OK, so you'll recall several months ago we had a work session on. 00:03:21
For a golf cart policy. 00:03:25
And we presented what the state will allow us to do and then some options for that. 00:03:26
And then it took a while several months ago and we kind of put that on hold to looking to get a grant. 00:03:31
For a micro mobility. 00:03:36
Master plan kind of thing, but we didn't get the grant. 00:03:38
So then we started to move forward with this policy. 00:03:41
As part of the policy, I've met with several of you. 00:03:44
I've spoken with several other cities. 00:03:47
Who have this this type of a policy? 00:03:50
And I've also met with residents during the new days. I took the opportunity to talk to about every golf cart driver I could find 00:03:53
that came to the to the event and just say, hey, here's what we're thinking of. 00:03:57
Few supported you not. 00:04:01
Come and get some feedback from the public. So with all of that, this is the. 00:04:03
The ordinance that was adopted last meeting. 00:04:08
And we just want to make sure that everybody is aware of it and try to educate the public on what's in the ordinance and then how 00:04:11
they can abide by it. 00:04:14
So we'll go to the top. So golf cart policy. 00:04:19
Basically it defines what a golf cart is. 00:04:24
And what it's not? 00:04:27
And then the restrictions, this is really what it comes. 00:04:28

The ordinance says. 00:04:32
In order to operate a golf cart within Vineyard, you have to be 16 years of age or older. 00:04:33
And they have to be operated in a safe and responsible manner with due regard for the safety of others. 00:04:38
They can only be operated during daylight hours unless they're equipped with headlights, tail lights and side reflectors. 00:04:45
And they cannot carry anymore passengers than they have seats for. 00:04:51
Or what the what the golf cart was actually manufactured to carry. So if it was a six person when you got it from the. 00:04:55
The manufacturer, that's how many people can be on on the golf cart. 00:05:00
I'm thinking that be operated on any St. 35 miles an hour or less except for. 00:05:04
Mill Road and they are not allowed on state roads, not the state. 00:05:10
Or policy statute. So we can't have them on Vineyard Connector or Geneva. 00:05:13
We excluded Mill Rd. just because of safety concerns of the dynamics of that road. 00:05:18
We don't feel like that would be safe for them to operate on. No Rd. 00:05:23
They can operate. 00:05:27
When it comes to the park, so Brian, and one of the concerns we brought up in the work session was golf carts in the parks. 00:05:29
So what we've said is that they can operate on the trails and sidewalks of the park. 00:05:35
And but they cannot, like, drive clear across the field. They can be on the grass as long as they're using that area to park 00:05:39
within 20 feet of a sidewalk or trail. 00:05:43
So if they're coming in and. 00:05:48
Into the park that that's how they have to operate. 00:05:49
And really what our goal was, kind of my goal was in talking to everybody involved, was we want people to be able to use them. 00:05:52
And most people I've talked to. 00:05:59
Use them to get to the park. 00:06:01
And get to schools. 00:06:03
And so if we did what? So ours is a little different in some cities. 00:06:04
Most cities say. 00:06:08
25 miles an hour or less. No sidewalks, trails. 00:06:10
Or parks. 00:06:13
Completely banned them from those areas. 00:06:14
Unfortunately in Vineyard or not, maybe not unfortunately, but if we said that, then people couldn't get them to the park without 00:06:16
really long roundabout ways to try and find a way there. So we tried to tailor it to ensure we were addressing safety but also 00:06:22
usability for those that have them. 00:06:27
Obviously there's some other stuff in here like they're subject to. 00:06:34
State on. 00:06:39
DUI's so you can't operate 1 and have alcohol. Now there is an exception if you're on the golf course. 00:06:41
That's an exception. That's. 00:06:46
Every city has that exception, pretty much. 00:06:48
And then? 00:06:51
Let's see, they have. They basically follow the same rules as a bicycle. 00:06:53
But they do have to stop at all Interstate at any stop sign where bicycles, they kind of have those little carve out for bicycles 00:06:57
now in the state code. 00:07:01
Golf carts have to stop at stop signs. 00:07:05
And then it can't be operated in more than 25 mph. 00:07:08
So the way that we can enforce this obviously. 00:07:11
We can offer verbal warnings. 00:07:14
We can cite the person doing it, or we can actually cite the parents of the parent. Allows somebody that's under 16 to operate 00:07:16

We can issue a citation to them. 00:07:24
And then there's a provision in here, if they get a second offense within 24 months, it can help. 00:07:26
Be upgraded to Class B misdemeanor. 00:07:30

Like I said, that doesn't mean it has to be the office. The deputies will have discretion when it comes to that. 00:07:33

I talked to every golf cart driver I could find and there were quite a few. 00:07:50

Had positive things to say about it, Nobody had major concerns and everybody was in actually was within compliance of. 00:07:59
Of the the ordinance. So it was. It was a good thing. 00:08:05
The other thing that we addressed is. 00:08:08
It's labeled as Micro Mobility device. 00:08:12
Today's day and age, it's really hard to define all the electric. 00:08:14
Or self-propelled things we have nowadays. 00:08:19
So tried to capture everything this is. 00:08:21
Kind of. Provo uses this. 00:08:23
And we we took from them and put it in this definition. 00:08:25
And this was really to help with. 00:08:29
The uh. 00:08:31
Micromillion device travel within our parks. 00:08:32
We had a lot of issues. We've had some issues there. 00:08:35
So this basically is it shall be unlawful for anyone to operate a micromillion device recklessly within a designated City Park, 00:08:37
including trails or sidewalks. 00:08:42
They're prohibited from any play areas. We don't want them where the play equipment is or in the splash pad within any City Park. 00:08:47
And so. 00:08:54
We get sometimes to get the kids that want to. 00:08:55
Cruise really fast across when there's a bunch of people there. So that's something we can now take some action on and it's in the 00:08:58
ordinance. 00:09:01

Writing their electric scooter or something through the splash pad. 00:09:08

Will be to task an independent auditor with reviewing key areas of. 00:23:21
Our financial operations, including the use of public funds. 00:23:27
Travel expenditures, compliance with our financial policies, procurement procedures. 00:23:31
And other relevant practices. 00:23:36

We have our zoning overhaul was recently passed and so that's that's been really good to clean up a lot of kind of the redundancy 00:44:52

Something that we've been wanting to do for a while. We've talked about it and kind of talked about it. 00:53:37
So what this would be is currently how? 00:53:42
Renters are placed on an account. Is there not the main person on the account? The owner is still the owner. 00:53:45
But we do get their information. 00:53:51
We put them on the account as a guarantor or a renter. 00:53:53
The only issue with that is that. 00:53:57
We're not always told when renters move in and move out, and that's. 00:54:00
Pretty consistently with. 00:54:03
A lot of these being college kids. 00:54:05
And So what we're finding is that. 00:54:08
We have accounts that aren't getting paid. 00:54:11
They're getting put on the list of shut offs. 00:54:13

We then try to get in contact with the owner. 00:54:22

We're going to leave it in the tent in the owner's name and the owner alone. 00:54:37

The tenant would go to the owner, say hey I need the account number they would go to, then our express bill pay. 00:54:42
And make an account through there and they can view their bill at any time. 00:54:49

And they would make their own tenant account. 00:54:53
They would just remove themselves once they move out and the new owner would be responsible for putting them back on. 00:54:56
