And thing is. 00:03:07
Are we going to have something? 00:03:08
That's up to you. 00:03:11
Get that thing ready. 00:03:28
It's going to get wild in here. 00:03:30
This has been a day. 00:03:41
Yeah. 00:03:58
OK, where's my name? 00:04:15
I was ready. 00:06:06
Because. 00:06:17
I actually. 00:06:21
There's nothing random. 00:06:53
Yeah. 00:06:59
But you didn't. He knows not to. 00:07:11
No, he's the one who's on like. 00:07:13
Comes home and he's like. 00:07:21
All right, brothers. 00:07:22
Well, you know, maybe. 00:07:29
School. 00:07:34
If it gets paid. 00:07:47
I all I want. 00:07:56
I don't want a faster. 00:07:58
Into 20 years from now just so I can. 00:08:02
Because sometimes I really. 00:08:09
Really. But we are raising. 00:08:17
There's so many distractions. 00:08:23
Are we good to start? 00:08:29
Do I need to unmute it? 00:08:32
You've already muted, OK. 00:08:35
Then we'll start. 00:08:36
Welcome. 00:08:39
To the city of. 00:08:41
Vineyard Planning Commission meeting. 00:08:42
August 5th. 00:08:44
2026. 00:08:45
It is 7:00 PM. We'll call the meeting to order. 00:08:47
Let's start with an invocation. 00:08:50
From David. 00:08:52
Our Heavenly Father. 00:08:56
We're grateful for the blessings that we have received from thee. 00:08:59
We are grateful, Heavenly Father. 00:09:03
Be able to gather as a body. 00:09:06
The contribution to. 00:09:09
Our community. 00:09:12
To be able to help our community. 00:09:15
To be a little bit better. 00:09:18
Heavenly Father. 00:09:22
We pray that. 00:09:24
Thy spirit may be upon us this night. 00:09:25
That we may be able. 00:09:29
To make decisions that would help our community. 00:09:31
And would be beneficial for all that living. 00:09:34
These things we say humbly in Jesus name, Amen. 00:09:37
I pledge allegiance to the flag. 00:09:53
On the United States of America. 00:09:55
And to the Republic for which it stands. 00:09:58
One nation under God. 00:10:00
Indivisible with. 00:10:02
Thank you very much. All right, we'll move on to item number 2, which are our presentations, recognitions, awards and 00:10:09
proclamations. 00:10:12
Seeing nothing to present or proclaim, we'll move on to item 3, which are a public comments. Is there anyone? 00:10:16
Who would like to provide public comment for something that is not on the agenda? 00:10:24
Now is your time. 00:10:28
OK, seeing none, we'll move on to item number 4, which are the consent items. There are none of those, so that moves us to item 00:10:32
number 5. 00:10:36
There are two business items this evening. Unless anyone on the Commission feels differently, I would like to request to swap the 00:10:40
order of these because we have an applicant here I'd like to. 00:10:46
Do item 5.2 before 5.1. Is anyone opposed with swapping that? 00:10:52
All right. Then staff, if you are OK moving to Item 5.2, which is Plan 2610? 00:10:58
The site plan application amendment for the Utah City Racquet Club clubhouse. 00:11:05
Thank you very much here and Planning Commission. 00:11:15
Fellow planning commissioners. 00:11:19
So we had an application in. 00:11:23
By the Utah City. 00:11:26
Developer represented by. 00:11:29
Bronson Totten, and he's here right now. So if there are any questions as I go through this presentation. 00:11:31
Please feel free to. 00:11:37
Ask you know at the end and he'll be willing to answer. 00:11:39
To give some more context as well. 00:11:43
So by way of this presentation, I just want to. 00:11:45
Give your location context. 00:11:48
This. 00:11:50
Rocket Club is located at where I have the red *. 00:11:51
Within Utah City. 00:11:56
And more zoomed out version is that one showing all the blocks. 00:11:59
So just to give a quick background, the original site plan. 00:12:04
Came before the Planning Commission and was approved. 00:12:08
May 21st of 2025. 00:12:11
And they did also apply. 00:12:14
For a land disturbance permit which was issued. 00:12:17
Later that year. 00:12:19
And the building permit as well that was issued. 00:12:21
This year in June. 00:12:24
2026. 00:12:26
Now the applicant. 00:12:27
Is proposing an amendment to the site plan that was approved last year. 00:12:29
And this is what was approved for elevations. 00:12:35
