And you need to recover our vision stamps. | 00:00:41
One nation under God, indivisible, with liberty and justice for all. | 00:00:44
OK, projection doesn't really bother everything before this. | 00:00:55
Stay with that we've invested for this opportunity that we have to meet as. | 00:00:59
Citizens of this great city were thankful for. | 00:01:04
Uh, the blessing that it is to, to live here we exercise. Please help us tonight to. | 00:01:07
Umm, learn and. | 00:01:12
Uh, make some decisions we think before. | 00:01:14
This opportunity that we have to be involved in that would ask that I would please. | 00:01:18
Bless us and and the citizens of the city that we will. | 00:01:22
Umm, be able to plan for a bright future. We love you and say these things in the name of Jesus Christ, Amen. | 00:01:25
I'm in. Thank you. | 00:01:30
All right, we'll move on to item number two. Presentations, recognition, awards, proclamations and such. Umm. | 00:01:32
I wanted to start by recognizing our new Commissioner, David Pierce, who's here on the stand with us today. Uh. | 00:01:38
Uh, David, can you give us just a little information about yourself? | 00:01:44
Yeah, thank you very much. My name is David Pierce. | 00:01:48
Both of you know that, umm. | 00:01:53
I've been a resident of venue, my wife and I since. | 00:01:56
20 Then the rest that ends up being your cascade neighborhoods. | 00:01:59
2020 that we bought our home in 2018. | 00:02:05
Umm, we've been. | 00:02:09
Both of us have been involved in the community. | 00:02:12
Uh, we. | 00:02:15 | |
In several ways. | 00:02:18
We, we love Vineyard. We've. | 00:02:20
When we first saw Divya in 2018. | 00:02:24
Recognize the dynamics of the city, the potential. | 00:02:28
And we're very excited about it and. | 00:02:32
We've enjoyed every minute we've lived here. | 00:02:35
I have in the past been member of both the City and County Level Planning Commission. | 00:02:39
As well as Board of Adjustment and Zoning Commission. | 00:02:46
So why? | 00:02:49 | |
I've got a little experience with me that way. Well, thank you. Very happy you're on the team and. | 00:02:51
At Vineyard, here in Vineyard. Thank you. | 00:02:57
All right, let's move on to item number three. Uh, this is for any public comments for items that are not on the agenda. | 00:02:59
So if you have any comments that are public and are not on the agenda, feel free to come up to the podium now. | 00:03:08
Seeing none. | 00:03:17 | |
We will move on then to item number four, UH 4.1, which are consent items for the approval of our January 22nd meeting Planning | 00:03:19
Commission special session minutes. | 00:03:24
Umm, it's consent. So do I have a motion to approve that minute? | 00:03:30
Uh, so moved all right. Do I have a second? I will second? OK, all in favor. | 00:03:36
All right, any opposed? | 00:03:41
No, it is unanimous. | 00:03:43
OK, now we are. | 00:03:45
Moving on to item number 5, which is business items. | 00:03:47
And we'll go with 5.2, which is the Forge Regionally Significant Entertainment Youth certification. | 00:03:50
Umm, we'll start with a staff report and then we'll hear from the applicant and then from the public. So I'll start with the staff | 00:03:56
report. | 00:04:00 | |
It's a very. | 00:04:05 | |
Can you hear me now? This is, this is a, a very good group. So just, you know, try, try and learn from these commissioners. I | 00:04:08
think you're, you know, well suited for it. So, uh, thank you for. | 00:04:13
Being willing to volunteer your time. | 00:04:18
Umm, so this is uh, in regards to the Forge Development Agreement. We went over the standards in our last meeting. | 00:04:20
So I won't reiterate everything. There were a few items that the Commission did mention during UH. | 00:04:27
Umm, the, the, the last meeting, umm, and it kind of go over a few of those. | 00:04:33
Umm. | 00:04:38 | |
One was in regards to architecture, wanting to see more detail of the architecture, umm, how it's gonna look, how would it | 00:04:39
interface with the site and then, umm. | 00:04:44
Umm, the second is kind of the connection to the retail block on the. | 00:04:49
Being being an anchor, the Commission wanted to, umm, ensure that it was an anchor, that people coming there had good a access to | 00:04:54
the restaurant so there would be some crossover traffic between the two. | 00:04:59
Umm, and the third was in regards to the unique uniqueness. | 00:05:05
Umm, that's actually It's supposed to be in the development grammar. Umm. | 00:05:11
Umm, but there there is a section. | 00:05:15
Umm in the final version I was approved for some reason. You need to let's take it out but it's supposed to say U unique so. | 00:05:17
Umm, umm, Bryce Brady pointed that out, and we're grateful he did so. | 00:05:23
