm, really. Just. | 01:32:41 | |
| Want to hear your thoughts and any opinions. | 01:32:43 | |
| If you have strong opinions on. | 01:32:46 | |
| The proposed kind of restructuring that you see here, as well as the potential of a light commercial. | 01:32:48 | |
| Use. | 01:32:54 | |
| Now faster they can connect up four cells that seem the better. | 01:32:57 | |
| I know a couple people who live over there and. | 01:33:01 | |
| OK, there you go. | 01:33:06 | |
| Do it till the neighbors start. | 01:33:09 | |
| Stop bothering, Brad. | 01:33:12 | |
| OK. | 01:33:13 | |
| OK. David, do you have any thoughts? | 01:33:15 | |
| You know how? | 01:33:20 | |
| I don't think I've heard anything. | 01:33:25 | |
| From you. | 01:33:27 | |
| That I disagree with. | 01:33:28 | |
| I don't believe. | 01:33:34 | |
| It is detrimental. | 01:33:36 | |
| To the city. | 01:33:37 | |
| Uh, to its current plans. | 01:33:39 | |
| George, Current development. | 01:33:42 | |
| To make these modifications. | 01:33:45 | |
| I think it works for you. I think it works for the city. | 01:33:52 | |
| And it works for the developer. | 01:33:55 | |
| Take more partners. | 01:33:57 | |
| Yeah. | 01:33:59 | |
| Good. Thank you. | 01:34:00 | |
| I'm crazy. | 01:34:01 | |
| Yeah, I have the idea of uh. | 01:34:04 | |
| A little amenity. | 01:34:05 | |
| OK, great. | 01:34:09 | |
| Yeah, I mean, I echo. | 01:34:12 | |
| What's been said? I think this makes sense. | 01:34:13 | |
| The reason why you're asking for this and I think. | 01:34:15 | |
| That you know. | 01:34:18 | |
| We're at our best when we are. | 01:34:19 | |
| A good partner and. | 01:34:21 | |
| This doesn't seem to change anything that. | 01:34:22 | |
| Was agreed upon. | 01:34:25 | |
| Initially. | 01:34:26 | |
| Is just, you know, kind of. | 01:34:27 | |
| Semantics on how it gets done. So I think that's great and. | 01:34:28 | |
| Right. I agree with, uh, with creating that. | 01:34:31 | |
| If uh, retail type use is something that you'd be looking for in the clubhouse I think. | 01:34:33 | |
| That would be a great amenity to have for those. | 01:34:39 | |
| Residents. So yeah, I don't. | 01:34:42 | |
| Having a reason to to oppose that. | 01:34:44 | |
| So I don't have any concerns. Umm, I think it's interesting. Umm and. | 01:34:48 | |
| Just, uh, insightful to to hear that those 65 plus. | 01:34:54 | |
| Sold out so quickly and I think that shows the need for some diverse options. | 01:34:59 | |
| In our city and we want to be a multi generational city. | 01:35:03 | |
| I love the the talk track we've been on about being. | 01:35:06 | |
| Seeing great neighbors and the type of city you want to be, anything that helps us with that so. | 01:35:10 | |
| I love getting that. | 01:35:14 | |
| Started. | 01:35:16 | |
| Umm yeah, no concern here. | 01:35:17 | |
| Great. Thanks. | 01:35:19 | |
| Two quick questions, probably more from Morgan. | 01:35:20 | |
| The previous body that approved this, did they give any strong reason or indication why they wanted a certain. | 01:35:23 | |
| Phasing schedule or is that simply because that's what was proposed, that they approved what was proposed? | 01:35:29 | |
| Yeah, the main issue was about the delivery of the men of these sports South. | 01:35:34 | |
| And so if we can maintain that within the development agreement. | 01:35:39 | |
| From a staff side, I think we're we're, we're going to be OK. | 01:35:43 | |
| Com And so as, as umm, our legal counsel go goes throughout that's. | 01:35:46 | |
| Kind of direction you provided would be showing that. | 01:35:51 | |
| It's kind of the same, the same units. | 01:35:54 | |
| I know that he does have. | 01:35:57 | |
| Can't get that he will have some proposed. | 01:35:59 | |
| Umm, language changes, but I don't think it's really an anything too significant for the most part there. There's alignment. | 01:36:01 | |
| So we're, we're, we're going to meet next week after he has all these calls together. | 01:36:08 | |
| We'll have a look to the. | 01:36:13 | |
| The clinic mission within the adjustments. | 01:36:14 | |
