Yeah, we are streaming and good. 00:00:15
I'm sorry. 00:00:39
Do we know if anybody else will be joining us this evening? 00:00:40
Some people walking around. I'm gonna give it a minute. 00:00:46
If that's OK. 00:00:49
Board meeting. 00:00:51
Do you know, do you guys know if? 00:00:52
Mayor Alex Stratton will be here tonight. 00:00:56
He's not going to make it. 00:01:01
Oh, that's right. 00:01:02
OK. 00:01:07
OK. All right. We'll go ahead and get started. 00:01:08
Today is November 18th, 2025. The time is. 00:01:11
6:06 PM. 00:01:16
And we are going to get this special session of our City Council started. 00:01:19
Today, we have the privilege of being able to canvas the 2025 municipal general election. 00:01:24
And certify the results of the election. 00:01:30
This is such a wonderful process in our city. 00:01:32
And we're really excited that you guys are here that you threw your names into. 00:01:35
The race to serve and sacrifice your time for our community, it really means a lot. It's not easy. 00:01:39
And we're grateful that you could be here. 00:01:45
So we're going to let our city recorder, Pamela Spencer, talk to us about the election results some of them will go through with. 00:01:47
Certifying. 00:01:53
You are now sitting as the canvassing board. 00:02:20
Exciting, huh? 00:02:23
It's always a fun process. 00:02:26
So let me hand you out. 00:02:29
Hopefully you can hear me if it's right there, Tony. 00:02:34
OK, good. All right. 00:02:37
Got some just a few talking points I'll. 00:02:41
Thank you. 00:02:46
The documents you were using to your canvas. 00:02:52
The election. 00:02:54
So. 00:02:58
Just a couple quick things before we start pursuant to state code. 00:03:00
The Council's desert is the canvassing board and canvassed the election. 00:03:04
No sooner than 7 days and no later than 14 days. 00:03:09
And with our contract with the county, we received the final results that on that 14th day. So that's why we we do it. 00:03:13
The way we do it on that. 00:03:21
Some. Just some. 00:03:25
Quick statistics. 00:03:26
The total active voters is 6. 00:03:28
55,999. 00:03:30
And the primary we had 60. 00:03:33
5000 I wish. 6500. 00:03:35
Let me. 00:03:38
Start that one. 00:03:39
Scratch that. 00:03:40
6599 for the general, and for the primary it was. 00:03:41
6592. 00:03:45
So we didn't get too many more. 00:03:48
Registered voters, but we've probably also lost some. 00:03:49
Because they had moved and not updated. 00:03:52
Their registration and so. 00:03:55
So we almost. 00:03:57
We gained a few. 00:04:00
So that's good. 00:04:02
Counted ballots for 2637 and in the primary they were 1683. 00:04:03
So what is? 00:04:11
Cool on this is where the primary was just over 20. 00:04:12
5%. 00:04:15
We are at 39.96 almost. 00:04:18
40%. 00:04:21
Voting for the. 00:04:23
For the general. 00:04:24
Thank you everybody. 00:04:26
Kicking it up a notch. 00:04:28
So that Yep. 00:04:29
So with that, we'll move into the actual. 00:04:32
Report. Let me see if I forgot something. OK? Nope. 00:04:35
We're good, yeah. 00:04:39
So the. 00:04:40
Like I said, the total number. 00:04:41
Of persons listed in the official register book were 6. 00:04:43
1599. 00:04:47
Total number of mailed and dropped. 00:04:49
Box ballots counted were 2528. 00:04:51
Total number of in person. 00:04:56
Ballots counted and I forgot to show it. I'm sorry guys. 00:04:57
Counted. 00:05:02
We're 91. 00:05:03
We're not showing it to everyone. 00:05:13
My bad. 00:05:15
I will put this online so everybody will be able to see it, everything. 00:05:17
That I'm going to talk about tonight. 00:05:21
Thanks for catching that Pam. 00:05:26
Yes, I looked up. There's nothing there. 00:05:28
That's my fault. 00:05:30
OK, we can get it to wake up. 00:05:32
Wakey, wakey. 00:05:36
There we go. 00:05:39
Ta-da. OK. 00:05:45
All right. So as I said, total number of in person ballots counted were 91. 00:05:48
It was fun to have a. 00:05:54
Both center here again. 00:05:56
It was, it was, I think it was very nice to have that. 00:05:58
Total number of ballots returned electronically were 4. 00:06:01
