1.      CALL TO ORDER/INVOCATION/INSPIRATIONAL THOUGHT/Pledge of Allegiance

 Mayor Fullmer called the meeting to order at 6:00 PM. She gave the invocation and led the Pledge of Allegiance.

 

 

2.      Work Session

No items were submitted.

 

 

3.      Public Comments                                                                         

 Resident Kim Cornelius, living in The Villas subdivision, stated that he attended the Planning Commission meeting and felt he could not comment and was concerned about being able to comment on what was presented. Mayor Fullmer responded and clarified about commenting.

 

 Resident Jordan Christensen, living in The Preserves, expressed concerns about the corner of Main Street and Vineyard Loop Road. He was also concerned about what the Utah Department of Transportation (UDOT) was doing. Public Works Director Naseem Ghandour and Mayor Fullmer responded to his concerns.

 

 Resident Daria Evans, living in The Villas, thanked the Public Works Department for keeping the trails clean. She expressed concerns about concrete thrown onto the lake shore. There was a brief discussion about illegal dumping.


 

4.      Mayor and COUNCILMEMBERS’ REPORTS/DISCLOSURES/RECUSALS

 

 Councilmember Mardi Sifuentes reported about Boo-A-Palooza to be held on Monday October 16.

 

 Councilmember Cristy Welsh reported about the progress on the mural being painted on the water tank. She thanked Mr. Ghandour and his team for their help with a neighborhood concern. She also reported about Utah Valley University (UVU) and the health collaboration with Huntsman Cancer Institute (HCI) coming to Vineyard, and a large donation from Huntsman. She also addressed some concerns that resident Daria Evans had regarding Utah City. Mayor Fullmer added to Councilmember Welsh’s report regarding the Wellness Village and what is coming to Utah City.

 

 Councilmember Welsh added that she would talk to the developer regarding the dirt that is piling up in the Utah City area.

 

 Resident Russell Evans, living in The Villas, expressed his concerns about Utah City claiming to be the home of UVU and the drive times previously reported. Mayor Fullmer responded to Mr. Evans concerns.

 

 Mayor Fullmer reported on the legislative interim session she had attended today.

 

 

5.      STAFF, COMMISSION, and committee REPORTS                                

5.1     City Manager Ezra Nair reported on the progress of the water tank mural, the

Vineyard extension connection, 1600 North progress, and the progress with installation of concrete pads at the bus stops. He also mentioned that the pedestrian refuge project would start soon, and that Vineyard would be winterizing the irrigation pipes and reminded residents to winterize their sprinkler system soon.

 

5.2   Planning Commission Chair Bryce Brady gave an update on the downtown area and

expressed his concerns regarding the parking study.

 

5.3   Community Garden Director Brittnee Voorheis gave a presentation about the

Community Garden and its progression from the start. Mayor Fullmer thanked Ms. Voorheis and spoke about donations. Councilmember Welsh expressed her thanks and spoke about plans for the gardens.

   

 

6.      CONSENT ITEMS

6.1  Approval of the September 27, 2023, City Council Meeting Minutes

 

Mayor Fullmer called for motion.

 

 Motion: COUNCILMEMBER FLAKE MOVED TO APPROVE THE CONSENT ITEM AS PRESENTED. COUNCILMEMBER WELSH SECONDED THE MOTION. ROLL CALL WENT AS FOLLOWS: MAYOR FULLMER, COUNCILMEMBERS FLAKE, SIFUENTES, AND WELSH VOTED YES. THE MOTION CARRIED UNANIMOUSLY.

 Mayor Fullmer called for a motion to adjourn the meeting.

 

Motion: COUNCILMEMBER FLAKE MOVED TO ADJOURN THE MEETING AT 6:29 PM COUNCILMEMBER SIFUENTES SECONDED THE MOTION. MAYOR FULLMER, COUNCILMEMBERS FLAKE, SIFUENTES, AND WELSH VOTED YES. THE MOTION CARRIED UNANIMOUSLY.