And what is essentially changing is. 00:12:39
They realized. 00:12:42
And I'll go through all of that. They realize that. 00:12:44
The the. 00:12:46
Material that we're using. 00:12:48
Was going to be out of place for what exists in the entire area and it was going to be a shipping container. 00:12:49
And if you can see my cursor that is the elevation for storage unit storage shed that was also going to go in there. 00:12:55
To give you. 00:13:06
A better context as well another reason for wanting to. 00:13:09
Amend This was the previous one had the clubhouse. 00:13:12
Located on the West side of the. 00:13:16
Again, they changed the material to match with what is existing. 00:13:21
Landscape did not change, everything stayed the same. 00:13:26
And this is what they upgraded the. 00:13:31
Elevations to look like. 00:13:34
To match with the surrounded buildings. 00:13:37
So in this amendment they are proposing to have. 00:13:42
The building moved to the. 00:13:46
More central part of the. 00:13:48
The site. 00:13:51
It allows for a lot more user friendliness. 00:13:53
It had a bigger footprint. 00:13:57
Which? 00:13:59
Allow which allowed them to combine. 00:14:01
The clubhouse youth with the. 00:14:04
Storage said that they were going to build. 00:14:08
Eventually along the way. 00:14:10
And it also. 00:14:12
Gave an opportunity to have a blank wall if you look here. 00:14:14
On the north elevation side has a blank wall that. 00:14:19
Would allow them to put a mural there. 00:14:23
That would bring in some character and potentially. 00:14:26
The city could work with them to have. 00:14:30
Some history brought into Utah City. 00:14:32
It's a private property, so we do not have a say, but some suggestions are welcome to the. 00:14:34
Developer. 00:14:41
On what to put on the mural. 00:14:43
So after looking after reviewing this application. 00:14:51
We as staff. 00:14:56
Realized that it adds more consistency. 00:14:58
To the entire development. 00:15:01
Over there and it also. 00:15:04
Appears a lot more. 00:15:06
It has a more appealing look. 00:15:09
And by having it located centrally. 00:15:11
It makes it easier for. 00:15:14
The actual use of that clubhouse, which is, you know, uses. 00:15:16
Using the Racket. 00:15:21
Courts come in to rent out. 00:15:23
Puddles and rackets and whatever they need to. 00:15:25
Enjoy the the. 00:15:28
Property. 00:15:30
And this. 00:15:33
We find that it meets every. 00:15:35
Requirements code wise so there are no issues from the staff review side so we recommend approval. 00:15:38
Of this application. 00:15:44
To amend the site plan. 00:15:46
For the racket club. 00:15:49
Clubhouse and here is the sample motion. 00:15:51
For you. 00:15:54
Wonderful. 00:15:57
Thank you. 00:15:57
Before we listen to the applicant, are there any questions for staff? 00:15:59
Completely up to you if you want staff to answer it or the applicants answer. 00:16:08
OK. 00:16:11
Sounds good. 00:16:13
Bronson, do you want to come up? Just give a very brief explanation. 00:16:14
Of. 00:16:18
If you could. 00:16:19
The Y and maybe a little more detail on the web. 00:16:20
Yeah, so. 00:16:23
A couple months ago when we came in and we revised the. 00:16:24
The village. 00:16:28
Elevations. 00:16:29
So we ended up taking a village tiny home. 00:16:31
Which is one of the retail shops. 00:16:34
And we? 00:16:36
Built it as the clubhouse. 00:16:37
In the rocket club. 00:16:39
And just what? 00:16:41
Like what Anthony said, just to have consistency between the two sites. 00:16:43
That's why we have brought that. 00:16:48
Building. 00:16:50
Type. 00:16:50
Over into the Racquet Club, so there's consistency there. 00:16:51
And. 00:16:55
Like Anthony said. 00:16:57
When we went to go build that. 00:16:59
Clubhouse. 00:17:00
And we had planned to do a shed in a later phase, but since we were building. 00:17:01
Like a more substantial. 00:17:06
Building. 00:17:08
We decided to put. 00:17:09
The storage. 00:17:10
In there and also between the time. 00:17:11
Site plan got approved to now. 00:17:14
We we got an operator. 00:17:16
So that. 00:17:18
Live ball. 00:17:19
You've probably seen LVBL. 00:17:20
They're named Live Ball. 00:17:22
They're operating the racket club for us. 00:17:24
