| Hi, Brooke. Can you hear me? | 00:00:00 | |
| Hey, can you hear us all right on teams? | 00:00:05 | |
| Yeah, I can hear you. I think that's. | 00:00:12 | |
| Can we turn your volume up although? | 00:00:15 | |
| All right. | 00:00:18 | |
| Welcome everybody to Vineyard Planning Commission. Today is Wednesday, June 21st, 2023 and it is 6:01 PM. We'll get things | 00:00:27 | |
| started. Grading is going to give us an invocation and Pledge of Allegiance. | 00:00:33 | |
| Our Father in Heaven, we are grateful to be here today to discuss the affairs of Vineyard. We're grateful. | 00:00:44 | |
| To live in this free country. | 00:00:54 | |
| And to be able to. | 00:00:57 | |
| Learn and know the. | 00:01:02 | |
| Desires of our residents. | 00:01:05 | |
| Father. | 00:01:08 | |
| Please bless us. | 00:01:11 | |
| With thy Holy Spirit as we. | 00:01:13 | |
| Meet tonight and we say this in the name of Jesus Christ, Amen. | 00:01:18 | |
| All right, pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under | 00:01:27 | |
| God, indivisible, with liberty and justice for all. | 00:01:34 | |
| Awesome. Thank you, Graydon. | 00:01:42 | |
| The record show Commissioner Brown walked in at 602. | 00:01:45 | |
| Yeah. All right. We'll move into an open session, but seeing as there are no, no citizens here, we'll just move right into the | 00:01:51 | |
| meeting minutes for approval. Do I have a motion on that? I can make a motion to approve meeting minutes from the June 7th | 00:01:57 | |
| meeting. Do I have a second? Second all in favor? Aye. All right, moving to business item 4.1, the site plan for Mountain America | 00:02:03 | |
| Credit Union. | 00:02:08 | |
| Great. I will be taking care of this. We do also have the applicants here with us on Teams. Hopefully we can hear from them if | 00:02:16 | |
| needed. I'm not sure how our speakers will work, but we'll try our best. So here is just site context to show their lot. Here it's | 00:02:23 | |
| the undeveloped lot in the corner of the yard right by the medical office building. | 00:02:31 | |
| Right off of Mill Road and 400 N. | 00:02:40 | |
| So here's our site plan. The the structure itself is just above 4500 square feet and we've gone through our zoning code. | 00:02:44 | |
| Everything is adequate. They've met all of our parking concerns. They have the access to the property will be based off of that | 00:02:51 | |
| 440 NI think it might even be 450 that might be an error on here, but that'll be the access to the site. It does have three drive | 00:02:58 | |
| through lanes for the the tellers. | 00:03:05 | |
| It meets. | 00:03:13 | |
| All of our landscaping, actually. I'll give them landscaping in a second. | 00:03:14 | |
| Other things we did try to work with them to get the building a little bit closer to the corner, just because this is kind of the | 00:03:21 | |
| start of the yard and we wanted to kind of make that be like a statement. But unfortunately there's a giant utility box in that | 00:03:26 | |
| corner you can kind of see on their plans. And so they did bring their building up as far West as possible, but that box really | 00:03:32 | |
| prevented them from from doing anything more. | 00:03:37 | |
| They did provide some pedestrian connectivity through 400 N here. There's a sidewalk right here, as well as little gathering space | 00:03:44 | |
| for some employees. | 00:03:48 | |
| There's adequate crossing to the other projects throughout the yard as well. | 00:03:54 | |
| That's pretty much a site plan. I can get to the elevation show you what the building looks like. So it'll add some good variety | 00:04:01 | |
| to what has been built in the yard. It's it's a good looking building that has a lot of great features. It has some wood tones, | 00:04:06 | |
| some some rocks and glass. | 00:04:12 | |
| This is the West elevation, so this will be what's facing Mill Rd. | 00:04:20 | |
| Here's their landscaping plan. There were a few things on here that we had to work with them on. Due to site triangles and other | 00:04:28 | |
| utility issues. They weren't able to quite meet the tree code and putting St. trees along Mill Road right at the corner of 400 N | 00:04:34 | |
| and Mill. So we just worked with them to relocate those and they had no issues with that. | 00:04:40 | |
| Yeah, Everything else with landscaping, it is 0 escapes. There's no turf being proposed, which we are supportive of. | 00:04:49 | |
| In that detention pond, will that be like a gravel detention? It'll be gravel, yeah. So you mentioned their landscaping has no | 00:04:58 | |
