So we need. 00:01:06
For instance, we have known. 00:01:09
Robert. 00:01:23
Contacted. 00:01:29
No, wait, it was you. 00:01:31
Yeah, we should be able to do it for. 00:01:32
The whole year. 00:01:35
So that way it's just a sign. OK, Yeah. 00:01:37
But Parker's not here either. 00:01:40
So. 00:01:42
I guess we can, the council, we can decide to do it. Yes, they. 00:01:49
Yeah, the four of you can decide. 00:01:57
Who it will be? 00:01:59
Just nominate someone. 00:02:00
And then get a consensus. 00:02:02
2nd. 00:02:07
Yeah, that worked. There's someone sick, the person that. 00:02:08
Just a second, Jake. 00:02:13
All in favor. 00:02:17
Aye, Kay. 00:02:19
David will be mayor Pro Tem. 00:02:21
OK. 00:02:33
I'd like to call our meeting to order. It's May 5th, 2026. 00:02:36
At. 00:02:41
Looks like 1206 maybe? 00:02:42
And I'd like to open the council meeting and we'd like to start with an invocation. 00:02:45
And. 00:02:50
And a Pledge of Allegiance? Was anyone by chance invited to? 00:02:51
Do the invocation of the pledge. 00:02:55
Cool. 00:02:59
We have a volunteer. 00:03:00
I would like to give our opening prayer for us. 00:03:02
Jacob, how about you? 00:03:06
Thank you. 00:03:09
Dearly, Father. 00:03:13
Thank you for the stay. Thank you. 00:03:15
For giving us the opportunity. 00:03:17
To do the people's business. 00:03:19
Blessed that we may all. 00:03:20
Be safe in our endeavors. 00:03:23
And that we may. 00:03:25
Going go on. 00:03:27
And do the. 00:03:28
The people's work to the best our abilities. 00:03:30
And I say he seen his name, just Christ. Amen. Amen. 00:03:32
I pledge allegiance to. 00:03:43
United States. 00:03:46
Thank you very much. You get a pin now, I'll go. 00:04:07
Get a flag pin. 00:04:10
OK. 00:04:13
We started now with public comments, that's the first thing. So this will be, these will be comments directed to the council. 00:04:15
On any topic that's not already on the agenda. 00:04:22
Those things will handle when we get there. 00:04:25
So if anyone has a comment they'd like to make, now is the time. 00:04:27
Please come on up. 00:04:31
So I count to 6 and no one stands up. Are we good? 00:04:38
OK. Thank you very much and we'll close public comment period. 00:04:42
Move to consent items. 00:04:46
Item number 4 on our agenda. This is the. 00:04:48
Contains 41 the approval of March 2620. 00:04:50
26 Council meeting. 00:04:54
Minutes. As for the March, also the March 31st. 00:04:56
And the April 21st? 00:04:59
Meeting minutes. 00:05:01
So I would entertain a motion to. 00:05:02
To approve those. 00:05:08
I move to approve the consent items as presented 4.14 point 2 and 4.3. 00:05:09
Second, OK. 00:05:17
All in favor say aye. 00:05:20
Aye, aye. 00:05:21
Aye. 00:05:25
So the consent items passed. 00:05:26
We approve the minutes. 00:05:28
Moving on to the business section. 00:05:30
We're at and that is Proclamation 202602, recognizing the 57th Annual Professional Municipal Clerks Week. 00:05:32
From May 3rd to 9th. 00:05:41
This is to recognize the dedicated service of municipal clerks worldwide. 00:05:43
And acknowledge that Vineyard City is privileged to be served by dedicated professionals in this field. 00:05:48
And so, as Mayor Pro Tem, I proclaim this week of May 3rd through 9th as Professional Municipal Clerks Week in Vineyard City. 00:05:52
So for proclamations, we don't necessarily do a vote, do we? Or how that went? 00:06:00
But it's right there for the time. 00:06:06
Very good. 00:06:08
Sign it. 00:06:10
OK, let's just do that right now so we don't get lost. 00:06:11
I don't get lost. 00:06:15
I'll just wow. 00:06:18
We'll sign it afterwards. This is Mayor Stratton. Maybe we'll let him sign. 00:06:20
OK, but. 00:06:23
We all approve it. 00:06:24
OK. 00:06:26
Takes us now to our work session number six. 00:06:28
So this is these are items for discussion for the Council. No action will be taken under these items. These are just to introduce 00:06:31
the topics to us and to be able to discuss them and. 00:06:36
And air our opinions and and seek feedback. 00:06:41
At which time we may ask the public to join us in feedback. We'll as we get there. 00:06:44
So be patient. We'll get to you. 00:06:49
Let's start with the first item is the UTA frontrunner. 00:06:52
2X update. 00:06:56
Braden, Anderson and Justin. 00:06:58
Fidelis, are you guys here? 00:07:00
Please time is yours. 00:07:02
And did I get that right? Was it bidos? How? 00:07:11
Thank you. 00:07:14
Just bringing up our presentation here. 00:07:15
Can we? Yeah, Is that is the light on that microphone? 00:07:18
There's light on. You may push push the button. 00:07:20
I don't see about a button on the pedestal, the microphone thing itself. 00:07:23
Okay. 00:07:30
Can you hear me? 00:07:31
Oh, Robin working it. 00:07:32
I think. 00:07:36
For the. 00:07:37
Podium. 00:07:38
We we may call upon our technical expertise, our technical group to come and join us. 00:07:44
Also part-time city engineer. 00:07:50
Could you give us a hand with this? 00:07:52
Try it again. 00:07:58
There you go. 00:08:08
Can you hear me? 00:08:11
That works. 00:08:12
OK. OK. Thank you, Naseem. Thank you very much. 00:08:16
Can you hear me online? 00:08:19
And in the room. 00:08:20
Can you guys? 00:08:22
Ask you guys here. 00:08:23
OK, good. 00:08:24
Go ahead, please. 00:08:26
OK. So as we're pulling up the presentation. 00:08:30
I just want to introduce myself real quickly. My name is Brayden Anderson. 00:08:32
I'm with the Utah Department of Transportation. 00:08:36
Deputy Project. 00:08:38
Director on the front runner. 00:08:40
2X project I'm here to represent our project in. 00:08:41
Give an introduction to the Council and. 00:08:44
The public on. 00:08:46
What the status is of our project and a little bit of background. 00:08:47
Just to fill people in on the. 00:08:50
Where we're at right now. 00:08:51
Thank you. 00:09:04
Perfect. 00:09:05
OK. If you just go to the next slide? 00:09:06
Thank you. 00:09:09
So our. 00:09:10
Team is made-up of. 00:09:12
UDOT and UTA. 00:09:13
It's being delivered. The construction is being delivered through UDOT and then when that is completed. 00:09:16
It will be turned over to UTA for operation. 00:09:21
And maintenance at that point? 00:09:24
OK. Next slide please. 00:09:26
So we have a short video. 00:09:29
Hopefully that will work. 00:09:31
That kind of explains. 00:09:32
Project a little bit really briefly and it does a great job at explaining. 00:09:34
Why we're doing some strategic double tracking. 00:09:38
And how that will benefit? 00:09:40
The system and the. 00:09:41
And the public. 00:09:43
So let's. 00:09:44
Fingers crossed we get a. 00:09:45
We see it, but hopefully we can hear it too. 00:09:47
If not, I can narrate and as it's moving. 00:09:53
So currently there's a single track for along most of the system. 00:09:56
There's a few areas where double track goes at. 00:10:00
Around the stations and a few other areas. 00:10:02