Kind of those, those things that we've talked with the applicant and umm, this team is prepared to to go back with you. | 00:05:27
Cool. Thank you. For uh the applicant goes. Do we have any questions for staff? | 00:05:35
Uh, no, not yet, OK. | 00:05:41
Well, see please proceed great see Bora put Dakota Pacific real estate. | 00:05:44
We have two new commissioners versus 2 weeks ago. So is it helpful to go back through? | 00:05:50
Umm, I I know they both reviewed a very brief review I think would be great. | 00:05:57
Yeah. So a year ago or so, Well, just over a year ago. | 00:06:01
We have a development agreement that was approved for this site that required entertainment anchor. | 00:06:04
That entertainment anchor gates. | 00:06:10
A certain amount of residential development. We basically can't develop more than 25 residential units until this entertainment | 00:06:12
anchor has been identified. | 00:06:15
And construction starts. Umm. | 00:06:19
Furthermore. | 00:06:22
We haven't felt like we can really move forward with the commercial side of the project until we know where this. | 00:06:23
Entertainment Anchor wants to land. We don't want to build a building and then find out that we're precluding ourselves from | 00:06:28
opportunities to so much of the site risk upon this Entertainment anchor. And so we spent quite a bit of time over the last year | 00:06:32
looking at different options. | 00:06:36
And are now here to present an option that the development agreement requires. | 00:06:40
To, you know, ratify a particular use of the entertainment anchor which will allow us to move forward on more of the development, | 00:06:45
including the adjacent commercial. | 00:06:49
So we're requesting Momentum Climbing Gym as that entertainment anchor. | 00:06:54
Umm, the requirements. | 00:06:59
For the development agreement, size and capacity target a certain number of a large number of visitors. | 00:07:02
Cultural and relevant, important sporting events, regional draw at least 10 miles and then economic impact. And so we've tried to | 00:07:09
address each of those in the presentation. | 00:07:13
Uh, address that. | 00:07:20
So umm, last two weeks ago, momentum climbing, Jim was able to be here, the CFO and present. | 00:07:22
He was planning to be here today as well and present answer any questions. Unfortunately had a family issue come up. | 00:07:27
So I will do my best to answer any questions. If there's specific questions I can step out for a quick recess and I can call him | 00:07:32
get any answers that we need or or commitments, but. | 00:07:36
We would. | 00:07:41 | |
Umm. | 00:07:42 | |
Potentially sell, you know. | 00:07:44
A couple of just over 2 acres, 2 momentum who would then potentially develop. We may have some role in it as a developer as well. | 00:07:47
Obviously as a master developer we have a role, but 30,000 square foot facility. | 00:07:52
You know, 175 would be employed. They're obviously not at one time, but that's just in total different hours and shifts and | 00:07:57
different programs that occur. | 00:08:01
Umm, the majority of the facility would be 20 foot high, but there would be a portion of it that would be higher than that. At | 00:08:06
50,000, uh, 50 feet, it's about 8000 square feet, or about 20. | 00:08:11
5% or so 30% of that facility would would be higher to have a taller climbing wall. | 00:08:17
150,000. | 00:08:22 | |
Uh, visitors annually. Umm. | 00:08:24
Umm, based on their other sites, they predict that 75% of those would be outside of vineyards. | 00:08:26
Bouldering, top rope, lead climbing, youth programs, summer camps, birthday parties, yoga and fitness are all part of the services | 00:08:31
that they would offer. | 00:08:35
And then one thing that's kind of unique I I thought was interesting is at least twice a year they'll have multi state | 00:08:39
competitions at the facility like this. | 00:08:42
Which today there's no facility in Utah County that can qualify for these kind of competitions. | 00:08:46
There's a board that has to certify whether your facility qualifies. And today nothing in Utah County qualifies. There's a board | 00:08:51
that has to ratify that and so. | 00:08:54
This would be the first facility in Utah County that would actually allow these kind of out of state competition that there's one | 00:08:58
in Lehigh actually owned by Momentum as well that is fo focused on gold ring which is shorter. | 00:09:04
No, not not rope climbing base. So this would be the full suite. | 00:09:09
And so, uh, $18 million of investment and, umm. | 00:09:13
A three and a half million dollars of annual sales just tied to the decline in gym itself, not the, you know, ancillary uses that | 00:09:18
would would come around it. | 00:09:21
The proposed area is different than was anticipated in the in the development agreement. I think originally this entertainment | 00:09:26
