and declare as follows. 1 due to the emergency conditions which currently exist in the state of Utah and specifically Nantah 00:01:04
County and Vineyard City as a result of the COVID-19 pandemic and the recent surge in COVID-19. 00:01:11
Infections across the State of Utah County. The holding of public meetings with an anchor location is defined in the Utah Open and 00:01:18
Public Meetings Act presents a substantial risk to the health and safety of those who may be present at any location. And two, the 00:01:25
risks to those who may be present at an anchor location can be substantially mitigated by holding public meetings of the Planning 00:01:32
Commission pursuant to electronic needs that allow for public participation via virtual needs. 00:01:39
And three, the City has the means and ability to allow virtual participation in the public meetings in accordance with the Utah 00:01:46
Open and Public Meetings Act. NOW, therefore, based upon the foregoing, for 30 days from the date of this order, meetings of the 00:01:53

and approval and provides the ability for the Planning Commission to apply conditions to help mitigate against detrimental effects 00:06:59

Third well site that we have in the city next to residential. So there's there's several well sites, but I believe this is the 00:08:15
third one we've done that next residential in the past, social detailed water has been really great to to work with and they 00:08:21
typically have stayed on top of the, you know, working with residents and so many Sean, as you provide kind of the detail of that 00:08:28
construction process you're going to go through, if you could also explain. 00:08:34

So as far as construction timeline, we're going to be drilling our well site both 16 and 17 at the same time 16 is. 00:09:51
Quite a bit further north than here and it doesn't necessarily require a conditional use permit. That's why we're only talking 00:10:04
about 17 here. But it's construction is going to be happening simultaneously at the at both well sites and so the the timeline 00:10:09
that's given. 00:10:15
There and you guys have staff report that your time frame from March 21 to March 22 is in regards to both both those well sites. 00:10:22
We plan on starting here at well, Seventeen first and getting that. 00:10:34
Drilled first and then moving to our site further north and and getting that constructed afterwards, so. 00:10:41
As far as actual drilling of the well, it's anticipated that we'll be drilling. 00:10:50
Probably about two to three months, and that consists of a big old. 00:10:58
Well, drill rig and once that gets set up and started, that's a 24 hour operation. 00:11:05
They'll have multiple crews coming in and out, rotating and ensuring that that drill rig is going 24 hours a day. And that's the 00:11:13
whole reason for those 40 foot sound walls is to help mitigate. 00:11:19
That that noise to the neighbors and like Morgan said, we're just finishing up wells 8-9 and 10 just a little bit further West of 00:11:26
here that are. 00:11:31
I mean well, Site 8 sits right in the middle of the apartment complex. 00:11:37
I think that's the Concord. Maybe it's just north of the Concorde. 00:11:43
But it's sitting right in the middle of an apartment complex and. 00:11:48
Those sandwalls do a pretty good job at mitigating the noise. We do have a full time public involvement consultant on the project. 00:11:52
Corox Engineers is our public involvement. They were. 00:11:59
Our public involvement consultants for 8-9 and ten and they'll be on the project here for 1617 as well. 00:12:07
So yeah, that that gives you a pretty good gist of what we've done in the past and. 00:12:18

involvement group does a pretty good job at having a website up throughout the project and then they'll do. 00:12:50

Major construction activities, certainly before we start drilling, will. 00:13:05
We'll certainly try to communicate as best we can with the neighbors to give them a heads up of the activities that we'll be doing 00:13:11

