1.        CALL TO ORDER/INVOCATION/INSPIRATIONAL THOUGHT/PLEDGE OF ALLEGIANCE

Play >> Mayor Fullmer began the meeting at 5:01 PM. Councilmember Sifuentes gave the invocation and led the Pledge of Allegiance.

 

 

2.        PRESENTATIONS/RECOGNITIONS/AWARDS/PROCLAMATIONS

2.1.   Library Board Presentation

Play >> Julie Tanner introduced the current board, presented the library board’s vision as well as the challenges it has faced which included needs for additional funding to support additional staff time.  

 

Play >> Councilmember Cameron initiated a discussion regarding additional funding and staff.

 

2.2.   Kindness Week Proclamation 2024-09

Play >> Mayor Fullmer proclaimed November 11-17, 2024, as Vineyard Kindness Week.

 

2.3.   Presentation of Vineyard Academy Graduates

Play >> Communications Manager Jenna Ahern presented the 2024 Vineyard Academy    Graduates.

 


 

3.        WORK SESSION

No work items were submitted.

 

 

4.        PUBLIC COMMENTS

Play >> Randy Gray, living in The Villas, expressed his appreciation to the council for the work they had done to resolve parking problems, but also expressed his concerns over continued issues regarding it. Additionally, he distributed a resolution passed by residents as well as photos of current parking issues.  

 

Play >> Daria Evans, living in The Villas, thanked councilmember Rasmussen for her service. She also thanked Environmental Utilities Manager Sullivan Love and his team for working quickly to resolve water issues that happened the previous week.  She had questions about the budget amendment and road construction near the Maverick, specifically how the new figure had been reached. She also had additional questions regarding section 3 of the social media policy.

 

Play >> Claudia Lauret, living in The Villas, wanted to express her appreciation to the city staff for their work throughout the year.

 

Play >> Darlene Price, living in The Villas, had questions regarding construction near 800 North. Specifically, she wanted to know if the purpose of the construction included any additional parking.

 

Play >> Karen Cornelius, living in The Villas, commented on the new Vineyard Grapevine page. She was concerned about what she viewed as a free speech issue.  She also expressed concerns about the parking situation in the apartments that were still under construction. She believed that the cars represented overflow from the Lakefront area.     

 

 

5.        MAYOR AND COUNCILMEMBERS' REPORTS/DISCLOSURES/RECUSALS

Play >> Councilmember Cameron reported on a meeting between her, Mayor Fullmer and City Recorder Pamela Spencer regarding posting the agenda seven (7) days before the next meeting. She explained some of the challenges and concerns that were raised during that meeting. Additionally she covered recent events in the city and spoke about recent meetings she had regarding parking.

 

Play >> Councilmember Sifuentes spoke about the recent passage of Proposition 10 to change the form of government in Vineyard. She stated that she was excited for the council to have an additional councilmember.

 

Play >> Councilmember Holdaway expressed concerns over development of an RFP for a city hall and asked to learn more about bonds and the bonding process. A discussion ensued. He also shared his concerns with the Vineyard Grapevine page. He expressed interest in attending more of the meetings regarding the recent split of the Alpine School District. There was a discussion regarding the split and the meetings that had already taken place.  


 

Play >> City attorney Jayme Blakesley gave a more detailed overview of the status of the ASD split.

7.1.   Approval of the October 9, 2024, City Council Meeting Minutes

7.2.   Municipal Code Amendments to Chapter 2.30 Commissions and Committee Creation (Ordinance 2024-15)

7.3.   Disposition of Surplus Property Policy Amendment (Ordinance 2024-16) Public Works Director Naseem Ghandour will present proposed amendments to the surplus property policy.

7.4.   Approval of the 2025 City Council Meeting Schedule (Resolution 2024-31)

 

Play >> Councilmember Sifuentes asked that item 7.2 be removed from consent and be discussed. Mayor Fullmer agreed.

 

Play >> Motion: COUNCILMEMBER SIFUENTES MOVED TO APPROVE THE REMAINING CONSENT ITEMS. COUNCILMEMBER CAMERON SECONDED. THE ROLL CALL VOTE WAS AS FOLLOWS: MAYOR FULLMER, AND COUNCILMEMBER SIFUENTES, CAMERON, AND HOLDWAWAY VOTED YES. THE MOTION PASSED UNANIMOUSLY.

 

Play >> Bicycle Advisory Commission Chair Anthony Jenkins presented on item 6.2 and the desire to change the name of the commission to the Active Transportation Commission and answered questions from the council about the change.

 

Play >> Motion: COUNCILMEMBER SIFUENTES MOVED TO APPROVE CONSENT ITEM 7.2, CHANGING THE NAME OF THE BICYCLE ADVISORY COMMISSION TO THE ACTIVE TRANSPORTATION COMMISSION. COUNCILMEMBER CAMERON SECONDED. THE ROLL CALL VOTE WAS AS FOLLOWS: MAYOR FULLMER, AND COUNCILMEMBER SIFUENTES, CAMERON, AND HOLDWAWAY VOTED YES. THE MOTION PASSED UNANIMOUSLY.

