OK. 00:00:09
My mic is not. 00:00:22
This mic doesn't work. 00:00:33
OK. All right. We are recording just to let you all know and we're going to get started here. 00:00:37
Welcome everybody to DRC in our new format. Here we briefly wanted to just go with the agenda, start out by just kind of 00:00:42
explaining the changes that have been made in DRC. 00:00:47
So the first thing is going to be we now have official members that sit as voting members of the DRC, so that's going to be U5 up 00:00:53
here or your designee. 00:00:57
As well as the Planning Commission chair and Chris Johnson, the building department or his designee. 00:01:02
So if you are unable to make it, we do ask that you ask somebody to come take your place because we might have some items. There's 00:01:08
just a few items that the DRC will actually be voting on. 00:01:13
But in that case, we will need somebody from your department that you assigned to come down and make that vote. Yeah, I would just 00:01:18
add you if you do, if you have someone that's a designee. So for instance, I'm a planner, so I'll pick another planner. But if you 00:01:25
have parks, if you have someone who understands the parks that you want to have someone who can kind of fill in and understand. 00:01:32
You know, fire. You guys all do good inspections, so you're probably fine. Engineering got Patrick. But. 00:01:39
Anyway, just to kind of put out you like pick someone that kind of understands. Well, I have a question on that stuff. I mean, do 00:01:45
we have to do an official like? 00:01:48
Letter saying this person's go to represent us in our absence. No, no, not a policy. No, there's not balls. Yeah, should there be, 00:01:52
we can. Later in the agenda you'll see we have a bylaws discussion and we can bring that up then. 00:01:58
I would, yeah. OK. We can talk about that. 00:02:03
A few other things. So we will be publishing agendas hopefully one week prior to the meeting. It will have a live stream link to 00:02:07
it. So that being said, if you do have any items that you do want on DRC, we do ask that you provide us with a DRC application 00:02:12
form. 00:02:16
That just tells us what the item is, who's going to be the staff member responsible for it, and I will get it onto the agenda so 00:02:22
that we can discuss it the following week. 00:02:26
So the next item is going to be the purpose of work sessions and plat approval. So like I said, there's only a few items that the 00:02:33
DRC will vote to approve as of right now. 00:02:36
That's going to be things like further in this agenda. We'll vote on a calendar as well as Chair nomination. 00:02:41
But then the other item will be Final Platts that has been moved to the DRC from the planning or from the City Council. 00:02:47
And so I think that's going to be the only time that you will make an actual vote on those approvals. And then the other item is 00:02:54
going to be work sessions. So the work sessions hopefully will be the the bulk of these DRC meetings where we'll have applicants. 00:03:01
Come and present their projects. Get any kind of feedback before they go to Planning Commission or City Council if needs be. 00:03:08
And then, yeah, the next section is our bylaws discussion. We just wanted to quickly throw that out there that we need to create 00:03:17
some sort of bylaws to help govern the body. 00:03:22
So things such as a quorum, the length of the term for the chair, I do believe, sorry, not the length. The the code does state the 00:03:27
chair will sit for one year, but there's no limit to that. So things like the Planning Commission, we allow them to sit for two 00:03:33
consecutive terms and then they have to be done being the chair. 00:03:39
So that's something to think about and I'll put these all on as an item for for next DRC meeting as well. So as you think about 00:03:46
these things. 00:03:49
Just let me know and we can create these by. 00:03:54
The next item would be the Chair Pro tempore for this meeting. 00:03:58
As we only are going to be electing a chair, not a vice chair, so it would be helpful for our bylaws if we could have somebody 00:04:01
fill in in that position in case the chair is unable to be there. 00:04:06
Do I have any questions on anything like that with the agenda? 00:04:13
This is Patricia by the way. 00:04:20
Chris Johnson and the Planning Commission chair. 00:04:25
Can you call out who those people are for the? 00:04:28
Yeah. 00:04:33
Yeah, just so you can have it in the. 00:04:36
I mean, it is in code, but yeah, that's so we have Naseem with engineering, Brandon with Orem. 00:04:39
Morgan with community development director, Eric Ellis, city manager, and then Brian Baudry with Parks and Rec. 00:04:47
Is that good? 00:04:56
Record for the for the record, there are and absent we have Chris Johnson with building and Bryce Brady with Planning Commission 00:04:59
and then we have Maria Ortega with the Planning doing our recording here. 00:05:05
OK, so our next item is going to be the business items. So this is one we will do need to vote on. And as you'll see, just as a 00:05:13
quick update, if you do want to go look at our code, this is in the zoning code. 00:05:19
You can go see the the update to the DRC. I advise you just read that what the powers and duties as you are all sitting members on 00:05:25
this. Just to understand what you will be doing on this committee. It is in the agenda on page 2. Akash. Could you send the 00:05:31
committee just a link to the code so they can get to that? Great, Thank you. 00:05:37
Also another just we don't have issues with. 00:05:44
What's it called? You can all be in the same room outside of the DRC without having issues. 00:05:49
No open public. 00:05:57
Lot. 00:05:59
OK. So the next item, like I said, is going to be CA. 00:06:02
We did have an internal discussion in our planning department about possibly moving this meeting to Tuesday's. So there's one 00:06:05
calendar for the Tuesday option. It would still be at the same time 9:00 AM or the second option is as we currently are scheduled, 00:06:11
which would be the first and third Thursday. 00:06:16
Of. 00:06:22
Of the month. 00:06:24
So do we have preferences from people? 00:06:27