And so they were involved in. 00:17:26
In kind of the interior. 00:17:28
Design of that space. 00:17:30
And so. 00:17:31
They they prefer to have the storage. 00:17:32
With their office and everything and so. 00:17:35
That's kind of how that. 00:17:38
Came to be and then. 00:17:39
Centralizing it into that court. 00:17:41
There was seating in that court with the trees, so that seating has now moved out so. 00:17:44
Kind of a little bit more welcoming as you come in. 00:17:50
From the main entrance. 00:17:52
To have the. 00:17:54
Out there. 00:17:56
And then? 00:17:57
Like like when tournaments? 00:17:58
Happen. People will be able to congregate out there in the seating area in the front. 00:18:00
Before you're up to like the check in. 00:18:05
Area at the clubhouse. 00:18:07
So. 00:18:09
Working with the operator. 00:18:10
And kind of changing the design of the building. 00:18:12
That's how we've come to this site plan amendment. 00:18:17
And then? 00:18:20
Materials. 00:18:21
The red that if you want to go to those elevations. 00:18:24
Real quick, Anthony. 00:18:26
The red is brick. 00:18:28
And the white is Hardy. 00:18:30
So that. 00:18:33
There's a lot more windows than. 00:18:35
Than the previous plan, the backside is still. 00:18:38
Blank, kind of like the. 00:18:40
The shipping container version. 00:18:42
And then? 00:18:44
There's 2. 00:18:45
It's hard to see it in this, but there's 2 brick framed. 00:18:47
Opportunities for murals. 00:18:52
To go on this. 00:18:53
The north elevation or the rear elevation? 00:18:56
And then the height also. 00:19:00
Increased from the shipping container. 00:19:03
Height just to be in more. 00:19:05
Tune with. 00:19:08
With the scale. 00:19:09
Of what we're doing elsewhere. 00:19:10
Anthony, can you turn to the next slide? 00:19:16
Sorry, the one right after this one. 00:19:20
There we go. 00:19:24
That summarizes. 00:19:25
Pretty much the four changes that are in the amendment, correct, so. 00:19:26
To put it simply. 00:19:30
Relocated the building. 00:19:31
Pivoted it so it's rotated orientation. 00:19:33
Adjusted the building material to. Now have. 00:19:36
The Brick and Hardy. 00:19:39
The size now instead of having two buildings, has one. 00:19:40
I think that's a better use of space, and it adds character because of an opportunity with the blank wall. 00:19:43
Are there any questions for? 00:19:50
Bronson, Yeah. 00:19:52
The new. 00:19:54
Hardy is that. 00:19:57
A big window, yeah. 00:19:59
Yep. 00:20:00
No, no, that's added as well. 00:20:04
Yeah, I think. 00:20:06
Yeah, these were just. 00:20:09
Kind of storefront windows in this one. 00:20:10
Men, the seating area. 00:20:17
Any shade sales? 00:20:20
For a summertime, there's we've got umbrellas. 00:20:22
Yep. So the umbrellas and the tables and chairs, they're all movable. 00:20:25
So they'll. 00:20:29
Kind of move around the site. 00:20:30
But yeah, umbrellas are. 00:20:33
You know, immediate shade and then. 00:20:35
Trees as they grow. 00:20:38
And thank you. 00:20:39
Thrive. 00:20:40
Thank you. 00:20:44
Do you have anything Graydon? 00:20:44
Anything on this side? 00:20:48
Thank you. 00:20:57
Now it was brick. Part of the construction was brick. 00:21:00
What was the other the facade? 00:21:03
Hardy on the new elevation of the old. The new is Hardy. 00:21:06
Yeah, all the white that you see is Hardy. 00:21:11
And then the red is. 00:21:13
OK, Yeah. 00:21:15
It's wood framed. 00:21:18
The other the previous building was like it was literally a shipping container. 00:21:19
That we're going to. 00:21:24
Cut a hole out for. 00:21:24
Storefront windows and the door. 00:21:26
And then we were going to paint. 00:21:28
That green and white. 00:21:29
So this is a. 00:21:31
Like a much more elevated. I'm really glad that it changed, but. 00:21:32
Yeah, OK. 00:21:37
Wonderful. Thank you. 00:21:40
This was not noticed as a public hearing, but I would like to give our two members of the public opportunity. If they would like 00:21:42
to share anything on this application, now is the time to do so. 00:21:48
Thank you for the opportunity. 00:22:03
Commission appreciate it very much. 00:22:06
And I want to say I really appreciate the. 00:22:07
The the care they're taking to to make this a more an upgraded. 00:22:10