| ground, correct? Correct. | 00:05:03 | |
| So going into detail on that landscaping, they've provided its shrubs, native grasses, trees and whatnot. They've met our code has | 00:05:10 | |
| like a required minimum number of trees of shrubs and whatnot and that they met those minimums. | 00:05:17 | |
| So here's the condition for approval. I did include this in the staff report if you reviewed that. I have crossed off too as I | 00:05:26 | |
| have already completed that. So the first three are standard conditionals. Approval that they pay in the outstanding fees and make | 00:05:32 | |
| red line corrections. They're subject to all federal, state and local laws. They observe all ADA requirements. That 4th 1 is had | 00:05:38 | |
| to do with the sidewalk on the east side of the property. It wasn't quite wide enough. | 00:05:44 | |
| Our parking code allows the stalls to be shorter if they can park over his headwalk. | 00:05:51 | |
| And they do. But then that made that sidewalk too short, and so we had them expand that sidewalk. | 00:05:56 | |
| The other thing that detention pond was being built in the in part of it was in the PE. So we asked them to move that and they | 00:06:02 | |
| were able to accomplish that and updated plans. So then the other things, the other condition of approval that we're still working | 00:06:09 | |
| with them on, but it shouldn't have any impact with your vote tonight, would be that the sidewalk along the West side needs to be | 00:06:16 | |
| located within the public right of way and not with improper private property unless a pee wee is in place and they're working. | 00:06:24 | |
| On that right now is establishing that TV to give us access and they've been working with Naseem on that. And then the last one is | 00:06:31 | |
| that engineering did a request that they provide a utility easement across the sites in Northern Property. So if there's any | 00:06:37 | |
| questions, I'm happy to answer them or we can hopefully get that applicant to answer already. | 00:06:44 | |
| I have two questions. Question #1. | 00:06:51 | |
| ADA requirements, so looking at the site plan. | 00:06:56 | |
| Go up. | 00:07:02 | |
| Here so this. | 00:07:05 | |
| Cross your access from the north axis from that N parking lot to here. | 00:07:08 | |
| Yes. | 00:07:14 | |
| Does that need to be a ramp for ADA stuff? I I don't believe so because there's no ADA stalls over there that ADA stalls are on | 00:07:16 | |
| this. That's what I was just curious because I did notice there's stalls to the South and that there is a ramp coming up just a | 00:07:22 | |
| little S where I just pointed to. So I just didn't know if all of them had to be because I didn't know how many ADA accesses you | 00:07:29 | |
| had to provide. So that was my first question. | 00:07:35 | |
| Second question with the landscaping is the detention basin deep enough that they. | 00:07:43 | |
| Need to worry about the rock that they have called out being angular so that it doesn't like just fall down. That makes sense. | 00:07:50 | |
| Yeah, it makes sense. I I don't know if I'm if. | 00:07:59 | |
| 'Cause I know I said it just didn't cause usually in in other things I've seen that usually when they have such a steep slope, | 00:08:03 | |
| like a four to one slope, they'll use angular rock. But I also don't want them to have to change all the other rock to be angular. | 00:08:09 | |
| So I just, that's just my question. I didn't know if it needed to be. And if they I'm sure they've designed sites in the past if | 00:08:16 | |
| they had any problems with the rock essentially just like slipping down. Does that make sense? | 00:08:22 | |
| At this point in the design process, the depth of the bond hasn't been established. OK. | 00:08:29 | |
| But that's something that we can definitely look at, OK. | 00:08:35 | |
| It just says. | 00:08:45 | |
| I think it says one to two inch, but it just, it doesn't define whether or not it's cobble. So, but I also know that it's the | 00:08:48 | |
| entire area as well. Like there's a whole bunch of it being used. So I don't want to have to make them bring in just a little bit | 00:08:53 | |
| for that. In the plan, it says it's a four to one slope. I don't know if that's going to change or if that's official, but that's | 00:08:58 | |
| what it says in this plan. | 00:09:03 | |
| Yeah, they have a condition that is appropriate. Yeah, that was that would be my only question. That's all Cuz I've seen in the | 00:09:08 | |
