And nonprofit organizations, Councilman Holdaway is going to facilitate a discussion and listening session for the purpose of 00:02:58
this. So I'm going to turn the time over to Jake. And also we excuse Councilman Ezra Nair. He is on his way. 00:03:04

I've had the opportunity for 20 years to travel throughout the country. 00:03:38

Been to every state. 00:03:45
Sit in a lot of council meetings. 00:03:46

Things I've ever seen is when. 00:03:52
A government understands how to work well with. 00:03:55
Nonprofits and faith-based communities. 00:03:58
And understanding what roles. 00:04:02
And what strength and weaknesses? 00:04:04
Each one of them have. 00:04:06
Certain faith-based organizations. 00:04:09
Are incredibly strong in certain communities and they add vibrant color. 00:04:13
They add. 00:04:18
So much culture. 00:04:19
And to be honest with you, it enriches the citizens lives by allowing them and giving them opportunity to serve others. 00:04:21
And it gives them purpose. 00:04:29
And some of the best communities I've seen. Flagstaff, AZ. 00:04:32
Come to come to mind where? 00:04:36
It's like they set up a culture. 00:04:40
Where? 00:04:43
On a quarterly or monthly basis? 00:04:44
They will sync with the nonprofit organizations in their community. 00:04:48
And find out what they're doing. 00:04:53
Where they need help? 00:04:55
Or what the city is doing. 00:04:57
Where they need help? 00:04:59

Faith-based organizations as well. 00:05:01
And sit there as a round table to get feedback. 00:05:04
And to serve one another. 00:05:08

I wanted to put this on the agenda for the Council to consider. 00:05:13

Sending out an official invitation from the city. 00:05:20
From the mayor. 00:05:24
Two and putting it on to social media to. 00:05:25

Nonprofits that are within. 00:05:33

Of our city and. 00:05:38
Or serve our city. 00:05:41
And also also faith-based institutions. 00:05:42
And the purpose of that meeting is we would. 00:05:46
And citizens could recommend them. Hey, have you thought about this? Have you thought about that? 00:05:48
And send an official letter and then a month from now holding a round table. 00:05:52
Some of them are official organizations, some of them might be small. 00:05:57

And some of the areas that I think could really. 00:06:04
Be of beneficial is. 00:06:08
The city's emergency preparedness plan. 00:06:10
The city has grown. 00:06:13
Dramatically. 00:06:15
Some faith-based organizations play a very crucial role here in Utah County in the. 00:06:16
With the changes of that. 00:06:22
Should we lead? Should they lead? Where do they go? 00:06:24
And uh. 00:06:27

With that. 00:06:28
You know what? What would happen there? 00:06:30
That's one idea. 00:06:32
Now these are our ideas from the city. 00:06:33
So understanding that in that. 00:06:36
Roundtable. 00:06:38
They might be throwing us things back at us, right? So it's a two way relationship when these things happen, but I believe from a 00:06:39
city standpoint. 00:06:44
We might be able to learn something from them. 00:06:48
Strengthening compassionate community response like we have deaths. 00:06:53
We have struggles. We have community cares. 00:06:57
Where they focus in on suicide. 00:07:00
What are the faith-based communities doing with that? 00:07:03
Where are they at on that issue? When? When? 00:07:05
A problem, An emergency happens. Are we communicating? 00:07:09
How is that communication going? And since we're. 00:07:12
All new on the Council. 00:07:15

It might be working well. 00:07:18
On some of these. 00:07:20
And it might not, but I think it's important that we know. 00:07:21

And then third ideas of expanding or improving service projects like. 00:07:35

Conserve Utah Valley. 00:07:45

All the different religious groups that are dying to find. 00:07:49
Can I adopt A shoreline? 00:07:53
Do we have that? Is it easy to do that? And it's hard sometimes. I get that all the time. Like where can I serve? 00:07:55
And so I think as a staff we could. 00:08:00
Or as a city organized well, what projects do we need and who is organizing that? 00:08:03
Like who do they call? Where do they go? Maybe we're doing a good job there, but just take an accounting. 00:08:08