Which limits the number of trains and the frequency that will. 00:10:04
The system will allow. 00:10:07
So our project is to strategically include and add some double track. 00:10:09
In some. 00:10:13
Areas along the entire corridor. 00:10:14
To allow trains to pass. So you can see here there's the front airline and the one below that is the Union Pacific line. 00:10:18
Currently in a lot of areas that blue. 00:10:23
Is only single track, which doesn't allow trains. 00:10:25
To pass. 00:10:28
Unless you get to a station as shown here. 00:10:30
Double tracks and that allows. 00:10:32
The two directions to pass each other. 00:10:34
The other narrator is way better than I am at this, but I'll do my best. 00:10:40
So. 00:10:45
The train passes. 00:10:47
You missed the train. 00:10:48
It takes a while for the next train to get back to you, so the goal is I'll just keep talking so we don't take up too much of your 00:10:50
time and get watching the technicalities here. 00:10:53
So you have to wait for the train that's coming to the. 00:10:57
That red train has to get to the station where there is double tracking. 00:11:01
To allow for the other train to pass. 00:11:04
So that limits the number of trains that are able to. 00:11:06
Occupy the system at any one time and. 00:11:09
Service those stations. 00:11:12
So there, that other train has now moved on to that single track. 00:11:14
So yeah. 00:11:21
They're saying if we added more trains it would make a difference because they just can't pass each other right now. 00:11:22
So the best frequency service we can offer at this point is every 30 minutes during peak hours. 00:11:26
You know, rush hour in the morning, in the evening, and then every. 00:11:31
Hour during off peak hours. 00:11:34
And that's the limitation of the double of the single track. 00:11:36
Correct. 00:11:39
Yep. 00:11:39
So as you can see if we extend that double track. 00:11:45
We're able to add an additional train. 00:11:47
That southbound train is able to get off the track sooner. 00:11:50
For that. 00:11:52
New extra northbound train to enter the system so it's now. 00:11:53
A shorter gap between trains and thereby a shorter gap between service. 00:11:57
So you can see in this map here it shows. 00:12:03
Those locations where we're going to be double tracking. 00:12:04
So instead of every 30 minutes, now we're able to go to every 15 minutes during peak hours. 00:12:08
So that double s the frequency during peak times and the capacity. 00:12:13
So hence the name. 00:12:19
2X for runner, 2X so. 00:12:20
But I would encourage you to. 00:12:25
Look this up on. 00:12:26
Our website it's. 00:12:27
It does a better job than I do, but. 00:12:29
Just in the interest of kind of moving. 00:12:33
Through this. 00:12:34
Video clip. I just would give a brief narration. 00:12:36
So yeah, that's kind of a brief nutshell on what the strategic double track is about. 00:12:40
And the map showed where we were doing that. As you can see, it's along. 00:12:44
A large portion of the corridor. 00:12:48
So we can go to the next slide now. 00:12:50
OK, one more. 00:12:54
So the purpose of this project? 00:12:58
Briefly touched on during the video is. 00:13:00
Right now for honors. 00:13:02
At 90% capacity during the peak hour. 00:13:04
So the trains are full. 00:13:06
So by adding additional track and trains, we're able to increase that service and. 00:13:08
Reduce the congestion. 00:13:13
And also increased ridership. 00:13:14
OK. Next slide. 00:13:16
Some benefits that we'll see. 00:13:21
As a result, the project. 00:13:22
Like we talked about increased frequency. 00:13:24
To 15 minute peak times. 00:13:26
And 30 minutes during off peak hours. 00:13:28
Increased ridership. 00:13:30
With the additional trains. 00:13:31
Improved reliability. 00:13:33
By having additional double track. 00:13:35
We can improve the reliability of the system. 00:13:36
And be able to. 00:13:40
Be more nimble as things arise and be able to move trains around more easily. 00:13:42
And as we all know. 00:13:46
I-15 traffic is. 00:13:47
Getting worse and worse as time goes on. 00:13:49
So by 2050, it's anticipated that Frontier will actually be 17% faster than. 00:13:51
Travel by I-15. 00:13:57
And as with many. 00:13:58
Transit projects that supports economic development in a lot of areas. 00:14:00
OK. Next slide please. 00:14:04
A brief outline of what? 00:14:08
The project involves a really high overview look is. 00:14:09
11 new double track sections. 00:14:13
One new train station. 00:14:15
To facilitate maintenance of the new train fleet. 00:14:16
That we'll be bringing online. 00:14:19
As you can see, 10 new train sets. 00:14:21
Or I'm sorry, the station is a new station. 00:14:23
In the Bluffdale area. 00:14:26
And then a new maintenance facility for those new trains. 00:14:28
And that maintenance facility is going to be? 00:14:33
Located in. 00:14:35
Near Beck St. and kind of near North Salt Lake, so. 00:14:36
But I'll show you that on the map here. 00:14:39
Next slide, please. 00:14:41
Yep, as you can see on the map. 00:14:44
Those red areas are areas where we will be doing some. 00:14:46
Double tracking. 00:14:49
That new maintenance facility there you can see between Woods Cross and the North Temple station. 00:14:50
And then the new. 00:14:55
Train station will be. 00:14:56
Just north or just South of Draper. 00:14:58
Adjacent to the new. 00:15:00
Of the mountain development. 00:15:01
So that will be. 00:15:03
Part of this project as well. 00:15:04
And if you have any questions. 00:15:06
Along the way, don't. 00:15:08
Hesitate. 00:15:09
Let me know. 00:15:11
Thank you. OK, Next slide please. 00:15:12
Here's a brief timeline of where the project's been and where we're going. 00:15:15
We're still in the design phase. Environmental study has been completed. 00:15:19
We're hoping to get a federal grant approval here in the next. 00:15:24
Several months to hopefully less than a year from now. 00:15:28
Design is wrapping up on. 00:15:31
The majority of the project, there's still some design ongoing. 00:15:33
And then the. 00:15:37
Anticipated construction start time is. 00:15:38
Hopefully. 00:15:41
Early 2027. 00:15:42
With some early work for utility relocations. 00:15:43
Potentially this fall. 00:15:47
So there'll be minimal impacts to the public for a lot of that utility relocation. 00:15:48
And the goal is to complete construction by 20-30 and have that new 15 minute peak service in place. 00:15:54
OK. Next slide. 00:16:01
So the goal then isn't to double track the entire system, it's just certain places. 00:16:03
Yeah, certain places based on modeling. 00:16:09
To get the best efficiency out of. 00:16:11
What's currently in place as well as? 00:16:13
You know the best use of money to strategically double track a few areas to get the trains to move. 00:16:15
Other plans in the future to double track the entire system. 00:16:20
