615 Jacob. 00:00:01
You were in my Jamboree. 00:00:03
20 years ago, yes. 00:00:06
How cool is that? 00:00:11
Yeah. 00:00:14
Yes, I did. 00:00:17
Keep going. 00:00:18
And we work in the temple together. 00:00:25
Trouble. 00:00:28
With my wife. 00:00:30
On Wednesdays. 00:00:31
Yeah. 00:00:32
She's in the baptistery. 00:00:34
Wednesdays. I'm on Tuesday. 00:00:37
But yeah. 00:00:40
Yep. 00:00:45
You can't get rid of holdaways around here. 00:00:48
There's just a lot of them. 00:00:50
OK. All righty, guys. We're going to go ahead and get going again. 00:00:53
I somewhere I do. 00:01:02
Like underneath falling. 00:01:11
Oh, right here. No, April. 00:01:15
OK, so this was to leave it, so turn it. 00:01:16
Jake. 00:01:21
They also initiated and he seconded it. 00:01:24
So he wasn't here. 00:01:32
Sorry, that's terrible. 00:01:44
Yes, yes. All right. There we go. OK. 00:01:45
All righty. 00:01:49
Welcome out everybody. It is April 28th, 2026. We are going to continue our City Council meeting but. 00:01:50
When we did this. 00:01:58
Couple of cool things, OK? 00:02:00
I'm going to take a personal privilege. 00:02:03
I so my father. 00:02:05
Well, let me back up a little bit. I got a letter. 00:02:09
In the mail here. 00:02:12
My dad is a state senator. 00:02:14
And. 00:02:16
You sent me a letter. 00:02:17
I was with him all day-to-day. He'd even tell me about this. 00:02:19
But he asked so. 00:02:21
There was a. 00:02:24
This is a. 00:02:27
A concurrent resolution regarding religious freedom. 00:02:28
And he sent this out. 00:02:32
A DK He sent this out, did they? 00:02:35
I mean he sent this out all cities. 00:02:36
Asking that we recognize this. So the chief sponsor, this was Michael Peterson, Senate sponsor was Kevin J Stratton. 00:02:39
And basically we talks about is this resolution? 00:02:45
The general description is This resolution supports and encourages practices. 00:02:50
That exemplify religious freedom in public spaces. 00:02:54
Really cool, really cool stuff. There's a. 00:02:58
Bunch of. 00:03:01
Sponsors and Co sponsors and so forth on this. 00:03:02
We'll put this in the minute. 00:03:05
In the minute so you can read through it. 00:03:06
But umm. 00:03:08
Yeah, I just wanted to recognize that. 00:03:09
Something that we try to do. 00:03:12
We are men of faith, and we are. 00:03:14
Rely on our. 00:03:17
Creator every day. 00:03:18
To lead and guide the best we can in the city and we make mistakes and stub our toes and. 00:03:20
Say silly things, but. 00:03:24
We do our best. 00:03:26
So. 00:03:27
Yeah, if you read through this it would be great. 00:03:29
We we did the Pledge of Allegiance before, but we actually have the Coos. 00:03:32
An awesome guest here. 00:03:36
We got Zack. 00:03:38
Zach, what's your last name? 00:03:40
Zach Hall. So Zach Hall is a Boy Scout. 00:03:42
Right. And this is your grandpa, correct? 00:03:46
So cool. 00:03:48
And he is here to work on the citizenship in the community. 00:03:50
Right. 00:03:53
Merit badge and. 00:03:54
When I was. 00:03:55
About Zacks. 00:03:56
I worked on mine and I remember I went to Orem City Hall. 00:03:58
And my uncle, Jerry Washburn. 00:04:01
Was the mayor at the time and he made me say the Pledge of Allegiance. So, Zach, we're going to do the pledge. We've already said 00:04:04
the opening prayer in the pledge, which is great, but we're going to do the pledge again. Would you mind leading us in the Pledge 00:04:08
of Allegiance? 00:04:11
Awesome. Thanks, buddy. Come on up to the microphone. 00:04:16
Can I lower it a little? Yes. All right. 00:04:19
OK. 00:04:23
Jude, I just start, alright? 00:04:25
I pledge allegiance to the flag of the United States of America. 00:04:28
And to the Republic for which it stands. 00:04:33
One Nation. 00:04:36
Under God, indivisible, with liberty and justice for all. 00:04:37
Thank you. 00:04:42
All right, all right, Zach and. 00:04:43
Something that we do here in Vineyard is we give out a pin. 00:04:45
Of an American flag for anyone who does the Pledge of Allegiance. So you can put that grab a pin right there I think would look 00:04:49
great on your. 00:04:52
Right there, so. 00:04:57
Thank you buddy so much. 00:04:59
All righty. 00:05:02
So we went through. We're out of the closed session. We interviewed. 00:05:04
Some amazing candidates. 00:05:08
Got for city manager, got some good alignment there with council. 00:05:10
So let's go here. 00:05:14
Let's do here what we got here. So we've got budget update, purchase policy. 00:05:18
Let's jump into this. 00:05:25
Do you want to go, Jake? I mean, I wanted to make a comment. 00:05:28
All right, Jake hold the way he's been texting me all day. 00:05:31
All right, go ahead, Jake. 00:05:35
Mayor's not going to talk about himself. 00:05:37
And he's a politician. It's probably appropriate. But sometimes the most meaningful leadership is not found on the front page of 00:05:39
the newspaper. So I just wanted to say how. 00:05:44
He's quiet, he's steady, and he's served our community. 00:05:50
The mayor for the past. 00:05:53
Since January, has served in a role as. 00:05:54
The defunct and giving authority to be the city manager up until April and he's put his family aside. 00:05:58
He's put his business aside. 00:06:05
And. 00:06:07
I remember the The week before taking office, Zach and I were called into a meeting with. 00:06:08
Our human resources director at the time. 00:06:12
And during that meeting, we were briefed on some serious situations within the city. 00:06:15
And I just remember the mayor listening. 00:06:19
Talking. 00:06:22
And within a couple of days later. 00:06:23
Looking at the challenges within our organization. 00:06:26
He just called a couple days and said, hey, I feel like I just need to steady the ship. 00:06:29
And over the last 90 to whatever 120 days since then. 00:06:35
He has not been compensated as a city manager. 00:06:39
And that is an incredible. 00:06:43
Task he's. 00:06:46
He's faced and reorganized and reduced the budget. We're going to look through that of the total cost savings. 00:06:47
But to go through that. 00:06:54
And reorganize the city in such a way and and really restore. 00:06:56
Trust and competency in our city has been incredible. 00:07:01
And it's very strange that you would see a mayor take upon that role. 00:07:04
And then give that. 00:07:08
Power and authority back. 00:07:09
And I know we voted as a citizenry to have a different form of government in November of like. 00:07:11
Hey, the mayor will have a reduced role. 00:07:17
So it was kind of a. 00:07:20
An acute situation. 00:07:23
And I just want to, I just think that the citizens of vineyards should understand the great sacrifice I'm told that it's had on 00:07:25
your family. So I just wanted to publicly state that I think we could be more transparent of everything you've done. Thank you, 00:07:30
Jake, I appreciate that. It's been great. 00:07:35
It's been good to. 00:07:40
To work with the great staff we have and help out the best I can. So thank you so much. 00:07:42
All right, let's jump into. We're going to do public. 00:07:47
Comments, if that's alright. I know that Zach had a public comment he'd like to. 00:07:50
Should we scoot that? Do you want to scoot this back? Yeah, we, we kind of were sitting here when we're doing the interview, so 00:07:55
let's. 00:07:58
You want to scoot that back a little bit. 00:08:01
So we're going to jump into public comment. 00:08:04
Yeah, so. 00:08:10
Hey, Jake. 00:08:12
Could you grab? Did you grab the public comment sheet? 00:08:13
Just want to snag that while you're walking by, OK? 00:08:16
Awesome, so state your name. 00:08:18
Zachary Malkus Hall love it. Alrighty, so go ahead, we. 00:08:21
Go ahead, buddy. 00:08:26
Love to hear what you have to say. Thank you for coming. 00:08:27
OK. 00:08:30
Tom, about this. Oh yeah. 00:08:32
So in my neighborhood there is. 00:08:34
Two stop signs that you can't see. 00:08:36
And when we were and we took some pictures. Awesome. 00:08:40
When we were taking them, we saw three cars pass by without noticing them. 00:08:44
Oh my goodness, look at that. 00:08:52
That is a good catch. 00:08:54
Zachary, Zach, Where do you live? What neighborhood do you live in? The Gardens. 00:08:55
The gardens, OK. 00:08:59
Right there. 00:09:03
Right there. 00:09:07
OK. Well, you talked to you before you came in here. Yeah. 00:09:08
Oh, I talked to the. 00:09:12
Sheriff and. 00:09:14
Great, over there in the back. 00:09:19
What shown the pictures? 00:09:22
Yeah. 00:09:26
The where it is all the signs. 00:09:29
He wanted to. 00:09:39
All right, so I'm going to write this down right here. 00:09:42
You live on water. 00:09:44
No, you lose actually. 00:09:46
OK, but this is where it is. 00:09:48
Block 50 E. 00:09:50
And Water Lane. 00:09:52
OK. 00:09:56
Edenway. 00:09:58
What do you think we should do Zach with this? What are your thoughts, buddy? 00:10:00
I don't know. I think we should like clear them up so people can see them better. 00:10:04
And so people can be more careful and not run anybody over. 00:10:10
Love that. 00:10:15
We want a safe city, huh? 00:10:15
OK, awesome. 00:10:17
Thank you. Thank you. 00:10:18
And then twenty. It was 25. 00:10:21
North. 00:10:23
150 E Waterlane. 00:10:25
25 OK yeah, we got him right here. 00:10:28
My sister. So I had my brother and sister. 00:10:30
Actually, well, my. 00:10:32
Brother-in-law, my sister live. 00:10:34
I think I know which one you're talking about, so we'll look into it. Alright. You're awesome buddy. Sure. Appreciate you. 00:10:36
OK, Anything else you'd like to talk about? 00:10:42
Tell him that why he did this. 00:10:44
Oh, I did this because. 00:10:47
I feel like we should, yeah, have a safe city, a really safe city. 00:10:49
Appreciate it. 00:10:53
People like me, I guess. 00:10:56
For everybody. 00:10:59
For everybody. Love it, love it. 00:11:00
Please go ahead. 00:11:03
We saw three cars. 00:11:04
Just go right through. 00:11:07
Yeah. 00:11:08
On each one. 00:11:09
Because they didn't see it, OK. 00:11:11
And. 00:11:13
Yeah, for sure. 00:11:16
Thank you. 00:11:18
Thank you buddy. 00:11:19
We will look into that. 00:11:21
And thank you so much. 00:11:22
Thank you. 00:11:25
OK, we got Daria next. Come on up, Daria. 00:11:26
All right. 00:11:29
Daria Evans, Vineyard Villas resident. 00:11:44
I'd just like to. 00:11:49
Mentioned a few things. 00:11:51
First off. 00:11:52
I want to acknowledge David and Jane Pierce. 00:11:54
For their commitment to Vineyard. 00:11:58
Helping with Earth Day planting. 00:12:00
The outdated prescription drive that would just happen. 00:12:03
Being at the standout movie night. 00:12:06
Vineyard days in past years, all the things they are committed to the city. So I just wanted to acknowledge you for that. 00:12:09
Can I second that acknowledgement? Thank you. 00:12:17
You guys, they really, they really do go all out and they're very active in. 00:12:21
The religious community too, they helped out with a very. 00:12:27
Discovery. Family discovery. 00:12:31
Activity that we had. 00:12:34
A couple of housekeeping things. 00:12:37
On the agenda? 00:12:39
At the 4:00 agenda, I guess it will be here also on. 00:12:41
Well, it doesn't show. Oh yes, the purchase policy draft review. 00:12:48
And page 9. 00:12:52
On the policy 7212022. 00:12:55
You need to redline. 00:13:01
Pamela Spencer said he. 00:13:03
Recorder and Mayor Julie Fulmer's names out. 00:13:05
OK, OK. 00:13:08
Because they are no longer here with the city. 00:13:10
You see that? 00:13:16
All right. Was that from the it's on the agenda at 4:00 agenda. 00:13:19
Where it goes in the purchasing? 00:13:25
I know that. I know that when we did the attachments there was also. 00:13:28
The attachment of the previous. 00:13:31
Previously adopted. 00:13:35
Purchase Policy. 00:13:37
And so I think maybe that might have just included the resolution. 00:13:39
That. 00:13:42
Was part of the documentation in that but. 00:13:43
Yeah, well, I don't think their names should be attached to it. 00:13:45
That's what I'm just saying. You should get those out. 00:13:49
Thank you. Page 9 and then also. 00:13:51
On the city purchasing policy draft. 00:13:54
4.2026. 00:13:57
Under 2.40 point 11. 00:13:59
0 appeals and protests. 00:14:02
The first paragraph. 00:14:05
It says a reasonable time. 00:14:06
I think that should be defined before. 00:14:10
For the. 00:14:13
Appealer to appeal. 00:14:16
Denial or? 00:14:20
Whatever you want to call it. 00:14:22
Further project. 00:14:23
It just says a reasonable time. I think it should be defined. 00:14:25
To 30 days. 00:14:28
At the most. 00:14:30
And then that's up to you guys, but I. 00:14:32
Think a reasonable time they could extend that out and say oh. 00:14:35
You denied me. 00:14:38
And it's a year later. 00:14:39
And they want to try to appeal it. So I think that should be delineated. 00:14:41
And then also. 00:14:46
From the past. 00:14:49
Legislative Session. 00:14:51
I was listening to the work session Cash Hansi was talking about. 00:14:53
The Senate bill. 00:15:01
284. 00:15:04
House Bill 284. Excuse me. 00:15:06
I think you know it talks about the checklist. 00:15:10
And he was saying that that needs to be on. 00:15:13
It needs to be on the municipal website and also we should have something in ordinance or Planning Commission bylaws that talk 00:15:16
about how when a legislative body could reject a land use regulation. 00:15:23
To protect us from challenges or pressure from outside parties. 00:15:29
And then I have more, but I don't have enough time. 00:15:34
We have other. 00:15:37
Things about detached dwelling. 00:15:39
Accessory dwelling units detached and. 00:15:42
Internal ads. 00:15:46
