So my name is Cash Anti city Planner. I'll just be reviewing the sign code, zoning, text amendment. We've done a few work sessions 00:02:21
on this already with the Commission, so I'll just kind of review. If you have any questions, feel free to stop me at any time. So 00:02:27
this is a summary of what we're doing. 00:02:33
We're working on removing the sign standard waiver. The code change would also increase the sign sizes and number allowed on the 00:02:39
sign standard table. 00:02:44
It creates 2 new additional sign types of promotional and directional sign, as well as wall art and building mural. And then 00:02:50
there's minor changes throughout it just regarding definitions and grammar errors. 00:02:56
In the history of Vineyard, I don't think a single sign standard waiver has been denied. I don't know if you verify that, but so 00:03:33
we we thought that we'd make this process easier. I mean there's been times we've had Planning Commission meetings just to review 00:03:39
a sign standard waiver. And so we thought we'd just try to make things easier for for everybody here and remove that altogether. 00:03:45
Quick question then it's not necessarily allowing for anything above and beyond what the science standard. 00:03:52
What the sign waiver would have done, correct? Yeah. So. So what we did is, is we looked at the maximums of what the sign standard 00:03:59
waiver allowed and just put that into the. 00:04:03
On the same standard table, there are a few other areas that I'll review as I breakdown that table to show you. 00:04:08
But yeah, there's nothing drastic. 00:04:16
And as a note, this doesn't really apply to these non residential I guess like the army is residential but the zones listed it 00:04:19
doesn't apply to like your single family lots or anything like that. So you won't have like these big tenant multi tenant signs in 00:04:26
residential neighborhoods. 00:04:32
So these are the changes to the sign standard table. The single tenant monument sign increases the maximum height from six feet to 00:04:39
10 feet. The multi tenant monument sign changes the Max height from 15 to 20 feet. The wall. 00:04:46
We changed the Max size from 5% of the elevation to 10% of the elevation. We removed the set back location limit which was it had 00:04:54
to be within 80% of its lease lines. 00:05:00
We have a lot of applicants that want to put it like right on the corner of their building, which would technically go against the 00:05:06
science standard table. 00:05:09
It doesn't allow it to pass the roof line, so it can't stick above that. 00:05:14
And then it removes the quantity limit total. It used to be a maximum of four wall signs per building and must approve through 00:05:19
sign standard waiver. So we just removed that limit and instead the limit is about 10%. So once a building has 10% of its 00:05:25
elevation covered in signs, they can't apply for any more time permits. 00:05:32
So this is proposing that they could put a sign off right right up to the sidewalk. So that's not for. So Wolf sign has to be on 00:05:39
the building. Yep. So the the monument signs still do have a set back. OK do you have that set back? Is it just 18 inches. I can 00:05:46
pull up the code to check but I think it was pretty mental. So it was enough just to kind of push it out of where you know is 00:05:52
there still language in there about like view corridor or yeah we we have an October we have a yeah we have clear Clearview and 00:05:59
you can go. 00:06:05
I think up to like 3 feet in a Clearview zone for landscaping, but we don't put structures and that kind of stuff. 00:06:12
Yeah, none of those requirements we change because those are things that people couldn't even like if they wanted to make that 00:06:19
change through sign center waiver, we wouldn't allow it. The sign standard waiver was very specific and what it allowed for these 00:06:24
these signs to do. 00:06:29
I'm just scrolling through it to see if there's anything else I missed, but that's it for the the getting rid of the sign standard 00:06:35
waiver and and changing the sign standard table. If there's any questions about that I'm I'm happy to review that or we can move 00:06:40

OK, so the next session is the creation of a directional and promotional sign. You may have already seen these throughout 00:06:53
Vineyard. When a developer buys a new property, they usually throw up these big signs that say, you know, the forge or whatever it 00:07:01
may be. Those are currently not allowed in our code and we felt that looking at other cities, just about every city has something 00:07:08
that that does allow these. So we thought we should codify it and make a make a process in which developers can apply for this. 00:07:15
And it just makes it easier for everybody. And we don't have to deal with, like, code enforcement telling these people they have 00:07:24
to tear down these big signs that they put up. 00:07:27
So in short, they have a maximum size of 96 square feet, a maximum height of 15. 00:07:32
They have to be located within the property that it's advertising with A2 foot set back. 00:07:38
They're allowed to have one per frontage, St. frontage with a maximum limit of four. And then there are some more requirements in 00:07:43
the code of like the application process. So they will go to the city to to apply for this, and they are given a time limit in 00:07:48
which they have to have it gone. I think it's one or two years, it might be one year and they're allowed to apply for a a second 00:07:54
year. 00:07:59
An extension to that wouldn't need to correct it, it would be all administrative. 00:08:05
So the next time we reviewed I believe that the last Planning Commission meeting that's the wall art and building murals. This 00:08:11
once again is applied to those non much single family residential zones. They have a maximum size of 30% of each facade and that 00:08:17
they're able to increase that through the planning Commission's approval. That's the one change that we did make from the last 00:08:22
meeting. 00:08:27
It was through a City Council approval, but the Planning Commission felt that they could make that change, wouldn't have to go 00:08:33
through the City Council. 00:08:36
Maximum height. They can't exceed the height of the building. And then there's a few more requirements in in like the application 00:08:41
process in the code. 00:08:45

