Staff and city are working on. 00:01:38
Let's start with our Vineyard City utility billing policy and procedure. 00:01:40
Manual Maria is going to present that to us. 00:01:44

Really this is just a couple things that we wanted to highlight we've. 00:01:49
Um, worked on doing some updates I've kind of gone through. 00:01:53
Our normal procedure. 00:01:57
And in doing that, I wanted to create a policy manual just for anybody coming in later on. 00:01:59

I've added some new updates. 00:02:08
That I kind of just wanted to prevent to everybody. 00:02:10
For the most part, it's all going to be pretty standard. The new things that we've added is. 00:02:15
For late payments or late fees. 00:02:19
Normally how it was done, it was one late fee waived. 00:02:23
Per account, per the time that the account has been opened. 00:02:27
After talking to. 00:02:31
Our accountant and treasurer, we decided to give that a little change. 00:02:33
So we'll now be able to get one waive late fee per year per account. 00:02:36
Along with that. 00:02:41
We have added. 00:02:43
A payment plan option. 00:02:47
So if there are people going through any type of financial hardship. 00:02:48
There is an option for them to get a payment plan. It's a three month payment plan. 00:02:52
But it's something that has to be approved by the utility billing department. 00:02:56

That week, take into consideration things such as. 00:03:01
Payment history. 00:03:04
As well as financial hardship, things like that. 00:03:07
And that's just supposed to make easier increase for some reason somebody does have. 00:03:09
A default on their bill. We don't want to try to shut people off. That's not something we ever want to do. 00:03:13
So we want to give options to people to try to maintain their accounts in good standing. 00:03:17
That's pretty much it for the most part. Like I said, most of it's going to be pretty straightforward. 00:03:22

We are going to do an increase that also discussed later on in the consolidated fee schedule update. 00:03:28
For the utility application fee. 00:03:33
We're wanting to update from 20 to 25. 00:03:35
And that's just to cover the fact that we're going to start doing those wavelength fees every year. 00:03:38
But that also does get. 00:03:42
Waived. The application fee does get waived. 00:03:45
If the applicant chooses to sign up for direct payments through the city. 00:03:49

So far this year I've met with several of the 20 management companies. 00:04:26
I have attended a couple HOA board meetings. 00:04:30
But it's something I'm trying to do. 00:04:33
Is not only to meet with the management companies, but as well as the board. So if there are any people who are here who would 00:04:35
like me to attend their board meetings. 00:04:38

Um, I have also created a city events newsletter for the HOA's as well as the apartments. 00:04:47
And this is just to highlight our major events. 00:04:52

Most people in HOA's and apartments don't get the city newsletter because they're not on our. 00:04:56
Utility billing. 00:05:01
They're all done through a master account. 00:05:02
So this is sent out to the H20 management companies and they disperse it to their own tenants. 00:05:05
The beginning of this year and this is something I will continue to do. 00:05:09
I have met with the developers of all the open lands or have reached out to them through e-mail. 00:05:13
And discussed landscaping maintenance schedules as well as. 00:05:18
Expectations for how we want them to maintain their areas. 00:05:22
As well as just following up continuously with most of them. 00:05:26
Currently. Right now. 00:05:31
I am working towards getting certified as a Property Maintenance and Housing inspector. 00:05:33
That will later lead to me potentially getting certified as a Code enforcement officer. 00:05:37
That is kind of going with the next thing. 00:05:42
Which is basically over the last. 00:05:45
Year to year and. 00:05:47
Cash and I. 00:05:49
The senior planner cash. 00:05:51
Pansy have been developing a rental program. 00:05:52
This would require all property owners who have rentals. 00:05:55
To obtain a business license. 00:05:59
This program aims to improve. 00:06:01
Property maintenance as well as help with things such as occupancy. 00:06:03
Parking, we are working on the final details of that. 00:06:08
And that's something that we're hoping to bring to council in the next couple months. 00:06:11