I believe so long range term. 00:16:23
Long range plans show. 00:16:25
Additional double tracking. 00:16:26
Even some triple tracking in some areas. 00:16:28
More potential express strains and things like that. 00:16:30
And if. 00:16:35
If the system were to be double tracked all the way. 00:16:36
How would that improve? 00:16:40
Throughput, I mean how often the trains can come and so forth. 00:16:41
I don't know, Matt, maybe you could. 00:16:45
That's with UTA, he might be able to better answer that question. OK. 00:16:47
Sure, yeah. 00:16:51
Thanks for having me. My name is Matthew Carter. Welcome. I've been a consultant at UTA for. 00:16:52
28. 00:16:58
30 years for a while so. 00:16:59
Umm. 00:17:01
It could help the throughput if. 00:17:04
If it was double track the whole way then you wouldn't have any of those conflicts with trains needing to pass. 00:17:07
At double track areas since there be. 00:17:13
Double track the whole way. 00:17:16
I would envision that it would probably operate very similar to the way Trax does right now. 00:17:18
But even that said, Trax does not operate any faster than 15 minute service, so probably. 00:17:24
It could possibly allow us to run all day 15 minute service, but I. 00:17:32
Wouldn't anticipate that we would go. 00:17:37
Than 15 minute service once we got double tracked. 00:17:40
What it does do if you were to double track the whole? 00:17:44
The whole way is it allows you to be. 00:17:46
A lot more consistent with your schedule. 00:17:49
Anytime you have single track in your system, you run the potential of. 00:17:52
Having conflicts with opposing trains which might delay the system and might put you off schedule, so having double tracked the 00:17:56
entire way would allow you to. 00:18:00
Stay on schedule a lot, a lot more efficiently so. 00:18:04
And so running trains twice as often. 00:18:08
Right now we're thinking during peak hours, are we fine? 00:18:12
Or if you're finding that, are you at capacity or beyond right now at rush hour? 00:18:15
Yes. So right now we're running actually the federal grant that we're seeking. 00:18:20
Trying to get. 00:18:25
Is based on the fact that you have at least an 80 to 90% capacity during peak hours, which we are having at this point in time. So 00:18:26
that allows us to qualify for that grant. 00:18:33
And so that's why we're we're seeking that federal money to help us with our capacity issues that we're having at this point in 00:18:40
time. Super. 00:18:43
OK, cool. Thank you. 00:18:47
OK. Next, next slide. 00:18:53
OK. So now we'll jump in a little bit on the more focused. 00:19:00
Aspect to the. 00:19:04
Area in question which is. 00:19:05
In your case, vineyard. 00:19:07
We wanted to come out and kind of give everybody an update on. 00:19:08
Especially. 00:19:12
Your location and. 00:19:12
The work that will be happening in this area. 00:19:14
And Justin, can I turn this over to you? 00:19:16
And he'll kind of walk through the design for us. 00:19:18
Thank you. 00:19:20
Yeah, it's good to be here today again. My name is Justin Bettles. I work for Horrocks. I'm a consultant. 00:19:23
I'm the segment lead. 00:19:28
For over design for the Orem segment. 00:19:31
We call it the Orem segment just because it begins at the. 00:19:33
At the Orem station. 00:19:36
And then heads N That arm station is roughly at about there at 8 S. 00:19:39
As it shows on the screen, the length of this segment is about 1.7 miles. 00:19:45
And it ends just north of 400 N. 00:19:50
Right next to. 00:19:53
The Trailside elementary school. 00:19:54
Next slide. 00:19:58
Please. 00:19:59
So the vineyard. 00:20:03
City segment. 00:20:05
In this Orem segment begins at the city boundary there at Geneva Rd. 00:20:06
And one of the things that. 00:20:11
It's kind of unique about this segment is. 00:20:13
We're not able to just. 00:20:15
Add the track to the outside where that's. 00:20:17
Taking place in most cases. 00:20:20
There's not enough room to the outside at the Geneva Road bridge. 00:20:22
So the track, the new track. 00:20:27
Line has to go. 00:20:29
To the inside. 00:20:30
So there is kind of a benefit to that to where? 00:20:33
There's no. 00:20:36
Additional. 00:20:38
Right away needed. 00:20:39
Along that, outside that West side. 00:20:41
Along the tracks through this area. 00:20:44
However it does. 00:20:47
Require us to. 00:20:48
Shift. 00:20:49
The Union Pacific tracks. 00:20:50
To the east a little bit. 00:20:52
To create some room on that inside. 00:20:54
Area. 00:20:56
For that additional track. 00:20:57
And then you can see that. 00:20:59
With that track shift. 00:21:02
Continues. 00:21:04
On that shift as it goes along. 00:21:05
The Vineyard. 00:21:09
Road there has been your Rd. 00:21:10
Parallels the tracks. 00:21:12
Next slide, please. 00:21:14
So has Vineyard Rd. 00:21:19
Kind of bends away. 00:21:20
From the track line, that's when the tracks start to shift back to the West. 00:21:22
To try to get back on. 00:21:28
An original alignment, so. 00:21:30
Those tracks line up with the tracks to the north. 00:21:32
This is where. 00:21:35
We do. 00:21:37
The project does need to obtain a little bit more. 00:21:39
Right away. 00:21:41
For the tracks to be installed. 00:21:42
It's about 17 feet. 00:21:46
Of additional right away needed. 00:21:48
Starting. 00:21:49
Just a little bit South of Center St. 00:21:50
You can see on that. 00:21:53
Image there. 00:21:54
Sorry, the image is a little. 00:21:55
Blurry, but there's a little notch. 00:21:58
Kind of in the center of that. 00:22:01
Image and we need to put a signal house there. 00:22:02
Part of the systems. 00:22:06
For the track. 00:22:08
For the track work and that requires us to just. 00:22:11
Notch the existing trail out around that. 00:22:14
That area that we need for the signal house. 00:22:17
We know that that's a planned development that's going in there we've. 00:22:20
We've. 00:22:24
Tried to put that in a location that works for the tracks but also. 00:22:25
It's in an area where we're not impacting parking lot or any buildings there and that's on the northeast side of the track. 00:22:29
Is that correct? 00:22:37
Northwest. 00:22:38
It's just it's South of Center St. 00:22:40
I'm sorry, I was glare on the West side. 00:22:43
And we talked to the developer about that. 00:22:49
So you're not talking about this little notch? Yeah, that notch right there. Yeah, we need that little notch for a signal house. 00:22:54
Yeah, I see. 00:23:01
Yeah, I don't think we've. 00:23:04
Reached out to the property owner. 00:23:05
And talked about that yet? 00:23:07
Because I know they're they're putting in foundation. 00:23:11
I mean, they're going to be there and just. 00:23:14
The next couple months, right? 00:23:16
Yeah, we've, we've seen some aerial imagery where they've got some curb and gutter installed and and they've started foundations. 00:23:17
But yeah, we'll definitely. 00:23:25