Yeah. Does Tuesday or Thursday generally work work better for you? 00:06:31
Yeah. I mean, for something, there's been predominantly historically what we've been doing it as. 00:06:44
So it just may be better to keep kind of status quo, I mean kind of reiterate? 00:06:51
Oren said. 00:06:56
They've been kind of scheduling Thursdays out as well. 00:06:58
And then? 00:07:02
Brian, I'm good either way. I guess I would just ask is there a specific? 00:07:03
You guys would recommend like is it needed for us to do it Tuesdays like is there any benefit in that since City Council's 00:07:08
Wednesdays? Not necessarily. We have a staggered the DRC meeting. Should most months follow Planning Commission the day after 00:07:14
Planning Commission And we did that in a way that would give us two weeks from that DRC meeting to the next Planning Commission 00:07:20
meeting, meaning somebody could make it to that DRC meeting. 00:07:26
Get their comments, feedback, Make any adjusted changes that next week and still be on the agenda for Planning Commission so that 00:07:32
doesn't change if it's a Tuesday or Thursday, so cash. 00:07:36
Did you go through and check like holidays? Yep. So you'll see like Thursday we have July 4th off. 00:07:42
And I would just stay tube for kind of the record that you know the, the reason why we're setting a schedule is so that the 00:07:48
purpose of the state code was to ensure that we are making timely decisions whenever. So there there, there may be times where a 00:07:54
meeting is cancelled and then there may be times where it's just work session items where where we're just talking about maybe 00:08:00
some code stuff. But even then we're we're going to be up here. So I know the format seems a little bit more formal, a lot more 00:08:06
formal than it was in the past. 00:08:12
But I'll make a motion to approve the Thursday only option for the 2024 calendar. That's Morgan. 00:08:18
Do we have a second for that? 00:08:26
We do a roll call vote. 00:08:30
OK. All in favor, Aye. 00:08:33
OK, so we move forward with the Thursday option. I'll get this posted. I will also send out an invite, so it's on each of your 00:08:37
calendars. 00:08:40
And then on that invite, if you do, just respond if you can or cannot make it, especially if we do have something like a plot on 00:08:43
there, if we don't have a quorum, we could have some issues. 00:08:47
OK, the next item is going to be the chair. 00:08:54
So we do just need a chairperson for this committee. They will help govern the the agenda and keep things moving. 00:08:58
They'll work with me to make sure that they they understand what the agenda items are. 00:09:05
Motion to nominate in the steam gun door as chair of the DRC. Motion to nominate Morgan Bramley Chair as a DRC. OK, so we have two 00:09:09
motions. Do we have any second on those motions? 00:09:14
So we have two of those out. I say we vote on. Do we have a second on my my motion first. 00:09:21
Can we do that? Yeah. I think we should have a second on that motion. I think Chris Johnson's a second. He's not here. 00:09:27
I'll second both. 00:09:35
Do we have time for discussion? Yeah, yeah, absolutely. 00:09:39
Do you both? Are you both OK? 00:09:42
Listen, I just think Naseem, he's very good at with the details. He loves plats. 00:09:46
He lives in the flat. 00:09:53
You know, he'd get to work with me, a superhero. He would be plat. 00:09:55
So I I just think you know he. 00:09:59
This is the guy. This is who we need and the same when it comes to when it comes to plots I am. 00:10:03
Morgan's Robin to Morgan's bath. Being Batman in terms of Morgan is the night time crusader. 00:10:10
If I'm not mistaken. 00:10:21
Yeah, in regards to it. My thing is, of course, if. 00:10:24
Nominated, Elected, Of course. I'll do everything I can to make sure that the the DRC. 00:10:29
Is done in the proper process, you know, to ensure that we're meeting all the, all everything in regards to the public as well as 00:10:35
ensuring that we have a. 00:10:40
Everything is being done timely in a proper manner. 00:10:45
However, I also think that. 00:10:49
You know, I would like to say that Morgan is definitely a expert in terms of when it comes to the planning and. 00:10:51
And of course the other items that come up to DRC. 00:11:00
And that putting this together. 00:11:04
Morgan does have the respect of everyone on the on the top, on the, on the. 00:11:08
And I think respect is something that can't be. 00:11:13
I would add one thing to the to the N. 00:11:19
Nomination and. 00:11:23
Nassim has some great experience. 00:11:25
Getting a DRC. 00:11:28
In gear from a from a scheduling standpoint. We talked about this before in a previous meeting and it would be great to. 00:11:31
And the scene get us off to a good start, even if it's just for the first. 00:11:39
With laying out a good system for approving. 00:11:43
OK. Brian, can you help me out here? We'll we'll have a because Naseem was the first nomination for Naseem, let's hold a vote. 00:11:50
I guess one other thing we can talk about in bylaws. If we want to allow remote voting like we do have Patty with us from the 00:11:58
building department as Chris's designee. 00:12:02
So Patty, you can have a vote. If you heard this conversation, I would say the extra duty two of the. 00:12:08
Correct. And just I don't think we stated this, but the the chair would be providing most likely updates to the City Council, 00:12:17
correct? 00:12:21
So thank you. All right. 00:12:26
OK, so we have a motion to nominate for Nassim to be the chair. Do you want to do a roll call vote? 00:12:29
All right, Brian. 00:12:37
Hi, Eric. Hi, Morgan, Brandon. 00:12:39
Nasim. 00:12:42
Abstained Patty. 00:12:44
All right. 00:12:49
We have a new chair for our meeting here. Smack. There's Chris. Hey, Chris, congratulations, you're the chair. Patty just voted. 00:12:51
You're going to be up here now, Chris. 00:13:00
Nadia is here at one of the official members of our DRC. You can sit there or this small chair that we have. Naseem saved you a 00:13:04
spot there at the end. I know. Seriously. 00:13:09
You need a chair. 00:13:16
OK. 00:13:21