9.1.   PUBLIC HEARING - FY25 Budget Amendment #1 (Resolution 2024-32)

 

Play >> Motion: COUNCILMEMBER SIFUENTES MOVED TO OPEN A PUBLIC HEARING AT 6:15 PM. COUNCILMEMBER CAMERON SECONDED THE MOTION.  THE VOTE WENT AS FOLLOWS: MAYOR FULLMER AND COUNCILMEMBERS CAMERON, SIFUENTES AND HOLDAWAY VOTED YES. THE MOTION CARRIED UNANIMOUSLY.

 

 Play >>  Finance Director Kristie Bayles presented the proposed amendment to the FY25 Budget.

 

Play >> Ms. Price wanted to know where the budget was located. Ms. Bayles replied and explained where the budget could be found.

 

Play >> Motion: COUNCILMEBER SIFUENTES MOVED TO CLOSE THE PUBLIC HEARING AT 6:25 PM. COUNCILMEMBER CAMERON SECONDED. THE VOTE WENT AS FOLLOWS: MAYOR FULLMER AND COUNCILMEMBERS CAMERON, SIFUENTES AND HOLDAWAY VOTED YES. THE MOTION CARRIED UNANIMOUSLY.

 

Play >> Councilmember Holdaway asked for future amendments to be provided to him earlier so that he could review them. Councilmember Sifuentes explained that the changes were part of the preliminary draft that was sent to the council on the Friday before the meeting.

 

Play >> Councilmember Sifuentes asked for clarification from Councilmember Holdaway regarding his concerns. A discussion ensued. 

 

Play >> Motion: COUNCILMEMBER SIFUENTES MOVED TO APPROVE RESOLUTION 2024-32 AMENDING THE FISCAL YEAR 25 BUDGET. COUNCILMEMBER CAMERON SECONDED. THE ROLL CALL VOTE WAS AS FOLLOWS: MAYOR FULLMER AND COUNCILMEMBERS CAMERON AND SIFUENTES VOTED YES. COUNCILMEMBER HOLDAWAY VOTED NO. THE MOTION PASSED THREE (3) TO ONE (1).

 

 

9.2.   PUBLIC HEARING - Consolidated Fee Schedule Amendment (Resolution 2024- 33)

Finance Director Kristie Bayles will present proposed amendments to the
Consolidated Fee Schedule. The Mayor and City Council will act to adopt (or
deny) this request by resolution.

 

Play >> Motion: COUNCILMEMBER SIFUENTES MOVED TO OPEN THE PUBLIC HEARING AT 6:29 PM. COUNCILMEMBER CAMERON SECONDED. THE VOTE WENT AS FOLLOWS: MAYOR FULLMER AND COUNCILMEMBERS CAMERON, SIFUENTES AND HOLDAWAY VOTED YES. THE MOTION CARRIED UNANIMOUSLY.

 

Play >>  Finance Director Kristie Bayles presented proposed amendments to the Consolidated Fee Schedule.

 

Play >> Ms. Price commented on previous budget discussions and concerns she had over increases in taxes.


 

Play >> Ms. Bayles explained the charges were the result of contractual obligations and not something the city had the option of not imposing. A discussion with the council ensued.

 

Play >> Ms. Cornelious expressed her concerns over tax increases and the building of the city hall. She accused the council of back door deals with the Mountainland Association of Governments.

 

Play >> Mr. Gray commented on bonds and taxes, expressed his concerns about those on fixed incomes.

 

Play >> Motion: COUNCILMEMBER SIFUENTES MOVED TO CLOSE THE PUBLIC HEARING AT 6:42PM.  COUNCILMEMBER CAMERON SECONDED. THE VOTE WAS AS FOLLOWS: MAYOR FULLMER AND COUNCILMEMBERS SIFUENTES, CAMERON AND HOLDAWAY VOTED YES. THE MOTION PASSED UNANIMOUSLY.

 

Play >> Mayor Fullmer asked if it was possible to delay further action on this item until the December meeting. Mr. Blakesley explained that though it would be possible the item was on the agenda to allow for additional notice of the increase in the next month’s utility bills. A discussion ensued.

 

Play >> Councilmember Holdaway commented on what he viewed as the need for a larger tax base specifically for sales tax.

 

Play >> Motion: COUNCILMEMBER SIFUENTES MOVED TO ADOPT RESOLUTION 2024-33, AMENDING THE CONSOLIDATED FEE SCHEDULE. COUNCILMEMBER CAMERON SECONDED. THE ROLL CALL VOTE WAS AS FOLLOWS: MAYOR FULLMER AND COUNCILMEMBERS CAMERON AND SIFUENTES VOTED YES. COUNCILMEMBER HOLDAWAY VOTED NO. THE MOTION PASSED THREE (3) TO ONE (1).

 

9.3.   DISCUSSION AND ACTION - Social Media Policy Amendment (Resolution 2024-26)

 

Play >> Mr. Blakesley and Communications Manager Jenna Ahern presented the proposed amendments to the city’s social media policy.

 

Play >> Motion: COUNCILMEMBER SIFUENTES MOVED TO ADOPT RESOLUTION 2024-26, AMENDING THE CITY’S SOCIAL MEDIA POLICY. COUNCILMEMBER CAMERON SECONDED. THE ROLL CALL VOTE WAS AS FOLLOWS: MAYOR FULLMER AND COUNCILMEMBERS CAMERON, SIFUENTES, AND HOLDWAWAY VOTED YES.  THE MOTION PASSED UNANIMOUSLY.