Need to coordinate with them. 00:23:26
On that. 00:23:28
Shift of the pedestrian trail. 00:23:29
Yeah, recommend that sooner than later. 00:23:31
OK. 00:23:43
That community, that community is already. 00:23:49
Parking again has a huge gonna have a huge. 00:23:52
Parking problem though. 00:23:55
My only concern would be. 00:23:58
If you get rid of the parking, we need to get rid of some of the buildings. 00:24:01
As well would that would you guys be purchasing those buildings to? 00:24:04
To make sure that you have. 00:24:08
Because you guys are going to need your anticipated parking. 00:24:10
Well, for the structure to act, will you be accessing it? 00:24:13
The vehicles the the signal house will be inside the. 00:24:17
The UTA right away and so it'll just be accessed inside the track right away. 00:24:21
The trail that just needs to go around that signal house. 00:24:27
Looked like it was just going to be. 00:24:30
Where they had planned. 00:24:33
Landscaping. 00:24:34
So we're not taking out any parking stalls. 00:24:36
Or any structures. 00:24:38
This particular. 00:24:43
Developer. 00:24:44
Is kind of set. 00:24:47
In his way, is that fair to say that? 00:24:48
You might want to talk to him sooner as opposed to later. I'm just going to say that. 00:24:51
And I think of. 00:24:54
I think it'd be amicable I'm sure, but still, you sooner the better. 00:24:55
OK. Yeah, we can definitely do that. 00:24:59
From Center St. to the north. 00:25:02
Just real quick, we do need to install retaining wall. 00:25:04
Between. 00:25:09
The new. 00:25:11
Track line and the pedestrian trail. 00:25:12
Along with that, we have to install a new storm drain line. 00:25:15
With the new track, we have to relocate the storm drain line. 00:25:18
And so it's going to run underneath the pedestrian. 00:25:22
Trell. 00:25:26
So with that work. 00:25:29
The pedestrian trail. 00:25:31
Gets tore up, tore up to get that storm drain line in and it will get fully reconstructed. 00:25:33
On the image here we do have the Rendezvous Park. 00:25:40
We're not planning on impacting Rendezvous Park at all. It's just the trail. 00:25:43
It gets reconstructed as all. 00:25:48
As we get through the residential parcels as we head north. 00:25:50
We do require a temporary easement. 00:25:54
On the Utah County property that houses the trail. 00:25:58
Just to get that storm drain line in and reconstruct the trail. 00:26:02
But we don't require any. 00:26:06
Easements or any additional right of way to the residential parcels along there. 00:26:08
So how long do you anticipate the trails be closed? 00:26:14
That's a great question. 00:26:18
And I don't I don't know the answer to that. 00:26:20
Yeah. We're just we're finalizing all that design, OK. 00:26:24
All right. 00:26:31
Thank you. 00:26:32
Right. Yeah. 00:26:35
So this is pretty much similar to the previous. 00:26:38
Slide, Yeah, it's just pretty linear. 00:26:42
The additional track line. 00:26:44
And including the storm drain and reconstructing the trail. 00:26:47
Through here. 00:26:51
You can see. 00:26:52
The UP. 00:26:53
Tracks get tied back in. 00:26:55
And it's just the UTA line that has to continue N to finish out that. 00:26:58
That double tracking. 00:27:02
Next slide, please. 00:27:04
So real quick, one question. 00:27:06
Oh, go ahead, Jake, you're on. 00:27:09
Jay, go ahead. 00:27:12
The residents in this specific community. 00:27:14
Have complained about the noise of the train and now the train coming every 15 minutes. 00:27:18
What type of? 00:27:25
Sound barrier. 00:27:27
Are we, I mean, are you able to? 00:27:28
Put up. Are we able to request how? How does that? 00:27:31
How does that work? 00:27:34
Yeah, I know We've done a noise analysis, is that? 00:27:37
OK, Yeah, if you can hang tight, we'll get to the noise. 00:27:41
Issue in just a minute. 00:27:44
And one last question before you go on. 00:27:46
I'm sorry if you got. 00:27:48
OK, sorry. The question is we've been trying to work at. 00:27:51
At Removing the the rail spur along Geneva Rd. 00:27:55
Yes, right. And and there's part of that is they're going to add some more up. 00:27:59
UP Railroad is going to add more track along this corridor. 00:28:04
Will it? Will that all fit in here? 00:28:07
Yes. 00:28:09
Yes, we've accounted for that, OK. 00:28:10
Perfect consolidation. 00:28:13
Yeah, project. 00:28:14
Thank you. 00:28:15
And as mentioned earlier, the segment ends just north of 400 N, right there at the Trailside Elementary School. 00:28:18
So that's that's pretty much the the limits of the segment. That's some highlights of the design that we're working. 00:28:27
On trying to. 00:28:33
And we're at it working towards a 90% plan set right now over the next couple months to. 00:28:34
To kind of finalize. 00:28:40
The design through here so. 00:28:41
Very minimal impacts to utilities. 00:28:46
There's like a water line or maybe a couple water lines that we have to extend casings outside beyond the right away line, but 00:28:49
they're pretty minimal impacts to utilities. 00:28:53
The same next slide. 00:29:02
Please. 00:29:04
Thank you, Justin. 00:29:11
As far as an over. 00:29:14
Environmental Overview. 00:29:15
We mentioned that the Rendezvous Park will not be. 00:29:16
Impacted. 00:29:18
There will be some construction work adjacent to the park. 00:29:20
There was no impact to the aquatic or biological resources in the area. 00:29:22
And then we didn't identify some noise vibration impacts. 00:29:26
Near 400 N and that. 00:29:29
We'll talk to those here in the next couple of slides. 00:29:30
OK. Next slide please. 00:29:34
So yeah, as mentioned. 00:29:41
There's concern about noise, vibration, as with any project getting. 00:29:42
Increases any kind of rail or roadway activity so. 00:29:46
We get that. 00:29:49
As part of this project, a noise analysis. 00:29:50
Was done in the area. 00:29:53
To account for the additional trains and the additional track. 00:29:54
And some of that involves. 00:29:59
What will be done to mitigate those? 00:30:02
Impacts to noise and vibration. 00:30:04
And what was determined in this area was spring rail frogs. 00:30:06
It's kind of a funny. 00:30:09
Term for. 00:30:10
Anyone, but it's essentially these. There's special switches that are used to reduce the number of. 00:30:12
Or the vibration that trains. 00:30:16
In part to the. 00:30:18
The track and the ground. 00:30:20
As they're switching from one track to the next. 00:30:21
So it's a spring rail frog which reduces that vibration impact. 00:30:23
And with. 00:30:28
With installing these at the crossovers. 00:30:29
The. 00:30:32
Noise, vibration impacts will be completely mitigated. 00:30:34
OK. Next slide please. 00:30:40
And this kind of dives in a little bit to show which. 00:30:43
Individual homes were identified as having some vibration impacts. 00:30:47
But with those Springwell frogs? 00:30:50