block here in this in this top left corner. | 00:09:30
Which, you know, those use. That block still has the same use requirements for food beverage, kind of you know. | 00:09:34
Umm, supporting an entertainment anchor? | 00:09:40
Requirement would would remain for that and we would just basically expand some of those uses. | 00:09:43
And then put the actual climbing gym. | 00:09:47
On this corner which will show you an example site plan. | 00:09:49
Of how that. | 00:09:53 | |
I thought to lay out. | 00:09:54
And so. | 00:09:56 | |
Umm and this adjacency I think is part of the the overall question. So that site plan would look like this. So we would again | 00:09:57
continue to maintain. | 00:10:02
This is about 60,000 feet of retail. We think it'll be food and beverage heavy. | 00:10:07
Umm, patio outdoor space, umm, you know. | 00:10:13
You can't put an entertainment, you can't rely on food and beverage without some kind of outdoor element, patio outdoor | 00:10:17
activities. So that's what we're kind of showing in the middle. Still. People can grab food, they can come kind of have a umm, | 00:10:23
parks and plazas to be a part of. And then across the street here and we'll talk about how we talk about connectivity would be the | 00:10:29
climbing gym with its associated parking with some shared parking, you know, throughout the overall development. | 00:10:34
Umm. | 00:10:44 | |
Architecturally, what will it look like? I mean, we need to engage the architect to fully understand that. | 00:10:47
But in concept and what good design looks like around these climbing gyms? | 00:10:52
It's well placed glass. We we can't put glass across through the whole facility. It's gotta have climbing walls on it. | 00:10:57
You don't want the sun beating down on the on the climbers, but on the north side in particular. | 00:11:03
Present my thoughts. Put some emphasis on glass. We're thinking a lot about lighting. | 00:11:07
And then just building materials and building form, how how do you make that interesting A lot these some of these buildings, the | 00:11:11
form itself is fairly simple, but the way they've done the glass with the lighting really adds to the. | 00:11:16
The overall elements, umm, which is where we're, we're thinking a lot of the focus will be on the actual building. So this is | 00:11:21
precedent imagery, umm. | 00:11:24
I'm sorry, can you go back on the? | 00:11:28
Does the road go on the north side of the OK? | 00:11:31
Yeah, so the windows would be. | 00:11:34
Is that kind of as you're turning into the facility? Yeah. So as you're driving along with your connector, in fact, I'm driving | 00:11:37
and I wish I knew how tall the UVU. | 00:11:41
Tennis bubble wolf. Like it feels like that's gotta be 4050 feet, right? We would have a portion of it just kinda up there. You'd | 00:11:45
be able to see this from a distance. | 00:11:49
You put some glass in that taller tower. | 00:11:54
You face it, N as you're coming into the town, you're gonna be able to see, hey, there's a presence of something that's active | 00:11:56
right there. | 00:11:59 | |
You're gonna be able to these buildings here, you know these will be. | 00:12:02
UH-15 to 20 feet. | 00:12:06
After a a parapet. So even on Vineyard Connector you're gonna be able to see past those buildings. Don't like you did the bubble | 00:12:08
today. | 00:12:11 | |
And see, OK, there's this presence of something active. | 00:12:14
You'll see the theater and then of course the top golf net. And so I, I think it'll add to the overall. | 00:12:16
Sense of place for the area. | 00:12:22
Cool. | 00:12:24 | |
Umm, is there a regional draw? This is uh. | 00:12:26
This is what placer AI they track phone umm. | 00:12:31
Cell phone data where people come from to go to their Sandy location. I did A5 and A10 mile radius. You can see all the blue area | 00:12:36
there. | 00:12:40 | |
Obviously red's the most dense. Umm, but umm. | 00:12:44
People are coming from Tooele Park City. | 00:12:47
You can see that there's actually some heavy spots down in Provo and Orem. | 00:12:51
Uh, area where people are actually driving the 30 minutes or more, uh, to get up to, to the Sandy location today. | 00:12:54
Umm, even though there's a. | 00:13:02
The facility which we'll we'll talk about today in Utah County. | 00:13:04
This is the Mill Creek. | 00:13:07
Uh, site as well. Just another another comp you can see the pull on from the entire valley. | 00:13:09
So people will drive a distance to come find these facilities. | 00:13:13
And umm, spend some time here. | 00:13:17
I that range is a question in my mind. | 00:13:19
Is it? | 00:13:24 | |
The United States Climbing Association. | 00:13:25
Approves events. They sponsor national events as well as regional events. | 00:13:28
And approve. | 00:13:34 | |
The facilities. | 00:13:36
For. | 00:13:37 | |