And just to note, in the other document, it does show they did send out eight, so half of those were returned. 00:06:04
Total number of ballots not counted were 28 and that could be that the signatures didn't match and they didn't. 00:06:12
Get them back to them because they do what they call curing and so they'll reach out. 00:06:18
To the registered voter. 00:06:23
And let them know. 00:06:25
That they need to fix. 00:06:27
Something on their. 00:06:29
Envelope, not the ballot. 00:06:30
The envelope. 00:06:32
Sometimes ballots aren't counted. 00:06:34
Because they just can't read them. A lot of times they'll. 00:06:36
Recreate those the ones that. 00:06:38
Are not filled in correctly, that kind of thing, but they do. 00:06:41
But mostly it's. 00:06:45
Because they were. 00:06:47
Because of how they were returned. 00:06:48
To them there were seven, if you notice on that other sheet. 00:06:51
Which like I said will be posted online that there were seven that were returned too late with the. 00:06:54
I'm that, which is nice this time because. 00:07:00
With the change in the. 00:07:03
Law where you. 00:07:05
They're no longer go by postmark. It has to be in the counties hands by 8:00 PM on election night. It's really hard to get the 00:07:07
word out but we. 00:07:11
We did what we could to get the word out saying. 00:07:15
Don't mail your ballot, throw it in the ballot box. 00:07:17
So. So to only have 7 returned too late was. 00:07:20
I think pretty good. 00:07:24
Total number of provisional ballots counted were. 00:07:26
Pain. They had 17, but three of those. 00:07:29
Evidently, had already voted. 00:07:33
So. 00:07:34
I don't know if they just forgot they turned their ballot in or. 00:07:37
Yeah, change their mind. They wanted to vote different, no? 00:07:41
So the total number of ballots counted was 1637. Percentage of turn out like I said was 39.96%. 00:07:46
OK. And then you can see up there the. 00:07:56
The votes. 00:07:58
For Zach Stratton were 1417 for Marty Sifuentes. 00:07:59
1173 the right in it's uncertified. 00:08:04
Because the write in withdrew, but they still already had already had 28 votes cast for them, but they don't count. 00:08:09
But we do put them. 00:08:17
Just to show that for City Council, Brett Clausen was 998. Jacob Wood was 1389. 00:08:19
Caden Roten was 861. 00:08:27
Ezra Nair was 1002. 00:08:30
Parker Mccumber. 00:08:33
Was 1460. 00:08:34
David Luray was 1348 and the write in candidate. 00:08:37
Uncertified as well because he withdrew. 00:08:42
He had. 00:08:45
Already had 27 votes cast for him. 00:08:46
And that is? 00:08:49
Those statistics and. 00:08:51
You can see that you've got other. 00:08:54
Things they do break it down. 00:08:56
By. 00:08:57
And they give a. 00:09:00
Just a general overview of everything for the county. You've got copies of those? 00:09:02
And like and those will be online. But then the fun thing we we're going to show you. 00:09:07
Oh, it disappeared. 00:09:12
That's OK. 00:09:16
I know where it is. 00:09:16
Let's see if it'll show up here. It might not. It might like to switch my screen. 00:09:23
It's not going to let me switch my screen as soon as it comes up. 00:09:28
Sorry. 00:09:33
Sometimes a lot of fun. 00:09:36
OK, let me switch my screen here. 00:09:40
Come on. 00:09:46
It's not going to show it to me. 00:09:49
OK, let me just see. 00:09:53
This will show up. 00:09:55
Screen share. If I share the whole thing, there we go. 00:09:56
OK, as we mentioned, you can see all these numbers. This is the CVS file that. 00:10:00
Going into the packet. 00:10:05
So oh, it's 59 pages. Sorry. 00:10:08
I was exaggerating. 00:10:10
But it is 59 pages and. 00:10:12
At your leisure, you're welcome to. 00:10:14
See which of these assigned numbers voted for. 00:10:18
Who they voted for, but I think your better numbers are off of our certificate or the county certificate. Just I just thought 00:10:21
that'd be fun to show you that. 00:10:24
I wasn't going to print out those many pages. 00:10:28
But evidently. 00:10:31
House One of the House bills requires us to go in our packet now. 00:10:32
So it's just. 00:10:37
