1.        CALL TO ORDER/INVOCATION/INSPIRATIONAL THOUGHT/PLEDGE OF ALLEGIANCE

Play >> Chair Fullmer opened the meeting at 6:05 PM. Boardmember Clawson gave the invocation and led the pledge of allegiance.

3.        CONSENT ITEMS

3.1.   Approval of June 11, 2025, RDA Meeting Minutes

4.        BUSINESS ITEMS

4.1.    Public Hearing - Amending the Vineyard RDA Fiscal Year 2024-2025 Budget Amendment (Resolution U2024-03)

RDA Director Josh Daniels will present amendments to the Fiscal Year 2024-2025 RDA Budget. The RDA Board will act to adopt (or deny) this request by resolution

Play >> Orem resident John Barrick expressed his concerns with compliance by the RDA Board regarding the State Auditor’s Audit Report. He requested that the RDA publish a list of all developers and business who received RDA funds in 2025 and in the prior seven years. He also requested the names of all city employees and officials who failed to report the transactions and if anyone will be disciplined. He asked what the RDA was going to do to reduce the unilateral spending threshold that was in the State Auditors report.

 

Play >> Daria Evans, living in the Villas, asked about the differences in the posted dollar amounts and the dollar amounts presented tonight.

 

Play >> Chair Fullmer called for additional public comments. Hearing none, she called for a motion to close the public hearing.

 

Play >> Motion: BOARDMEMBER SIFUENTES MOVED TO CLOSE THE PUBLIC HEARING AT 6:14 PM. BOARDMEMBER CLAWSON SECONDED THE MOTION. CHAIR FULLMER, BOARDMEMBERS CAMERON, CLAWSON, HOLDAWAY, AND SIFUENTES VOTED YES. THE MOTION CARRIED UNANIMOUSLY.

Play >> Boardmember Sifuentes asked about the grant revenue change. Mr. Daniels explained it was for the Rail grant, and they did not receive the same amount for this year as they thought they would for the project.

 

Play >> Chair Fullmer called for further questions from the board. She explained that they would be discussing the audit findings during the city council meeting. She then called for a motion.

4.2.    Discussion and Action - Final Fiscal Year 2025-2026 RDA Budget (Resolution U2025-04)

RDA Director Josh Daniels will present the Final Fiscal Year 2025-2026 RDA Budget. The RDA Board will act to adopt (or deny) this request by resolution.

(A public hearing was held on the tentative budget during the May 28th, 2024 RDA Meeting.)

Play >> Ms. Evans asked about the differences in the numbers on the website and the numbers presented tonight. Mr. Daniels explained any discrepancies. A discussion ensued.

5.        CLOSED SESSION

No closed session was held.

 

 

Play >> Mr. Daniels stated that he wanted to rescind the memo sent out before the last RDA meeting. He said that he research state code and found that in 2009 state law required that Taxing Entity Committee (TEC) should meet annually. State law was changed in 2011 to create an option for RDA’s to issue annual informational reports and that was why they discontinued the annual meetings. Those reports are available on the Utah County Auditor’s website. In 2020 the law changed requiring RDAs to issue annul informational data reports to the Governor’s Office of Economic Opportunity, which are available online through the GOEO website. He noted that he was working on having those reports available on the city website.