Version of their original concept. I really think that the the moving away from the. 00:22:16
The shipping container look is an improvement and I. 00:22:21
I applaud them for doing that. I think it's gonna be great addition. 00:22:24
Thank you. 00:22:27
OK, great. 00:22:30
Thank you. 00:22:31
All right with that. 00:22:33
Would anyone like to make a motion? 00:22:35
One way or the other. 00:22:36
I moved to approve the amended site plan. 00:22:40
As presented. 00:22:43
Discussed. 00:22:45
Great. Is there a second? 00:22:46
OK, all in favor say aye. 00:22:48
Aye, are there any? 00:22:50
Opposed. 00:22:52
Seeing none, it passes unanimously. 00:22:53
Thank you. 00:22:55
All right. We'll now move back to Item 5.1, which is the review of Planning Commission meeting frequency. 00:22:57
If staff wants to give a brief overview on that. 00:23:03
That'd be great. 00:23:06
Thank you very much, Chair and Planning Commission. 00:23:17
So just to give a quick background, um. 00:23:21
The current. 00:23:24
The current meeting schedule that we have which? 00:23:25
We all may be familiar with is or has been the 1st and 3rd Wednesdays. 00:23:28
Of each month. 00:23:35
It was initially. 00:23:38
6:00 PM and later changed this year. 00:23:39
To 7:00 PM to better accommodate. 00:23:43
A lot of our schedules are. 00:23:46
Commissioner schedules and also. 00:23:48
Make sure things are. 00:23:51
More lined up for everyone. 00:23:53
We had a work session. 00:23:55
On July 15th. 00:23:58
And during that session, a work session, there were discussions on. 00:24:01
Potentially changing from the twice a month to once a month. 00:24:05
For the reason that it will be. 00:24:11
A more productive. 00:24:15
You know, opportunity, you know. 00:24:16
For more productive for our time to begin with. 00:24:18
And uh. 00:24:22
Commissioners time in as well and it will take away. 00:24:23
The sense of having meetings where we have very little meeting agendas. 00:24:28
That are very minor. 00:24:32
It will give us a chance to. 00:24:34
Also. 00:24:36
You know, have more. 00:24:37
Comprehensive meeting agendas. 00:24:39
That. 00:24:41
We come in to discuss as a Commission. 00:24:42
Also help us here as staff to have a more predictable. 00:24:45
Timeline on how? 00:24:49
Applications get to Planning Commission from the time that we received them as well. 00:24:51
So during that. 00:24:58
Discussion. 00:25:00
I mean this is. 00:25:02
To give you an idea of what it used to be. 00:25:03
We only have five months left. 00:25:05
Essentially 4. 00:25:07
And. 00:25:10
Just zoom in version. 00:25:14
During our discussions during this work session, the Commission. 00:25:15
Supported changing this into. 00:25:20
One a month meeting they proposed, you proposed. 00:25:23
Having this on the first Wednesday of each month. 00:25:28
If we decide to move forward with that. 00:25:32
So this is coming back to you. 00:25:35
For a formal vote. 00:25:39
To make this happen. 00:25:41
This change effective. 00:25:43
As part of. 00:25:45
What you will be? 00:25:46
Voted on if you still. 00:25:48
Want to move forward with this proposal? 00:25:50
You would have to. 00:25:53
Figure out the effective date. 00:25:54
Of this change. 00:25:58
So I have a sample motion here. 00:25:59
Up and once. 00:26:01
You're able to figure out the effective date. 00:26:06
I can just put that in. 00:26:09
And make it happen if you saw. 00:26:11
Desire to make. 00:26:13
An approval. 00:26:16
For this proposal. 00:26:17
Thank you. 00:26:18
Great. Thank you so much. 00:26:18
Does anyone have any questions for Anthony before we discuss? 00:26:22
Yeah, a couple questions. 00:26:26
One we did the time change. 00:26:28
Early this year. 00:26:32
And that. 00:26:33
Necessarily, Umm. 00:26:34
You know, voted on or. 00:26:36
Officially approve. 00:26:39
But it just happened. 00:26:40
And what's the difference between? 00:26:42
The time change versus, you know, the day change, the frequency, number of meetings. 00:26:44
And if we do change the frequency number of meetings. 00:26:49
And we determined that it has to. 00:26:54
Maybe hey. 00:26:56
Let's meet more frequently. 00:26:57
Now that we're doing once a month. 00:27:01