You can't have both. You have one or the other. 00:15:48
And then also talking about. 00:15:51
The new. 00:15:55
Alcohol Bill. 00:15:57
It is. Let me find it here. 00:16:02
It says that. 00:16:07
Alcohol. 00:16:10
Can be. 00:16:12
Allowed within. 00:16:14
There it goes. 00:16:17
It's HB 597. 00:16:20
It gives a path for restaurants full service, limited service, beer only and hotels to be within 300 feet of libraries, 00:16:23
playgrounds and parks. 00:16:28
Our local government shall hold required public meetings with public comment at least 30 days prior to local consent. 00:16:34
Then they will send it over. 00:16:42
You will send it over to the. 00:16:44
Department of Alcohol Beverage. 00:16:46
Service service. 00:16:49
So I just want to make people aware of that. It's now within 300 feet. 00:16:52
And it is supposed to spur economic development. 00:16:56
And then I also have something on moderate income housing. 00:17:00
Plans but. 00:17:03
I'll leave that for another date. 00:17:04
So thank you very much. Thank you. Thank you, Daria. 00:17:06
OK, we got next the Cornelius. 00:17:09
Give my time to Dari. 00:17:13
Thank you, Karen Cornelius, I appreciate that. 00:17:19
Let's see. 00:17:23
You know those. 00:17:25
Those House bills? 00:17:26
I don't know. And then the pits, they're talking about the pits today on KSL. 00:17:28
And bonding. We're bonding. 00:17:33
Something that the federal government should be cleaning up, not. 00:17:35
Talking about these detached accessory dwelling units. 00:17:42
Does land use regulation permits DAD use on any land? 00:17:48
Lot or parcel that is over 11,000 square feet. 00:17:53
A single. 00:17:57
Family dwelling, if that SFD. 00:17:59
Is a permitted use on that lot or parcel. It does not prohibit A municipality from adopting a land use regulation that permits one 00:18:02
that is on a lot smaller than 11,000 square feet. 00:18:08
So I think. 00:18:14
If we don't want that to happen, I think we need to. 00:18:16
Have an ordinance. 00:18:21
So that we do not allow under 11,000 square feet. I don't know if we can do that. 00:18:22
Because it says. 00:18:28
We can't prohibit it. 00:18:30
But maybe. 00:18:32
We can do something, I'm not sure. 00:18:33
Also, let's see. 00:18:40
Some of them don't apply to us. They've. 00:18:46
Applied to. 00:18:48
Salt Lake County. 00:18:50
OK. Oh. 00:18:54
HB33 political sign amendments. 00:18:56
It requires cities. I don't know if you know this requires cities to allow property owners political signs to be placed on park 00:18:59
strips that abut their properties. We cannot regulate content. 00:19:04
Case study read versus Gilbert ruling. 00:19:11
So that's it for now. 00:19:15
Thank you, thank you, thank you. 00:19:17
You're awesome, Darda. Thank you. You're awesome. 00:19:19
Karen Kim. 00:19:24
Are you good? 00:19:25
OK, awesome. 00:19:26
All right. And then I got Isaac Packman. 00:19:27
Close enough. 00:19:33
Paxman, thank you. The next Yeah. 00:19:35
My name is Isaac Paxman. I'm here to introduce myself as someone who's running for Utah County Commissioner. 00:19:37
Know some of you from working with you in the past and and just wanted to share a little bit. 00:19:43
Hope you guys are up for a little story. 00:19:47
I was, let's see, about 19 and. 00:19:49
With a buddy and we were just heading somewhere and all of a sudden a beer bottle came flying at us from a car. 00:19:52
And my buddy said. 00:19:57
Hey, really loud. 00:19:58
Well. 00:20:00
These guys didn't like that. We said hey. 00:20:02
And came out and before I knew it, I'm getting pushed and and shoved. And then I got my first good solid punch to the face. I'd 00:20:04
always kind of wondered what that felt like. It's more shock than pain for me. 00:20:09
But you know, a couple more and then all of a sudden the guy comes out of the car with a beer bottle up over his head. 00:20:14
And I just remember him coming down on me and I went down. 00:20:19
And we struggled away, got towards my house and I could feel all this beer on me and we got to the light and it was. 00:20:23
It was blood. Actually, it was splattered blood. 00:20:29
Went to the ER. 00:20:33
Then decided I'd better just go to the police station and I recognized a couple of the guys so I reported them. And my parents 00:20:34
were divorced so it's just me as the oldest kid. 00:20:39
And lo and behold, these gang members are part of a gang. We're sitting out in front of my house. 00:20:45
And that was scary. 00:20:49
And then I get a call a couple days later saying we've got the guys. 00:20:52
Under the bridge where they normally would hang out. 00:20:55
Will you come? 00:20:57
Point out which ones you recognize. 00:20:59
And again, my dad lives long ways away and. 00:21:01
So got a neighbor's dad to go with me. 00:21:04
And. 00:21:06
Literally thought this was the end of my life but but was able to look at those guys and out of the seven or eight point out the 00:21:08
two or three I recognized. 00:21:12
One of them resisted arrest and broke a cop's arm. 00:21:16
And. 00:21:18
And I came away from that learning something that's been a life lesson. I think you've probably had, too. 00:21:19
We can do more than we think we can. I didn't think I had it in me to do something that I felt. 00:21:25
I literally felt I was. 00:21:30
Going to die because of my choice. 00:21:31
And. 00:21:34
Been offered other opportunities along the way. Been offered recently to be deputy mayor of Provo as some of you know. 00:21:35
And didn't know if I could do that. Didn't know when the mayor asked me go try to raise money to build an airport terminal. I 00:21:41
didn't know the first thing about that. 00:21:44
And I've talked with. 00:21:48
You know Senator Stratton about that, and remember the first senator I approached about it? 00:21:50
He said. Isaac, look at my arm. 00:21:55
The hair in my arm is standing up. 00:21:57
And this was just a vision out of thin air. We had a little warehouse with folding chairs, basically. 00:21:59
And lo and behold, I was tasked to raise 11,000,000. 00:22:04
And. 00:22:08
Were it over 200 million? 00:22:09
Federal. State. 00:22:11
County money every year would go up to the state and there'd be no money. 00:22:13
But lo and behold. 00:22:16
The end of the day, a little bit of money. 00:22:18
So anyway, people asked me if I would run for county commissioner and. 00:22:20
Didn't want to at first. I'm currently, by the way, working as an assistant Attorney General. Great job. 00:22:24
Love to just do that and retire from it, but enough people came over and talked to me that we decided. 00:22:29
We would like to do this and so I'm running for this. 00:22:35
I hope you'll talk to others who've worked with me, if you haven't worked with me much. 00:22:38
Got great support from a lot of people who've just seen that. 00:22:43
I may not be charismatic. I may not be a miracle worker. 00:22:46
I'm a hard worker. 00:22:50
I'm respectful. 00:22:51
I have done the job basically. I've been over departments, I've had departments, directors reporting to me. I've had to go work at 00:22:53
the legislature and get things done. I think a lot of what a county commissioner needs to do. 00:22:58
I've actually kind of done on a full time basis for the last eight years and would be honored to have any support. I'll give you 00:23:04
my phone number. You can text me anytime now or if should I? 00:23:08
Be privileged to serve. 00:23:14
Please do that then too. It's 801. 00:23:15
921. 00:23:18
0428 I'd be happy to talk to any of you about this. 00:23:20
Say it again, 801. 00:23:23
921. 00:23:25
0428. 00:23:27
Thanks for your time. Thanks for your service. 00:23:29
And I'll leave it at that. 00:23:31
Thank you, Isaac. 00:23:33
Appreciate you. 00:23:33
OK, all righty. That is all. 00:23:35
David would. Yeah. Come on up, Sir. 00:23:39
Thank you for those kind words. 00:23:43
Give me David Pierce, Cascade neighborhood. 00:23:46
I just want to give you a report on last night's activities and how it went, providing your. 00:23:48
But I want to talk about. 00:23:54
To other events we had prior to this, I just want to give you. 00:23:57
A quick synopsis. We had a. 00:24:01
Teen Talk Night sponsored by Vineyard Cares. 00:24:03
We had almost 80. 00:24:06
80 kids. 00:24:08
And parents attend that event. 00:24:10
The kids were at. 00:24:13
Able to ask. 00:24:14
Number of questions anonymously. 00:24:15
And in Persian of a panel of psychologists. 00:24:18
Therapist and counselors. 00:24:22
85%. 00:24:27
Of the reviews for that were extremely positive and they'd like to run that event again. 00:24:30
Mentioned the drug. 00:24:38
Take back Vineyard cares in. 00:24:40
Partnership with. 00:24:42
Chief Deputy. 00:24:45
Rockwell's. 00:24:48
Vineyard Division. 00:24:49
This. 00:24:51
Is a pill. 00:24:53
We collected. 00:24:56
85. 00:24:57
Towns of things like this. 00:24:58
And related items. 00:25:01
That are no longer sitting. 00:25:03
In medicine cabinets that are accept. 00:25:05
Accessible to youth. 00:25:09
And no longer. 00:25:11
Have the possibility. 00:25:13
Of being on this street. 00:25:14
Last night event. 00:25:17
We had over 230 participants. 00:25:19
For the standout movie. 00:25:23
We are still tabulating the. 00:25:25
Reviews from that we've got most of them already tabulated. 00:25:28
100%. 00:25:32
Said they have a better understanding. 00:25:34
Of what resiliency is. 00:25:37
And what it looks like. 00:25:40
In people's lives. 00:25:41
We have. 00:25:43
95. 00:25:44
Percent set. 00:25:46
We want to do something like this again. 00:25:47
And we had 83%. 00:25:50
Say they are very. 00:25:52
Probably they would be. 00:25:55
Barry probably probable to go to other Vineyard Cares events. 00:25:58
So I just want. 00:26:03
To report that to you. 00:26:05
Thank you. 00:26:06
Thank you. 00:26:07
I heard a lot of good things about the event last night as well. Sure, appreciate that. 00:26:09
So, Mayor, my wife and I had a chance to attend. It was very well organized and very well done. It was just. 00:26:14
A marvelous event. 00:26:19
So we owe appears is a great deal. Thanks for that. 00:26:21
Great. All right. I'm going to jump to some recognitions now. 00:26:24
And some awards. 00:26:29
That we have. 00:26:32
I'm the first. 00:26:33
The first recognition I have, I'll start here with cash. 00:26:35
Cash Handsy. 00:26:38
He has taken a position with a different city and it. 00:26:42
Moving his career forward and they're super excited for him and. 00:26:46
What he has going on for him and. 00:26:49
So we have a plaque here. I'll just kind of read this, it says in recognition of over five years of service for Vineyard City. 00:26:51
Your commitment and contributions have been made the last impact on our community. 00:26:58
We thank you for your service and wish you continued success and all your future endeavors. 00:27:01
Mayor and City Council so wish Cash all the best. We'll get this to him. 00:27:05
Another I got another proclamation here and this is. 00:27:10
Let's see here. 00:27:15
And this is in recognition of our. 00:27:19
Our HR manager. 00:27:22
Jake, Councilman. 00:27:24
Touch lightly. 00:27:26
When we came in. 00:27:27
We had a. 00:27:28
We've had so many good people, staff that just helped us get settled in. And I'd have to say that Stephanie Meacham, she, she 00:27:29
played such a key part in that. 00:27:33
With the new council. 00:27:37
She took another She. 00:27:39
She she came to us from the private sector. 00:27:42
She she came on with Vineyard, I believe back in October, November time from sorry, just before us. We've got seated and. 00:27:44
She got lured away. 00:27:51
To take a. 00:27:53
Amazing job. 00:27:55
Back east and. 00:27:57
Wish her all the success in the world. 00:27:58
But we have this proclamation. 00:28:01
Just recognizing her. 00:28:05
For her service to the city in the short time that she was here. 00:28:06
And I think that. 00:28:09
One thing that I. 00:28:10
A good example for her is that it's not necessarily. 00:28:13
Per SE about the tenure of time, but the impact you make while you're here and she did such an amazing job. So we have this for 00:28:16
her. 00:28:20
We'll get this sent over to her as well. 00:28:23
The last let's see, I got a few more here. 00:28:26
OK, I'm going to tell another quick story too. 00:28:31
I get a text. 00:28:35
I received a text message. Was it from? 00:28:36
I'll tell the story. 00:28:39
I received a text message, I believe it was from. 00:28:40
One of the hold aways or someone who lived. 00:28:42
Down South of town. 00:28:44
And. 00:28:46
It was a pretty, pretty serious water break, to say the least. It was me. 00:28:47
It was Jake. 00:28:52
OK, said hey. 00:28:53
Heads up. 00:28:55
And. 00:28:57
You know, I get these things from time to time. 00:28:59
Sometimes I receive stuff that we got to deal with withholding and all these things. 00:29:02
I sent that over. I texted over quickly to the Seam and to the team and. 00:29:08
He responded. He said Yep, we're on it right away on our way. 00:29:12
I I work in landscaping. I'm a contractor and one thing that just blows my mind is the the power of water. 00:29:17
And a. 00:29:23
Broken pipe, how much damage it can do. 00:29:24
So fast. 00:29:26
And. 00:29:28
And this right here is just a recognition. 00:29:30
For a few individuals on the public work team. 00:29:33
I'm going to kind of read through what Chris Jackson first. 00:29:36
We recognize him. He's our wastewater crew lead for earning his versus grade force. 00:29:39
Wastewater operation certification, the highest level in Utah. 00:29:45
On this certification or flex advanced expertise in wastewater treatment, regulatory compliance system operations and qualifies 00:29:49
