| And once they pay those taxes, they can get those taxes back as a rebate for the cleaning of the property. | 00:03:40 | |

| Other things that the RDA. | 00:03:50 | |

| There's a lot of questions surrounding the documentation of the invoices. | 00:03:54 | |
| Of what was paid out. | 00:03:59 | |

| It was not publicly known it was. I mean, they did public notices. So how were those notices done? | 00:05:28 | |
| Were they done correctly? | 00:05:33 | |
| How are we? Are those legally binding? | 00:05:37 | |
| And why would in the world would we want to remove the largest input? | 00:05:39 | |

| The school district, those taxpayers from that process, that just is taxation without representation to be able to go through and | 00:05:45 | |
| do that. So looking at how it was extended. | 00:05:50 | |
| And if it was legally done? | 00:05:55 | |

| Reconvening and getting to know what they know on their side of those government entities about. | 00:06:01 | |

| Our primary responsibility is to ensure that funds are going to be used lawfully. | 00:06:43 | |

| And that was kind of the the key representation. | 00:06:51 | |
| In these findings here. | 00:06:54 | |
| Was that we've been lacking. | 00:06:56 | |
| Oversight and clear written processes. | 00:06:57 | |
| So my recommendation would be. | 00:07:00 | |
| That the subcommittee while they, you know, get into the the weeds and they try to do this investigation or learn. | 00:07:02 | |
| What the worst practices were. | 00:07:08 | |
| Take these recommendations. | 00:07:11 | |
| Find practical ways to implement them. Bring those suggestions back to us as the board. | 00:07:13 | |
| Because it's our task now to not. | 00:07:19 | |
| Necessarily be assigning. | 00:07:22 | |
| Blame or relitigating the past? | 00:07:23 | |
| But it is our task to make sure that our systems and our processes. | 00:07:26 | |
| Are set up in such a way that the. | 00:07:30 | |
| We ensure that there's proper use of the funds, that there's proper oversight and that we're doing things in a very transparent | 00:07:33 | |
| and ethical manner. | 00:07:36 | |
| Right, I now remember my thought. | 00:07:39 | |
| There was a point in the RDA where. | 00:07:41 | |
| The money wasn't getting back enough to Alpine School District to be able to fund the schools. | 00:07:44 | |
| And so there was. | 00:07:51 | |
| I don't know minimum payment or whatnot. I'm sure Carson could help me understand what that was and they renegotiated how that is. | 00:07:52 | |
| Understanding. | 00:07:59 | |
| Can a government entity renegotiate the RDA? | 00:08:01 | |
| If the school district can renegotiate the commitment of the RDA, why can't? | 00:08:04 | |
| Any of the other 4? | 00:08:09 | |
| So what is the legal ramifications of that? | 00:08:11 | |
| Also with. | 00:08:14 | |
| The splitting of the school district. | 00:08:15 | |
| This is a massive financial burden on the backs of Alpine School District. | 00:08:17 | |
| With the split or 1/3 the size. | 00:08:22 | |
| You can't just split that up. | 00:08:25 | |
| In just a Timpanogo school district? Or if they are, do they understand it? | 00:08:28 | |
| You know, and bringing them back. | 00:08:32 | |
| Because they were cut off on the extension. | 00:08:35 | |
| Because of that state law. | 00:08:37 | |
| We need to understand. | 00:08:40 | |
| You know, how did that happen? | 00:08:42 | |
| And then and then with the new. | 00:08:44 | |
| School District. | 00:08:46 | |
| Do are they automatically put in and having an attorney look through that? | 00:08:48 | |
| And understand that, but then obviously in the audit side of things. | 00:08:53 | |
| I'm going to be very blunt. | 00:08:59 | |
| There have been multiple workers that have come forth. | 00:09:01 | |
| On. | 00:09:04 | |
| The Mountain. | 00:09:05 | |
| That have said work. | 00:09:07 | |
| Did not happen over a very long period of time invoices were paid. | 00:09:08 | |
| This all started from when I got the LRS letter. | 00:09:13 | |
| That letter was a commitment out of the RDA. | 00:09:16 | |
| And that was important because the RDA boundary is only Geneva steel. | 00:09:20 | |
| Not in the middle of the lake. | 00:09:24 | |
| I could understand a justification for that. | 00:09:27 | |
| But it wasn't. | 00:09:30 | |
| Done in a public way to understand to understand that and so like. | 00:09:31 | |
| When I. | 00:09:35 | |
| When that happened it. | 00:09:36 | |
| It and I posted on social media, multiple workers came forward and said we did not work on that. | 00:09:37 | |
| For a period of time. | 00:09:43 | |
| Yet I know financial payments were being made. | 00:09:45 | |
| So the auditor did not look into all of those things. I'm not saying that those claims. | 00:09:48 | |
| Are true. | 00:09:53 | |
| But because we were not in power. | 00:09:54 | |
| It left us as in a begging situation instead of as a board authorizing it. | 00:09:57 | |
| And being over the documents of the entire RDA now. | 00:10:02 | |
| I would just ask that the RDA comeback. | 00:10:06 | |
| With those to answer those specific questions and. | 00:10:09 | |
| I would, I would. | 00:10:12 | |
| Submit that we have professionals that helped. | 00:10:13 | |
| And I would like to just. | 00:10:16 | |

| Just the appropriate amount of governance. Governance and oversight. | 00:12:27 | |
| And just make sure we feel comfortable. | 00:12:30 | |

| And I'd like to point out too, that, you know, the things we'll be looking into that subcommittee are pretty important. | 00:12:42 | |

| Documentation for for billing packets and so forth, I'm substantiated labor multipliers like 270% of the actual cost. We're | 00:12:49 | |
| obligated to repay them actual costs. That's part of our agreement. | 00:12:56 | |
| But but that that's 270% of that is. | 00:13:03 | |
| Nowhere in our documents do we. | 00:13:06 | |
| Agree to that. | 00:13:09 | |
| Also adequate detail of a subcontractor billing and so forth. We can't go back and trace things. | 00:13:11 | |
