Was trying to help out a family member so I didn't go and use it as an SDR immediately. I actually let that family member stay 00:07:38

Going to purchase agreement. I couldn't back out of it at that point once it got. 00:08:13

There have been multiple attempts to find solutions to the 400 S St. and pathway. 00:12:28
At some point continuing a conflict because the solution isn't exactly what one person wants. 00:12:34

Especially when children are the ones that are affected by the delay. 00:12:42
Our circumstances have definitely changed since the 400 S St. has opened. 00:12:46
Two of our buses have been taken away by Alpine School District 2. 00:12:52

And as a result, our children, these children this age, kindergarten on down, will be walking those streets. 00:12:59
They will be crossing 400 S. 00:13:05

It maintains A pedestrian trail and maintains a bike lane. It maintains vehicle lanes of travel. 00:16:57

My concern tonight is specifically about the proposed change to the width and design of 400 S. 00:20:02
The city approved plan provides A dedicated bike lane in addition to vehicle travel lanes, curb and gutter, and the 10 foot trail. 00:20:07
The alternative plan narrows the roadway and eliminates the dedicated bike lanes. For clarity, I'm speaking to Sean Herring's 00:20:13
Design, not Ryan by these. This isn't simply a debate whether people use bike lanes. 00:20:18
It's about whether we preserve enough roadway width to safely accommodate the different ways people move through our community now 00:20:24
and in the future, especially with the continued development and advertise the walkable Utah City and the significant growth and 00:20:30
increased demand of transportation that will come with it. 00:20:35
400 S is an important East West connection and as Vineyard grows, this road will carry more vehicles, cyclists, families and 00:20:41
children, especially on school mornings and afternoons, which we should all be planning for that reality. 00:20:47
I have a teenager with a learner's permit who asked me almost daily when the lines on 400 S are going to be painted. Until then, I 00:20:53
guess we're just going based off of vibes about where we're supposed to be in the road between Main Street and Geneva while 00:20:59
navigating all of the construction chaos. No lines or the many overlapping lines and the lane adjustments. It's a small example, 00:21:05
but it illustrates the bigger issue. Clarity, adequate space, and thoughtful Rd. design matter for safety. 00:21:11
Adequate. 00:21:16
Adequate width creates a separation between vehicles and cyclists and gives the city options as our community changes. The 10 foot 00:21:18
trail is value, but it. 00:21:21
Valuable, but it does not replace dedicated bike infrastructure. Removing the bike lanes forces cyclists into vehicle travel lanes 00:21:25
or onto a shared trail with pedestrians, children, strollers and recreational users. Instead of eliminating a safely conflict, we 00:21:31
are just moving it to somewhere else. It also gives space between cars and people on the trail. 00:21:37
Most importantly, once we give up this width. 00:21:43
We will never get it back knowing how hard it has been to get it at all. 00:21:46
This decision is permanent and now we're faced with urgency as school starts again. The safety needs of 400 S have not changed. 00:21:49
Vineyards projected growth has not disappeared. What has changes the property dispute A property dispute should not determine the 00:21:54
long term safety of a. 00:21:58
Design of a public roadway. 00:22:03
I want to remind the council that public comment is not simply a procedural box to check you were elected to represent Vineyard 00:22:05
residents when residents participate in this process and tell you what they believe is safest and best. 00:22:11
For their community, that feedback should carry meaningful weight when you cast your vote. 00:22:17
Honor the commitments and planning decisions the city has already made. There will be votes where compromise is appropriate. This 00:22:23
is not one of them. A permanent decision about a public infrastructure and public safety should not be used to pacify the loudest 00:22:28
city member on this council, Avoid backlash or resolve the personal interests of an individual council member. You were elected to 00:22:33
make decisions in the best interest of AS. 00:22:38
A vineyard as a whole. The consequence of this decision will belong to vineyard residents long after the current dispute. Do not 00:22:43
permanently compromise Vineyards infrastructure. Honor the city approved plan. 00:22:48

The alternative plan narrows the roadway and eliminates the dedicated bike lanes. For clarity, I'm speaking to Sean Herring's 00:20:13
Design, not Ryan by these. This isn't simply a debate whether people use bike lanes. 00:20:18
It's about whether we preserve enough roadway width to safely accommodate the different ways people move through our community now 00:20:24
and in the future, especially with the continued development and advertise the walkable Utah City and the significant growth and 00:20:30
increased demand of transportation that will come with it. 00:20:35
400 S is an important East West connection and as Vineyard grows, this road will carry more vehicles, cyclists, families and 00:20:41
children, especially on school mornings and afternoons, which we should all be planning for that reality. 00:20:47
I have a teenager with a learner's permit who asked me almost daily when the lines on 400 S are going to be painted. Until then, I 00:20:53
guess we're just going based off of vibes about where we're supposed to be in the road between Main Street and Geneva while 00:20:59
navigating all of the construction chaos. No lines or the many overlapping lines and the lane adjustments. It's a small example, 00:21:05
but it illustrates the bigger issue. Clarity, adequate space, and thoughtful Rd. design matter for safety. 00:21:11

Adequate width creates a separation between vehicles and cyclists and gives the city options as our community changes. The 10 foot 00:21:18