him to oversee complex systems. 00:29:53
And responsible charge. 00:29:58
There are so many things that go on in the city, running the city and. 00:30:02
You don't really think about it, you know, and. 00:30:07
This is one of those jobs. And Chris, you know. 00:30:10
Thank you so much for all that you do. 00:30:13
Since 20, Since joining the City 23, Chris has been dependable. 00:30:16
Leader committed to maintaining safe, efficient wastewater services. 00:30:19
Continues to contribute the community uniquely. What? 00:30:23
Unique way bringing choice of the residents each. 00:30:25
You're a Santa Claus city events I didn't know that you are the. 00:30:28
The Santa Claus. That's awesome. 00:30:31
So and we congratulate him on this outstanding achievement. 00:30:33
And then? 00:30:37
Like I was talking about before, just the amazing. 00:30:37
Just the amazing public works team that we have, Special recognition given to Chris Thomas, Clinton Roundy. 00:30:40
Chris Jackson, Tyson. 00:30:46
And Tony Denda for their leadership and the hands-on effort during this response they. 00:30:48
Got on it so quick. 00:30:53
Cut that water. 00:30:54
Fixed and. 00:30:56
Patched and it was just great. And it's interesting too. I've heard from quite a few of the residents. 00:30:57
They said hey. 00:31:03
Public Works is amazing. They've got that done so fast down there, they saw it. 00:31:04
You guys are great. So I truly appreciate that. So thank you. Thank you. 00:31:08
Let's give a round of applause. You know what? Let's do that. 00:31:14
Thank you. 00:31:18
Can we get pictures, Mayor? 00:31:21
Yeah, let's do it. 00:31:22
Let's let's come on up, let's get some pictures. 00:31:23
Come on. 00:31:25
That'd be great. 00:31:27
They're all good. 00:31:43
With his father. 00:31:47
What's your father's name? 00:31:48
Nathan. 00:31:49
Oh, no way. 00:31:50
OK, hang on. 00:31:57
Oh, you're fine. 00:32:01
OK. Thanks guys. 00:32:10
Appreciate it. 00:32:14
You don't you just telling us that, well, I don't enjoy council meetings. 00:32:22
I enjoy being in Vineyard. You guys don't have to lie. 00:32:27
All righty. 00:32:43
OK, so let me just mark this off. 00:32:46
Yes. 00:32:51
Yes, Sir. 00:32:52
Come on buddy. 00:32:54
Yeah. 00:32:55
Absolutely, but. 00:32:59
I object so much. 00:33:01
I object. 00:33:03
Zach, you're great. 00:33:04
We'll get those trees look at get dire, but we want to make sure that the gardens is safe. So thanks buddy. 00:33:05
You got to finish something you started, so thanks buddy. 00:33:12
You have a great name. 00:33:16
OK, Can I leave there? No. 00:33:18
What are you teaching this generation? 00:33:21
OK, we are going to do. We are going to now jump down to the. 00:33:23
We're going to have a public hearing for some changes of the consolidated fee schedule. 00:33:27
Would anybody? 00:33:32
Do we need to? 00:33:34
Going to do need a. 00:33:35
To just go into a public hearing. 00:33:36
You know, honestly it's been so back and forth lately. I've heard that you can do 1. 00:33:38
Enter into a public hearing and then I've also heard. 00:33:43
So I would see dealers choice. Let's let's let's vote to enter into a public hearing. Let's just do that movie. 00:33:47
Be officially here I move that we. 00:33:53
Movement we enter a public. 00:33:57
2nd. 00:33:59
Awesome. All in favor. 00:34:00
Aye, aye, OK. Motion passes. 00:34:01
OK. Do we have any wishing to speak on the consolidated fee schedule? 00:34:04
OK, great. 00:34:11
Let me just read out loud kind of what we are voting on. 00:34:12
We're going to reduce some fees. 00:34:16
Adult soccer. 00:34:18
We're going to change the price from $500 to $450 per team. 00:34:21
Flag football. 00:34:25
From $80.00 to $65 for the individual. 00:34:27
Youth soccer. 00:34:30
It used to be $100 flat fee. 00:34:32
But we're going to change that up ages 3 to 5500. 00:34:35
K through 465 bucks 5550. 00:34:38
Hold on, am I reading this right? 00:34:43
You know through age 3 to 5 is $55, right? 00:34:45
Individual for the individual. 00:34:49
K through 4 is 65. 00:34:51
For the individual. 00:34:54
5th and 6th grade. 00:34:55
$70. 00:34:57
7th and 9th. 00:34:59
Something 9th grade is 75 bucks. 00:35:00
Yeah, Did I get that right? 00:35:02
Yeah, sorry guys, I went to ORM High. I did not graduate from the beloved Mountain View. 00:35:04
So. 00:35:10
Let's jump here. We're going to remove the cleaning deposit for park pavilions and field reservations. 00:35:11
Adding fees we're going to we are starting up a phishing program for. 00:35:18
And we're going to charge dollars for that. 00:35:21
For the individual. 00:35:23
The library Conference room rental, $10 per hour for resident and $20. 00:35:24
Per hour for non resident. 00:35:28
Field and facility cleaning fee $50. 00:35:30
Field Facility. 00:35:34
Equipment damage fee up to the market. 00:35:35
Value of their placement cost. 00:35:38
Car show participant. 00:35:40
$10. 00:35:41
Motorized parade persist. 00:35:42
Participant businesses are $100. 00:35:44
Nonprofits are 50. 00:35:47
Schools are 25. 00:35:48
And then $25 for the community garden plot. 00:35:50
And then annual fee for non resident Vineyard library card. 00:35:54
$40. 00:35:57
OK. Did we get that right, Brian? 00:35:59
OK. Questions for Brian. 00:36:02
Questions. 00:36:04
Pretty straightforward. 00:36:05
OK. Well, Brian, can you walk through the fishery program, is that? 00:36:07
Just fishing out the carp or yeah, yeah, so. 00:36:12
The Department of Natural Resources has. 00:36:18
Stocked fish in the. 00:36:21
Pond at Penny Springs Park and they'll be doing that occasionally. 00:36:24
And so with that. 00:36:28
We'll be offering you. 00:36:30
Fishery program in the fall. 00:36:32
Which essentially will allow kids to learn how to fish. 00:36:35
And there'll just be a bunch of rainbow trout. 00:36:39
In there. 00:36:43
Happy to go into any other detail. Sorry, been stopped, yeah. 00:36:45
It's already been stocked. Nice. 00:36:49
Are the goldfish eating all the rainbow trout? 00:36:51
Hopefully not. Hopefully not TBD. 00:36:55
I will, this is the report I've gotten. 00:36:58
From the fish the the penny shooting pond. 00:37:00
My son went well, went with all of his buddies. 00:37:02
My son. 00:37:05
Caught a bunch of fish. 00:37:06
And his buddies claimed he didn't catch 5 fish. He caught the same fish five times. 00:37:07
So I don't know. 00:37:12
But it's it's a good place seeing a lot of activity. 00:37:14
People fish and it's fun to see. 00:37:17
OK, alrighty, I will take a motion on. 00:37:19
This consolidated fee schedule. 00:37:23
Do you want a motion to leave? 00:37:29
Oh, do we need to leave? Yeah. 00:37:31
Let's yes, let's. 00:37:32
Yeah, let's motion. I will take a motion to leave the public hearing. 00:37:33
So moved. 00:37:39
2nd. 00:37:40
Second, all in favor? 00:37:41
Aye, aye. 00:37:44
Motion passes. 00:37:46
All righty, let's jump down to the consolidated fee schedule. 00:37:47
I will take a motion on the consolidated fee schedule. 00:37:53
Do we have some discussion first? 00:37:57
Yeah, if you. 00:37:59
Please go ahead. 00:38:00
I just had a quick question and it looks like we're getting rid of like. 00:38:03
All the deposits. 00:38:06
Are we at all concerned about? 00:38:07
Thanksgiving returned and. 00:38:10
He maintained a definition. What's kind of the. 00:38:12
Justification there. 00:38:17
When you say removing all the deposits, what do you mean the only one that? 00:38:18
Is on here is the removing the cleaning deposit for the park pavilion and field reservation, but then that's. 00:38:22
Essentially adjusted in the. 00:38:28
Field and facility cleaning, is that correct? 00:38:30
I can jump in on that. 00:38:33
Please pick a ball. 00:38:34
Sorry, yeah. 00:38:37
The pickleball 1. So is there just no. 00:38:39
Refundable. 00:38:41
There's no refundable things. 00:38:43
Correct. Yeah. So essentially with any reservation there will be a fee that. 00:38:46
The individual will need to. 00:38:52
Pay. 00:38:54
We go through a lot of. 00:38:56
Data just we have to go in manually and reimburse people with every. 00:39:00
Pavilion or field reservation that they make. 00:39:05
Which adds up in time when. 00:39:08
We've had. 00:39:10
Over 200 pavilion reservations. 00:39:11
Where we've only had one issue in the past like 5 years where? 00:39:14
We haven't allowed for a refund to be granted and so we kind of felt like. 00:39:17
From a staffing side, it would save us a lot of time. 00:39:22
And then I consulted with our city attorney for approval and he was OK with that. But. 00:39:26
If you have further concerns with that, I'm happy to. 00:39:32
Hear you out. 00:39:34
Yeah. No, I just wanted to. 00:39:38
Just as we change this if, we can just keep an eye on the extended condition things are being returned in. 00:39:39
Where there's. 00:39:46
You know, previously there was some incentive to taking things in good order. 00:39:47
I just want to make sure we're not. 00:39:50
This incident advising people to return things in the order by. 00:39:53
So if we need to look. 00:39:59
We're seeing like additional word because of that. 00:40:00
It might be good to look at. 00:40:03
Service that could provide those. 00:40:05
Security. 00:40:08
Easier and also. 00:40:09
Less expense where most of the time things are getting returned. 00:40:10
So. 00:40:15
Keep an eye on it today, but. 00:40:16
Sounds good one one last note I'll add to there is. 00:40:20
We're not planning to rent out any pickleball debts moving forward. 00:40:23
Just so that we can. 00:40:28
Make sure that we're maintaining those with. 00:40:29
Our programs. 00:40:32
And so that's to kind of help compensate for that is we're just removing that potential service. 00:40:34
OK, great. 00:40:43
Any other discussion regarding the consolidated fee schedule? 00:40:44
OK, hearing none, let's I call for a vote on this. Can I get a motion? 00:40:50
Go ahead. 00:40:58
We've got like a. 00:41:01
I'm glad we're. 00:41:07
Are we concerned about that? 00:41:12
At all, obviously. 00:41:14
Staff time, you know when you look at. 00:41:16
Kind of total. 00:41:19
Total cost of the city versus. 00:41:20
You know you're factoring salary and benefits and the. 00:41:22
Opportunity cost of you know, needing staff to go into overtime potentially if they are. 00:41:26
Being needed on multiple. 00:41:31
Other events didn't want to. 00:41:33
Look at that fee all to make sure we're recouping our. 00:41:35
Work. 00:41:38
Some papers and of the document. 00:41:43
I'm under the impression, Ezra, that. 00:41:45
This is kind of just on par with some of the other standards that cities in Utah County have implemented already. 00:41:48
Is that something that you? 00:41:56
Are able to see in your county position. 00:41:58
Or. 00:42:00
Now it's not something I've looked at, OK? 00:42:04
The only thing I'm really. 00:42:07
Familiar with the share of time and and now we've had to. 00:42:08
Do you want to answer that, Brian? Thank you. So with that one, Ezra? 00:42:19
Or Councilmember an air. 00:42:23
I would just say I'm happy to look into that further if you want. That one in particular actually is not getting passed tonight. 00:42:26
That one will be on the agenda for the next. 00:42:34
Council meeting that specific item so we have time to go through and. 00:42:37
Verify that. 00:42:42
If you would like. 00:42:43
We just kept that just as what it was. 00:42:45
We didn't do a whole analysis into that specific item. 00:42:47
That's fine, and I'm. 00:42:53
Make it a little simpler. 00:42:56
Just another one to potentially. 00:42:58
OK, go. 00:43:03
OK. Any other discussion? 00:43:06
Counsel. 00:43:09
All righty, let's go ahead and. 00:43:14
I will take a motion on this. 00:43:17
I move to approve the consolidated. 00:43:20
As presented. 00:43:23
Awesome. Umm. 00:43:24
Do I have a second? 00:43:25
2nd umm. 00:43:26
Great, let's do roll call on this. 00:43:27
Ezra. 00:43:29
Aye, Parker, aye. 00:43:31
Jake I. Jacob I. David I. 00:43:34
OK. The consolidated fee schedule passes. 00:43:37
OK, let's jump now to the work session. 00:43:42
Item budget updates. I'm going to turn the time over to Evan. 00:43:48
We snagged that microphone. 00:43:53
And let's kind of just walk through this and. 00:43:56
Talk about. Thank you, Sir. 00:44:00
Our department heads have been working. 00:44:06
Hard on the the budget. 00:44:09
And we're close to finalizing that. 00:44:11
And are planning to send a copy of that out to the council tomorrow night. 00:44:14
OK, that's the plan by tomorrow evening. 00:44:18
We'll see what else comes up. 00:44:21
Then the the next. 00:44:24
Timeline. 00:44:29
Milestones that we end up hitting. 00:44:30
Is that we need to finalize or sorry, we need to adopt A tentative budget on May 12th. 00:44:33
And then adopt the. 00:44:39
Finalized budget by the end of June and that's scheduled. 00:44:42
For June 23rd. 00:44:45
That that voting session. 00:44:46
So we should be able to send those out and allow the Council to review. 00:44:49
And then we get into. 00:44:54
Looking at that tentative approval on. 00:44:55
Second week of May. 00:44:57
Great. 00:44:59
Awesome. 00:45:01
Questions. Comments. Parker, do you even? 00:45:04
Working real hard on this as well. 00:45:06
Anything like to add to this? 00:45:09
I apologize Evan, I have not been in touch super hard with. 00:45:11
Family health concerns and stuff. 00:45:15
But. 00:45:17
Are we? I mean, it sounds like we're still on track from our last meeting. 00:45:18
Was there any concerns or help that you need from the Council to? 00:45:22
Facilitate further. 00:45:25
Thank you. I think that we're tracking OK. 00:45:28
