| All right, cool. | 00:00:05 | |
| Yeah. | 00:00:24 | |
| All righty guys. | 00:00:35 | |
| We good to go, Tony. | 00:00:37 | |
| We're good to go from a reporting. | 00:00:39 | |
| Standpoint I just realized. | 00:00:40 | |
| Was a little ahead of myself. OK. | 00:00:41 | |
| Well, we'll need another. | 00:00:43 | |
| 30 seconds so. | 00:00:44 | |
| I was really. | 00:00:48 | |
| All right. | 00:00:55 | |
| OK, sounds good. | 00:00:55 | |
| Out to City Council today. It is January 20th. | 00:00:58 | |
| 2026 it is 5. | 00:01:02 | |
| PM I am Mayor Zach Stratton presiding the meeting and I'd like to open up the council meeting. | 00:01:04 | |
| We have. | 00:01:10 | |
| A special guest today. | 00:01:11 | |
| To give us our. | 00:01:13 | |
| Pledge of Allegiance and then the opening prayer. | 00:01:14 | |
| So I'm going to have Mac Felbert come on up here. | 00:01:17 | |
| So Mac is. | 00:01:20 | |
| One of the great young men we have living in the. | 00:01:22 | |
| In the city. | 00:01:25 | |
| And he won a war today. What was the award you won today, Mac? You were the citizen of the. | 00:01:26 | |
| Citizen of the day of his elementary school. So this is so awesome. So we're going to do the Pledge of Allegiance and then we will | 00:01:31 | |
| have Mac. | 00:01:34 | |
| Say the open prayer and then I have a little something to give Mac. | 00:01:37 | |
| Here somewhere so. | 00:01:40 | |
| Should I just have my? | 00:01:42 | |
| Yeah, go right there, buddy. You want to talk into that? | 00:01:44 | |
| OK, ready. | 00:01:46 | |
| Fridge ready. Begin. | 00:01:52 | |
| I pledge allegiance to the flag. | 00:01:54 | |
| Of the United States of America, and to the Republic for which it stands. | 00:01:56 | |
| 1. | 00:02:02 | |
| Under God, indivisible. | 00:02:04 | |
| With liberty and justice for all. | 00:02:06 | |
| Awesome. | 00:02:09 | |
| Going to the prayer. | 00:02:10 | |
| Dear Heavenly Father, regret for her stay. Please bless that we can all be open minded and open hearted and that this meeting can | 00:02:17 | |
| go well. | 00:02:21 | |
| Please restart, we can have a good rest of our time here. | 00:02:25 | |
| Can you open the open? | 00:02:28 | |
| I did in the name of Jesus Christ. Amen. Amen. | 00:02:30 | |
| Thank you so much, Mack. | 00:02:34 | |
| Tony, did I had some pins up here. Did you see where are those over there? Can you give one of those pins to Mac? | 00:02:35 | |
| We got an American flag and we're going to give you. Thank you so much, Mac. You're, you're awesome. | 00:02:44 | |
| All righty, we're going to jump into our work session. We have an item 2.1 City Council listening session for. | 00:02:50 | |
| Vineyard, Interfaith. | 00:02:56 | |
| And nonprofit organizations, Councilman Holdaway is going to facilitate a discussion and listening session for the purpose of | 00:02:58 | |
| this. So I'm going to turn the time over to Jake. And also we excuse Councilman Ezra Nair. He is on his way. | 00:03:04 | |
| He had an issue with the county he had to take care of real quick, but he should be here. He said about 15 minutes, so let's go | 00:03:10 | |
| ahead and get started. | 00:03:13 | |
| This is a really exciting. | 00:03:18 | |
| Conversation to have. | 00:03:21 | |
| And I hope during the public comment period we would. | 00:03:23 | |
| Allow for comments on this topic. I know normally if it's something on the topic we wouldn't, but. | 00:03:26 | |
| I'd hope if anyone wants to leave comments. | 00:03:32 | |
| Umm. | 00:03:37 | |
| I've had the opportunity for 20 years to travel throughout the country. | 00:03:38 | |
| And see cities and counties. | 00:03:42 | |
| Been to every state. | 00:03:45 | |
| Sit in a lot of council meetings. | 00:03:46 | |
| And one of the best. | 00:03:49 | |
| Things I've ever seen is when. | 00:03:52 | |
| A government understands how to work well with. | 00:03:55 | |
| Nonprofits and faith-based communities. | 00:03:58 | |
| And understanding what roles. | 00:04:02 | |
| And what strength and weaknesses? | 00:04:04 | |
| Each one of them have. | 00:04:06 | |
| Certain faith-based organizations. | 00:04:09 | |
| Are incredibly strong in certain communities and they add vibrant color. | 00:04:13 | |
| They add. | 00:04:18 | |
| So much culture. | 00:04:19 | |
| And to be honest with you, it enriches the citizens lives by allowing them and giving them opportunity to serve others. | 00:04:21 | |
| And it gives them purpose. | 00:04:29 | |
| And some of the best communities I've seen. Flagstaff, AZ. | 00:04:32 | |
| Come to come to mind where? | 00:04:36 | |
| It's like they set up a culture. | 00:04:40 | |
| Where? | 00:04:43 | |
| On a quarterly or monthly basis? | 00:04:44 | |
| They will sync with the nonprofit organizations in their community. | 00:04:48 | |
| And find out what they're doing. | 00:04:53 | |
| Where they need help? | 00:04:55 | |
| Or what the city is doing. | 00:04:57 | |
| Where they need help? | 00:04:59 | |
| Or. | 00:05:01 | |
| Faith-based organizations as well. | 00:05:01 | |
| And sit there as a round table to get feedback. | 00:05:04 | |
| And to serve one another. | 00:05:08 | |
| And so. | 00:05:11 | |
| I wanted to put this on the agenda for the Council to consider. | 00:05:13 | |
| In the next month. | 00:05:18 | |
| Sending out an official invitation from the city. | 00:05:20 | |
| From the mayor. | 00:05:24 | |
| Two and putting it on to social media to. | 00:05:25 | |
| Do an accounting of all. | 00:05:30 | |
| Nonprofits that are within. | 00:05:33 | |
| City. | 00:05:35 | |
| They might be a little bit out. | 00:05:36 | |
| Of our city and. | 00:05:38 | |
| Or serve our city. | 00:05:41 | |
| And also also faith-based institutions. | 00:05:42 | |
| And the purpose of that meeting is we would. | 00:05:46 | |
| And citizens could recommend them. Hey, have you thought about this? Have you thought about that? | 00:05:48 | |
| And send an official letter and then a month from now holding a round table. | 00:05:52 | |
| Some of them are official organizations, some of them might be small. | 00:05:57 | |
| Non. | 00:06:02 | |
| And some of the areas that I think could really. | 00:06:04 | |
| Be of beneficial is. | 00:06:08 | |
| The city's emergency preparedness plan. | 00:06:10 | |
| The city has grown. | 00:06:13 | |
| Dramatically. | 00:06:15 | |
| Some faith-based organizations play a very crucial role here in Utah County in the. | 00:06:16 | |
| With the changes of that. | 00:06:22 | |
| Should we lead? Should they lead? Where do they go? | 00:06:24 | |
| And uh. | 00:06:27 | |
| And. | 00:06:27 | |
| With that. | 00:06:28 | |
| You know what? What would happen there? | 00:06:30 | |
| That's one idea. | 00:06:32 | |
| Now these are our ideas from the city. | 00:06:33 | |
| So understanding that in that. | 00:06:36 | |
| Roundtable. | 00:06:38 | |
| They might be throwing us things back at us, right? So it's a two way relationship when these things happen, but I believe from a | 00:06:39 | |
| city standpoint. | 00:06:44 | |
| We might be able to learn something from them. | 00:06:48 | |
| Strengthening compassionate community response like we have deaths. | 00:06:53 | |
| We have struggles. We have community cares. | 00:06:57 | |
| Where they focus in on suicide. | 00:07:00 | |
| What are the faith-based communities doing with that? | 00:07:03 | |
| Where are they at on that issue? When? When? | 00:07:05 | |
| A problem, An emergency happens. Are we communicating? | 00:07:09 | |
| How is that communication going? And since we're. | 00:07:12 | |
| All new on the Council. | 00:07:15 | |
| Minus me. | 00:07:17 | |
| It might be working well. | 00:07:18 | |
| On some of these. | 00:07:20 | |
| And it might not, but I think it's important that we know. | 00:07:21 | |
| Like umm. | 00:07:24 | |
| Before we come in. | 00:07:25 | |
| Where are things in the? | 00:07:27 | |
| And could we step up? Could we step down? Or is this just a communication issue? | 00:07:29 | |
| And then third ideas of expanding or improving service projects like. | 00:07:35 | |
| You know, there's a lot of nonprofit organizations like. | 00:07:40 | |
| Conserve Utah Valley. | 00:07:45 | |
| United Way. | 00:07:48 | |
| All the different religious groups that are dying to find. | 00:07:49 | |
| Can I adopt A shoreline? | 00:07:53 | |
| Do we have that? Is it easy to do that? And it's hard sometimes. I get that all the time. Like where can I serve? | 00:07:55 | |
| And so I think as a staff we could. | 00:08:00 | |
| Or as a city organized well, what projects do we need and who is organizing that? | 00:08:03 | |
| Like who do they call? Where do they go? Maybe we're doing a good job there, but just take an accounting. | 00:08:08 | |
| Of that. | 00:08:13 | |
| And then #4. | 00:08:14 | |
| Opportunities to better involve faith-based groups and nonprofits during city events. | 00:08:17 | |
| I've heard really great things today about. | 00:08:22 | |
| How well we're doing at the 9/11 day of service. | 00:08:25 | |
| But there's also others like. | 00:08:28 | |
| You know we have a Christmas tree lighting and Easter egg hunt. | 00:08:31 | |
| Vineyard Heritage Days. | 00:08:34 | |
| Like do they know that they are that? | 00:08:36 | |
| That nonprofits are invited there. How do you feel like we've done well? Could we do something more so? | 00:08:39 | |
| The purpose of this on the agenda? | 00:08:44 | |
| Is to not make any decisions or anything like that but before we. | 00:08:47 | |
| Adjust or. | 00:08:51 | |
| Could we invite the leaders of those organizations? | 00:08:52 | |
| To the table. | 00:08:55 | |
| To have some sort of conversation. | 00:08:57 | |
| Recognizing them and then. | 00:08:59 | |
| And then from that. | 00:09:02 | |
| Put together kind of a. | 00:09:03 | |
| A plan, if you will, from the from what we hear. | 00:09:05 | |
| And then bring that back to the Council. | 00:09:09 | |
| From what we learn. | 00:09:11 | |
| So thank you for that. | 00:09:15 | |
| Jake. | 00:09:16 | |
| Let's start here on my right. | 00:09:17 | |
| David, would you like to? | 00:09:19 | |
| Talk to that, speak that. | 00:09:21 | |
| At all I'm in favor of. | 00:09:23 | |
| Involving the public and all sorts of things. | 00:09:26 | |
| We have many, many opportunities for. | 00:09:28 | |
| For people to serve. | 00:09:31 | |
| We think I think our community works best when the community is involved. | 00:09:32 | |
| And so I. | 00:09:37 | |
| I'm I'm happy to support that. | 00:09:38 | |
| Awesome. | 00:09:40 | |
| Thank you. Yeah, same here. I like the idea of involving more, you know, volunteer based organizations and and people and I think | 00:09:41 | |