Literally what did you call it, Tony? 00:10:39
So this is a representation of what they call the cast vote record. And so all of those numbers on the far left are the serial 00:10:41
numbers that are assigned and printed on each ballot as they go through the optical scanner. And then it gives you a readout of 00:10:46
how the machine interpreted those votes. 00:10:52
So it's handy when it comes to auditing the results. 00:10:58
You will be able to. 00:11:02
By tomorrow morning. 00:11:04
Or maybe tonight, we'll see because I've got to combine it with the packet after you guys. 00:11:05
Certify the election. 00:11:11
If I had this in a. 00:11:17
Well, I do have in the spreadsheet, but you don't want to know about that one because it's the whole county. 00:11:19
Then I could sort it and just. 00:11:25
Yeah, but. 00:11:27
There are some if you noticed. 00:11:29
The under votes. 00:11:31
Are interesting and that's their right. 00:11:33
To vote for one. 00:11:35
Seat vote for. 00:11:39
3 council seats vote and not the mayor. Both the mayor, not the council that is, that is. 00:11:40
The voters, right? 00:11:46
To do that. 00:11:47
And I if I understand it that sometimes they send in their ballots blank. 00:11:50
Just to say, hey, look, I voted. 00:11:55
And they don't vote for anybody. 00:11:58
That has. 00:12:00
That has happened. 00:12:01
I don't know if the stats are on there for that one, I don't know. 00:12:04
Anyway, I didn't even see stats for spoiled balance. 00:12:10
Did I miss those? 00:12:13
Maybe we didn't have any spoiled about. 00:12:16
I just thought of that. 00:12:19
You're used to get. 00:12:23
Pardon, I'm not seeing the spoiled ballot. You're not seeing spoiled ballots. Maybe we didn't have any this time. Isn't that kind 00:12:25
of cool? 00:12:27
That's it's unusual not to have some spoiled ballots. 00:12:30
And get a number for those, but we don't have any, so I don't know what happened with those. 00:12:34
But anyway. 00:12:39
So. 00:12:40
This will this will be for some. 00:12:41
Some light. 00:12:43
Reading, uh. 00:12:44
Later, right? 00:12:45
OK. With that, are there any? 00:12:50
Questions. 00:12:52
Any questions? 00:12:53
No. 00:12:57
OK, if there are no questions. 00:13:02
I need a motion to. 00:13:05
Certify the. 00:13:08
Canvassing results. 00:13:10
Of the 2025 municipal general election. 00:13:12
So moved. 00:13:15
Will you read the motion that's on there that I think that would be appropriate? 00:13:17
Thank you. 00:13:22
I move to certify the results of the November 4th, 2025. 00:13:24
Municipal general election. 00:13:28
And to certify the election of Zach Stratton for mayor. 00:13:31
For a four year term. 00:13:34
And Parker Mccumber, David Larae and Jacob Wood as council members. 00:13:35
For a four year term. 00:13:39
With the exception that one council member will serve. 00:13:40
An initial 2 year term. 00:13:44
In accordance with state. 00:13:47
Code. 00:13:49
2nd. 00:13:51
All right, we have a first by Sarah. 00:13:53
A second by Marty. I have a quick. 00:13:55
Question, it says. 00:13:57
They will serve for a four year term, each of them with the exception of an initial you. 00:14:00
Two year term does it kind of feel like? 00:14:05
It feels awkwardly. 00:14:08
Took that off in a different motion, so. 00:14:11
OK. 00:14:13
So, but I think they understand that state. I can, I can for clarity for the public. 00:14:15
What this will mean is that. 00:14:20
One of the elected City Council members. 00:14:22
Will pick. 00:14:25
A lot. I guess we'll talk about that in a minute. And they will only serve. 00:14:28
For two years, they will not serve for four years if they would like to serve. 00:14:32
For four years, they'll have to rerun. 00:14:36
So now everybody understands what this motion means. Yeah, yeah. 00:14:38
OK, I'm going to do this by roll call. 00:14:42
Jake is not here, Brett. 00:14:44
Aye, aye, Marty, aye. 00:14:47
And Sarah Aye. 00:14:49
All right, that has passed. 00:14:50
Thank you. Welcome. We're so excited and happy that you guys took this time to serve and I think we should all stand and 00:14:52
congratulate them. 00:14:56