You know, umm. 00:45:30
I mean, we got a late start. 00:45:32
With me coming on late. 00:45:33
In the in the. 00:45:35
Season budgeting season, that is, but. 00:45:37
I think we're doing OK. We've got some. 00:45:40
Some new people to the budgeting process, but also some very seasoned people and and that's, that's helped quite a bit to move 00:45:42
things along so. 00:45:46
Yeah, I think we're tracking OK. 00:45:50
OK, great. Thank you. 00:45:52
I would just say thank you for stepping in and, and, and all the department heads and everything and. 00:45:55
In a in a way of transparency, I know. 00:46:01
Parker and the large number of on the council is. 00:46:03
Really excited about the cost savings and. 00:46:08
And the direction that Parker's taking a leading role in helping that as well, so. 00:46:11
Yeah, I'm excited. 00:46:17
I would just express that. 00:46:19
I I just agree with the overall sentiment of cutting. 00:46:22
And. 00:46:25
Where we can. I appreciate that. I've heard that apart. I've heard really good things from the department heads as well. They've 00:46:27
found different things and been very helpful as well, right. 00:46:31
So awesome yeah, they have the the department heads have been really good and and they've. 00:46:36
Taken that guidance to heart and are looking at. 00:46:41
Ways they can reduce spending. 00:46:43
Thank you. Great. 00:46:46
Great. 00:46:48
Any other questions, comments on this? 00:46:50
OK. Sorry you guys have a handout or something that I'm not saying? 00:46:56
No, we're getting it tomorrow night, right? 00:47:01
Yeah, no, there's not a handout right now. The. 00:47:03
Yeah, we'll be sending that out as. 00:47:06
As soon as we can. The plan is by tomorrow. 00:47:08
We're just finalizing some. 00:47:11
Some last bits on it. 00:47:13
How would how would Council like to deliberate this this budget once it once it gets out there? 00:47:14
Take time to digest it I assume and kind of go through that. So in line with what are your thoughts on on kind of working through 00:47:21
this budget? What would you like to see if you recall previously in the? 00:47:26
Year I shared kind of some. 00:47:31
Gates. 00:47:33
That I thought were good targets for us to hit to make sure that we were covering everything. 00:47:35
And we've amended that. 00:47:39
I think pretty thoroughly at this point. 00:47:40
In line with. 00:47:43
What Evan just presented. 00:47:45
Will if we get it, you know, this week. 00:47:48
We have time to. 00:47:50
Internally deliberate. 00:47:52
Collect feedback, talk to department heads, ask questions. 00:47:54
Until May 12th. 00:47:58
And then May 12th. 00:48:00
Would be I think. 00:48:01
An appropriate time for us to. 00:48:02
Bring everything. 00:48:04
Publicly in a meeting like this. 00:48:06
Collect citizen feedback. 00:48:09
And then? 00:48:14
That's a tentative. 00:48:15
Adoption and approval, I mean, it's still a draft period, so we can still make corrections. 00:48:16
Collect feedback and then we have a month and 1/2 from that date to. 00:48:21
Do a final adoption. 00:48:27
So I think that this is a pretty good. 00:48:29
Timeline and pace for us right now to do a good, thorough internal look. 00:48:32
And then still collect resident feedback. 00:48:36
Data before before we go. 00:48:40
Before the June 26th, OK. 00:48:43
Great. 00:48:45
All right, any other comments? 00:48:47
About that. 00:48:48
Yes. So the document tomorrow, just to clarify. 00:48:52
A couple of weeks ago I was hoping to get like a. 00:48:56
A snapshot of around the current budget cycle. 00:49:00
How we're trending. 00:49:03
Where we we spend, we've obviously had some. 00:49:04
Unanticipated one time expenditures this year. 00:49:07
Will that also be included? 00:49:10
In that that document that we get tomorrow. 00:49:12
As well as what is. 00:49:16
Sounds like we're looking forward to the 27 budget and. 00:49:17
Kind of putting all those. 00:49:20
Those requests and ask together. 00:49:21
I was like 1. 00:49:23
To get kind of the snaps on where we're at. 00:49:24
Based on the. 00:49:26
The next the next meeting item on. 00:49:28
You know, hiring additional people and. 00:49:30
OK. Now what I've been addressing is the coming year budget. 00:49:34
So, yeah, if there are additional questions on that. 00:49:38
We can. We can get to those after we. 00:49:41
Cut this. 00:49:44
This draft. 00:49:46
I guess I just need a list of what those are, what those requirement requests are. 00:49:47
I apologize. 00:49:54
Because I don't know the appropriate. 00:49:55
Governments turn. 00:49:58
Perhaps, but. 00:50:00
I think. 00:50:01
What Councilman Nair is asking for is would just be like a year to date profit and loss. 00:50:03
Is that something that? 00:50:08
Could be easily printed in the next week or so. 00:50:09
I know a P&L isn't the actual thing, but just to look at what the expenditures were in line with the. 00:50:14
Budget that we currently have. 00:50:19
And it doesn't need to be, I don't think, line by line, just. 00:50:21
A dollar amount so. 00:50:23
That actually helps, I think, with our deliberation a little bit when we can look at. 00:50:25
What the percentage is that we've spent versus? 00:50:29
What are we projecting moving forward? 00:50:31
Yeah, we can. We can provide that. 00:50:34
I'd like to scrub it a little bit harder, but we can I can just give what's in the system right now. 00:50:38
But I would like to. 00:50:44
Ideally I'd like to add a forecast to it. 00:50:45
So kind of that year to date. 00:50:49
Snapshot as well as. 00:50:51
Projecting, you know, there's plenty of expenses that we know are already encumbered. 00:50:52
Including those. 00:50:57
Rather than just saying. 00:50:58
Now here's the. 00:51:00
We spent today on the. 00:51:03
Budget is, but also. 00:51:04
Projecting out, OK, we know we're going to pay the salaries at the end of the year. 00:51:05
Or we know that we have this large expenditure coming up. 00:51:09
Hasn't been painted all yet. 00:51:12
As. 00:51:13
Ezra, I would. 00:51:16
Argue or recommend? 00:51:17
You if you take that. 00:51:19
Essentially. 00:51:21
Balance sheet of profit and loss. You can compare it to the. 00:51:22
Budget that we've already. 00:51:26
Adopted or amended? 00:51:28
In the previous meetings. 00:51:30
And just see where we're at. 00:51:32
Well, I guess my advocacy is let's not overburden staff when they're already very burdened. 00:51:36
And we can take some ownership to do that research. 00:51:40
I'll just need to know. 00:51:46
Like there's gonna be some. 00:51:47
Purchases on there for example. 00:51:49
If there's like a. 00:51:51
A separation agreement that hasn't been paid out yet. 00:51:53
That that snapshot might not necessarily. 00:51:57
Necessarily show us that, even though we know it's coming. 00:51:59
Well, those. 00:52:05
Yeah, those severance agreements were included in our last work. 00:52:08
Amended budget. 00:52:12
Yeah, we can work through that, Evan and I, I think that we can. 00:52:13
Give some notes. 00:52:17
Yeah, I don't think there are none on that specifically, but maybe some other stuff that we can just chat through and. 00:52:18
Make sure. 00:52:25
Just between now and then, yeah. 00:52:25
You know if they're. 00:52:31
Is that percentage we are a year to date? 00:52:35
Have a snapshot point. 00:52:37
Is that including? 00:52:39
You don't plan on spending. 00:52:41
OK. 00:52:43
OK. Any other comments, questions on this? 00:52:47
OK, all righty hearing none, let's move to 5.2. 00:52:51
I was going to say 1 real quick. 00:52:55
Sure, please. 00:52:56
Did you? 00:52:58
Solve your issue with the staff issue. 00:52:58
I never heard back. 00:53:01
There's been with the the hiring, yeah. 00:53:04
No. So we're we're handicapped a bit. 00:53:07
OK, that's what I was gonna say, Treasurer, Right. And and tried to absorb those duties. 00:53:09
Now we've got the accountant leaving and we just have two other part time accountants, so. 00:53:14
We're working on that. We've got an offer out. 00:53:19
On an accountant, but. 00:53:21
It will take a little bit of time to get. 00:53:23
Get them situated. 00:53:25
And. 00:53:27
Hopefully transition a little bit of that knowledge that we're losing. 00:53:28
So get out of your hair and let you work and get done. 00:53:31
That's what I wanted to put contact. We're having fun. We're having fun in that. 00:53:34
Keep out of your hair. We'll let you work through signal. Hard work, Evan. 00:53:38
OK. 00:53:44
Let's jump down to the purchasing policy. 00:53:45
The draft review. 00:53:47
How do we want to, how do we want to tackle this council? Do we have? 00:53:52
Do you have a copy of? I didn't even see it online. 00:53:59
It's I see online right now. 00:54:01
Is it online? Yeah, yeah. 00:54:03
OK, I'll download it. Yep, draft. 00:54:05
Reverend. 00:54:07
So we had a couple things from Daria that we'll need to adjust on the red lines. 00:54:11
Umm. 00:54:15
Is Jesse here? 00:54:19
So, Jesse? 00:54:22
Is. 00:54:24
Called in sick today. 00:54:25
OK, sounds good. 00:54:27
All right, he helped distract us. This right? 00:54:29
Yeah. David, DK, you want to kind of walk us through this kind of how do we come to this? 00:54:32
Process so. 00:54:37
What the the genesis of this is a. 00:54:39
Our good recorder. 00:54:43
Our great record. 00:54:44
She tracked down. 00:54:47
Three different purchase policies from three different cities. 00:54:49
Heber North. 00:54:55
What was it, North? 00:54:57
Anyway, three different cities we took. 00:54:59
Three different purchase policies. We we read through them, digested them. 00:55:01
Pick them apart. 00:55:05
Our assistant city recorder was also. 00:55:08
Very helpful in drafting the final. 00:55:11
Result but. 00:55:15
After we were done, it was sent. 00:55:16
To Jesse. 00:55:19
And to staff for review. 00:55:21
OK. 00:55:27
Can I ask the staff that's here if? 00:55:31
They have any concerns or comments that they wanted to share? 00:55:33
Or any major adjustments like highlighting? 00:55:38
Was anything we found out of it? 00:55:41
No, no. 00:55:43
OK. 00:55:47
Yes, if you just want to adjust. 00:55:48
Dari suggestion what was it was? 00:55:51
2.40 point. 00:55:54
110 appeals in protest. You just want to put a fine. 00:55:56
Number on. 00:55:59
The appeals instead of having. 00:56:03
What's the language right here? 00:56:05
Yeah, instead of having. 00:56:09
Within a reasonable time. 00:56:10
Having it defined by. 00:56:12
30 days instead. 00:56:14
I assume that's a standard. 00:56:17
Time frame anyway. 00:56:19
Sounds reasonable. 00:56:22
OK. Anything else? 00:56:25
Anything else, Council? 00:56:27
Thank you. OK. 00:56:31
Great. Good work on that. We will. 00:56:32
The work session. So we'll vote. Yep. So we will vote on that next time around. 00:56:35
OK, let's move down to the consent items. 00:56:39
We've got a bunch of them here that are just City Council meeting. 00:56:42
Minutes haven't done this for a minute so. 00:56:46
And then 8.5 is the update to the concession code. 00:56:50
So do I have any? 00:56:54
Does anyone oppose any of the consent items? We want to peel them off. 00:56:55
OK, I would make a public comment. I like the changes to the. 00:57:01
Concession code. I don't know if Brian wants to mention anything. 00:57:06
No, OK. 00:57:09
I mean, yeah, go ahead, brother. 00:57:12
Right. Yeah. So just essentially it's. 00:57:13
I am so sorry. 00:57:16
It's essentially just changing the concessionaires needing to pay fees seasonally instead of monthly. 00:57:19
So just easier on the. 00:57:25
Maintenance side and then also allowing for two food trucks on. 00:57:27
The weekends instead of 1. 00:57:32
Given that one of those 2 are selling mainly desserts. 00:57:34
We need more dessert options. 00:57:39
Yes, we do. 00:57:41
OK, great. That's what I saw. I was like, great. 00:57:43
All righty, I will. 00:57:46
Let's take a motion. 00:57:48
I move to approve consent items as presented 8.18.28.38.4 and 8.5. 00:57:51
Do I have a second? 00:57:58
All in the favor. 00:58:01
Aye. 00:58:02
All right. 00:58:03
Passes. 00:58:04
OK. All righty. And we did the consolidated fee schedule, we already voted on that, right? 00:58:06
Yep, we did OK. 00:58:12
All righty, let us let's adjourn the City Council meeting and then move to the RDA meeting. 00:58:13
So. 00:58:19
And if it's OK, I just need like 2 minutes to switch over the feeds OK? 00:58:20
Sorry real quick, can I can I just make a point of clarification please? 00:58:25
So it looks like on the agenda and mostly for for Darius. 00:58:30
So we have. 00:58:36
It's a little confusing because we have the. 00:58:37
Which is the older version of the policy. 00:58:40
It's not actually. The red lines are not what's being proposed. 00:58:43
The red line version of the purchasing policy is the old policy that we got. 00:58:47
And then we are. 00:58:52
The new policy that's being adopted? 00:58:53
Starts on page. 00:58:56
53 of the agenda packet. 00:58:57
And so that's why. 00:59:00
I think those appeals are. 00:59:06
There's there's nothing about appeals that I'm seeing. 00:59:09
So I think we're, I think we're good. 00:59:13
Tony, do I have that right? 00:59:20
Did you want to say no? I think that the new the new draft. 00:59:24
Does have the section is 2.40. 00:59:28
.110 as appeals and protest. 00:59:31
Yeah. 00:59:33
We'll make sure we get it. 00:59:35
Cleaned up before. Yeah, as I understand it there is state code that. 00:59:36
Specifies time frames, and we can add that in there so that it's more specific. 00:59:41
OK, great. 00:59:46
OK, all righty, let's adjourn City Council meeting. 00:59:48
5 minute recess. 00:59:51