| this would be a benefit to the city to have. | 00:09:45 | |
| More people in the community have a say and. | 00:09:50 | |
| In terms of planning events and. | 00:09:52 | |
| Stuff like that. So. | 00:09:54 | |
| Awesome. Thanks. | 00:09:57 | |
| Jump down to Parker. | 00:09:58 | |
| Yeah, I think that. | 00:10:00 | |
| We should probably have another work session. | 00:10:02 | |
| Bring them out. | 00:10:05 | |
| And hear what their capabilities are, what their interests are, and what they're actually able and willing to support. | 00:10:06 | |
| It probably is. | 00:10:13 | |
| Not super beneficial for us to sit up here and opine without actually having their insights, so just getting your guys' buy in to | 00:10:15 | |
| say. | 00:10:19 | |
| The council's buy in to say could we plan this, We'd probably set out the room with like a round table discussion, especially | 00:10:23 | |
| working with communications of who has, you know, you send out these letters, what responses did you get? | 00:10:29 | |
| And sometimes you'll get a great response. Sometimes you know you won't. | 00:10:36 | |
| But I think if we do a push, this will also help citizens understand maybe I want to get involved or maybe I do want to play a | 00:10:40 | |
| role. | 00:10:43 | |
| Here or there. | 00:10:47 | |
| To do that, but I think it also. | 00:10:50 | |
| This is something that. | 00:10:53 | |
| I think. | 00:10:54 | |
| What I've seen is you have to take an accounting every year. | 00:10:55 | |
| Some people, you know, it's like. | 00:10:58 | |
| Your energy. | 00:11:00 | |
| We've taken this load forever. We like carrying it, it goes really well. | 00:11:03 | |
| But we're tired and we would rather rotate that. | 00:11:07 | |
| Yeah, but I I do know that. | 00:11:10 | |
| By going through and doing this accounting, we'll find out what assets we have to strengthen within our city. | 00:11:14 | |
| And also where we can have a. | 00:11:21 | |
| So on our side. | 00:11:23 | |
| The work that we would do is. | 00:11:26 | |
| Working probably with our Sheriff's Office. | 00:11:28 | |
| TO and our public works to understand what is our current emergency preparedness plan like? Where have we done in the past? | 00:11:30 | |
| Do we like it? | 00:11:37 | |
| Where are we at with? | 00:11:38 | |
| You know, our compassionate community response, like what happens when something bad happens? What's the handoff to nonprofits? Is | 00:11:40 | |
| there a triage? | 00:11:44 | |
| How do we communicate with? | 00:11:49 | |
| Faith-based organizations or not, or do we have? If we don't, then at least we could when they're here, say this is what we're | 00:11:51 | |
| currently doing. Do you like that? Do you not like that? What? What works well? | 00:11:56 | |
| And then same thing with our service projects, like looking at what service projects we've done in the past and even presenting | 00:12:03 | |
| them to those organizations. | 00:12:07 | |
| On those days, so it might turn into two meetings depending on how much we get done. | 00:12:12 | |
| But then I think. | 00:12:15 | |
| We could have. | 00:12:17 | |
| Notes taken of understanding of where people are and. | 00:12:18 | |
| Present some good what we've found. | 00:12:22 | |
| Back to. | 00:12:25 | |
| To you guys. So no decisions would be made. It's just more of a listening session. | 00:12:27 | |
| Awesome. | 00:12:30 | |
| Where I'm at on this, I think that this is. | 00:12:31 | |
| I'm actually really, really excited for this and for a couple of reasons. My. | 00:12:34 | |
| Kind of my political leanings generally is I think that government is most efficient when it's narrowed in scope and it really | 00:12:39 | |
| partners well with nonprofits and religious groups in an appropriate way. | 00:12:44 | |
| And what's been really surprising to me is. | 00:12:49 | |
| As I've the last couple weeks as mayor, how much information flows to me? | 00:12:52 | |
| And needs of the community and how much good we can do. | 00:12:57 | |
| I think. | 00:13:00 | |
| And I think the key, one of the keys to making sure that. | 00:13:01 | |
| The good is happening in the most appropriate way is getting that information and. | 00:13:04 | |
| And having resources and partnerships at our disposal to make sure that that's happening. And I really like there is. We do have a | 00:13:09 | |
| lot of good things that the Vineyard staff have been working on and the cares is awesome. You know, we have some great things that | 00:13:15 | |
| have been happening and just making sure that we are. | 00:13:20 | |
| All working and aligned and. | 00:13:25 | |
| Using the. | 00:13:27 | |
| The, I guess I'd say the talents of every every individual, the best we can to serve the citizens. | 00:13:29 | |
| And provide that. So I think that's great. | 00:13:36 | |
| I really like it so. | 00:13:39 | |
| The last thing I would say is. | 00:13:41 | |
| You know, these things can turn into big, beautiful things. They don't have to, and maybe it doesn't come of this. | 00:13:44 | |
| But. | 00:13:50 | |
| My family has had the opportunity to participate in the Orem Seric, the creation of the Orem Sera. | 00:13:51 | |
| It's a legacy that our family is very proud of. It's where. | 00:13:58 | |
| The city stepped back and said. | 00:14:01 | |
| Well, we want something civically happening. | 00:14:03 | |
| But we don't know if government should be in control. | 00:14:06 | |
| Could we play a role in? | 00:14:10 | |
| Having faith-based or passionate people that are about that and a nonprofit was started, it was formed. The city helps it a little | 00:14:12 | |
| bit. | 00:14:16 | |
| But it's completely independent from the city. | 00:14:20 | |
| Warm Summerfest is a huge win. | 00:14:23 | |
| In the city of Orem, where so many volunteers come together and put that on. | 00:14:25 | |
| And it's such a legacy, and that service adds a piece of ownership to it. | 00:14:30 | |
| And the same thing with the Provo Freedom Festival. That is all. | 00:14:35 | |
| Government stepping back? | 00:14:40 | |
| Evaluating what assets they are and saying we would love people to lead and. | 00:14:42 | |
| And have it independent from the city, but it really adds character and culture and. | 00:14:48 | |
| I think if we can go out so my my voice to the citizens listening and seeing and reading is. | 00:14:52 | |
| Take an accounting of where you're at and see maybe you and we would like to inspire our citizens to thank. | 00:14:58 | |
| Maybe that's you, and maybe you think you're not good enough. Maybe you think you can't. I mean, David Pierce has stepped up and | 00:15:05 | |
| others in like Vineyard Cares. Others have different passions. | 00:15:09 | |
| Conservative Valley has position. | 00:15:14 | |
| Has passions about the lake and others. | 00:15:16 | |
| And so just looking for areas where. | 00:15:18 | |
| Where you can serve. Come to this meeting. Come to listen about it. Form ideas. | 00:15:21 | |
| We're not going to have the Provost solution. We're not going to have the Orem solution. | 00:15:25 | |
| But we'll have the vineyards and it'll be unique to to what we're doing here, so. | 00:15:29 | |
| Awesome. Thanks. | 00:15:34 | |
| Well, I think that the take away from this discussion, does anyone have any other comments, David? Jacob Parker, are you good? | 00:15:35 | |
| Didn't take away from that discussion. Jake, let's work on that letter. We can get that sent out together. And then Tony, let's | 00:15:39 | |
| get something on. | 00:15:44 | |
| Less tentatively in maybe a month or. | 00:15:48 | |
| We'll look at the the agenda, what time and figure out a time that works with everybody. And I think that that's. | 00:15:50 | |
| Yeah, good. Take away from that and you hold the power to do it. I just want we wanted to. | 00:15:57 | |
| Put this on the agenda to say that we're considering and if anyone has ideas between. | 00:16:02 | |
| That could they route them to me of yeah, absolutely yeah. We want to think of all. | 00:16:06 | |
| Faith we want to think of all nonprofits things that and in the comment period. If anyone has any ideas please let us know. | 00:16:10 | |
| OK, awesome. | 00:16:17 | |
| All righty. Well, thank you for that. Let's we'll move forward in that direction. | 00:16:18 | |
| We will now move into public comments. | 00:16:22 | |
| I have the. | 00:16:25 | |
| We're changing up how we're doing public on this a little bit, asking if you would like to speak in public comments to sign the | 00:16:27 | |
| list. I know that we that's the new thing that we're trying to do this time so. | 00:16:31 | |
| And we have Kim and Karen are would you? | 00:16:36 | |
| Did you want to? Do you have any public comments today? | 00:16:39 | |
| Kim Cornelius does OK Anybody else? | 00:16:41 | |
| After Kim. | 00:16:43 | |
| OK. All right, Mark, that'd be great. OK, we'll go Kim, then we'll jump to Mark. So. | 00:16:45 | |
| Anxious to make sure the standard 3 minutes. Yeah, I think so. Are you going to ramble on a little bit Kim or? | 00:16:50 | |
| That's a question for my wife, not me. All right. Sounds good. | 00:16:58 | |
| Kim Cornelius, Vineyard resident. | 00:17:02 | |
| I just wanted to draw attention to one of the paragraphs in the. | 00:17:05 | |
| Kind of the. | 00:17:09 | |
| The first page of the agenda. | 00:17:11 | |
| Or the pre agenda. It's not actually the agenda part. | 00:17:14 | |
| It begins with whenever making comments. | 00:17:20 | |
| Whether during the public comment period? | 00:17:23 | |
| At a public hearing or an informal basis, citizens are expected to address the issue, not address an individual council member, | 00:17:27 | |
| city staff. | 00:17:30 | |
| OR applicant, please address the Council as a whole. | 00:17:34 | |
| Not an individual is expected that all interchanges will be courteous, respectful and constructive. | 00:17:37 | |
| Citizens acting in an inappropriate manner will be invited to leave the meeting. | 00:17:43 | |
| I believe this is. | 00:17:47 | |
| Somewhat of an excerpt from the Code of Conduct. | 00:17:48 | |
| And we had some poor examples of this in our last meeting. I just wanted to. | 00:17:52 | |
| Bring that out. | 00:17:56 | |
| Thank you, Kim. | 00:17:57 | |
| Mark, would you like to? | 00:17:59 | |
| Come on down. | 00:18:01 | |
| State your name would be awesome. | 00:18:03 | |
| So thank you. If I may, I'd like to invite. | 00:18:04 | |
| Miss Hell to join me as well. So my name is Mark C Strand. | 00:18:08 | |
| And as. | 00:18:13 | |
| As I teach at UVU but I also my. | 00:18:14 | |
| My church calling is to be over the communication council. | 00:18:17 | |