Opportunities to better involve faith-based groups and nonprofits during city events. 00:08:17
I've heard really great things today about. 00:08:22
How well we're doing at the 9/11 day of service. 00:08:25

Vineyard Heritage Days. 00:08:34
Like do they know that they are that? 00:08:36
That nonprofits are invited there. How do you feel like we've done well? Could we do something more so? 00:08:39
The purpose of this on the agenda? 00:08:44
Is to not make any decisions or anything like that but before we. 00:08:47
Adjust or. 00:08:51
Could we invite the leaders of those organizations? 00:08:52

To have some sort of conversation. 00:08:57

TO and our public works to understand what is our current emergency preparedness plan like? Where have we done in the past? 00:11:30

You know, our compassionate community response, like what happens when something bad happens? What's the handoff to nonprofits? Is 00:11:40
there a triage? 00:11:44
How do we communicate with? 00:11:49
Faith-based organizations or not, or do we have? If we don't, then at least we could when they're here, say this is what we're 00:11:51
currently doing. Do you like that? Do you not like that? What? What works well? 00:11:56
And then same thing with our service projects, like looking at what service projects we've done in the past and even presenting 00:12:03

On those days, so it might turn into two meetings depending on how much we get done. 00:12:12

I'm actually really, really excited for this and for a couple of reasons. My. 00:12:34
Kind of my political leanings generally is I think that government is most efficient when it's narrowed in scope and it really 00:12:39
partners well with nonprofits and religious groups in an appropriate way. 00:12:44
And what's been really surprising to me is. 00:12:49
As I've the last couple weeks as mayor, how much information flows to me? 00:12:52
And needs of the community and how much good we can do. 00:12:57

And I think the key, one of the keys to making sure that. 00:13:01
The good is happening in the most appropriate way is getting that information and. 00:13:04
And having resources and partnerships at our disposal to make sure that that's happening. And I really like there is. We do have a 00:13:09
lot of good things that the Vineyard staff have been working on and the cares is awesome. You know, we have some great things that 00:13:15
have been happening and just making sure that we are. 00:13:20
All working and aligned and. 00:13:25
Using the. 00:13:27
The, I guess I'd say the talents of every every individual, the best we can to serve the citizens. 00:13:29
And provide that. So I think that's great. 00:13:36

The last thing I would say is. 00:13:41
You know, these things can turn into big, beautiful things. They don't have to, and maybe it doesn't come of this. 00:13:44

My family has had the opportunity to participate in the Orem Seric, the creation of the Orem Sera. 00:13:51
It's a legacy that our family is very proud of. It's where. 00:13:58
The city stepped back and said. 00:14:01
Well, we want something civically happening. 00:14:03
But we don't know if government should be in control. 00:14:06
Could we play a role in? 00:14:10
Having faith-based or passionate people that are about that and a nonprofit was started, it was formed. The city helps it a little 00:14:12
bit. 00:14:16
But it's completely independent from the city. 00:14:20
Warm Summerfest is a huge win. 00:14:23
In the city of Orem, where so many volunteers come together and put that on. 00:14:25
And it's such a legacy, and that service adds a piece of ownership to it. 00:14:30
And the same thing with the Provo Freedom Festival. That is all. 00:14:35
Government stepping back? 00:14:40
Evaluating what assets they are and saying we would love people to lead and. 00:14:42
And have it independent from the city, but it really adds character and culture and. 00:14:48
I think if we can go out so my my voice to the citizens listening and seeing and reading is. 00:14:52
Take an accounting of where you're at and see maybe you and we would like to inspire our citizens to thank. 00:14:58
Maybe that's you, and maybe you think you're not good enough. Maybe you think you can't. I mean, David Pierce has stepped up and 00:15:05
others in like Vineyard Cares. Others have different passions. 00:15:09
Conservative Valley has position. 00:15:14
Has passions about the lake and others. 00:15:16
And so just looking for areas where. 00:15:18
Where you can serve. Come to this meeting. Come to listen about it. Form ideas. 00:15:21
We're not going to have the Provost solution. We're not going to have the Orem solution. 00:15:25
But we'll have the vineyards and it'll be unique to to what we're doing here, so. 00:15:29