5 minute recess and then we'll do the RDA. 00:59:53

20 years ago, yes. 00:00:06
How cool is that? 00:00:11
Yeah. 00:00:14
Yes, I did. 00:00:17
Keep going. 00:00:18
And we work in the temple together. 00:00:25
Trouble. 00:00:28
With my wife. 00:00:30
On Wednesdays. 00:00:31
Yeah. 00:00:32
She's in the baptistery. 00:00:34
Wednesdays. I'm on Tuesday. 00:00:37
But yeah. 00:00:40
Yep. 00:00:45
You can't get rid of holdaways around here. 00:00:48
There's just a lot of them. 00:00:50
OK. All righty, guys. We're going to go ahead and get going again. 00:00:53
I somewhere I do. 00:01:02
Like underneath falling. 00:01:11
Oh, right here. No, April. 00:01:15
OK, so this was to leave it, so turn it. 00:01:16
Jake. 00:01:21
They also initiated and he seconded it. 00:01:24
So he wasn't here. 00:01:32
Sorry, that's terrible. 00:01:44
Yes, yes. All right. There we go. OK. 00:01:45
All righty. 00:01:49
Welcome out everybody. It is April 28th, 2026. We are going to continue our City Council meeting but. 00:01:50
When we did this. 00:01:58
Couple of cool things, OK? 00:02:00
I'm going to take a personal privilege. 00:02:03
I so my father. 00:02:05
Well, let me back up a little bit. I got a letter. 00:02:09
In the mail here. 00:02:12
My dad is a state senator. 00:02:14
And. 00:02:16
You sent me a letter. 00:02:17
I was with him all day-to-day. He'd even tell me about this. 00:02:19
But he asked so. 00:02:21
There was a. 00:02:24
This is a. 00:02:27
A concurrent resolution regarding religious freedom. 00:02:28
And he sent this out. 00:02:32
A DK He sent this out, did they? 00:02:35
I mean he sent this out all cities. 00:02:36
Asking that we recognize this. So the chief sponsor, this was Michael Peterson, Senate sponsor was Kevin J Stratton. 00:02:39
And basically we talks about is this resolution? 00:02:45
The general description is This resolution supports and encourages practices. 00:02:50
That exemplify religious freedom in public spaces. 00:02:54
Really cool, really cool stuff. There's a. 00:02:58
Bunch of. 00:03:01
Sponsors and Co sponsors and so forth on this. 00:03:02
We'll put this in the minute. 00:03:05
In the minute so you can read through it. 00:03:06
But umm. 00:03:08
Yeah, I just wanted to recognize that. 00:03:09
Something that we try to do. 00:03:12
We are men of faith, and we are. 00:03:14
Rely on our. 00:03:17
Creator every day. 00:03:18
To lead and guide the best we can in the city and we make mistakes and stub our toes and. 00:03:20
Say silly things, but. 00:03:24
We do our best. 00:03:26
So. 00:03:27
Yeah, if you read through this it would be great. 00:03:29
We we did the Pledge of Allegiance before, but we actually have the Coos. 00:03:32
An awesome guest here. 00:03:36
We got Zack. 00:03:38
Zach, what's your last name? 00:03:40
Zach Hall. So Zach Hall is a Boy Scout. 00:03:42
Right. And this is your grandpa, correct? 00:03:46
So cool. 00:03:48
And he is here to work on the citizenship in the community. 00:03:50
Right. 00:03:53
Merit badge and. 00:03:54
When I was. 00:03:55
About Zacks. 00:03:56
I worked on mine and I remember I went to Orem City Hall. 00:03:58
And my uncle, Jerry Washburn. 00:04:01
Was the mayor at the time and he made me say the Pledge of Allegiance. So, Zach, we're going to do the pledge. We've already said 00:04:04
the opening prayer in the pledge, which is great, but we're going to do the pledge again. Would you mind leading us in the Pledge 00:04:08
of Allegiance? 00:04:11
Awesome. Thanks, buddy. Come on up to the microphone. 00:04:16
Can I lower it a little? Yes. All right. 00:04:19
OK. 00:04:23
Jude, I just start, alright? 00:04:25
I pledge allegiance to the flag of the United States of America. 00:04:28
And to the Republic for which it stands. 00:04:33
One Nation. 00:04:36
Under God, indivisible, with liberty and justice for all. 00:04:37
Thank you. 00:04:42
All right, all right, Zach and. 00:04:43
Something that we do here in Vineyard is we give out a pin. 00:04:45
Of an American flag for anyone who does the Pledge of Allegiance. So you can put that grab a pin right there I think would look 00:04:49
great on your. 00:04:52
Right there, so. 00:04:57
Thank you buddy so much. 00:04:59
All righty. 00:05:02
So we went through. We're out of the closed session. We interviewed. 00:05:04
Some amazing candidates. 00:05:08
Got for city manager, got some good alignment there with council. 00:05:10
So let's go here. 00:05:14
Let's do here what we got here. So we've got budget update, purchase policy. 00:05:18
Let's jump into this. 00:05:25
Do you want to go, Jake? I mean, I wanted to make a comment. 00:05:28
All right, Jake hold the way he's been texting me all day. 00:05:31
All right, go ahead, Jake. 00:05:35
Mayor's not going to talk about himself. 00:05:37
And he's a politician. It's probably appropriate. But sometimes the most meaningful leadership is not found on the front page of 00:05:39
the newspaper. So I just wanted to say how. 00:05:44
He's quiet, he's steady, and he's served our community. 00:05:50
The mayor for the past. 00:05:53
Since January, has served in a role as. 00:05:54
The defunct and giving authority to be the city manager up until April and he's put his family aside. 00:05:58
He's put his business aside. 00:06:05
And. 00:06:07
I remember the The week before taking office, Zach and I were called into a meeting with. 00:06:08
Our human resources director at the time. 00:06:12
And during that meeting, we were briefed on some serious situations within the city. 00:06:15
And I just remember the mayor listening. 00:06:19
Talking. 00:06:22
And within a couple of days later. 00:06:23
Looking at the challenges within our organization. 00:06:26
He just called a couple days and said, hey, I feel like I just need to steady the ship. 00:06:29
And over the last 90 to whatever 120 days since then. 00:06:35
He has not been compensated as a city manager. 00:06:39
And that is an incredible. 00:06:43
Task he's. 00:06:46
He's faced and reorganized and reduced the budget. We're going to look through that of the total cost savings. 00:06:47
But to go through that. 00:06:54
And reorganize the city in such a way and and really restore. 00:06:56
Trust and competency in our city has been incredible. 00:07:01
And it's very strange that you would see a mayor take upon that role. 00:07:04
And then give that. 00:07:08
Power and authority back. 00:07:09
And I know we voted as a citizenry to have a different form of government in November of like. 00:07:11
Hey, the mayor will have a reduced role. 00:07:17
So it was kind of a. 00:07:20
An acute situation. 00:07:23
And I just want to, I just think that the citizens of vineyards should understand the great sacrifice I'm told that it's had on 00:07:25
your family. So I just wanted to publicly state that I think we could be more transparent of everything you've done. Thank you, 00:07:30
Jake, I appreciate that. It's been great. 00:07:35
It's been good to. 00:07:40
To work with the great staff we have and help out the best I can. So thank you so much. 00:07:42
All right, let's jump into. We're going to do public. 00:07:47
Comments, if that's alright. I know that Zach had a public comment he'd like to. 00:07:50
Should we scoot that? Do you want to scoot this back? Yeah, we, we kind of were sitting here when we're doing the interview, so 00:07:55
let's. 00:07:58
You want to scoot that back a little bit. 00:08:01
So we're going to jump into public comment. 00:08:04
Yeah, so. 00:08:10
Hey, Jake. 00:08:12
Could you grab? Did you grab the public comment sheet? 00:08:13
Just want to snag that while you're walking by, OK? 00:08:16
Awesome, so state your name. 00:08:18
Zachary Malkus Hall love it. Alrighty, so go ahead, we. 00:08:21
Go ahead, buddy. 00:08:26
Love to hear what you have to say. Thank you for coming. 00:08:27
OK. 00:08:30
Tom, about this. Oh yeah. 00:08:32
So in my neighborhood there is. 00:08:34
Two stop signs that you can't see. 00:08:36
And when we were and we took some pictures. Awesome. 00:08:40
When we were taking them, we saw three cars pass by without noticing them. 00:08:44
Oh my goodness, look at that. 00:08:52
That is a good catch. 00:08:54
Zachary, Zach, Where do you live? What neighborhood do you live in? The Gardens. 00:08:55
The gardens, OK. 00:08:59
Right there. 00:09:03
Right there. 00:09:07
OK. Well, you talked to you before you came in here. Yeah. 00:09:08
Oh, I talked to the. 00:09:12
Sheriff and. 00:09:14
Great, over there in the back. 00:09:19
What shown the pictures? 00:09:22
Yeah. 00:09:26
The where it is all the signs. 00:09:29
He wanted to. 00:09:39
All right, so I'm going to write this down right here. 00:09:42
You live on water. 00:09:44
No, you lose actually. 00:09:46
OK, but this is where it is. 00:09:48
Block 50 E. 00:09:50
And Water Lane. 00:09:52
OK. 00:09:56
Edenway. 00:09:58
What do you think we should do Zach with this? What are your thoughts, buddy? 00:10:00
I don't know. I think we should like clear them up so people can see them better. 00:10:04
And so people can be more careful and not run anybody over. 00:10:10
Love that. 00:10:15
We want a safe city, huh? 00:10:15
OK, awesome. 00:10:17
Thank you. Thank you. 00:10:18
And then twenty. It was 25. 00:10:21
North. 00:10:23
150 E Waterlane. 00:10:25
25 OK yeah, we got him right here. 00:10:28
My sister. So I had my brother and sister. 00:10:30
Actually, well, my. 00:10:32
Brother-in-law, my sister live. 00:10:34
I think I know which one you're talking about, so we'll look into it. Alright. You're awesome buddy. Sure. Appreciate you. 00:10:36
OK, Anything else you'd like to talk about? 00:10:42
Tell him that why he did this. 00:10:44
Oh, I did this because. 00:10:47
I feel like we should, yeah, have a safe city, a really safe city. 00:10:49
Appreciate it. 00:10:53
People like me, I guess. 00:10:56
For everybody. 00:10:59
For everybody. Love it, love it. 00:11:00
Please go ahead. 00:11:03
We saw three cars. 00:11:04
Just go right through. 00:11:07
Yeah. 00:11:08
On each one. 00:11:09
Because they didn't see it, OK. 00:11:11
And. 00:11:13
Yeah, for sure. 00:11:16
Thank you. 00:11:18
Thank you buddy. 00:11:19
We will look into that. 00:11:21
And thank you so much. 00:11:22
Thank you. 00:11:25
OK, we got Daria next. Come on up, Daria. 00:11:26
All right. 00:11:29
Daria Evans, Vineyard Villas resident. 00:11:44
I'd just like to. 00:11:49
Mentioned a few things. 00:11:51
First off. 00:11:52
I want to acknowledge David and Jane Pierce. 00:11:54
For their commitment to Vineyard. 00:11:58
Helping with Earth Day planting. 00:12:00
The outdated prescription drive that would just happen. 00:12:03
Being at the standout movie night. 00:12:06
Vineyard days in past years, all the things they are committed to the city. So I just wanted to acknowledge you for that. 00:12:09
Can I second that acknowledgement? Thank you. 00:12:17
You guys, they really, they really do go all out and they're very active in. 00:12:21
The religious community too, they helped out with a very. 00:12:27
Discovery. Family discovery. 00:12:31
Activity that we had. 00:12:34
A couple of housekeeping things. 00:12:37
On the agenda? 00:12:39
At the 4:00 agenda, I guess it will be here also on. 00:12:41
Well, it doesn't show. Oh yes, the purchase policy draft review. 00:12:48
And page 9. 00:12:52
On the policy 7212022. 00:12:55
You need to redline. 00:13:01
Pamela Spencer said he. 00:13:03
Recorder and Mayor Julie Fulmer's names out. 00:13:05
OK, OK. 00:13:08
Because they are no longer here with the city. 00:13:10
You see that? 00:13:16
All right. Was that from the it's on the agenda at 4:00 agenda. 00:13:19
Where it goes in the purchasing? 00:13:25
I know that. I know that when we did the attachments there was also. 00:13:28
The attachment of the previous. 00:13:31
Previously adopted. 00:13:35
Purchase Policy. 00:13:37
And so I think maybe that might have just included the resolution. 00:13:39
That. 00:13:42
Was part of the documentation in that but. 00:13:43
Yeah, well, I don't think their names should be attached to it. 00:13:45
That's what I'm just saying. You should get those out. 00:13:49
Thank you. Page 9 and then also. 00:13:51
On the city purchasing policy draft. 00:13:54
4.2026. 00:13:57
Under 2.40 point 11. 00:13:59
0 appeals and protests. 00:14:02
The first paragraph. 00:14:05
It says a reasonable time. 00:14:06
I think that should be defined before. 00:14:10
For the. 00:14:13
Appealer to appeal. 00:14:16
Denial or? 00:14:20
Whatever you want to call it. 00:14:22
Further project. 00:14:23
It just says a reasonable time. I think it should be defined. 00:14:25
To 30 days. 00:14:28
At the most. 00:14:30
And then that's up to you guys, but I. 00:14:32
Think a reasonable time they could extend that out and say oh. 00:14:35
You denied me. 00:14:38
And it's a year later. 00:14:39
And they want to try to appeal it. So I think that should be delineated. 00:14:41
And then also. 00:14:46
From the past. 00:14:49
Legislative Session. 00:14:51
I was listening to the work session Cash Hansi was talking about. 00:14:53
The Senate bill. 00:15:01
284. 00:15:04
House Bill 284. Excuse me. 00:15:06
I think you know it talks about the checklist. 00:15:10
And he was saying that that needs to be on. 00:15:13
It needs to be on the municipal website and also we should have something in ordinance or Planning Commission bylaws that talk 00:15:16
about how when a legislative body could reject a land use regulation. 00:15:23
To protect us from challenges or pressure from outside parties. 00:15:29
And then I have more, but I don't have enough time. 00:15:34
We have other. 00:15:37
Things about detached dwelling. 00:15:39
Accessory dwelling units detached and. 00:15:42
Internal ads. 00:15:46