I also think it would be. 00:15:08
Really lovely if we could get a picture with you. 00:15:09
Would that be OK? 00:15:11
Our incoming mayor was not able to be here tonight, but we do have a little gift for him. 00:15:54
It's it's not easy to. 00:16:01
Serve and to kind of lead together, but that's what it takes is. 00:16:04
You guys working as a team? 00:16:09
And. 00:16:11
We'll have to give this to him at different time. I also wanted to thank all of the other people that put their names out there 00:16:13
and have served the city especially. 00:16:17
Marty and Brett, for all that you've done for our community, thank you. 00:16:21
Now comes this really interesting time of. 00:16:30
Seeing the casting of lots. 00:16:34
Pam, explain it to us. 00:16:36
I get to play games. 00:16:39
In the council meeting. 00:16:41
So I have to have the instructions written out for what's going to happen tonight, but in a nutshell. 00:16:42
Is that? 00:16:48
We're going to. 00:16:50
Ping pong balls out of a bag. 00:16:51
OK, so. 00:16:53
Let me give you the instructions, you can look at them. 00:16:55
They are here, they are printed. 00:16:59
Marty made a joke. It doesn't get anymore official than this. Ping pong balls. 00:17:01
Very official. You gotta share it. 00:17:05
Sorry. 00:17:08
I really wanted it to be Utah specific. I asked for there to be like a lime jello competition or like some sort of. 00:17:09
Rousing game of settlers, but apparently pistols at dawn. I don't know that would have been. 00:17:15
Amazing. I wanted to get a rubber band gun. You guys shoot each other? 00:17:21
The Moors, yeah, you got, you got all kinds of things, but. 00:17:26
We chose to do. 00:17:30
The ping pong ball Ping pong balls out of the bag. 00:17:32
And we went through a couple different. 00:17:36
Thoughts on this, on how we were going to do it? 00:17:38
What we've decided we're going to have you do is. 00:17:41
The three of you will come up here. 00:17:43
I'll show you the ping pong balls. Show everybody the ping pong balls. 00:17:46
We'll put them in the bag. 00:17:50
And then Tony will hold the bag and you guys will draw them out, but don't let anybody see them. 00:17:51
Yet. Because. 00:17:55
We want to. 00:17:56
You know, make this exciting and then you'll all, all three of you will show them at the same time. 00:17:57
And what the ping pong balls have on them are. 00:18:03
There's two number fours, meaning a four year term. 00:18:05
And they were hard to ride on, so only did the four. 00:18:09
Because they were slippery. And they were. 00:18:11
So that's what you get. 00:18:13
That's the the two fours. 00:18:15
And then we have the 2. 00:18:17
OK, everybody see that? 00:18:19
2 fours. 00:18:22
Feels like a magic trick. That's what I said. I get to play do magic tonight so and I don't do magic tricks. 00:18:24
Yes, that's what we thought about. You know, we thought about Pong. 00:18:31
But not beer. 00:18:36
Just the cups. 00:18:38
If you get it in the two or the four. 00:18:41
OK, but I am going to show you that the bag is empty. 00:18:43
OK, bag is empty. 00:18:47
Nothing. Nothing up my sleeve. 00:18:51
Pam, I have a question and. 00:18:53
Jamie's not here, but maybe you can answer this. 00:18:56
As they cast lots, do we have to certify the results of the casting of lots or do we need to read it into the record? I will read 00:19:00
it into the record you will read it in. 00:19:05
Yes. 00:19:10
OK, perfect. 00:19:12
The number 2 is going in. 00:19:13
#4. 00:19:17
And the other #4. 00:19:22
OK. So come on up here, guys. 00:19:23
Tony. 00:19:26
And yes, there's nothing to shake them up. 00:19:28
Yeah, it's a social media. I like it. Come on down. Come on down. 00:19:32
OK, we thought about doing. 00:19:37
Ballot order, but I forgot that what what that was now. 00:19:39
I think it's. 00:19:43
Is that what it is? OK, so. 00:19:45
Jacob, your first. 00:19:47
Is that what you said, Jacob Parker and then David? 00:19:48
OK, Tony. 00:19:51
Get to play games. OK. Don't. Don't let me see it. Oh, good job. 00:19:56
Parker. 00:20:00
Does it make it less official if there's a drum roll too? Or is it? 00:20:01