We got the meat of the DRC, kind of housekeeping taken care of. 00:13:24
We'll move on to our applications. We do have Bronson here with Flagborough. 00:13:29
We do have this will be the first final plat. We will not be making a vote on it today because there are some discussion questions 00:13:35
that we wanted to go through. 00:13:38
That's going to be the main purpose of this agenda item to to discuss any issues that we may have with this plat and get give some 00:13:42
feedback to Bronson so that hopefully by the next. 00:13:48
DRC meeting. We can get our first approval on this. 00:13:54
So Bronson, do you want to come up and? 00:13:58
Give a brief introduction here and then we'll let them run the meeting. 00:14:01
Yep, thanks for having me. This is exciting. Our first official formal DRC. 00:14:05
Like Cash said on Bronson Tatton with flag. 00:14:12
I guess just talking about this plat, this is our third phase of Utah City. 00:14:17
Platts one. 00:14:23
Those Mylars are down at the county. 00:14:25
Pending recording we're going through. 00:14:28
A PID creation process and so. 00:14:31
We're holding off on all recordings until that's completed. 00:14:33
It's sounding like the Lieutenant governor's office is close to having those reviewed and back. 00:14:38
In in. 00:14:45
And with the county to to get it recorded. So hopefully that's done. 00:14:47
In the next month or so. 00:14:52
So this plat that you're seeing is this has two blocks of the promenade. 00:14:56
That par. 00:15:03
Parcel B 0. 00:15:05
Is this a touch screen? 00:15:07
That parcel B is that first block that we're going to be starting. 00:15:10
That'll probably be. 00:15:15
A construction set that we're bringing. 00:15:18
I think we we get it from OJB on the 9th of February. 00:15:21
So this plot will help us be able to, you know, be within that legal. 00:15:26
And then buildings 8A and 14. 00:15:31
Those buildings are going into WC. 00:15:36
Just. 00:15:40
Just between US and WC3, can you explain what WC Three is? Yes, they're a third party. 00:15:43
West Coast W Code W Code Consultants. 00:15:51
West Code Coast consultants. 00:15:56
There we go, the official name. 00:15:59
So though we have not sent those plans in yet, Patty and Chris will be working with you to get the permit fees so that we can get 00:16:03
that all taken care of. 00:16:09
And then we. 00:16:16
Currently working on architectural design on 13. 00:16:20
13 B and then just off of this plat to the N 18. 00:16:25
C So those are all in architectural design. 00:16:32
When do you anticipate bringing those forward to Planning Commission? I think future DRC meetings, I think 13 CS schedule is. 00:16:37
Well, I think we're trying to get to permit August 31st. 00:16:48
So probably sometime before. 00:16:52
Will be coming in. 00:16:54
Probably July, early August, something like that. 00:16:56
And then B follows that. 00:16:59
And then B, we're super early, so we don't have a schedule on that one. 00:17:01
And then 1813-B and 18C. 00:17:06
We're pursuing the same architect on both of those, so we're getting proposals. 00:17:11
We've done like. 00:17:16
Study so far and. 00:17:19
What program will be inside there but you know uses at this point is mainly multi family primarily residential, yeah OK ground 00:17:21
floor retail on those buildings. 00:17:26
I don't at this point. I don't. I don't know. There, there. 00:17:32
10A is. 00:17:37
The City Hall block? Yeah, you guys know the schedule on that one. 00:17:41
Yeah, I think that's all that we kind of have in the works in this plat. 00:17:47
It's in Parcel B, the resort pool there, the northeast. 00:17:55
Yep. So it'll be in that corner. So that parcel. 00:18:01
Is you got the park on the South? 00:18:05
West side. 00:18:10
The Aquatic Center Fac. 00:18:12
In the northeast. 00:18:15
Yeah, and so we're currently doing some masquerading to get, you know, the clearing and grubbing done. 00:18:24
There's if you are familiar with the. 00:18:32
The old cooling pond. 00:18:35
Runs right along the alignment of 3rd Ave. 00:18:37
So we're in the process of removing that. There's there's quite a bit of earthwork that's. 00:18:40
That's ahead of us. 00:18:46
That's pretty what is? How much higher is that then? 00:18:48
Grade. 00:18:52
I don't know 20. 00:18:53
Feet and I think it's something for us to talk about maybe offline about your masquerading, make sure that you have a masquerading 00:18:55
plan and with with us for review and approval before you start working on areas outside your approved, your approved. 00:19:02
Phases, mainly because we just want to make sure. 00:19:10
Two things. 00:19:13
Earth work that's being done, it's not disturbing. 00:19:14
Maybe potentially sensitive areas and as well as if we have to ensure that we're following the state requirements in terms of 00:19:18
notice of intense. 00:19:21
For stormwater erosion stuff, So we can have a discussion off on about that. 00:19:25
Probably not something to talk about in Dr. 00:19:31
OK, great. 00:19:33
There's been so we we have also the phase two RDA roadway backbone. 00:19:38
Plans that are. 00:19:44
Being reviewed. 00:19:46
Probably one of the discussion items is the cross. 00:19:47
So that would be on 3rd Ave. 00:19:52
C St. 00:19:55
And I think D. 00:19:59
The plans may have different names in. 00:20:02
Because the plans are a little older than this. 00:20:05
But those are those are kind of the discussion items. 00:20:08
Parking. Parallel parking. 00:20:12
How we go from 7A7 foot parking with two. 00:20:16
I don't know if you have cross sections or if you guys want to discuss that, but. 00:20:21
That's kind of where we're at in the roadway side of review is resolving that and then. 00:20:26
I think we're pretty close. Do you have that? Is that something you can put, you can pull up? 00:20:34
Going to that and then while he's looking for that. 00:20:38
Let me see my question. Oh OK. 00:20:42
Bronson is D Street because I I would say as far as the plaque goes for us. 00:20:45
Like the cross section is important. I know we wanted alignment on like the parking. 00:20:51
And then the vicinity map, if you guys could amend that and change it looks like you have an older vicinity map that's showing a 00:20:57