You can't have both. You have one or the other. 00:15:48
And then also talking about. 00:15:51
The new. 00:15:55
Alcohol Bill. 00:15:57
It is. Let me find it here. 00:16:02
It says that. 00:16:07
Alcohol. 00:16:10
Can be. 00:16:12
Allowed within. 00:16:14
There it goes. 00:16:17
It's HB 597. 00:16:20
It gives a path for restaurants full service, limited service, beer only and hotels to be within 300 feet of libraries, 00:16:23
playgrounds and parks. 00:16:28
Our local government shall hold required public meetings with public comment at least 30 days prior to local consent. 00:16:34
Then they will send it over. 00:16:42
You will send it over to the. 00:16:44
Department of Alcohol Beverage. 00:16:46
Service service. 00:16:49
So I just want to make people aware of that. It's now within 300 feet. 00:16:52
And it is supposed to spur economic development. 00:16:56
And then I also have something on moderate income housing. 00:17:00
Plans but. 00:17:03
I'll leave that for another date. 00:17:04
So thank you very much. Thank you. Thank you, Daria. 00:17:06
OK, we got next the Cornelius. 00:17:09
Give my time to Dari. 00:17:13
Thank you, Karen Cornelius, I appreciate that. 00:17:19
Let's see. 00:17:23
You know those. 00:17:25
Those House bills? 00:17:26
I don't know. And then the pits, they're talking about the pits today on KSL. 00:17:28
And bonding. We're bonding. 00:17:33
Something that the federal government should be cleaning up, not. 00:17:35
Talking about these detached accessory dwelling units. 00:17:42
Does land use regulation permits DAD use on any land? 00:17:48
Lot or parcel that is over 11,000 square feet. 00:17:53
A single. 00:17:57
Family dwelling, if that SFD. 00:17:59
Is a permitted use on that lot or parcel. It does not prohibit A municipality from adopting a land use regulation that permits one 00:18:02
that is on a lot smaller than 11,000 square feet. 00:18:08
So I think. 00:18:14
If we don't want that to happen, I think we need to. 00:18:16
Have an ordinance. 00:18:21
So that we do not allow under 11,000 square feet. I don't know if we can do that. 00:18:22
Because it says. 00:18:28
We can't prohibit it. 00:18:30
But maybe. 00:18:32
We can do something, I'm not sure. 00:18:33
Also, let's see. 00:18:40
Some of them don't apply to us. They've. 00:18:46
Applied to. 00:18:48
Salt Lake County. 00:18:50
OK. Oh. 00:18:54
HB33 political sign amendments. 00:18:56
It requires cities. I don't know if you know this requires cities to allow property owners political signs to be placed on park 00:18:59
strips that abut their properties. We cannot regulate content. 00:19:04
Case study read versus Gilbert ruling. 00:19:11
So that's it for now. 00:19:15
Thank you, thank you, thank you. 00:19:17
You're awesome, Darda. Thank you. You're awesome. 00:19:19
Karen Kim. 00:19:24
Are you good? 00:19:25
OK, awesome. 00:19:26
All right. And then I got Isaac Packman. 00:19:27
Close enough. 00:19:33
Paxman, thank you. The next Yeah. 00:19:35
My name is Isaac Paxman. I'm here to introduce myself as someone who's running for Utah County Commissioner. 00:19:37
Know some of you from working with you in the past and and just wanted to share a little bit. 00:19:43
Hope you guys are up for a little story. 00:19:47
I was, let's see, about 19 and. 00:19:49
With a buddy and we were just heading somewhere and all of a sudden a beer bottle came flying at us from a car. 00:19:52
And my buddy said. 00:19:57
Hey, really loud. 00:19:58
Well. 00:20:00
These guys didn't like that. We said hey. 00:20:02
And came out and before I knew it, I'm getting pushed and and shoved. And then I got my first good solid punch to the face. I'd 00:20:04
always kind of wondered what that felt like. It's more shock than pain for me. 00:20:09
But you know, a couple more and then all of a sudden the guy comes out of the car with a beer bottle up over his head. 00:20:14
And I just remember him coming down on me and I went down. 00:20:19
And we struggled away, got towards my house and I could feel all this beer on me and we got to the light and it was. 00:20:23
It was blood. Actually, it was splattered blood. 00:20:29
Went to the ER. 00:20:33
Then decided I'd better just go to the police station and I recognized a couple of the guys so I reported them. And my parents 00:20:34
were divorced so it's just me as the oldest kid. 00:20:39
And lo and behold, these gang members are part of a gang. We're sitting out in front of my house. 00:20:45
And that was scary. 00:20:49
And then I get a call a couple days later saying we've got the guys. 00:20:52
Under the bridge where they normally would hang out. 00:20:55
Will you come? 00:20:57
Point out which ones you recognize. 00:20:59
And again, my dad lives long ways away and. 00:21:01
So got a neighbor's dad to go with me. 00:21:04
And. 00:21:06
Literally thought this was the end of my life but but was able to look at those guys and out of the seven or eight point out the 00:21:08
two or three I recognized. 00:21:12
One of them resisted arrest and broke a cop's arm. 00:21:16
And. 00:21:18
And I came away from that learning something that's been a life lesson. I think you've probably had, too. 00:21:19
We can do more than we think we can. I didn't think I had it in me to do something that I felt. 00:21:25
I literally felt I was. 00:21:30
Going to die because of my choice. 00:21:31
And. 00:21:34
Been offered other opportunities along the way. Been offered recently to be deputy mayor of Provo as some of you know. 00:21:35
And didn't know if I could do that. Didn't know when the mayor asked me go try to raise money to build an airport terminal. I 00:21:41
didn't know the first thing about that. 00:21:44
And I've talked with. 00:21:48
You know Senator Stratton about that, and remember the first senator I approached about it? 00:21:50
He said. Isaac, look at my arm. 00:21:55
The hair in my arm is standing up. 00:21:57
And this was just a vision out of thin air. We had a little warehouse with folding chairs, basically. 00:21:59
And lo and behold, I was tasked to raise 11,000,000. 00:22:04
And. 00:22:08
Were it over 200 million? 00:22:09
Federal. State. 00:22:11
County money every year would go up to the state and there'd be no money. 00:22:13
But lo and behold. 00:22:16
The end of the day, a little bit of money. 00:22:18
So anyway, people asked me if I would run for county commissioner and. 00:22:20
Didn't want to at first. I'm currently, by the way, working as an assistant Attorney General. Great job. 00:22:24
Love to just do that and retire from it, but enough people came over and talked to me that we decided. 00:22:29
We would like to do this and so I'm running for this. 00:22:35
I hope you'll talk to others who've worked with me, if you haven't worked with me much. 00:22:38
Got great support from a lot of people who've just seen that. 00:22:43
I may not be charismatic. I may not be a miracle worker. 00:22:46
I'm a hard worker. 00:22:50
I'm respectful. 00:22:51
I have done the job basically. I've been over departments, I've had departments, directors reporting to me. I've had to go work at 00:22:53
the legislature and get things done. I think a lot of what a county commissioner needs to do. 00:22:58
I've actually kind of done on a full time basis for the last eight years and would be honored to have any support. I'll give you 00:23:04
my phone number. You can text me anytime now or if should I? 00:23:08
Be privileged to serve. 00:23:14
Please do that then too. It's 801. 00:23:15
921. 00:23:18
0428 I'd be happy to talk to any of you about this. 00:23:20
Say it again, 801. 00:23:23
921. 00:23:25
0428. 00:23:27
Thanks for your time. Thanks for your service. 00:23:29
And I'll leave it at that. 00:23:31
Thank you, Isaac. 00:23:33
Appreciate you. 00:23:33
OK, all righty. That is all. 00:23:35
David would. Yeah. Come on up, Sir. 00:23:39
Thank you for those kind words. 00:23:43
Give me David Pierce, Cascade neighborhood. 00:23:46
I just want to give you a report on last night's activities and how it went, providing your. 00:23:48
But I want to talk about. 00:23:54
To other events we had prior to this, I just want to give you. 00:23:57
A quick synopsis. We had a. 00:24:01
Teen Talk Night sponsored by Vineyard Cares. 00:24:03
We had almost 80. 00:24:06
80 kids. 00:24:08
And parents attend that event. 00:24:10
The kids were at. 00:24:13
Able to ask. 00:24:14
Number of questions anonymously. 00:24:15
And in Persian of a panel of psychologists. 00:24:18
Therapist and counselors. 00:24:22
85%. 00:24:27
Of the reviews for that were extremely positive and they'd like to run that event again. 00:24:30
Mentioned the drug. 00:24:38
Take back Vineyard cares in. 00:24:40
Partnership with. 00:24:42
Chief Deputy. 00:24:45
Rockwell's. 00:24:48
Vineyard Division. 00:24:49
This. 00:24:51
Is a pill. 00:24:53
We collected. 00:24:56
85. 00:24:57
Towns of things like this. 00:24:58
And related items. 00:25:01
That are no longer sitting. 00:25:03
In medicine cabinets that are accept. 00:25:05
Accessible to youth. 00:25:09
And no longer. 00:25:11
Have the possibility. 00:25:13
Of being on this street. 00:25:14
Last night event. 00:25:17
We had over 230 participants. 00:25:19
For the standout movie. 00:25:23
We are still tabulating the. 00:25:25
Reviews from that we've got most of them already tabulated. 00:25:28
100%. 00:25:32
Said they have a better understanding. 00:25:34
Of what resiliency is. 00:25:37
And what it looks like. 00:25:40
In people's lives. 00:25:41
We have. 00:25:43
95. 00:25:44
Percent set. 00:25:46
We want to do something like this again. 00:25:47
And we had 83%. 00:25:50
Say they are very. 00:25:52
Probably they would be. 00:25:55
Barry probably probable to go to other Vineyard Cares events. 00:25:58
So I just want. 00:26:03
To report that to you. 00:26:05
Thank you. 00:26:06
Thank you. 00:26:07
I heard a lot of good things about the event last night as well. Sure, appreciate that. 00:26:09
So, Mayor, my wife and I had a chance to attend. It was very well organized and very well done. It was just. 00:26:14
A marvelous event. 00:26:19
So we owe appears is a great deal. Thanks for that. 00:26:21
Great. All right. I'm going to jump to some recognitions now. 00:26:24
And some awards. 00:26:29
That we have. 00:26:32
I'm the first. 00:26:33
The first recognition I have, I'll start here with cash. 00:26:35
Cash Handsy. 00:26:38
He has taken a position with a different city and it. 00:26:42
Moving his career forward and they're super excited for him and. 00:26:46
What he has going on for him and. 00:26:49
So we have a plaque here. I'll just kind of read this, it says in recognition of over five years of service for Vineyard City. 00:26:51
Your commitment and contributions have been made the last impact on our community. 00:26:58
We thank you for your service and wish you continued success and all your future endeavors. 00:27:01
Mayor and City Council so wish Cash all the best. We'll get this to him. 00:27:05
Another I got another proclamation here and this is. 00:27:10
Let's see here. 00:27:15
And this is in recognition of our. 00:27:19
Our HR manager. 00:27:22
Jake, Councilman. 00:27:24
Touch lightly. 00:27:26
When we came in. 00:27:27
We had a. 00:27:28
We've had so many good people, staff that just helped us get settled in. And I'd have to say that Stephanie Meacham, she, she 00:27:29
played such a key part in that. 00:27:33
With the new council. 00:27:37
She took another She. 00:27:39
She she came to us from the private sector. 00:27:42
She she came on with Vineyard, I believe back in October, November time from sorry, just before us. We've got seated and. 00:27:44
She got lured away. 00:27:51
To take a. 00:27:53
Amazing job. 00:27:55
Back east and. 00:27:57
Wish her all the success in the world. 00:27:58
But we have this proclamation. 00:28:01
Just recognizing her. 00:28:05
For her service to the city in the short time that she was here. 00:28:06
And I think that. 00:28:09
One thing that I. 00:28:10
A good example for her is that it's not necessarily. 00:28:13
Per SE about the tenure of time, but the impact you make while you're here and she did such an amazing job. So we have this for 00:28:16
her. 00:28:20
We'll get this sent over to her as well. 00:28:23
The last let's see, I got a few more here. 00:28:26
OK, I'm going to tell another quick story too. 00:28:31
I get a text. 00:28:35
I received a text message. Was it from? 00:28:36
I'll tell the story. 00:28:39
I received a text message, I believe it was from. 00:28:40
One of the hold aways or someone who lived. 00:28:42
Down South of town. 00:28:44
And. 00:28:46
It was a pretty, pretty serious water break, to say the least. It was me. 00:28:47
It was Jake. 00:28:52
OK, said hey. 00:28:53
Heads up. 00:28:55
And. 00:28:57
You know, I get these things from time to time. 00:28:59
Sometimes I receive stuff that we got to deal with withholding and all these things. 00:29:02
I sent that over. I texted over quickly to the Seam and to the team and. 00:29:08
He responded. He said Yep, we're on it right away on our way. 00:29:12
I I work in landscaping. I'm a contractor and one thing that just blows my mind is the the power of water. 00:29:17
And a. 00:29:23
Broken pipe, how much damage it can do. 00:29:24
So fast. 00:29:26
And. 00:29:28
And this right here is just a recognition. 00:29:30
For a few individuals on the public work team. 00:29:33
I'm going to kind of read through what Chris Jackson first. 00:29:36
We recognize him. He's our wastewater crew lead for earning his versus grade force. 00:29:39
Wastewater operation certification, the highest level in Utah. 00:29:45
On this certification or flex advanced expertise in wastewater treatment, regulatory compliance system operations and qualifies 00:29:49
