Mayor Fullmer opened the meeting at 6:09 PM. Councilmember Flake gave the invocation and led the Pledge of Allegiance.   2.      Work Session No items were submitted.     3.      Public Comments
Mayor Fullmer called for public comments.
Resident Jordan Christensen, living in The Preserve subdivision, thanked the city for the pedestrian median and crosswalk on Center Street at Gammon Park. He said that the trail system had convinced him of the benefits of walkable cities and designs. Mayor Fullmer compared the walkability of other cities to Vineyard.
Resident Haley Brady, living in The Elms subdivision, asked for an update on the sidewalk strips in the city that had not been landscaped. There was a discussion about the landscaping and timelines. She asked about the lampposts on Main Street. There was a discussion about the lights.
Mayor Fullmer called for further public comments. Hearing none, she closed the public comments session.     4.      Mayor and COUNCILMEMBERS’ REPORTS/DISCLOSURES/RECUSALS
Councilmember Sifuentes reported that the concert and drone show scheduled to be held during Vineyard Days and the movie in the park scheduled for last Monday had to be postponed due to weather.   5.      STAFF, COMMISSION, and committee REPORTS 5.1
City Manager Ezra Nair reported on the rating presentations that had been completed for the water revenue bonds. He reported that they were continuing the red striping project in the city, and the water tank and Vineyard Connector projects were on track to be completed in October. He introduced Patrick James as the new Staff Engineer and Anthony Fletcher as a new City Planner.   5.2
Planning Commission Chair Bryce Brady gave a brief report on the last Planning Commission meeting.
Mr. Nair introduced Bradley Day as the new Admin Intern.   6.      CONSENT ITEMS 6.1  Approval of the May 24, 2023, City Council Meeting Minutes 6.2  Approval of the Final Plat for the Orchards PUD Phase 2 6.3  Approval of the Final Plat for the Orchards PUD Phase 3 6.4  Approval of the Orchards Clubhouse PUD 6.5  Approval Authorizing the City Manager to sign a Contract with Consor Engineers for the design of the “Slide Hill” at Vineyard Grove Park (Resolution 2023-27)
Mayor Fullmer called for a motion.
Motion: COUNCILMEMBER RASMUSSEN MOVED TO APPROVE THE CONSENT ITEMS AS PRESENTED. COUNCILMEMBER SIFUENTES SECONDED THE MOTION. ROLL CALL WENT AS FOLLOWS: MAYOR FULLMER, COUNCILMEMBERS FLAKE, RASMUSSEN, SIFUENTES, AND WELSH VOTED YES. THE MOTION CARRIED UNANIMOUSLY.   7.      Appointments No names were submitted.     8.   Presentations/recognitions/awards/PROCLAMATIONS No item were submitted.     9.      BUSINESS ITEMS 9.1  PUBLIC HEARING – Consolidated Fee Schedule (Resolution 2023-26) Accountant Koby Johnston will present proposed amendments to the Consolidated Fee Schedule. The Mayor and City Council will act to adopt (or deny) this request by resolution.
Mayor Fullmer called for a motion to open the public hearing.

Mr. Mortensen reviewed the changes to the Consolidated Fee Schedule
Mayor Fullmer called for questions from the public. Hearing none, she called for a motion to close the public hearing.
Motion: COUNCILMEMBER WELSH MOVED TO CLOSE THE PUBLIC HEARING AT 6:24 PM. COUNCILMEMBER FLAKE SECONDED THE MOTION. MAYOR FULLMER, COUNCILMEMBERS FLAKE, RASMUSSEN, SIFUENTES, AND WELSH VOTED YES. THE MOTION CARRIED UNANIMOUSLY.

Motion: COUNCILMEMBER FLAKE MOVED TO ADOPT RESOLUTION 2023-26 THE AMENDED CONSOLIDATED FEE SCHEDULE AS PRESENTED. COUNCILMEMBER WELSH SECONDED THE MOTION. ROLL CALL WENT AS FOLLOWS: MAYOR FULLMER, COUNCILMEMBERS FLAKE, RASMUSSEN, SIFUENTES, AND WELSH VOTED YES. THE MOTION CARRIED UNANIMOUSLY.   9.2  PUBLIC HEARING –Transfer from Enterprise Funds to Internal Services Fund (This item was continued from the May 24, 2023, City Council Meeting.) City Manager Ezra Nair will present recommendations to transfer enterprise funds to an internal service fund to pay for services such as facilities, fleet, and information systems. The City Council will hear public comment regarding these recommended transfers.
Mayor Fullmer called for a motion to open the public hearing.
Motion: COUNCILMEMBER SIFUENTES MOVED TO OPEN THE PUBLIC HEARING AT 6:25 PM. COUNCILMEMBER RASMUSSEN SECONDED THE MOTION. MAYOR FULLMER, COUNCILMEMBERS FLAKE, RASMUSSEN, SIFUENTES, AND WELSH VOTED YES. THE MOTION CARRIED UNANIMOUSLY.