different site, but just have that you know where it calls out the site just. 00:21:02
Use like this area. It looks like it's different. 00:21:09
And then D Street is D Street, the South side of the North Promenade, is that the South St. of the North Promenade? No, it's it. 00:21:14
Yeah, the North Promenade is one more block up. OK. So it's not like the road that South road of the, it's a block down from that. 00:21:21
And so we have another another version of this phase three plot that actually takes us to the North Promenade. 00:21:29
So I'll make sure you guys have that. That's the one we'll want you to review because it. 00:21:37
Block sevent. 00:21:45
Let's see 1617 and 18 that go up to the North Promenade. 00:21:47
We didn't feel like it was that. 00:21:52
I mean it's a it's more area. 00:21:54
Obviously to be looking at, but that also sets us up really well to be able to start delivering things to HCI because we've got. 00:21:56
So I think that's the question that staff has is like. 00:22:01
Is like that would be my Main Street or like when do you anticipate getting? 00:22:06
And I don't know if it if you're looking at. 00:22:12
Main Street up right now for. 00:22:15
But what like to serve them? I guess within this plat what would be your first phase from the streets to provide access? It would 00:22:18
be connecting into Vineyard Connector on 12th North or the North Promenade. 00:22:23
And then 3rd St. connects into the North Promenade. OK and then once we see and get a better feel for what HCI is needing. 00:22:28
Then we can start making plans on other roads that are connecting to them. But essentially you would do the N Promenade St. so 00:22:37
that East West and then Third Ave. would then come up to that. At what time would you do Main St. 00:22:43
That's a good question. 00:22:51
You know, if HCI is needing that for any reason or if there's utilities coming up that we need to get up there. 00:22:52
3rd Ave. is. 00:22:58
That's our main sewer trunk. 00:23:01
That's paralleling the J line. 00:23:04
So we feel like that's a pretty important connection to get up in that area. 00:23:06
Main Street I don't think has any like primary trunk lines. There's water loops all over the place so the water is all gridded 00:23:12
out. 00:23:15
Does the trunk line, so the trunk line is running parallel to 3rd Ave. Is it in the right of way a third Ave. or is that like an 00:23:21
easement? OK do you know if that's going to be like street surface or is that in like a park strip or under the sidewalk under the 00:23:25
asphalt of the road? 00:23:30
Oh, OK, cool. The sewer. I guess the predominant question that the Morgan is asking is. 00:23:35
God, you're phasing of your future plots in. 00:23:41
I mean is there a time, I guess is there, is there a time time period that you're? 00:23:44
Get to your future plots in. 00:23:49
This will. This will set us up for quite a while, I imagine will. 00:23:52
Down on on market. 00:23:57
That's kind of where. 00:24:00
Getting architectural proposals to do some RET. 00:24:02
Liner buildings on Market Street that get us over to. 00:24:07
Train station, but that's in Plat 1. 00:24:11
Or phase? 00:24:14
So we've got 1/2. 00:24:15
Buildings five and six are in. 00:24:18
Phase two, Plat. 00:24:20
And while cash is looking up the cross section, I know you emailed us the cross section, your proposed cross section, on Monday. 00:24:23
So stop. 00:24:29
Staff hasn't had time to proper review that was sent. 00:24:31
Part of it was sent over to our arborist in order to take a look at the main issue that was at hand was to ensure that we had 00:24:35
proper. 00:24:39
Soil base. 00:24:43
On there. 00:24:46
So I'll forward it to you, but I would request that that cross section. 00:24:48
Is not brought up for any kind of. 00:24:53
Building type items and no acceptance. 00:24:56
Would be taking on on that on this, yeah, you just need a little more time. 00:24:59
To review that and then you'll just get back to us and just to clarify to you, the more than more, yeah, we definitely need more 00:25:05
in just a couple of days. The DRC would only be doing the plot I think we just wanted. 00:25:10
Have alignment on the cross section. 00:25:16
And so that that that would be more of a, I would think just like your standard staff review on that. And that was something I 00:25:19
want to bring up because I know when we were going through the agenda item kind of skipped one item being the technical review 00:25:23
committ. 00:25:27
I think that's further on, that's really down. 00:25:31
OK. Thanks. Sorry. 00:25:34
Yeah, that's the last item on the agenda. 00:25:37
Thank you. 00:25:40
I'm looking at the e-mail right now. 00:25:48
Brothel just sent it to me. My computer is having some issues though. It won't even download anything from city inspect right now. 00:25:51
Do you want me to put it like, you know, could you get a link? I think I saw it just pop up that it sent through. 00:26:01
Yeah, yeah. 00:26:07
I've got it up. You want me to just plug it in? It's popping up right now. 00:26:18
Hopefully. 00:26:24
There we go. 00:26:26
So the one on the top left is the bike way, that's the wider right away and then the the one on the right and the one on the 00:26:30
bottom are the two side streets. 00:26:34
So that'll be second. 00:26:38
Here you can receive. Let's see. 00:26:40
You have a preference on which one we look at first. 00:26:45
This will just go to the bike way since it's here. 00:26:49
So the changes that we made were. 00:26:53
We added the another foot into the the parallel parking on both sides. They were seven feet. 00:26:56
We tightened up the sidewalk. It was at 8:00. 00:27:03
And then I think. 00:27:07
We're still, yeah. Then our buffer, yeah. So we got, we gained the foot from the sidewalk on the edges. 00:27:11
There was some discussion about taking width out of the plant. 00:27:18
And then comments came back that. 00:27:23
If we if we narrowed up the planter, we would need to go to a small a smaller tree category. 00:27:25
And the medium sized tree was important to us, and so we pulled that extra foot out of the sidewalk. 00:27:32
Seven P should still provide. 00:27:38