| past like on granted it was at a much longer length where it was not angular and so it didn't connect as well and it just kind of | 00:09:15 | |
| fell down and then all the landscape. | 00:09:21 | |
| Like that weed barrier just becomes exposed so I hate to have a pretty sight knowing that's all. | 00:09:29 | |
| I will bring that up with our engineer and make sure that they have considered that factor of the rock sliding down the tension | 00:09:36 | |
| pump. OK, Thank you. | 00:09:40 | |
| Cool. Do we want to make a condition on that before taking motion or do we have any other? I have a couple other questions. 1 is | 00:09:45 | |
| just a confirmation that the sidewalk on the on both sides that are missing now will be completed with this project. Is that | 00:09:51 | |
| correct? The sidewalk on both sides, which maybe this one's already in, But yeah, so part of that the site plan is the sidewalk | 00:09:57 | |
| surrounding the property essentially. OK. And with that, I know that not necessarily part of the site plan, but wondering if | 00:10:03 | |
| there's any. | 00:10:09 | |
| Intersection improvements for that are crosswalks or like that across. So that's something we'd have to work with because of this | 00:10:17 | |
| site. They purchased a property from the yard from X development. We'd have to work with X Development on those improvements for | 00:10:24 | |
| four 4450 N We're just trying to figure out what that is, but that's really the only crossing. | 00:10:31 | |
| That that would be impacted by this site. | 00:10:39 | |
| Yeah, the intersection at Mill Rd. OK, so 400 N this this intersection if you lived in the. | 00:10:43 | |
| Corner, yeah, other corner and you banked here, would you hop in your car and drive or would there be a? So that is something we | 00:10:52 | |
| are working with X development on with their construction of that multi family building. I believe in the development agreement | 00:10:59 | |
| we're working with them on creating the intersection at this, yeah, lighted intersection at this corner. | 00:11:05 | |
| It's not cometh a future date, OK. That was my only other call out is, you know, the more attractions they're great, but the more | 00:11:13 | |
| people are going to want to go there, which is a good thing. But we want to make sure they have a Safeway to get there. | 00:11:19 | |
| Cool. | 00:11:27 | |
| Maybe we should just add a condition that the slope of the that detention bond maintain a three to one slope instead of four to | 00:11:37 | |
| 1/4 to well actually I guess 4 to one is nevermind 4 to 1 is a little a little better actually. So you said it was 4 to one. | 00:11:46 | |
| That's what it says in the plans. OK, never mind. That's good then. OK, cool. Yeah, yeah, yeah. Sorry. You're good. | 00:11:55 | |
| Any other questions? | 00:12:03 | |
| If not, do I have a motion? | 00:12:06 | |
| I can make a motion to approve site plan mountain America credit union with the. | 00:12:11 | |
| These are the conditions. What's the conditions listed? | 00:12:20 | |
| In the briefing, I guess. | 00:12:25 | |
| OK, do I have a second? | 00:12:30 | |
| Yeah, I'll second all in favor. | 00:12:32 | |
| Aye. All right, passes. Thank you, guys. That building looks awesome. We're excited to see it. | 00:12:35 | |
| Then as it relates to science, should we expect to see them again on that? So if they need a sign standard waiver, they'll come | 00:12:42 | |
| back. They do have a standalone monument sign that they'll be placing. But if it meets our code, then they can just do it through | 00:12:49 | |
| building permit. But if they want anything bigger, they'd they'd go through the sign center waiver and and I believe they're still | 00:12:56 | |
| working with X dev to see if they want to be placed on the multi. | 00:13:02 | |
| Tenant signs that are already existing in the development. | 00:13:10 | |
| So whatever. Yeah, everything looked good in terms of science. | 00:13:13 | |
| Cool, cool. Moving on to Commission member reports and expertise discussion disclosure. | 00:13:18 | |
| Into port. | 00:13:24 | |
| Well, I know you guys have something to report. Yeah, we can just announce this morning, I don't know if you guys saw the news | 00:13:29 | |
| that Huntsman Cancer Institute has announced that they're gonna be building their second headquarters here in Vineyard in the | 00:13:36 | |
| downtown area. So more news will be on that in the future. It's they, they just kind of announced that. They didn't go into much | 00:13:43 | |