Mr. Mortensen explained the transfers and the reason they needed to hold a public hearing.

Motion: COUNCILMEMBER SIFUENTES MOVED TO CLOSE THE PUBLIC HEARING AT 6:27 PM. COUNCILMEMBER RASMUSSEN SECONDED THE MOTION. MAYOR FULLMER, COUNCILMEMBERS FLAKE, RASMUSSEN, SIFUENTES, AND WELSH VOTED YES. THE MOTION CARRIED UNANIMOUSLY. 9.3  Public hearing – Adopted Tentative Fiscal Year 2023-2024 Budget The mayor and City Council will hear public comments regarding the adopted Tentative Fiscal Year 2023-2024 Budget. Utah State Code 10-6-115 states that after the conclusion of the public hearing, the mayor and City Council may continue to review the tentative budget. Approval of the final budget is tentatively scheduled for June 28.
Mayor Fullmer called for a motion to open the public hearing.
Motion: COUNCILMEMBER SIFUENTES MOVED TO OPEN THE PUBLIC HEARING AT 6:28 PM. COUNCILMEMBER RASMUSSEN SECONDED THE MOTION. MAYOR FULLMER, COUNCILMEMBERS FLAKE, RASMUSSEN, SIFUENTES, AND WELSH VOTED YES. THE MOTION CARRIED UNANIMOUSLY.
Mayor Fullmer turned the time over to Finance Director David Mortensen.
Mr. Mortensen gave a brief overview of the budget and changes made since the last City Council meeting. He included a brief overview of the Redevelopment Agency Budget.
Mayor Fullmer called for public comments. Hearing none, she called for a motion to close the public hearing.
Motion: COUNCILMEMBER SIFUENTES MOVED TO CLOSE THE PUBLIC HEARING AT 6:40 PM. COUNCILMEMBER FLAKE SECONDED THE MOTION. MAYOR FULLMER, COUNCILMEMBERS FLAKE, RASMUSSEN, SIFUENTES, AND WELSH VOTED YES. THE MOTION CARRIED UNANIMOUSLY.
Councilmember Flake felt that this was the best budget he had seen in eight (8) years. Mayor Fullmer commented on how the city had been able to keep the city’s reserves full and felt that they were fiscally smart to pay cash down payments on big projects. 9.4             DISCUSSION AND ACTION – Approval of Amendments to Municipal Code Section 2.08.020 City Manager; Powers and Duties; Obligations (Ordinance 2023-22) Mayor Fullmer will lead a discussion about amending Municipal Code Section 2.08 City Manager’s Administrative Powers and Duties; The mayor and City Council will act to adopt (or deny) this request by ordinance.
Mayor Fullmer turned the time over to City Manager Ezra Nair.
Mr. Nair reviewed the changes to the code.
Councilmember Sifuentes asked if these changes were to improve communication. There was a brief discussion about the changes. Mayor Fullmer suggested that the Human Resource Manager part in Section 2.08.020(7) be removed from the amendment. Councilmember Sifuentes expressed concern about the relationship between the mayor and the city manager and how these changes would affect the next mayor and/or city manager. Mayor Fullmer felt comfortable with the plan moving forward. The discussion continued.
Motion: COUNCILMEMBER FLAKE MOVED TO ADOPT ORDINANCE 2023-22 AMENDING MUNICIPAL CODE 2.08.020 CITY MANAGER; POWERS AND DUTIES; OBLIGATIONS; WITH THE EXCEPTION TO STRIKE THE TERM HUMAN RESOURCE DIRECTOR IN THE VINEYARD MUNICIPAL CODE SECTION 2.08.020(7), AS PRESENTED. COUNCILMEMBER WELSH SECONDED THE MOTION. ROLL CALL WENT AS FOLLOWS: MAYOR FULLMER, COUNCILMEMBERS FLAKE, RASMUSSEN, AND WELSH VOTED YES. COUNCILMEMBER SIFUENTES VOTED NO. THE MOTION CARRIED 4 TO 1.   10.  CLOSED SESSION No closed session was held.     11.  ADJOURNMENT