Part of what we do is try to help you. 00:18:36
In that process, we have existing connections and relationships with many of the interfaith organizations, with other elected 00:18:38

With nonprofit organizations. 00:18:47
Organization also does the giving machines. Each year we wrap that up so. 00:18:50
The opportunity to work with, and I will say we have some wonderful charitable organizations here. 00:18:55
That I do think, really. 00:19:00
Want to work with cities and but part of that is how do you open the door? 00:19:02
To allow them to do that, Habitat for Humanity, for example, has a lot of opportunities. But finding a way to. 00:19:06
Where can that take place in Vineyard? And some of those things I think is good along the service project. I'll let Nancy. 00:19:13
Hell, what she does with just serve because I think there's some great opportunities there to utilize. 00:19:22

And so if anyone's looking for a service project, that's one of the places that they will visit. 00:19:50
So we are able to work with the city and like you said, with nonprofits as you're looking for service opportunities. 00:19:56
Then we can help get them posted on Just Serve. And then that's what we encourage citizens, regardless of religious beliefs, all 00:20:04
citizens to go to Just Serve to find opportunities to serve. So we do have an organization page already set up for Vineyard City. 00:20:11
We've been working with Anna Nelson and. 00:20:18
We, you know, hope to be able to continue to do that and are excited to hear about your initiatives. 00:20:25

Part of that we kind of do a little bit of a regional thing, some projects like the food drive. 00:20:47

Discussing discussion and action. So I'm actually going to turn the time turn to you Jacob, that's OK and kind of explain current 00:22:03

So as some of you may know. 00:22:18

As so you may know, the parking force by 300 W and Loop Rd. has been paused for several months now. 00:22:24
The pause began after I started parking petition. 00:22:30
I got over 400 signatures and launched. 00:22:32
Fixed Vineyard parking and effort. 00:22:35
Get residents who felt they had no voice, no see at the table. 00:22:38
To the table. 00:22:41
In November 2024, roughly 200 residents were booted for not having a newly created city parking pass. 00:22:42
The vast majority of those impacted were young adults, working families and students. 00:22:48
And low income residents. 00:22:52
Many had no idea that the city parking pass even existed. 00:22:54
When I learned about what was happening, I took the initiative to notify residents about the new pass. 00:22:58
But by then the damage has already been done. 00:23:03
And hundreds of people have already been forced to pay fees up to $75 just to park right front of their house. 00:23:05
For a return missionary, for a student, for a family already struggling with raising costs, $75 is not insignificant. It's a real 00:23:12
hardship. 00:23:15
Story after story came in. People waking up to boots on their cars, confused, frustrated. 00:23:20
And feeling taken advantage of. 00:23:24
Those experiences are a major reason why I decided to run for City Council. 00:23:26
I ran to represent the forgotten people, younger residents, renters, working families and people who felt ignored. 00:23:31
Or over regulated? 00:23:37
And disproportionately impacted by these policies, they had no role. 00:23:38
In shaping. 00:23:41
Though fixing your parking works with. 00:23:43
So we partnered with the HOA who have been fighting for this change for a long time. 00:23:46
And together we came. 00:23:51
We voted and we made history in November. 00:23:53
And I sit here as a result of that shared effort and movement. So tonight's action is about following through on that commitment. 00:23:56
This policy will formally recognize and remove. 00:24:02
The city parking pass on 300 W and Vineyard Loop Rd. and permanently allow residents to park. 00:24:06
In front of their home without paying a fee to the city. 00:24:11
Or being punished for not. 00:24:14
We are not changing course tonight. We are correcting it. We are formalizing what has already been working during the pause. 00:24:16
And taking a meaningful, meaningful step. 00:24:22
Towards preparing the trust that was damaged. 00:24:24

Fiscal discipline and transparency and also helping the residents of Vineyard be. 00:25:16

