Nair gave a brief introduction.
3.
COUNCIL
/ MANAGER DISCUSSION
Mr.
Nair stated that he wanted to have a unified mission, vision, values, and
goals. He felt that the council’s decisions were the most important. He said
they were at a key place with staff, and as they continued to grow, they were
moving past things that they used to do. He wanted to continue Vineyard’s
vision, but there were things that they needed to change. He felt that they
needed to have protocols in place for council and staff interactions. There was
a discussion about being unified.
Play >> Mr. Nair said that the mission would be the goal of the city
government. The vision was where they wanted to be. The values were the code of
ethics. He felt that these things would help them focus on the budget
priorities.
Play >> Mr. Nair said that a suggestion was to have a code of conduct.
Play >> Mr. Nair suggested that they start by creating a mission statement.
The discussion started by using the current vision statement in the General
Plan.
Play >> Mayor Fullmer felt that they needed to acknowledge one of the biggest
roles of Vineyard, which was as a regional development, and she wanted it added
to the vision statement. There was a discussion about “regional development” and
adding it to the vision statement.
Play >> Councilmember Flake felt that the city needed to do a better job of
promoting their vision statement. There was a discussion about marketing what a
regional development was.
Play >> Councilmember Sifuentes felt that General Plan was lacking
information about the downtown area. There was further discussion about regional
development and about development in Utah County. There was also a discussion
about transportation in the county and its connection to Vineyard.
Play >> There was a discussion about amenities in Vineyard that would draw
people from all over the world.
Play >> There was further discussion about transportation. Mayor Fullmer
mentioned the use of 3D airspace for drones. There was a brief discussion about
drones.
Play >> Mr. Nair mentioned that inflation was taking a toll on everyone. There
was a discussion about how tax rates worked in Utah and how they affected
Vineyard’s budget.
Play >> Mayor Fullmer noted that the council had
been placed on boards and asked them to contact her and Mr. Nair if they could
not make it to an assigned board meeting. She felt that communication was
important. She asked them to contact Communications Manager Kathryn Newman, who
could schedule their appointments. She asked them to copy her and Mr. Nair on
those appointments so they could step in if necessary. There was a discussion
about which appointments or events needed to be copied to Mayor Fullmer and or
Mr. Nair.
Play >> There was continued discussion about communication and areas of
responsibility.
Play >> Mr. Nair recapped that, as a councilmember, they had the right to
make comments, on behalf of the council, in the subcommittees as where they sat
and give direction to staff. Outside of their subcommittee assignments, he
wanted to limit directives to staff that were not to department heads. He
wanted those directives to go through the department heads and to copy him on
them. Mayor Fullmer gave an example of communication with staff. Mr. Nair
stated that staff should be going through their department heads when they are
contacting council. There was a discussion about how council should be
communicating with staff and reporting to Mayor Fullmer and Mr. Nair.
Play >> There was a discussion about the grievance process.

Play >> Mayor Fullmer called for a motion to go into a closed session.
Play >> Motion: COUNCILMEMBER WELSH MOVED TO GO INTO A CLOSED SESSION
TO DISCUSS THE CHARACTER,
PROFESSIONAL COMPETENCE, OR PHYSICAL OR MENTAL HEALTH OF AN INDIVIDUAL. COUNCILMEMBER FLAKE SECONDED THE MOTION. MAYOR FULLMER,
COUNCILMEMBERS FLAKE, RASMUSSEN, SIFUENTES, AND WELSH VOTED YES. THE MOTION
CARRIED UNANIMOUSLY.
5. ADJOURN
Motion: COUNCILMEMBER
FLAKE MOVED TO ADJOURN THE CLOSED SESSION AT 1:13 PM. COUNCILMEMBER WELSH
SECONDED THE MOTION. MAYOR FULLMER, COUNCILMEMBERS
FLAKE, RASMUSSEN, SIFUENTES, AND WELSH VOTED YES. THE MOTION CARRIED
UNANIMOUSLY.
