CALL TO ORDER/INVOCATION/INSPIRATIONAL THOUGHT/Pledge of Allegiance Mayor Fullmer opened the meeting at 6:01 PM. She gave the invocation and led the Pledge of Allegiance.     work session   2.     No items were submitted.     Regular session   3.

Councilmember Welsh invited everyone to attend the premier film in the summer movie series starting this Friday night at 9:00 pm.   5.     STAFF, COMMISSION, and committee REPORTS 5.1
City Manager Jacob McHargue reported that the pricing committee met this week and were able to price the bonds. They went out on the market, and they did very well. There was a discussion about the bonds. Mr. McHargue reported that three of Vineyard’s law enforcement personnel received awards at the Utah County Sheriff’s awards banquet and they would be sharing photos on social media.   5.2
Planning Commission Chair Bryce Brady reported that UCCU would be located on Mill Road near the Megaplex.     6.
CONSENT ITEMS 6.1  Approval of the June 23, 2021 City Council Meeting Minutes 6.2  Approval of an Interlocal Agreement with Orem for Building Inspection Services – Resolution 2021-16 6.3  Approval of the Waters Edge Subordination Agreement 6.4  Approval of a Final Plat amendment for Homesteads Pod 1 Phase 1 6.5  Approval of a Special Event Permit for A Child’s Hope Foundation   Mayor Fullmer called for a motion.   Motion:Councilmember Earnest moved to approve the consent items. Councilmember Welsh seconded the motion. Roll call went as follows: Mayor Fullmer, Councilmembers Earnest, Judd, and welsh voted aye. Councilmember Flake was absent.  The motioncarried with one absent.     7.
Appointments 7.1  Treasurer……………………………………………………………1 position Mayor Fullmer will nominate Bayley Deason as the City Treasurer. The City Council will take appropriate action. Ms. Deason will then be sworn in by the City Recorder.   Mayor Fullmer explained the reason for the change in the treasurer position. She nominated Bayley Deason to be appointed as the new treasurer and called for a motion.   Motion:Councilmember Judd moved toapprove this action and give the mayor our consent to appoint Bayley Deason as the city treasurer. CouncilmemberWelsh seconded the motion.Roll call went as follows: Mayor Fullmer, Councilmembers Earnest, Judd, and welsh voted aye. Councilmember Flake was absent.  The motioncarried with one absent.     8.     discussion/Presentations 8.1
PRESENTATION - Utah County Drug Prevention Coalition Wendy Wright, a member of the Utah County Drug Prevention Coalition and a health educator for the Utah County Health Department, will share information and resources regarding drug prevention and treatment.   Wendy Wright with the Utah County Drug Prevention Coalition explained how the Coalition worked. She said that they worked to educate the public about vaping, preventing alcoholism, opioid abuse, etc. She suggested that the city appoint a representative to be on the coalition.  She mentioned that they offered prevention training to residents and gave naloxone kits to those who participated. She explained the 211 site and where people could drop off medications they were no longer using. She agreed to add the Vineyard’s NarcX box site to their list.   Bonnie Hargreave with Utah County Drug Prevention Coalition mentioned that they could be a resource for health fairs, a night out against crime, and similar city sponsored events. There was a discussion about the different trainings the coalition offered.   8.2
discussion – Educational Reimbursement The City Council and staff will discuss educational reimbursements.   Mayor Fullmer explained that there were staff members who were seeking additional education to use it to help the city. She said the staff was asking for direction from the council.   Mr. McHargue felt that they should put together a formal program. There was a discussion about staff seeking additional education.
City Recorder Pamela Spencer swore in Bayley Deason as the new city treasurer.      9.     BUSINESS ITEMS 9.1  No items were submitted.     10.  CLOSED SESSION No closed session was held.     11.  ADJOURNMENT Mayor Fullmer called for a motion to adjourn the meeting.   Motion:Councilmember Welsh moved to adjourn the meeting at 6:26 PM. Councilmember Judd seconded the motion. Mayor Fullmer, Councilmembers Earnest, Judd, and Welsh voted aye. Councilmember Flake was absent.