The venues for holding these events. | 00:13:39
Umm, there's a potential. | 00:13:42
For two. | 00:13:45 | |
Competitions a year. | 00:13:47
Is and this is. | 00:13:49
May not be a question you can answer, but I was thinking. | 00:13:52
If. | 00:13:56 | |
If the uh. | 00:14:00 | |
The business. | 00:14:02
Has other facilities. | 00:14:04
Giant salt. I counted that would. | 00:14:06
Compete with this menu for the same events. | 00:14:09
What? How is that going to affect us? | 00:14:13
Yeah, it might affect you. It might discuss it with momentum each of their facilities. | 00:14:18
Holds a level of competition that's kind of the brand for each of the facilities is what kind of drives activity. | 00:14:23
And so they'll host their own activity for that facility. | 00:14:28
Kind of like, you know your Ragnar running and you know you've got multiple Ironman sponsors, right? That'll that'll go. This is | 00:14:32
just gonna be another sponsor of a competition that people can choose to come to. | 00:14:37
So I, I think it'll just add to the number of events in Utah. Is, is the way I've been told, because each facility is gonna try to | 00:14:42
host a certain amount of events and each one will have its own unique themes, right? They'll put a different difficulty or a | 00:14:46
different route. | 00:14:50
Here than they would in Sandy or Mill Creek they want some kind of unique identity with each of the each of the buildings as well | 00:14:55
I I recall last week the CEO saying that so one of his other facilities may have an emphasis in bouldering this one could have | 00:15:02
some bouldering but it might have speed climbing you know the exact programming is still to be decided but some unique features | 00:15:08
that uh distinct from the other locations yeah but they've been unequivocal that they will host event. | 00:15:14
OK, so. | 00:15:21 | |
The fiscal impact, I think you've seen that in your packet through? | 00:15:24
So I don't need to spend a lot of time on it, but we did get Zion's Public Finance to take a look at the numbers. | 00:15:27
What does this add? We look at both, you know, specific taxes associated with this building. | 00:15:32
And then? | 00:15:38 | |
Because this building's here and allows the adjacent. | 00:15:39
You know, food and beverage. We just did three or three to four restaurants. | 00:15:42
You know, then there's also. | 00:15:46
Because it's a gateway to actually allow our commercial development to happen, there's additional impacts that can also flow | 00:15:49
through. | 00:15:52 | |
For the overall area versus having to sit like it is today. | 00:15:55
The comments from the the work session Architectural features. | 00:15:59
So we talked about the glass. | 00:16:03
This north side. | 00:16:06
And wrapping around the corner a little bit. | 00:16:07
In our mind, we want to tell the architect to focus the glass, not that there won't be glass the other way, especially on the | 00:16:10
ground level. | 00:16:13
Right. I think there'll be some transparency, but this is what we're thinking, the taller glass where there's real transparency. | 00:16:17
Part of that is because again, the view from being a connector, the vineyard from, you know, whatever active areas we have, the | 00:16:23
views from restaurants and patios over here. | 00:16:27
You'll be able to fill the visual connectivity between the two areas. | 00:16:31
Sure, there's a street. I don't know if you've driven that street. It's a 0 curved St. so it feels more like you're kind of | 00:16:35
driving through a paseo than you know an actual Rd. is concrete. There's different colors of of concrete. | 00:16:41
OK, just really quick while you're on that glass, umm. | 00:16:47
It's been brought up before, but uh, you know, Bryce had brought it up, but other commissioners in past meetings have talked about | 00:16:50
it. | 00:16:53 | |
But having. | 00:16:56 | |
Visibility from the UMM kind of that that main central gathering spot on the north. | 00:16:57
Uh, you do have that 4800 square foot retail building. | 00:17:03
Just like something to think about, like trying to preserve that corridor a little bit more because it looks like it cuts it off. | 00:17:07
Yeah, but having it that maybe that building becomes more boxy umm, you know that the 4800 square foot or defrust on that square | 00:17:13
footage into the l-shaped building, but if you could keep that. | 00:17:18
That that view corridor opens more I I think that I think the height of this building will matter. | 00:17:25
For one, but we can do some view studies as we actually design it. | 00:17:30
Height of this building will matter and it could easily be lower on one end. | 00:17:33
Obviously if you're sitting on this side of it, you're gonna have some, some views, but yeah, we'll want to do some views to you. | 00:17:37