Pretty good. It's when I see people go down to like A5 footer and they're putting large, I mean that's part of the question about 00:27:40
the sidewalk with and that's something that we cannot talk about separately. Morgan is a. 00:27:45
All the time, especially downtown areas, sidewalks are used as a sidewalk, sidewalk, sidewalk cafes. 00:27:51
So we would just want to make sure that we're not causing a ADA violation. 00:27:57
Right by trying to shrink down the sidewalk, and then to multi-purpose it for a future sidewalk cafe as well. 00:28:02
Or else you'll you know you won't be able to do something else. Yeah, that's a good point to call out. 00:28:08
But that's just again, that's just my right now feedback, that's good, that's great feedback I think too on like. 00:28:14
Market Street where we're going to have heavy retail. If you look at those crowd, they're not in this one, but we can do that 00:28:20
another time. But that that shows pretty enormous widths and I think that was accommodate. 00:28:25
Markets, I mean that's Market Street. The idea was you shut it down do. 00:28:31
Farmers markets, outdoor markets, whatnot, but also just having the space on the exterior is pretty significant. I do know that 00:28:35
you are proposing a couple like maybe corner areas on the corners. Are you providing like kind of what the same thing, Are you 00:28:42
providing a little bit more space so that you can accommodate some outdoor? 00:28:48
Do you still have the plat? 00:28:57
Seating. 00:28:59
Of the agenda. 00:29:02
So on 8A14B. 00:29:07
10B and 13C. 00:29:11
Yeah, so this corner. 00:29:15
This corner right here. 00:29:19
Corner stores like retail on each of those corners. 00:29:22
We are table topping this intersection and so we have. 00:29:26
Kind of these bulb out areas. 00:29:32
In the intersection. 00:29:34
We we haven't really laid any like. 00:29:36
Outdoor seating out in those areas I think we do have. 00:29:39
Umm, I think in some of the renderings that we presented at Planning Commission for site plan approval, we are showing like tables 00:29:46
and chairs right up against the building. 00:29:51
And we're typically setting our buildings about 5 feet back we have. 00:29:57
Zero lot lines in the downtown area, but we're setting them back for footings and things that are. 00:30:02
Going to be underground. So you would have essentially we would have a little bit of space sidewalk A budding like the the right 00:30:07
of way. Yeah not necessarily private sidewalk but it would probably be like flat work or or pavers or something of. 00:30:14
You know. 00:30:20
Property that those could potentially be set up on. It would be considered landscaping maintained by the HOA. 00:30:22
Yeah. But it's more likely, right. Yeah. But so I mean totally when that when that comes up and and those retailers are being 00:30:28
talked to and if there's a desire to come out from and it out into the right of way. 00:30:36
I'm sure there would have to be like some kind of permitting or? 00:30:44
Some kind of process where, hey, we want to put tables and chairs. 00:30:47
Where can we do that safely? And if we go back to the section like. 00:30:51
One location that we've seen. 00:30:55
In other cities is in that where you have the. 00:30:59
That planter isn't a consistent planter all the way down the street. It's kind of in blocks, so. 00:31:02
When you get out of your car, you'd be able to cross that planting strip area. 00:31:08
Like on pavers or concrete or. 00:31:13
So you'll kind of have like a tree and a. 00:31:16
Concrete. Trina. Planter. Concrete. 00:31:19
Some kind of walkway across? 00:31:22
That could potentially be another area for. 00:31:24
Outdoor. 00:31:27
Like typically you'll see benches, St. lights. 00:31:28
Bike racks kind of in. 00:31:32
Planting buffer area. 00:31:35
Question What's the? 00:31:39
88 A is 4/14 D is. 00:31:44
Five and then 13 C. 00:31:50
Here, let me go back over. 00:31:54
So just just speaking to the ones that we have. 00:32:01
Designed. 00:32:04
That'll be 1880 and 14 DI just talked about. And then 13 C right up against 3rd Ave. We're looking at A7 story podium buildings of 00:32:06
the 1st 2:00. 00:32:11
Would be probably a concrete podium and then five. 00:32:17
On top of that. 00:32:21
Two to the height of the buildings, anything over. 00:32:25
To a 26. 00:32:29
Ladder truck and so I can look at the code and talk with my fire Marshall and. 00:32:32
We need to do. 00:32:40
Yes. 00:32:42
Extra width on. 00:32:45
To set up. 00:32:49
Bring in multiple units. 00:32:54
I'll look into that, yeah. And it would be great. 00:33:00
I mean, we've worked with a lot of your fire marshals in the past. 00:33:04
And kind of catching up to speed on where we've been and kind of the strategies we've talked about. 00:33:08
That'd be great. Like take a couple of blocks and just do like a work session discussion with this group. Because part of what 00:33:15
they're, what they're doing I thought was really interesting. They're putting what they're calling paseos, which are like these 00:33:20
internal walkway systems that cut through the the blocks. 00:33:26
And then, at least in the one discussion I I wasn't in all of them with the Fire Marshall, it was. 00:33:32
Building those so that so you could bring in a fire truck to access kind of both sides of the building. 00:33:38
It depends, yeah. But if if we're counting one as a fire access, then we're then we're 26 and we're providing that 41. 00:33:47
Every 150 feet or something like that. 00:33:57
I don't remember the numbers right off the top of my head, but. 00:33:59
I know that for staging you need that 41 foot space. 00:34:02
In order for you to use it as access, you need. 00:34:05
Like 20 or. 00:34:08
So the paseos are kind of varying in size depending on what the the need is for it. So the paseos are basically running mid block. 00:34:11
In each of these blocks. 00:34:19
If you look at like blocks 13C and 13B. 00:34:22
You're seeing that length on 13 B against 3rd Ave. is 242 feet, so we would assume that. 00:34:25
Staging. What happened in? 00:34:31
The intersection of D Street and 3rd Ave. 00:34:34
At the Paseo. 00:34:37