Those vibration impacts will be mitigated to below the threshold of the FTA. 00:30:52
Seize any additional mitigation. 00:30:57
Needs would be required there so. 00:30:59
It was determined that those spring rail frogs would. 00:31:01
In fact. 00:31:03
Mitigate. 00:31:04
Any vibration to below the threshold that the FDA would. 00:31:05
Required additional mitigations, so. 00:31:09
It should do a very good job at that. Plus those crossovers will not be used. 00:31:12
As frequently. 00:31:17
As others, they'll be used for maintenance and emergency. 00:31:18
Train switching. 00:31:21
So there'd be limited use on those spring roll frogs anyway. 00:31:23
OK. Next slide please. 00:31:27
Any questions on that before we move to the next? 00:31:29
I've just got a quick question. Is there anything that the city could kind of opt for? 00:31:34
Voluntarily. 00:31:39
Do I know some of the concern? 00:31:41
Folks reached out about the noise like further South. It's just like the general noise. Obviously nothing. 00:31:43
That we do is going to make things perfect, but. 00:31:50
Are there anything like? 00:31:52
I don't know planting trees or anything that the city could. 00:31:54
Do while construction is going on to. 00:31:57
Is the cost of. 00:32:01
Mobilizing twice there, but that could potentially help the. 00:32:02
If the general noise. 00:32:06
I mean, that's definitely a possibility we could look at and coordinate. 00:32:07
That would be a betterment to the city that they. 00:32:12
Would be responsible for him as far as warrant for any kind of noise wall or trees that would be. 00:32:15
Yeah, up to the city. 00:32:20
OK, OK. 00:32:23
And then as far as next steps go. 00:32:25
We have a neighborhood meeting plan on May 11th. 00:32:28
It's being rescheduled. 00:32:31
No longer on the 11th. 00:32:33
That's right. 00:32:34
So that's that meeting. OK, so do we have a date for it yet? 00:32:35
OK, thanks. 00:32:39
Probably late May. 00:32:41
Thank you. 00:32:43
The goal of that meeting is to get with the impacted neighbors. 00:32:44
And any residents interested in learning more about the project and. 00:32:47
And the steps that we're taking. 00:32:50
Would you guys just be meeting here or is there a location? We were originally going to do it at Vineyard Elementary, but. 00:32:51
Residents and we'll reach out to all those impact. 00:33:03
I've got a question as well. 00:33:11
Similar to Councilman there. 00:33:13
Had a lot of complaints about the trail. 00:33:16
Without any trees are there. 00:33:19
Are there anything that's? 00:33:24
Stop us from planting trees when it's reconstructed to cool it down. 00:33:25
Make it a little bit more. 00:33:31
Beautify it. 00:33:34
So that it's just not some. 00:33:35
It really feels like the the cement highway is just too hot. 00:33:38
How close can we get? 00:33:44
To the tracks itself. 00:33:47
Right. I don't know, maybe Matt. 00:33:51
Carter, you have an idea on? 00:33:53
Planting trees near the corridor. 00:33:54
The when we replaced the trail, it will be back in its existing location, which would be right up against the rail corridor and 00:34:01
against our short wall that we'll be building along there. 00:34:05
That leaves the existing. 00:34:12
Kind of landscaped area that's between the trail and the fences of the backs of the homes there. 00:34:15
If the city wanted to. 00:34:20
Add trees or beautify that area. 00:34:22
Former fashion. 00:34:25
That would be fine. It's nothing that we're not. 00:34:27
Planning on impacting that area. 00:34:30
So we're not. 00:34:33
We're not going to be reconstructing from. 00:34:34
Our corridor to the back fences. 00:34:37
All through there, there might be some areas where we step across the trail a little bit, but. 00:34:40
We're happy to work. 00:34:46
With Vineyard City on, however, they might want to look at that I'm. 00:34:48
If that's something that you'd like to look at. 00:34:52
Join this for. 00:34:55
What are these? 00:34:57
At the same time, because you're ripping up the trail to be able to put water and. 00:34:59
Landscaping and. 00:35:03
For structure with. 00:35:05
Save dollars and to do it. 00:35:06
That you know side by side. 00:35:07
Yes, yeah. So this is the works director, city engineer. That's a great comment. Actually, we've met with UTA previously. 00:35:10
And in regards to that, I believe it was the last online meeting that we had George Schramm and his team specifically. 00:35:19
Blaine Nelson, They've been working up a preliminary. 00:35:27
Tree planting or landscaping planting along there to kind of. 00:35:30
Coincide to the irrigation requirements, but more and more shading like the tree canopy which they'll be having a great 00:35:34
presentation on soon as well as considering the water wise type landscaping as well. So the city staff is currently. 00:35:42
Putting something together for our proposed UTA. 00:35:50
Consideration. 00:35:53
Did UTA recommend a specific type of tree? Do you guys? Is there something that is more effective at knocking down noise? 00:35:57
Does UTA talk about spacing of those trees or? 00:36:06
For anything that doesn't make any difference at all. 00:36:11
We haven't done any analysis on a different type of. 00:36:15
That might. 00:36:19
Help from that perspective. 00:36:20
Just in thinking about it, generally you know an Evergreen type tree that. 00:36:23
Be foliaged all year round as opposed to losing leaves in the fall and the winter time. 00:36:28
Might be better, but. 00:36:35
That would be something that someone else would have to analyze, and you'd have to see how that fits into your. 00:36:37
Landscape plan through that area. 00:36:41
I think generally those trees would be far enough away from the tracks that it probably whatever was selected probably wouldn't be 00:36:45
affecting the train. 00:36:49
Or affecting our service in any way. So it would probably be just up to the city on how you want it to. 00:36:54
Look at that and what you wanted planted in that area. 00:36:59
Council, Would it be OK to have George? 00:37:06
Think about and under with the theme about. 00:37:10
I I just heard this multiple times about how hot that trail is, how it's just not fun. 00:37:13
To ride on because the heat. 00:37:19
Something that could really. 00:37:23
Be a robust the waste barrier. I know they're probably going to. 00:37:24
Complained about the double track as much as we can and if we could so. 00:37:29
Get some ideas about. 00:37:33
You know how? 00:37:35
How thick we could get that just to? 00:37:37
And I know people don't like so so. 00:37:39
Jake. 00:37:42
Neighborhoods kill a little bit better, you know. 00:37:43
Councilman, hold away. 00:37:47
I have a 6.3 as a tradematroid planning updates maybe and George will be there on. 00:37:50
Stand there, maybe ask him at that time. 00:37:54
Sounds good. 00:37:57
OK, thanks. 00:37:58
Please go ahead. 00:38:00
Yeah, any other? 00:38:01
Questions. I don't know if we're. 00:38:02