| Cool. And then lastly, when it comes to like park delivery? | 01:36:15 | |
| It's really just. | 01:36:20 | |
| Tied with the number of. | 01:36:21 | |
| CEO's with lots. | 01:36:23 | |
| Not which lot? | 01:36:24 | |
| Just the number of blocks, right? | 01:36:25 | |
| Yeah. | 01:36:27 | |
| And so that's, that's why the phasing, the phasing kind of connects more with the, the road. So it's umm. | 01:36:28 | |
| Spot 4 in the South, it's back into the phase. | 01:36:34 | |
| And so. | 01:36:38 | |
| That's that that. That was more of. | 01:36:40 | |
| Uh, I think it was that, yeah. It was more like the collector rose and. | 01:36:42 | |
| Things like that we're connected to, like that phase one, that's where we have the connection to Sleepy Bridge. That was the first | 01:36:45 | |
| one built. | 01:36:47 | |
| Yeah, I don't see enough changes here. | 01:36:52 | |
| To necessitate government getting involved and telling you what to do. | 01:36:54 | |
| So I hate this thing. | 01:36:57 | |
| A lot of. | 01:36:59 | |
| Umm, but I do want to give opportunity for members of the community commentating if there's any strong opinion. | 01:37:00 | |
| Uh, now it's your turn. | 01:37:06 | |
| Oh, sorry, uh. | 01:37:09 | |
| Oh man. | 01:37:11 | |
| You, you don't know how much that sum that's that's like a. | 01:37:13 | |
| Greatest Baking Show handshake Thumbs up the lottery, you know. | 01:37:15 | |
| It's OK. | 01:37:20 | |
| Hi, it's David Larae. | 01:37:21 | |
| Holy Holy Rd. | 01:37:23 | |
| Umm, I'm, I'm just. | 01:37:25 | |
| Curious, I see a few explanation. | 01:37:26 | |
| The uh, the Park Street was coming in different order. The east. | 01:37:28 | |
| Part comes in first, as I understand it is that. Listen to this. | 01:37:31 | |
| And, umm. | 01:37:35 | |
| And if you could clarify exactly which area? | 01:37:35 | |
| Is the East Park and what that timing would be when it comes to the first. | 01:37:39 | |
| Uh, is it? Is it part of that? | 01:37:43 | |
| The farm, the farm buildings, and so forth and. | 01:37:46 | |
| There was a. There was an intent at one point to. | 01:37:49 | |
| Trying to help save some of those and make the heritage site. | 01:37:51 | |
| And so I'm wondering if, if, uh, if that might. | 01:37:54 | |
| Just change and. | 01:37:57 | |
| Phasing we get in the way of that. | 01:37:58 | |
| OK. Thank you. | 01:38:01 | |
| It might help if you could also show like a Google Maps. | 01:38:03 | |
| Just so you can see what's currently existing and show. | 01:38:06 | |
| Approximately where all these things are located. | 01:38:09 | |
| Umm, but. | 01:38:11 | |
| Any other members of the public? | 01:38:13 | |
| Before we address those things. | 01:38:15 | |
| All right, couple comments closed. | 01:38:17 | |
| Uh, Morgan or applicant? | 01:38:19 | |
| If you could just clarify the proposed order of the park. Possibility of a heritage site. | 01:38:22 | |
| And timing? | 01:38:27 | |
| Yeah, so the East Park is where all the barns and the silos are, where the fire was over the summer time, just to the north of it. | 01:38:29 | |
| We've had, we've had. | 01:38:33 | |
| A little bit of issue keeping people in and out of those and they're very dilapidated. And so that's part of the reason why we | 01:38:37 | |
| would like to. | 01:38:40 | |
| Accelerate getting those down into a part. | 01:38:44 | |
| As far as the heritage nature of that park, umm. | 01:38:46 | |
| It's been talked about as. | 01:38:49 | |
| As David mentioned, it's not been programmed or discussed in detail. Exactly what would be heritage nature of those. | 01:38:51 | |
| What would be kept and not kept? I think we'd have to kind of do a safety study to see what makes. | 01:38:58 | |
| What what is safe for the public and I think we're open to working with the park people and staff to kind of decide how that works | 01:39:02 | |
| as far as delivery. | 01:39:06 | |
| Umm, if you wanna put up that other chart, it shows you where the CFO triggers are on. | 01:39:10 | |
| On that other phase, and again that wouldn't change, just simply swapping the East versus the West. | 01:39:15 | |