So if they're going to be in the public right of way, they'll be reviewed by the Arts Commission and and they'll have to be 00:08:57

Would that be considered a wall sign of the mural? And this says that any lettering, logos or symbols for advertising purposes 00:09:14
shall be considered part of a wall sign. 00:09:18
So they couldn't make this giant wall sign and Justice call it a mural. 00:09:23
So at night our goal with this would be to not be overly restrictive. And so if it's an Italian restaurant and they have a plate 00:09:28
of spaghetti painted on their on their wall, we're we're we're going to allow that but if it's their actual official logo then 00:09:35
that that then that's a sign. So then we would we would count that as part of the wall sign. 00:09:41

from the City Council because they're they basically the owners of that, of that building. And so that that's how we split the two 00:12:52

We're going to update the overall enforcement especially like where that 400 N is because that that really is a bad look for the 00:20:56
city and it's there's there's there's crime now there's a lot of stuff. Yeah. So we that that is an area we'd like to see. 00:21:05
Cleaned up because we're anticipating the full intersection at some point, but it is a major viewpoint in the city and I imagine 00:21:14
when they start construction there, they're going to block off quite a bit of it as they don't want any vehicles being damaged by 00:21:20

Oh yeah, sure. So David, so yeah, this last week I was able to go to Davis, CA. I went with Kaden, the Bicycle Advisory Commission 00:31:37
and we toured Davis, CA which is it was like the first platinum rated bicycle friendly city. 00:31:45
And college. The UC Davis is there, so we were able to to rent some bikes from the university there and we went with the Wasatch 00:31:54
Regional, Wasatch Front Regional Council and MAG. There's a group of about 25 of us and we we wrote probably 30 miles and a day 00:32:00
and a half, just around campus, around the city. 00:32:06
Just got to see how they're kind of their networks combined because there are two different entities with the university and the 00:32:12
city. 00:32:16
It is really eye opening experience to see all of the infrastructure they they've put in place, but it's also. 00:32:20
Helped me realize that bicycle infrastructure doesn't have to be expensive. You know, there's a lot of stuff that they just, you 00:32:26
know, put paint on the road and and it solves a lot of issues. 00:32:30
It also helps that the commun. 00:32:35
Bicycle friendly and and they they understand that they're bicycle city. So even cars are more cautious towards towards bicyclists 00:32:37
and it'll it'll be cool just to see how we can incorporate some of these ideas when UVU starts developing. Similarly we'll have a 00:32:44
relationship with them of college students coming and going and you know we can encourage students to bring a bike instead of a 00:32:51
car to campus that'll you know make everybody happier but you know we need as a city need to provide. 00:32:57
Safe ways for them to be able to get from campus to. 00:33:05
You know, to restaurants, to schools, to whatever it may be, to housing. So, yeah, well, Kaden and I, I think we'll be doing the 00:33:08
presentation to the City Council sometime in the near future. It might even be the Planning Commission. But we have some cool 00:33:14

So overall it was a it was a good time. It was quick. We flew in Monday morning at like 7:00 AM and flew home Tuesday by 8:00 PM. 00:33:26