| For the Church of Jesus Christ of Latter Day Saints and I've had a number of dialogues with. | 00:18:20 | |
| Councilmember Holdaway. | 00:18:24 | |
| Regarding how can we increase the? | 00:18:26 | |
| The involvement of the charities as well as the interfaith organizations here in the community. | 00:18:29 | |
| And I just wanted to say. | 00:18:34 | |
| Part of what we do is try to help you. | 00:18:36 | |
| In that process, we have existing connections and relationships with many of the interfaith organizations, with other elected | 00:18:38 | |
| officials. | 00:18:42 | |
| With nonprofit organizations. | 00:18:47 | |
| Organization also does the giving machines. Each year we wrap that up so. | 00:18:50 | |
| The opportunity to work with, and I will say we have some wonderful charitable organizations here. | 00:18:55 | |
| That I do think, really. | 00:19:00 | |
| Want to work with cities and but part of that is how do you open the door? | 00:19:02 | |
| To allow them to do that, Habitat for Humanity, for example, has a lot of opportunities. But finding a way to. | 00:19:06 | |
| Where can that take place in Vineyard? And some of those things I think is good along the service project. I'll let Nancy. | 00:19:13 | |
| Hell, what she does with just serve because I think there's some great opportunities there to utilize. | 00:19:22 | |
| Better. Yeah, so. | 00:19:27 | |
| My husband Val Hale and myself Nancy, we live in Orem. | 00:19:29 | |
| And we have been. | 00:19:33 | |
| Called to be the gesture of specialists for the Central and Vineyard area. | 00:19:36 | |
| And so we have been working. | 00:19:40 | |
| With the past administration and currently there is on just serve. | 00:19:42 | |
| A Vineyard page. | 00:19:47 | |
| And so if anyone's looking for a service project, that's one of the places that they will visit. | 00:19:50 | |
| So we are able to work with the city and like you said, with nonprofits as you're looking for service opportunities. | 00:19:56 | |
| Then we can help get them posted on Just Serve. And then that's what we encourage citizens, regardless of religious beliefs, all | 00:20:04 | |
| citizens to go to Just Serve to find opportunities to serve. So we do have an organization page already set up for Vineyard City. | 00:20:11 | |
| We've been working with Anna Nelson and. | 00:20:18 | |
| We, you know, hope to be able to continue to do that and are excited to hear about your initiatives. | 00:20:25 | |
| Also, you're looking forward to. | 00:20:31 | |
| Yeah. And one of the ones coming up is the 9/11 day of service. We start to do the planning for that. | 00:20:33 | |
| In the March timeframe, and so we'll be getting some more information to you. Typically in the past you've had a city | 00:20:38 | |
| representative that's been part of the planning. | 00:20:43 | |
| Part of that we kind of do a little bit of a regional thing, some projects like the food drive. | 00:20:47 | |
| Is is a multi city kind of event, so we're here to help and provide our services as as you see fit. So feel free to reach out to | 00:20:52 | |
| us and we'll be awesome. Appreciate it. Thank you so much guys, you're awesome. Thanks for coming and. | 00:20:58 | |
| For that, all righty. | 00:21:04 | |
| Oh yes, please. Come on down. | 00:21:07 | |
| I just wanted to say thank you to Mack. I thought that was a wonderful idea to get youth involved. | 00:21:12 | |
| City Council. | 00:21:18 | |
| Just the Pledge of Allegiance. | 00:21:20 | |
| And offering a prayer, I think that was just a great way to involve. | 00:21:23 | |
| More citizens? | 00:21:26 | |
| I think we could continue to do that with either a thought. | 00:21:27 | |
| And the pledge. | 00:21:31 | |
| Or prayer. | 00:21:33 | |
| Whatever. | 00:21:34 | |
| Works well. Thank you, thank you. And then just for. | 00:21:35 | |
| Of streaming purposes, folks at home, that was. | 00:21:38 | |
| Darry Evans? Darry Evans? Nope. You're good. Anybody else? | 00:21:41 | |
| OK. All righty. We will close the public comment period. | 00:21:45 | |
| Of the meeting and move now to our business items. | 00:21:49 | |
| 5.1300 W Parking updates and resolution. | 00:21:55 | |
| 2026. | 00:21:59 | |
| That's 3.0. | 00:22:00 | |
| Discussing discussion and action. So I'm actually going to turn the time turn to you Jacob, that's OK and kind of explain current | 00:22:03 | |
| state and what. | 00:22:07 | |
| These proposed. | 00:22:11 | |
| This proposed resolution would. | 00:22:12 | |
| I do for for the city. Yeah, absolutely. Thank you. | 00:22:15 | |
| So as some of you may know. | 00:22:18 | |
| Oh, pause for next one. | 00:22:21 | |
| As so you may know, the parking force by 300 W and Loop Rd. has been paused for several months now. | 00:22:24 | |
| The pause began after I started parking petition. | 00:22:30 | |
| I got over 400 signatures and launched. | 00:22:32 | |
| Fixed Vineyard parking and effort. | 00:22:35 | |
| Get residents who felt they had no voice, no see at the table. | 00:22:38 | |
| To the table. | 00:22:41 | |
| In November 2024, roughly 200 residents were booted for not having a newly created city parking pass. | 00:22:42 | |
| The vast majority of those impacted were young adults, working families and students. | 00:22:48 | |
| And low income residents. | 00:22:52 | |
| Many had no idea that the city parking pass even existed. | 00:22:54 | |
| When I learned about what was happening, I took the initiative to notify residents about the new pass. | 00:22:58 | |
| But by then the damage has already been done. | 00:23:03 | |
| And hundreds of people have already been forced to pay fees up to $75 just to park right front of their house. | 00:23:05 | |
| For a return missionary, for a student, for a family already struggling with raising costs, $75 is not insignificant. It's a real | 00:23:12 | |
| hardship. | 00:23:15 | |
| Story after story came in. People waking up to boots on their cars, confused, frustrated. | 00:23:20 | |
| And feeling taken advantage of. | 00:23:24 | |
| Those experiences are a major reason why I decided to run for City Council. | 00:23:26 | |
| I ran to represent the forgotten people, younger residents, renters, working families and people who felt ignored. | 00:23:31 | |
| Or over regulated? | 00:23:37 | |
| And disproportionately impacted by these policies, they had no role. | 00:23:38 | |
| In shaping. | 00:23:41 | |
| Though fixing your parking works with. | 00:23:43 | |
| So we partnered with the HOA who have been fighting for this change for a long time. | 00:23:46 | |
| And together we came. | 00:23:51 | |
| We voted and we made history in November. | 00:23:53 | |
| And I sit here as a result of that shared effort and movement. So tonight's action is about following through on that commitment. | 00:23:56 | |
| This policy will formally recognize and remove. | 00:24:02 | |
| The city parking pass on 300 W and Vineyard Loop Rd. and permanently allow residents to park. | 00:24:06 | |
| In front of their home without paying a fee to the city. | 00:24:11 | |
| Or being punished for not. | 00:24:14 | |
| We are not changing course tonight. We are correcting it. We are formalizing what has already been working during the pause. | 00:24:16 | |
| And taking a meaningful, meaningful step. | 00:24:22 | |
| Towards preparing the trust that was damaged. | 00:24:24 | |
| And with that, I'll open up for. | 00:24:26 | |
| City Council discussion. | 00:24:28 | |
| All righty, we started on the right, so we're going to go from left. | 00:24:31 | |
| Parker, anything you'd like? | 00:24:35 | |
| To comment on that. | 00:24:36 | |
| Yeah, parking was also something that I campaigned pretty heavily on, mostly because I just felt like it. | 00:24:38 | |
| Was not. | 00:24:42 | |
| Ever in the best interest of citizens. | 00:24:44 | |
| For their. | 00:24:46 | |
| Government or representation to be in the business of squeezing them for a few bucks here and there and it became especially. | 00:24:48 | |
| Abhorrent to me. | 00:24:55 | |
| When? | 00:24:56 | |
| I was told by the previous council that that. | 00:24:57 | |
| Project. | 00:24:59 | |
| Wasn't even paying for. | 00:25:01 | |
| Itself. | 00:25:02 | |
| Excuse me? | 00:25:03 | |
| And that the cost of. | 00:25:05 | |
| Tickets and boots. | 00:25:07 | |
| Weren't even paying for the administration costs of having that program in effect. | 00:25:09 | |
| So I think that this is a no brainer for. | 00:25:13 | |
| Fiscal discipline and transparency and also helping the residents of Vineyard be. | 00:25:16 | |
| Burdened by government? | 00:25:20 | |
| Awesome. Thanks, Jake. | 00:25:23 | |
| So the current policy is just taking it off and we're not recognizing the HOA. We're just allowing anyone. Yeah, we're just taking | 00:25:25 | |
| it off. So right now it's already paused. It's been known for for about. | 00:25:29 | |
| Eight or nine months. | 00:25:33 | |
| So we're just actually taking the signs down. | 00:25:35 | |
| Can I share another thought though? This was a question that I received during the. | 00:25:38 | |
| The campaign. | 00:25:42 | |
| Was that? | 00:25:44 | |
| The uh. | 00:25:45 | |
| HOA's were seeking the ability to. | 00:25:46 | |
| Sell their HOA parking passes for the city parking streets. | 00:25:50 | |
| And I don't think that that's permissible either. | 00:25:54 | |
| If it's. | 00:25:57 | |
| Public infrastructure. | 00:25:59 | |
| It's public. | 00:26:01 | |
| And we leave it at that. | 00:26:02 | |
| Yeah, Yeah, I've got no problems. I fully support it and I've spoken with the HOA leadership that's there and I think they're. | 00:26:03 | |
| If they want to speak at later time, I think that's a great move. | 00:26:11 | |
| OK, sounds good. I think long term. | 00:26:14 | |
| You know, if you go back to these projects, they were. | 00:26:18 | |
| They were severely. | 00:26:20 | |
| Under. | 00:26:24 | |
| Planned to be able to have that amount of parking. | 00:26:25 | |
| I think this this makes it. | 00:26:29 | |
| A little bit right I. | 00:26:31 | |
| I think that we should. | 00:26:33 | |
| Look at it. | 00:26:35 | |
| You know, go through and and see about it. I worry if it becomes a catch all. | 00:26:36 | |
| Where vehicles might not. | 00:26:41 | |
| That live there, they just dump like a camper or a car or something. Long term I don't think that's going to be an issue and I | 00:26:43 | |
| think that. | 00:26:46 | |
| You know, if there was a car or camper in front of my house for a really long time, we would hear about it. But I would love the | 00:26:50 | |
| sheriff to let us know if it's become something. | 00:26:54 | |