Twice a month is better. 00:27:03
We realized that we need it. 00:27:05
How? What's the process of? 00:27:07
You know, switching back. 00:27:09
If. 00:27:10
Necessary. 00:27:12
Sweet son, assuming the door open works Director this. 00:27:25
So once a month frequency. 00:27:28
We would just stick to the once a month as post publicly. We probably posted on the website. 00:27:31
So the members of the public would know have it. 00:27:35
If we need, if we feel that we would like to. 00:27:38
Or excuse me if this. 00:27:40
Planning Commission felt that they need to have a. 00:27:42
Additional Meeting. 00:27:44
There would just be a special session, so we would post for a special session. 00:27:45
And. 00:27:49
To keep with the tempo that the public is used to and and also the frequency. 00:27:50
We would always suggest the special session. 00:27:55
To be. 00:27:58
On the. 00:27:59
To be in the in between between week. 00:28:01
That you would that we would have typically had a Planning Commission. 00:28:03
At the same time, same place. 00:28:08
On that, that would be publicly noticed. 00:28:10
We would want to ensure that it was publicly noticed at least a week in advance. 00:28:12
To provide the public enough time. 00:28:15
To to attend if they if they so desired. 00:28:18
On that, if we felt that the. 00:28:21
Our Planning Commission felt that there was a special session that had to happen. 00:28:23
Even outside that. 00:28:27
Wednesday. 00:28:29
Schedule like in a different day and so forth. We would just follow the same process. 00:28:30
To to pose a special a special session. 00:28:34
For that to happen, it just means we just have to go through the proper publicly nosing process. 00:28:38
At the Planning Commission chose a solid fit that. 00:28:44
They would like. 00:28:48
That they would like to move back to the twice a month frequency. 00:28:49
We would to go through the same process that we are currently going through to shift it to once a month. 00:28:52
I believe the feedback. 00:28:57
In terms of. 00:28:58
In terms of is. 00:29:00
With the cancellations that we've had due to lack of items. 00:29:01
For example. 00:29:05
That doing the. 00:29:07
Doing the public noticing for meeting, counseling meetings. 00:29:09
Is not doing. 00:29:13
The public justice. 00:29:16
And we were rather have provide. 00:29:18
Schedule the meetings. Hold the meetings. 00:29:22
With substance. 00:29:25
Substance to for reviews and discussions. 00:29:27
And then on the occasional. 00:29:30
Need as they arise. 00:29:33
Do a special session the way that we would handle it and that would come through to another work session is. 00:29:35
We ensure that. 00:29:41
If a special session is required. 00:29:42
For any reason it would go through the planners. 00:29:44
Than to myself for recommendation and we would take it to the. 00:29:46
Planning Commission Chair. 00:29:50
For discussion. 00:29:52
And the Planning Commission chair with yes, say yes, we would do a special session or not. And then with that, the planners would 00:29:53
go talk to the rest of the. 00:29:58
Commission to to make sure that the availability is there as well. 00:30:02
And then we would go ahead and post it so it would the special session could happen. 00:30:06
But with that those steps in place. 00:30:11
It wouldn't be. 00:30:13
An off the cuff special session. Say over do 1:00 tomorrow. 00:30:15
Or if we would, at least. 00:30:19
That process. 00:30:21
A special session would be like almost. 00:30:23
Week and a half to two weeks. 00:30:25
A process. 00:30:28
I mean that process but. 00:30:30
We would have to have it that far out. 00:30:32
And that would give enough time for. 00:30:34
The commissioners to review whatever that special session item would be. 00:30:36
That said, our recommendation. 00:30:41
Great. 00:30:43
And that is captured in the motion as well. 00:30:46
Special session, wonderful. Thank you. 00:30:48
So I want to hear everyone's opinion. My personal opinion, it makes sense just to move it to once a month. 00:30:53
We're canceling more often than we're not, and so. 00:30:57
Having it once a month, maybe we can meet with more frequency this way and. 00:31:00
Like it said, it's what we owe to the public. 00:31:03