Well, most of the equipment to enter in on a regular basis from Geneva roadside. 00:13:25
Correct, Yeah, that'll be their primary access as the sound wall is going to be going across the north side of the site there. 00:13:31
They won't really be able to have that access from 4th N they'll be accessing from Geneva Rd. 00:13:37
And then in terms of noise, I know it's hard to classify noise, but compared to pylon pounding as an example, how is the noise of 00:13:45
drilling? 00:13:50
You know, that's a that's a good question. 00:13:57
I don't imagine it's quite as intrusive as pylon, just pylon. My understanding with pylon you're kind of thumping and so not only 00:14:03
is there noise, but there's quite a bit of vibration to it. 00:14:09
Here with the drill rig, I mean they'll be drilling down. So there there won't be as much vibration. 00:14:17
Happening around around there, but there will be, I mean. 00:14:24
We put up 40 foot sound walls for for a reason, not only noise, but it's going to be lit up on the inside as well. So it's helped 00:14:29
to mitigate the light as well, so. 00:14:34
And also the alloy have been lucky enough to have the pylon pounding and well numbered time so. 00:14:41
The wells weren't as as noisy as the pylon founding at least, so I guess to go there there will be pile on pounding to get get 00:14:49
those footage let's sound walls up. There will be some pylons that need to be pounded in, but that'll be minimal in comparison to 00:14:57
the actual wealth drilling. The well drilling is the one that will take about two to three months. 00:15:05
They can get those sound walls put up fairly quickly. So yes, good point, Anthony on on that. And Anthony, we did receive some 00:15:14
complaints during the, the, the the last drill sites. But, you know, I, I think that Central Utah water does a really good job at 00:15:22
at, you know, trying to accommodate residents and in talking to show it sounds like. 00:15:30
The drilling is best if it's just, if it runs 24/7. Isn't it kind of the idea that Sean, once you start, you just keep going 00:15:39
until. So the idea is you get it done instead of dragging out the construction process. And so, you know, two to three months, I 00:15:44
mean. 00:15:48
Yeah. I mean, not only that, but we really can't with how big these wells are. These are these are massive production wells that 00:15:54
serve. 00:15:58
Vineyard, you guys will be getting a lot of your water from, from these wells and then they they go further north and out West 00:16:05
Eagle Mountain, Saratoga and so forth and so forth. The the size of these wells really doesn't lead to if we if we have to shut 00:16:11
down then. 00:16:17
That well has a very high probability of collapsing on itself and so that's why once we start, it's a 24 hour operation until we 00:16:24
we get it finished and and done. 00:16:31
Morgan, the demography of the apartments right there. 00:16:42
Umm that that this construction will back up to? Any idea on children, babies? I mean, do we know anything about the the 00:16:47
population of the proximity of the of the apartments? 00:16:53
More, more the assumptions and and that's, that's generally with kind of our higher density that's been found that they have a lot 00:17:02
of students, a lot of young professionals. There are small families. So most likely you will have some, some kids in there. 00:17:07
Typically you get more children in single family detached neighborhoods than you will in in town developments, but you still have 00:17:12
them. I've seen quite a few kids in there. 00:17:18
And obviously you're gonna get a cross section. There's probably some senior citizens in there as well, but most of the bulk of 00:17:24
the population are going to be students and young professionals or small families. And that's an assumption. the US Census doesn't 00:17:30
drill down that far. This is a lot of us meeting with HO as and just code enforcement actually reveals quite a bit about a make up 00:17:36
of the population too. So we've been able to. 00:17:42
Save a lot of students so there is an active HOA there so. 00:17:49
Sean, you probably, I mean you already know this, but you'd want to be posting things in their clubhouse and working with the HOA 00:17:55
as well. So they publicize it as well. Absolutely. Yep. 00:18:00

With a, with a, with a condition, basically the condition is at a site plan and building permit would be required prior to a 00:18:32
vertical construction. So they they will come forward with a well house that you've seen kind of in the Alloy and Concord have 00:18:38
most likely and correct me if I'm wrong John, but I think this is the same kind of brick design. My understanding would be 00:18:44
consistent with that. So that would require the site plan approval, but this allows them to get the construction process underway 00:18:50
and then. 00:18:56
The drill, the drilling is complete in the wells installed and I believe they would install the constructor well house. 00:19:02
Yeah, total, total well construction timeline is about a year. So we'll be there on this side 17 and then are are well sixteen 00:19:09
side for about a year drilling the wells and developing them and then. 00:19:17
Constructing the well houses will start about the March, April time frame of 2022 and that'll take about another years worth of 00:19:25
construction tanking to get well houses constructed on those two sites. 00:19:32