| You know, report back to us, but I don't, I don't see that becoming an issue. Can can we discuss? | 00:26:58 | |
| I'm sorry, I don't know what the decor if I just keep chiming in like we're good. | 00:27:03 | |
| We have existing city code. | 00:27:08 | |
| For how long a vehicle can be parked on the city street, correct? That's what I thought and so. | 00:27:11 | |
| The reality is we just have to do a better job of code enforcement. | 00:27:15 | |
| Allowing public parking on the city street doesn't remove or replace. | 00:27:20 | |
| Other existing code. | 00:27:24 | |
| OK, awesome. That's it. | 00:27:26 | |
| Thank you. | 00:27:29 | |
| David. | 00:27:30 | |
| Thank you. | 00:27:32 | |
| Yeah. | 00:27:33 | |
| I really think that we need to release that parking. I've seen pictures we've all seen pictures of. | 00:27:34 | |
| Of people parked right in front of their house, it's right there, right next to drive with a park right there and they're booted | 00:27:39 | |
| next morning. | 00:27:42 | |
| And that really and. | 00:27:45 | |
| It just doesn't seem to make sense. | 00:27:47 | |
| From AI understand that that that. | 00:27:48 | |
| One of the reasons that was done by the city was they wanted to have. | 00:27:51 | |
| They wanted to have parking reserved for the public that would come and use the beachfront there. | 00:27:54 | |
| But the fact is they would come here in the day when that place is almost a desert. There's no one's parked there in the daytime. | 00:28:00 | |
| Yeah, nobody is. And so at night time when the residents need the parking. | 00:28:06 | |
| That's when the booting was taken. | 00:28:10 | |
| Place and no one's going to the beachfront then. | 00:28:11 | |
| And if they are, they probably ought to reconsider. | 00:28:13 | |
| No, that's not a good time to beat the beach. So. | 00:28:16 | |
| So really it just, it just did. I don't think it was well thought out, so I think it's appropriate to remove it. | 00:28:20 | |
| Awesome. Thanks. | 00:28:25 | |
| Ezra, would you like to comment on this? | 00:28:26 | |
| Yeah, I'll second that. I'll, I'll. | 00:28:29 | |
| When I campaigned, I campaigned on this issue as well. I actually used to live in high density housing and vineyard. I lived in | 00:28:32 | |
| Tucker Row for for a number of years when I was. | 00:28:36 | |
| Back in college and. | 00:28:41 | |
| Back then, the towing restrictions started at 11:00 PM. | 00:28:43 | |
| Which? | 00:28:46 | |
| For young folks is a very early hour, I'll say. | 00:28:48 | |
| And my wife and I were. We were engaged at the time. | 00:28:52 | |
| And we were planning our wedding until about 11:30 at my apartment and. | 00:28:57 | |
| She went to go. | 00:29:00 | |
| Get into her car after that and. | 00:29:02 | |
| It wasn't there. | 00:29:05 | |
| This was over in the visitor parking Ford Tucker Row, so this was 11/30. | 00:29:06 | |
| On like a Friday night completely normal hour. | 00:29:11 | |
| And this was back before they had booting and they actually just towed all the cars to American Fork. | 00:29:14 | |
| And. | 00:29:19 | |
| For us planning our wedding as poor college students. | 00:29:20 | |
| $250 to get that car out of there and even to find transportation to get out there. | 00:29:24 | |
| Was a mess and so. | 00:29:29 | |
| I'm very. | 00:29:31 | |
| Glad to be able to help. | 00:29:33 | |
| Those in these high density homes to. | 00:29:34 | |
| Make official this this process. I think having that lived experience really has helped inform my decisions on. | 00:29:37 | |
| On what it's like to live in high density in these areas. | 00:29:42 | |
| But I also want to 2nd. | 00:29:47 | |
| Parker's comments as well, or Councilman's? | 00:29:49 | |
| Comments as well. | 00:29:51 | |
| On enforcement, I do think. | 00:29:52 | |
| Code enforcement. | 00:29:56 | |
| An important part of this we want to make sure that we. | 00:29:57 | |
| Are not. | 00:30:00 | |
| It's really it's, it's kind of the broken windows syndrome if you have a neighborhood where a window breaks. | 00:30:02 | |
| People see that goes unnoticed. | 00:30:09 | |
| More crime starts to happen. | 00:30:11 | |
| And so having people parking cars that are. | 00:30:12 | |
| Disabled or whatever overtime can. | 00:30:16 | |
| Can really help encourage additional crime in areas and so I want to make sure that. | 00:30:19 | |
| We have the resources to be able to. | 00:30:25 | |
| Manage that well and. | 00:30:28 | |
| And keep those problems from occurring. | 00:30:29 | |
| And our sheriff's, I mean, they deal with very. | 00:30:33 | |
| They deal with a lot. | 00:30:36 | |
| And when it comes to some of these lower level infractions like oh this cars been here 3 days instead of 2. | 00:30:37 | |
| I don't want them trying to spend all their time focusing on that when there's bigger fish to fry. | 00:30:43 | |
| And so I do think we should. | 00:30:48 | |
| Support additional code enforcement efforts. | 00:30:50 | |
| And. | 00:30:53 | |
| Fund a couple positions that can help us. | 00:30:54 | |
| Really have a. | 00:30:58 | |
| A nuanced. | 00:31:00 | |
| Parking. | 00:31:01 | |
| Policy where, where we're enforcing our codes, like if you know, if you're there. | 00:31:02 | |
| And you have an extra day where you have a car there for three days as opposed to two. | 00:31:07 | |
| It'd be nice to be able to give warnings in those situations and say hey. | 00:31:13 | |
| Just so you know, here's the rules. | 00:31:17 | |
| Like, oh, you're, you actually live here. This isn't a big deal. This isn't like somebody's. | 00:31:19 | |
| Leaving a car. Abandoning a car. | 00:31:23 | |
| But it is technically a violation of the current codes that we have in place. | 00:31:26 | |
| So I want to make sure we have. | 00:31:30 | |
| Whatever resources we need to to adequately address those issues and start with. | 00:31:32 | |
| With a. | 00:31:36 | |
| Non serious offense so we can start with warnings. | 00:31:38 | |
| We can escalate those up. | 00:31:41 | |
| For actual fines for repeat offenders. | 00:31:42 | |
| And I think that'll be the best way to manage this in the long term. | 00:31:45 | |
| Not just for this area, but across all the different parking. | 00:31:49 | |
| Restrictions that we'll look at. And so I just want to 2nd that that that effort and hope we continue to work on that. | 00:31:51 | |
| But I think this is a great first step into. | 00:31:57 | |
| Into solving this problem. | 00:31:59 | |
| Awesome. Thank you. | 00:32:01 | |
| Mayor, if you mind. | 00:32:03 | |
| Yes, please, yes. | 00:32:04 | |
| Expectations. | 00:32:07 | |
| Will meet what will actually happen on the streets for us. So we don't have an understanding. So I have an understanding of what | 00:32:09 | |
| you guys expect the current model for. For parking complaints, generally speaking, they come to the city, they go to Maria and | 00:32:14 | |
| then she forwards those to us and then we have the guys go out and take a look at it. | 00:32:19 | |
| So most of the the parking is done on like a complaint basis, so if residents notice the car has been parked there for too long. | 00:32:25 | |
| Will go out. We already take a fairly non. | 00:32:32 | |
| Are a pretty easy relaxed reproach generally speaking. So if we get a call, hey, this car's been here for a week, we'll go out, | 00:32:35 | |
| run the plates, try to find the owner. If we can't, then we'll put a sticker on it and give it another 48 hour notice. So there is | 00:32:40 | |
| adequate notice there. | 00:32:45 | |
| Generously, we're not going to just tow it, you know, like we're not gonna do any of that or even ticket it right up front. | 00:32:50 | |
| But as. | 00:32:56 | |
| Council member Nair mentioned we are busy. We have other things that we do with the guys. | 00:32:57 | |
| Telling them to be to be meter maids is not why they became cops. | 00:33:01 | |
| But obviously they're OK, we can. | 00:33:06 | |
| I can let them know to keep an eye out for card. It looks like they've been there for a long time and broke down cars. | 00:33:09 | |
| I just want to make sure that that the expectations meet the reality of what's going to happen. So code enforcement right now is | 00:33:15 | |
| not issuing fines for parking they don't have. | 00:33:19 | |
| Really any ability to do so, they would refer that to us to handle that so. | 00:33:23 | |
| Cool. Thank you. | 00:33:27 | |
| Eric was just like to. | 00:33:30 | |
| As well. | 00:33:31 | |
| The statement was made about. | 00:33:33 | |
| Removing signage along 300 W. | 00:33:35 | |
| I just want to make sure that we're clear on what that is and what it isn't. | 00:33:38 | |
| And just ask for a point of clarification. | 00:33:42 | |
| At the South end of 300 W there have been some spots reserved for fire. | 00:33:44 | |
| Fighter Staff. | 00:33:50 | |
| Are is the intent to pull those signs down as well? | 00:33:52 | |
| Oh, on the South side. | 00:33:56 | |
| No, no, just. | 00:33:57 | |
| So South, so right north of 300 of Center St. and S Center St. there's some parking right there on 300 W that we've created. | 00:34:01 | |
| Are we going to like those ones have no overnight parking and some of it's designed for some of the firefighters. Are you | 00:34:07 | |
| including? | 00:34:10 | |
| Obviously the firefighters, I would assume you're not going to get those down, but the other overnight parking, are you going to | 00:34:13 | |
| remove those or leave those ones? | 00:34:16 | |
| When we initially put those up, we get a lot of people coming down there at the end of Center St. | 00:34:20 | |
| And right there by the lake. | 00:34:25 | |
| And we were getting a lot of traffic there, so we created those other those other parking stalls and the residents were concerned | 00:34:27 | |
| of. | 00:34:30 | |
| Of Too much, too many, too much parking right there in that cul-de-sac area. So. | 00:34:34 | |
| And then my other question maybe Eric will ask is? | 00:34:38 | |
| By the clubhouse there were also some no overnight parking that we left there. | 00:34:42 | |
| Aside from the other ones that was designed specifically for because that's the only access to the lake to the trail right there. | 00:34:46 | |
| So for clarity, 3 stalls. | 00:34:52 | |
| I can't remember how. What do you mean all the access when you say only access? | 00:34:55 | |
| It goes right by the by the swimming pool area that's. | 00:34:58 | |
| On the long 300 W. | 00:35:03 | |
| All of that neighborhood obviously is a public. | 00:35:05 | |
| Private development. | 00:35:07 | |
