Yeah. 00:00:05
OK, let's get started. We're good. 00:00:09
We will call to order. 00:00:12
Our meeting of August 20th, 2025 of the Vineyard City Planning Commission. 00:00:15
We're going to start with an invocation and Pledge of Allegiance by Brad. 00:00:20
Mm-hmm. 00:00:39
Want allegiance to the? 00:00:46
Of the United States of America. 00:00:47
Individual. 00:00:54
We were seeing that. 00:00:56
Thank you. 00:01:01
Item number two, our presentations and recognitions. 00:01:03
We have none, so that moves us on to item 3. 00:01:06
Which are public comment. 00:01:09
Are there any members of the public who have comments? 00:01:11
On anything not on the agenda. 00:01:14
Seeing none, we'll move on to #4, which are our consent items. 00:01:17
And uh, there's only one item on it, which is the approval of the August. 00:01:21
***** Planning Commission meeting minutes. 00:01:25
Are there any questions? 00:01:28
About that? If not, is there a motion? 00:01:29
I'll make a motion, all right. 00:01:33
We have one motion. 00:01:35
A second we have a second. All in favor say aye. 00:01:37
Alright in the post. 00:01:40
Passes unanimously. 00:01:42
Uh, we're now on to item number 5, which is our only. 00:01:44
Uh, item for discussion, uh, this evening, which is the Allied signed site plan amendment. 00:01:48
We'll start with the staff report. 00:01:55
Is this phone OK? 00:01:58
OK, umm, yeah, we have a fairly basic site plan amendment here. Umm, here's a site contact. 00:01:59
You have the genie room. 00:02:05
Standard N This is kind of the first building into the city. 00:02:06
The the property to the east of the site is in London. And so yeah, this building is it's owned by a. 00:02:10
Subsidiary out of California, but the tenant is allied. 00:02:16
Allied signs and manufacture. 00:02:19
A lot of. 00:02:22
Uh, monument signs and like building signs, wall signs for buildings like. 00:02:23
They've they've said if you see a Taco Bell sign, there's a good chance that they're the ones who manufactured it. So it's really 00:02:27
cool to to. 00:02:29
Know that they're a really great, uh, job supplier and vineyard they have right now, they have two shifts going on and they're 00:02:32
looking to add a third shift. 00:02:36
Because they're just constantly divine. 00:02:39
And that's what. 00:02:41
Brought on the site plan amendment is the need for for additional states. 00:02:42
So. 00:02:45
Um, with that. 00:02:46
I have their site plan amendment right here. 00:02:47
Umm. In the. 00:02:50
Northern portion of their property kind of comes to a triangle. 00:02:52
And right now it is all just landscaped with some movies, cobble and some some plantings and they are proposing to get rid of. 00:02:55
Uh, most of that it will still have a perimeter. 00:03:01
Of planting. 00:03:04
Oh, and then we do have Matt with Ally here. 00:03:05
So you can probably speak up on the the use of this clearer than I can, but. 00:03:08
And then they will be the site client does remove from parking stalls. As you can see I have some calculations here. 00:03:12
Umm, they're currently just over 30,000 square feet of. 00:03:18
Landscaping, which is roughly 19% of the site. 00:03:21
And they're proposing to. 00:03:25
To get rid of. 00:03:26
Umm, about 8000, which would put them at 13.7%. 00:03:27
And the requirement for this is only 5, so they're well above the landscaping minimums for this. 00:03:31
That's the parking. They have 154 stalls. They're looking at removing 17 of them. 00:03:36
Which is still 48. 00:03:43
Above the requirement of 89. 00:03:44
OK, so that is all that I have and I don't know if. 00:03:49
The Commission would want to ask about about kind of the use. 00:03:51
The idea here is. 00:03:54
Part of their process is when they remove signs, old signs that they do recycle them. 00:03:56
And so they have to have a kind of an area where they can. 00:04:00
Take apartmentals and sort them. 00:04:02
Umm, And right now they're using their garage base at their property and that they're wanting to kind of consolidate that into 00:04:04
