Motion: BOARDMEMBER SIFUENTES MOVED TO APPROVE THE CONSENT ITEM AS PRESENTED. BOARDMEMBER WELSH SECONDED THE MOTION. CHAIR FULLMER, BOARDMEMBERS FLAKE, RASMUSSEN, SIFUENTES, AND WELSH VOTED YES. THE MOTION CARRIED UNANIMOUSLY.   3.      BUSINESS ITEMS 3.1  East Geneva Reimbursement Agreement (Resolution U2023-10) Anderson Geneva, LLC, is requesting approval of a reimbursement agreement for The RDA Board will act to adopt (or deny) this request by resolution.
Community DevelopmentMorgan Brim reviewed the reimbursement agreement and then turned the time over to Pete Evans with Anderson Geneva
Mr. Evans explained that the agreement would reimburse them for infrastructure on the east side, like agreements on the west side. He mentioned that the cleanup needed to be done for the east side. He added that it would take years and lots of dollars for environmental and concrete remediation.
Boardmember Sifuentes asked if they would be signing a blank check. Mr. Evans replied that there would be checks and balances and oversight by the RDA Board. Mr. Blakesley explained that there was not a dollar amount cap but a percentage, along with other restrictions. The RDA would only reimburse for actual costs. A discussion ensued. The city would also be involved in the bid process.
Chair Fullmer asked for a stipulation for land for a fire station and a cemetery.

The other category that is was not on the West side, that's on the east side is environmental cleanup and concrete remediation. 00:03:32
That's still an ongoing and very large ticket item that needs to be completed on the east side. 00:03:39

To the South, like Ramil Rd. where that swings around, we were able to do some engineering to try to avoid some of the concrete. 00:04:31
In those areas, we'll do the same thing on the east side to the north. 00:04:38
But a lot of that development, in order to remediate that property to a developable condition, will require a lot of concrete 00:04:43
remediation. So that's excavation, crushing processing. 00:04:49
Extracting rebar, all of that. 00:04:56
So that's that's also. 00:04:59
RDA eligible, so we're asking for that to be an R. 00:05:03
A redevelopment agency expense? 00:05:08

As we generate invoices and we pay those invoices, those are submitted to the staff of the city for review and there's an ongoing 00:07:01
tally of what those are so that the city knows sorry, the R. 00:07:06