| The access right to the trail right is right. Well, they can park anywhere along 300 watts during the day. No I'm not, I'm just | 00:35:09 | |
| asking. | 00:35:12 | |
| For clarity for when they, yeah, so those signs are which ones are they taking? Yeah, So those ones and it comes to emergency, | 00:35:15 | |
| we're not removing the emergency, just everything but the emergency parking signs. | 00:35:20 | |
| Anything and then the fire. To be clear, the fire. | 00:35:27 | |
| Clear down on the South side, yeah. | 00:35:30 | |
| Keeping those. | 00:35:32 | |
| Awesome. | 00:35:34 | |
| All right. So with those amendments when we make the motion? | 00:35:36 | |
| Do you want me to make a motion with those? | 00:35:39 | |
| Yeah, let's do that. | 00:35:41 | |
| OK, I also too. | 00:35:42 | |
| For clarification so I know what I'm amending on the resolution. | 00:35:46 | |
| Just in your motion, if you could include what those? | 00:35:51 | |
| Yeah, I moved to adopt resolution 2026-03. | 00:35:54 | |
| And amending it. | 00:36:00 | |
| To not take the. | 00:36:02 | |
| Fire. | 00:36:04 | |
| Stations on the South side of 300 W. | 00:36:05 | |
| South of Center St. | 00:36:08 | |
| And also keeping the. | 00:36:10 | |
| Other lanes that are. | 00:36:13 | |
| Right by the. | 00:36:15 | |
| Was that the swimming pool? The access points? | 00:36:17 | |
| Reserved for public use, there's. | 00:36:20 | |
| For there. | 00:36:23 | |
| Or 9. | 00:36:25 | |
| As amended. | 00:36:26 | |
| OK, I'll second that. | 00:36:28 | |
| Awesome. All in favor. | 00:36:30 | |
| Aye. | 00:36:33 | |
| Resolution OK. | 00:36:36 | |
| Yes, absolutely, yeah. | 00:36:36 | |
| OK, Councilman there. | 00:36:39 | |
| Aye, aye. | 00:36:40 | |
| I hold away. I. | 00:36:42 | |
| Awesome. Thank you. | 00:36:46 | |
| All righty, we will now jump down to. | 00:36:49 | |
| Item number 5.2. | 00:36:51 | |
| Overnight parking permit area on 100 W and 470 N. | 00:36:53 | |
| The Springs resolution. | 00:36:58 | |
| 20262. | 00:37:00 | |
| Turn it over to Councilman Wood to lead out this discussion. | 00:37:02 | |
| See if I can connect this. | 00:37:07 | |
| Might need your help Tony. | 00:37:09 | |
| Is that working? | 00:37:19 | |
| Oh, Freedom Prep. | 00:37:23 | |
| Is it popping up on your screen with the the? | 00:37:29 | |
| See. It's right here. Yeah. | 00:37:43 | |
| Oh sweet. | 00:37:54 | |
| OK, awesome. | 00:38:00 | |
| OK, so overnight parking permit area of the springs? | 00:38:04 | |
| So the goal is to remove the city parking pass. | 00:38:09 | |
| Causing harm to residents who live here. | 00:38:12 | |
| So this is the location, just for reference. It's right by Freedom Prep Elementary, you see this road. | 00:38:14 | |
| It's one mouse on the screen, it's just this road, 100 W and then four. | 00:38:20 | |
| 70 N. | 00:38:23 | |
| So currently there is a overnight restriction on parking. | 00:38:25 | |
| You have to pay the city. Get a parking pass to park. | 00:38:29 | |
| Along this. | 00:38:32 | |
| In this road right here. | 00:38:34 | |
| On both sides, yes. | 00:38:37 | |
| So this photo, this is more of a. | 00:38:38 | |
| Example you can see. | 00:38:40 | |
| So this slide shows exactly what we're. | 00:38:43 | |
| So this is a. | 00:38:46 | |
| Res. | 00:38:47 | |
| Not a commercial. | 00:38:49 | |
| A corridor or not A high traffic commuters. | 00:38:50 | |
| Commuter rub. | 00:38:53 | |
| These are This is just a normal residential suite. | 00:38:54 | |
| St. requires the City Park has to park on both sides. | 00:38:57 | |
| The signage is very small. | 00:39:02 | |
| So like I said, the issue is, and I took this photo no joke yesterday morning. So this guy parked. This guy like actually moved a | 00:39:08 | |
| vineyard. He parked right in front of his house. | 00:39:12 | |
| And was booted the next morning because he didn't have the city parking pass. | 00:39:17 | |
| He had no idea he had to get one. | 00:39:21 | |
| So this. | 00:39:24 | |
| Rule we have right now. | 00:39:26 | |
| Applies directly in front of residential housing. | 00:39:27 | |
| The boot right now is $75. | 00:39:31 | |
| As I said, the signage is very small. | 00:39:33 | |
| For visitors to be able to park over here, they have to pay $25 per night. They have to upload the driver's license as well. | 00:39:35 | |
| For people who do do live here, they have to upload their lease proof they live there and also the driver's license just to park. | 00:39:43 | |
| Right in front of their. | 00:39:51 | |
| House. | 00:39:52 | |
| So my solution is pretty simple. | 00:39:58 | |
| Let people park in front of their house, don't charge them a fee. | 00:40:00 | |
| And, you know, I'm not quite sure what, what this was solving. It's creating more issues, you know, over the campaign trail. | 00:40:05 | |
| Talking to folks over there. | 00:40:11 | |
| I mean, I mean, so I met so many people, renters. | 00:40:13 | |
| Older people who you know. | 00:40:17 | |
| Are in a position to own a home who are affected by this and they're shocked by it. | 00:40:19 | |
| Waking up in the morning and, you know, finding their car private in front of their house. | 00:40:23 | |
| Booted or towed. So solution is pretty simple. | 00:40:27 | |
| Let People Park Removed a city parking pass. | 00:40:30 | |
| Don't charge them. | 00:40:32 | |
| I'll open it up for discussion or if you have any questions. Awesome. | 00:40:34 | |
| Let's did we start on. | 00:40:38 | |
| I think it's Ezra. You're. | 00:40:40 | |
| Europe, Yeah, I'd like to jump in. | 00:40:41 | |
| So this one I actually have a little bit of a different philosophy on. | 00:40:43 | |
| Given that this these are single family homes so. | 00:40:48 | |
| The problem that we experienced here is. | 00:40:52 | |
| That. | 00:40:55 | |
| People were coming from other neighborhoods to park in front of these single family homes. | 00:40:56 | |
| So before I was in this stage of life where I was living in high density. | 00:41:00 | |
| I've fortunate enough to own a single family home in Vineyard. | 00:41:04 | |
| And. | 00:41:07 | |
| It's super frustrating to have. | 00:41:08 | |
| Strangers just park in front of your house just because that's. | 00:41:10 | |
| That's available parking. | 00:41:13 | |
| And so the residents here actually. | 00:41:14 | |
| 75% of them signed on to a petition to implement these restrictions. | 00:41:17 | |
| Now, uh. | 00:41:23 | |
| There's there's a couple issues that I want to deal with here, one for for the booting. So right now we contract out. | 00:41:23 | |
| All of our booting, so we just have a service that comes through. | 00:41:29 | |
| They see if there's a parking pass, if not, they put a boot on there. | 00:41:32 | |
| I don't want to go that route, and that's kind of what I was talking about more with the. | 00:41:35 | |
| With the code enforcement side. | 00:41:39 | |
| Is. | 00:41:41 | |
| Eventually bringing that in house, I think next budget year would be a great. | 00:41:42 | |
| Opportunity to hire some of those people that that. | 00:41:45 | |
| Could serve that meter made role. | 00:41:48 | |
| So that we could. | 00:41:49 | |
| Have. | 00:41:51 | |
| A level of enforcement where people are able to say. | 00:41:53 | |
| Hey I live here, I just want to park in here. | 00:41:55 | |
| For the night, no big deal, but to have people coming from outside your neighborhood and parking in front of your house? | 00:41:58 | |
| Night after night. | 00:42:04 | |
| Is something I want to avoid happening here and so if we were just. | 00:42:05 | |
| Lift all these restrictions. | 00:42:09 | |
| I think these residents would find that. | 00:42:11 | |
| They're back in that situation where people are just coming in, parking in front of their house and. | 00:42:14 | |
| It's really frustrating. It blocks visibility. Your kids are trying to play in the street. It's. | 00:42:18 | |
| It's a difficult situation there. | 00:42:22 | |
| And so that's just the. | 00:42:24 | |
| One point of this issue. | 00:42:26 | |
| Where I see it as different from the. | 00:42:28 | |
| Just opening up available parking next to high density that people just need for. | 00:42:30 | |
| For the regular use versus. | 00:42:34 | |
| A community that came together and said we. | 00:42:36 | |
| We need to do something here, otherwise people are just lining the street all the time. | 00:42:39 | |
| At all hours throughout the day. | 00:42:42 | |
| So that's a good point, but I'm wondering where do the folks who are? | 00:42:44 | |
| Who are not? | 00:42:48 | |
| The owners or renters of their homes there, where are they coming from? They're parking. | 00:42:49 | |
| Can I drop on this? There's no evidence that random people are parking in this neighborhood. The people are parking on this road | 00:42:54 | |
| live. | 00:42:57 | |
| There, yeah, not anymore before the. | 00:43:00 | |
| Which is why we're situations where. | 00:43:03 | |
| Yeah, before the situation, the parking program was implemented. | 00:43:06 | |
| It was a rare occurrence there would be. | 00:43:09 | |
| Tons of people parking on this road. | 00:43:11 | |
| I don't off the top of my head, but that. | 00:43:15 | |
| That's the. | 00:43:17 | |
| And that's that's what I recall when this was brought into place. | 00:43:18 | |
| That was the problem we were trying to solve. | 00:43:23 | |
| I think it was a little too heavy-handed and we do have situations where new movements, they don't know the restrictions. | 00:43:25 | |
| But I fear that if we just. | 00:43:31 | |
| Open this back up without. | 00:43:33 | |
| Any sort of? | 00:43:35 | |
| Any sort of effort to. | 00:43:38 | |
| Keep that problem that we originally solved there in place. | 00:43:40 | |
| We'll just 'cause that to. | 00:43:44 | |
| Come back. So I heard this in an argument 300 W If we open it up, we're going to have. | 00:43:46 | |
| People park on there from other neighborhoods to spin over. Yeah, I disagree with that. For 300 WI, think 300 W, There's no | 00:43:50 | |
| difference. Different situation. This is a road right in front of where people live. | 00:43:55 | |
| People who are parking there live there. There are. | 00:44:00 | |
| Other people from other neighborhoods parking. | 00:44:03 | |
| There same at 300 was for eight months. | 00:44:05 | |
| People parking there live there. | 00:44:08 | |
| Thank you. Yeah, I think. | 00:44:10 | |
| Sorry, I just think single family homes are are different than the higher density housing gets worse and you have a house and you | 00:44:11 | |
| can't park for your house. I think it's worse actually. | 00:44:15 | |
| Yes, so that. | 00:44:20 | |