And then potentially at the intersection of C at C St. and 3rd Ave. 00:34:39
We've got this grid in place so that you can get, you know, trucks around. 00:34:43
On through the grid system in in other routes. 00:34:48
But. 00:34:53
I think it would be great to sit down with you and go over kind of. 00:34:55
The emergency response strategies we have here. 00:34:59
That'd be good for. I mean, if you're doing DRC. 00:35:02
Everybody would appreciate it. Everyone on the same page with that. 00:35:05
Yeah, I know you guys have been meeting quite a bit in the past just to see kind of where you landed on it because I I wasn't in 00:35:09
all this meeting. So I'd be interested to see kind of how you were utilizing the Paseos and yeah, yeah, to kind of go back to the 00:35:16
what's being shown on the plot. You still show private roads and pews. 00:35:22
What's the timeline of having those things determined? Not in terms of so we can start recording plots that are that shows public 00:35:30
versus private? 00:35:34
That's I know that's been a question that's been asked multiple times in the past. Yeah, I think that. 00:35:40
Jamie would. 00:35:46
That a little bit better in the timing. I'm kind of out of the loop. It'd be like with our ownership. 00:35:47
City. 00:35:52
And where they're at in those discussions? 00:35:54
Because that seems to me that would be something that would on every single plot that comes forward could be a question that I'd 00:35:58
be asking is. 00:36:01
What's the? 00:36:04
The other aspect? 00:36:07
After that we're we're have to go through the process of. 00:36:09
Going through transfers and so forth, and I think that would become more of a. 00:36:13
More of an. 00:36:18
Trying to do. 00:36:19
Versus. 00:36:21
Up front, yeah, maybe adds a couple of steps. Add a lot more steps. 00:36:22
I think that's something I think. 00:36:27
With plots. 00:36:30
You need to get that addressed personally. 00:36:32
Not personally officially understood. 00:36:35
No, so. 00:36:39
I know that we're not, we're not developing to approve this, Bob. I would like to see if we can have some fork. 00:36:41
Me too. 00:36:47
Cool. Yeah, that's. I mean, those are some great points and maybe we. 00:36:48
Do that as part of that kind of that larger discussion too. 00:36:54
So if you could. 00:36:58
Before you come back maybe. 00:37:01
On your side and if you have, yeah, does that mean we, I think the whole city wants to know the maintenance is going to be really 00:37:03
important. 00:37:06
And if we need to, if we're the ones maintain. 00:37:11
It's a public. 00:37:15
Naseem's teams guy got a guy. I'm just telling. I mean, like, I understand. I'm just saying like for the reason like, you know, we 00:37:17
we need to gear up and be ready, be ready for that maintenance. Yeah, And we, we want to give you as much time for that as well. 00:37:23
OK. There's a lot, though. There's a lot coming up. There's a lot. 00:37:30
Absolutely. 00:37:36
OK. Thanks. That's great update. 00:37:45
Yep, no problem. So cool. 00:37:50
Sweet. 00:37:54
OK. The next item that we have on our agenda and these next two items are actually just going to be a quick quick. 00:38:01
Update on just some some site plans and projects that we have in the pipeline and in the planning department. 00:38:08
So the first one is going to be the Church of Jesus Christ of Latter Day Saints site. Plan over in the whole way fields 00:38:16
development. 00:38:20
Anthony, are you on? 00:38:24
Let's see. 00:38:29
Yes, I am OK. 00:38:32
Yeah. Is there anything that you want to share with the DRC about this application? Yeah, I can, I can share. 00:38:34
My screen if you can see. 00:38:42
I have the site plan pulled up. 00:38:46
OK. 00:38:50
Are you able to share the screen of Share My Screen or it's not possible? 00:38:55
Once you have the click share in, so cash, I'm curious, is this one that has been sent to staff for their review? Yeah it is. They 00:39:02
have submitted. 00:39:06
For their application in City Inspect. OK just as a quick update, they also do need a conditional use permit on this application 00:39:11
and they do need to get their final plat. 00:39:16
Completed and approved by. 00:39:22
I'm just kind of curious what like so for this meeting. What what what are you requesting? It's mostly it's just to give you as an 00:39:24
update to ask that you guys get your reviews done on that site plan. We want to get these comments back. I was gonna say maybe we 00:39:30
don't need to do it. Sorry, that would be a chair thing. But I don't know if we need to do like a full presentation. Yeah, yeah, I 00:39:37
was just briefly gonna show the site and just say this is, you know, this is their site plan. 00:39:43
Please get your reviews done in City Inspect. 00:39:49
And I was just curious if Anthony had anything on top of that. But I agree, I think we can be quick with this one. 00:39:53
Yeah, it's basically that the church is proposing that meeting house and it's just going to be a 24, about 24,000 square feet. 00:40:00
It's going to consist of a Chapel house, cultural hall, classrooms, offices and 30 by 60 pavilion on the east side of the site 00:40:06
with picnic tables and. 00:40:12
Some outdoor seatings for outdoor activity. They also have so far with what I've seen with the application is. 00:40:20
Yeah, elevations that will consist of mainly break veneer and. 00:40:29
For the roof. 00:40:34
And also have about 200 and exactly 269 parking spaces. 00:40:36
And. 00:40:44
For land, for landscaping, they're going to have lawn area, rock malls and tree trees and shrubs that are drought resist. 00:40:46
I've already told them to look into or make refer to our right. 00:40:54
Vineyard Tree manual to make sure they have the right trees for. 00:41:00
The entire. 00:41:06
They're currently in the process of applying for final plat. They did apply for site plan and we had to let them do the final plat 00:41:08
first to have the lot platted and also apply for a conditional use. 00:41:17
For that. 00:41:26
And then we can move on to the site plan. So you should be expecting to have. 00:41:28
This come to D. 00:41:34
Pretty soon. 00:41:36