| I believe that it's too it's. | 01:39:20 | |
| Uh, at least 114 yeah, for the, uh, the Lake Park, so the now 114 C of OS for the east park. | 01:39:22 | |
| And then it's 150, give or take for the bike park and I think 200 and something for the. | 01:39:31 | |
| From the Lake Park. | 01:39:36 | |
| It's on the next one. | 01:39:38 | |
| Anthony, if you have the one that. | 01:39:39 | |
| Follow it right there in the bottom. | 01:39:43 | |
| 114 So E Park is 114. We're now saying that would be the East yeah, E Park, so it would be 114. | 01:39:45 | |
| I think we're at maybe. | 01:39:54 | |
| 40 or. | 01:39:58 | |
| Forney, I would say give or take right now. | 01:39:59 | |
| So. | 01:40:02 | |
| So. | 01:40:03 | |
| You know, we've been building in there for 18 months. | 01:40:04 | |
| Give or take. So third double layer, yeah. | 01:40:06 | |
| So when we, uh, we did meet with the account forces. | 01:40:09 | |
| Two years ago about about the East park. | 01:40:12 | |
| And there was interest in trying to preserve? | 01:40:15 | |
| Either one of those silos maybe doing like a big vineyard. | 01:40:18 | |
| Umm, painting on top of it because it is up high. | 01:40:21 | |
| Umm, we did have our umm engineer and also billing official George Green at the time they went through the bond because the bond | 01:40:24 | |
| was really kind of a new building. | 01:40:28 | |
| But umm, they both felt like it. It wasn't dangerous. | 01:40:32 | |
| Yeah, they said like their their recommendation is if you want that look, you could do an architectural survey. | 01:40:35 | |
| So you can basically. | 01:40:42 | |
| Draw up the plans if you wanted just to recreate that and and. | 01:40:43 | |
| In place so that that could be an option, there's. | 01:40:47 | |
| Talk to calls involved. So the developers would be required for baseline improvements that are spelled out in the development | 01:40:50 | |
| agreement. So anything above that would be on the city. It'd be a betterment. | 01:40:55 | |
| OK. Thank you. | 01:41:02 | |
| Any closing comments or thoughts? | 01:41:06 | |
| I think the general consensus is proceed. | 01:41:09 | |
| And we're excited to see this come back. | 01:41:12 | |
| Thank you. | 01:41:15 | |
| Alright. | 01:41:17 | |
| Uh, we are now at our Staffing Commission report. | 01:41:18 | |
| As the of the Commission, is there anything to report on? | 01:41:21 | |
| OK, stop anything. | 01:41:26 | |
| Umm, I don't know if we recorded on this last time. | 01:41:29 | |
| And David Pierce, along with several staff members, went to the Utah APA conference. Did he? If anyone else went to let me know, | 01:41:32 | |
| but. | 01:41:36 | |
| I, I, we, umm. | 01:41:40 | |
| I, I, It was really a amazing session. We actually had a umm. | 01:41:42 | |
| Well, he was like the New York. | 01:41:45 | |
| He was he was the commissioner of in North Carolina. | 01:41:48 | |
| But he had worked in in New York as well. | 01:41:52 | |
| So he came and talked and just talked about like the how important parks are and. | 01:41:54 | |
| And really, when you invest as a community with every dollar you invest in your park space. | 01:41:59 | |
| Is gonna bring the quality of life. | 01:42:04 | |
| Of the community up. | 01:42:06 | |
| And provide an example, an example of that. And so I think that's really cool for the work that Brian's doing and the Planning | 01:42:07 | |
| Commission, City Council and. | 01:42:11 | |
| And the active transportation today? | 01:42:15 | |
| That the, the more that we put into our park space is the more and more investing into our use and, you know, the, the community | 01:42:17 | |
| on the whole. So that, that was kind of my, my big take away. I think we're really on the right track everything. | 01:42:23 | |
| It seems like like a lot of the priorities. | 01:42:29 | |
| Developing is a great open space systems throughout the city. | 01:42:32 | |
| Wonderful. | 01:42:36 | |
| All right. | 01:42:39 | |
| Hearing nothing else. | 01:42:41 | |
| We'll go ahead and adjourn to our next meeting. | 01:42:42 | |
| Good night everyone. | 01:42:45 |