OK, nobody looking. 00:20:05
All right, all right. Are you ready? 00:20:08
Get set. 00:20:11
Hey, reveal your numbers. 00:20:12
2 Parker Parker got the 2. So I'm reading in this into the record. 00:20:15
Parker will serve A2 year term. 00:20:19
David Larae will serve a four year term. 00:20:23
Jacob Wood will serve a four year term. 00:20:27
Thank you. 00:20:30
The Northern Lights are spreading. 00:20:41
All right, Pam. 00:20:46
If there's nothing further, I'm going to close this meeting. 00:20:47
Thank you so much for coming. Congratulations. 00:20:51
Thank you. 00:20:54

Certifying. 00:01:53
You are now sitting as the canvassing board. 00:02:20
Exciting, huh? 00:02:23
It's always a fun process. 00:02:26
So let me hand you out. 00:02:29
Hopefully you can hear me if it's right there, Tony. 00:02:34
OK, good. All right. 00:02:37
Got some just a few talking points I'll. 00:02:41
Thank you. 00:02:46
The documents you were using to your canvas. 00:02:52
The election. 00:02:54
So. 00:02:58
Just a couple quick things before we start pursuant to state code. 00:03:00
The Council's desert is the canvassing board and canvassed the election. 00:03:04
No sooner than 7 days and no later than 14 days. 00:03:09
And with our contract with the county, we received the final results that on that 14th day. So that's why we we do it. 00:03:13
The way we do it on that. 00:03:21
Some. Just some. 00:03:25
Quick statistics. 00:03:26
The total active voters is 6. 00:03:28
55,999. 00:03:30
And the primary we had 60. 00:03:33
5000 I wish. 6500. 00:03:35
Let me. 00:03:38
Start that one. 00:03:39
Scratch that. 00:03:40
6599 for the general, and for the primary it was. 00:03:41
6592. 00:03:45
So we didn't get too many more. 00:03:48
Registered voters, but we've probably also lost some. 00:03:49
Because they had moved and not updated. 00:03:52
Their registration and so. 00:03:55
So we almost. 00:03:57
We gained a few. 00:04:00
So that's good. 00:04:02
Counted ballots for 2637 and in the primary they were 1683. 00:04:03
So what is? 00:04:11
Cool on this is where the primary was just over 20. 00:04:12
5%. 00:04:15
We are at 39.96 almost. 00:04:18
40%. 00:04:21
Voting for the. 00:04:23
For the general. 00:04:24
Thank you everybody. 00:04:26
Kicking it up a notch. 00:04:28
So that Yep. 00:04:29
So with that, we'll move into the actual. 00:04:32
Report. Let me see if I forgot something. OK? Nope. 00:04:35
We're good, yeah. 00:04:39
So the. 00:04:40
Like I said, the total number. 00:04:41
Of persons listed in the official register book were 6. 00:04:43
1599. 00:04:47
Total number of mailed and dropped. 00:04:49
Box ballots counted were 2528. 00:04:51
Total number of in person. 00:04:56
Ballots counted and I forgot to show it. I'm sorry guys. 00:04:57
Counted. 00:05:02
We're 91. 00:05:03
We're not showing it to everyone. 00:05:13
My bad. 00:05:15
I will put this online so everybody will be able to see it, everything. 00:05:17
That I'm going to talk about tonight. 00:05:21
Thanks for catching that Pam. 00:05:26
Yes, I looked up. There's nothing there. 00:05:28
That's my fault. 00:05:30
OK, we can get it to wake up. 00:05:32
Wakey, wakey. 00:05:36
There we go. 00:05:39
Ta-da. OK. 00:05:45
All right. So as I said, total number of in person ballots counted were 91. 00:05:48
It was fun to have a. 00:05:54
Both center here again. 00:05:56
It was, it was, I think it was very nice to have that. 00:05:58
Total number of ballots returned electronically were 4. 00:06:01
And just to note, in the other document, it does show they did send out eight, so half of those were returned. 00:06:04
Total number of ballots not counted were 28 and that could be that the signatures didn't match and they didn't. 00:06:12
Get them back to them because they do what they call curing and so they'll reach out. 00:06:18
To the registered voter. 00:06:23
And let them know. 00:06:25
That they need to fix. 00:06:27
Something on their. 00:06:29
Envelope, not the ballot. 00:06:30
The envelope. 00:06:32
Sometimes ballots aren't counted. 00:06:34
Because they just can't read them. A lot of times they'll. 00:06:36