this location up here where it's a little bit more out of the way. 00:04:08
From their operations. 00:04:12
OK, great. 00:04:14
Um, while we. 00:04:15
I'm sure we have questions in just a couple of discussion items. 00:04:19
Could you pull up a Google map? 00:04:22
Satellite just so we can get contacts on what's in the area. I already got it up. 00:04:24
Umm, oh, look, there we go. So there there are a few unique things about this. So you you do have Geneva Road and then you do have 00:04:28
this is the the FedEx warehouse that's in Vineyard. 00:04:32
And then this is a rail up preserved rail corridor that that comes near the rear part of their property. 00:04:37
Right now that's being used by multiple businesses just to distortion stuff, and they're even. 00:04:42
Storing some stuff on it. 00:04:46
Good idea is to keep that in that that triangle, but eventually that corridor will be a spur. 00:04:48
That that's the plan. That's the plan. 00:04:54
So you can kind of see that store going through this whole. 00:04:57
No, it's important to protect that as much as possible. 00:05:05
Collectors. 00:05:09
Right now. 00:05:10
Is just rail access. 00:05:10
Relax. So bringing jobs into the community, whatever we can do to create. 00:05:12
Yeah, and this, this fur line is actually what we'll hopefully. 00:05:15
Quarter. 00:05:18
Help us be able to get rid of the the fur line that goes along Geneva Rd. 00:05:20
Our plan is to have it rerouted through here. 00:05:23
OK. 00:05:26
Right, alright. 00:05:27
Umm does anyone have any questions for staff? 00:05:31
OK, thing done. 00:05:36
Does the applicant have anything you wanna say or just here to answer your questions if there are any? 00:05:37
Microphone. 00:05:46
You're saying enough that needs to be recorded. 00:05:48
Yeah, mainly just here to answer questions. Are there any concerns or anything but? 00:05:53
Part of our operation as we receive in signage that will fit. 00:05:57
Uh, before it gets installed for. 00:06:01
A couple weeks sometimes, So just having an upstate place to store that. 00:06:03
Umm, kind of out of the way of where our trucks are moving, things like that. Just. 00:06:07
Helpful to have some material. 00:06:11
Uh. 00:06:12
Some extra exterior. 00:06:13
Your space is really what we're looking for. 00:06:15
Great. 00:06:17
If it is a storage yard, uh, can you talk about what screening is? 00:06:19
Proposed. 00:06:23
Slash just privacy and security. 00:06:24
Yeah. So we will likely, uh, put a fence up around it. 00:06:27
Umm, and we could have some. 00:06:30
You could add some. 00:06:33
Umm, screening to that fencing, if that's. 00:06:35
You know. 00:06:38
Desirable. 00:06:39
Uh, is it like a temporary fence or more of a permanent? 00:06:40
File like. 00:06:43
Chain link construction or. 00:06:44
A little bit more secure. 00:06:46
I thought about that yet. 00:06:48
We haven't. 00:06:51
Totally nailed it down I I think. 00:06:52
You know are from a. 00:06:54
Protection Perspective. 00:06:55
I think people find a way to get into anything regardless of what. 00:06:57
I'm keeping your foot up and we haven't really had any issues with that. 00:07:00
So. 00:07:04
I think probably it would be more on the basic side of. 00:07:04
Like a chain link, but. 00:07:08
Something that is. 00:07:09
You know, in the ground, not just. 00:07:10
Temporary stuff. 00:07:12
But we haven't. 00:07:14
Necessarily nailed that. 00:07:15
Down one way or the other. 00:07:17
It's kind of a cost question as well. How much? 00:07:18
Got it. And and if if they did want a fence and it wasn't part of the the, you know, proposed. 00:07:21
Motion tonight. 00:07:27
That is something it could go through the the building department process that's putting in a fence, right, if it's over the 00:07:28
certain height. 00:07:30
And and they could do that separate from this if, if this does get approved, but I didn't want to show you kind of the Street 00:07:34
View. 00:07:36
