We have reached the milestone here in Vineyard to get the Vineyard Library certified. 00:12:40
That's consisted of a major three-year project. 00:12:46
So there's a lot of work that's required in order to. 00:12:49
To hit that point, it requires years of work and data collection reporting. 00:12:52
Policy development. 00:12:57
Programming growth. 00:12:58
Operational standards and community engagement. 00:13:00
This is really awesome for the city because it means that we. 00:13:03
We meet the same statewide operational standards the established public libraries have throughout Utah that they follow. 00:13:07
And it also opens the door to a lot more funding opportunities for state and federal funding. 00:13:15
Resources, partnerships and really future growth for. 00:13:22

Long term stormwater of maintenance requirements, inspections as well as enforcement. 00:20:25

Kind of saying, why are we doing this update? Mainly because the state told us to do it. 00:20:35

For our citizens. 00:35:48
And I wanted to give some options. I don't believe in just. 00:35:51
Showing up to. 00:35:54
A budget and voting no because I don't like it. 00:35:56
Without proposing. 00:35:58
Alternate solutions. 00:36:00
I know we have to. 00:36:01
Establish the budget by the end of the month. 00:36:04
So we do have. 00:36:06
You know, one more Tuesday where we could potentially continue this if we wanted. 00:36:08
Another week to. 00:36:12
Adopt the budget. 00:36:15
By that June 30th deadline, with next Tuesday being that 5th. 00:36:16
5th, 5th Tuesday in June that we normally don't meet, but we could, you know, set up a meeting if we wanted to do that. 00:36:20

Make sure that doesn't happen. 00:37:29
So I tried my very best to see what I could try to do to make. 00:37:31
That as low as possible and try to make us at least the most competitive with other cities. 00:37:35
Within our county. 00:37:39
And part of that included a lot of drastic cuts. So so 1 was. 00:37:40
Proposing to to cut the entire library, entire rec programs. 00:37:45
A lot of those services that I love personally. 00:37:50
I think are great benefits of the community. 00:37:53
But if we're. 00:37:55
Going to have a real conversation about what it's going to take to reduce property taxes. 00:37:56
That was just a proposal that I. 00:38:01
Had suggested that would allow us to keep a lot of our other operations. 00:38:03
My favorite proposal of the three. 00:38:07

They were promised that once the connection was made from 400 S or to Main Street so that we have a complete. 01:01:40
Circuit available to them that. 01:01:46
Holdaway Rd. the only neighborhood by the way this not protected as an enclave. 01:01:48
Or that doesn't it also only that has a through St. that allows people to go straight through without any other obstruction. 01:01:52
The only St. that was kept without, you know, without. 01:02:01
Sidewalks because that was that was the intent. It was supposed to be a country Rd. We still have rural mailboxes we don't have. 01:02:03
So it's because of that we want to keep the promise to them and then. 01:02:09
And the idea was that we would help convert Wholeway Rd. into a. 01:02:13
Bicycle Blvd. which would allow it to be an extension of the sports park that's nearby, allow for The Walking and running and 01:02:17

Proposing to to cut the entire library, entire rec programs. 00:37:45
A lot of those services that I love personally. 00:37:50
I think are great benefits of the community. 00:37:53
But if we're. 00:37:55
Going to have a real conversation about what it's going to take to reduce property taxes. 00:37:56
That was just a proposal that I. 00:38:01
Had suggested that would allow us to keep a lot of our other operations. 00:38:03
My favorite proposal of the three. 00:38:07
Is the third one that I that I'd suggested which. 00:38:09
Didn't cut the library, didn't cut Parks and Rec, but it also had. 00:38:13
Much lower property tax. 00:38:16

The kind of harsh cut version I was looking at. 00:38:21
Was about a 26% cut in property taxes. 00:38:24

So it's because of that we want to keep the promise to them and then. 01:02:09
And the idea was that we would help convert Wholeway Rd. into a. 01:02:13
Bicycle Blvd. which would allow it to be an extension of the sports park that's nearby, allow for The Walking and running and 01:02:17
