DISCUSSION AND action –Local Consent for a DABC Bar Liquor License Applicant Tim Ryan is requesting that the City Council give Local Consent for a DABC Bar Liquor License for the Bout Time Pub & Grub to be located at 568 North Mill Road Suite B106. The mayor and City Council will take appropriate action. Mayor Fullmer turned the time over Business Licensing Administrator Kelly Kloepfer. Ms. Kloepfer explained the applicant had applied for a Vineyard Type A Liquor License for Bars. The DABC requirement was that the municipality give local consent for the DABC to issue their license. Sergeant Holden Rockwell with the Utah County Sheriff’s Office explained that the city code required him to report on new alcohol licenses applicants coming into the city. He said that he had reviewed the application and researched the Lehi Bout Time location, and they were in compliance with all state codes. He said that he had spoken with Lehi’s police department and since May of last year they had had 16 calls to the establishment and only a few had been arrests for disorderly conduct. He said that this type of establishment would increase police calls. He expressed concern with people drinking and driving. He felt that this bar would not be any different from having a bar in any other city. Mayro Fullmer asked the council if they had any questions. She turned the time over to Tim Ryan with Bout Time Pub & Grub. Mr. Ryan explained that the State wanted to accelerate the application process by asking him to submit his application by May 10 instead of June 10 and that was why the council was holding a special session.