Probably done with the presentation. 00:38:05
Just opened up for question I guess. 00:38:07
OK. Yeah, you just go to that last slide. 00:38:09
Sorry, we're not good at waiting for questions. 00:38:14
No, that's that's totally fine. 00:38:16
We welcome and. 00:38:18
Also, just by quick way of introduction, I brought some of our team as well. 00:38:19
Catherine, you know from our public involvement. 00:38:23
Crew Justin, we've heard from him, Matt Carter from ETA and then. 00:38:26
Sergeant is with FFP, which is a joint venture between Stacey Lipbeck. 00:38:30
And RLW, who will be the contractor? 00:38:33
During this project so wanted to make sure did I miss anyone? 00:38:36
Make sure I shout out. 00:38:40
Our folks for being here. 00:38:41
And has been kind of. 00:38:43
Mentioned a little bit is we have been working with the city staff already for. 00:38:45
Sometime on coordinating a lot of these things so. 00:38:49
Yeah, now we just want to make sure the council's. 00:38:52
Brought up the speed on things too appreciate it yeah not the first time you've heard about it but we're. 00:38:54
Grateful for the chance to look at more closely. 00:38:58
And then there's some information there on the website. 00:39:00
And our phone number and contact information so. 00:39:03
Don't hesitate to reach out. 00:39:06
A few good questions from any of. 00:39:07
On the public or if you have questions. 00:39:09
Happy to answer those. 00:39:11
Thank you so much. Thank you. Does the public have any questions about this? 00:39:12
Please. 00:39:17
Recognize David Pearce. 00:39:18
David Pierce, Cascade Neighborhood. 00:39:21
One of the questions I have is. 00:39:24
Potential impact? 00:39:26
On future Rd. enhancements. 00:39:28
Along Geneva Rd. 00:39:30
If you have any insight about that or have. 00:39:33
Discuss that with UGOT or. 00:39:37
Forum City. 00:39:39
Particularly. 00:39:41
On Center St. 00:39:43
And a couple of the other roads. 00:39:47
Headed north, going north. 00:39:50
Umm, you've addressed some of the other issues. 00:39:52
I think the question was asked, but I didn't get. 00:39:56
I wasn't able to pick up on the answer. 00:40:01
And that is, what are the plans minus Grant? 00:40:03
Revenue. 00:40:07
Question. Yeah. 00:40:13
As far as? 00:40:16
Roadway improvements we haven't. 00:40:18
We haven't discussed with any. 00:40:21
In improvements that we're aware of that would be associated with our project other than. 00:40:23
At grade crossings, so the the grade crossing on 400 S and the grade crossing at 800 S. 00:40:27
We will be reconstructing those great crossings, improving the sidewalks in the area. 00:40:34
There'll be different rail lines going across the Great Crossing, so some of the. 00:40:40
The. 00:40:45
Signaling equipment will be relocated and adjusted to fit the new configuration of tracks going across the streets and whatnot. 00:40:46
So. 00:40:50
That work will be done. We have not talked to them about any other roadway improvements along Vineyard Rd. or any of that area. 00:40:53
We don't anticipate impacting any of those with our project, so it would be something that might be different. 00:40:59
Part of the focus of my question. 00:41:05
Is future widening of the roads? 00:41:07
We have not addressed that. There hasn't been any. 00:41:11
Discussions with UDOT as far as anticipated. 00:41:16
Growth or? 00:41:20
Insufficient. 00:41:22
Widths of roads at this point in time, so there hasn't been any discussion with them on on that that I'm aware of your. 00:41:24
What was your second question? 00:41:30
About the absence of grant funding, Oh yeah, grant funding. So. 00:41:32
Umm, Currently our project is based on the assumption that we are going to receive the grant. 00:41:37
We do have a good chunk of local money. 00:41:45
That has been given to us from the state of Utah and. 00:41:48
That. 00:41:52
That local money is being used as the match money for the federal grants. A lot of federal grants, you have to have local money to 00:41:53
match with that. 00:41:57
We we have already been. 00:42:02
We've been approved through a couple steps of the federal process and so we're we're in there. 00:42:05
Pipeline you could say of the of the grant. 00:42:11
We are basically just moving through the process at this point. They have already allocated. 00:42:14
A good chunk of money and I think. 00:42:23
Three different years of past budgets on the federal budget where it's been allocated directly to the project. 00:42:25
That. 00:42:32
Cover the entire grant, but it does cover a good chunk of it. 00:42:34
We are waiting to hear from them as to the total value of what the grant is that they will be providing to us. 00:42:37
Once we find that out, if it covers the entire project, then that's that would be the plan to build the entire project if it. 00:42:45
If it's somewhere short of what we need, then we'll have to go back and look at. 00:42:51
What how we will have to adjust the scope of the project to to meet our needs of of what we need to do to try to still? 00:42:56
Accomplish the goals that we have of double tracking and. 00:43:04
And having 15 minute service. 00:43:08
So it's not guaranteed, but there's a high probability. Yeah, you could say that's about where we're at in the process right now. 00:43:10
And there will be no tax impact. 00:43:16
There's no tax impact to this, all the local money has already been allocated. 00:43:18
Through transportation budgets and things. 00:43:22
There's no. 00:43:26
Local tax or anything being assessed with this? 00:43:27
Yeah. 00:43:34
Thank you. Thank you very much. 00:43:36
He really appreciate that. 00:43:39
All right, so let's move on to number 6.2. 00:43:40
Water use updates. 00:43:43
Devin Peterson and Steve Jones. 00:43:46
You're up. 00:43:50
Thank you. 00:43:51
Nasim, thank you for your help. 00:43:52
And teams. 00:44:05
OK, I got this. 00:44:07
I'll kick you out, I'll team. 00:44:09
Well, maybe why he's getting this set up. 00:44:14
We can do some quick introductions. 00:44:16
I'm Devin Peterson. The. 00:44:20
Environmental Utilities. 00:44:22
Manager, which covers water and sewer. 00:44:24
And then? 00:44:27
I'm going to tag team this with Steve Jones to let him do a quick little introduction. 00:44:28
Yes. So I'm Steve Jones from Hansen, Allen and Luce, and we help the city with your water and sewer needs. 00:44:34
Awesome. Thank you. 00:44:40
So just use my or use this. 00:45:00
As we go to next. 00:45:04
OK, sweet. 00:45:13
Alrighty. 00:45:15
Just have a few. 00:45:16
Quick updates as far as. 00:45:18
Mostly water goes. 00:45:21
So First off, we want to start with. 00:45:24
Water quality report. 00:45:26
Water quality report will be coming out here. 00:45:28
Real soon. 00:45:32
So water quality report is submitted. 00:45:39
Annually to division of drinking water, that's a requirement. 00:45:42
And the water quality report? 00:45:46
In fact, I'm gonna. 00:45:49