OK. When the question is effective, what day? I would say make it effective now, so cancel the August 19th. 00:31:09
So our next meeting would be September 2nd. I think that's the most logical. 00:31:16
Everyone good with that? 00:31:20
Just a quick question. 00:31:23
If we needed to have a special meeting, those provisions are still there. Always do that. 00:31:25
Yeah, and we're not modifying. 00:31:30
The code when it comes to special meetings at all. 00:31:31
We can always do those. 00:31:33
Are we prepared to declare what time the meeting will start? 00:31:35
I think 7:00 PM still makes sense. 00:31:39
Does anyone feel differently? 00:31:40
OK. 00:31:44
I'll go ahead and make a motion. 00:31:46
Then I'll move to approve changing the Planning Commission's regular meeting schedule from the 1st and 3rd Wednesdays of each 00:31:47
month to the first Wednesday of each month at 7:00 PM, effective today, August 5th, 2026, while still allowing special or 00:31:53
additional meetings to be scheduled as necessary. 00:31:59
Is there a second? 00:32:06
I second that motion. Thank you. 00:32:11
We have a second. 00:32:12
All in favor say aye. 00:32:13
All right, any opposed? 00:32:15
All right, passes unanimously. 00:32:18
Thank you. 00:32:19
All right, that concludes our business items for today. We'll now move on to our work session, which is land use application 00:32:22
review policy timelines. 00:32:25
All right, Paul, are you doing that one? 00:32:34
Awesome. Umm. 00:32:36
OK. 00:32:37
So while we wait for Paul, I just wanted to. 00:32:46
State as part of next steps. 00:32:49
After what? 00:32:51
We just. 00:32:52
You just. 00:32:53
Approved. 00:32:54
That we would go ahead and. 00:32:55
Ensure that we review and update all documents that make reference to the old schedule. 00:32:58
And ensure that that's, you know, updated accordingly. 00:33:02
And would also. 00:33:07
Want to? 00:33:08
Have a review done on the Planning Commission bylaws since that has been. 00:33:09
Great. Quite a lot so. 00:33:14
Those are the next steps from that. 00:33:16
Well, thank you for doing that. 00:33:18
All right, this is kind of. 00:33:21
I guess an FYI type of thing. 00:33:23
And some of you know. 00:33:26
I'm kind of added this to the discussion, but we have Senate Bill 284. 00:33:28
If you've heard of that, it's a compliance update. It's a. 00:33:32
Basically, Utah State law adopted during the 2026 general session that updates. 00:33:36
Several provisions for the Utah Land Use Development and Management Act. 00:33:41
The bill is intended to improve transparency, consistency and efficiency in the local land use process by clarifying Planning 00:33:45
Commission responsibilities. 00:33:49
And this kind of just piggybacks off of. 00:33:54
What we just talked about of. 00:33:56
Moving Planning Commission to once a month. We wanted a more streamlined process of. 00:33:58
By being able to give everyone. 00:34:02
The ability to. 00:34:05
Know exactly when they need to have their. 00:34:09
Their projects in their applications have the right timelines. 00:34:11
Make sure that we're being able to communicate with them. 00:34:15
In. 00:34:18
In a good way, so that. 00:34:19
They know. 00:34:21
Hey I'm putting my application in now. 00:34:22
I'm definitely going to be on, you know. 00:34:24
This type of a timeline. 00:34:26
Towards getting my application approved. 00:34:28
And it just, it just adds more. 00:34:31
Like clarity for them. 00:34:34
And it just helps us be more transparent with. 00:34:36
All the applicants. 00:34:39
Out there. 00:34:40
We did make a little schedule for ourselves. 00:34:43
Today we kind of went really in depth on this and I can e-mail this to you guys if you want to see it. 00:34:47
And I can explain a little bit more, but kind of just looking at the state code and what they. 00:34:52
As the state code requires us. 00:34:57
To have for review processes of. 00:35:00
You know, 20 business days for certain site plans, 15 business days for plots. 00:35:03
And then just. 00:35:09
Some of them didn't have. 00:35:10
Actual deadlines per state code, but we want it internally to. 00:35:11
Kind of make our own. 00:35:15