Recreate those the ones that. 00:06:38
Are not filled in correctly, that kind of thing, but they do. 00:06:41
But mostly it's. 00:06:45
Because they were. 00:06:47
Because of how they were returned. 00:06:48
To them there were seven, if you notice on that other sheet. 00:06:51
Which like I said will be posted online that there were seven that were returned too late with the. 00:06:54
I'm that, which is nice this time because. 00:07:00
With the change in the. 00:07:03
Law where you. 00:07:05
They're no longer go by postmark. It has to be in the counties hands by 8:00 PM on election night. It's really hard to get the 00:07:07
word out but we. 00:07:11
We did what we could to get the word out saying. 00:07:15
Don't mail your ballot, throw it in the ballot box. 00:07:17
So. So to only have 7 returned too late was. 00:07:20
I think pretty good. 00:07:24
Total number of provisional ballots counted were. 00:07:26
Pain. They had 17, but three of those. 00:07:29
Evidently, had already voted. 00:07:33
So. 00:07:34
I don't know if they just forgot they turned their ballot in or. 00:07:37
Yeah, change their mind. They wanted to vote different, no? 00:07:41
So the total number of ballots counted was 1637. Percentage of turn out like I said was 39.96%. 00:07:46
OK. And then you can see up there the. 00:07:56
The votes. 00:07:58
For Zach Stratton were 1417 for Marty Sifuentes. 00:07:59
1173 the right in it's uncertified. 00:08:04
Because the write in withdrew, but they still already had already had 28 votes cast for them, but they don't count. 00:08:09
But we do put them. 00:08:17
Just to show that for City Council, Brett Clausen was 998. Jacob Wood was 1389. 00:08:19
Caden Roten was 861. 00:08:27
Ezra Nair was 1002. 00:08:30
Parker Mccumber. 00:08:33
Was 1460. 00:08:34
David Luray was 1348 and the write in candidate. 00:08:37
Uncertified as well because he withdrew. 00:08:42
He had. 00:08:45
Already had 27 votes cast for him. 00:08:46
And that is? 00:08:49
Those statistics and. 00:08:51
You can see that you've got other. 00:08:54
Things they do break it down. 00:08:56
By. 00:08:57
And they give a. 00:09:00
Just a general overview of everything for the county. You've got copies of those? 00:09:02
And like and those will be online. But then the fun thing we we're going to show you. 00:09:07
Oh, it disappeared. 00:09:12
That's OK. 00:09:16
I know where it is. 00:09:16
Let's see if it'll show up here. It might not. It might like to switch my screen. 00:09:23
It's not going to let me switch my screen as soon as it comes up. 00:09:28
Sorry. 00:09:33
Sometimes a lot of fun. 00:09:36
OK, let me switch my screen here. 00:09:40
Come on. 00:09:46
It's not going to show it to me. 00:09:49
OK, let me just see. 00:09:53
This will show up. 00:09:55
Screen share. If I share the whole thing, there we go. 00:09:56
OK, as we mentioned, you can see all these numbers. This is the CVS file that. 00:10:00
Going into the packet. 00:10:05
So oh, it's 59 pages. Sorry. 00:10:08
I was exaggerating. 00:10:10
But it is 59 pages and. 00:10:12
At your leisure, you're welcome to. 00:10:14
See which of these assigned numbers voted for. 00:10:18
Who they voted for, but I think your better numbers are off of our certificate or the county certificate. Just I just thought 00:10:21
that'd be fun to show you that. 00:10:24
I wasn't going to print out those many pages. 00:10:28
But evidently. 00:10:31
House One of the House bills requires us to go in our packet now. 00:10:32
So it's just. 00:10:37
Literally what did you call it, Tony? 00:10:39
So this is a representation of what they call the cast vote record. And so all of those numbers on the far left are the serial 00:10:41
numbers that are assigned and printed on each ballot as they go through the optical scanner. And then it gives you a readout of 00:10:46
how the machine interpreted those votes. 00:10:52
So it's handy when it comes to auditing the results. 00:10:58
You will be able to. 00:11:02
By tomorrow morning. 00:11:04
Or maybe tonight, we'll see because I've got to combine it with the packet after you guys. 00:11:05
Certify the election. 00:11:11