Thank you. Thank you. 00:45:53
So the water quality report. 00:45:55
Pretty much what it is is a. 00:45:58
Report to citizens about the quality of our water. In that report you'll find samples that have been taken. 00:46:00
What the highest? 00:46:08
Levels detected in each of those. 00:46:11
Results. 00:46:14
And it also shows the MCL which is the maximum level that the state. 00:46:15
Allows for those samples. 00:46:20
Umm. 00:46:23
With this. 00:46:26
Water quality report. 00:46:27
We publish it on our website. That's a requirement. We send it out a utility bills. 00:46:30
And we have hard copies at the city office for people to stop and pick up if they would like. 00:46:35
All of our tests. 00:46:43
Come back, we're compliant with this. 00:46:45
State and federal regulations, which is good. 00:46:47
In that report you will find. 00:46:50
One violation. 00:46:53
No violation is good, but I would say it's a minor violation. 00:46:56
In our fourth quarter. 00:47:01
We felt getting a sample turned in on time. 00:47:04
As soon as I received the e-mail about that, we took it that day. 00:47:08
Samples. 00:47:12
Got turned into the state. In fact, they didn't even record it on their website but. 00:47:15
Because we did miss it. We do have to. 00:47:21
Count for it in this annual report so those samples come back. 00:47:23
Good like usual, Well below the MCL so. 00:47:28
Moving on to our. 00:47:37
Water tank and booster station. 00:47:39
I know this has been a very long project and. 00:47:43
Glad that it's up and going but. 00:47:47
The booster station and water tank was completed in November. 00:47:50
And dedicated to Don Oberson. 00:47:56
It was a It was a nice. 00:47:58
There's a good, good day. 00:48:00
The booster station we didn't, actually. 00:48:04
Put into the system until March, we. 00:48:06
Couple delays with. 00:48:09
Getting VPN set up so we can run our SCADA. 00:48:11
And just fine TuneIn some automatic valves and stuff. 00:48:17
Like that? 00:48:21
But we're we're up and going. It's pumping. 00:48:23
It's it's working the way it should. 00:48:26
So. 00:48:30
This water tank and booster station fulfills the. 00:48:32
Capacity agreements with central UT. 00:48:36
So with that we can. 00:48:40
Supply the demand of the system. 00:48:44
Without hitting. 00:48:47
Peak peak charges. 00:48:48
So yeah, if we didn't have this. 00:48:51
We'd be charged a lot more water for hitting peak. 00:48:54
It also fulfills. 00:48:58
Fire suppression pressures and. 00:49:01
Fire storage which is required by the state as well. 00:49:03
I'd like to give a shout out to. 00:49:10
Our team. 00:49:12
Going through this process. 00:49:13
It's something new to a lot of them and. 00:49:16
We've all spent. 00:49:20
Sleepless nights. 00:49:21
Watching pressures and pumps and. 00:49:23
Making sure everything's. 00:49:26
Working so people have. 00:49:27
The pressures and the. 00:49:30
Supply that they need. 00:49:32
Moving on to. 00:49:35
Water. 00:49:37
Usage update. 00:49:38
If you look at this graph. 00:49:41
I went fiscal year to fiscal year just because that matches our contract with Central UT. 00:49:43
I'm looking back 2425. You can see those numbers in millions of gallons. 00:49:48
I have not received our April's usage quite yet, but. 00:49:56
Interesting thing if you look at it the. 00:50:00
2425. 00:50:04
Months July. October, November. 00:50:06
We actually used more. 00:50:08
That year than what we did this current year. 00:50:10
I don't know quite. 00:50:15
Yet why I haven't? 00:50:17
Done that research yet? But. 00:50:18
The rest of the months this year you can tell are. 00:50:21
Steadily going up. 00:50:24
And. 00:50:26
That's due to the population growth. 00:50:27
And as well as the. 00:50:29
You know, dry winter. 00:50:31
And the. 00:50:34
Hot spring. 00:50:36
As you all know. 00:50:42
It's a drought year. 00:50:45
So some of the things that. 00:50:48
We're looking at the hopefully help with that is. 00:50:52
Central UT. 00:50:57
Allocation. 00:50:58
Purchase which? 00:50:59
Steve's going to touch on that's coming up on in July. 00:51:01
Implementing a water conservation plan. 00:51:05
And developing A secondary water master plan. 00:51:09
I'm sure you guys have noticed that. 00:51:13
We have. 00:51:15
We've got some money to start looking into that secondary. 00:51:17
Water Master plan, but it has not been. 00:51:20
Done yet? 00:51:23
We've also talked about Flip the Strip. 00:51:27
And city detention areas. 00:51:31
And. 00:51:34
Acquiring as much water as possible. Both. 00:51:36
Irrigation and drinking water. 00:51:38
Along with that I would just I would like to also mention. 00:51:42
For citizens and stuff. 00:51:45
Vineyard City is part of. 00:51:47
Central UT. 00:51:50
The conservancies flow the. 00:51:52
Slow the flow. 00:51:55
So residents can get some rebates. 00:51:56
Due to flipping the strip. 00:52:00
Waterways. 00:52:02
Landscape. 00:52:04
Smart clocks and stuff like that. So I just, I'd like to put that out there and remind the citizens that. 00:52:05
That they're interested in any of that or have done it definitely looking to those rebates as well so. 00:52:10
Will they be able to find that on the website somehow? 00:52:17
Will they be able to find out in the city website somehow? 00:52:19
The slow the flow. 00:52:22
Information about how to get rebates, so forth. 00:52:24
Dorelli's. 00:52:26
Great. Whatever we can do to help people know about it, Yeah. 00:52:32
Put on the newsletter we have. 00:52:35
Great. Thank you so much. 00:52:41
And then I. 00:52:44
I think we'll turn it over to Steve. 00:52:45
And I know. 00:52:53
There's some that says 1:00 is the deadline, so I'll go through this fast, but then we can talk about any questions. 00:52:54
After that. 00:53:01
Yeah. So if 1:00 sort of a soft deadline, OK. 00:53:02
So the numbers Devin presented you are? 00:53:06
You're using about 2000. 00:53:10
340. 00:53:13
Acre feet. 00:53:15
That the previous year, this year you're probably going to be using about. 00:53:16
2400. 00:53:20
Acre feet. 00:53:21
Your five year contract will give you. 00:53:24
A total of 3500, so that tells you how much water you have left. 00:53:27
But. 00:53:34
To need. 00:53:35
5300. 00:53:36
In about 10 years or so, depending on how fast things grow. 00:53:38
And ultimately, we're looking at about it as long as the city continues to grow like is planned. 00:53:42
8528 so there's. 00:53:49
There's more water that Vineyard City needs to acquire. 00:53:51
Currently we have 3500. 00:53:55
Total under contract. 00:53:58
But there's an amount. 00:54:00
That that you need to start purchasing. 00:54:02
And this is the takedown schedule is what Central Utah calls it. It's. 00:54:05
2000 Additional. 00:54:10
Acre feet of water. 00:54:12
So right now you have the 1500 acre feet. 00:54:14
And you're going to. You're going to need the. 00:54:19
This new. 00:54:21