And I did just start down with about half an hour ago. 00:07:39
And this this area is pretty far back. You can kind of see this, this front area that is very well maintained does. 00:07:42
Screen quite a bit. 00:07:47
Right here you can kind of see. 00:07:49
Back into that area, but. 00:07:51
That's where it would be. 00:07:52
Yeah, I just. 00:07:53
And the, you know, it's another interest. 00:07:54
There's there's just no one, those little roads that. 00:07:57
Come by in this area. 00:07:59
Hits pretty well, kind of set back. 00:08:01
What breed of dog are you considering for the yard? 00:08:04
Oh, that's a great question. 00:08:10
Uh, if there are any recommendations, I'm. 00:08:11
Chihuahua. 00:08:15
OK. 00:08:16
Thank you. 00:08:18
Umm, even though this isn't a notice public hearing, I would be happy to entertain public comment. 00:08:21
So any members of the public, anything you want to share, by all means, now is the time. 00:08:27
There are none. 00:08:32
Other than some silent thumbs up. 00:08:33
So that's. 00:08:36
All I needed to see. 00:08:37
Umm, any further concerns or questions? 00:08:38
There's nothing in the code that requires screening for this. 00:08:43
Are apart from. 00:08:46
The right of way, nothing specific. 00:08:48
OK. Yeah. And be mostly for a security aspect if they did have, I know that they have some stuff along the. 00:08:50
The garage phase and they have a big sign up that says like smile you're on camera to prevent people from here but like. 00:08:56
Kind of putting that away from the the. 00:09:01
Treat you. Hopefully that alone will be secure enough. 00:09:03
I'm fine with that being a business decision of theirs rather than us imposing it on themselves. 00:09:07
I think that's fine. 00:09:12
Uh, there's no other questions. Is there a motion? 00:09:13
Do you have text for the? 00:09:19
Sample motion. 00:09:22
For ease. 00:09:23
Uh, I moved to approve the site plan amendment as presented. 00:09:28
Alright, there's a motion. Is there a second? 00:09:31
All in favor say aye. 00:09:34
All right, any opposed? 00:09:36
Not one. So it passes unanimously. 00:09:38
Congratulations. 00:09:41
Alright. 00:09:43
Moving on. 00:09:44
Two, I just got out of there. 00:09:49
All right. There is no work session in Item 6, so we're now at Staffing Commission report. 00:09:50
Staff, is there anything to report on? 00:09:57
Uh, no, nothing. But we do have. 00:10:01
Utah APA do you know the just the dates of that? I think we've sent out some emails so. 00:10:04
Umm, I believe it's October 9th and 10th. 00:10:09
Umm, it's still Thursday and Friday of that week. 00:10:13
Yeah. So those, those are always really excellent. 00:10:15
Umm, so I definitely would recommend. 00:10:18
Utah APA that reminds me of a college course. 00:10:20
I took yeah, writing. 00:10:23
Uh, please. 00:10:26
Learn a lot about the history of city planning at the conference so it might be in alignment. 00:10:27
But umm, yeah, definitely really great. Especially water right now is such a big issue in the States. They'll probably be a lot of 00:10:32
sessions on easing. 00:10:36
Doing planning and that helps to conserve water and some of our natural resources. I would expect that that's presently a big 00:10:41
topic, the Legislature the last few sessions. 00:10:46
Great. Yeah. If you want to go, let us know. We'll we'll pay and we're happy to staff. We have our carpool there. 00:10:53
I believe. 00:11:00
Is it Andy? 00:11:01
It's in downtown Salt Lake. It's just that gateway, uh, and we already purchased. 00:11:03
Some tickets for those of you who requested them. 00:11:08
Yeah, take. 00:11:12
Late the game us now. 00:11:14
OK. Thanks so much. 00:11:17
Uh, any reports from the Commission? 00:11:19
Alright. 00:11:24
It's 11 minutes. 00:11:25
Well done everyone. Good use of time. We're going to go ahead and go ahead. 00:11:27
Cancel it also. Alright, we're adjourned. Camera's off. 00:11:33
OK. 00:11:38
Plus 12 minutes was what was like the the shortest. 00:11:40
From Assess over the years ago. 00:11:43