him to oversee complex systems. 00:29:53
And responsible charge. 00:29:58
There are so many things that go on in the city, running the city and. 00:30:02
You don't really think about it, you know, and. 00:30:07
This is one of those jobs. And Chris, you know. 00:30:10
Thank you so much for all that you do. 00:30:13
Since 20, Since joining the City 23, Chris has been dependable. 00:30:16
Leader committed to maintaining safe, efficient wastewater services. 00:30:19
Continues to contribute the community uniquely. What? 00:30:23
Unique way bringing choice of the residents each. 00:30:25
You're a Santa Claus city events I didn't know that you are the. 00:30:28
The Santa Claus. That's awesome. 00:30:31
So and we congratulate him on this outstanding achievement. 00:30:33
And then? 00:30:37
Like I was talking about before, just the amazing. 00:30:37
Just the amazing public works team that we have, Special recognition given to Chris Thomas, Clinton Roundy. 00:30:40
Chris Jackson, Tyson. 00:30:46
And Tony Denda for their leadership and the hands-on effort during this response they. 00:30:48
Got on it so quick. 00:30:53
Cut that water. 00:30:54
Fixed and. 00:30:56
Patched and it was just great. And it's interesting too. I've heard from quite a few of the residents. 00:30:57
They said hey. 00:31:03
Public Works is amazing. They've got that done so fast down there, they saw it. 00:31:04
You guys are great. So I truly appreciate that. So thank you. Thank you. 00:31:08
Let's give a round of applause. You know what? Let's do that. 00:31:14
Thank you. 00:31:18
Can we get pictures, Mayor? 00:31:21
Yeah, let's do it. 00:31:22
Let's let's come on up, let's get some pictures. 00:31:23
Come on. 00:31:25
That'd be great. 00:31:27
They're all good. 00:31:43
With his father. 00:31:47
What's your father's name? 00:31:48
Nathan. 00:31:49
Oh, no way. 00:31:50
OK, hang on. 00:31:57
Oh, you're fine. 00:32:01
OK. Thanks guys. 00:32:10
Appreciate it. 00:32:14
You don't you just telling us that, well, I don't enjoy council meetings. 00:32:22
I enjoy being in Vineyard. You guys don't have to lie. 00:32:27
All righty. 00:32:43
OK, so let me just mark this off. 00:32:46
Yes. 00:32:51
Yes, Sir. 00:32:52
Come on buddy. 00:32:54
Yeah. 00:32:55
Absolutely, but. 00:32:59
I object so much. 00:33:01
I object. 00:33:03
Zach, you're great. 00:33:04
We'll get those trees look at get dire, but we want to make sure that the gardens is safe. So thanks buddy. 00:33:05
You got to finish something you started, so thanks buddy. 00:33:12
You have a great name. 00:33:16
OK, Can I leave there? No. 00:33:18
What are you teaching this generation? 00:33:21
OK, we are going to do. We are going to now jump down to the. 00:33:23
We're going to have a public hearing for some changes of the consolidated fee schedule. 00:33:27
Would anybody? 00:33:32
Do we need to? 00:33:34
Going to do need a. 00:33:35
To just go into a public hearing. 00:33:36
You know, honestly it's been so back and forth lately. I've heard that you can do 1. 00:33:38
Enter into a public hearing and then I've also heard. 00:33:43
So I would see dealers choice. Let's let's let's vote to enter into a public hearing. Let's just do that movie. 00:33:47
Be officially here I move that we. 00:33:53
Movement we enter a public. 00:33:57
2nd. 00:33:59
Awesome. All in favor. 00:34:00
Aye, aye, OK. Motion passes. 00:34:01
OK. Do we have any wishing to speak on the consolidated fee schedule? 00:34:04
OK, great. 00:34:11
Let me just read out loud kind of what we are voting on. 00:34:12
We're going to reduce some fees. 00:34:16
Adult soccer. 00:34:18
We're going to change the price from $500 to $450 per team. 00:34:21
Flag football. 00:34:25
From $80.00 to $65 for the individual. 00:34:27
Youth soccer. 00:34:30
It used to be $100 flat fee. 00:34:32
But we're going to change that up ages 3 to 5500. 00:34:35
K through 465 bucks 5550. 00:34:38
Hold on, am I reading this right? 00:34:43
You know through age 3 to 5 is $55, right? 00:34:45
Individual for the individual. 00:34:49
K through 4 is 65. 00:34:51
For the individual. 00:34:54
5th and 6th grade. 00:34:55
$70. 00:34:57
7th and 9th. 00:34:59
Something 9th grade is 75 bucks. 00:35:00
Yeah, Did I get that right? 00:35:02
Yeah, sorry guys, I went to ORM High. I did not graduate from the beloved Mountain View. 00:35:04
So. 00:35:10
Let's jump here. We're going to remove the cleaning deposit for park pavilions and field reservations. 00:35:11
Adding fees we're going to we are starting up a phishing program for. 00:35:18
And we're going to charge dollars for that. 00:35:21
For the individual. 00:35:23
The library Conference room rental, $10 per hour for resident and $20. 00:35:24
Per hour for non resident. 00:35:28
Field and facility cleaning fee $50. 00:35:30
Field Facility. 00:35:34
Equipment damage fee up to the market. 00:35:35
Value of their placement cost. 00:35:38
Car show participant. 00:35:40
$10. 00:35:41
Motorized parade persist. 00:35:42
Participant businesses are $100. 00:35:44
Nonprofits are 50. 00:35:47
Schools are 25. 00:35:48
And then $25 for the community garden plot. 00:35:50
And then annual fee for non resident Vineyard library card. 00:35:54
$40. 00:35:57
OK. Did we get that right, Brian? 00:35:59
OK. Questions for Brian. 00:36:02
Questions. 00:36:04
Pretty straightforward. 00:36:05
OK. Well, Brian, can you walk through the fishery program, is that? 00:36:07
Just fishing out the carp or yeah, yeah, so. 00:36:12
The Department of Natural Resources has. 00:36:18
Stocked fish in the. 00:36:21
Pond at Penny Springs Park and they'll be doing that occasionally. 00:36:24
And so with that. 00:36:28
We'll be offering you. 00:36:30
Fishery program in the fall. 00:36:32
Which essentially will allow kids to learn how to fish. 00:36:35
And there'll just be a bunch of rainbow trout. 00:36:39
In there. 00:36:43
Happy to go into any other detail. Sorry, been stopped, yeah. 00:36:45
It's already been stocked. Nice. 00:36:49
Are the goldfish eating all the rainbow trout? 00:36:51
Hopefully not. Hopefully not TBD. 00:36:55
I will, this is the report I've gotten. 00:36:58
From the fish the the penny shooting pond. 00:37:00
My son went well, went with all of his buddies. 00:37:02
My son. 00:37:05
Caught a bunch of fish. 00:37:06
And his buddies claimed he didn't catch 5 fish. He caught the same fish five times. 00:37:07
So I don't know. 00:37:12
But it's it's a good place seeing a lot of activity. 00:37:14
People fish and it's fun to see. 00:37:17
OK, alrighty, I will take a motion on. 00:37:19
This consolidated fee schedule. 00:37:23
Do you want a motion to leave? 00:37:29
Oh, do we need to leave? Yeah. 00:37:31
Let's yes, let's. 00:37:32
Yeah, let's motion. I will take a motion to leave the public hearing. 00:37:33
So moved. 00:37:39
2nd. 00:37:40
Second, all in favor? 00:37:41
Aye, aye. 00:37:44
Motion passes. 00:37:46
All righty, let's jump down to the consolidated fee schedule. 00:37:47
I will take a motion on the consolidated fee schedule. 00:37:53
Do we have some discussion first? 00:37:57
Yeah, if you. 00:37:59
Please go ahead. 00:38:00
I just had a quick question and it looks like we're getting rid of like. 00:38:03
All the deposits. 00:38:06
Are we at all concerned about? 00:38:07
Thanksgiving returned and. 00:38:10
He maintained a definition. What's kind of the. 00:38:12
Justification there. 00:38:17
When you say removing all the deposits, what do you mean the only one that? 00:38:18
Is on here is the removing the cleaning deposit for the park pavilion and field reservation, but then that's. 00:38:22
Essentially adjusted in the. 00:38:28
Field and facility cleaning, is that correct? 00:38:30
I can jump in on that. 00:38:33
Please pick a ball. 00:38:34
Sorry, yeah. 00:38:37
The pickleball 1. So is there just no. 00:38:39
Refundable. 00:38:41
There's no refundable things. 00:38:43
Correct. Yeah. So essentially with any reservation there will be a fee that. 00:38:46
The individual will need to. 00:38:52
Pay. 00:38:54
We go through a lot of. 00:38:56
Data just we have to go in manually and reimburse people with every. 00:39:00
Pavilion or field reservation that they make. 00:39:05
Which adds up in time when. 00:39:08
We've had. 00:39:10
Over 200 pavilion reservations. 00:39:11
Where we've only had one issue in the past like 5 years where? 00:39:14
We haven't allowed for a refund to be granted and so we kind of felt like. 00:39:17
From a staffing side, it would save us a lot of time. 00:39:22
And then I consulted with our city attorney for approval and he was OK with that. But. 00:39:26
If you have further concerns with that, I'm happy to. 00:39:32
Hear you out. 00:39:34
Yeah. No, I just wanted to. 00:39:38
Just as we change this if, we can just keep an eye on the extended condition things are being returned in. 00:39:39
Where there's. 00:39:46
You know, previously there was some incentive to taking things in good order. 00:39:47
I just want to make sure we're not. 00:39:50
This incident advising people to return things in the order by. 00:39:53
So if we need to look. 00:39:59
We're seeing like additional word because of that. 00:40:00
It might be good to look at. 00:40:03
Service that could provide those. 00:40:05
Security. 00:40:08
Easier and also. 00:40:09
Less expense where most of the time things are getting returned. 00:40:10
So. 00:40:15
Keep an eye on it today, but. 00:40:16
Sounds good one one last note I'll add to there is. 00:40:20
We're not planning to rent out any pickleball debts moving forward. 00:40:23
Just so that we can. 00:40:28
Make sure that we're maintaining those with. 00:40:29
Our programs. 00:40:32
And so that's to kind of help compensate for that is we're just removing that potential service. 00:40:34
OK, great. 00:40:43
Any other discussion regarding the consolidated fee schedule? 00:40:44
OK, hearing none, let's I call for a vote on this. Can I get a motion? 00:40:50
Go ahead. 00:40:58
We've got like a. 00:41:01
I'm glad we're. 00:41:07
Are we concerned about that? 00:41:12
At all, obviously. 00:41:14
Staff time, you know when you look at. 00:41:16
Kind of total. 00:41:19
Total cost of the city versus. 00:41:20
You know you're factoring salary and benefits and the. 00:41:22
Opportunity cost of you know, needing staff to go into overtime potentially if they are. 00:41:26
Being needed on multiple. 00:41:31
Other events didn't want to. 00:41:33
Look at that fee all to make sure we're recouping our. 00:41:35
Work. 00:41:38
Some papers and of the document. 00:41:43
I'm under the impression, Ezra, that. 00:41:45
This is kind of just on par with some of the other standards that cities in Utah County have implemented already. 00:41:48
Is that something that you? 00:41:56
Are able to see in your county position. 00:41:58
Or. 00:42:00
Now it's not something I've looked at, OK? 00:42:04
The only thing I'm really. 00:42:07
Familiar with the share of time and and now we've had to. 00:42:08
Do you want to answer that, Brian? Thank you. So with that one, Ezra? 00:42:19
Or Councilmember an air. 00:42:23
I would just say I'm happy to look into that further if you want. That one in particular actually is not getting passed tonight. 00:42:26
That one will be on the agenda for the next. 00:42:34
Council meeting that specific item so we have time to go through and. 00:42:37
Verify that. 00:42:42
If you would like. 00:42:43
We just kept that just as what it was. 00:42:45
We didn't do a whole analysis into that specific item. 00:42:47
That's fine, and I'm. 00:42:53
Make it a little simpler. 00:42:56
Just another one to potentially. 00:42:58
OK, go. 00:43:03
OK. Any other discussion? 00:43:06
Counsel. 00:43:09
All righty, let's go ahead and. 00:43:14
I will take a motion on this. 00:43:17
I move to approve the consolidated. 00:43:20
As presented. 00:43:23
Awesome. Umm. 00:43:24
Do I have a second? 00:43:25
2nd umm. 00:43:26
Great, let's do roll call on this. 00:43:27
Ezra. 00:43:29
Aye, Parker, aye. 00:43:31
Jake I. Jacob I. David I. 00:43:34
OK. The consolidated fee schedule passes. 00:43:37
OK, let's jump now to the work session. 00:43:42
Item budget updates. I'm going to turn the time over to Evan. 00:43:48
We snagged that microphone. 00:43:53
And let's kind of just walk through this and. 00:43:56
Talk about. Thank you, Sir. 00:44:00
Our department heads have been working. 00:44:06
Hard on the the budget. 00:44:09
And we're close to finalizing that. 00:44:11
And are planning to send a copy of that out to the council tomorrow night. 00:44:14
OK, that's the plan by tomorrow evening. 00:44:18
We'll see what else comes up. 00:44:21
Then the the next. 00:44:24
Timeline. 00:44:29
Milestones that we end up hitting. 00:44:30
Is that we need to finalize or sorry, we need to adopt A tentative budget on May 12th. 00:44:33
And then adopt the. 00:44:39
Finalized budget by the end of June and that's scheduled. 00:44:42
For June 23rd. 00:44:45
That that voting session. 00:44:46
So we should be able to send those out and allow the Council to review. 00:44:49
And then we get into. 00:44:54
Looking at that tentative approval on. 00:44:55
Second week of May. 00:44:57
Great. 00:44:59
Awesome. 00:45:01
Questions. Comments. Parker, do you even? 00:45:04
Working real hard on this as well. 00:45:06
Anything like to add to this? 00:45:09
I apologize Evan, I have not been in touch super hard with. 00:45:11
Family health concerns and stuff. 00:45:15
But. 00:45:17
Are we? I mean, it sounds like we're still on track from our last meeting. 00:45:18
Was there any concerns or help that you need from the Council to? 00:45:22
Facilitate further. 00:45:25
Thank you. I think that we're tracking OK. 00:45:28