Tranche of water very shortly, so it's a good thing it's coming on line and it gives you 2000 additional. 00:54:23
Which should last you. 00:54:29
At least 5 or 6. 00:54:31
Seven years or so. 00:54:32
But that doesn't. 00:54:35
Again, how fast the city grows and so the contract is to pay for. 00:54:36
150 acre feet every year. 00:54:43
And that should should keep up with growth. 00:54:46
If for some reason you grow faster. 00:54:48
There's nothing that prevents you from buying more water. 00:54:51
But if you grow slower, that's. 00:54:55
You do have to buy the water. 00:54:57
That's part of Central. UT has already bought it and. 00:54:59
Paid for the projects and so they need. 00:55:02
They need to pay for the projects, so it's about funding. 00:55:04
But I think this is a very safe. 00:55:08
Schedule. 00:55:10
If anything, you might grow faster. 00:55:12
And if you do grow slower? 00:55:14
It will be a small price to pay. 00:55:16
To ensure that you have this water for the future needs of your city. 00:55:18
And then addition to this, you're going to have to need, you're going to have to figure out more water. 00:55:22
In the future. 00:55:26
So as you can see, the price tag is pretty spendy. It's more expensive than any of the other water you've purchased in the past. 00:55:28
And I recommend that you. 00:55:36
You pass this on to. 00:55:38
The new development. 00:55:40
If you fail to. 00:55:41
Charge the new development for this water. 00:55:43
The water that they're going to need. 00:55:45
Then that passes the cost on to the existing users, and you're talking about in. 00:55:47
In terms of impact fees? 00:55:51
Essentially, and so I'm saying charger impact fee that we've already talked about for your own city infrastructure, your 00:55:53
pipelines, your tank you built, your pump station. 00:55:58
Charge that, but in addition to that. 00:56:02
I would recommend charging the Central Utah Impact Fee. 00:56:05
Because they've had to pay for the wells and the treatment plant in their own. 00:56:08
Equipment to deliver the water. 00:56:13
And I would recommend you do charge development the full cost of that. 00:56:16
So. 00:56:20
This is where those previous development agreements. 00:56:21
That, that, that kept. 00:56:24
Impact fees constant. 00:56:26
At a lower level. 00:56:28
I read hurts us. 00:56:29
So this is the place where we were sort of stuck in a lot of those areas, yeah. 00:56:31
OK. 00:56:36
There is a Yep. 00:56:39
Recommend saying sorry, said Jump in here recognizing that Jake Hardy. 00:56:41
Our council all the way. 00:56:45
I'm gonna have to jump off. 00:56:47
Here in a minute, can we? 00:56:48
And either of the items till our next. 00:56:50
I'll say that again. Answer please. 00:56:56
He wants to continue to, You want to continue the rest of the items. 00:56:58
Here in a minute and that'll leave us. 00:57:05
I can have a quorum. OK, well. 00:57:07
We continue the rest of the. 00:57:09
Next council meeting and just finish this one up. 00:57:11
OK, let's at least finish up the water use. 00:57:14
And then we'll continue. 00:57:16
We'll take a vote to continue Item 63. 00:57:18
265. 00:57:20
Can we do that? You hang on for that long, Ezra. 00:57:23
Yeah. Thank you. 00:57:27
OK. Yeah, my last item is. 00:57:29
There's an entity called New CAC and it's North Utah County Aquifer Council. 00:57:33
It's all the cities in northern Utah County that have gotten together to talk about managing the groundwater. 00:57:38
Now they're realizing. 00:57:44
We need more drinking water. 00:57:46
Too so central UT. 00:57:48
Is. 00:57:50
With the. 00:57:52
The addition funds. 00:57:53
From the city that is done, that is participating in new CAC. 00:57:54
Are paying for a study to find the new water supply for all the cities that need water, including yours. 00:57:59
So I just strongly encourage you to participate in this they're having. 00:58:05
A kickoff meeting. 00:58:10
A partnering meeting. 00:58:12
At center, Utah. 00:58:13
With lunch. 00:58:15
11:00 AM to 2:00 PM on May 11th. 00:58:16
That's just this coming Monday, and they're even inviting any even City Council members that might be interested in. 00:58:18
Understand you have that information, Devin. 00:58:25
OK, great. 00:58:27
Also, do you have these charts and so forth? We didn't. It wasn't our packet. So we have. We get those from you. 00:58:28
Thank you. OK. 00:58:33
So just. 00:58:35
You saw you have a shortage, you need like twice as much water, so I strongly encourage. 00:58:36
Participation from this. 00:58:41
From the city, including educating yourselves at City Council. We'll take you up on that. 00:58:43
OK. And that's my presentation. 00:58:48
Thank you all. The rest of my information is just to answer your questions. 00:58:51
All right. Are there any? 00:58:54
Pressing questions, Jacob. 00:58:56
No, I appreciate it. Yeah, I. 00:58:57
If we can participate in that and make sure I guess you said in 10 years is. 00:58:59
When we're going to be at. 00:59:04
You said 10th out or? 00:59:05
Depending on how fast you grow, yes. 00:59:07
Again, you're using. 00:59:10
2400 acre feet per year. It's 3500, right? And you have 3500, so you have a little bit of breathing room. 00:59:12
But that goes away fast as you build homes. What's the timeline do you think, for that to run out anyway? Do you? 00:59:19
Between. 00:59:24
5 to 8 years. 00:59:25
I guess I don't know how fast you grow. 00:59:29
Thank you. Ezra. You have any questions? 00:59:32
Now thank you. 00:59:36
I'll entertain a motion to continue item 6364 and 65 to our next meeting. 00:59:37
I move to move item. 00:59:44
61626364 and 65 just 636465. 00:59:47
06364 and 65 to what? 00:59:52
Our next Our next meeting. Next scheduled meeting. 00:59:55
Next Tuesday. 00:59:58
Ezra, there's a second. 01:00:01
OK, all in favor say aye. 01:00:04
Aye. 01:00:06
OK. Thank you. With that, we adjourn the meeting. Thank you very much. Thank you. 01:00:08
Thank you. 01:00:13
Thank you, Ezra. 01:00:15
David, since there is items left on the agenda, we have to have. 01:00:18
A motion to adjourn. 01:00:22
Oh, OK. 01:00:24
OK, Ezra, you still there? 01:00:30
He left. 01:00:33
OK, so. 01:00:35
So the motions are to. 01:00:39
To adjourn made and seconded. 01:00:42
All in favor say aye. 01:00:44
Hi. 01:00:45
Thank you. 01:00:47
Also I need to talk to you about this this. 01:00:50
I think you should sign it as. 01:00:52
Show me. 01:01:15
Get that out there. 01:01:16
With the little. 01:01:20
Well. 01:01:31
What's your question? 01:01:33
I want to make sure it's shared to teams. 01:01:54
So. 01:02:01
Then everybody's just watching off. What you doing on your screen doesn't matter just so it shows as well as. 01:02:08
Right now you're sharing what's on the screen on the screen, but then you'll also share. 01:02:22
So what you'll be doing is basically sharing broadcast. 01:02:37
The report report that the mayor is in the building. 01:02:55

So we need.