So my name is Cash Anti city Planner. I'll just be reviewing the sign code, zoning, text amendment. We've done a few work sessions 00:02:21
on this already with the Commission, so I'll just kind of review. If you have any questions, feel free to stop me at any time. So 00:02:27
this is a summary of what we're doing. 00:02:33
We're working on removing the sign standard waiver. The code change would also increase the sign sizes and number allowed on the 00:02:39
sign standard table. 00:02:44
It creates 2 new additional sign types of promotional and directional sign, as well as wall art and building mural. And then 00:02:50
there's minor changes throughout it just regarding definitions and grammar errors. 00:02:56
In the history of Vineyard, I don't think a single sign standard waiver has been denied. I don't know if you verify that, but so 00:03:33
we we thought that we'd make this process easier. I mean there's been times we've had Planning Commission meetings just to review 00:03:39
a sign standard waiver. And so we thought we'd just try to make things easier for for everybody here and remove that altogether. 00:03:45
Quick question then it's not necessarily allowing for anything above and beyond what the science standard. 00:03:52
What the sign waiver would have done, correct? Yeah. So. So what we did is, is we looked at the maximums of what the sign standard 00:03:59
waiver allowed and just put that into the. 00:04:03
On the same standard table, there are a few other areas that I'll review as I breakdown that table to show you. 00:04:08
But yeah, there's nothing drastic. 00:04:16
And as a note, this doesn't really apply to these non residential I guess like the army is residential but the zones listed it 00:04:19
doesn't apply to like your single family lots or anything like that. So you won't have like these big tenant multi tenant signs in 00:04:26
residential neighborhoods. 00:04:32
So these are the changes to the sign standard table. The single tenant monument sign increases the maximum height from six feet to 00:04:39
10 feet. The multi tenant monument sign changes the Max height from 15 to 20 feet. The wall. 00:04:46
We changed the Max size from 5% of the elevation to 10% of the elevation. We removed the set back location limit which was it had 00:04:54
to be within 80% of its lease lines. 00:05:00
We have a lot of applicants that want to put it like right on the corner of their building, which would technically go against the 00:05:06
science standard table. 00:05:09
It doesn't allow it to pass the roof line, so it can't stick above that. 00:05:14
And then it removes the quantity limit total. It used to be a maximum of four wall signs per building and must approve through 00:05:19
sign standard waiver. So we just removed that limit and instead the limit is about 10%. So once a building has 10% of its 00:05:25
elevation covered in signs, they can't apply for any more time permits. 00:05:32
So this is proposing that they could put a sign off right right up to the sidewalk. So that's not for. So Wolf sign has to be on 00:05:39
the building. Yep. So the the monument signs still do have a set back. OK do you have that set back? Is it just 18 inches. I can 00:05:46
pull up the code to check but I think it was pretty mental. So it was enough just to kind of push it out of where you know is 00:05:52
there still language in there about like view corridor or yeah we we have an October we have a yeah we have clear Clearview and 00:05:59
you can go. 00:06:05
I think up to like 3 feet in a Clearview zone for landscaping, but we don't put structures and that kind of stuff. 00:06:12
Yeah, none of those requirements we change because those are things that people couldn't even like if they wanted to make that 00:06:19
change through sign center waiver, we wouldn't allow it. The sign standard waiver was very specific and what it allowed for these 00:06:24
these signs to do. 00:06:29
I'm just scrolling through it to see if there's anything else I missed, but that's it for the the getting rid of the sign standard 00:06:35
waiver and and changing the sign standard table. If there's any questions about that I'm I'm happy to review that or we can move 00:06:40

OK, so the next session is the creation of a directional and promotional sign. You may have already seen these throughout 00:06:53
Vineyard. When a developer buys a new property, they usually throw up these big signs that say, you know, the forge or whatever it 00:07:01
may be. Those are currently not allowed in our code and we felt that looking at other cities, just about every city has something 00:07:08
that that does allow these. So we thought we should codify it and make a make a process in which developers can apply for this. 00:07:15
And it just makes it easier for everybody. And we don't have to deal with, like, code enforcement telling these people they have 00:07:24
to tear down these big signs that they put up. 00:07:27
So in short, they have a maximum size of 96 square feet, a maximum height of 15. 00:07:32
They have to be located within the property that it's advertising with A2 foot set back. 00:07:38
They're allowed to have one per frontage, St. frontage with a maximum limit of four. And then there are some more requirements in 00:07:43
the code of like the application process. So they will go to the city to to apply for this, and they are given a time limit in 00:07:48
which they have to have it gone. I think it's one or two years, it might be one year and they're allowed to apply for a a second 00:07:54
year. 00:07:59
An extension to that wouldn't need to correct it, it would be all administrative. 00:08:05
So the next time we reviewed I believe that the last Planning Commission meeting that's the wall art and building murals. This 00:08:11
once again is applied to those non much single family residential zones. They have a maximum size of 30% of each facade and that 00:08:17
they're able to increase that through the planning Commission's approval. That's the one change that we did make from the last 00:08:22
meeting. 00:08:27
It was through a City Council approval, but the Planning Commission felt that they could make that change, wouldn't have to go 00:08:33
through the City Council. 00:08:36
Maximum height. They can't exceed the height of the building. And then there's a few more requirements in in like the application 00:08:41
process in the code. 00:08:45

