What that says is a chance of a high level flood is. 01:31:15
Once every 100 years or once every 500 years? 01:31:20

If it happens once, it won't happen again. 01:31:24

I've experienced 100 year flood. 01:31:34
Probably 3 times in one year. 01:31:36

As the number one thing it does is it aligns. 01:35:40
Vener City with the National Flood Insurance Program. 01:35:45
This is important to the public. 01:35:49
And of course been your city is a help allows. 01:35:50
To maintain the eligibility for federally backed flood insurance. 01:35:53
So if you if. 01:35:57
Your homeowners are able to get flood insurance. 01:35:59
Even if they don't live specifically in a flood zone. 01:36:03
If you live in a floodplain zone. 01:36:06
Not so much here in Utah, but. 01:36:08
I dealt with this quite a bit in Florida. 01:36:11
You know mortgage companies require. 01:36:14
The flood insurance to be to to. 01:36:17
To have flood insurance. 01:36:20
And then of course and I've had there's instances where. 01:36:21
Insurance companies kind of go into the whole. 01:36:26
How did the water damage enter the house in Utah? We do have those basements for there's not, but how water interests of the 01:36:28

Their finished floor, so the Congress. So when you walk into the livable areas, the concrete elevation. 01:37:38
Is at least one foot above the base flood elevation. 01:37:44
They're designed. 01:37:49
To resist flood forces as well. 01:37:50
Residential as well as commercial. 01:37:53
And they're utilizing certain specific. 01:37:56
Materials. Utilities. 01:38:00
And that the impacts that. 01:38:02
Excuse me that when they do the development that it's not changing. 01:38:05
The floodplain. 01:38:09
Zones that you know what they do does not impact. 01:38:11
Their neighbor. 01:38:14
Like put and this is. 01:38:15
A lot of this, a lot of this is common. 01:38:18
Would be considered common sense. 01:38:20
You know you don't want to impact your neighbor by pushing. 01:38:24
While causing increasing. 01:38:26
The floodplain on their. 01:38:29
On theirs, that actually has civil implications. 01:38:31
You know, if you're building inside an area with that. 01:38:35
I could be prone to flooding. 01:38:38
The course you want to use. 01:38:40
Proper materials, putting proper utilities. 01:38:42
And of course you want the structure to. 01:38:45
Resist. 01:38:47
Being damaged from flooding. 01:38:49
And then the elevation. Of course you don't want the water to go inside, however this codifies it specifically. 01:38:50
And I can say in Florida where? 01:38:57
Flooding is more prevalent. 01:38:59
The 12 inches above the. 01:39:01
Base flood elevation is very common. 01:39:03
Some areas have it 18 inches, some areas have 24 inches. 01:39:06
24 inches is pretty excessive. 01:39:10
18 inches and Florida is kind of the norm, but again we're talking about areas that. 01:39:12
See 100 year flood. 01:39:17
Every other year, apparently. 01:39:18

So the additional thing it does. 01:39:24
Is on the Ministry of Enforcement. This actually goes a couple steps above. Is it? 01:39:27

In essence, what they do, what it says, is that. 01:39:38
This that there's an entity that actually makes the call. 01:39:41
On when it comes to flat plane decisions. 01:39:45

A person that was a floodplain manager, it was a specific role. 01:39:53

Purpose, you know, don't want to get too much, get us through the planners. But she was she, she was a planner. 01:39:58
And was a very good floodplain manager and she was also the assistant. 01:40:05
Emergency Manager. 01:40:09
So she was very in tune to a lot of that stuff, but. 01:40:10

What it fell on to me as a public works director in Florida. 01:40:18
The city is responsible for reviewing development. 01:40:23
The development proposals. 01:40:26
Maintaining records. 01:40:28
And they're coordinating with FEMA state agencies. 01:40:30
The first and third one really doesn't change. The third, the one, the second one. 01:40:33
Is really just kind of. 01:40:37
Making sure that it's codified, that it puts the responsibilities on the city. 01:40:40
Luckily and gratefully, we have an awesome building department. 01:40:45
Team that is very meticulous when it comes to record keeping. So we don't foresee any additional. 01:40:49
In essence, additional work on the city. 01:40:56
But that was also put some additional. 01:40:58
Tools into our toolbox. 01:41:01
Allows us to have stopped work orders. 01:41:03
As well as fines for $1000 per day in jail time for violations of. 01:41:06
Public Works is not planning on building in jail. 01:41:11
In our facility, so we are. 01:41:13
Just looking we would just really really be looking at working with code enforcement for fines, the stop work orders. 01:41:16
On this before, what we would do is we would use public health as our. 01:41:21

If you ever call our office and ask us that question, we will never say yes. We will never say no, but we say that. 01:43:30
We will always tell people that it is. 01:43:36
You're right to get the flood insurance even if you're told not to. 01:43:38
If you're told you have to. 01:43:41
Then obviously there might be a reason as to why. 01:43:43
The city does not require flood insurance. 01:43:46
However, lenders are typically the ones that do. 01:43:50
Required if you own your home free and clear. 01:43:52
And you choose not to get flood insurance. That's a risk. 01:43:56
That people take. 01:43:58
Depending on what's going on. 01:44:00
And where you're located. 01:44:02