So the current policy is just taking it off and we're not recognizing the HOA. We're just allowing anyone. Yeah, we're just taking 00:25:25
it off. So right now it's already paused. It's been known for for about. 00:25:29

Right now, by the policy that we have is if a neighborhood wants to do something about parking on public streets, not private 00:45:32

Neighborhood they could do one of two things they can do it. They did in our in the the Villas, which is put a sign up of no 00:45:46

safety concerns with the school there of people lining the road on the opposite side of the homes. 00:49:51

Warm Summerfest is a huge win. 00:14:23
In the city of Orem, where so many volunteers come together and put that on. 00:14:25
And it's such a legacy, and that service adds a piece of ownership to it. 00:14:30

Evaluating what assets they are and saying we would love people to lead and. 00:14:42
And have it independent from the city, but it really adds character and culture and. 00:14:48
I think if we can go out so my my voice to the citizens listening and seeing and reading is. 00:14:52
Take an accounting of where you're at and see maybe you and we would like to inspire our citizens to thank. 00:14:58

As so you may know, the parking force by 300 W and Loop Rd. has been paused for several months now. 00:22:24
The pause began after I started parking petition. 00:22:30
I got over 400 signatures and launched. 00:22:32
Fixed Vineyard parking and effort. 00:22:35
Get residents who felt they had no voice, no see at the table. 00:22:38
To the table. 00:22:41
In November 2024, roughly 200 residents were booted for not having a newly created city parking pass. 00:22:42
The vast majority of those impacted were young adults, working families and students. 00:22:48
And low income residents. 00:22:52
Many had no idea that the city parking pass even existed. 00:22:54
When I learned about what was happening, I took the initiative to notify residents about the new pass. 00:22:58
But by then the damage has already been done. 00:23:03
And hundreds of people have already been forced to pay fees up to $75 just to park right front of their house. 00:23:05
For a return missionary, for a student, for a family already struggling with raising costs, $75 is not insignificant. It's a real 00:23:12
hardship. 00:23:15
Story after story came in. People waking up to boots on their cars, confused, frustrated. 00:23:20
And feeling taken advantage of. 00:23:24
Those experiences are a major reason why I decided to run for City Council. 00:23:26
I ran to represent the forgotten people, younger residents, renters, working families and people who felt ignored. 00:23:31
Or over regulated? 00:23:37
And disproportionately impacted by these policies, they had no role. 00:23:38
In shaping. 00:23:41
Though fixing your parking works with. 00:23:43
So we partnered with the HOA who have been fighting for this change for a long time. 00:23:46
And together we came. 00:23:51
We voted and we made history in November. 00:23:53
And I sit here as a result of that shared effort and movement. So tonight's action is about following through on that commitment. 00:23:56
This policy will formally recognize and remove. 00:24:02
The city parking pass on 300 W and Vineyard Loop Rd. and permanently allow residents to park. 00:24:06
In front of their home without paying a fee to the city. 00:24:11
Or being punished for not. 00:24:14
We are not changing course tonight. We are correcting it. We are formalizing what has already been working during the pause. 00:24:16

Right now, by the policy that we have is if a neighborhood wants to do something about parking on public streets, not private 00:45:32

If they get 75% of their resident of the people in owners in that. 00:45:42
Neighborhood they could do one of two things they can do it. They did in our in the the Villas, which is put a sign up of no 00:45:46

Which is what the Villas currently has. They don't allow any overnight parking. 00:45:54
On their streets. 00:45:58
And that is regulated by the Sheriff's Office. We're the ones that enforce that. The other option is what Cascade and this 00:45:59

But they were having those. 00:48:52
So the springs had people from Tucker Row and others coming down and parking there is what you're saying? Not from Tucker Row. The 00:48:54
springs would have had people coming from the private roads to the north. 00:48:58

And then we've had, we've had multiple calls there for trucks and trailers parking along that road that we've had to go out on. 00:49:06

Providence was having where outside people were parking so they couldn't and they were, they were all so concerned with some 00:49:45
safety concerns with the school there of people lining the road on the opposite side of the homes. 00:49:51