So at least a large portion of this starts to fill visual connectivity to that building just because I think it'll it'll. | 00:17:43
It'll kind of define brand a little bit for the add to it, I should say so. | 00:17:48
So if if I get the picture. | 00:17:53
That, uh, that area on the West side of the building is going to be the high spot. | 00:17:55
That's how we've anticipated. Yeah, exactly. That's that's that's how we're thinking right now. Just again to kind of create this | 00:18:01
iconic presence out there on the on the street and the windows. You would have though. | 00:18:06
Uh, like all the way up? | 00:18:12
I mean, using the present imagery again, yeah, there's portions that would go up, maybe there's some that are smaller. You can see | 00:18:14
this is planted, so you can still maybe use it as many walls, but umm. | 00:18:19
Yeah, you can see this, this goes all the way up. I I think. Yeah, that's that's that's the vision I would give the architect. | 00:18:25
Let's, let's see if we can get some visual all the way. | 00:18:29
Uh, so that when people are 40 feet in the air, you know? | 00:18:35
That kind of creates a different sense. | 00:18:40
Nothing else. It's cool advertising. | 00:18:42
And it'll cross the screen. I think it'll it'll help the overall brand. Well, people eat this average. They continue crying. | 00:18:45
Exactly, exactly. | 00:18:50
The entrance location is something we've thought about architecture. Where does it wanna be? | 00:18:56
We want a sense of a presence, like if I'm a pedestrian walking from across the street. | 00:19:00
Umm, so my. | 00:19:06 | |
Is is is there like an entrance presence along Cauldron Street? Is this called today? | 00:19:08
Here until the thought is can we get this entrance up here in this corner? | 00:19:12
And they obviously have to control people coming in. They gotta get through a front desk. They gotta check in. They can't have, | 00:19:16
you know, entrances everywhere but the primary entrance. | 00:19:20
We thought about putting. | 00:19:24
Uh, up here in this corner. So that again, it's just more connected to the retail food and the street itself. | 00:19:26
And then we talked about the height part of it at 55 feet. The other thing to talk about architectural is finishes. I mean tip, | 00:19:33
it's very typical for these kind of buildings to have. | 00:19:38
A mix of, you know, masonry and steel. | 00:19:42
Uh, you know, metal siding colors, umm. | 00:19:45
And so. | 00:19:49 | |
That's probably where a lot of the focus would be there. | 00:19:51
The building that they've built in the last few years. | 00:19:54
You know, it's even more interest along the bottom, you know, 12 feet or something, meaning there's masonry and there's bump outs | 00:19:57
and then it kind of goes up. It's about glass and, you know, metal. | 00:20:02
Metal paneling similar to the images that you're seeing here. This is fairly typical for the industry, right? | 00:20:08
Where you can see the front's got more. | 00:20:13
The last and then and then it just starts to say how, how do you make these other walls? | 00:20:19
Break them up a little bit with some. | 00:20:23
Windows, glass, different change of materials but. | 00:20:25
That'll certainly be part of the site plan review and and you all will be able to weigh in on that as we submit a site plan. | 00:20:28
And just go off that too. There's still umm, like part of that would be the zoning code. Check here that's on yours for the Forge. | 00:20:33
OK, so I. | 00:20:42 | |
I took some pictures and I can pull them up, but I drove by this area today. | 00:20:44
This crosswalk is already defined by a different color of payment again 0 curb. | 00:20:49
Along this area, there's actually a. | 00:20:54
Uh, a split like island that sits right here. So this area already is designed to really calm traffic because you're coming | 00:20:56
through and really being identified. | 00:21:01
Umm, pedestrian access. We're gonna spend additional time thinking about what else you know. | 00:21:05
We could do to even enhance it further, but I think through some. | 00:21:11
Landscaping in this area potentially some. | 00:21:14
Branding some signage, you know, we thought about could we do some kind of a. | 00:21:17
Monument sign on this corner. | 00:21:22
So that it's really clear I'm coming into an area I need to slow down. But I think if you drive that area, I can pull up some | 00:21:26
pictures if we wanna e-mail them to myself of what that looks like today. It's already started and we have a really good base. And | 00:21:31
then we'll continue to look at how to build on that. | 00:21:35
And we've already talked about the visual connectivity. | 00:21:39
Any other questions about that, just the adjacency and? | 00:21:43
How we connect to the block across? | 00:21:46
Would be helpful if I pull up. | 00:21:49