You know, umm. 00:45:30
I mean, we got a late start. 00:45:32
With me coming on late. 00:45:33
In the in the. 00:45:35
Season budgeting season, that is, but. 00:45:37
I think we're doing OK. We've got some. 00:45:40
Some new people to the budgeting process, but also some very seasoned people and and that's, that's helped quite a bit to move 00:45:42
things along so. 00:45:46
Yeah, I think we're tracking OK. 00:45:50
OK, great. Thank you. 00:45:52
I would just say thank you for stepping in and, and, and all the department heads and everything and. 00:45:55
In a in a way of transparency, I know. 00:46:01
Parker and the large number of on the council is. 00:46:03
Really excited about the cost savings and. 00:46:08
And the direction that Parker's taking a leading role in helping that as well, so. 00:46:11
Yeah, I'm excited. 00:46:17
I would just express that. 00:46:19
I I just agree with the overall sentiment of cutting. 00:46:22
And. 00:46:25
Where we can. I appreciate that. I've heard that apart. I've heard really good things from the department heads as well. They've 00:46:27
found different things and been very helpful as well, right. 00:46:31
So awesome yeah, they have the the department heads have been really good and and they've. 00:46:36
Taken that guidance to heart and are looking at. 00:46:41
Ways they can reduce spending. 00:46:43
Thank you. Great. 00:46:46
Great. 00:46:48
Any other questions, comments on this? 00:46:50
OK. Sorry you guys have a handout or something that I'm not saying? 00:46:56
No, we're getting it tomorrow night, right? 00:47:01
Yeah, no, there's not a handout right now. The. 00:47:03
Yeah, we'll be sending that out as. 00:47:06
As soon as we can. The plan is by tomorrow. 00:47:08
We're just finalizing some. 00:47:11
Some last bits on it. 00:47:13
How would how would Council like to deliberate this this budget once it once it gets out there? 00:47:14
Take time to digest it I assume and kind of go through that. So in line with what are your thoughts on on kind of working through 00:47:21
this budget? What would you like to see if you recall previously in the? 00:47:26
Year I shared kind of some. 00:47:31
Gates. 00:47:33
That I thought were good targets for us to hit to make sure that we were covering everything. 00:47:35
And we've amended that. 00:47:39
I think pretty thoroughly at this point. 00:47:40
In line with. 00:47:43
What Evan just presented. 00:47:45
Will if we get it, you know, this week. 00:47:48
We have time to. 00:47:50
Internally deliberate. 00:47:52
Collect feedback, talk to department heads, ask questions. 00:47:54
Until May 12th. 00:47:58
And then May 12th. 00:48:00
Would be I think. 00:48:01
An appropriate time for us to. 00:48:02
Bring everything. 00:48:04
Publicly in a meeting like this. 00:48:06
Collect citizen feedback. 00:48:09
And then? 00:48:14
That's a tentative. 00:48:15
Adoption and approval, I mean, it's still a draft period, so we can still make corrections. 00:48:16
Collect feedback and then we have a month and 1/2 from that date to. 00:48:21
Do a final adoption. 00:48:27
So I think that this is a pretty good. 00:48:29
Timeline and pace for us right now to do a good, thorough internal look. 00:48:32
And then still collect resident feedback. 00:48:36
Data before before we go. 00:48:40
Before the June 26th, OK. 00:48:43
Great. 00:48:45
All right, any other comments? 00:48:47
About that. 00:48:48
Yes. So the document tomorrow, just to clarify. 00:48:52
A couple of weeks ago I was hoping to get like a. 00:48:56
A snapshot of around the current budget cycle. 00:49:00
How we're trending. 00:49:03
Where we we spend, we've obviously had some. 00:49:04
Unanticipated one time expenditures this year. 00:49:07
Will that also be included? 00:49:10
In that that document that we get tomorrow. 00:49:12
As well as what is. 00:49:16
Sounds like we're looking forward to the 27 budget and. 00:49:17
Kind of putting all those. 00:49:20
Those requests and ask together. 00:49:21
I was like 1. 00:49:23
To get kind of the snaps on where we're at. 00:49:24
Based on the. 00:49:26
The next the next meeting item on. 00:49:28
You know, hiring additional people and. 00:49:30
OK. Now what I've been addressing is the coming year budget. 00:49:34
So, yeah, if there are additional questions on that. 00:49:38
We can. We can get to those after we. 00:49:41
Cut this. 00:49:44
This draft. 00:49:46
I guess I just need a list of what those are, what those requirement requests are. 00:49:47
I apologize. 00:49:54
Because I don't know the appropriate. 00:49:55
Governments turn. 00:49:58
Perhaps, but. 00:50:00
I think. 00:50:01
What Councilman Nair is asking for is would just be like a year to date profit and loss. 00:50:03
Is that something that? 00:50:08
Could be easily printed in the next week or so. 00:50:09
I know a P&L isn't the actual thing, but just to look at what the expenditures were in line with the. 00:50:14
Budget that we currently have. 00:50:19
And it doesn't need to be, I don't think, line by line, just. 00:50:21
A dollar amount so. 00:50:23
That actually helps, I think, with our deliberation a little bit when we can look at. 00:50:25
What the percentage is that we've spent versus? 00:50:29
What are we projecting moving forward? 00:50:31
Yeah, we can. We can provide that. 00:50:34
I'd like to scrub it a little bit harder, but we can I can just give what's in the system right now. 00:50:38
But I would like to. 00:50:44
Ideally I'd like to add a forecast to it. 00:50:45
So kind of that year to date. 00:50:49
Snapshot as well as. 00:50:51
Projecting, you know, there's plenty of expenses that we know are already encumbered. 00:50:52
Including those. 00:50:57
Rather than just saying. 00:50:58
Now here's the. 00:51:00
We spent today on the. 00:51:03
Budget is, but also. 00:51:04
Projecting out, OK, we know we're going to pay the salaries at the end of the year. 00:51:05
Or we know that we have this large expenditure coming up. 00:51:09
Hasn't been painted all yet. 00:51:12
As. 00:51:13
Ezra, I would. 00:51:16
Argue or recommend? 00:51:17
You if you take that. 00:51:19
Essentially. 00:51:21
Balance sheet of profit and loss. You can compare it to the. 00:51:22
Budget that we've already. 00:51:26
Adopted or amended? 00:51:28
In the previous meetings. 00:51:30
And just see where we're at. 00:51:32
Well, I guess my advocacy is let's not overburden staff when they're already very burdened. 00:51:36
And we can take some ownership to do that research. 00:51:40
I'll just need to know. 00:51:46
Like there's gonna be some. 00:51:47
Purchases on there for example. 00:51:49
If there's like a. 00:51:51
A separation agreement that hasn't been paid out yet. 00:51:53
That that snapshot might not necessarily. 00:51:57
Necessarily show us that, even though we know it's coming. 00:51:59
Well, those. 00:52:05
Yeah, those severance agreements were included in our last work. 00:52:08
Amended budget. 00:52:12
Yeah, we can work through that, Evan and I, I think that we can. 00:52:13
Give some notes. 00:52:17
Yeah, I don't think there are none on that specifically, but maybe some other stuff that we can just chat through and. 00:52:18
Make sure. 00:52:25
Just between now and then, yeah. 00:52:25
You know if they're. 00:52:31
Is that percentage we are a year to date? 00:52:35
Have a snapshot point. 00:52:37
Is that including? 00:52:39
You don't plan on spending. 00:52:41
OK. 00:52:43
OK. Any other comments, questions on this? 00:52:47
OK, all righty hearing none, let's move to 5.2. 00:52:51
I was going to say 1 real quick. 00:52:55
Sure, please. 00:52:56
Did you? 00:52:58
Solve your issue with the staff issue. 00:52:58
I never heard back. 00:53:01
There's been with the the hiring, yeah. 00:53:04
No. So we're we're handicapped a bit. 00:53:07
OK, that's what I was gonna say, Treasurer, Right. And and tried to absorb those duties. 00:53:09
Now we've got the accountant leaving and we just have two other part time accountants, so. 00:53:14
We're working on that. We've got an offer out. 00:53:19
On an accountant, but. 00:53:21
It will take a little bit of time to get. 00:53:23
Get them situated. 00:53:25
And. 00:53:27
Hopefully transition a little bit of that knowledge that we're losing. 00:53:28
So get out of your hair and let you work and get done. 00:53:31
That's what I wanted to put contact. We're having fun. We're having fun in that. 00:53:34
Keep out of your hair. We'll let you work through signal. Hard work, Evan. 00:53:38
OK. 00:53:44
Let's jump down to the purchasing policy. 00:53:45
The draft review. 00:53:47
How do we want to, how do we want to tackle this council? Do we have? 00:53:52
Do you have a copy of? I didn't even see it online. 00:53:59
It's I see online right now. 00:54:01
Is it online? Yeah, yeah. 00:54:03
OK, I'll download it. Yep, draft. 00:54:05
Reverend. 00:54:07
So we had a couple things from Daria that we'll need to adjust on the red lines. 00:54:11
Umm. 00:54:15
Is Jesse here? 00:54:19
So, Jesse? 00:54:22
Is. 00:54:24
Called in sick today. 00:54:25
OK, sounds good. 00:54:27
All right, he helped distract us. This right? 00:54:29
Yeah. David, DK, you want to kind of walk us through this kind of how do we come to this? 00:54:32
Process so. 00:54:37
What the the genesis of this is a. 00:54:39
Our good recorder. 00:54:43
Our great record. 00:54:44
She tracked down. 00:54:47
Three different purchase policies from three different cities. 00:54:49
Heber North. 00:54:55
What was it, North? 00:54:57
Anyway, three different cities we took. 00:54:59
Three different purchase policies. We we read through them, digested them. 00:55:01
Pick them apart. 00:55:05
Our assistant city recorder was also. 00:55:08
Very helpful in drafting the final. 00:55:11
Result but. 00:55:15
After we were done, it was sent. 00:55:16
To Jesse. 00:55:19
And to staff for review. 00:55:21
OK. 00:55:27
Can I ask the staff that's here if? 00:55:31
They have any concerns or comments that they wanted to share? 00:55:33
Or any major adjustments like highlighting? 00:55:38
Was anything we found out of it? 00:55:41
No, no. 00:55:43
OK. 00:55:47
Yes, if you just want to adjust. 00:55:48
Dari suggestion what was it was? 00:55:51
2.40 point. 00:55:54
110 appeals in protest. You just want to put a fine. 00:55:56
Number on. 00:55:59
The appeals instead of having. 00:56:03
What's the language right here? 00:56:05
Yeah, instead of having. 00:56:09
Within a reasonable time. 00:56:10
Having it defined by. 00:56:12
30 days instead. 00:56:14
I assume that's a standard. 00:56:17
Time frame anyway. 00:56:19
Sounds reasonable. 00:56:22
OK. Anything else? 00:56:25
Anything else, Council? 00:56:27
Thank you. OK. 00:56:31
Great. Good work on that. We will. 00:56:32
The work session. So we'll vote. Yep. So we will vote on that next time around. 00:56:35
OK, let's move down to the consent items. 00:56:39
We've got a bunch of them here that are just City Council meeting. 00:56:42
Minutes haven't done this for a minute so. 00:56:46
And then 8.5 is the update to the concession code. 00:56:50
So do I have any? 00:56:54
Does anyone oppose any of the consent items? We want to peel them off. 00:56:55
OK, I would make a public comment. I like the changes to the. 00:57:01
Concession code. I don't know if Brian wants to mention anything. 00:57:06
No, OK. 00:57:09
I mean, yeah, go ahead, brother. 00:57:12
Right. Yeah. So just essentially it's. 00:57:13
I am so sorry. 00:57:16
It's essentially just changing the concessionaires needing to pay fees seasonally instead of monthly. 00:57:19
So just easier on the. 00:57:25
Maintenance side and then also allowing for two food trucks on. 00:57:27
The weekends instead of 1. 00:57:32
Given that one of those 2 are selling mainly desserts. 00:57:34
We need more dessert options. 00:57:39
Yes, we do. 00:57:41
OK, great. That's what I saw. I was like, great. 00:57:43
All righty, I will. 00:57:46
Let's take a motion. 00:57:48
I move to approve consent items as presented 8.18.28.38.4 and 8.5. 00:57:51
Do I have a second? 00:57:58
All in the favor. 00:58:01
Aye. 00:58:02
All right. 00:58:03
Passes. 00:58:04
OK. All righty. And we did the consolidated fee schedule, we already voted on that, right? 00:58:06
Yep, we did OK. 00:58:12
All righty, let us let's adjourn the City Council meeting and then move to the RDA meeting. 00:58:13
So. 00:58:19
And if it's OK, I just need like 2 minutes to switch over the feeds OK? 00:58:20
Sorry real quick, can I can I just make a point of clarification please? 00:58:25
So it looks like on the agenda and mostly for for Darius. 00:58:30
So we have. 00:58:36
It's a little confusing because we have the. 00:58:37
Which is the older version of the policy. 00:58:40
It's not actually. The red lines are not what's being proposed. 00:58:43
The red line version of the purchasing policy is the old policy that we got. 00:58:47
And then we are. 00:58:52
The new policy that's being adopted? 00:58:53
Starts on page. 00:58:56
53 of the agenda packet. 00:58:57
And so that's why. 00:59:00
I think those appeals are. 00:59:06
There's there's nothing about appeals that I'm seeing. 00:59:09
So I think we're, I think we're good. 00:59:13
Tony, do I have that right? 00:59:20
Did you want to say no? I think that the new the new draft. 00:59:24
Does have the section is 2.40. 00:59:28
.110 as appeals and protest. 00:59:31
Yeah. 00:59:33
We'll make sure we get it. 00:59:35
Cleaned up before. Yeah, as I understand it there is state code that. 00:59:36
Specifies time frames, and we can add that in there so that it's more specific. 00:59:41
OK, great. 00:59:46
OK, all righty, let's adjourn City Council meeting. 00:59:48
5 minute recess. 00:59:51
5 minute recess and then we'll do the RDA. 00:59:53