If I had this in a. 00:11:17
Well, I do have in the spreadsheet, but you don't want to know about that one because it's the whole county. 00:11:19
Then I could sort it and just. 00:11:25
Yeah, but. 00:11:27
There are some if you noticed. 00:11:29
The under votes. 00:11:31
Are interesting and that's their right. 00:11:33
To vote for one. 00:11:35
Seat vote for. 00:11:39
3 council seats vote and not the mayor. Both the mayor, not the council that is, that is. 00:11:40
The voters, right? 00:11:46
To do that. 00:11:47
And I if I understand it that sometimes they send in their ballots blank. 00:11:50
Just to say, hey, look, I voted. 00:11:55
And they don't vote for anybody. 00:11:58
That has. 00:12:00
That has happened. 00:12:01
I don't know if the stats are on there for that one, I don't know. 00:12:04
Anyway, I didn't even see stats for spoiled balance. 00:12:10
Did I miss those? 00:12:13
Maybe we didn't have any spoiled about. 00:12:16
I just thought of that. 00:12:19
You're used to get. 00:12:23
Pardon, I'm not seeing the spoiled ballot. You're not seeing spoiled ballots. Maybe we didn't have any this time. Isn't that kind 00:12:25
of cool? 00:12:27
That's it's unusual not to have some spoiled ballots. 00:12:30
And get a number for those, but we don't have any, so I don't know what happened with those. 00:12:34
But anyway. 00:12:39
So. 00:12:40
This will this will be for some. 00:12:41
Some light. 00:12:43
Reading, uh. 00:12:44
Later, right? 00:12:45
OK. With that, are there any? 00:12:50
Questions. 00:12:52
Any questions? 00:12:53
No. 00:12:57
OK, if there are no questions. 00:13:02
I need a motion to. 00:13:05
Certify the. 00:13:08
Canvassing results. 00:13:10
Of the 2025 municipal general election. 00:13:12
So moved. 00:13:15
Will you read the motion that's on there that I think that would be appropriate? 00:13:17
Thank you. 00:13:22
I move to certify the results of the November 4th, 2025. 00:13:24
Municipal general election. 00:13:28
And to certify the election of Zach Stratton for mayor. 00:13:31
For a four year term. 00:13:34
And Parker Mccumber, David Larae and Jacob Wood as council members. 00:13:35
For a four year term. 00:13:39
With the exception that one council member will serve. 00:13:40
An initial 2 year term. 00:13:44
In accordance with state. 00:13:47
Code. 00:13:49
2nd. 00:13:51
All right, we have a first by Sarah. 00:13:53
A second by Marty. I have a quick. 00:13:55
Question, it says. 00:13:57
They will serve for a four year term, each of them with the exception of an initial you. 00:14:00
Two year term does it kind of feel like? 00:14:05
It feels awkwardly. 00:14:08
Took that off in a different motion, so. 00:14:11
OK. 00:14:13
So, but I think they understand that state. I can, I can for clarity for the public. 00:14:15
What this will mean is that. 00:14:20
One of the elected City Council members. 00:14:22
Will pick. 00:14:25
A lot. I guess we'll talk about that in a minute. And they will only serve. 00:14:28
For two years, they will not serve for four years if they would like to serve. 00:14:32
For four years, they'll have to rerun. 00:14:36
So now everybody understands what this motion means. Yeah, yeah. 00:14:38
OK, I'm going to do this by roll call. 00:14:42
Jake is not here, Brett. 00:14:44
Aye, aye, Marty, aye. 00:14:47
And Sarah Aye. 00:14:49
All right, that has passed. 00:14:50
Thank you. Welcome. We're so excited and happy that you guys took this time to serve and I think we should all stand and 00:14:52
congratulate them. 00:14:56
I also think it would be. 00:15:08
Really lovely if we could get a picture with you. 00:15:09
Would that be OK? 00:15:11
Our incoming mayor was not able to be here tonight, but we do have a little gift for him. 00:15:54
It's it's not easy to. 00:16:01
Serve and to kind of lead together, but that's what it takes is. 00:16:04
You guys working as a team? 00:16:09
And. 00:16:11
We'll have to give this to him at different time. I also wanted to thank all of the other people that put their names out there 00:16:13
and have served the city especially. 00:16:17
