Mayor and COUNCILMEMBERS’ REPORTS/DISCLOSURES/RECUSALS Councilmember Welsh reported that last week, for Opioid Awareness Day, Vineyard was featured on some of the radio programs in the state because our NarcX disposal unit at the city offices. She encourage everyone to take advantage of it. She mentioned that the city would be doing projects for the United Way Day of Caring tomorrow. | |
Councilmember Judd reported that he attended an economic summit. He gave a brief overview of the summit and how Utah was doing. | |
Councilmember Earnest reported that on September 25 there would be a babysitter training for Youth Council and anyone who wanted to learn about taking care of children. He said that more information would be coming soon. 5. STAFF, COMMISSION, and committee REPORTS 5.1 | |
City Manager Jacob McHargue mentioned to the City Council that the Utah League of Cities and Towns conference was coming up at the end of the month. Mayor Fullmer also reported on the event. Mr. McHargue reported that they held their first waterfront planning meeting today. He said that he had also attended the first Utah Redevelopment Association (URA) meeting to prepare for the legislative session. There was discussion about opportunities for residents to participate in the waterfront discussions. Mr. McHargue reported that the Boo-A-Palooza was coming up in October. Mayor Fullmer asked about the FrontRunner Station. Mr. McHargue explained what was happening with the station. There was a discussion about the station timeline. 5.2 | |
Planning Commission Chair Bryce Brady reported that they had approve a preschool in the LeCheminant subdivision. He mentioned the approved of the Topgolf facility. 5.3 | |
Youth Council Mayor Janelle Dadson gave her quarterly report. She mentioned how the Children’s Library was doing, and events that were happening there. She reported that some of the Youth Council were able to attend a resilience training, and that some of the Youth Council had qualified for the Presidential Volunteer Service Award. She reviewed upcoming Youth Council events. 6. | |

Discussion and action – Zoning Text Amendment (ZTA) for 15.48 Signs Ordinance 2021-08 (This item was continued from the August 11, 2021 and August 25 City Council meetings.) City Planner Briam Amaya Perez is recommending amendments to ZTA 15.48 to modify wall and monument sign standards. The mayor and City Council will act to adopt (or deny) this request by ordinance. (A public hearing was held on this item on August 11, 2021.) Mr. Amaya Perez reviewed the changes to the code. There was a discussion about the sign standard waiver and sign types. Mr. Brim suggested the city look at adding a public art ordinance to the code. Mayor Fullmer called for a motion. | |

Discussion and action – School Crossing at 460 North City Engineer Naseem Ghandour is requesting approval to add a school crossing at 460 North and Vineyard Loop Road. The mayor and City Council will take appropriate action. Mr. Ghandour reviewed the work that staff had done to assess the need for the proposed school crossing. He mentioned that this crossing would reduce the amount of students using the school crossing on Vineyard Road. There was a discussion about the crossing. Staff expected to be able to implement the crossing in about 3 weeks. | |
Motion:Councilmember Earnest moved to approve the Trailside Elementary Reduced Speed School Zone at 460 N and Vineyard Loop Road and budget for purchase and install the warranted traffic control devices. Councilmember Judd seconded the motion. Mayor Fullmer, Councilmembers Earnest, Flake, Judd, And Welsh voted aye. The motion carried unanimously. 9.3 | |
Discussion and action – Amending Title 2 of the Municipal Code (Ordinance 2021-12) City Attorney Jayme Blakesley will present a code amendment adding Chapter 2.30 Commissions, providing guidelines for the creation of commissions, and adding the Bicycle Commission to the Municipal Code. The mayor and city council will act to adopt (or deny) this request by Ordinance. Mr. Blakesley was excused so Mr. McHargue explained the difference between a commission and committee and why they were adding it to the city code. | |