| Again, I I want people to be able to park in front of their own house without having other people park in front of their own house | 00:44:21 | |
| generally. | 00:44:25 | |
| I know it's it's public infrastructure, so that's hard to manage, but. | 00:44:29 | |
| I experienced this as well in in other single family neighborhoods I heard this a lot from. | 00:44:33 | |
| From those single family homeowners on the campaign trail that. | 00:44:37 | |
| We're sick of people. | 00:44:40 | |
| Coming in, renting out like over renting their their neighborhoods. Like if you drive through the cheminat, that's a great example | 00:44:42 | |
| of an area where there's no parking restrictions on those roads. | 00:44:46 | |
| And there's six or seven cars parked in front of. | 00:44:51 | |
| Houses that are being rented to. | 00:44:53 | |
| To multiple people where you'd have. | 00:44:55 | |
| You know what could be a great? | 00:44:57 | |
| Single family home. | 00:44:59 | |
| Single family. | 00:45:01 | |
| Number of vehicles. | 00:45:02 | |
| But there's just a lot more parking, a lot more. | 00:45:05 | |
| Road issues were the roads are just constantly lined with with cars compared to. | 00:45:08 | |
| Areas that have some of those restrictions. Mayor, if I could offer just a little perspective on this. Yeah, so. | 00:45:12 | |
| There's a couple ways that we've handled parking in the past 300 W obviously that was a city initiated permit program. The city is | 00:45:18 | |
| the one that came in and initiated the signs and the permits and everything. The other two ways that we handle parking in | 00:45:23 | |
| Vineyard. | 00:45:27 | |
| Right now, by the policy that we have is if a neighborhood wants to do something about parking on public streets, not private | 00:45:32 | |
| streets, public streets. | 00:45:36 | |
| They can come in and petition the city. | 00:45:40 | |
| If they get 75% of their resident of the people in owners in that. | 00:45:42 | |
| Neighborhood they could do one of two things they can do it. They did in our in the the Villas, which is put a sign up of no | 00:45:46 | |
| overnight parking period. | 00:45:50 | |
| Which is what the Villas currently has. They don't allow any overnight parking. | 00:45:54 | |
| On their streets. | 00:45:58 | |
| And that is regulated by the Sheriff's Office. We're the ones that enforce that. The other option is what Cascade and this | 00:45:59 | |
| neighborhood have done, which is no overnight parking unless you have a permit. | 00:46:04 | |
| That permit process. | 00:46:10 | |
| Has changed it. | 00:46:11 | |
| Recently. | 00:46:12 | |
| It used to be you just got like one per household, now you can get multiple. | 00:46:13 | |
| And those are. | 00:46:18 | |
| Both of those. | 00:46:20 | |
| Our resident initiated, the city did not come in and initiate this. The residents of that neighborhood came in and initiated this. | 00:46:21 | |
| So my only thing I would say is. | 00:46:26 | |
| If we intend to remove that, are we going to remove that ability for a neighborhood to be able to put in those signs and regulate | 00:46:31 | |
| their parking because Cascade has the exact same? | 00:46:36 | |
| Set up as this neighborhood right here, they both were resident initiated. | 00:46:41 | |
| If you don't have a permit, you get booted and. | 00:46:44 | |
| They're both. We have a contract with this. | 00:46:47 | |
| Between the city and the tow company to do that for us. | 00:46:50 | |
| I don't believe the casket has a city parking permit. | 00:46:54 | |
| Are the not cascade Providence? Sorry Providence. Providence is this is the springs in HOA. | 00:46:56 | |
| No. | 00:47:02 | |
| They're not in a Troy. | 00:47:02 | |
| Yeah, but this, so you, you have the springs, you have the internal streets to the north of this are all private. | 00:47:03 | |
| And the springs, they handled that through their HOA. | 00:47:10 | |
| Separately from these two streets right here are the only ones around there that aren't part of that. | 00:47:14 | |
| Their their public roads instead of private so. | 00:47:19 | |
| I'm not saying we shouldn't remove the signs, I'm just saying that. | 00:47:22 | |
| The residents there at the time this was initiated. | 00:47:25 | |
| They requested it. | 00:47:28 | |
| Sure, sure. | 00:47:29 | |
| David, would you like to speak to this? | 00:47:31 | |
| Yeah. So Ezra, were you managing? | 00:47:35 | |
| Back then, did you? Did you? | 00:47:37 | |
| Were you Privy to the arguments went back and forth and the history of that? | 00:47:39 | |
| What year was that do you recall? | 00:47:43 | |
| I wasn't involved in this particular discussions on this. | 00:47:49 | |
| I think I thought he was just taking care of it as one of you had. | 00:47:54 | |
| You could add. | 00:47:56 | |
| Germane to this we really helpful. | 00:47:58 | |
| So that's the case. | 00:48:00 | |
| You know if we have. | 00:48:02 | |
| So I guess. | 00:48:04 | |
| We did it to solve a problem. It was it was resident initiated at the time. | 00:48:06 | |
| I'm wondering what the problem was you're trying to solve. I mean right now, obviously now that the restriction is a little too. | 00:48:10 | |
| Too strict. | 00:48:15 | |
| I can speak to that as well if you want me to. David, please do. Yeah, OK. | 00:48:16 | |
| We did have a lot of issues with with people parking along that they didn't live in the neighborhood. | 00:48:20 | |
| Or extended periods of time like trailers and construction vehicles parking there and these residents. | 00:48:25 | |
| They couldn't, similar to what's happening in like the Shaman on you got a lot of people parking there, so people can't even park | 00:48:31 | |
| in their neighborhood. Providence. The issue they were having is Tucker Rowe and the locks. They were coming and parking within | 00:48:36 | |
| Providence so people couldn't park in front of their own home. And so that's why they initiated it. | 00:48:42 | |
| They were having similar issues on this in this neighborhood as well, so they don't have, maybe not anymore. | 00:48:47 | |
| But they were having those. | 00:48:52 | |
| So the springs had people from Tucker Row and others coming down and parking there is what you're saying? Not from Tucker Row. The | 00:48:54 | |
| springs would have had people coming from the private roads to the north. | 00:48:58 | |
| OK, coming in these two public roads. | 00:49:02 | |
| And then we've had, we've had multiple calls there for trucks and trailers parking along that road that we've had to go out on. | 00:49:06 | |
| And things like that in the past. | 00:49:13 | |
| But that would still one other city pass didn't prevent the. | 00:49:15 | |
| But that would. | 00:49:19 | |
| That would still apply like if someone was doing a trailer, I mean, and it was there for two or three days you'd. | 00:49:19 | |
| You and got a call you'd go and do that still right Yeah. If something's been 48 hours 48 hours without without moving without and | 00:49:24 | |
| you also can't have. | 00:49:28 | |
| Like an RV or a boat or anything like that on the road. That's a little bit different circumstances there. But yeah, you can't | 00:49:33 | |
| park for more than 48 hours. But we were having issues that that that neighbor was having similar issues that the. | 00:49:39 | |
| Providence was having where outside people were parking so they couldn't and they were, they were all so concerned with some | 00:49:45 | |
| safety concerns with the school there of people lining the road on the opposite side of the homes. | 00:49:51 | |
| And so that's. | 00:49:57 | |
| That's why they implemented it. | 00:49:58 | |
| Yeah, I'm not saying that. | 00:50:00 | |
| And that was several years ago. | 00:50:01 | |
| If we took, we're going to go out and talk to the residents, maybe 75% don't want that anymore. | 00:50:03 | |
| My, my. Do you have anything else discussions happening I wanted to happen? | 00:50:08 | |
| Awesome. Do you have anything you'd like to? | 00:50:14 | |
| My concern is. | 00:50:18 | |
| The vast majority of property of. | 00:50:20 | |
| Publicly owned. | 00:50:22 | |
| Streets, especially to the South where there's more density. | 00:50:23 | |
| The citizens pay the same taxes. | 00:50:27 | |
| And in my road and everyone, we all get to park on our roads. | 00:50:29 | |
| And like. | 00:50:33 | |
| These are publicly owned streets, and we're like, hey. | 00:50:34 | |
| Were denying citizens the ability to use. | 00:50:37 | |
| You know to use the road. | 00:50:41 | |
| I think that. | 00:50:43 | |
| The world is different with. | 00:50:44 | |
| Tucker Rowe getting all of those parking spots on Vineyard Loop Rd. on the. | 00:50:46 | |
| East Side. | 00:50:51 | |
| Of Main Street and then also. | 00:50:53 | |
| The loop, the parking on the loop Rd. on the West and then 300 W so I'm hoping that. | 00:50:55 | |
| Other communities have enough parking that they wouldn't be coming over to the Springs here. | 00:51:01 | |
| But I have no problem voting and supporting this. | 00:51:07 | |
| And seeing, you know, two years ago, because on the campaign trail, this was so. | 00:51:10 | |
| People fought for this, they wanted it so. | 00:51:15 | |
| I would rather go with it and hear. | 00:51:19 | |
| The backlash if they were to come and do a petition again. | 00:51:22 | |
| Because if I owned a house there and I couldn't park in front of my house, I would be. | 00:51:26 | |
| How? How can other people vote that away from me? | 00:51:30 | |
| As a taxpayer, like, how do we have that? So yeah, inconsistency. | 00:51:34 | |
| So Jacob would tell us about the input you you had people asking about this. Tell us more about that if you would input from the | 00:51:39 | |
| specific areas, Yeah, no. So on a campaign show, I knocked. | 00:51:44 | |
| A lot of doors. | 00:51:49 | |
| In this particular area. | 00:51:51 | |
| A lot of younger people live there. Like I said, older people live there and I didn't see. | 00:51:52 | |
| Hear from one person that was in favor of the city parking pass. | 00:51:56 | |
| The problem with the city parking pass, The biggest problem is education. | 00:51:59 | |
| A lot of people don't even know. | 00:52:03 | |
| It was there. | 00:52:04 | |
| Like I said, that guy who just moved in. | 00:52:05 | |
| The other day he had no idea. | 00:52:08 | |
| So that's the biggest problem is education. | 00:52:10 | |
| But. | 00:52:12 | |
| It's just a fact that. | 00:52:13 | |
| It's not solving any problems, it's creating more problems the people who are parking there. | 00:52:15 | |
| Live there, there's no evidence. | 00:52:20 | |
| That there's random people parking. | 00:52:22 | |