| details. So that'll be something coming your way in terms of site plan and whatnot. So that'll be fun to review. | 00:13:49 | |
| I think that's it from our end. Morgan is currently on a trip with the World Trade Center Utah delegation. So that's why he can't | 00:13:57 | |
| be here tonight. | 00:14:02 | |
| Question on that. | 00:14:08 | |
| I saw some some that was released by the Huntsman Institute. They're referring to Vineyard downtown as Utah City. Is that correct? | 00:14:11 | |
| So that is something that the Flagborough development has point. I would have some feedback on that, but. | 00:14:19 | |
| Sure. I I don't have any. It's never gonna pop up with you. Google Utah City, that's not gonna pop up. | 00:14:28 | |
| Yeah, that's something that Flagbird has done on their own. I haven't. The planning department hasn't been a part of that much. So | 00:14:34 | |
| that's part of the unveiling today was announcing Utah City, so. | 00:14:40 | |
| Interesting. | 00:14:48 | |
| One question I have follow up for staff, I know I'm probably broken record with this, but I think we're going on close to three | 00:14:51 | |
| months of that trail being closed going to the train station. | 00:14:57 | |
| And. | 00:15:04 | |
| Just would love an update on that. I actually had some people in my neighborhood that wanted to go to the. | 00:15:06 | |
| That thing this morning with the Huntsman and they're like, I'll just like walk on the trailer bike and couldn't. So curious if | 00:15:12 | |
| there's an update there. | 00:15:16 | |
| And you don't need to be ashamed, like just tell me the facts. What's what's, what's going on? | 00:15:22 | |
| You know, door. | 00:15:46 | |
| Work starter. So speaking about the trailer translation, I just texted the project chamber on a text message right now about | 00:15:47 | |
| having that section open. | 00:15:53 | |
| The developer has been doing a lot or not the developer, excuse me, the project, the contract has been putting a lot of effort in | 00:16:00 | |
| the areas where 16 or North connects in order to meet the timelines for row pavements, especially with the finger connector | 00:16:06 | |
| extension coming through Vineyard, the Vineyard connector extension. | 00:16:12 | |
| Who happens to be the same as though our pipeline contractor is that they're putting out an asphalt down on the Vineyard connector | 00:16:18 | |
| in the coming months or next month on that. So in order to be able to meet the timelines for that, they've been putting a lot of | 00:16:27 | |
| extra effort into doing it underground connections over at in the 16 or north. That's not an excuse, so I'll make an excuse it's. | 00:16:35 | |
| It's an explanation. For example, they have 1600 N closed down. | 00:16:45 | |
| Last week. Earlier this week. Yeah, last week. As I, you know, I forgot, I totally forgot about it. I tried driving there to see | 00:16:51 | |
| if we get to my own, well, closed sign. | 00:16:55 | |
| So on that, but more specifically there to work together underneath the railroad tracks, which is obviously a big feat, especially | 00:17:01 | |
| Union Pacific with that. So that's the reason it's just lower priorities than finishing that. And I hate to say lower priority, | 00:17:07 | |
| but yeah, it's been a critical path. I'll say like that critical path and likely not done in the next two months. I just got text | 00:17:13 | |
| back from. | 00:17:19 | |
| Our inspector, he said. Possibly within the next two to four weeks. | 00:17:26 | |
| Two or four weeks. Yeah. All right. So cool. Thanks. Yeah, no problem. | 00:17:30 | |
| Any update on the USPS? I'll be on it. I've actually been out of the office. I had a baby. I didn't have a baby. My wife had a | 00:17:36 | |
| baby. Yeah. So I've been out of the office for the past little while, so I've not had the pleasure of traveling to the post | 00:17:41 | |
| office. Congratulations. There's an explanation. | 00:17:46 | |
| But I will follow up on that hopefully by the next Planning Commission, which I did want to mention, we will not be holding a | 00:17:54 | |
| Planning Commission the first week of July since July 5th. So the next scheduled meeting will be the 19th. | 00:18:01 | |
| We should have quite a few items on the agenda for that one. OK, great. Perfect. All right. Is there anything else from staff? | 00:18:08 | |
| If not, then meeting adjourned. | 00:18:17 | |
| Thank you guys. | 00:18:20 | |
| Cool. | 00:18:22 |