You know, that's a good question. I imagine we'll utilize this same site. 00:19:54

Right. This is my portion. So we've been in conversation for the last, I don't know, four to five, maybe six weeks with Martin 00:22:51
Bill Janik who works for Martin Snow. Actually the company that is over this project is officially Vineyard Properties of Utah 00:22:59
LLC. 00:23:06
And they are requesting a site plan approval and I'd like to walk you guys through a brief presentation or summary of what they're 00:23:15
proposing to construct here in our city in the East Lake Industrial area. So I'll just share my screen here. 00:23:26

We have, we do have the applicant with us. So at the end of the presentation, I'll open for the comments and questions from from 00:23:43
the Planning Commission. But yeah, if we can save those until the very end, that'd be great. 00:23:50
OK, so as we stated the the projects called the East link lot 05. 00:24:03
And this is just an overview of the project. So the applicant is Reading Properties in Utah, LLC. The address of the site is 71 E 00:24:10
1750 N in the East Lake Industrial Park. 00:24:17
Umm, the size is approximately 12.4 or sorry, 39 acres. 00:24:24
And they are requesting a site plan approval, but the project is is valued at approximately $9 million and if approved tonight, it 00:24:31
would take about 10 months to construct beginning around the end of March or start of April. 00:24:39
Here's an aerial view of the project site. So on the left hand side, here we have the Pacific Core Power Plant, and here's 1750 N 00:24:51
and Pioneer Lane. 00:24:56
The zoning designation that it's in, it's an M district, so the M district is intended for manufacturer and industrial uses. 00:25:07
And it would allow for for makes use on this site. 00:25:14
And the the applicant. 00:25:19
The The site would welcome manufacturing, warehousing. 00:25:23
And and and office as the three uses that could go in there potentially. 00:25:29
On the landing spot, this area is designated as Vineyard Commerce Center and it's an area intended to increase the production and 00:25:36
exchange of goods and services. 00:25:40
And. 00:25:46
Hey, here's a few more project details. The lot size is approximately 540,000 square feet or 12.39 acres. 00:25:50
They're proposing to develop or or construct about 156,000 square feet of of building. 00:26:00
That would be divided in the following way. Warehousing 125,000 manufacturing 16,000 square feet and office 15,000 square feet. 00:26:08
And this would be across four different buildings, two large ones and then two ancillary ancillary buildings and within those 00:26:16
buildings there's a total of 8 visible. 00:26:24
Units. 00:26:33
And on the backside, on the backside of the two larger buildings, there's 10 docks for transport vehicles and none of the 00:26:34
buildings would exceed a height of 36 feet, even though up to 60 feet is allowed. 00:26:42
So here's the site plan that has been provided by Mr. Bill Janik. 00:26:51
So over here we have the power plant around the perimeter of the site, we have some sensitive area, some wetland areas. To the 00:26:58
northeast is Linden City and there's a few buildings constructed already to the right. 00:27:07
I can't quite remember exactly what those buildings housed in there, but I think they have some tenants already. That's the 00:27:17
furniture that oh, that's like the the. 00:27:22
The door, that's a Joe Pilling. He does the customized doors and stairwell stairways and he's got. 00:27:28
I think there's a couple other uses as well. Yeah, yeah. OK, awesome. Thanks for clarifying that, Morgan. So yeah, this is just an 00:27:35
overview and we'll walk a little. I'll walk you through some more of the details on this as as I go along here with the 00:27:41
presentation. But I just wanted to show you guys what what it is that they're just an overview of what they're proposing on their 00:27:46
site plan. 00:27:51
So in terms of freight planning and design, I really do think they checked all the boxes here. The buildings are building look 00:28:00
really good. They have varied architectural forms. 00:28:06
They're consistent with what's around them. 00:28:15
They match a our natural environment. They're not blocking any like, you know, site Vista is important, important sight lines or 00:28:18
anything. 00:28:23
We did work with them to mitigate their building massing. The original design seemed a little bit too flat, I guess for lack of a 00:28:29
better word, but working with their architecture and with Martin has been great to work with. They incorporated a lot of roofline 00:28:37
variations and some relief warplanes decorative inserts. 00:28:46