| We're just talking about this road. | 00:52:24 | |
| On this road, they don't live there. | 00:52:26 | |
| Park, forgive me as I'm dying over here. So Parker, Parker is going to die. So we'll go back to Ezra. | 00:52:30 | |
| Yeah. No, I mean, I think. | 00:52:38 | |
| Like getting 75% of people to agree on anything is what is a tall order. | 00:52:39 | |
| And again, I told you, I don't recall something about, I think, 2023. | 00:52:45 | |
| And. | 00:52:50 | |
| Yeah, my my hope. | 00:52:52 | |
| So I just want to reiterate, like I am supportive of people parking in front of their own homes. I want to make sure people have | 00:52:55 | |
| that opportunity. | 00:52:59 | |
| And if there are other people in parking in front of your house, you don't have that opportunity. | 00:53:02 | |
| I think the enforcement. | 00:53:07 | |
| Doesn't make I mean the enforcement. | 00:53:09 | |
| Is not. | 00:53:11 | |
| My choice of enforcement, I think the. | 00:53:13 | |
| Is. | 00:53:15 | |
| Overburdensome. | 00:53:16 | |
| And it punishes people who have these one time mistakes. | 00:53:18 | |
| And again, that's, that's something that's currently contracted that I would love to to stop contracting for. | 00:53:21 | |
| But we're going to need more than just our Sheriff's Office to. | 00:53:26 | |
| To enforce that, I would love to have some people that have some authority from the Sheriff's Office. | 00:53:30 | |
| That, uh. | 00:53:34 | |
| Are in house that could enforce that. | 00:53:35 | |
| And make sure we can balance that. | 00:53:39 | |
| We're allowing people to park in front of their own homes to have that space during the day Where? | 00:53:41 | |
| Where they've. | 00:53:46 | |
| You know, don't have random cars. | 00:53:47 | |
| Near their homes, and I think that that is a really big problem. | 00:53:49 | |
| And especially to just to kind of note. | 00:53:53 | |
| Not getting rid of this for the. | 00:53:56 | |
| The whole city. | 00:53:58 | |
| I want people to be able to have easier access to that, because the problem we have right now in Lechem Anat. | 00:54:00 | |
| Is there's not enough homeowners that live there? | 00:54:05 | |
| To be able to get 75% because the renters, they all want it. | 00:54:08 | |
| All the renters want to just be able to park anywhere they. | 00:54:11 | |
| Anywhere they can find a space and and not have to worry about that. It's it's the single family homeowners, the families that are | 00:54:13 | |
| living there. | 00:54:17 | |
| That are feeling the impacts of. | 00:54:20 | |
| This. | 00:54:23 | |
| Multi like 6 car. | 00:54:24 | |
| Per household lifestyle. And so it's a similar thing that I feel like happened here. | 00:54:26 | |
| I would. | 00:54:31 | |
| Love to get. | 00:54:31 | |
| More input from the community as much as. | 00:54:32 | |
| Because I mean, I, I knocked a lot of doors on the campaign trail as well. And this was something that people said. | 00:54:35 | |
| I'm moving out of Vineyard because I can't park in front of my house or because the stranger is parking in front of my house every | 00:54:40 | |
| single night. | 00:54:43 | |
| And the people that don't use the. | 00:54:47 | |
| Parking space like if you have. | 00:54:48 | |
| You know two cars and you can fit both of your cars in the garage. The only time you're gonna really need that space is when you | 00:54:50 | |
| have visitors. | 00:54:53 | |
| But people that have six cars, they can park there every single night because they know. | 00:54:56 | |
| Hey, when I come home from work. | 00:55:00 | |
| 6/7, 8:00. | 00:55:02 | |
| That space is going to be open because. | 00:55:03 | |
| My visitors can no longer. | 00:55:05 | |
| Like there's no visitors there at the time. | 00:55:07 | |
| But then that that's where you see those problems compound where? | 00:55:09 | |
| You don't have the space for visitors you don't have the space for. | 00:55:12 | |
| Your own personal use and I think that's that's why this came into play. | 00:55:15 | |
| And I think there's ways to find common ground here where we're. | 00:55:19 | |
| Getting rid of the onerous enforcement of the booting. | 00:55:23 | |
| That just happens every night. | 00:55:26 | |
| The company comes through, they boot whoever they see. | 00:55:28 | |
| This is completely different from the Sheriff's Office enforcement. | 00:55:30 | |
| That that takes a more relaxed and educated approach to saying hey. | 00:55:33 | |
| We notice you're parked here. | 00:55:36 | |
| Let's try to find the owner. | 00:55:38 | |
| The booting company, they just come through and they say, OK, how much money can I make tonight, Let's put the boots on and then | 00:55:39 | |
| they leave. It's no longer their problem. | 00:55:42 | |
| So I really don't like that. | 00:55:45 | |
| And again, I think if we. | 00:55:48 | |
| If we. | 00:55:50 | |
| Have some sort of ability for for. | 00:55:51 | |
| Homeowners to have control over. | 00:55:54 | |
| What's happening right in front of their homes? | 00:55:56 | |
| When we're all stacked on top of each other in this city. | 00:55:58 | |
| Like Holdaway Rd. it's it's great they have way more space out there. | 00:56:00 | |
| But in these higher dense areas, I mean you look at the houses there, they're single family homes, but. | 00:56:05 | |
| 6 to 10 feet between each house this is. | 00:56:10 | |
| People. | 00:56:12 | |
| Parked on top of each other, people stacked on top of each other. I think it's it's helpful to have some of these regulations, but | 00:56:13 | |
| it's important that we try to. | 00:56:16 | |
| Find a right balance between. | 00:56:20 | |
| Letting people just. | 00:56:22 | |
| Run rampant. | 00:56:23 | |
| However they want. | 00:56:25 | |
| And just doing a first come, first serve basis which the homeowners aren't going to have an opportunity to do unless they. | 00:56:26 | |
| Intentionally park their cars in front of the street just so. | 00:56:31 | |
| People don't park in front of their homes, which I've seen happen as well. | 00:56:34 | |
| And areas like the shamanic. | 00:56:37 | |
| So those are just my thoughts. That's what I'm hoping to address. May I? | 00:56:39 | |
| Yeah. Are you? | 00:56:44 | |
| I'm ready. | 00:56:45 | |
| Locked and loaded. Yeah, I got all these. | 00:56:46 | |
| Captain OK. | 00:56:49 | |
| I am. It is no secret to anyone in this room that I am a huge proponent. | 00:56:51 | |
| Of decentralization. | 00:56:56 | |
| In pretty much every facet. | 00:56:57 | |
| Power corrupts, and absolute power corrupts absolutely, and the problem with government is that the more you get involved in it, | 00:57:01 | |
| the more you think it's the solution to everything. | 00:57:04 | |
| I think the very simple answer here is that we already have parking pass infrastructure in place. Why can we not give it? | 00:57:09 | |
| For free. | 00:57:15 | |
| To the residents in the neighborhood. | 00:57:17 | |
| Allowing them to park in front of their homes. | 00:57:18 | |
| And still in force. | 00:57:21 | |
| Against people who are. | 00:57:23 | |
| Parking in that neighborhood. | 00:57:24 | |
| That don't live there. | 00:57:26 | |
| If they're taking up that space. | 00:57:27 | |
| We already have the infrastructure. | 00:57:30 | |
| We don't have to sell it to them. | 00:57:33 | |
| We could just let them park there for free. | 00:57:36 | |
| With their pass. | 00:57:38 | |
| Make it like a sub HOA type thing. | 00:57:40 | |
| There's 25, there's. | 00:57:43 | |
| 25 houses on that loop if I'm counting correctly, 26 if you want to use the corner run. | 00:57:45 | |
| So what you're saying is is like. | 00:57:50 | |
| Give them each two passes. | 00:57:52 | |
| And it's. | 00:57:54 | |
| Keep the boot thing shut down, but now? | 00:57:55 | |
| Sure, give me two and a visitor. | 00:57:59 | |
| Two like think about it. | 00:58:00 | |
| They can park in their driveway in the garage. | 00:58:02 | |
| And there's one space. Objectively speaking, you look at that map, 1 space in front of every house. | 00:58:05 | |
| Right, and there's. | 00:58:10 | |
| Arguably then, one space on the opposite side of the street. I think 2 is overkill even. | 00:58:11 | |
| Just let those residents have a. | 00:58:17 | |
| Visitor pass or a pass for them? | 00:58:19 | |
| On an as needed basis, let that neighborhood manage it. | 00:58:21 | |
| You just have to find a volunteer in that neighborhood to manage it. | 00:58:25 | |
| It's not an HOA. If I may. I know it's not an HOA. Sorry I keep talking. | 00:58:29 | |
| Parker The way that this works, so university parking enforcement is the one that we contract with. | 00:58:34 | |
| And you download an app on your phone. | 00:58:39 | |
| And then you can purchase, you can have more than one pass, and then you just have to enter in the plate number to whatever | 00:58:42 | |
| vehicle you're parking on the street that night. It doesn't have to be, It's not a hanging pass. It's a virtual pass on your phone | 00:58:45 | |
| through an app. | 00:58:49 | |
| And I think we I. | 00:58:54 | |
| Cash handsy we would would be the better person. | 00:58:56 | |
| To speak to the how many passes, but I think they can have two or three per household. There is a cost associated with them. I | 00:58:59 | |
| can't remember the exact dollar amount. | 00:59:03 | |
| Some of that cost is a pass through though because university parking enforcement. | 00:59:07 | |
| Charges the city I believe. | 00:59:11 | |
| For each permit. | 00:59:13 | |
| Just to run the app, yeah. | 00:59:14 | |
| But other than that, that's the only fee. | 00:59:15 | |
| So, umm. | 00:59:18 | |
| Gotcha, that's the way it's currently working. | 00:59:19 | |
| Councilmember Wood, I'm happy to go out and look at signage. If the signage isn't up to what state code is, I'm happy to go look | 00:59:23 | |
| at that and make sure that it's adequate. I haven't. | 00:59:26 | |
| Personally driven on those two streets for for a little bit so I can go look at that and if we, if you decide to keep it, I can go | 00:59:30 | |
| make sure that the signage is. | 00:59:34 | |
| In accordance with the law. | 00:59:38 | |
| So so I I knocked I think every door in that neighborhood. | 00:59:39 | |
| While we were campaigning too. | 00:59:44 | |
| And the most common complaint there? | 00:59:46 | |
| Was the parking pass but the the complaint? | 00:59:48 | |
| That I was picking up on specifically was that it was. | 00:59:50 | |
| Them having to pay for it when it's right in front of their own house. | 00:59:53 | |
| So I'm trying to figure how can we alleviate that root problem. | 00:59:57 | |