Marty and Brett, for all that you've done for our community, thank you. 00:16:21
Now comes this really interesting time of. 00:16:30
Seeing the casting of lots. 00:16:34
Pam, explain it to us. 00:16:36
I get to play games. 00:16:39
In the council meeting. 00:16:41
So I have to have the instructions written out for what's going to happen tonight, but in a nutshell. 00:16:42
Is that? 00:16:48
We're going to. 00:16:50
Ping pong balls out of a bag. 00:16:51
OK, so. 00:16:53
Let me give you the instructions, you can look at them. 00:16:55
They are here, they are printed. 00:16:59
Marty made a joke. It doesn't get anymore official than this. Ping pong balls. 00:17:01
Very official. You gotta share it. 00:17:05
Sorry. 00:17:08
I really wanted it to be Utah specific. I asked for there to be like a lime jello competition or like some sort of. 00:17:09
Rousing game of settlers, but apparently pistols at dawn. I don't know that would have been. 00:17:15
Amazing. I wanted to get a rubber band gun. You guys shoot each other? 00:17:21
The Moors, yeah, you got, you got all kinds of things, but. 00:17:26
We chose to do. 00:17:30
The ping pong ball Ping pong balls out of the bag. 00:17:32
And we went through a couple different. 00:17:36
Thoughts on this, on how we were going to do it? 00:17:38
What we've decided we're going to have you do is. 00:17:41
The three of you will come up here. 00:17:43
I'll show you the ping pong balls. Show everybody the ping pong balls. 00:17:46
We'll put them in the bag. 00:17:50
And then Tony will hold the bag and you guys will draw them out, but don't let anybody see them. 00:17:51
Yet. Because. 00:17:55
We want to. 00:17:56
You know, make this exciting and then you'll all, all three of you will show them at the same time. 00:17:57
And what the ping pong balls have on them are. 00:18:03
There's two number fours, meaning a four year term. 00:18:05
And they were hard to ride on, so only did the four. 00:18:09
Because they were slippery. And they were. 00:18:11
So that's what you get. 00:18:13
That's the the two fours. 00:18:15
And then we have the 2. 00:18:17
OK, everybody see that? 00:18:19
2 fours. 00:18:22
Feels like a magic trick. That's what I said. I get to play do magic tonight so and I don't do magic tricks. 00:18:24
Yes, that's what we thought about. You know, we thought about Pong. 00:18:31
But not beer. 00:18:36
Just the cups. 00:18:38
If you get it in the two or the four. 00:18:41
OK, but I am going to show you that the bag is empty. 00:18:43
OK, bag is empty. 00:18:47
Nothing. Nothing up my sleeve. 00:18:51
Pam, I have a question and. 00:18:53
Jamie's not here, but maybe you can answer this. 00:18:56
As they cast lots, do we have to certify the results of the casting of lots or do we need to read it into the record? I will read 00:19:00
it into the record you will read it in. 00:19:05
Yes. 00:19:10
OK, perfect. 00:19:12
The number 2 is going in. 00:19:13
#4. 00:19:17
And the other #4. 00:19:22
OK. So come on up here, guys. 00:19:23
Tony. 00:19:26
And yes, there's nothing to shake them up. 00:19:28
Yeah, it's a social media. I like it. Come on down. Come on down. 00:19:32
OK, we thought about doing. 00:19:37
Ballot order, but I forgot that what what that was now. 00:19:39
I think it's. 00:19:43
Is that what it is? OK, so. 00:19:45
Jacob, your first. 00:19:47
Is that what you said, Jacob Parker and then David? 00:19:48
OK, Tony. 00:19:51
Get to play games. OK. Don't. Don't let me see it. Oh, good job. 00:19:56
Parker. 00:20:00
Does it make it less official if there's a drum roll too? Or is it? 00:20:01
OK, nobody looking. 00:20:05
All right, all right. Are you ready? 00:20:08
Get set. 00:20:11
Hey, reveal your numbers. 00:20:12
2 Parker Parker got the 2. So I'm reading in this into the record. 00:20:15
Parker will serve A2 year term. 00:20:19
David Larae will serve a four year term. 00:20:23
Jacob Wood will serve a four year term. 00:20:27
Thank you. 00:20:30
The Northern Lights are spreading. 00:20:41
All right, Pam. 00:20:46
If there's nothing further, I'm going to close this meeting. 00:20:47
Thank you so much for coming. Congratulations. 00:20:51
Thank you. 00:20:54
