CALL TO ORDER/INVOCATION/INSPIRATIONAL THOUGHT/Pledge of Allegiance   Mayor Fullmer opened the meeting at 6:00 PM. Councilmember Judd led the Pledge of Allegiance and gave the invocation.   6:01 Work Session 2.
Discussion – Future Fire Station the mayor, City Council, and staff will discussion options for a future fire station in Vineyard.   Mayor Fullmer turned the time over to City Manager Jacob McHargue.
Mr. McHargue highlighted Finance Intern Heather Shurtliff’s contributions to the fire station analysis and presented maps of the possible fire station locations and response times.  He felt that that it was a close call but that it would be better to choose the north location which would be at approximately Mill Road and 1200 North.  Councilmember Earnest agreed.   Chief Sanderson said the decision depended on whether or not Vineyard would have its own fire department.  If Vineyard were to staff its own fire department, Orem Fire Department’s recommendation would be that Vineyard build the south station first since that was where the service area was, and then the north station.  In the short term and if Vineyard stayed with Orem Fire Department, it made sense to build the north station.   The discussion continued.   3.
Public Comments Mayor Fullmer called for public comments.   Resident Hailey Brady, living in The Elms subdivision, commented on the city landscaping on Main Street south of Center Street, that there were dying trees, Russian olives, weeds, etc.  She used the Report a Concern feature on the website in 2019 and was told the developer was responsible and asked for an update.     Public Works and Code Enforcement were both working with the developer to resolve the concerns.    4.
Mayor and COUNCILMEMBERS’ REPORTS/DISCLOSURES/RECUSALS
Councilmember Flake reported that he attended the Utah Lake Commission meeting last week. The Day of Service recently held on September 11 had five cleanup projects in Vineyard along the lakeshore. He gave an update on the phragmites.  There was a bill to change the Utah Lake Commission to a state commission.  Vineyard had presented its master plan for the lake to the commission, and it was well received.
Councilmember Earnest stated that on Saturday, September 25 the Vineyard Youth Council was holding a babysitter training at 4:00 PM at the City Council Chambers.
Mayor Fullmer announced that next week at the Annual Convention for the Utah League of Cities and Towns (ULCT) she would be interviewing for the position of second vice chair to give Vineyard a greater seat at the table.  She added that a few council members would also be speaking on panels at the convention.
Deputy Recorder Kelly Kloepfer reminded everyone to make sure they were registered to vote and to check the Vineyard website for candidate profiles and other information about the upcoming election.  Mr. McHargue added that the Meet the Candidates Night would be held at Trailside Elementary on Monday, September 27 at 6:30 PM.    5.     STAFF, COMMISSION, and committee REPORTS                                 5.1
City Manager Jacob McHargue – Mr. McHargue reported on the Public Safety Facebook Live event held earlier that day, and mentioned that this week was Staff Appreciation Week.  He also reported that he and Mayor Fullmer had met with CRSA regarding the rail spur removal.  The project was moving forward.   5.2  Planning Commission Chair Bryce Brady – Chair Brady had no new items to report.   5.3
Orem Fire Chief Marc Sanderson, Deputy Chief Jason Earl, and Assistant Fire Chief Lon Myers – Chief Sanderson and his team gave the Quarterly Report. Deputy Chief Earl oversaw all calls for service that were fire related, and Assistant Fire Chief Myers oversaw all Emergency Medical Services (EMS) calls. Chief Sanderson said that they would provide monthly reports to the city.   6.
CONSENT ITEMS 6.1  Approval of the September 8, 2021 City Council Meeting Minutes Motion:Councilmember earnest moved to approve consent item 6.1. Councilmember Flake seconded the motion. Mayor Fullmer, Councilmembers Earnest, Flake, And Judd voted aye. Monarch Proclamation Mayor Fullmer will proclaim Vineyard as a Monarch City.   Mayor Fullmer invited Youth Council Beautification Chair Alexa Dadson to give a report.  Miss Dadson reported that one project she was excited to work on was a community pollinator garden.  She explained that the garden would include a lot of plants, beehives and beehouses to encourage pollination, and would be for the butterflies as well.   Mayor Fullmer thanked Miss Dadson and announced that there would be a butterfly release in mid-October.

DISCUSSION AND ACTION – Service Recognition Resolution 2021-18 The mayor and city council will discuss a resolution recognizing the years of service for outgoing city manager Jacob McHargue. They will take appropriate action.   Mayor Fullmer explained that City Manager Jacob McHargue would be moving on to another opportunity as of October 1, 2021.  She asked Councilmember Judd to read the resolution.   Councilmember Judd read the resolution.   Mayor Fullmer thanked Mr. McHargue and invited him to offer comments.    Mr. McHargue said it had been a pleasure and was grateful that he had been given a chance to serve in the positions over the years.  He added that leaving the city was hard but that he was leaving it in good hands and with people who cared.    Mayor Fullmer called for a motion.
Motion:Councilmember judd moved to pass resolution 2021-18. Councilmember Flake seconded the motion.  Roll call went as follows: Mayor Fullmer, Councilmembers Earnest, Flake, and judd voted aye. Councilmember welsh was absent.  The motion carried with one absent. 9.2
Discusson and action – Interim City Manager Resolution 2021-19 The mayor and City Council will discuss appointing an interim City Manager. They will take appropriate action.   Because the city manager position was being vacated, the city council was recommending that Building Official George Reid step into position of interim city manager.  Mayor Fullmer expressed her gratitude to Mr. Reid for accepting the position.   Mayor Fullmer called for a motion.
Motion: COUNCILMEMBER EARNEST MOVED TO APPOINT GEORGE REID TO INTERIM CITY MANAGER AT A SALARY OF $108,000 ANNUALLY AND TO PASS RESOLUTION 2021-19.  COUNCILMEMBER FLAKE SECONDED THE MOTION.  Roll call went as follows: Mayor Fullmer, Councilmembers Earnest, Flake, and judd voted aye. Councilmember welsh was absent.  The motion carried with one absent. 10.