Some pictures of what that intersection looks like today. | 00:21:51
I just think one thing that comes to mind. | 00:21:54
You mentioned the visual. | 00:21:56
What was the phrasing? The visual connectivity I think? | 00:21:58
Having that be. | 00:22:03
Having it be visual from that that umm. | 00:22:05
Kind of recreation area. I think there's going to be probably a lot of folks that just. | 00:22:08
Wander depending on what? What is? | 00:22:14
Between those two buildings. | 00:22:16
They're probably going across one of those two arrows are. | 00:22:18
And so. | 00:22:22 | |
I would. | 00:22:23 | |
Want to bear that in mind and either design it in a way that. | 00:22:24
Pushes them through the crosswalk or makes it safe. | 00:22:29
Yeah. I don't know if we could add a cross on there. We're just wondering if it's too close to the intersection. Yeah, and that's | 00:22:31
yeah. But I just think that if it is open, if you can't see it, if it is striking. | 00:22:36
I think people will just. | 00:22:41
Just for the cars, more so that for the pedestrians, just being aware, having infrastructure in place that. | 00:23:13
Has been slow down or or understand that there will be pedestrians on this world transportation plan. Umm, one of the things that | 00:23:20
council really wanted us to focus on is any improvements to crosswalk. | 00:23:26
Have some sort of a flashing indicator. | 00:23:32
So that that that might be an option. So you're putting something where you're kidding about. I mean, what you can do could really | 00:23:35
kind of help make that a. | 00:23:38
You know, I guess the table would I I I will say though, especially seeing these pictures, but. | 00:23:43
The applicants putting up. | 00:23:49
Umm, that invites slower speeds, just the way that it's designed there in the materials used. | 00:23:50
And the narrow lanes, yeah, no, I I love that. | 00:23:56
OK, Yeah. | 00:24:00 | |
Yeah, you've kind of got this. Umm. | 00:24:02
Concrete. | 00:24:05 | |
The divider there and then it opens up into these planners. | 00:24:07
Again, what can we do landscaping while we look into some signage to again, like, hey, this is a place where people. | 00:24:10
Low cross, slow down and invite people to want to cross because it's it's it's an interesting place, so. | 00:24:16
I think, uh, caving to address your question about today walking in that one area if there's a concrete divider. | 00:24:22
That's gonna push people towards the crosswalk for sure. | 00:24:28
No for sure, but if the climbers maybe see it as a challenge. | 00:24:32
So, so, yeah, I think that, yeah, that's great. | 00:24:38
Let me. | 00:24:42 | |
So then I think the last area to address is the. | 00:24:50
Uniqueness. This is a table that compares momentum at the Forge, what we're proposing on the left. | 00:24:54
With the Pori, which is down in Provo, which is I think some people say, you know, if we've got a climbing gym, is this unique? | 00:25:00
And so the size is about double. | 00:25:07
You can see there's an extra 12 feet of of wall height at the tallest point. | 00:25:09
Umm. | 00:25:14 | |
This facility would be Olympic competition eligible. | 00:25:16
By the standards. | 00:25:20
The query is, not. | 00:25:21
You talked about that governing body that will say this can be used for, umm, competitions. | 00:25:24
This one will meet it. The quarry does not. | 00:25:30
For multi state and bouldering competitions. | 00:25:33
Twice the rope wall. | 00:25:37
Uh, three times the bouldering. Plus of course you got the bouldering the moment a bunch of heads up and Lehigh. | 00:25:39
We'll have a fitness studio the Quarry does not. We'll have the yoga yoga studio that one does not. | 00:25:44
No, I can't really speak of difficulty a whole lot. | 00:25:50
But what John told me is basically it's it's like taking a green or blue difficulty he run versus a black diamond run. | 00:25:53
Right. | 00:26:01 | |
If you're familiar with Ogden Canyon, it's a Wolf Creek versus. | 00:26:02
Umm. | 00:26:06 | |
So basically, yeah. | 00:26:08
Right. It's a different caliber. | 00:26:10
This would be the only competition qualified gym in Utah County that meets all the requirements of the governing body of the | 00:26:12
support so. | 00:26:15 | |
Umm, I think John really feels like this is unique. He says he he has climbers calling him constantly. You saw again, there's | 00:26:19
quite a contingent that comes from Provo Orem saying please give us a real, you know, something That's the next level in in Utah | 00:26:23
County. So. | 00:26:27 | |
I think that speaks to the uniqueness as well. | 00:26:32
That's that's the presentation. Is there any other questions or dialogue that you had? | 00:26:36
Wonderful. | 00:26:44 | |
Thank you so much. Before you sit down, are there any less questions? | 00:26:45
Of the Commission for the applicant. | 00:26:48