The part of the flooding, acceptable flooding, is the streets. 01:45:30

What that says is a chance of a high level flood is. 01:31:15
Once every 100 years or once every 500 years? 01:31:20
Doesn't mean that. 01:31:23
If it happens once, it won't happen again. 01:31:24
100 years from now or 500 years from now, I. 01:31:27
My previous city I I came from Florida. 01:31:31
I've experienced 100 year flood. 01:31:34
Probably 3 times in one year. 01:31:36

As the number one thing it does is it aligns. 01:35:40
Vener City with the National Flood Insurance Program. 01:35:45
This is important to the public. 01:35:49
And of course been your city is a help allows. 01:35:50
To maintain the eligibility for federally backed flood insurance. 01:35:53
So if you if. 01:35:57
Your homeowners are able to get flood insurance. 01:35:59
Even if they don't live specifically in a flood zone. 01:36:03
If you live in a floodplain zone. 01:36:06
Not so much here in Utah, but. 01:36:08
I dealt with this quite a bit in Florida. 01:36:11
You know mortgage companies require. 01:36:14
The flood insurance to be to to. 01:36:17
To have flood insurance. 01:36:20
And then of course and I've had there's instances where. 01:36:21
Insurance companies kind of go into the whole. 01:36:26
How did the water damage enter the house in Utah? We do have those basements for there's not, but how water interests of the 01:36:28

Their finished floor, so the Congress. So when you walk into the livable areas, the concrete elevation. 01:37:38
Is at least one foot above the base flood elevation. 01:37:44
They're designed. 01:37:49
To resist flood forces as well. 01:37:50
Residential as well as commercial. 01:37:53
And they're utilizing certain specific. 01:37:56
Materials. Utilities. 01:38:00
And that the impacts that. 01:38:02
Excuse me that when they do the development that it's not changing. 01:38:05
The floodplain. 01:38:09
Zones that you know what they do does not impact. 01:38:11
Their neighbor. 01:38:14
Like put and this is. 01:38:15
A lot of this, a lot of this is common. 01:38:18
Would be considered common sense. 01:38:20
You know you don't want to impact your neighbor by pushing. 01:38:24
While causing increasing. 01:38:26
The floodplain on their. 01:38:29
On theirs, that actually has civil implications. 01:38:31
You know, if you're building inside an area with that. 01:38:35
I could be prone to flooding. 01:38:38
The course you want to use. 01:38:40
Proper materials, putting proper utilities. 01:38:42
And of course you want the structure to. 01:38:45
Resist. 01:38:47
Being damaged from flooding. 01:38:49
And then the elevation. Of course you don't want the water to go inside, however this codifies it specifically. 01:38:50
And I can say in Florida where? 01:38:57
Flooding is more prevalent. 01:38:59
The 12 inches above the. 01:39:01
Base flood elevation is very common. 01:39:03
Some areas have it 18 inches, some areas have 24 inches. 01:39:06
24 inches is pretty excessive. 01:39:10
18 inches and Florida is kind of the norm, but again we're talking about areas that. 01:39:12
See 100 year flood. 01:39:17
Every other year, apparently. 01:39:18

So the additional thing it does. 01:39:24
Is on the Ministry of Enforcement. This actually goes a couple steps above. Is it? 01:39:27
I identify as a public works director or designee. 01:39:33

In essence, what they do, what it says, is that. 01:39:38
This that there's an entity that actually makes the call. 01:39:41
On when it comes to flat plane decisions. 01:39:45

We actually have flop doesn't a. 01:39:50
A person that was a floodplain manager, it was a specific role. 01:39:53

Purpose, you know, don't want to get too much, get us through the planners. But she was she, she was a planner. 01:39:58
And was a very good floodplain manager and she was also the assistant. 01:40:05
Emergency Manager. 01:40:09
So she was very in tune to a lot of that stuff, but. 01:40:10
At the end of the day. 01:40:14
The final decision making. 01:40:16
What it fell on to me as a public works director in Florida. 01:40:18
The city is responsible for reviewing development. 01:40:23
The development proposals. 01:40:26
Maintaining records. 01:40:28
And they're coordinating with FEMA state agencies. 01:40:30
The first and third one really doesn't change. The third, the one, the second one. 01:40:33
Is really just kind of. 01:40:37
Making sure that it's codified, that it puts the responsibilities on the city. 01:40:40
Luckily and gratefully, we have an awesome building department. 01:40:45
Team that is very meticulous when it comes to record keeping. So we don't foresee any additional. 01:40:49
In essence, additional work on the city. 01:40:56
But that was also put some additional. 01:40:58
Tools into our toolbox. 01:41:01
Allows us to have stopped work orders. 01:41:03
As well as fines for $1000 per day in jail time for violations of. 01:41:06
Public Works is not planning on building in jail. 01:41:11
In our facility, so we are. 01:41:13
Just looking we would just really really be looking at working with code enforcement for fines, the stop work orders. 01:41:16
On this before, what we would do is we would use public health as our. 01:41:21

You're right to get the flood insurance even if you're told not to. 01:43:38

Then obviously there might be a reason as to why. 01:43:43
The city does not require flood insurance. 01:43:46
However, lenders are typically the ones that do. 01:43:50
Required if you own your home free and clear. 01:43:52
And you choose not to get flood insurance. That's a risk. 01:43:56

The part of the flooding, acceptable flooding, is the streets. 01:45:30