You know, suggested say we want four weeks to get this done. We just want to be very open with the applicants and let them know 00:35:18
like. 00:35:21
That we'll be moving along in the process of everything to just. 00:35:25
Like I said, have a little more clarity on. 00:35:30
On their projects. 00:35:32
And like I said, I can e-mail this to you and explain it more but. 00:35:34
That's kind of. 00:35:38
What? Umm. 00:35:39
Like I said, it's kind of an FYI like. 00:35:41
We're going to work on our timelines better, make sure that we're more transparent. 00:35:43
And this does piggyback on. 00:35:47
The Senate Bill 284 that we have to. 00:35:49
Do by the end of the year and we're working with. 00:35:52
What's the name of that company? Hansen now. 00:35:56
Hanson, Allen and. 00:35:58
Luche, I guess. 00:36:00
Loose Italian. It's Luce so. 00:36:02
So we're working with them and there's there's other things we have to, we have a water. 00:36:06
Aspect of it that I'm not really part of that. 00:36:11
But. 00:36:14
Yeah, hopefully that will help us just be. 00:36:15
More clear with applicants and people that are coming to the city and want to. 00:36:18
Want to build here and. 00:36:22
Move here to do business. 00:36:24
Wonderful. 00:36:26
Thank you. 00:36:27
So this is a work session, there's no action that we need to take. 00:36:28
But if anyone wants to provide just brief feedback, you're welcome to. I'll personally say I think this is great. Put it on the 00:36:32
website. 00:36:36
And make sure everyone knows what the process is. 00:36:40
Just to be. 00:36:43
Abundantly. 00:36:44
Clear with everyone wanting to do business in the city. 00:36:45
Yeah, there's a lot of different. 00:36:48
Cities that we've been looking at, like Salt Lake. 00:36:50
And we looked at Orange County. There's different web, there's different cities that have really good application processes and 00:36:52
PDF's that like explain really well. 00:36:56
The process and we really want to like put that on our website. We'll work with Braylee to get that done to you know just. 00:37:01
When you come on the website, there's a. 00:37:07
Step by step process of exactly how it's going to go, dates and everything so. 00:37:10
Hopefully that will just really clear things up for people. 00:37:14
It's fantastic. 00:37:16
Thank you. 00:37:17
Could you go back to the other? 00:37:18
Yeah, yes. 00:37:23
So the application has to be reviewed. 00:37:37
By day 20. 00:37:40
Is that what I'm reading? 00:37:43
It's on actually. OK. 00:37:45
The 20 business days is a review cycle. 00:37:50
So when we. 00:37:54
Take in the application. 00:37:56
Certain ones we have to like a residential plat. Like we have to make sure we have a full application within like 3 days. Some of 00:37:59
them aren't as stringent as that. 00:38:02
But the 20 business days is we have to have that first review cycle done. 00:38:06
In that four weeks, so 20 business days, four weeks. 00:38:10
And then? 00:38:13
We send it back to them. 00:38:14
And. 00:38:16
We tried to give it enough time that if. 00:38:17
If they get an application in. 00:38:19
By like the 15th of. 00:38:22
The month, we have that four weeks maximum to get that first cycle done if everything's perfect on the review. 00:38:24
We have. 00:38:30
Two weeks. 00:38:31
Before the Planning Commission, so. 00:38:32
We have almost 2 1/2 weeks actually. 00:38:34
We have plenty of time to be able to notice that. 00:38:36
And get that done. 00:38:38
If they don't give us the. 00:38:40
Their review back in that two weeks, then that's going to push it to the next. 00:38:41
Planning Commission. 00:38:46
But. 00:38:47
Having a Planning Commission once a month is going to be able. 00:38:47
To really. 00:38:50
Implement a very. 00:38:51
Like stringent schedule of. 00:38:53
OK, if you're not on this one, you're going to be on this one. 00:38:54
And but yeah, that 20 business days or the 15 business days is. 00:38:57
The review cycle for one review, I mean. 00:39:01
And we have. 00:39:03
I think in the state code we have up to. 00:39:04
For review cycles that we could do so it could. 00:39:06
Go like four months of reviews if it's a bigger project. 00:39:09
But if everything's. 00:39:14
Good. And they get it done on the very first try then. 00:39:15