I have just a few brief. | 00:26:50
Couple questions. | 00:26:54
So first, umm. | 00:26:55
20 feet high. | 00:26:58 | |
At some parts 50 feet high, uh. | 00:27:00
Umm, this might be more for staff, I apologize. How tall umm. | 00:27:03
Just in range our other buildings in the area such as movie theaters or the UVU dump. | 00:27:07
I believe top golf the polls because that's gonna be like your highest place right there. We could double check this 120 feet. | 00:27:13
Yeah. D do you wanna like, hold it? Yeah. You called up I, I, I believe 100. I think they anticipated even going to like 1:50, but | 00:27:20
they ended up at like 1:20-ish. | 00:27:24
Is is. I understand if you use that as a kind of a perspective, cut that. | 00:27:29
A little less than 1/2. | 00:27:33
Alright, umm. I asked, because hey, I don't want it too tall, but at the same time I do want it to be significant enough to be a | 00:27:35
draw. | 00:27:38 | |
You know when I can go by, I wanna be able to say, MMM, there's the forge. | 00:27:42
Umm, and I think 50 feet. | 00:27:46
To do that, umm, uh, also curious about lighting requirements, obviously. Umm, that is, we're not at the stage yet. | 00:27:48
Scott, could you just tell us real quick? Umm. | 00:27:56
I'm assuming this gets approved tonight. What are the next steps to make sure that lighting requirements and all of the | 00:28:00
architectural? | 00:28:03
Uh, standards we're laying out right now that, that, that's a great question. So the next step, so. | 00:28:07
If you certify by the this then umm it allows to move forward but. | 00:28:12
Umm, they would then go into, I guess full design, some more conceptual level. | 00:28:17
Once that's when it comes to UMM as a pipeline application. | 00:28:21
Kind of isolation, but typically it's full cut off face down or if it's face towards the building then it's like fully captures | 00:28:53
within the EU or within the architecture of the building. | 00:28:58
So that is something that we'll look at a photometric plan which would help us understand that. That'll show us like the lighting | 00:29:03
levels around each of those hundred years on the outside. | 00:29:07
Umm, yeah, yeah, let me go through a side plan. Staff would review that take place. Uh. | 00:29:11
Like 2-4 weeks to review time to go back and forth and then they they come to you hopefully with the product that you can approve. | 00:29:15
OK. | 00:29:18 | |
Awesome. And then lastly, uh. | 00:29:22
Uh, based off the programming that was presented tonight and the updates that we've proposed to the municipal code. | 00:29:25
Umm, how would they obtain special event permits? | 00:29:33
With a renew annually for each permit we just so a special event, uh. | 00:29:36
Umm, would there? | 00:29:41
Our own requires around they're on public property, umm and and in this case, they're building a facility that can accommodate | 00:29:43
special events. So like the the naked flex has lots of events. They have the movies, obviously the deal so close to lots of. | 00:29:49
Umm, just like core corporate events, Top Golf has giant conference room and stuff, so they, they, they would be allowed to do | 00:29:55
that. Umm. | 00:29:59 | |
Umm, you know, same, same thing. Now if they had a massive event that required us to shut down traffic or to do traffic control, | 00:30:03
then that's where police would get involved and then they would most likely have to go through some approval process with the | 00:30:07
city. | 00:30:10 | |
Perfect. OK. | 00:30:14 | |
Thanks. | 00:30:16 | |
I'm sorry, I said the questions were for you. I lied very well for them. All for us, OK. | 00:30:17
Thank you. Umm, you can sit down, we'll start, umm, uh, open it up for public comment. If there's anyone that has public comment | 00:30:23
to direct to the board, now is your time to do so. Just come up to the stand. | 00:30:28
Say your name. | 00:30:35
Your favorite color? | 00:30:36
And then, yeah, give us your name and, uh. | 00:30:37
Uh, Jane Pierce, uh, Cascade area. | 00:30:41
So, umm, I do have uh. | 00:30:45
Comment and a concern, I know that. | 00:30:47
Umm class Buildings class. | 00:30:51
Windows are beautiful. | 00:30:54
And they're, they're nice to look at and they're wonderful, but. | 00:30:56
Problem is I'm just wondering if. | 00:30:59
If they are considering the impact on birth. | 00:31:01
First hypnosis. And they do, uh, die from that. In fact, I just looked up here and there's umm. | 00:31:04
In the United States. | 00:31:10
There's up to 1 billion birds die each year in the United States due to collisions. | 00:31:12
With Windows. | 00:31:18
And, uh, 54 to 76% of them die. | 00:31:19
So, umm, I'm also concerned about, you know, whether that. | 00:31:23
Uh, windows will be lit from the inside all night long because that causes problems with migratory birds. Also when they're flying | 00:31:28