That's all I have for ask. Something about the site plan on this. Thanks Anthony. 00:41:37
Again, I'm sure this is something that the applicant will be able to address in the future, if not already. 00:41:43
I recall the last time the app gets submitted a similar type of facility. 00:41:49
In the city that they're landscaping requirement, they not meet the city's landscaping requirements. 00:41:54
And they had to do a they did permeable surface and move that. 00:42:00
Is there Is that a issue with this particular sight line? 00:42:05
Anthony, I don't know if you heard that question, but Nasim asked if they're if, if you've measured their landscaping here, if 00:42:10
they're gonna meet that, or if they're gonna have to do some sort of impervious surface in the parking as they did in that church 00:42:14
in the Hamptons. 00:42:19
It hasn't been entirely. 00:42:25
Well, we'll take care of that I believe. And Anthony, if you could look into this, Morgan. 00:42:28
I believe that's a water's edge specific code. What was about the parking lot having some impervious surface if it extended over a 00:42:37
certain? 00:42:41
Amount of surface, I don't, I don't believe that citywide. So OK, we'll look into it. Yeah, let's look into that. We'll make sure 00:42:46
we catch that. 00:42:49
Bronson wrote that code so. 00:42:55
OK. So the next item that we just quickly wanted to let the DRC know about is we are going to be getting the site plan for or we 00:43:01
do have the site plan for the Orchard seven and eight, it's the live work units. 00:43:07
That they're proposing. 00:43:14
Here's their site here SO. 00:43:17
Keep an eye on this and City Inspect, make sure that we get our reviews on it. We're aiming to get this to Planning Commission. 00:43:20
Added by the 21st so it'd be coming to DRC. Looks like on the 15th. 00:43:27
So, yeah, if you guys have any questions or concerns about that, you can. 00:43:33
Reach out to me. 00:43:39
OK, so that leaves Naseem. Did want to have a discussion. 00:43:43
Related to the technical review committee, if I could just really quick on the orchards. 00:43:48
It looks like they're showing a reverse angle design for the parking. Just something I caught. So if we the updated one has OK, 00:43:54
yeah, sorry. 00:43:59
We just need updates. So the one that he'll submit in the portal, Yeah, we'll have. OK Yeah. Thanks, Dave. Yep, they've switched. 00:44:05
Do you want me to pull up that flow chart in the team? Yeah, please pull up the flow chart. 00:44:12
The way I can do this? 00:44:21
And this I sent the flow chart as a reply all to everyone on the group. And this is not something that's relatively new to most, 00:44:27
it might be new to a few people who have. 00:44:32
A more recent on to the staff. 00:44:37
In essence, just want to discuss about the with the passing the subdivision ordinance setting up the formal DRC to add to. 00:44:41
To act the way it's at and a discussion that we've been working on on our internal processes and some changes in terms of. 00:44:50
With the revisions in terms of what's the requirements for preliminary class, final classes and such, move forward. 00:44:58
There's a technical review. There's there's, in essence, there's going to be a technical review committee led by the engineering 00:45:07
on that. 00:45:11
It's not a formal committee in terms of there's not a it's not. It's not open to the public. It's not. 00:45:16
It's, you know, it's not. 00:45:23
In essence, it looks very similar to just going through and reviewing plans. 00:45:25
In terms of excuse me, yeah, reviewing plans and the the planning platform that we have or and will have. 00:45:30
On that than providing comments in a timely manner. 00:45:38
But I just want to show the technical review process flow chart once this. 00:45:40
Flow chart has been. 00:45:46
Kind of a little bit more especially. 00:45:49
Sat down with the state manager on. 00:45:53
Well, we we plan on providing this flow chart for for the public, so every time someone submits an application for technical 00:45:56
review. 00:45:59
The person who's the applicant who's submitting you can actually see what the process is like. 00:46:03
And is like so this way they don't have a question of. 00:46:07
How things are, how things are being handled along with this process. 00:46:13
We'll be providing kind of like timelines in terms of this right now, the current timeline that we have. 00:46:18
On the table for discussions when when the application is submitted. 00:46:24
That the initial comments that provide to. 00:46:28
So we got two weeks. 00:46:32
After the application's been submitted. 00:46:34
Uh and UH, I'll be having a discussion with UH Patrick, the Senior engineer, in regards to if we want to have it where the 00:46:37
applications are accepted within certain times. So that's an application. 00:46:45
Said Essence. We wouldn't have an application submitted out Friday. We might say applications must be submitted by a certain date 00:46:53
of the week, day of the week. Excuse me. 00:46:57
And then to go through this process and on that little bottom table on the very bottom. 00:47:01
Kind of shows like other people that would be on the technical review. 00:47:07
On there that PW means public works, but public works, engineering, public works, Streets, Public. 00:47:12
Water, Sewer, public. 00:47:17
Grounds. 00:47:20
OK, public works grounds. We have parks. 00:47:22
We have arm fire. 00:47:26
As well. And then we have like for example street light contractor planning as well. And then I put outside agencies, those 00:47:29
outside agencies to be examples like the dot. 00:47:33
Central Utah water, TSSD, etc. 00:47:39
Would just be handled as through the engineering. 00:47:41
Just to make sure that it's kind of to put the burden on to kind of put the burden back on ourselves so we're not having the 00:47:46
expectations that the other. 00:47:50
Department slash divisions are not having to. 00:47:53
And handle additional course and handle additional work. 00:47:56
So we're going to work on getting a policy pin into place. 00:48:01
This is more of an internal policy. 00:48:05
And it may, we may. 00:48:08
Depending on the discussions, the same as you may bring this to City Council as more as. 00:48:10
