Mr. Daniels presented the amended FY budget.
Chair Fullmer called for a motion to open the public hearing.
Motion: BOARDMEMBER SIFUENTES MOVED TO OPEN THE PUBLIC HEARING AT07 PM. BOARDMEMBER CLAWSON SECONDED THE MOTION. CHAIR FULLMER, BOARDMEMBERS CAMERON, CLAWSON, HOLDAWAY, AND SIFUENTES VOTED YES. THE MOTION CARRIED UNANIMOUSLY.
Mr. Daniels continued his presentation.
Chair Fullmer called for public comments.
Orem resident John Barrick expressed his concerns with compliance by the RDA Board regarding the State Auditor’s Audit Report. He requested that the RDA publish a list of all developers and business who received RDA funds in25 and in the prior seven years. He also requested the names of all city employees and officials who failed to report the transactions and if anyone will be disciplined. He asked what the RDA was going to do to reduce the unilateral spending threshold that was in the State Auditors report.
Daria Evans, living in the Villas, asked about the differences in the posted dollar amounts and the dollar amounts presented tonight.
Chair Fullmer called for additional public comments. Hearing none, she called for a motion to close the public hearing.

Chair Fullmer called for questions from the board.
Boardmember Sifuentes asked about the grant revenue change. Mr. Daniels explained it was for the Rail grant, and they did not receive the same amount for this year as they thought they would for the project.
Chair Fullmer called for further questions from the board. She explained that they would be discussing the audit findings during the city council meeting. She then called for a motion.

Mr. Daniels stated that he wanted to rescind the memo sent out before the last RDA meeting. He said that he research state code and found that in09 state law required that Taxing Entity Committee (TEC) should meet annually. State law was changed in11 to create an option for RDA’s to issue annual informational reports and that was why they discontinued the annual meetings. Those reports are available on the Utah County Auditor’s website. In20 the law changed requiring RDAs to issue annul informational data reports to the Governor’s Office of Economic Opportunity, which are available online through the GOEO website. He noted that he was working on having those reports available on the city website. ADJOURNMENT

	Document that we're looking at right now, I believe the letter from the state auditor asked you to restate your financial	00:06:45

	Public accountability, like I mentioned, it raises questions about whether these funds were spent properly, transparently and in	00:08:07

	In 2025 and in the prior seven years that you're required to restate.	00:08:22

	Erroneous memo that had errors in it.	00:19:45
	We did try to respond quickly to the questions raised several weeks ago about annual meetings.	00:19:48

	Some answers and and.	00:19:55
	There were errors.	00:19:57
	Didn't follow the normal process and get.	00:19:59
	Our attorneys review.	00:20:02

	Error and rescind the memo. We did some more research looking at 20 years of state code.	00:20:08

	Meet annually for informational purposes.	00:20:24
	And that's why that.	00:20:27
	Language was in the founding resolution.	00:20:28
	State law was then changed in 2011 to create an option for RDA's to issue.	00:20:31
	Annual informational reports.	00:20:36
	Instead of having meetings.	00:20:38
	And our understanding is that's why.	00:20:40
	There weren't annual meetings that took place after the last.	00:20:43
	Official tech meeting in 2011.	00:20:47
	So the RDA issued annual reports.	00:20:49
	That would be filed with the county auditor starting in 2012.	00:20:52
	That continued until.	00:20:56
	2021 Those reports are available online currently to the public on the county auditors website.	00:20:58
	And then?	00:21:05
	More recently in.	00:21:06
	About 2020 they changed the law again.	00:21:07
	Requiring Rdas to issue annual.	00:21:10