Introduce myself and invite myself to their board meetings as often as I can and I do encourage people to let me know when their 00:06:41

We just kind of wanted to. 00:08:28
Give some information out and let everybody know what's going on. 00:08:29
1st I know, maybe a little bit redundant but. 00:08:34
You know, I wanted to give a little bit of. 00:08:39
Background why we do pavement preservation and. 00:08:41
The best thing for me is like if you. 00:08:45
If you have. 00:08:47
Doing maintenance on your car. 00:08:48
If you you could. 00:08:52
You could not do oil changes on your car. 00:08:54
For the life of the car. 00:08:57
But then and you might save money in the short term. 00:08:58
But eventually that would catch up to you. 00:09:01
And I would have this big costly repair. 00:09:03
And you can kind of see. 00:09:05
On the chart there is is it goes down into the original pavement. 00:09:07
If they do preservation of the dollar now. 00:09:10
If we wait. 00:09:12
Becomes $4.00 and I have to wait even further. 00:09:13
Becomes $25. 00:09:15
And so. 00:09:17
By doing maintenance on our roads now, we can save. 00:09:18
All those dollars. 00:09:22

And it's something that we take. 00:09:33

And I live in Salem at the more established community and they do a great job down there. 00:09:38

When I drive around Salem, then I drive around Vineyard. 00:09:43
You know, I'm pretty proud of what we've done here in. 00:09:47
But it is a newer communities, but we want to keep it that way and. 00:09:49
I think if we keep that investment going, it will. 00:09:52
Pay dividends for selling the road so. 00:09:55

What we've done this year, some of this is. 00:10:01
Warranty work as well. 00:10:06
We did some warranty work along 170 S. 00:10:08
We did some warranty work in the Elms. 00:10:11
And then on the trail from City Hall. 00:10:13

Just below cascade. 00:10:24

So that's one of the big advantages that we have with HA5IS. 00:10:38

Worse off, it's better to save the roads that you have. 00:11:20

Than to put more money into roads that are. 00:11:26
Not as good. 00:11:28
And so we want to get to them all eventually, but. 00:11:29
Because these are main roads throughout Vineyard. 00:11:33
And where they get a lot of traffic, we want to keep those roads nice and so. 00:11:36
That's kind of why we've concentrated on those. 00:11:40

And as always when whenever we do projects, obviously we find. 00:11:47
Areas where we fall short. 00:11:51

I There's a lot of moving parts to. 00:11:55
Doing the preservation program. 00:11:58

Back and forth between myself. 00:12:01

Before we actually get down to the final. 00:12:13
You'll find a little bit and so I get really numb to a lot of that stuff because I. 00:12:15
I've looked at stuff over and over and over again. 00:12:20
And then, you know, then, then we change it up and then we look at it and then we change it up. 00:12:22
And I just, there's just a lot of moving parts to it. 00:12:27
And so for me. 00:12:29
Having input, you know, like the weekly coordination that we have up there. 00:12:31
Having some of that input, I think will be really valuable for me and something that I've learned because. 00:12:35
Everyone sees things through a different lens. 00:12:40
And everyone you know. 00:12:43
And that information is valuable to me because. 00:12:46
If someone can say, well hey, did we notify this or did we do that? 00:12:48
Or hey, we have this going on. 00:12:53

Sometimes I just get lost in the. 00:12:55
In the in the battle, trying to get things done because. 00:12:57
The reality is. 00:13:01
While we want to get things done on our schedule and just do it when it's the most perfect time. 00:13:02
We deal with the contractor and then they have subcontractors. 00:13:08