through if it's lit. | 00:31:33
Umm. All night. That causes a problem. So I'm just wondering if that's gonna be umm. | 00:31:38
What the case is gonna be with our children? | 00:31:44
Alright, thank you. | 00:31:46
What we'll do is, uh, complete all the public comment, then when we close public comment, we'll address any further questions that | 00:31:48
may arise from. So is there anyone else from the audience? | 00:31:52
Come on up. | 00:31:58 | |
Oh, OK, OK. | 00:32:00 | |
All right. | 00:32:03 | |
Umm, and I'm gonna go ahead and close public comment. | 00:32:04
Umm, When it comes to concerns with the glass building and the impact on birds and also lighting, umm, I'll allow staff to weigh | 00:32:07
in on that. But I'll just say a lot of that is gonna be determined during that architectural review. | 00:32:14
That was just talked about. That's gonna be a few weeks from now or whenever our, our architect has their design complete, Uh. | 00:32:22
Umm, and I'll make a note to. | 00:32:28
Ask about the environmental impact of that thing. | 00:32:30
Umm, even though. | 00:32:34
I I'll give my opinion right now though, I'm far from an artist and far from an architect. Uh, while I love to see glass on | 00:32:35
buildings, I don't want it to be a whole glass building. | 00:32:40
Which I don't think is the intent either. So I think if it's tastefully done to be attractive without being too dominating, umm. | 00:32:45
Umm, I think that may result some of the concerns. Umm. | 00:32:53
That was also why I asked the question about lighting. Not just the exterior lights that might say, hey look at me, but also if | 00:32:56
the inside is lit all night long, what does that? | 00:33:01
Impact and how does that have to do with our light ordinance? | 00:33:07
Umm and so I think all of that will be addressed during that review, but Steph, if you have anything to add that that's where we | 00:33:10
get into that kind of that level of detail. Umm, our code, umm. | 00:33:15
Umm. And I I can. | 00:33:20
Like triple check, but I don't think it has anything about keeping your lights on at night. I, I, it's not something that that | 00:33:22
that's addressed in our code. | 00:33:25
Umm, we've had through like the conditional use permit process we've required, I think there was a dental office that has IP | 00:33:30
digital sign that has to turn off by 10:00 PM. So we did that through the conditional use profile residential unit. | 00:33:36
So we're gonna have a lot of conditions. | 00:33:44
OK. | 00:34:15 | |
All right. Any members of the Commission have any other questions before we entertain motion? | 00:34:17
OK. All right. Does anyone have a motion? | 00:34:23
Do we have garbage from Russia? | 00:34:29
Yeah, on the staff report, but you could easily just say I moved to approve. Yeah, I could pull it up, but I, uh. | 00:34:33
Yeah, I moved to approve. | 00:34:39
It's a certified I moved to certify business item 5.2. | 00:34:41
Uh, regarding the. | 00:34:47
Forge development in the RE regionally significant. | 00:34:48
Entertainment use certification. | 00:34:52
Alright, do I have that I can send you a whole second? | 00:34:55
Alright, all in favor. | 00:34:57
Alright. | 00:35:00 | |
It's unanimous. | 00:35:01
OK. Congratulations. Thank you. | 00:35:03
All right. We're excited to see, uh, as it evolves. | 00:35:06
I think that'll be a really good addition to our community. | 00:35:09
Umm, there are no items that were submitted for a work session, so we'll move on to item number 7, which is Staffing Commission | 00:35:12
report. | 00:35:16 | |
We'll start with Commission members. Is there anything worth reporting with? | 00:35:21
Our friend. | 00:35:25 | |
No, I don't have anything. OK, sounds great. | 00:35:28
Oh. | 00:35:32 | |
OK. Staff, is there anything with the reporting? | 00:35:33
All right. | 00:35:40 | |
Been a busy month. OK Appreciate you all. | 00:35:42
Uh, we'll go ahead and move on to adjournment. We're now officially adjourned for the next regular scheduled meeting of February | 00:35:46
19th. | 00:35:50 | |
Have a good night, everyone. All right. | 00:35:54 |
* you need to log in to manage your favorites
All right, thank you everyone for coming. We're gonna go ahead and get started with the Planning Commission meeting for the City | 00:00:04
of Vineyards, February 5th, 2025. | 00:00:08
Starting at 6:06 PM. Apologies for being 6 minutes late, but we're starting now, so thank you. | 00:00:13
Uh, we're gonna go ahead and start just with everything that's on the agenda item number one, with an invocation and a Pledge of | 00:00:20
Allegiance given by Caden. | 00:00:24
And whatever order you prefer, uh, let's start with, let's do it. | 00:00:28
I pledge allegiance to the flag. | 00:00:33
Of the United States of America. | 00:00:38
All right. | 00:35:54 |