So if they're going to be in the public right of way, they'll be reviewed by the Arts Commission and and they'll have to be 00:08:57

Would that be considered a wall sign of the mural? And this says that any lettering, logos or symbols for advertising purposes 00:09:14
shall be considered part of a wall sign. 00:09:18
So they couldn't make this giant wall sign and Justice call it a mural. 00:09:23
So at night our goal with this would be to not be overly restrictive. And so if it's an Italian restaurant and they have a plate 00:09:28
of spaghetti painted on their on their wall, we're we're we're going to allow that but if it's their actual official logo then 00:09:35
that that then that's a sign. So then we would we would count that as part of the wall sign. 00:09:41

I thought that was going to need kind of re envisioning the Mill Rd. 00:28:45
This is good to hear what everybody else's input was. 00:28:49
That was a nice, it's a good showing. The assistant Fire Chief came and he provided kind of an overview of the fire that that 00:28:53
happened in that community too and I I think that helped some of the residents and others some. 00:28:59
And maybe, yeah, little community anxiety about about just the fire and stuff like that. So it sounded like when the the the 00:29:07
person was moving into the townhome, they. 00:29:13
They set a box on top of the stove and then when they turned to go out there, elbow bumped. 00:29:19
Just slightly enough that it turns it on. Yeah, turn it on. So. 00:29:25
But it was good to see how the damage was all contained in that unit. 00:29:31
There were two firefighters that were injured though and they are they are covering luckily. So yeah, they they showed some pretty 00:29:38
crazy pictures of the fire and and how they were able to get out. They had to get out through the second story window. 00:29:45
But yeah, they they did a really good job. The fire that did a great job. 00:29:51

And so digging a little bit deeper into some of the comments we received at the Town Hall on Mill Rd. What we'll then do is take 00:30:17
all those comments where you see from the Bicycle Advisory Commission and from those residents. 00:30:22

So it'll it'll it'll be kind of cool. So we'll take those and we'll most likely be doing a a work session with the the Planning 00:31:06
Commission soon or not. And and with that we will also be continuing these neighborhood events, these town halls we've kind of 00:31:12
divided the city up into to similar neighborhoods and we'll be doing those I think once a month, once every other month or 00:31:19
something like that. So just keep an eye out for, for probably social media posts when we'll be coming to a neighborhood near you. 00:31:26

Oh yeah, sure. So David, so yeah, this last week I was able to go to Davis, CA. I went with Kaden, the Bicycle Advisory Commission 00:31:37
and we toured Davis, CA which is it was like the first platinum rated bicycle friendly city. 00:31:45
And college. The UC Davis is there, so we were able to to rent some bikes from the university there and we went with the Wasatch 00:31:54
Regional, Wasatch Front Regional Council and MAG. There's a group of about 25 of us and we we wrote probably 30 miles and a day 00:32:00
and a half, just around campus, around the city. 00:32:06
Just got to see how they're kind of their networks combined because there are two different entities with the university and the 00:32:12
city. 00:32:16
It is really eye opening experience to see all of the infrastructure they they've put in place, but it's also. 00:32:20
Helped me realize that bicycle infrastructure doesn't have to be expensive. You know, there's a lot of stuff that they just, you 00:32:26
know, put paint on the road and and it solves a lot of issues. 00:32:30
It also helps that the commun. 00:32:35
Bicycle friendly and and they they understand that they're bicycle city. So even cars are more cautious towards towards bicyclists 00:32:37
and it'll it'll be cool just to see how we can incorporate some of these ideas when UVU starts developing. Similarly we'll have a 00:32:44
relationship with them of college students coming and going and you know we can encourage students to bring a bike instead of a 00:32:51
car to campus that'll you know make everybody happier but you know we need as a city need to provide. 00:32:57
Safe ways for them to be able to get from campus to. 00:33:05
You know, to restaurants, to schools, to whatever it may be, to housing. So, yeah, well, Kaden and I, I think we'll be doing the 00:33:08
presentation to the City Council sometime in the near future. It might even be the Planning Commission. But we have some cool 00:33:14
slides and data from UC Davis that we'll share. 00:33:19
So overall it was a it was a good time. It was quick. We flew in Monday morning at like 7:00 AM and flew home Tuesday by 8:00 PM. 00:33:26