Kind of more of a presentation slash workshop. 00:48:15
Put it transparent to the public of We're trying to make our customer service better here in Vineyard, not just to our residents 00:48:18
but also to our businesses and our contractors. 00:48:22
Because you know. 00:48:27
They're our customers. 00:48:29
But I also want to put this out to everyone in the group. So. 00:48:30
This documents been a work in progress for some time, but if anyone on this group has comments to this flow chart. 00:48:35
If you see something that is missing something that is required. 00:48:42
Please provide those comments to myself and Patrick and we will definitely. 00:48:46
Put that in consideration, incorporate and definitely if you have questions, we'll ask those questions. 00:48:51
We're making it more easier, but I appreciate that. 00:49:27
The chair wasn't the recent resolution that was reviewed and or passed. 00:49:31
Also indicating. 00:49:37
That there are a certain number of times that they can try this 3 * I. 00:49:38
Yes, yeah, maybe, maybe we put a little footnote or a note off to the side that would remind. Yeah, I appreciate that and we'll do 00:49:43
that too as well. We'll have that. I think we'll put some references into in terms of to our codes of someone sees this flow chart 00:49:48
we'll have say please refer to code. 00:49:53
Blah, blah, blah and such. Yeah, that's good. Appreciate that feedback. And then last question, I think it's helpful to know at 00:49:59
what stage in the process are they submitting the technical review. So let's say they already have a lot in place and they're. 00:50:06
They're doing a site plan. Are they doing the technical review before that? Are they doing that as part of, like, the final plat? 00:50:14
So the final plat they'd submit. 00:50:21
Go through the. 00:50:23
As we have it now and then they would submit the technical review to engineering and then you would distribute that. 00:50:25
Yeah. So we'll put something like that together. This is just one of the one of the slides and a series of slides and definitely 00:50:33
that's something good because I think with. 00:50:37
Kind of some of the finalizations that we've had with the recent ordinances, but we'll put together is when you say if then, if 00:50:42
then. 00:50:46
Or statements, Yeah, engineers kind of our ears peak up and we'll definitely put together some flow charts where. 00:50:50
It provides the applicant some guidance but it also provides some flexibility, so cuz we understand that some napkins would like 00:50:59
to submit things a little earlier and take the risk. 00:51:03
And then some napkins would choose to submit things near the end. 00:51:08
And alleviate any kind? 00:51:14
For example, like our land disturbance per. 00:51:17
Without Africans to do land service permit, but they excuse me before official site plan may be approved. 00:51:19
But they're taking on 100% of risk that the side plan won't be approved. So and maybe having clarification on some of the 00:51:27
terminology if. 00:51:31
Because I I've heard the technical review process also called land disturbance permit and so you know if, if, are those the same, 00:51:35
if, if they are, maybe just kind of having that clarified somewhere. 00:51:43
Or we just use the same type of turn out terminology. Yeah, that's actually confused. We could, I totally understand and 00:51:51
definitely that's good feedback and we'll make sure that we'll do that. I expect that. 00:51:56
You know now that Patrick's back from his vacation, that he'll have the final product done by noon today. I think he just booked 00:52:01
another vacation. I saw him on Priceline. 00:52:05
No, no. Yeah, definitely we want to put some push something out that's in a timely manner, but we also want to make sure that we 00:52:11
don't have to take 10 steps back because we didn't fed. 00:52:16
So with this, with the comments that you provide and if your staff. 00:52:22
Has any additional feedback please? Yeah, please provide that to us and our intent is to. 00:52:29
Before we kind of go live on this, to take it to City Council as a kind of visit presentation. 00:52:33
This way it's fully trans. 00:52:38
That's all I have. I think that is it for the agenda. I did want to add though that if you have any feedback for me in terms of 00:52:42
the agenda, in terms of how this meeting runs, you can run that through me and I'll work with the team on making this hopefully a 00:52:48
little bit more streamlined and better for everybody. I think the bylaws too, you get those right now, that'll. 00:52:55
Oh yeah. 00:53:02
Sorry, so the technical review. So the code right now the municipal code doesn't have a technical review, so we've been putting it 00:53:03
in land disturbance permit only planning to break this out into its own. 00:53:09
The field. 00:53:15
In the current municipal code. So it's a separate process from the land disturbance permit. No, kind of what Morgan was saying is 00:53:17
that we probably just need to fix the terminal terminology in terms of in terms of that. So more likely we'll just do is we'll 00:53:23
kind of put this together and then label this the proper label that makes sense. 00:53:29
But let everyone know that this is where the technical reviews occur. 00:53:36
It doesn't. It does. The technical reviews don't happen at the DRC. The technical at the DRC provides the, you know, the feedback, 00:53:42
but the technical review. 00:53:46
Of like which widgets, the widgets and gadgets will happen at this? 00:53:50
So to answer your question, Patricia. 00:53:55
It's I think it's more just a nomenclature but then definitely before we go live what would definitely have a sit down discussion 00:53:58
with you to make sure that we're not doing anything. 00:54:02
That's going to. 00:54:07
Mess everything. 00:54:10
OK. 00:54:13
Then I believe it's up to the chair to adjourn the meeting. 00:54:16
Do I make the motion to adjourn? 00:54:21
Or do I ask, You can just, you can ask for it or you can just make it. Yeah, I'll make a motion to adjourn. 00:54:23
2nd. 00:54:27
All favor. 00:54:30

OK.
2nd. 00:54:27
All favor. 00:54:30