You know, we're looking at maybe a six week turn around between when they actually apply to. 00:39:19
Planning Commission. 00:39:23
Good. Any other comments? 00:39:29
Power to ya. 00:39:35
Please this one. 00:39:36
Excuse me, the one thing I just want to add is the review cycles like the timelines on this other than what's in the state code. 00:39:38
On that, this is that's. This is not an item that has to be approved or an action taken by. 00:39:44
Any body this is this is an administrative. 00:39:49
Administrative business like. 00:39:56
Administratively we can implement it internally. 00:39:57
But we just, of course, we just want to make sure that we bring it to the Planning Commission to ensure that one. 00:40:00
Provide providing a public forum. 00:40:04
Get feedback, but into. 00:40:07
Provide allow Planning Commission to see that. 00:40:09
Our intent is to ensure that we have the documents. 00:40:13
Reviewed with enough time to provide the Planning Commission. So the Planning Commission has enough time to to do a review on 00:40:17
their end as well. 00:40:21
On that the SB2A4. 00:40:24
Items updates will definitely be coming to Planning Commission. 00:40:26
Wonderful. 00:40:30
Thank you. 00:40:32
OK. We'll move on to item number 7, which is staff and Commission reports. Does anyone have anything to report on? 00:40:34
I just have one question about a previous applicant. 00:40:41
I'm wondering if. 00:40:45
Castro tire and repair is moving forward. I haven't. 00:40:47
Heard anything? 00:40:51
Going to City Council or any? 00:40:52
That was in May. 00:40:55
Yeah, so. 00:41:00
Thank you. They have. 00:41:01
At least for now, they have the site plan approval and they also do have the plat approved. 00:41:03
What they need to. 00:41:09
GET is the land disturbance permit. 00:41:11
And the last time we spoke with them, this was about. 00:41:13
A week and 1/2 or two ago. 00:41:17
They had mentioned that they're trying to reconcile things internally to come back. 00:41:19
To the city. 00:41:23
To make that happen so. 00:41:24
We're just waiting to hear back from them. 00:41:26
OK. So they would benefit from this? 00:41:29
Yes they will. 00:41:32
OK. 00:41:36
Only item I have on the back of the agenda, it says the next regularly scheduled meeting is on August 19th even though we made a 00:41:38
decision to go with once a week. 00:41:43
Only for. 00:41:47
This Wednesday, it might be worth still putting some kind of notice saying. 00:41:48
Hey, either cancellation or. 00:41:53
Per the Commission's vote on August 5th, there will be no meeting on the 19th, just something since it's already been publicly 00:41:55
noticed. 00:41:59
With that. 00:42:06
I think we can adjourn. 00:42:08
Any concerns? All right. Well, just question. 00:42:10
What update can? 00:42:14
You provide us. 00:42:16
As far as the sidewalk. 00:42:18
On Vineyard Connector. 00:42:21
The full sidewalk. 00:42:26
On do you mean the trail project on along Vineyard connector? 00:42:30
Well, just the overpass and. 00:42:34
Geneva Rd. 00:42:36
Just a sidewalk, I heard. 00:42:38
Yeah, the trail, there's a trail connection that you dot is working on from Geneva to. 00:42:40
The trail network. 00:42:46
Next to the lake. 00:42:48
We're currently going well. We're not going through designs. UDOT is going through designs right now. 00:42:49
And we're currently working with a couple HOA's to see how we can connect. 00:42:55
The trail in in the lakefront area. 00:43:01
Where we can just connect that into the trail and get it all the way to the the lake network. 00:43:04
Trail network. 00:43:09
OK, cool. Yeah, Yeah. So it's moving along. 00:43:11
It's just still in still in design. 00:43:14
Awesome. All right. 00:43:18
Thanks everyone. 00:43:19
We'll see you in September. 00:43:21
All right. 00:43:22
It sounds like a song. 00:43:24
Wake me up when September ends. 00:43:27
I'm dating. 00:43:29
What was that? I don't think my microphone was wrong. 00:43:34
That sounded like it. Maybe you just project really well. 00:43:46
It is wonderful. 00:43:51
You know what? 00:43:55
We can do better. 00:43:57
Like. 00:43:59
It's like the tennis ball. 00:44:15
I know like just. 00:44:44
Employees will be. 00:44:59
Farmer. 00:45:03

Farmer. 00:45:03