They incorporated a a variety of building materials and colors to match the surroundings. 00:28:55
And they've actually added quite a number of entry points into their structures, which further add to the visual interest of of 00:29:02
the building. The glass and the metals that are used on the structure are are going to look real nice. And then in terms of 00:29:10
pedestrian and vehicle circulation, everything's up to standard and it's very safe. 00:29:17
No parking spaces are more than 150 feet from the entrances. There's lots of sidewalks around around the building. 00:29:26
And there there's enough ingress and egress points in and out of the site, so everything's checking out in terms of. 00:29:35
Of physical design and just the functionality of of how the site works. 00:29:45
In terms of landscaping, their coverage is actually quite substantial. They have about 140,000 square feet of landscaping on the 00:29:52
site, which in an industrial zone. The the video zone code only requires a 5% minimum and they provided 25% of the project site 00:29:59
is. 00:30:07
Is landscape, so that's that's quite a bit and not that enough that landscaping. 00:30:16
There's visible open space and that wetland area that's on the perimeters of the of the northern part of the site. They provided a 00:30:20
nice landscape buffer to to make sure that that area is maintained in in in as as as as sensitive features. 00:30:30
And then there there's plenty of appealing and water sensitive plant materials that they've incorporated. 00:30:43
They've used deciduous trees, Evergreen shrubs, grasses. 00:30:52
Again, that are all water sensitive and a lot of them are native plants. 00:30:58
And then some of the topping materials that they use they've incorporated like their escape rock, gravel, mulch. So it's all, it's 00:31:04
all very designed to be sustainable. 00:31:09
And meet all of our standards, the parking. So they've exceeded our parking over minimum parking requirements. And here's the 00:31:18
breakdown. 00:31:22
So with the, with the, with the square footage that they're proposing. 00:31:29
We would require 125 parking spaces for for their warehouse use, 22 for their manufacturing use, 75 for their office. 00:31:36
And total they would they, we were requiring them 222 spaces. So they've exceeded that parking requirement by about 14 spaces and 00:31:47
everything checks out with their ADA parking. I verified on the ata.gov website to make sure that they're the meeting that 00:31:55
standard and, and they've absolutely provided the, the number of spaces needed. 00:32:04
Here I want to show you the the building elevations. 00:32:15
So there's, there's the four buildings on site. And yeah, these elevations just show the materiality variations that they're 00:32:22
they're providing. They show the dots. So these are more detailed. 00:32:28
And these are these are the final ones that that after all of our conversations and actions with Martin and and their company, 00:32:37
these are the final previous ones which are looking nice. 00:32:42
Here they have like a materials board here in the color palette. 00:32:54
So we've asked the applicant there, so the Vineyard Heritage Trail runs just north of their project site and we've pointed out to 00:33:01
the applicant that it might be a nice amenity that would they would provide to the site by making a connection to the Linden 00:33:09
Heritage Trail to their site. And so that's something that they will be considering. 00:33:17
And and they would be discussing in further meetings. 00:33:26
So we just wanted to point that out to the applicant. It's not something that's required by the code per se, but the applicant is 00:33:30
aware that that that could be a nice treatment to the site. And then I'm going to go back a few slides to talk about the 00:33:35
screening. 00:33:41
Sorry, parking speaking, I should clarify. So along here, along these the front, the front of the the three buildings here on the 00:33:48
on the middle portion on the east side, there's about a 50 foot landscape buffer that provides a nice screening for the the 00:33:54
parking that's in the rear of the site. But here on the southwest corner of the project site, the parking comes a little bit 00:34:00
closer. 00:34:07
And so we've brought up a discussion with with the applicant that we would like to see. 00:34:14
Some more substantial screening close to the public right of way in front of this building and maybe perhaps along along here. So 00:34:20
they're more than more than happy to. 00:34:26
To meet that standard. And so they're, they're going to be updating a site plan and a landscape plan that reflects that that 00:34:33