| Let them park there. We shouldn't charge them for it. We shouldn't be burdening for that, but we can still have a protection as | 01:00:00 | |
| the city. | 01:00:03 | |
| To make sure that maybe they're. | 01:00:06 | |
| Not being taken advantage of by other neighborhoods. So when it comes to the people, like other people parking their neighborhood. | 01:00:09 | |
| This doesn't. The parking pass doesn't stop that, it just monetizes it. | 01:00:14 | |
| Like I can still get a parking pass and park in front. | 01:00:18 | |
| One of those houses I just have to. | 01:00:21 | |
| Essentially pay the city to do that. | 01:00:22 | |
| Yeah, so it doesn't. | 01:00:24 | |
| It's not preventing. | 01:00:26 | |
| People from well, my argument would be that we don't. | 01:00:27 | |
| Don't sell that. | 01:00:30 | |
| You just can't get a parking pass to park there if you don't live in that neighborhood. You have to prove your ownership of a home | 01:00:31 | |
| to get one of those. That's correct. But that's what I'm saying is then it can't be monetized by somebody else coming in and | 01:00:34 | |
| buying it. | 01:00:38 | |
| But again, what problem are we solving? | 01:00:42 | |
| We're solving not allowing people to other random people to Parker for another. I just don't think that's actually happened. | 01:00:45 | |
| Talking on the ground, that's not happening. | 01:00:51 | |
| Now it is happening in the Hamptons and other areas, but this particular Rd. | 01:00:53 | |
| Who would be parking there? | 01:00:59 | |
| I think the reason. | 01:01:01 | |
| To Ezras point earlier that it's not happening is because there is enforcement there now. | 01:01:02 | |
| Like that's probably the street that gets the most. | 01:01:07 | |
| Tickets and boots other than 300 W. | 01:01:11 | |
| Yeah, just because it's because of the confusing policy. | 01:01:14 | |
| And those people were being booted. | 01:01:17 | |
| Like on 300 W. | 01:01:19 | |
| Live there. | 01:01:21 | |
| Like 90% of them. | 01:01:23 | |
| Yeah, yeah. | 01:01:24 | |
| Where I'm at kind of all this, I think that. | 01:01:26 | |
| I There's nothing that has not been said that I disagree with. | 01:01:28 | |
| The only thing I would add is I think that this is. | 01:01:33 | |
| A bigger problem than just right here. I mean I. | 01:01:36 | |
| I've been on the phone all morning with members, residents in the Cottonwoods and there that the problem starting to flare up | 01:01:40 | |
| there I. | 01:01:43 | |
| I think that my neighborhood the. | 01:01:47 | |
| Sycamores is going to be next and so I think that. | 01:01:50 | |
| How we want to. | 01:01:54 | |
| Help. | 01:01:57 | |
| In the situation is. | 01:01:58 | |
| Is important how to? | 01:01:59 | |
| Because I'm I'm getting that. | 01:02:01 | |
| Even it's starting to happen more in the South and the town of town as well, so. | 01:02:02 | |
| You know, I think the suggestion that was made that have the HOA or the local. | 01:02:09 | |
| Neighborhood, take care of it. It's really a good one, yeah. | 01:02:13 | |
| And finding a volunteer. | 01:02:15 | |
| It'll it'll work that at first. I suppose first they need to organize as a neighborhood. | 01:02:17 | |
| In some way it would be a neighborhood wash, whatever they organized. | 01:02:21 | |
| Some organizations would allow them to be able to function. | 01:02:25 | |
| In a way that would. | 01:02:28 | |
| Help. If they can decide how they want to work in a neighborhood, it would be a. | 01:02:29 | |
| A good idea? | 01:02:34 | |
| Jacob is this Is this an Is this springs an HOA? | 01:02:35 | |
| OK. I think that's where the problem kind of flaring up is like the sycamores were not an HOA, Cottonwoods not an HOA. | 01:02:37 | |
| It's the same problem. I mean, the springs comes in two parts too. There's a part north and there's a part next that surrounds the | 01:02:45 | |
| school. | 01:02:48 | |
| Yeah, and they and they have different. | 01:02:51 | |
| Parking problems in each of those areas. | 01:02:54 | |
| Yeah. So we would need to almost do it by a neighborhood basis, not even an HOA, but a sub HOA area. | 01:02:56 | |
| Yeah, something like that. So. | 01:03:01 | |
| We could. We could. | 01:03:04 | |
| Do that like. | 01:03:05 | |
| Having you know. | 01:03:06 | |
| I don't mind supporting it this evening I'm. | 01:03:08 | |
| In opening it up. | 01:03:10 | |
| Especially with. | 01:03:12 | |
| All the parking that we've added in other areas, I don't think. | 01:03:13 | |
| I think other areas have solved their problems but. | 01:03:17 | |
| I think it would be wise. | 01:03:20 | |
| To there's 26 houses let's go find could someone be the voice and identify who that. | 01:03:21 | |
| Voice of that. | 01:03:27 | |
| Road is. | 01:03:28 | |
| Finding unique solution for them if that's there, but I would. | 01:03:30 | |
| I would rather have it be opened up. | 01:03:34 | |
| And then when the problem comes back. | 01:03:35 | |
| Then have a morganized. | 01:03:38 | |
| Have them organize at that point. | 01:03:40 | |
| I generally agree with that. I would rather. | 01:03:42 | |
| Decentralize everything, remove the parking pass, not have the burden, remove the signage and then if there is a problem, have | 01:03:45 | |
| that. | 01:03:48 | |
| Be the solution in back pocket perhaps? | 01:03:52 | |
| Yeah. And just say, OK, now did this. | 01:03:54 | |
| Spring of having more parking, Did it spring a problem and if it did. | 01:03:56 | |
| Great, let's have one person come back and speak for you now. | 01:04:00 | |
| Because we've added. | 01:04:05 | |
| Much parking with 300 WI think that's where the problem was coming from and the city has a traffic calming policy that allows for | 01:04:07 | |
| that for anything to happen it doesn't have. | 01:04:11 | |
| And I think parking could be lumped in with. | 01:04:15 | |
| Traffic calming. | 01:04:17 | |
| Right. It's all basically the same kind of thing. So there's a mechanism already in place to allow for that. | 01:04:18 | |
| Mayor, if I could, yes please, if you if you would like. | 01:04:25 | |
| Our planning department works on parking issues across the city. It would be a very easy. | 01:04:29 | |
| Survey to deliver out to 25. | 01:04:35 | |
| Homes and give them. | 01:04:38 | |
| Two or three options as far as a solution going forward. | 01:04:41 | |
| Some of the things that have been discussed tonight. | 01:04:45 | |
| And bring back a response. | 01:04:47 | |
| In the form of. | 01:04:50 | |
| Data for you to consider and. | 01:04:51 | |
| Approve a path going forward with that. | 01:04:54 | |
| In hand. | 01:04:56 | |
| And the survey would be, we're going to ask the homes along. | 01:04:56 | |
| 470 N. | 01:04:59 | |
| And then 100 W. | 01:05:01 | |
| Correct. | 01:05:03 | |
| What? | 01:05:06 | |
| The home, the homeowners of. | 01:05:07 | |
| Those two. | 01:05:10 | |
| So that's another question. How many of those are rentals? | 01:05:11 | |
| Well, I think that that would be doesn't matter. Through our utility billing, we can get through to the. | 01:05:14 | |
| Owners of those, yeah. | 01:05:19 | |
| Because we just we build utilities go straight to the homeowners now, right, OK. | 01:05:20 | |
| Yeah, but then. | 01:05:24 | |
| But if half of them live out of town. | 01:05:26 | |
| Well, that's where, yeah, that's where you're going to have the problems, where all the people that. | 01:05:29 | |
| Have four or five people living there are going to. | 01:05:33 | |
| Say, Oh yeah, no, open up the parking for everyone. The homeowner still has an incentive to. | 01:05:36 | |
| Try and make the place as desirable as possible for the tenants. | 01:05:42 | |
| We have a comment here. Do you have a comment? | 01:05:47 | |
| Please. | 01:05:50 | |
| Daria Evans, Vineyard resident I just texted a. | 01:05:54 | |
| Homeowner in the Springs HOA. | 01:05:59 | |
| And she answered me and said. | 01:06:02 | |
| Now if I can get to it. | 01:06:05 | |
| She said yes, the springs are still under water's edge. HOA. | 01:06:09 | |
| Just so you know. | 01:06:13 | |
| Yeah, this portion is not. | 01:06:16 | |
| Well, her part is she's still part of it. | 01:06:18 | |
| Yeah. Does she live on those roads? | 01:06:21 | |
| There's an upper. | 01:06:25 | |
| Well, she's just on the other side. | 01:06:27 | |
| OK, well. | 01:06:29 | |
| So yeah. | 01:06:31 | |
| Thank you, thank you, thank you. You're. | 01:06:32 | |
| Well, OK. | 01:06:38 | |
| Let's do this. | 01:06:44 | |
| We have a hard stop tonight. I needed to. | 01:06:47 | |
| Bunch of have stuff we want to get going to. | 01:06:50 | |
| How do we want to, how do we want to move forward on this? Can I make a motion? Yeah. | 01:06:53 | |
| I'd like to motion to continue this. | 01:06:56 | |
| Item 4. | 01:06:59 | |
| Do you think 3 weeks would be enough time to get some of that data? | 01:07:01 | |
| Get some input from the homeowners out there. | 01:07:04 | |
| That way we can just have. | 01:07:07 | |
| A discussion with a little more. | 01:07:08 | |
| More data backing up. | 01:07:10 | |
| Yeah. Can you, can you put in the survey? | 01:07:11 | |
| Because I do surveys. | 01:07:14 | |
| The city is considering opening up and removing the. | 01:07:17 | |
| Parking permit, would you be in favor? | 01:07:19 | |
| Of it. | 01:07:22 | |
| And then have an open comment period. We would like like a paragraph. | 01:07:22 | |
| Area where they can. | 01:07:27 | |
| Opine put a lot of space in the survey spot. | 01:07:29 | |
| So they can just open text. | 01:07:33 | |
| You know their feedback. | 01:07:35 | |
| And then would you be? | 01:07:36 | |
| Supportive of it, Yes or no? | 01:07:38 | |
| Is that the question we want to ask? | 01:07:39 | |
| Do you want to write the survey yourself? | 01:07:43 | |
| Jacob yes. | 01:07:44 | |
| OK. All right, we'll develop that and. | 01:07:46 | |
| Work. I'm OK with that motion and then. | 01:07:48 | |
| We'll continue this. | 01:07:50 | |
| To three weeks to vote, let's do 2 weeks, not three weeks the. | 01:07:52 | |
| Well, I think it's three because it's. | 01:07:55 | |
| It's either one week or three weeks, either one or three scheduled meeting. So just figuring we line up with one of those. | 01:07:57 | |
| Yeah, K3. | 01:08:02 | |
| Yeah, that works. | 01:08:04 | |
| OK, second. | 01:08:05 | |
| OK, all in favor. | 01:08:07 | |
| Aye. | 01:08:09 | |
| OK, awesome. Motion passes. | 01:08:11 | |
| OK. That is all we've got for tonight. Thank you guys all for so much for coming and we will see you. | 01:08:13 | |
| Next week in our regular scheduled. | 01:08:18 | |
| City Council meeting. | 01:08:20 |