All of that. 00:13:13
All those moving parts. 00:13:14
To get everybody to agree on to a date. 00:13:16
It just it's really difficult to do. 00:13:18
And so when we get those dates. 00:13:21
It's hard to say. 00:13:23
No, no, we can't do it. 00:13:24
You know, because we don't know if it's ever going to come back. Then again that. 00:13:25
And so. 00:13:29
There's just a lot of moving parts to it and so. 00:13:30
Like, you know. 00:13:33
You know, it's, it's just a difficult thing to do, but we do the best we can and, and obviously we'll try to learn as we go along 00:13:35
to each project we do. 00:13:38
We get better, we will get better, and we'll make it better for everyone. 00:13:42
I just want to say thank you for that and for leaning into that coordination because. 00:13:46
That's just going to be the case for every single project that we do. 00:13:51

Coming and saying that and just being willing to say, OK, what can we do better next time? How do we get this right? And we have 00:13:57
all of these moving pieces. I feel like you guys did a really good job. There were little things that went awry and you worked as 00:14:02
a team. You brought it all back together and you came up with a new plan that's going to make it even better the next time. And. 00:14:08
That's really all the people care about and that's all we can hope for as. 00:14:14

It's a good time to give an update. 00:19:33
All right, so we recently passed the golf cart and micro mobility device ordinance. 00:19:36
On that one, you're talking about the. 00:19:40
Like scooters and bicycles and stuff like that. I believe that's what you're talking about. 00:19:43
We passed an ordinance where they have to be writing those. 00:19:47
In a safe manner throughout our parks. So that's we've had a lot of concerns. 00:19:49
So the deputies are have the ability now and have have an ordinance in place where they can actually take action if somebody's. 00:19:53
Writing in a way that that is dangerous to others or even to themselves throughout through our parks. 00:19:58
And then obviously any of the other things like the. 00:20:03
Crosswalks and things like that, their state codes and sequences that we take, we take action on those. 00:20:05
So, yeah, so that is pretty exciting. 00:20:10

We don't necessarily have a safety course. We do do a bike rode over here and. 00:20:23

Road signs and how to read those Rd. signs, what you do when you approach those Rd. signs and really do make a big effort to. 00:20:32
Teach the kids how to be safe when they're out riding. We really encourage them to wear their helmets. 00:20:38
And even provide helmets for for for kids when they come to that. We do a really fun. 00:20:43
Demonstration with the watermelon. We dropped it off the ladder in the helmet. 00:20:48
The watermelon's safe versus when it's not in it. 00:20:51
Splashes all over everybody, so. 00:20:54
We do a really good job of trying to trying to. 00:20:56
Educate them. 00:20:58
Obviously any more education we can get from from. 00:20:59
Parents, anybody around to help educate our kids to be safe and. 00:21:02
Washing for cars because they're not going to win those battles. 00:21:05

So you go on a trail and you saw like some past areas. 00:22:32

So they just redid those. They just redid those areas. 00:22:42

What I think we could do for that one, if there's not clarity on it is that you guys could meet at a different time and you can 00:23:00

For you was do we subsidized our water and probably through taxpayer dollars is the question. And then she had questions about 00:23:10
tough utility and transportation fees and things like that, which you guys can clarify outside of this meeting. OK. And then I 00:23:17
just wanted to make a comment. It's such an interesting thing we talked about how so many hands go into building. 00:23:24
Trails and. 00:23:30
Just congratulations to Lyndon for really pushing their side through and connecting to our lake trail. It's good. 00:23:32
Going to be such an amazing amenity for our community. 00:23:39
They talked about how it's a trail that goes all the way to the mountainside and what an incredible opportunity to connect. 00:23:43
Our small community into this regional area for recreation and utility in ways that we. 00:23:49
We've been kind of disconnected as a smaller community and having these big roads that. 00:23:56
Block us off from other communities. And so to make these connections is a really incredible opportunity. 00:24:01

If you saw the people standing out there, it was like. 00:24:38
Federal delegation and huge utility companies and. 00:24:40
Union Pacific Railroad was out there and if people really knew all of those different people standing out there to make that work, 00:24:45

And we started that last stretch that Morgan's talking about, and that was a baton I was handed from their Farmworth. 00:24:53
You know, and all the work that went in it before, which was so cool because we got to see earlier mayors. 00:24:58
